with

of

the

go

the
agenda.
We
have
looks
like
a
very
light
agenda,
but
we've
had
some
additions
to
it,
which
is
great
always
like
the
additions,
so
PE
20.1
opportunities
for
growing
food
and
building
on
an
apiary
on
the
rooftop
gardens
at
City
Hall
as
an
urban
agriculture
demonstration
site.

report

addressing
counselor

exploded

we

parks,
Ambassador
Program,
all
in

as

But
the
important
thing
about
this
is
that
we
want
to
eliminate
hunger
in
Toronto
and
Torontonians,
told
us-
and
this
is
from
your
own
reports-
that
the
existence
of
hunger,
especially
among
so
many
of
the
city's
children,
is
unacceptable,
I
totally
agree
and
that
one
in
ten
Toronto
households
can't
regularly
afford
to
put
enough
healthy
food
on
the
table
and
I
think
that's
a
shame.
Many
it's
many
single
parents
and
those
with
disabilities,
Aboriginal
people
and
racialized
communities
that
suffer
disproportionately
so
eliminating
hunger
needs
to
be
a
priority.

Health,
social
and
ethical
issue
for
the
whole
of
the
city
and
I.
Just
can't
emphasize
that
enough
make
food
a
centerpiece
of
Toronto's,
new
green
economy
and,
once
again,
your
documents
saying
speaking
to
Torontonians
during
consultation
and
engagement
process,
most
people
were
surprised
at
how
important
food
is
to
Toronto's
economy.
So
let's
boost
that
economy
and
make
it
work
for
us,
then
green
space
and
health
inequities.

I
already
talked
about
the
food
iniquity
and
now
green
spaces
in
areas
near
vulnerable
populations,
including
people
living
on
low-income,
racialized
groups,
older
adults
and
children
have
been
found
to
be
particularly
important
and
evidence
suggests
that
the
health
benefits
of
green
space
are
more
pronounced
or
lower
socioeconomic
groups
and
other
vulnerable
groups
and
you've
already
identified
that
City
Council
is
to
prioritize
green
space.
Investment
in
the
31
neighborhood
improvement
areas
totally
totally
agree.

The
Board
of
Health
urges
the
Minister
Municipal
Affairs
and
housing
to
strengthen
policies
for
provisions
of
green
space
in
land-use
planning
documents,
and
that's
what
you
have
to
do.
You
have
to
protect
those
green
spaces,
every
way
that
you
can
legally
so
that
means
you've
got
to
develop
your
supportive
policies
that
you've
already
talked
about,
and
it
isn't
just
green
space
for
green
space
sake.
It's
for
stormwater,
it's
for
trees,
it's
for
urban
agriculture
and
it's
for
active
recreation
in
grow
in
recognizing
the
growing
importance
of
locally
grown
food
and
urban
agricultural
agriculture.

Toronto
City
Council
adopted
Grotti
EO
and
you've
got
documents
that
tell
you
how
to
move
that
program
and
put
it
in
place
so
that
we
can
eliminate
hunger
so
to
achieve
the
outcomes
of
these
two
programs
that
fit
together
and
that
would
be
grote.
Oh
and
the
Toronto
Food
Policy
Council
agricultural
plan,
the
city
of
Toronto's
equity
lens,
should
be
applied
where
appropriate,
to
guide
equitable
allocation
and
distribution
of
resources.
Help
set
priorities
address
the
needs
of
the
most
disadvantaged
and
facilitate
social
development
in
neighborhood
improvement
areas.

You
need
regulatory
changes.
Allow
backyard,
allow
urban
agriculture
to
happen
where
it
can
happen
in
the
city,
and
that
is
there's
so
much
green
space
really
in
the
city
on
private
property
in
public
places
that,
let's
use
it
so
develop.
These
supportive
policies
and
they're
already
outlined
make
sure
it's
in
Toronto
official
plan
link
growers
to
the
land
and
to
the
green
spaces,
update
all
your
city
policy,
zoning
and
bylaws
to
enable
an
encourage
urban
agriculture
work
with
the
city
to
implement
at
urban
agriculture
and
community
garden
gardening
initiatives.
And
please
look
forward
this.

idea
that
there's
the
stopped
program
and
the
community
Regent
Park
program
and
that
there's
children's
gardening
and
eco
programs
and
I
want
to
tell
you
about
Stephen
Biggs,
just
before
I
leave
he's
somebody

North
York

is
qualified
to
be
an
urban
leader
if
he
would
ever
consider
taking
that
position,
which
is
what
I
think
you
need
is
31
urban
leaders
to
put
these
programs
right
in
place.
He's
the
no
guff
vegetable
gardening
guy
with
his
family,
his
whole
front
yard
and
his
whole
backyard
in
North.
York
are
Gardens
producing
food.

I
was
just
whispering
to
councillor

Mary,
who,
who
knows,
because
you
have
the
urban
farm,
the
University
of
Guelph
is
doing
food
security
working
I
know
they're
there
they're
travelling
universe,
talking

private
sector.
Have
we
ever
had
them
here
to
speak
to
some
of
the
not-for-profit
to
environmental
groups
that
that
you,
you
monitor
so
many
of
them

if
you
don't
put

programs
in
place,
there
was
one
other
thing

I

was

the
newspaper.

says
people
who

trying
to
make
ends
meet,
don't

time

anything

the
help
to
actually
stop
the
hunger
and
eliminate

hunger.

have

them

a
good
report,

we
expected,

what
we
hoped
for,
but
I
understand
exactly
why
you're
coming
across
this,
but
we
do
have
to
encourage
more
urban
plantings
of
vegetables
in
every
area

can
find

know.
Many
years
ago,
I
was
in
Vancouver
for
FCM
I.
Think
councillor
Layton
was
there
councillor
Cowell.
Was
there
every
empty
piece
of
land
there?

Wars
had
a
vegetable
garden
had
allotments
every
empty
parking
lot,
which
hadn't
been
developed
on
yet
had
raised
beds
and
were
growing
vegetables
and
had
my
had
you
know
farmers
markets,
so
I
tried
to
do
that
here,
but
it
didn't
always
work,
so
we've
got
to
keep
pushing,
we've
got
to
protect
our
bees
native
and
the
honeybees,
and
just
thank
you.
This
is
great.

I
just
want
to
share
a
nice
little
story.
Do
you
remember
a
few
years
ago,
in
the
middle
of
the
the
crisis
with
Rob
Ford,
he
he
stood
up
and
started
to
writing
a
request
that
the
school
board
made
to
me
about
contributing
section,
37

to
a
northern
landscape
project,
a
landscape
project
that
included
armor
stone
at
northern
secondary
school,
and
at
that
point,
I
belligerently
got
kicked
out
of
the
council
meeting
during
the
during
that
awkward
moment
anyway.

I
just
visited
that
space
the
other
day
and
what
the
students
and
the
staff
have
done
is
actually
created
a
community
garden
within
that
space,
and
we
just
did
the
grand
and
grand
opening
the
other
day,
and
this
is
going
to
be
a
space
for
both
the
students
to
learn
about
urban
agriculture,
but
also
the
local
residents,
including
that
seniors
Toronto
Community
Housing
Building
just
feet
away,
so
it
really
is
a
special
space.
So
I
just
thought,
I'd
share
that
it
was
a
really
lovely
moment.
It's.

to
say,
I
was
a
little
bit
depressed
by
this
report.
I'm,
not
I'm,
not
gonna
argue
with
it,
but
I
was
a
little
disappointed.
I
I
was
hoping
that
we
would
push
the
boat
out
and
do
this
and
I'm
glad
that
we
did
get
to
where
we
got
to
with
our
green
roof,
but
I
think
now
that
it's
there,
people
have
forgotten
how
far
behind
we
fell
on
it
and
we
we
had
a.

Never
forgotten,
though,
that
that
back
in
the
day
in
1998
Mayor
Daley
brought
up
a
giant
busload
of
people
from
Chicago.
They
always
go
big
or
go
home
and
a
councilor
that
was
with
the
Mary
Smith
was
intrigued
by
this
goofy
little
planter
on
the
roof.
They
went
up
there,
so
they
could
have
a
view
of
Nathan
Phillips
Square
and
she
asked
about
it
and
they
said
well,
that's
the
beginnings
of
our
green
roof
and
then
nothing
happened
for
15
years.

They
went
back
to
Chicago,
and
most
people
know
that
famously
Chicago
City
Hall
is
completely
green.
Weather
is
not
building
infrastructure.
There
is
green
and
fact
they
experiment
with
all
sorts
of
different
crops
all
the
time
and
yes,
they
had
to
spend
some
money
to
carry
the
structural
load.
It
is
a
model
green
roof
on
a
city
hall
for
the
world
and
the
idea
came
from
here,
except
that
people
take
our
little
ideas
that
we
talk
about
and
don't
invest
enough
in
and
make
way.
Bigger
things
happen
in
other
places.

dreaming

something
like
Vande
Vancouver,
City
Hall
that

allotment
gardens
all
on

front

disappointing,

look

silver
lining
in
that
we're
getting

pollinator
demonstration
garden.

that's
a
start
so
we'll
inch
our
way
forward
on
that.

we
are,
we
have
a
parks,
classification
system
of
citywide
parks
and
community
parks
and
right
on
down
to
par
cats.
We're
relooking
at
that
at
the
moment,
but
essentially
the
destination
parks
are
the
very
large
parks
that
tend
to
attract
the
major
events
and
we're
not
only
local
community
attend,
but
also
tourists
from
outside
the
city
and
so
on.
So
those
are
our
destinations.

budget

have
been
having
some
discussions

the
indigenous
placemaking
Council,
which
is
a
group
of
architects,
and
that
have
been
working
specifically
on
things
like
this
in
architectural
design.

our
thought
would
be

check
back
with
them
and
think
about
an
appropriate
strat.

been
working
with
a
group
called
the
indigenous
place,
making
digital
space
making
council
sorry
and
they're
a
nonprofit
that
represent
a
number
of
architectural
firms,
as
well
as
architects
and
indigenous
groups
that
are
working
around
architectural
recognition
of
indigenous
places
within
various
architectural
designs
and
there's
many
examples
of
them.
So
our
thought
would
be.

going
to
move
that
we
refer
this
to
the
Aboriginal
Affairs
Advisory
Committee.
This
isn't
to
say
that
I,
don't
think
that
the
motion
is
a
good
motion
or
that
its
intent
is
meant
in
the
right
way,
but
with
a
dialogue
and
the
the
rather
public
dialogue
we've
had
over
the
last
month
about
cultural
appropriation,
it's
not
just
about
naming
things
and
the
first
couple
sentences
of
this
of
this
motion
speak
to
that,
but
but
it
needs
to
add
its
core,
be
not
just
about
naming
things.

point
of
contact
that,
when
it
went
back
to
when
a
when
a
rapport
framework
was
produced
so
that
they
could
comment

it

way

the

committee,
it
gives
us

missing

murdered

looking
at

hadn't
heard
back

parks
department
in
a
while,

this

sure
that
that's
that
happens
a
little
bit
quicker,
which
is
a
good
thing
and
I
think
that
we
should,
as
a
council
as
a
committee
and
as
a
council,
lend
our
support
to
their
work.

Affairs
Committee,
both
at
their
committee
level
and
who
they
report
to
the
executive
committee.

the

staff

inclusion

movie
nights

arts

permit

stemmed

letter

councillor
havoc
looking

movies

parks,
councillor
autumn
area,
questions.

Through
through
the
chair,
we've
been
reviewing
currently
our
policies
and
meeting
with
a
number
of
parks
groups
around
access
to
parks
and
the
types
of
things
that
they
want
to
do.
One
of
the
things
that
we
hear
frequently
is
the
financial:
is
the
financial
barrier
around
small
community
groups
wanting
to
do
smaller
events
and
parks
that
require
these
kinds
of
permit
fees
which
in
cumulatively
you
know?
According
to
the
number
events,
we
have
actually
don't
add
up
to
that
much
money,
but
actually
are
a
barrier
to
operating
these
nonprofit
events
in
in
parks.

So
if
the
fee
is
roughly
120
dollars,
what
we're
hearing
is
that's
sort
of
a
collection
amongst
the
group
to
pay
these
fees
when
they
also
have
to
pay
for
things
like
the
movies
and
the
projectors,
and
things
like
that.
So
this
is
really
just
you
know,
I.
You
know
within
the
power
that
we
have
to
try
and
help
these
groups
access
parks
contributing
to
that
process,
so
that
these
events
can
go
on
and
the
idea
would
be
that
it
encourages
more
of
those
events
to
happen.
So.

is
very
similar
to
the
approach
that
we
have
with
the
Arts
in
the
park
category,
and
it
came
from
a
concern
from
a
number
of
councilors
around
overburdening
certain
parks
that
are
very,
very
popular
with
too
many
events.
So
our
process
is
if,
if
there
are
a
number
of
events
that
are
being
requested
for
the
same
park,
to
check
back
with
the
councilor
as
a
from
a
consultation
perspective
to
ensure
that
residents
are
on
board
with
with
the
level
of
activity.

permit
would
be
the
permit
would
be
as
an
example
for
one
performance
rather
than
a
series
right.
So
it's
it's
intended
to
be
a
single
focus.
So
if
there
was
a
festival
or
something
like
that
that
was
being
held,
the

intention
of
this
permit
is
not
for
that.
It
is
for
smaller
based
community
permits,
with
less
than
250
people's.

be

items

art

the
park
permit
category
as
you
see
it
on

was
actually
approved
by
council
last
year

part

the
art
in
the
park
permit
program.
What
we're
asking
for
in
this
report
is
just
to
add
the
movies
in
the
park
category
to
this
classification,
so.

was
a

it's
it's
sort
of
the
thing
we're
proving
here
when
it's
one
of
the
bigger
teo
arts
in
the
part,
one
of
the
Arts
Council
things.
This
takes
care
of
the
anomaly
that
sometimes
those
turn
out
to
be
movie
nights.
We
have,
we
have
an
art
in
the
park,
that's
on
the
main
schedule
happening
in
Parkway
forest,
that's
the
tip
screen
showing
a
movie
with
a
live
orchestra.
So
you
know
why
are
we
not
letting
the
small
group
have
the
same
privileges?
However?

we
looked
at
at
tightening
up
on
on?
Who
does
what
the
thing
that
happened
this
weekend
was?
There
was
a
a
community
business,
sponsoring
a
community
garden
group
holding
and
hosting,
and
nobody
seemed
to
know
who
was
supposed
to
do
the
locates,
our
area,
parks,
guy,
derek,
was
superhuman
and
mobilized
and
found
some
people
to
bring
rain
barrels
at
the
at
the
last
minute
because
the
the
screen
people
arrived
and
found.
So
where
are
your
locates
and
none
had
been
done
so
we're
going
to
add
this?

is
going
to
lead
to
more
demand
for
those
types
of
services.
So
I
wonder
if
we
had
a
look
at
permit
procedure
whose
jobs
it
to
make
sure
that
all
these
smaller
groups
that
aren't
quite
as
savvy
about
those
things
are
going
to
know
what's
required
of
them
and
we
dire
eyes
or
something
someone
from
permits
or
parks
has
to
check
in.
Have
you
checked
these
things
so.

it's
an
excellent
comment

think
sometimes
there's
groups
that
have
done
this.
Just
for
the
first
time,
yeah
they're,
collaborating
with
others
and
through
your
question.
What
a
lot
of
stuff
to
do

put
together

sheet
of
you
know

checklist
sheet
just
as
you're
suggesting
so
that
when
these
permits
go
out
for
movies
in
the
park,
there
is
sort
of
a
list
of
considerations
for
the
permit
holder
to
ensure
that
they're,
following
these
things
very
similar
to
what
we
would
do
with
a
special
event
permit
right.

sort
of
space

open
up

local

the

realtor

we've
got
to
be.

be
really
firm
about
what
the
guidelines
are
and
that
you

to
designate
who

we're
talking

them

the
permit
office,

one
where

just
invited,

wasn't
hosting,
because
we
we
do
our
best
to
empower

up
phoning
Brenda
Patterson
on
a
weekend
who
was
at
the
cottage
and
not
happy
to
be
getting
the
number,
but
I
didn't
have
any
other
number

could
phone
on

Saturday
night
and
again
this
past

find
all
the
organizers

sweaty
and
exhausted,
from
going
through
the
hassle
of
finding

and

a
weekend

saying

guess
we
can't

these
steaks
in
the

turning
off
the
power
for
an
entire
subdivision.

I
think
we
have
to
be
really
firm

sponsorships

profile
of
TIF

love

TIF
movie
night,
because
it
allows
me
to

suburb
say
that
lightbox
downtown
is
yours.

great,

I
am
starting
to
see
now
the
local
realtor
and
the
local
local
mahal
sponsor.

we're
going
to
be
providing
free
services-
and
this
really
starts
to
grow
and
grow

what
we're
really
providing
is
a
lot
of
free
advertising
to
well-heeled
businesses,
we
will
have
to
be
prepared
to
to
examine
that
right.

be
careful
about
that.

seen

funding

for
maintenance,

upgrades
or
whatever,

doing

an

amazing
cherry
trees,
and
every
year
we
are
inundated
and
I
mean
inundated
with
thousands
and
thousands
and
more
thousands
of
people
who
come
to
look
at
these
stunning
blossoms.
Now
I
want

councillor
Layton
for
having
cherry
trees
in
Trinity.

I
know,
councillor
Thompson
is
getting
tree
or
has
trees
in
his
area.
We
need
to
get
these
trees
around
the
city,
so
in
10
years
time
not
everyone
comes
to
High
Park,
but
the
fact
is
they
do
come.
The
fact
is
we
bring
in
between
30
and
40
porta-potties,
because
our
bathrooms
aren't
all
open
at
that
point.
In
time
are
seasonal
bathrooms
can't
over
until
we
dig
around
them
and
lower
the
water
pipes,
we
can't
open
them
in
case
there's
a
frost.

So
you
have
all
these
buildings
and
bathrooms
which
are
not
open.
We
bring
in
garbage
cans,
we
put
up
signs,
saying,
don't
climb
the
blooming
trees
and
the
reason
we
do
blooming
trees.
Yes,
the
reason
we
do
this
I
actually
didn't
write
those,
but
it
was
brilliant,
I
loved
it,
because
when
I
became
councillor
the
city
was
not
looking
after
this
event,
because
it's
not
us
who
runs
this
event,
Mother
Nature
runs
it.
This
year
was
two
weeks
early
and
this
year
the
cherry
blossoms
went
for
nearly
nine
ten
days.

The
year
before
we
had
half
a
day,
because
Mother
Nature
suddenly
threw
frost
at
the
blossoms,
they
didn't
open
mind
do
we
still
have
to
bring
in
the
porta-potties
in
the
garbage
cans
and
the
extra
staff
and
MLS
and
police,
and
everything
still
have
to
come
in
and
the
year
before
we
had
three
days
you
never
know
so.
When
I
became
councillor,
we
decided
to
start
with
the
staff
that
we
should
promote
this
in
the
respect
that
use
TTC
walk
cycle,
do
not
bring
your
car,
don't
climb
the
trees
this
year
coming
up
in
2018.

We're
also
going
to
be
promoting
keep
your
dog
on
a
leash,
do
not
go
into
the
e
SAS
and
trample
our
vegetation,
so
we're
going
to
be
using
it
as
a
more
of
an
educational
thing,
but
I
no
other
destination
parks
have
big
events
as
well,
and
you
can't
stop
someone
coming
from
Scarborough
or
North
Etobicoke
to
these
parks.
We
invite
them,
but
when
these
parts
aren't
funded
for
these
kind
of
invasions,
which
are
wonderful,
all
the
other
parks
are
lose
funding.
So
I
know
where
to
zero
increase.

appreciate
that,
but
I
think
that,
because
of
our
day
and
age
because
of
all
our
vertical
streets,
which
we're
getting
more
of
more
people,
are
using
our
parks
locals
and
everyone
so
I'm
hoping
it
might
have
to
be
an
enhancement
but
I've
left
my
wording,
so
that's
up
to
staff
to
see
how
they
can
bring
this
forward.
I
hope
this
would
not
benefit
just
hi
Park,
but
all
of
our
destination
parks
across
the
city.

agree.

got
a
great
committee.
It
should
go
through
the
committee
at
the
library
board.
We
are
also
looking
at

Truth
and
Reconciliation
reports
and
we
are
there
reaching
out
to
the
Aboriginal
community,
First
Nations,
so
I
agree
we
have
this
is,
but
this
is
the
right
angle
to
go
and
I
think
actually
we're
going
to
get
some
different
ideas
from
the
right
communities
which
will
benefit
us
in
the
long
run.

blown

passion

commitment
and

I
have
met,
and
if
you
have
not
met
yet
our
latest
newest
hire
of
the
City
of
Toronto.

of
them
is
our
Toronto
Aboriginal
advisor,
Lindsay
and
I.
