You
know
the

happy

I'd
like
to
thank
the
parks
and
Environment
Committee
for
welcoming
me
as
a
speaker.
My
name
is
Heather
Marshall
and
I'm.
The
campaign's
director
at
the
Toronto
environment,
Alliance,
an
organization-
that's
very
familiar
with
this
committee
as
we
work
to
build
a
greener
city
for
all
AB
being
the
first
meeting
of
a
new
year.
It's
a
pleasure
to
be
here
and
I'd
like
to
congratulate
the
new
committee
chair,
councillor
McMahon
on
her
position.

I'm
sure
you'll
serve
this
committee
very
well
in
the
next
two
years
and
and
your
committee
plays
a
very
important
role
in
city
building,
our
coveted
parks
or
recreation
programs,
and
the
environmental
resilience
of
our
city
depends
on
you
and
the
boats
you
make
and
the
leadership
that
you
show
at
this
committee.
So
I
definitely
would
like
to
see
more
agenda
items
on
your
committee
in
the
next
year.
I
think,
there's
a
lot
we
could
be
doing
and
we
be
T
would
be
happy
to
collaborate
with
your
committee
at
any
time
or
come
to
join.

I've
show
presentations
on
some
of
the
work
we've
been
doing
like
our
air
monitoring
program,
that
puts
air
monitors
into
the
hands
of
residents
and
they
actually
can
go
out
and
measure
pollution
in
their
community.
We're
seeing
them
find
you
know,
parks
to
have
better
air
quality
than
the
streets
nearby
we're
seeing
them
to
find
major
challenges
with
some
of
the
construction
sites
in
their
community,
and
we
know
there's
some
very
simple
solutions
that
can
be
put
in
place
to
improve
the
air
quality
there.

So
the
reason
before
I
am
before
you
today
is
because
of
the
climate
change
in
health
staff
report
update
that's
here
from
the
acting
medical
officer
of
Health
and
her
team,
and
of
course
we
all
know.
Climate
change
impacts
are
deeply
connected
to
human
health,
and
we
also
know
that
Toronto's
most
vulnerable
residents
will
be
most
vulnerable
to
climate
change
impacts
as
well.

We
put
forward
for
climate
change
investment
in
the
collaborations
we
see
between
departments
will
improve
our
health
and
the
environment,
so
the
climate
health
report-
that's
before
you
today
makes
many
strategic
action,
has
many
strategic
action
areas
in
it
and
unfortunately,
we
see
a
link
between
some
of
the
clear
actions
that
are
in
place
in
this
report
and
some
of
the
service
reductions
that
are
slated
for
cuts
in
the
2017
budget.
So
just
wanted
to
draw
attention
to
a
few
of
those
that
are
linked
to
this
committee.

We're
also
seeing
cuts
to
see
pip
grants
and
there's
many
environmentally
health
related
initiatives
that
are
funded
through
C
pip,
including
the
stop
Community
Food
Center
and
community
health
center
programs
that
linked
to
environmental
initiatives
in
there
sit
in
their
community
I
just
wanted
to
draw
attention
to
our
progress
report
that
Toronto
environmental
Lions
launched
this
year,
and
it
was
at
the
midterm
of
council
and
just
to
say
that
there's
some
great
work
happening
on
climate
change.
We've
got
some
great
solutions
being
put
forward
and
we're
tc's.

A
major
concern
is
the
significant
lack
of
investment
in
the
climate
action
plan,
as
well
as
the
resilient
City
work.
That
needs
to
be
needs
to
be
done.
We
certainly
can't
keep
going
this
way
and
we
could
start
with
a
1.6
million
dollar
climate
change
funding
for
the
2017
budget
to
really
ramp
up
our
actions.
This
committee
will
see
into
the
2050
action
plan
coming
forward
in
April
and
May
to
this
committee
and
I
hope
that
they
can.
Can
you
guys
can
continue
the
leadership
you
had
started
with
the
2020
plan.

plans,
so
you're

help

some
money
into

budget.

transit
and
affordable
housing.

the
globe
and
it
has
gone
a
long
way
so
far,
but
the
next
level
is
much
more
aggressive
and

we'll
see

lot

benefits
when
that
comes
through,
and
what
committee
does
that
go
to
planning
a
growth
I
think
it
whatever
planet
yeah,
but
it's
the
chief
planner,
has
a
responsibility
for
that

carriage
of
that.

report

respect
to
extreme
heat,
but
I
want
to
understand
what
the
engagement
is
cos
understand
that
it.
It
says
we're
I'm,
trying
to
find
the
paragraph
where
it
says
we're
engaging
across
the
city
all
over
this.
How
does
that
happen,
and,
and
what
sort
of
follow-up
do
we
get?
Do
we
get
actual
spreadsheets
of
these
buildings
and
these
lands
or
Lords
have
been
engaged?
This
is
my
first
stop
at
peony,
so
so
I
don't
know
how
that's
unfolding.

doing
consultation
right
now
in
apartment
buildings,
without
air
conditioning
uh-huh,
and
so
we've
done
a
public
opinion
survey.
We've
been
doing
interviews,
there's
a
report
going
to

Board
of
Health
in
April.
That
will
summarize
all
of
the
input
that
we've
had
from
the
from
the
residents
and
the
landlords
so
other
than
that
municipal
licensing
and
standards
goes
in
and
does
inspections
to
ensure
that
the
standards
are
being
met.

public
health
doesn't
have
that
responsibility
for
a
database,
but
certainly
most
of
the
buildings
have
been
interested
in
providing
input
to
Toronto
Public
Health
on
the
extreme
heat
issues
and
will
continue
to
consult
with
them.
As
we
go
forward.
Municipal
licensing
and
standards
has
a
their
new
licensing
regime
may
will
collect
some
information
on
whether
or
not
there's
cooling
spaces
available.
So
they'll
they'll
create
a
database
through
that
license
and
that's
I'm,
not
an
expert
in
that
particular
area.

but
it's
so
it's
mostly
MLS
I'm,
sorry
to
belabor
this
I
found
it
took
me
a
while
to
find
it.
It
says:
toronto,
public
health
staff
engaged
tenants
and
community
organizations
on
a
regular
basis
in
apartment
neighborhoods
across
the
city,
so
that's
present
tense.
So
I
want
to
know
what
is
happening.
What
engagement
is
happening
and
why
don't
I
know
about
it,
given
that
I
have
two
of
the
biggest
tower
block
villages
in
town
like
what
is
this
present
tense
engagement
that
is
going
on?

We
work
closely
with
the
towel
renewal
program
and
we're
also
received
funding
for
to
the
public
health
agency
of
Canada
to
do
two
pilot
programs,
one
in
etobicoke
in
one
in
Scarborough
that
will
have
a
lot
of
community
engagement
with
those
residents,
but
with
the
specific
to
the
heat
and
apartment
work,
the
extreme
heat
work.
There
was
a
public
opinion
survey
that
was
conducted
by
an
online
panel
that
wasn't
specific
to
those
particular
communities.
It
was
around
apartment
dwellers,
so
it
was
pretty
broad-based
right.

So
there
is
some
work
going
on.
It
just
happens
that
it's
starting
in
districts
that
don't
include
mine.
So
that's
why
I
didn't
know
about
it,
but
it
is
actually
underway.
Yes,
so
the
question
is
the
that
takes
care
of
extreme
heat,
but
it
was
also
a
recommendation
of
the
the
blue
ribbon
panel.
We
put
together
after
the
ice
storm
that
we
needed
to
start
working
on
a
vulnerable
persons
in
any
power
outage
list
of
vulnerable
people
living
in
multi
residential
buildings,
isolated
by
lack
of
elevators.

We
are
still
undertaking
consultation
on
the
vulnerable
persons
registry,
the
Board
of
Health,
directed
us
to
consult
on
a
registry,
that's
maintained
by
the
property
owners,
so
we're
consulting
with
not
only
the
property
owners,
the
landlords,
but
also
residents
on
whether
or
not
such
registry
would
be
helpful
or
not.
We're
also
consulting
with
the
office
of
emergency
management
and
fire
services.
To
look
at
the
the
the
benefits
in
the
the
unintended
consequences
of
registries.
So
that
will
also
be
reported
in
our
April
Board
of
Health
Report.

Just
further
to
my
questions,
madam
chair,
the
reason
I'm
asking
about
these
things
is,
you
know
here
we
are
saying
that
that
we
can
close
those
cooling
centers,
because
no
one
knows
they're
there
and
you
know
we're
we're
actually
looking
at.
Maybe
the
cooling
space
has
to
be
in
the
building
or
near
the
building
where
they
live
because
they're
that
vulnerable.
But
it
seems
to
me
that
there
is
a
huge
engagement
piece
here
and
it
goes
across
all
of
them.

It
gets
mentioned
in
extreme
weather,
but
it
also
comes
up
when
you
get
to
the
food
part
of
this
report
and
I.
Think
that
that
that
you
know
Board
of
Health
will
do
their
work.
But
it's
very
much
going
to
end
up
here,
because
we've
learned
from
the
work
we
do
in
MLS
there
we
do
everywhere
the
work
we
do
in
solid
waste
that
engaging
in
multi
res
buildings
is
a
huge,
huge
thing
and
I.

Ask
those
questions
because
I'll
just
forewarn
you
when
we
get
to
April
and
we
look
at
the
amount
of
engagement
we
need
to
do
the
do.
We
register
vulnerable
people.
How
are
we
going
to
do
this
I
think
we're
going
to
find?
Is
it
it's
so
cross-divisional
that
if
landlords
aren't
going
to
restore
all
of
their
buildings
built
into
the
1952
1965,
we're
gonna
have
a
lot
of
vulnerable
people
who
really
paid
substantial
rent
to
be
there
and
are
very,
very
vulnerable
there?
We're
going
to
end
up
needing,
to
my
mind
across
division.

We
just
need
a
multi
residential
building
engagement
strategy
period,
and
then
all
of
these
things
will
end
up
feeding
into
it.
Our
climate
change
actions,
our
food
security
actions
are
pests
and
lice
and
bed
bug
actions
will
all
be
able
to
feed
into
a
unit.
That's
engaging
engaging
the
landlords
and
the
tenants
on
on
how
our
vertical
communities
at
work
and
I
think
I
think
that's
going
to
be
a
huge
banner
for
peony
to
wave,
because
it
would
seem
that
all
of
these
things
are
to
leave
the
Board
of
Health
arms-length
agency.

This
is
our
next
stop.
So
just
for
a
warning!
That's
why
I'm
asking
those
questions,
because
we
don't
have
a
great
track
record.
Our
organics
program
will
show
you
we're
gonna,
have
a
great
track
record
in
terms
of
engaging
with
either
the
landlord
or
the
tenant
and
making
the
thing
we're
trying
to
make
happen
actually
happen.

I've
got
a
motion.
The
director
of
environment
and
energy
provide
an
update
to
the
parks,
Environment
Committee
in
the
first
quarter
of
2017
on
the
proposed
changes
to
the
green
building
standard.
The
green
building
standards
are
possibly
this
city
strongest
tool
to
reducing
the
greenhouse
gas
emissions
of
our
buildings
in
the
city
of
toronto.
Right
now,
they
they
are
a
global
standard
but
they're
in
danger
of
falling
behind,
and
we
are
empowered
through
the
city
of
toronto
act.

To
do
this,
I
think
we
did
actually,
in
the
last
term
of
council,
improve
the
energy
the
energy
standards
required.
I
think
we
need
to
make
sure
that
that
that
this
this
next
round
of
changes
also
further
improve
our
our
requirements
under
that
under
that
p,
under
that
policy
tool,
it
doesn't
come
to
this
committee,
though,
and
I
think
that
that's
a
shame.
I
think
that
it's
important
that
the
the
environmental
lens,
as
well
as
a
planning
and
growth
lens,
is
taken
to
this.

We've
seen
that
in
things
like
development
charges,
I
would
love
to
see
a
a
more
and
more
environmental
lens
be
put
on
the
green
building
standard
at
this
committee
and
I
think
that
hopefully,
I
have
the
agreement
of
the
chair
and
and
we'll
be
able
to
at
least
get
an
update.
How
we
use
that
time
is
I
think
a
different
question
that
I'm,
that
is
one
for
clerks,
but
the
the
first
quarter
of
2017
isn't
to
give
Jim
Baxter
a
heart
attack.

Making
this
an
issue
on
our
agenda
I
think
the
health
impacts
of
climate
change
are
often
the
ones
that
are
most
ignored
and
people
that
people
see
a
daylight
today
and
they
say
well,
what's
the
problem,
but
we
know
that
that
it's,
those
Peaks
it's
those
severe
weather
events
emits
those
impacts
on
infrastructure,
on
food
production
that
that
that
that
that
will
lead
us
down
a
very
difficult
and
a
very
expensive
Road.
If
we
don't
take
action
sooner
rather
than
later.

just

follow
on
a
little
bit
about
what
counselor
Cowell
was
saying
with
with
climate
change,
whether
it's
too
hot
or
too
cold.
We
do
need
to
look
at
our
vulnerable
people
and
I
know
that
our
office
of
emergency
services
is
looking
at
doing
a
whole
city
and
I
think
what
we
truly
believe.

lot
of
us
councillors
believe
that
a
whole
city
is
a
lot
to
chew
and
therefore
we
should
be
doing
it
ward
by
and
if
we
do
this
Ward
by
Ward
working
with
our
local
groups,
working
with
groups
like
crew,
faithful,
the
common
good,
our
environmental
groups
and
with
our
landlords.
We
as
counselors
can
probably
get
a
pretty
good
idea
of
our
vulnerable
people.
I'm
working
with
my
faith
groups,
I'm
working
with
my
landlords,
and
we
are
looking
to
make
sure
that
each
board
of
management
or
condo
board
has
a
vulnerable
list.

So
some
of
them
are
very
good.
When
someone
signs
up
to
rent
a
unit
or
buy
a
condo,
they
they
say
you
know,
would
you
need
help
at
any
point
in
time
you
know
leaving
the
building,
whether
it's
too
hot,
too
cold
or
whatever
some
do
that
and
they
have
that
list.
Others
don't
so
I,
don't
think
we
can
mandate
landlords
to
do
this,
but
we
can
definitely
work
with
our
communities
to
get
that
list.

Just
as
an
example,
my
environmental
group,
green
13,
is
hosting
a
workshop
on
january
fourteenth
and
inviting
all
our
community
groups,
fire
emergency
services
and
others
to
come
and
the
city
to
come
and
say
what
are
you
doing?
What
are
we
doing
and
how
can
we
work
together?
I
will
say
that
councillor
Pasternak
already
has
he's
a
couple
of
steps
ahead,
actually
I
think
than
some
of
us
with
his
extreme
weather,
how
he
will
deal
and
look
after
his
residence
in
extreme
weather.

So
as
I
say,
I
think
it's
good
that
the
the
emergency
service
people
trying
to
look
at
it,
but
I
think
you've
got
to
break
it
down
into
chunks
and
I.
Think
working
with
MLS
working
with
the
Board
of
Health
working
with
this
committee,
all
coming
together
and
all
sharing
the
information
we
have
will
help
our
residents
in
the
long
run
because
getting
residents
out
of

when
there's
no
power,
there's
no
elevator,
there's
no
running
water.
How
do
we
do
that?

we
know
who
needs
that
help
so
I
think
all
these
committees
coming
together?
We
can
do
this,
but
we
have
all
got
to
share
the
information
we've
got
so
I'm.

where
I

committees,
sort

work
together

I
think

this

one

we're

an
update
on
it,
because
we
all
have
issues
going
on
in
different
regions.
So
I
used
to
have
this
great
thing
clerks
are
means
we're
not
allowed
to
do
it
anymore,
but
we
used
to
do
a
thing
when
that
happened
when
the
motion
was
I.

Okay,
you
know
what
this
counselor
just
has
an
issue:
that's
easily
resolved
versus
yeah
yeah,
a
bunch
of
nodding
heads
in
a
room,
but
that
is
an
informal
meeting
that
now
can't
happen.
You'd
have
to
provide
notice
and
such
but
I
asked
the
the
the
GM
about
this
offline,
and
so
what
they
are
going
to
do
is
canvas
us
individually
a
bit
before
embarking
on
the
report
and
I
think
that's
key,
because
some
of
the
issues
may
simply
be
a
district
service
level
interpretation
or
they
may
be
a
full
citywide
policy
problem.

I'm
prepared
to
just
a
move
that
we
proceed
with
them.
Writing
the
report,
because
that's
going
to
happen-
and
we
may
even
wish
to
you-
know,
reach
and
beyond
this
committee.
You
know
I
will
say,
for
instance,
don't
start
writing
this
report
boot
without
talking
to
councillor
Robinson,
because
she
has
had
the
biggest
challenge
in
the
North
District
community
council
area,
but
that's
going
to
happen
anyway,
just
as
an
undertaking
yeah,
okay,.

I'll
just
add
to
that
that
I
think
this
issue
is
top
of
mind
to
every
almost
every
counselor
I
speak
to
and
so
and
we
and
that
shows,
with
the
many
motions
councillor
Robinson
counselor
Fletcher
at

last
council
meeting
and
and
this
one
on
going
from
a
few
years
ago.
So
we
look
forward
to
receiving
that
report
in
getting
full
details.
