client
has
the
owners,

Salvation,
Army
and
I
just
wanted
to
briefly
speak
to
some
of
the
points.
In
my
letter
we
we've
been
acting
for
the
Salvation
Army
for
some
time
and
we
wrote
an
HIA
last
year
where
we
recommend
a
designation
of
this
property.
So
we
are
fully
in
support
of
designation
of
the
property.
It
has
been
long-standing.

It's
been
identified
for
a
long
period
of
time
as
a
property
of
significance,
but
we
are
do
have
concerns
about
some
of
the
attributes
listed
about
the
detail
in
the
attributes,
because,
once
this
property
is
designated,
those
attributes
are
the
representation
of
the
value
of
that
site
and
we're
concerned
that
they
should
be
accurate
and
properly
represent
the
value
of
the
site.
And
so
we've
identified
a
number
of
concerns.

disagree
with
that,
and
we
would
recommend
that
it
not
be
included
that,
in
fact
it
does
have
a
history
related
to
the
Salvation
Army,
but
that
doesn't
necessarily
mean
that
it
merits
inclusion
and
being
described
as
part

designation

this
property

staff

Preservation
Board
on
this
item
and
just
again
thank

team

bringing
this
forward,

this

long-standing
issue
in
our
community
that
this
designation
happens.

thank

on
behalf
of
hundreds
of
people
in
the
broad
view,
neighborhood,
who
have
been
waiting
for
a
very
long
time.

is
actually
one
of
the
oldest
communities,
probably
one
of
the
I
think
the
oldest
community
in
the
City
of
Toronto
that
was
around
since
the
1790s
in
this
actual
house.
The
coach-house
in
particular,
has
been
around,
at
least
since
1888,
which
it
appeared
on
a
tax
assessment
role,
so
the
property
is
extremely
significant.
The
coach-house
is
particularly
significant,
but
the
entire
property
has
many
many
attributes
of
cultural
significance
for
that
route.
Being
an
Aboriginal
road
through
to
the
founding
of
the
City
of
Toronto,
and,
excuse
me,
the

township
of
historical

that

at

the
decision
to
apply
in
advance
to
save
some
time
for
the

the
building
permit
review
and
because
it
involves
a
demolition
that

was
also
ticked
on
the
application
form
unbeknownst
to
us.
The
this
report
has
come
forward.
It
was
made
aware
my
client,
through
the
Forestry
Division
of
the
city
actually,
and
so
we
are
simply
here
to
say
I'm
simply
here
to
say
that,
on
behalf
of
the
applicants
here,
we
are
not
attempting
to
demolish
prematurely
in
advance
of
the
building
permit
review
process
completing
itself
so
the
application.

was
simply
a
timing,
consideration
to
at
least
have
the
structural
side
of
the
building
permitting
considered.
While
we
are
waiting
for
the
minor
variants
hearing
at
the
committee
so
rather
than
having
this
matter
having
the
demolition
permit
refused,

prefer
to
have
this
matter
deferred
pending
the
outcome
of
the
building
permit
review,
which
is
ongoing,
and
we
do
have
a
hearing
scheduled
that
the
committee
of
adjustment
for
either
late
May
or
early
June
for
the
hearing
of
the
minor
variants
application.

each
panel

encased

see,
we
do
live
on
ravine
properties,

there

massive
amounts
of
trees
surrounding
my
property
again
conductors

electricity.

entire

materials

personally
that
requesting
to
remove

tree
is
not
something
that
we
take
lightly.
We've
tried
for
many
years.
In
fact,
to
avoid
this
application.
We've
owned
our
house
for
six
years
in
Robin
alley
have
been
there
I
think
for
around
20
years,
but
this
is
a
tree.

That's
causing
significant
challenges
year
over
year
for
both
of
our
backyards
financially
from
a
safety
standpoint,
and
we
just
can't
get
ahead
of
it
and
we
can't
get
to
a
solve
that
works
for
the
two
houses
and
it's
not
aesthetic,
ecstatically,
driven
or
simply
something
about
convenience.
But,
as
I
said,
sort
of
safety
and
cost
are
the
two
key
concerns
from
a
safety
standpoint.

see
if
you
have
the
shots
and
if
not
I
can
throw
them
up,
is
that
this
this
tree
is
on
a
huge
angle,
something
like
I
think
about
a
40
degree
angle.
It
has
I'll
say
it's
been
noted
to
be

healthy
tree,
but
we
also
from
I
think
it's
urban
forestry
that
person
said
we
should
be
checking
in
almost
every
year,
because
it's
because
of
the
angle
that
it's
on,
but
currently
it
has
been
labeled
safe.
So
what
ends
up
happening
is
as
it
bends
in
particularly
in
storms.

heaves
both
of
our
backyards,
to
the
point
where
I'm
spending
hundreds
at
times
thousands
of
dollars,
keeping
up
with
it
from
both
fence
repairs
and
our
backyard
patio,
also
because
it
heaves

creates

undulating
terrain
and
I've
got
two
young
boys
and,
as
recently
as
just
a
couple
weeks
ago,
one
of
my
kids
fell
over
one
of
the
roots
and
actually
chipped
both
of
his
front
teeth.

also
has
the
other
neighbors
worried
around
it,
because
it's
on
such
a
great
angle,
thief.

People

also
concerned,
as
I
said,
from
a
cost
standpoint.
We
are.
It
cost
us
at
least
a
few
hundred
dollars
absolutely
every
year,
both
for
both
backyards.
It's
ripping
apart
our
fences

simply
can't
keep
up
with
it.
There's
nothing
that
can
be
done.
We've
been
told
this
by
multiple
landscapers
and
fence
builders
and
I'm
worried
that
now,
at
this
point,
it's
affecting
our
property
value
because
we
simply
can't
get
ahead
of
it.

as
nature
lovers,
lovers

trees,

beat
living

city

great
commitment
to

to

recently

to
redo
the
drainage
system
and
due
to
the
cracked
and
clogged
drain
pipes
caused
by
the
tree
at
significant
cost
and
without
remediation.
Furthermore,
a
branch
from
this
tree
fell
on
my
doctoring.
I
Therefore,
because
the
fog,
the
trees,
proximity
compromises,
the
foundations
and
infrastructures
of
both
properties
and
its
potential
for
more
serious
damage
to
life
and
property
due
to
falling
limbs,
I
submit
that
the
tree
be
taken
down
and
replaced
with
another
tree
further
away
from
the
house
of

Withrow.
So
these
neighbors
at

Withrow
are
actually
further
away
from
the
tree
than
we
are,
and
yet
they
recently
had.

recently
had
to
redo
their
basement
and
dig

husband
will

how
they

they

neighbor
has
cancer,
and
he
had
to

He

basically
dig
up
the
basement
and
replaced
some
pipes,

not
sure
about
the
particulars,

the

is
from
the
work
that
my
neighbor

the
drainage
pipe
that

from
the

significant
damage
done

pipes

tree
into
their
pipes.
It
completely
blocked
their
pipes
and
because
of
the
extensive
damage
their
entire
basement
had
to
have
been
dug
up

redone.

been
a
major
concern
for
both
us
and
our
neighbors,
along
with
the
major
costs
associated
with
it.
I'm
sure

guys
hear

a

but,
along
with
the
costs,
there
are
safety
concerns.
As

wife

mentioned,
the
limbs
are
quite
large,
there's
something
that
if,
if
one
was
to
fell
on
one
of
us
or
our
children,
it
would
definitely
be
disastrous.

generally

tree
this

and
then

draw
in
moisture
from

above

they

duped

pad

from
an
equity
issue.

with

recognize
if
you
read
the
report
that
I
do
not
meet
the
necessary
requirements
for
front
yard
parking,
but
I'd
like
to
raise
a
few
points
in
support
of
our
application
regarding
safety,
the
hydrant
and
the
environment.
So,
to
begin
with,
let's
talk
about
the
safety
aspect,
so
while
our
proposed
parking
pad
is
not
adjacent
to
the
mutual
Drive
as
usually
required,
the
curb
cut
would
not
actually
take
away
from
any
on
treat
parking.
First
of
all,
our
street
is
not
licensed
for
permit
parking.

Second
of
all,
because
of
the
proximity
of
our
house
to
Centennial
College
and
the
restricted
parking
hours
on
Carla
Avenue,
our
street
is
actually
very
full
every
day
and
consequently,
almost
every
day
there
are
cars
parked
illegally
in
front
of
our
house.
Within
the
three
meter
clearance
of
the
hydrant,
you
cannot
fit
a
car
between
the
height
lane
outside
the
three
meter
clearance
of
the
hydrant
and
our
next-door
neighbor's
driveway.
So
therefore,
they
are
all
illegally
parked
in
front
of
our
house
every
day.

Furthermore,
we
actually
believe
our
proposed
parking
pad
is
safer
for
pedestrians
and
cyclists,
and
currently
driving
out
of
our
mutual
Drive
is
actually
very
dangerous
because
of
the
proximity
of
the
hydrant
to
the
mutual
Drive
and
the
reduced
visibility
of
our
neighbors
hedges
and
parked
cars
on
the
street.
So
we
have
many
seniors
and
children
living
on
our
street.
They
all
walk
and
play
outside
our
cycle
and
we
believe
it's
actually
quite
dangerous,
getting
out
of
our
mutual
Drive
from
there.
So
we
believe
our
proposed
parking
pad
will
provide
us
and
them
with
more
visibility.

it's
a
little
bit
small,
but
ok.
So
now,
moving
on
to
point
number
two
about
the
hydrant,
so
I
recognize
that
the
proposed
parking
pad
cannot
provide
the
required
2
metre
setback
clearance
of
the
hydrant.
However,
I
would
like
to
point
that
our
current
neutral
drive
is
really
just
inches
away,
which
is
why
it's
very
dangerous
for
us
to
actually
get
out
of
the
mutual
Drive
speaking
to
the
fire
department
and
according
to
the
city
of
Toronto's
website,
the
requirement
is
to
have
1.2
meters
of
space
around
the
hydrant
unobstructed.

Our
proposed
parking
pad,
as
you
can
see
here,
is
actually
1.3
meters
away
from
the
hydrant
and
that's
just
a
pad.
That's
not
even
considering
the
car,
which
would
be
further
away
than
the
required
1.2
meters,
also
within
blocks
of
our
house
and
around
the
whole
city.
Really,
there
are
many
examples
of
legal
parking
pads
and
parked
cars
that
are
actually
very
close
to
the
hydrant.
So
this
is
within
walking
distance
of
my
house.

Here's
another
example
in
my
ward
as
well,
and
these
ones
are
interesting
as
well,
because
on
top
of
having
parking
pads
and
park
cards
legally
allowed
to
park
near
the
hydrant,
there
are
actually
fences
closer
than
the
1.2
meter
requirement
that
is
set
out
by
the
city.
So
you
can
see
there
are
fences
around
here
and
right
by
the
school
near
my
house,
Westwood
middle
school
there's,
actually,
fences
that
are
1.2
meters
away
and
one
meter
away,
which
is
actually
less
than
they're
required
by
the
city,
but
I'm
sure.

That's,
probably
fine
and
in
other
words,
is
not
just
my
words.
Obviously,
this
one
is
interesting
because
it's
right
across
from
the
fire
department
and
there's
two
utility
poles,
a
fence
right
within
that
that
fire,
hydrant
and
also
in
other
words,
because
I
go
to
Chinatown
a
lot.
We
see
these
ones
all
the
time.
The
fences
are
definitely
within
1.2
meters,
but
that's
it
ok.

So
just
moving
on,
because
I'm
running
out
of
time
to
minimize
stormwater
runoff,
we
are
proposing
a
permeable
ribbon
driveway
so,
which
typically
creates
to
contain
60
to
70%
less
impervious
surface
and
a
full
width
driveway
according
to
the
City
of
Burlington
in
Vermont,
we
will
also
be
installing
a
rain
barrel
to
further
divert
water.
Looking
ahead,
having
a
parking
pad
will
also
allow
us
to
consider
an
electric
vehicle
in
the
future
and
through
transform
teo.

know
that
the
City
of
Toronto
has
a
goal
to
reduce
greenhouse
gas
emission
by
80%
by
2050
and
35%
of
Toronto.
Greenhouse
gas
emissions
are
caused
by
transportation.
So,
in
conclusion,
we
believe
our
proposed
parking
pad
will
increase
residents.
Safety
is
not
obstructing
the
hydrant
and
will
have
minimal
impact
on
the
environment
councillors.

think
this
really

building,
and
that's
not
why
I'm

first.
This
issue
was
first
before
community
council
on
September
the
6th
I'm.

at
the
time
to
recommendation

on
September
the
6th
that
the
northbound
lane
on
Duncan
be
blocked
which
effectively
traps
northbound
traffic
I
only
discovered
this
about
a
week
ago,
as
we
were
leaving
a
community
consultation
at
Metro,
Hall
and
walking
up
Duncan
Street
and
there
it
was
closed
off
that
blog
I
want
to
describe
the
current
situation.
The
lesson
it
teaches
and
I
have
a
band-aid
solution
to
offer.
Here's
the
situation.

Evidently,
the
lane
closing
is
because
the
walls
of
the
historic
part
of
the
Allied
West
Bank
construction
have
to
be
supported
by
one
of
those
massive
steel
frames
that
you
saw
on
saying
at
five
st.
Joseph
when
they
were
building
that
with
a
historic
building
back
of
it
or
now
on
Richmond
Street
and
the
waterworks
building,
where
the
Y
is
going
to
be.
That
is
I
think
what's
needs
room
on
this
space.

That's
the
current
situation,
the
lesson
I
think
the
lesson
is
clear:
as
always:
how
a
building
is
going
to
be
built
should
be
part
of
the
public
discussion
prior
to
development
approval
and
not
have
this
decided
afterward
during
site
plan
negotiations,
approval
by
staff
and
by
Council
that
is
by
you,
should
always
consider
a
building's
impact
during
construction
is
the
gain
worth.
The
pain
is
the
question
and
that's
not
the
way
this
is
dealt
with
now.

The
way
it's
dealt
with
now
is
the
building
apparently
comes
from
Mars
or
someplace,
and
they
set
down
fully
constructed,
and
then
you
look
at
it
and
think
what
does
this
do
to
the
public?
Well,
during
the
construction,
let
me
tell
you,
which
often
lasts
as
much
as
three
years
on
these
big
projects.
What
goes
on
during
the
construction
is
just
as
important
as
what
goes
on
afterwards
and
here's
the
band-aid
solution
and
I
think
councillor
Krusty
has
probably
got
part
of
this
as
a
motion
before
you.
First
a
traffic
control
person.

That's,
interestingly
enough,
a
technical
term,
we
used
to
call
them
flag
men,
but
then
we
had
said
to
make
it
general
gender-neutral.
So
a
traffic
control
person
should
be
stationed
at
both
ends
of
the
duncan
block,
instead
of
only
at
the
Adelaide
end,
which
is
the
situation
that's
put
forward
in
the
material
before
you.
So
if
you
have
a
flag
person
at
both
ends,
this
would
happen.
This
would
allow
the
Duncan
traffic
to
flow
alternately,
north
and
south.

know
how
it
is
when
you're
on
a
highway,
that's
been
narrowed
and
there's
only
room
for
traffic
to
go.
One
way
they
alternate
a
no-stopping
zone
would
continue
to
be
enforced
on
both
sides
of
Duncan,
as
it
is
now
and
I
think,
based
on
the
September
6th
material
that
was
before
you
and
went
to
Council
that
that
no
stopping
law,
it
isn't
in
the
current
motion,
I
think
that
no
stopping
will
continue
and
then
finally,
the
east
half
of
the
available
right
away
should
be
open
for
northbound
traffic
from
Fortis

p.m.

view,
that's
not
good
enough,

it

there

solution

suggestion

it

be
dealt

in
a
full
streets
escape
plan
to
be
implemented
in
2020,

not
acceptable.
We
have
a
situation
where
there
is
a
hydro
pole,
two
of
them
that
are
located
because
of
a
building
that
was
built
with
insufficient
setbacks
in
a
sidewalk
that
does
not
meet
our
accessibility
guidelines
and
they
have
to
be
moved
so
Toronto
Hydro
said
they
could
do
it
in
six
weeks.

One
block
west
of
my
home
is
wood
by
an
Avenue
which
runs
parallel
to
golf.
You
I'm
sure
you
know
what
binds
a
major
artery
that
connects
directly
to
lakeshore
Boulevard
in
downtown
and
eastbound
drivers
use
lakeshore
and
Woodbine
to
make
their
way
home
in
this
history
that
you're
all
familiar
with,
but
for
the
record
in
September
2017,
the
city
reduced,
Woodbine,
Avenue
northbound
to
Lane
in
order
to
accommodate
installation
of
a
bike
track
and
permanent
street
parking.

To
avoid
the
traffic
congestion
on
Woodbine
cars
now
use
golf
U
and
other
side
streets
to
access
Girard
traffic
apps,
like
Waze
direct
their
way,
starting
at
3
p.m.
frustrated
drivers,
speed
up
golf,
you
barely
slowing
down
for
stop
signs.
This
is
almost
exactly
when
Norway
junior
public
school
empties
for
the
day,
an
officer
from
55
division
who
spent
time
in
our
neighborhood
last
fall
said
he
couldn't
write
out
tickets
fast
enough.

Sadly,
we've
seen
little
police
enforcement
since
that
time
in
November
I
submitted
a
signed
petition
for
speed
hubs
to
be
installed
on
Golf
View.
Unfortunately,
the
traffic
study
done
to
support
this
petition
was
completed
four
days
before
Christmas.
When
many
people
were
on
vacation
traffic
was
noticeably
lighter.
The
days
of
the
study
and
not
surprisingly,
the
average
volume
and
speed
of
traffic
did
not
quite
support
the
installation
of
speed
humps.

However,
despite
the
study
results,
councillor
McMahon
has
indicated
she
will
support
speed
humps
on
golf,
you
and
I'd
like
to
thank
her
for
that,
even
if
approved,
however
I've
been
told,
they
will
not
be
installed
until
sometime
in
2019.
A
group
of
concerned
residents,
including
myself,
recently
submitted
a
proposal
to
install
no
left
turn
signs
at
Golf,
View
and
Dubonnet
and
golf
hewn
castles,
but
the
city
deemed
the
proposal
to
be
unenforceable.

Instead,
the
supervisor
of
top
traffic
operations
suggested
that
we,
the
residents
petition
for
no
right
turn
signs
on
Woodbine
from
3:30
to
6:30
p.m.
as
this
would
block
all
Duvernay,
Burgess
and
castles
residents
from
accessing
their
homes
via
Woodbine.
It
is
unlikely
we
would
be
able
to
achieve.
The
required
80%
agreement
for
petition
I've
suggested
that
the
northbound
bicycle
lane
between
Corley
Avenue
and
Gerrard
Street
be
moved
from
Woodbine
to
Golf
View.
This
would
allow
Woodbine
to
be
restored
to
two
northbound
traffic
lanes
with
overnight
parking.

Another
idea
would
be
to
change
the
Woodbine
bike
truck
to
a
bike
lane
and
remove
the
permanent
parking
but
I'm,
not
a
traffic
engineer.
We
need
experts
to
resolve
the
Woodbine
traffic
and
congestion.
Speed
humps
on
Golf
View
will
help,
but
they
won't
solve
the
traffic
problems
in
our
neighborhood.
The
root
of
the
problem
is
the
Woodbine
Avenue
congestion,
and
this
needs
to
be
addressed
by
the
city's
traffic
engineers.
It
should
not
be
left
up
to
neighborhood
residents
to
come
up
with
piecemeal
solutions.

concerned
about
the
safety
of
Norway
students
as
cars
continue
to
drive
travel
at
high
speed
through
a
school
zone,
I'm
worried
a
child
will
be
injured
or
killed
unless
a
solution
is
found
soon
and
I
implore,
City
Council
to
approve
early
installation
of
speed,
humps
on
Golf
View
and
take
action
regarding
the
Woodbine
Avenue
congestion.

our
area

number
of
months,

we've
worked
as
residents
to
try
and
find
a
solution
in
a
number
of
different
ways:
we've
written
to
our
councilor
we've
written
to
the
traffic
people
we've
combined.

did
our
own
car
counts
in
November,
and
we've
requested
help
from
55
division
and
and
we've
tried
to
come
together
to
come
up
with
some
suggestions.
We
felt
that
the
onus
that,
to
a
certain
point,
was
on
us
to
try
and
come
up
with
a
creative
solution.
And
finally,
we've
worked
on
developing
petitions
like
the
one
before
you
so
I
wanted
to
say,
I
think
we
clearly
need
speed
humps
on
this
stretch
of
golf
you,
but
we
also
know,
while
they
may
ameliorate
the
situation,
they
won't
solve
the
problem.

issue
is
bigger
than
just
golf:
you
it's
not
one
Street
alone
and
the
area.
If
it's,
if
I'm
right,
looks
like
it's
about
half
of
census,
tracts
78,
which
is
about
3,000
people,
if
those
2016
census
stats
are
correct,
Nancy's
mentioned
Norway
public
school
in
the
home
daycare
there's
also
a
playground
with
entrances
to
that
playground.
On
some
of
these
streets.
We
already
have
speed
humps.

Meanwhile,
so
we're
stuck
with
the
idea
of
speed
humps
as
the
as
the
eye
on
the
table,
and
we
want
to
see
those
come
as
a
first
step,
but
meanwhile,
as
the
weather
becomes
nicer,
we
are
much
more
aware
of
some
of
the
driving
behaviors
that
are
putting
people,
including
children.
At
danger.
We've
talked
to
young
moms
in
the
neighborhood,
who
are
not
able
to
be
here
today,
precisely
because
they
are
young
moms
about
situations
they've
witnessed
with
frustrated
drivers
pulling
around
others
lined
up
at
stop
signs
with
the
nice
weather.

also
anticipate
roller
bladers
and
who
pay
as
much
attention
to
stop
signs
and
speed
signs
as
drivers,
in
other
words,
sometimes
not
at
all,
and
who
come
barreling
down
golf
you
through
those
signs.
We
feel
we
can't
have
a
neighborhood
that
becomes
an
unsafe
environment.
We're
conditioned
to
something
that
is
usually
generally
quite
calm,
limited
traffic,
but
for
three
hours
every
weekday
we
have
horrific
traffic
from
our
perspective
and
that's
and
so
we're
becoming
an
unsafe
neighborhood.
It's
the
result
of
urban
planning
by
ways.

In
my
estimation,
the
app
that
focuses
on
moving
cars
rather
than
thoughtful
planning
that
takes
into
account
the
interests
and
safety
of
everyone
else
using
the
street.
Definitely
we
need
speed
homes,
but
we
also
need
to
see
traffic
moving
better
on
Woodbine.
We
need
effective,
enforceable
measures
to
prevent
cars
from
using
our
neighborhood
as
a
shortcut
to
Gerard.

need
to
make
sure
that
we
don't
punish
neighborhood
residents
in
the
process
by
impeding
their
retirement
home
during
rush
hour
and
we
need
the
help
of
city
staff,
because
it's
Nancy
super
not
traffic
under
engineers,
staff
that
are
educated
in
these
types
of
issues
to
work
with
us
to
develop
a
thoughtful
plan
that
works
to
everyone's
benefit.
It's
really
complicated
and
what
alleviates
the
situation
on
one
Street
causes
a
problem
on
another
Street.

become

process

putting
residents
on
one
Street

leading
drivers,

help

people
in
our
neighborhood
that
are
willing
to
work
on
this,
but
we
can't
do
it
alone,
but
we

hope

the
first
step

speed
hump
application
