implement
the
vision.

vision
is
to
create
a
connected,
accessible,
diverse,
complete
and
livable
mixed
use,
community,
one
that
includes
a
balance

residential,
that
will
have
market
and
affordable
units,
commercial
services
and
employment
all
supported
by
community
services.

sets

2.6
million
square
meters

network

have
a
mix
of
character
and
function,
and
the
exact
location
of
the
exact
alignment,
location
and
design
of
the
street
will
be
determined
and
secured
through
the
development
application
review
process
or
a
municipal
class
environmental
assessment.

identified

policy
11.8
and
is
part
of
the
recommendation
number
three
in
this
final
staff
report.

to
provide

live

work

the
planned

and

recommends
that
city
planning
transportation,
services
and

look

transit

measure

high

victoria
park
avenue
and
warden
avenue,
while
keeping
the
complete
street
element
in
mind.

share
mobility

service

elements

is
really
to
reduce
sinkhole

vehicles,

the

speaks
to
a
three
meter
rewinding

a

setback
requirement

edmonton.

bringing
them
directly

the

organization

engaged
volunteers

works

connect,
promote
and
renew
scarborough,
so
that
scarborough
can
be
strong
and
prosperous.

short,
we
foresee
a
complete
community,
not
a
bedroom
community.
We
have
reviewed
the
draft
secondary
plan
and
many
of
the
background
reports.
We
believe
there
should
be
a
greater
emphasis
on
maintaining
and
expanding
office
space
in
the
golden
mile,
so
that
new
office
and
employment
related
buildings
are
developed
and
existing
ones
are
not
lost
to
redevelopment.

would
also
maximize
the
public
benefit
of
the
large
investment
now
being
made
in
the
eglinton
crosstown.
Lrt
scroll
has
two
specific
suggestions
to
offer,
which
we
believe
would
improve.
The
secondary
plan.
First
scroll
believes
the
current
language
in
section
3.2.5,
which
encourages
in
quotation
marks.
The
retention
of
office
space
through
redevelopment
should
be
strengthened
to
ensure
that
existing
office
buildings
are
not
lost
to
redevelopment,
for
example,
the
language
in
the
city
of
toronto
official
plan.
Amendment
231
requires
the
retention
and
replacement
of
office
floor
space.
This
language
should
be
incorporated
into
the
secondary
plan.

Secondly,
scroll
believes
that
section
4.5
of
the
secondary
plan,
which
requires
that
a
minimum
of
10
percent
of
floor
space
be
dedicated
to
non-residential
uses
should
be
increased
to
20
percent
to
help
create
a
critical
mass
of
office
and
employment
space.
In
this
part
of
scarborough,
we
have
reviewed
the
letters
submitted
by
the
various
landowners
in
the
golden
mile.
We're
disappointed
to
see
the
desire
of
some
landowners
to
reduce
the
amount
of
non-residential
floor
space
or
to
allow
residential
uses
unemployment,
land
areas
south
of
eglinton
avenue.

Nobody
knows
for
sure
at
this
time,
but
we
believe
it
would
be
a
mistake
to
allow
short-term
transactional
thinking
by
current
landowners
to
be
the
catalyst
for
a
secondary
plan.
That's
meant
to
guide
development
in
the
golden
mile
for
the
next
30
to
40
years,
because
once
these
lands
are
developed
as
condos
opportunities
for
more
inspired
developments
later
on
will
be
foreclosed.

transformative

services,

sites
is
at

intersection

park

eglinton,
where
we
currently
provide
employment
and
workforce
development
programming
alongside
a
series
of
other
services

newcomers

youth,

our
site
is
one
of

ones

be
redeveloped
in
the
coming
years.

plan

acres,

roughly
three
quarters
of
the
four
acre
block
at
the
southeast
corner
of
edmonton
warden,
bounded
also
by
prudent
gate
on
the
east
and
civic
road
on
the
south.
Within
the
subject
block
there
are
total
of
four
privately
owned
parcels,
as
well
as
a
small
parcel
of
land
owned
by
metro
links.

Immediately
opposite,
starting
with
land
use,
whereas
the
proposed
secondary
plan
envisions
transforming
this
higher
order,
transit
corridor
from
its
current
landscape
of
auto
oriented
retail
and
industrial
uses
into
a
mixed-use
transit
oriented
community.

plan,
inappropriately
limits
the
uses
within
the
subject
block
to
employment,
uses
only
and
to
be
clear
when
I
say
employment
uses
we're
not
talking
about
large-scale
manufacturing
or
industrial
employment,
generating
thousands
of
jobs.

about
retail
and
office
uses
such
uses
are
fully
compatible
with
residential
uses,
and
indeed
the
properties
on
the
north
side
of
eglinton
immediately
opposite
would
have
permissions
for
residential
retail
and
office
uses.

reviewed

don't
see
anything
in
the
report.
That
indicates
why
residential
uses
would
not
be
appropriate
within
the
subject
block.

the
contrary,
there
are
no
heavy
industrial
uses
in
the
immediate
area
that
would
create
potential
compatibility
concerns
the
uses
on
the
south
side
of
civic
road,

example,
east
of
oregon
include
a
city
water
tower

series

automotive
uses,
some
of
which
are
related
to
existing
uses
within
the
subject
block

As
the
eglinton
warden
intersection
will
have
an
lrt
station
at
morton,
avenue
itself
is
identified
in
the
plan
as
one

only
two
north
south
transit
priority
segments.
The
subject
block
is
an
ideal
location
for
higher
density.

plan
itself
recognizes
that
the
area
is
being
transformed
from
its
current
state,
working
with
what

zulene
referred
to
this
morning
as
a
blank
slate
and

caldwell
characterized
as
creating
a
new
vision,

rely
on
an
existing
employment
area.
Land
use
designation
without
any
consideration
for
introducing
residential
permissions
represents
a
flawed
approach
to
planning
for
this
important
block.

precedent

redesignated
lands

southeast
corner

from

would

the
subject
block

mid-rise
buildings
of

11
stories,
with

density
of

by
contrast

permission
for
tall
buildings
upwards
of
30
stories.

staff

due
to

the

developed

five-story
central
telecommunication
tool

switching

500-foot,
high

generators
and

underground

existing
building
tower

parts
of
bell's
communications

The
bell
properties,
facilities

infrastructure
provide
communication
services
that

utilized

emergency

in
the

bell,

importance

bell
is
ensuring

protected
during
the
development
of
the
secondary
planned
policy

the
draft
secondary
plan
does

consider
bell's
major
facility.
This
is
evident
through
the
lack
of
acknowledgement

facility,

terms
of
the
policies
and
the
maps

draft

particular
interest
are
the
various
maps
that
propose
a
new
conceptual
street
directly
through
the
existing
bell,
building
tower
and
structures.

the
long-term
utilization

the
belt
facility
and
infrastructure,
this
new
conceptual
street

not
be
achieved
and
reference
should
be
removed
from
the
security
secondary
plan
completely

The
proposed
alignment
of
the
27
meter

east
west
street
number
two

south
limits
of
the
bell
property,

disrupt
existing
underground
communications
infrastructure
that

critical
to
bell's
current
and
future
use
as
a
major
facility,

bella's

for
the
continued

also
represents

significant
intensification
opportunity

account

site's
proximity
to
the
lrt
frontage

arterial
road

restrict
the
bell
property's
intensification
potential

those

subject

accommodate

connections

reduced
the
amount
of
land
available

accommodate
intensification

overlays

roads

severe
impediment

intensification
and
development
of
those
areas

intensification
is
possible
further.

percent
and

the
city

antrim
place
moving
forward

few

The
tenants
that
were
paying
a
hundred
percent
get
irritated
because
the
lower
rental
tenants

the

drug
lords
come

force
the
tenants
paying

out
and
the
whole
building
becomes

ghetto.

is

the
toronto
taxpayers
subsidizing
all
the
low-income

affordable
housing,
where
the
city
pays,
50
percent
of
the
rent
is

fiscally
sustainable

assisted
housing
forces

citizens

excessive
taxation.

city
is
currently
facing
a
1.3
billion
dollar
deficit.

landowners
done
deal

dream:
madison
and
callaway
reit
their
lands
just
to
orient
yourself
for
the
northwest
corner
of
birch,
mountain
eglinton,
the
northwest
corner
of
warden
and
eglinton,
and
the
northwest
corner
of
lebovic
and
eglinton.

Our
clients
have
significant
concerns
with
the
secondary
plan.
That's
before
you.
Today,
you
have
a
number
of
letters
from
our
clients
and
or
its
planning
consultants
indicating
those
specific
concerns,
and
at
last
count
I
saw
21
letters
on
the
agenda.
Most
of
them
was
some
form
of
concern
with
the
secondary
plan
as
it
stands
today.
Q
The
staff
presentation
indicated
it
is
time
to
implement
the
vision
for
the
golden
mile,
and
yet
the
landowners
are
here
today
to
tell
you
that
the
vision
is
not
yet
ready.
All
of
the
landowners
on
the
north
side
of
eglinton
also
have
individual
official
plan.
Amendment
applications
all,
but
one
of
these
opa
applications
is
currently
under
appeal
at
the
local
planning
appeal
tribunal
and
two
of
those
site-specific
applications
have
pending
hearings.
Q
However,
the
basis
for
this
deferral
request
is
actually
to
try
and
avoid
appeals
and
hearings
in
reviewing
the
correspondence
and
listening
to
the
deputations.
Thus
far,
it
is
clear
that
the
landowner
concerns
will
not
be
resolved
at
this
statutory
public
meeting
or
before.
City
council
considers
the
secondary
plan
at
its
meeting,
scheduled
to
commence
on
july
28th.

Unfortunately,
a
decision
to
adopt
a
secondary
plan
in
july
will
result
in
a
significant
number
of
appeals.
It
will
result
in
a
lengthy
hearing
process,
a
significant
hearing
scheduled
a
significant
period
of
time.
From
now,
the
deferral
alternative
and
our
clients
appreciate
the
willingness
of
staff
engagement
would
allow
the
meetings
that
have
been
initiated
on
without
prejudice
basis
with
city
staff.
To
continue
my
understanding
is.

Frankly,
as
I've
indicated
in
my
correspondence
to
you,
there
is
little
benefit
in
moving
forward
with
such
an
appeal
process
at
this
time,
as
recently
confirmed
by
the
tribunal
in
a
decision
dealing
with
a
very
similar
situation
at
high
park.
Landowner,
appeals
of
their
site-specific
applications
will
proceed
in
advance
of
any
hearing
regarding
the
city
secondary
plan
and
without
reference
to
that
secondary
plan.

don't
think
that
is
the
right
way
to
proceed
here.

matters
deferred
the
earliest,
it
would
come
back
to
scarborough
community
council
is
september
and,
to
be
frank,
we
may
need
longer,
but
I
think
we
should
all
try
for
one
last
more
meaningful
push
over
the
last
next
two
months
to
see
if
the
issues
can
be
narrowed.
But
let
me
be
clear:
this
will
require
flexibility
from
the
city.
It
will
require
flexibility
from
the
land
owners
and
it
will
certainly
require
more
flexibility
from
the
city
that
has
been
shown
to
date.

a
concern
about
density.
The
built
form
parameters
that
have
been
set
up
through
the
secondary
plan
would
actually
result,
in
frankly,
more
density
being
achieved
on
the
site
and
we
believe
that's
a
density
that
has
been
demonstrated
to
be
accommodated
by
the
background
reports
such
as
servicing
and
transportation.

So,
for
example,
in
one
of
the
letters
we
sent
to
you
bausfield's
indicated,
a
preliminary
study
demonstrated
that
a
density
of
approximately
3.9
fsi
could
reasonably
be
achieved
on
these
lands
in
general
accordance
with
the
city's
guidelines
and
proposed
secondary
plan
policies.
So
that
is
one
issue.
The
second
is,
I
think
we
still
need
to
work
out
some
of
the
building
blocks.
Our
clients
are
not
opposed
to
a
road
network
and
the
delivery
of
parks.

Absolutely
that
is
something
we
recognize
needs
to
be
done
here
for
a
community
that
is
going
to
have
more
significant
density,
but
there
are
some
refinements
of
those
that
need
to
be
addressed,
for
example,
for
dream
at
2200
eglinton
we're
still
in
discussions
with
the
city
about
the
thermos
road
alignment
and
haven't
reached
a
resolution
on
it
another
bucket.
If
I
could,
mr
deputy
mayor,
the
policies
themselves
are
very
prescriptive
and,
frankly,
that's
not
something
you
often
in
my
experience,
see
in
an
official
plan
document
and
certainly
not
in
the
city's
official
plan.

work

something

has
more
flexibility
in
it.
That
would
suggest
a
range
of
density
numbers
to
be
implemented
at
zoning
and
site
plan.
With
reference
to
the
guidelines,
there

creative
options

started
with
with
city
staff.

want
to
suggest
that
there
isn't
a
dialogue.
It's
just
true,
it's

a
dialogue.

think
that
was
started
soon
enough
and
it's

dialogue.

going
to
finish

everybody

move
forward

that's
the
path
that
we're

to
go
down
and

don't
think
that's

right

that

decision

warranted

proposed
development
does
not
require
an
official
plan
amendment
the
development
fully
conforms
to
citing
specific
policy
400,
which
was
adopted
by
city
council
in
2012
following
the
o'connor
drive
avenue
study.
It
also
respects
the
urban
design
guidelines
by
limiting
the
height
of
the
building
to
the
width
of
the
street.

are
here
because
the
secondary
plan
has
proposed
realigns
o'connor
drive
right
through
our
site,
removing
any
potential
for
a
client
to
read
about
where
they
exist.
Today,
with
all
due
respect
to
mr
zulene's
opening
comments

respect
to
our
client
site,
it
is
not
a
blank
slate.
There
has
been
significant
development
work
already
done
for
the
site.

continued
to
express
our
concerns
in
february
of
2020
when
the
draft
secondary
plan
policies
were
released
and
provided
substantial
comments
to
planning
staff,
and
these
comments
are
attached
to
our
july
15
correspondence
and
unfortunately,
the
draft
opa
currently
before
community
council
does
not
address
their
concerns.
The
proposed
realignment
has
not
changed.

This
is
because
there
are
many
policies
in
the
official
plan
which
states
that
the
planned
redevelopment
of
the
secondary
plan
cannot
proceed
until
the
required
transportation
infrastructure
has
been
secured.
This
may
not
happen
for
many
years
and
there's
insufficient
clarity
in
the
policies
as
to
when
and
how
the
city
is
able
to
secure
such
improvements
respectfully.
In
our
view,
this
is
putting
the
cart
before
the
horse,
so
to
speak.

in
conclusion,
our
request
is
simple:
we
ask
that
the
draft
secondary
plan
be
deferred
until
such
time
as
number
one.
The
city
has
appropriately
evaluated
the
impacts
of
the
proposed
realignment
as
it
is
required
to
do
under
the
ea
act
process
and
number
two.
The
city
has
secured
the
necessary
resources
to
complete
this
realignment
if
it
is
determined
after
the
process
that
is
appropriate.

exciting

opportunity

when
we
say,
moved
and
stacked
on
the
north
side,
it'll
actually
be
twice
the
size
of
the
existing,
mostly
primarily
single-story
building.
This
is
a
very
exciting
new
employment
opportunity
for
the
area
and
it
will
free
up
the
southern
part
of
the
property
to
allow
for
the
mixed
use,
division
of
the
golden
mile
secondary
plan
to
be
met
as
well,
bringing
in
more
residential
retail
and
some
other
employment
uses
on
the
south
side
of
the
property.

The
proposal
of
this
complexity
requires
additional
consultation,
coordination
with
other
owners
and
especially
with
city
staff
and
the
local
councillor
before
it
can
be
fully
put
into
force,
as
set
out
in
my
letters.
There
are
a
number
of
I'd
say:
components
of
both
the
secondary
plan
and
the
urban
design
guidelines
that
currently
set
up
some
inconsistencies
in
allowing
this
vision
to
be
met.

of
this
include
where
the
secondary
plan
has
taken
some
steps
to
support
the
thousands
of
jobs
that
my
client
proposes
to
place
on
the
site.
There
are
other
policies
that
conflict
with
this
intent
within
the
secondary
plan
and
the
guidelines
are
actually
showing
currently
the
some
of
the
bike
and
pedestrian
routes
going
through
what
would
be
the
middle
of
the
new
building
to
be
produced
to
be
built,
sorry
to
house
the
employment
uses.

there
are
things
like
that
that
need
to
be
addressed.
There's
lots
of
other,
very
specific
policies
that
we've
commented

you'll

that

our
three

we
have

specific

view

metropolitan
center

subway
stop

six

along
trafalgar

five
times
approved
on
a
bus
corridor,
we're
looking
at
densities
in
a
3.2
fsi
range
on
a
billion
dollar,
lrt
line
that
connects
to
toronto
subway
system
and
again,
if
the
subject
policies
are
approved,
as
is
we
would
not
develop
our
site.
Choice
will
not
develop
their
site.
Dream
will
not
develop
their
site.
Rio
can
will
not
develop
their
site.
These
aren't
small
unsophisticated
landowners
developers.
These
are
city
builders
that
have
been
working
in
the
community
for
decades
and
we're
saying
there's
a
problem
with
the
plan.

is
a
potential
if
this
plan
is
actually
implemented
in
a
thoughtful
way
where
you
would
have
millions
of
dollars
in
section

filtered
into
the
community,
you
would
have
acres
of
new
park
land,
and
if
the
plan
is
not
amended

massaged
and
changed,
you
don't
get
any
of
that.
So
we
would
ask
the
plan
to
be
deferred
and
revised
that
it
encourages
investment
and
redevelopment.

and
we
just
have
to
go
a
little
bit
further

a
partnership

landowners
amongst

community
amongst
council,
amongst
planning
staff
is
critical.

plan

owners

these
properties

plan

realized

all
the
positive
benefits?

this

in
cooperation

our
specific
client

close

it's
gone
pretty.

almost
there
there's,
no
reason
to
believe
that
it
won't
go
that
well
for
others,

to
try
and
go
forward
and
push
it
forward
in
a
way
in
which
many
have
given
you
the
details.

given
you
a
high
level
understanding,
but
there's
a
lot
of
details
in
there
that
you
typically
don't
see
in
an
official
plan
that
I
think
would
end
up
being
struck
down
versus
getting
it
done
in
a
cooperative
way
where
maybe
some
of
those
policies
about
built,
form
and
setbacks
and
the
like,
if
we
can
soften
them
up,
could
be
approved
in
a
way
that
everyone
can
live
with.
So
I
think
it
makes
for
a
much
better
process
than
when
you
get
into
a
controversial
or
confrontational
hearing
process.
I
There's
been
a
lot
of
conversation
around
community
benefits,
you
know,
affordable,
housing
and
so
on.
It
wouldn't
be
your
client's
content
or
view
that
we
bus
and
and
put
people
on
an
airplane
so
that
those
who
need
affordable
housing
would
not
exist
or
not
live
in
this
area.
Would
I
be
correct
to
say
that
this
is
not
something
your
client
would
endorse.

because
my
grandparents
and
others

faced
with
those
things
and
much
worse.

think
it's
offensive.

people

have
those
views

that
type
of
comment.

think
it's

on

other

suspect

lie

a
similar
situation,
so
I'm
really
encouraged

hear

say
that,

respect

you
are
supportive,

of
affordable
housing
city
engagement,
community
engagement,
community
assets
and
community
benefits
park
improvements,
and
so
on
that
those
are
not
the
kind
of
discussion
that
you
want
to
discourage.

achieve
positive
community
benefits

it

way
better

we
do
what
the
specific
needs
are
for
your
community

developers

positive

I
would
like
to

also
say
thank

staff
for
all
of
their
work
on
this
daunting
undertaking.

certainly
see
this
morning
and
I've
seen
through
this
process
the
complications
associated
with
all
of
the
moving
pieces,
and
we've
heard
a
lot
about
that
today.
Already
our
clients,
interests
and
perspective
are
a
little
bit
different
from
those
already
presented,
although
I
agree
with
a
lot
of
what
you
heard
this
morning
already
and
I'm
going
to
do
my
best,
not
to
repeat
it.
The
current
use
for
our
clients
lands
includes
the
ontario
court
of
justice,
criminal
courts
and
mixed
commercial
uses.

As
you
know,
the
eglinton
crosstown
lrt
is
under
construction
along
the
eglinton
avenue
frontage
and
the
transit
stops.
Stop
locations
are
proposed
for
the
north
east
and
northwest
corners
of
the
land
at
warner
avenue
and
the
bovick
avenue
framing
our
clients.
Lands
saric
is
actively
participating
in
the
golden
mile
secondary
plan
process,
including
in
public
meetings,
meeting
with
city
staff
and
filing
several
submissions
with
staff
and
council.
Our
written
submission
for
today's
meeting
a
dated
july
16
2020
attaches
the
earlier
submissions.

I
believe
there
are
no
less
than
four
that
were
filed
previously
for
the
past
year.
We
repeatedly
raised
concerns
regarding
the
impact
of
the
proposed
secondary
plan
on
our
clients
lands
both
through
our
office
and
mr
nick
pileggi's
office.
He's
also
deputing
today,
with
respect
to
the
more
detailed
planning
concerns
these
concerns
outline
or
continue
to
exist,
with
respect
to
this
draft
of
the
secondary
plan.

There
are
alternative
alignments
for
the
o'connor
drive
extension,
which
extend
beyond
the
boundary
of
the
current
secondary,
planned
study
area
to
the
south,
which
provide
better
transportation,
planning
options
and
outcomes.
We've
provided
several
examples
of
this
to
stop
and
we
do
note
that,
although
those
examples
are
outside
of
the
secondary
planned
study
area,
that
study
area
has
already
been
amended
on
one
occasion,
so
this
should
not
be
a
constraint
to
coming
up
with
a
right
solution
and
an
appropriate
solution
for
the
proposed
extension.

The
proposed
alignment
of
the
o'connor
drive
extension
interferes
with
existing
uses
on
the
lands
and
because
it
bisects
the
lands,
it
will
substantially
restrict
the
development
potential
for
the
lands.
Our
client
is
left
with
a
scenario
where
its
existing
uses,
important
uses,
being
the
courts
are
impacted
significantly
by
what
is
proposed
and
the
landowner
is
left
with
very
difficult
redevelopment
situation.
Staff
have
met
with
us,
but
the
consultation
has
been
check
like
checklist
like
level.
The
concerns
remain
unaddressed.

The
secondary
plan
and
area
were
referred
to
as
a
blank
slate
earlier
this
morning,
but
they're
not
a
blank
slate.
There
are
existing
uses
here
and
landowners
need
to
be
really
hurt
about
their
concerns.
I
noticed
that
I
have

sec
under
a
minute
left,
so
I'll
try
to
wrap
this
up
quickly.
You
heard
from
mr
brown
regarding
his
comments
as
to
how
proceeding
to
approve
the
plan
will
negatively
impact
the
city.
There
are
other
concerns
that
haven't
been
referenced.

I
note
in
our
clients
situation
for
example,
that
the
expropriation
will
require
significant
financial
considerations
to
the
city
as
it
bifurcates
the
lands.
We
appreciate
the
addition
of
the
note
regarding
the
requisite
ea
and
that
it
will
delineate
the
exact
location
of
streets,
including
in
mapping.
However,
each
of
the
maps
continues
to
show
underdrive
extension
in
a
fairly
prescriptive
fashion.
In
my
experience
once
the
roads
are
delineated,
it
is
difficult
to
shift
theirs
through
an
ea.
There
are
also
concerns
with
respect
to
the
noise.

earlier
when
he
was
speaking
about
the
lance
at
the
southeast
corner
of
warden
in
eglinton.

firstly,
with
regards
to
the
employment
designation
that
is
on
the
the
subject
lands.
The
subject
site
is
not
within
what
you
would
call
a
typical
employment
or
business
park
area.
The
subject
lands
are
currently
home
to
a
flea
market.
Mixed
commercial
uses,
restaurants
and
the
provincial
courts.
There
are
no
industrial
or
business
park
uses
on
the
site
and
to
the
south
immediately
to
the
south
are
big
box
retail
uses
again,
not
the
kind
of
business
park.
Employment
uses
that
you
would
normally
talk
about.

Those
uses
are
outside
of
the
g,
the
golden
mile
secondary
plan
area.
Maintaining
the
employment
designation
of
the
state
will
not
protect
or
maintain
employment,
land,
employment
and,
in
our
view,
maintaining
the
employment
designation
is
a
missed
opportunity
to
create
a
mixed-use
transit,
supportive
community
along
this
major
transit
line.

leads
to
my
second
concern
regarding
the
height
and
density
proposed
on
the
golden
mile
secondary
plan.
The
maximum
height
on
these
lines
is
proposed
at
11
stories,
and
the
maximum
density
is
proposed
at
2.5
and
both
of
these
are
the
lowest
proposed
within
the
secondary
plan
area
and
other
than
the
fact
that
the
lands
are
designated
employment.
There
appears
to
be
no
reason
that
the
heights
and
densities
are
so
restricted,
for
example,
on
the
north
side
of
eglinton.

The
subject
lands
with
direct
access
to
two
lrt
stations
should
be
considered,
in
my
view,
for
the
highest
heights
and
the
highest
densities
permitted
anywhere
in
the
secondary
plan
area.
There
are
no
sensitive
land
uses
that
we're
protecting
here.

same
urban
design
policies
could
apply
again,
regardless
of
whether
their
employment
or
residential
as
apply
on
the
north
side
of
the
street.

view,
this
would
make

most
of
the
transit
investment
and
definitely
demonstrate
clear
efficiencies
that
are
given
the
proximity
of
transit
access
to
the
site,

miss

didn't

a
chance
to
finish

we
did
agree
with
the

comments
that
you've
heard
today
about
deferring
consideration

the
secondary
plan
and
directing
staff
to
continue
discussions
in
order
to
resolve
these.

vision
for
the
campus
and
implementing
it
through
projects
like
this.

This
is
an
application
to
construct
a
new
student's
residence
building
for
the
university
of
toronto,
scarborough
on
ellsmere
road,
as
andrea
had
indicated,
an
application
includes
both
the
zoning
amendment
and
an
age.
Removal
staff
have
been
working
hard
to
advance
this
project
since
it
was
initially
submitted
in
2017.
So
I
want
to
thank
thank
them
for
their
effort
to
bring
this
forward,
including
by
andrea's
presentation,
which
covered
covered
some
of
the
content.
So
I
can
go
through
quickly
in
the
package.

If
you
just
turn
to
page
two,
one
of
the
critical
things
is
for
the
university
is
housing
needs,
and
so
this
brings
forward
750
beds
that
provides
much
needed
housing
in
the
heart
of
the
campus
for
the
existing
campus
community.
There
is
an
unmet
demand
for
student
residential
beds,
and
so
this
will
not
only
satisfy
some
of
that
demand,
but
also
allow
for
the
refurbishment
of
townhouse
residences
and
alleve.
Some
of
the
pressures
on
the
surrounding
community
to
accommodate
student
housing
needs.

The
passive
house
design
is,
is
a
is
a
very
aggressive
sustainability
strategy
as
well.
So
this
is
really
coming
forward
as
a
very
sustainable
project,
and
we're
excited
about
that.
I
just
want
to
clarify
a
couple
of
points
in
response
to
some
of
the
comments
that
were
captured
from
letters
that
were
submitted
so
just
for
clarification.
The
project
includes
just
120
bike
spaces.
It
has
no
underground
parking.

The
parking
supplies
generally
within
the
campus
supply
itself,
and
only
four
visitor
parking
spaces
on
the
site
itself
and
that
the
sign
the
development
application
sign
was
actually
posted
with
input
from
staff
in
accordance
with
statutory
requirements.
So
those
I
just
wanted
to
clarify
that
before
moving
on
so
moving
on
to
page
three,
just
generally
consistent
with
the
planning
policy-
and
this
area
has
always
been
designated
institutional,
and
so
it's
part
of
the
university's
land
holding
intended
to
be
part
of
the
kind
of
campus
growth
as
it
expands.

If
you
turn
to
slide
four
you'll
see
on
the
left,
the
existing
existing
campus
and
the
site
within
that,
but
the
what
we
are
building
for
building
toward
is
a
vision
for
the
future.
The
utsc
established
a
long-term
vision
for
the
campus
in
2007,
which
was
translated
into
the
campus
master
plan
in
2011,
which
is
the
image
on
the
right
and
the
subject.

Please
what
we've
been
going
through
in
this
visioning
process,
the
master
plan,
then
the
secondary
plan
process
and
the
urban
design
guidelines
associated
with
it
is
a
very
long
approvals
process,
as
well
as
a
long
process
of
engagement
with
the
community,
beginning
with
workshops
in
2007
and
2008
to
advance
the
vision
continuing
through
a
number
of
open
houses
hosted
by
both
the
city
and
the
university
annual
meetings
to
the
residents,
association,
advisory
group
meetings
and
and
other
events.
So
this
was
this
is
very
much
developed
through
a
long
and
comprehensive
engagement
process.

to
slide
six.
The
rezoning
application
for
this
was
submitted
first
in
september,
2017.
it's
and
that
was
the
subject
of
a
community
consultation
meeting
in
2018
and
then
further
presentations
to
the
residences
community
association
on
an
annual
basis.
It's
been
refined
in
an
application,
and
the
process
is
now
being
brought
forward
as
a
nine-story
building.
Those
design
changes
were
developed
in
response
to
the
feedback
from
staff
and
from
the
community.

shows
the
process
of
how
the
campus
master
plan
the
secondary
plan,
and
then
the
current
proposal
are
all
aligned
with
the
vision
for
our
campus,
where
our
military
trail
is
realigned
and
student
housing
sits
at
the
heart
of
the
campus
between
the
north
and
the
south.

this
case,
many
of
the
institutional
stories
are
a
lot
higher,
so
this
building
is
in
fact

similar
in
height
to
the
rest

really

advancing

vision

it
in
a

well-designed

will
help
the
university

its

housing

and

was

commitment
by

to
hold
more
meetings
on
their
project
and
their
master

follow-up
meetings.

We
did
have
a
public
meeting
in
july,
of
or
in
2018
where
we
initially
presented
the
design
of
the
project,
and
in
that
meeting
there
was

number
of
concerns
that
were
raised
by

community
and,
as
we
went
back
into
the
design
phase
of
the
project,
we
tried
to
address
as
many
of
those
concerns
that
were
actually
viable.

then
also
have
a
presentation
update
at
the
last
community
or
highland
creek
community
association
meeting,
and
there
was
to
be
another
holland,
creek
community
association
meeting
in
the
spring
of
this
year.
That
has
been
canceled
as
a
result

that's

intended

parallel.

benjamin
hoff
pointed
out,
we've
been
continuously
updating
the
community
through
the
secondary
planning
process
as
well,
where
we've
had
a
series
of
open
houses,
and
so
we
have
been
quite
active
with
the
community.

the

think

how
the
dialogue

remain

we
did
we,
we
were
working,
we
did
have
a
liaison
panel
that
was
working
pretty
consistently
and
then,
as
we
moved
into
the
secondary
planning
and
master
planning
that
liaison
committee
sort
of
was
integrated
into
the
into
that
planning.

think
it's
an
excellent
suggestion
on
moving
forward,
as
there
are
other
development
projects
that
will
be
coming
forward,
certainly
something
we
could
take
back
and
follow
up
with
the
community
members
on.

Madam
chair.
Passive
house
is
a
particular
kind
of
a
high
efficiency
building
format,
and
so
it
has
a
very
detailed
design
requirements
that
creates
a
building
that
is
thermally
very
insulated
compared
to
traditional
buildings
and
as
a
result
of
that
thermal
insulation,
our
ability
to
save
both
on
carbon
and
power
consumption
is
significantly
increased.
So
with
this
project,
as
the
models
that
we've
currently
done,
a
typical
building
of
this
type
would
consume
about
350
kilowatt
hours
per
square
meter.

In
our
case,
this
building
will
consume
about
90
kilowatt
hours
per
square
meter
in
terms
of
carbon,
the
carbon
reduction.
It
goes
from
a
traditional
building
of
32
metric
tons
of
carbon
to
5
metric
tons
of
carbon,
so
the
the
effect
on
the
building
is
dramatic.
This
will
be
the
largest
passive
house
building
in
north
america,
and
part
of
the
reason
that
the
university
is
moving
forward
with
this
project
in
this
way
is
because
it's
introducing
new
construction
techniques
into
the
market
and
that
will
actually
make
future
high-efficiency
buildings
more
attainable.

other
piece
is
that
it
is
a
first-year
student
residence
and,
as
a
result,
we
will
have
750
students
a
year
cycling
through
this
building.
Within
10
years,
we
will
have
created
7500
people
who
have
experience
living
in
a
passive
house
building
and
they
will
be
able
to
create
some
expectations
and
demand
of
the
overarching
construction
industry
to
provide
more
high
efficiency
buildings
both
than
reducing
power
consumption,
as
well
as
reducing
the
carbon
footprint
of
residential
buildings
in
the
city
of
toronto.

about
the
height
of
the
building.
I
just
want
to
make
sure
this
is
clear,
so
the
original,
when
it
zoned
when
you
were,
if
you
were
building
an
industrial
building,
a
lab,
it
would

five
stories

stories
are
each
taller,
but
now
because
you're
switching
to
residential
each
floor
is
shorter.
So
what
is
the
net
change
from
going
from
five-story
industrial
to
nine-story,
residential.

Some
of
the
the
newer
buildings
on
campus
are
laboratory
buildings
in
particular,
and
so
the
environmental,
science
and
chemistry
building
a
more
recent
construction
is
is
a
good
example
where
you
have
floor
florida
floor
heights
that
are
more
in
the
order
of
say
five
meters
per
floor
because
of
the
the
requirements
for
mechanical
and
ventilation
that
are
very
different
and
that's
that's
typical
for
a
an
institutional
type
of
florida,
floor
height
residential
obviously,
is
a
lot
lower
than
that.
It's
more
in
the
the
scale
of
three
meters
per
floor.

So
so
a
a
typical
residential
floor
is
a
lot
lower
than
a
typical
institutional
floor,
and
so,
whereas
environmental
science
and
chemistry
building
is,
is
five
stories
inconsistent
with
the
zoning
bylaw
its
height
in
meters
isn't
actually
that
much
different
than
what's
being
proposed
here,
and
I
should
say
that
the
zoning
bylaw
is
somewhat
dated.
It
doesn't
reflect
the
the
the
the
university's
vision
for
the
campus.

university
has
been
committed
to
providing
opportunities
for
each
of
its
construction
projects
to
engage
and
create
opportunities
for
employment
for
local
community
members,
we've
partnered
with
the
trade
unions
and
on
the
last
two
major
construction
projects
that
we've
undertaken.
We
have
underwritten
or
we've
written
into
the
contracts
that
the
contractors
must
use
local
people
to
participate
through
pre-apprenticeship
training
programs
and
we've
partnered
with
the
trade
unions
to
create
pathways.

For
that
most
recently,
we've
been
working
with
the
east
scarborough
storefront,
to
identify
individuals
who
are
interested
in
moving
to
the
trades
or
getting
involved
in
the
trades
and
we're
working
with
the
trade
you
various
trade
unions
to
actually
create
a
pathway
of
employment,
and
then
we
ask
the
general
contractors
in
our
projects
to
track
and
monitor
and
report
to
us
on
a
monthly
basis.
The
number
of
trades
apprentices
that
are
being
used
and
the
emphasis
is
now
to
create,
with
through
this
escrow
storefront,
a
pathway
to
have
local
participants.

that.

our
last
project,
we
used
a
total
of
17
pre-apprentice
program
participants
that
worked
through
and
90
of
those
participants
went
on
to
get
ongoing
jobs
within
the
trades
that
they
had
selected
and
were
hired
on
by

companies

them
in
so
we've
been
quite
successful
in
creating
opportunities,
and
we
continue
to
stay
committed
in
this

on

and

to

meters

the
proposed

the
opinions

architectural
conditions

and
the

and

good
