his

the
Toronto

Easter
Community
Preservation
panel,
and
it's
really
an
honor
for
me
to
been
able

put
work
with
a
counselor
Regina
Davis
to
put
this
forward
and
to
see
it
come
to
fruition
today
and
in
light
of
black
history.

brief
biography

Stan,
Stan
was
an
incredible
leader
in
the
black
community
here
in
Toronto,
I
got
to
know
him
as
well
when
we
named
a
park
after
him
and
had

chance

go
out
for
lunch
with
him
at
his
favorite
place
right
across
the
road
at
the
Acadian
Court,
and
he
was
an
incredible
man
in
a
very
interesting
and
obviously
had
a
very
powerful
and
significant
role
in
all
of
the
things
that
he
did.
He
helped
to
establish
the
railway
porters
Union.

When
you
think
back
to
this,
how
I
mean
Stanley
was
97,
I
believe
when
he
passed
away
last
year,
and
so
he
saw
such
transformation
in
our
city
he,
so
he
was
very
active
in
bringing
the
black
the
black
community
into
the
labor
movement
and
was
a
very
active
participant
in
the
Toronto
region.
Labor
council,
the
Toronto
labor
counts
at
the
time.
He
was
also
the
first
black
person
to
run
for
office
in
Toronto
for
MPP,
and
he
ran
for
the
CCF
in
York
East
and
thank
you
Mike
I
know
you'd
appreciate
that
as

not
consulted

change

park

space

desperately
needed

there

nothing
in
between
Main,
Street
and
Victoria
Park
south
of
the
Danforth.
So
the
original
benefits
would
have
been
shared
amongst
a
wider
group
of
people
in
that
area
and
created
some
well
much
needed
green
space.

they're
approximately
the
Trent
Avenue
development
is
going
to
bring
about
600
new
residents
to
that
area.
The
current
residents
in
the
residential
area
that
we're
talking
about
next
to
that
era,
but
roughly
200,
so
the
new,

number
of
people
coming
into
this
neighborhood,
who
might
benefit
from
some
green
spaces,
is
much
higher
than
the
existing
population.

would
like
to
ask
that
the
this
amendment
be
rejected
and
that
the
original
community
benefits
are
Surry,
section

agreement

maintained.

has
far
more
benefits
for
far
more
people.

potential

parking
lots,

shown
fruitful
at
this
point,
so
we
I've

working
with
the

a
village
residents
association.

crusading

spearheading
this
initiative

laneway
project,
with
our
cities,
public
realm

we've

numerous

the

we've
had
on-site

walks

recently
with

planning
staff
as
well.

it's
something
that
has
come
from
the
local
community,

immediate
local
residents
in
the
area

they're
super
excited.

had
kids
involved
all
generations
and
we
are

proud

this
project
and
looking
for
our
two
beautification
in
this
area.

strongly
support
the
refusal
report
has
put
forward
by
the
planning
department.
We
do
feel
this
site
development
site
is
totally
unsuitable
for
the
size
of
this
development.
It
does
not
meet
the
city's
rules,
including
tower
separation,
setbacks,
step
back
set
cetera.
It
also
will
put
additional
shadow
on
barber,
Hall,
Park
and
James
canning
park
as
well.
Currently,
in
our
area,
we
have
an
additional
four
towers
under
construction
and
we
feel
the
additional
density
is
just
far
too
great
for
this
small
community.

the
rejection
report

mentioned
nothing
about
the
traffic
study
in
that
region.
Due
to
this
development,
therefore,
I
was
wondering
if
the
council
or
the
city
has
done
any
traffic
study
because
of
this
development,
and
if
we
can
have
an
access
to
this
study,
since
it's
not
it's
only
a
lane
of
six
meters
wide
where
they
were
glad
to
put
the
entrance
to
the
building
for
64
floors
with
four
other
bicycles.
There
is
no
bicycle
lane
and
there's
no
sidewalk.

Community

traffic
report

indicating
whether
or
not
staff
reflected
some
traffic
studies
in
consideration
before
writing.

final

there

a
traffic
study
submitted
and
we're
certainly
happy
to
provide
a
link
to
that
study
for
the
the
gentleman
who
asked
we
had
not
received
final
comments
from
transportation
services
on
the
traffic
study.
However,
the
project
is
not
supportable
on
planning
terms
and
therefore
you
know,
regardless
of
the
traffic
study,
it
is
still
not
supportable
as
a
development.

recognize
that
the

staff
had
already
provided
some

very
clear
advice
to
the
applicant,
even
before
the
them
submitting
the
application,
providing
some
advice
that
it
was
not
necessarily
a
suitable
site
for
this
much
density,
the
impact
to
the
Heritage
to
South
Tower
separations.

there
should
be
no
surprise
to
the
applicant
when
the
report
came
back
in
the
fashion
that
that
it
did
I
want
to
thank
the
community
members
for,
for
being
so
engaged
and
responsive
to
the
process.
We've
received
a
large
number
of
your
correspondence.
I
see
this
many
employers,
but
I
think
that
planning
staff
heard
very
loudly
and
clearly
that
you
supported
their
their
recommendations
and
how
they
review
the
application
and
I
I'm
thankful
for
you
and
your
participation
and
then
thank
you
to
staff
for
the
the
application
review.

this
came
in
fairly
quickly,
but
I
think
you
also
responded
very
quickly
lots

development
on
Yonge
Street.

of
it
has
been
approved
by
planning

the
local
community.

that
neighborhood
for
the
last
35
years.
I'm
very,

supportive
of
the
avenue
idea
and
I
actually
went
to
the
very
first
meeting
when
this
was
presented
to
the
neighborhood,
and
it
was
very
well
received.

Think
most
of
us
were
very
pleased
to
hear
that
at
last
the
Avenue
or
Broadview
Avenue,
as
it's
known
as
us,
is
going
to
have
a
facelift
and
to
reflect
the
quality
of
the
neighborhood
and
the
neighbors
I.

one
of
the
biggest
concerns
that
came
out
of
that
meeting
from
the
floor
was
how
high
will
buildings
be
allowed

reasonable
height
from
the
buildings
would
be
in
the

12
story
height
and
given
the
other
buildings
there
worried
you
double
that
that
seemed
for
pretty
reasonable
compromise,

when
the
province
has
a
guideline
saying
that
anything,
that's
within
a
10-minute
walk
or
a
five
minute.
Bus
ride
to
the
subway
was
to
be
intensified
to
justify
the
fact
that
he
would
not
need
a
car
to
commute.

The
third
reason
that
we
were
very
happy
as
well
was
that
anything
that
got
built
there
would
have
to
satisfy
the
planning
department
for
shadowing
and
parking
and
I
want
to
say
that
we
thoroughly
I
and
my
neighbors
thoroughly
support
the
current
proposal.
If
you
look
at
the
book
plans,
as
I
have
done,
you
will
see
that
it's
not
a
straight
forward
tower
straight
up
and
down
on
the
property
line.
The
architects
have
been
very,
very
diligent
in
stepping
it
back.

The
developer,
in
fact,
has
purchased
a
couple
of
the
neighboring
houses
in
order
to
give
a
gap,
so
even
from
the
ground
floor,
it's
well
step
back
from
the
bordering
of
the
property
line
and
as
it
moves
up
in
height,
and
it's
only
going
to
ten
floors,
it
steps
back
all
the
way.
And
if
you
go
to
the
top
floor,
the
distance
from
the
building
to
the
neighbors
is
about
the
same
as
having
four
or
five
houses
built.

based
on
a
study
conducted
by
City
Planning
staff
and
other
city
departments
and
with
a
great
deal
of
input
from
residents.

of
that
also
grew
the
broad
view.

different

areas

with
its
own
needs

its

amendment

applications

this

They
would
amend
the
official
plan
to
redesign

to
2
for
Mortimer
Avenue

neighborhoods
to
mixed
use,
areas
and
Amanda
zoning
bylaw
to
permit
this
10-story
makes
this
building
in
an
area
which
recently
was
subject
of
the
Broadway
Avenue
planning,
study
and
community
consultations
because
alluded
to
and
in
which
many
of
our
members
and
residents
participated
in
and
in
fact,
I
stood
here
or
sat
here.

Nearly
two
years
ago
before
you
urging
you
to
adopt
the
Broadway
Avenue
planning
study
of
case
before

and
the
Broadway
Avenue
urban
design
guidelines.
Now
the
result
of
this
planning
study
was
ok
343,
which
was
adopted
by
this
council
in
2016,
and
it
really
does
help
to
define
a
human
scale
and
livable
planning
vision
for
our
area
and
sets
out
the
parameters
for
future
development,
which
is
responsible
and
sensitive
to
the
local
context
and
I.
Think
that's
what's
important
is
about
the
local
context.
That's
here.

People
who
come
to
our
area
want
to
stay
and
people
who
have
lived
in
the
area
for
many
decades
don't
want
to
leave,
because
this
area
has
this
human
scale
to
it.
The
proposed
10th
story
development
as
far
as
height
and
massing,
is
double
the
height
of
what
came
out
of
the
Broadway
Avenue
planning
study
and
the
resulting
RP.

It
also

appropriate

backs

for
new
developments
in

the
proposed
10th
story
development
represents
an
inappropriate
scale
of
development

surrounding
area
and

not
appropriately
transition
to
the
adjacent
properties,
especially
on
Mortimer,

low-rise
and
designated
as
neighborhoods
in
the
Official
Plan.
The
proposed
sensory
development
would
also
absorb
and
use
to
neighborhoods
designated
properties
to
designate
them
as
an
excuse.

proposed
10th
story
development
would
create
other
planning
issues
so,
for
example,
increased
traffic
at
an
already
very
busy
and
narrow
intersection
at
Broadview
and
pottery
Road,
also,
including
resulting
traffic
backups.

decrease
in
available

street
parking
increase
in
shadow
impacts
on
Broadview
and
the
neighboring
properties,
and
also
it
would
not
protect
the
viewpoints
of
the
Don
Valley,
which
is
one
of
our
treasured
natural
resources
in
this
area
and
makes
the
particular
local
neighborhood
quite
unique
in
that
way.

vantage
point
of
approaching
from
Mortimer,
and
this
was
identified
through
the
broad
view
of
new
planning
study,
as
well
as
in
the
Broadway
Avenue
urban
design
guidelines.

association

in
the
Broadway
Avenue
planning
study
in
not
only
in
our
association

throughout
the

need
for
densification.

opposition

approval

tube
buildings

precedents

cynicism.

first
point
is
that

setting

precedents
looks

backward

forward
seems

backward.

are
people
who
look
at
the
existing
high-rises
a
long,
broad
view
and
say:
well
it's
already
there.

felt
that
one
example
at
one
mistake
in

past

not

good
justification

mistake
in
the
future
for
doing
more
of
the

homeownership

start

family

empathetic
view

when

community
hall,

firing
mud

developers,

very
hostile
situation

ask

community

question
and
where
I
asked
how
many
people
were
actually
renting
in
our
community,
there
were
only
three
people
that
raised
their
hand
so
where
I
do
understand
that
there
has
to
be
a
compromise.

say
that
I
fully
support
the
site
and
where
that
was
going
and
I
hope,
everybody
can
understand
that
we
do
have
a
housing
crisis
in
all
communities
in
Toronto,
and
these

opportunities

sort

establish
newer
grounds
for
future
families.

department

reviewed
this
application
and
and
had
the
meeting

January
and
in
so
doing,
they've
actually
reached
some
conclusions
that
I
support
and
planning
knows
full
well
that
I
don't
always
support
them.
So
and
we've
come
a
long
way
in
these
eight
years.
So
as
noted,
the
application
is
not
in
keeping
with
the
Official
Plan
amendment
for
Broadview,
which
was
the
result
of
three
years
of
consultation
with
the
community.
And,
of
course,
this
council
and
the
Community
Council.
I
The
City
Council
passed
that
OPA
in
the
summer
of
2016,
so
you'll
recall-
or
maybe
you
don't,
but
perhaps
you
do
in
the
previous
term
of
council
when
I
had
requested.
The
Planning
study
for
Broadview
Avenue
I
had
pointed
out
some
of
the
peculiarities
of
Broadview
Avenue
and
it
is
an
area
with
a
ravine
along
the
west
and
the
northern
boundaries,
and
it's
actually
disconnected
somewhat
from
the
cities
larger
Road
grid.
I
So
there
is
a
subway
station
there,
as
you
know,
but
you
may
have
noticed
in
a
recent
reports
to
the
TTC
that
that
station
is
noted
as
one
with
capacity
issues
so
and
if
you've
been
there
at
the
morning
rush
hour,
you've
probably
had
the
opportunity
to
watch
several
trains.
Leave
you
behind
on
platform,
so
those
issues
and
others
are
why
I
believe
the
Planning
Department
and
the
community
came
up
with
the
right
plan
for
the
intensification
of
Broadview
in
2016.
So
there
were
a
few
voices
at
the
public
meeting
in
support
of
this
proposal.
I
There
have
been
some
here
today
as
well.
The
applicant
is
shared
with
us.
Some
form
letters
also
to
show
that
there
is
support
and
I,
certainly
respect
that,
in
particular,
I
heard
the
support
for
the
proposal
from
real
estate
agents
and
young
potential
homeowners
at
this
public
meeting
in
January,
and
they
have
a
right
to
want
more
housing.
That
is
what
intensification
means
but
they're,
looking
at
that
site,
nice
isolation
and
not
considering
the
large
amount
of
intensification
that
the
broader
you
have
a
new
plan
is
providing
in
its
totality
the
broad
view.
I
Avenue
plan
is
designed
to
bring
more
housing
to
the
neighborhood
in
a
manner
that
actually
enriches
the
neighborhood.
So
I
should
also
point
out
that
at
the
public
meeting
one
resident
spoke
out.
Actually
the
first
person
at
the
qat
spoke
out
how
he
felt
the
applicants
representatives
who
came
to
his
door
had
misled
him
on
the
proposal.
Somehow
some
residents
seem
to
think
that
if
they
don't
support
this
project,
nothing
will
be
built.
I
am
very
doubtful
of
that.
Some
have
even
spoken
to
me
about
affordability.
I
I
just
want
to
remind
everybody
here
that
this
is
not
an
affordable
housing
project.
This
community
council
has
actually
already
approved
a
development
proposal
on
Broadview
recently,
in
keeping
with
the
broad
view
have
in
your
planning
study,
it's
called
7

6
to
802
Broadview
Avenue,
and
it's
directly
across
the
street
from
Broadview
station.
I
It
is
a
six
story,
building
that
falls
directly
within
the
guidelines
and
the
OPA
as
well,
though
some
have
taken
the
broad
view:
Avenue
OPA
to
the
Ontario
Municipal
Board,
the
owners
of
two
of
the
largest
sites
on
broad
view
with
development
potential
did
not.
So
we
have
had
a
very
lengthy
planning
study,
guided
by
professional
staff
and
by
far
most
in
the
community
point
to
that
as
their
vision
for
broad
view.

Drive

community
is
an
important
part
of
the
City
of
Toronto
I'm,
going
to
briefly,
very
briefly,
set
out
the
context
of
our
neighborhood
before
my
other
neighbors
and
residents
speak
so
broad
view.
Avenue
north
of
hillside
is
primarily
detached
semi-detached
houses.
There
are
a
few
low-rise
apartment
buildings.
It
is
a
hugely
busy
transport,
four-lane
transportation
corridor.

Five
bus
routes
go
down
this
and
it's
a
busy
car
transportation
route,
hillside
Drive,
just
one
block
west,
it
runs
along
the
Don
Valley
ravine
system
is
green
and
lush
and
it's
all
homes.
It
is
closed
to
traffic.
There's
a
city
park
hat
in
the
middle,
so
it's
only
local
traffic
that
goes
in
there
and
while
bribe
View
Avenue
is
the
car
in
bus
corridor.
Hillside
Drive
is
the
people's
corridor
and
so
outside
my
door.

So
with
that
description
of
that
part
of
broad
view
and
hillside
Drive,
you
can
imagine
our
surprise
when,
in
late
November
we
heard
that
the
Salvation
Army
had
made
an
application
to
build
an
11-story
high-rise,
223
unit
condominium
project
sitting
squarely
in
the
middle
of
a
residential
neighborhood,
a
bit
of
an
aside
from
Salvation
Army.
Unfortunately,
as
neighbors
longtime
neighbors,
we've
had
no
communication,
no
information
other
than
the
city
consultation
project
and
so
we're
very
disappointed
in
the
process
that
was
undertaken
in
our
community.

So
it's
a
longtime
resident
of
hillside
Drive
in
the
City
of
Toronto.
We
find
the
development
proposed
by
the
Salvation
Army,
unacceptable
and
grossly
out
of
character
with
the
neighborhood
that
is
so
important
within
our
city
and
today,
I
wish
to
make
my
own
concerns
known,
as
well
as
the
concerns
in
opposition
of
over
80
neighbors
and
community
residents
known
to
council.
So
on
behalf
of
community
residents,
a
number
of
whom
you
will
hear
speaking
this
morning.

I
wish
to
table
a
petition
containing
over
80
residents,
signa
signatures
as
a
tangible
sign
of
our
opposition
to
the
proposed
development
at
11:32,
Broadview
Avenue,
as
outlined
in
the
application
by
the
Salvation
Army
I,
knocked
on
a
lot
of
doors.
I
can
tell
you
it
was
99%
of
residents
opposed
and
I
just
ran
out
of
time.
I'm
sure
I
could
get
a
lot
more
signatures.

As
our
petition
states
and
you'll
hear
this
morning,
the
development,
the
height
size
and
density
of
which
dramatically
exceeds
current
guidelines
is
of
grave
concern
to
residents
of
our
neighborhood
and
our
concerns
fall
into
four
buckets
you'll
hear
about
these
this
morning.
First,
the
proposed
development
is
grossly
out
of
scale
with
the
neighborhood
designation
and
devised
the
spirit
and
intent
of
the
city's
official
plan
and
the
broad
view
Avenue
urban
design
guidelines.
Second,
there's
been
adequate,
inadequate
recognition
of
the
impact
on
infrastructure,
traffic
and
public
transportation
systems.

Third,
the
development
threatens
the
neighborhood's
unique
character
and
will
jeopardize
a
natural
environment
around
the
Don
Valley
ravine
system,
which
we
are
all
committed
to
preserving
and
last.
The
development
of
this
magnitude
within
a
residential
neighborhood
will
diminish
the
overall
quality
of
life
for
the
neighborhood
residents,
you'll
hear
about
privacy,
protection
of
green
space,
etc.

The
concerns
about
the
proposed
development,
along
with
the
petition,
have
been
detailed
in
a
number
of
letters
as
well.
So
as
residents,
we
do
feel
the
Broadview
Avenue
planning
study
outlines
a
more
thoughtful
and
balanced
approach
for
development
of
this
property.
In
fact,
council
should
be
applauded
for
initiating
and
approving
this
study,
so
I,
along
with
the
80
residents
who
have
signed
this
petition,
wish
to
urge
the
city
to
vigorously
oppose
the
application
and
also
to
vigorously
oppose
the
application,
as
it
goes
forward
to
the
OMB.

the

context

does
not

nearby
neighbors

reasons
that
Mary
had
expressed

capably
earlier
on,
together
with
what
we've
heard
today,
this
is
a
very
large
development
in
an
area
of
primarily
smaller
two-story
residences.

although
I
assume

applicant
will
allege
that
the
proposal
promotes
the
provincial
policy
statement
of
intensification,
it's
very
important
that
its
cities
and
that
are
to
direct
and
allocate
those
intensification
efforts.
The
city
efforts
to
direct

elements
of
intensification
were
undertaken
in
a
pretty
extensive
and
inclusive
public
engagement
process
which
which
concluded
in
June
of
2016.
The
applicant
had
full
access
to
this
process
and,
in
the
end,
the
process
resulted
in
the
area
of
this
proposed
development
being
in
character,
area
II.

Among
other
things,
the
applicable
policies
require
that
new
development
in
this
area
not
only
respect
but
also
reinforce
the
existing
physical
characteristics
of
the
neighbourhood.
With
the
height
and
the
density
of
this
particular
proposal,
it
fails
to
do
that.

is
important
for
the
council
to
support
the
refusal
of
this
application,

it
would
send
a
discouraging
message
about
the

the
worth

city's
planning

consultation
processes

it
was
to

at

and

it

adopted
by
council
in

helped
to
define

human
scale
and
livable
planning
vision
for
our
area,

is
sensitive

local
context

terms
of
this
development
for

stories
as
far
as
height
and
massing,
so
the
proposed
11
story

also
hypothetical
building.

this
is
an
official
plan.
Amendment
for
this
photos
lens
goes
directly
against
the
broad
way
up.

This
proposed
11-story
building
is
out
of
scale,
it's
not
and
also
it
does
not
adequately
transition
to
the
coach
house.
The
coach
house
is
a
heritage
building,
that's
on
site
and
further
there's
other
four
other
on-site
buildings
which
have
been
identified
in
the
Bratva
of
new
design,
urban
design
guidelines
as
having
heritage
potential,
and
we
think
they
should
be
considered
for
conservation.

So
we
agree
with
planning
staff
that
the
product
property
in
fact
should
remain
neighborhoods
and
that
in
terms
of
its
designation
and
that
any
future
development
on
this
site
should
meet
the
Official
Plan
Policy
and
we
think
there
are,
as
planning
staff
has
indicated
in
the
report.
There
are
other
ways
that
this
property
can
be
developed
sensitively.

do
as
an
association
and
many
members
here
have,
and
also
residents
from
the
area
have
spoken.
We
recognize
this
need
for
densification
in
the
area.
We
hear
also
the
need
for
market
housing,
but
also
a
lot
of
this
new
development.
Of
course,
it
certainly
does
not
as
Mary
our
counsel
has
indicated,
does
not
provide
for
affordable
housing,
so
just
something
to
think
about.
So
we
do
welcome
responsible
and
sensitive
development,
and
we
will
continue
to
support
the
vision
of
OPA
343
and
abroad
via
a
new
planning
study
which
led
up
to
it.

broad

Avenue
planning
study
I

support

city's
plan
to
maintain
the
character

neighborhood

builds

any
new
bills
to
8.5
meters
or
two
to
three
stories
there.

number
of
reasons
for
this
currently
in
the
traffic
situation
on
broad
view
is
tenuously
bearable
at
best.

is

problem

DBP,
Bayview
extension
or
even
on
Pape
review
is
a
disaster.
Secondly,
the
side
Drive
has
a
unique
park-like
aspect
that
allows
so
many
of
the
people
in
our
neighborhood

enjoy

is
a
street
that
we
are
proud
of
and
that
we
love
to
share
with
our
community
and
our
neighbors
if
we
were
to
allow
an
11-story
building
to
be
built
next
door,
that
park-like
setting
of
our
street
would
invariably
change
I'm
concerned
also
about
current
resources.

Even
when
the
Minto
build
was
going,
the
TDSB
had
posted
that
they
could
not
guarantee
placement
for
those
kids
in
at
local
schools.
So
we're
gonna,
add
another
233
units,
don't
know
how
that's
gonna
happen.
Daycare
availability
within
this
within
our
community
is
at
an
all-time
low
and,
as
Mary
so
adequately
pointed
out,
I
think
that
it
is
very
important
to
note
that
we
are
not
talking
about
affordable
family
housing.
Here
these
three-bedroom
units
going
into
these
going
into
this
building,
are
going
to
be
subsidized.

fully
support
counsel

the
refusal
of
the
application
main
by
the
Salvation
Army

an

residents
at

reasons
why

disagree

I'm
very
concerned
about
privacy
issues.
It
seems
that
the
balconies
of
new
residents
will
be
overlooking
my
backyard.
I
am
deeply
concerned
about
the
loud
noise
levels
from
residents
of
the
building
that
will
disrupt
our
quiet
neighborhood,
as
well
as
garbage
and
cigarettes
that
would
be
thrown
off
the
balconies
that
may
end
up
in
my
backyard.

I
am
majorly
concerned
about
the
size
and
closeness
of
my
property
to
the
proposed
new
building
I'm
concerned
about
any
loss
of
natural,
sunlight
and
the
loss
of
privacy.
That
will
negatively
impact
my
ability
to
enjoy

property
I'm
concerned
about
the
traffic,
congestion
and
pollution
that
this
new
building
will
generate.

maximum
level
for
noise
and
traffic,

drastically
change

surrounding

more
hectic

jam-packed

concern

cyclists,

buses
are

live
at
50
hillside
Drive
directly
across
from

proposed
site
this
site.
This
proposed
development
is
37
storeys
high,
which
is
four
times
the
allowed
height
for
the
area.
If
this
was
allowed
to
proceed,
the
development
would
dominate
the
neighborhood
and
fundamentally
change
the
characteristics
of
the
neighborhood.
Our
entire
community
is
extremely
concerned
with
the
precedent
of
such
development
would
set
for
other
sites
as
well.

Additionally,
the
proposal
would
have
a
detrimental
impact
on
the
multi-year
hillside,
Drive
street
streetscape
revitalization
project.
That's
been
underway
in
consultation
with
city
staff,
counselor,
Mary,
Fran
Takas
and
the
residents
of
hillside
Drive.
This
project
aims
to
address
already
problematic
a
storm
and
snowmelt
runoff,
which,
as
you
can
see,
the
letter
from
the
weather
of
the
last
few
days
is
a
major
issue.

also
seeks
to
improve
pedestrian
access
and
accessibility
and,
finally,
to
preserve
and
enhance
the
youth
nice
uniqueness
of
the
street
by
recognizing
the
contributions
of
our
past
resident
Charles
Oriole,
whose
efforts
to
protect
Toronto's
ravine
systems
eventually
led
to
the
creation
of
the
Toronto
region,
Conservation
Authority.
So
this
development
is
entirely
contrary
to
that
initiative.
It
would
seek
to
pave
over
the
existing
sites,
significant
green
space
that
is
so
efficacious
that
runoff
absorption
and
would
dramatically
shot
up
over
the
mature
tree
canopy
on
hillside
Drive.

spirit

Trump

fake
application

disappointed

we
are

this
place

this
particular

coach-house
on
it
dates
back

property
is
of
tremendous
heritage
value
for
our
area.
The
people
who
lived
in
this
area
worked
and
owned
the
mills
in
the
valley
in
the
valley,
where
the
bricks
were
built
that
actually
built
the
bulk
of
the
city.

at
the
garment
district,
Neighborhood
Association

a
party
to
the
OMB
case,
that's
coming
up,
may
be
together
with
OMB
hearing
participants
from
nearby
residential
buildings
will
do
the
heavy
lifting

to
that
they'll,
probably
emphasize
the
immediate
impact
of
applicable
planning
principles,
and
is
it
errata
rather
than
prescriptive,
numerical
requirements
and
King
Spadina
precedence,
which
the
city
team
will
surely
emphasize

like
good
news.

We've
talked
almost
everybody
involved
in
this
proposal
and
we're
struck
by
the
quantum
of
goodwill,
together
with
the
shifting
circumstances
in
this
block,
including

two
sites
immediately
across

street,

decision

June
of
last
year.
This
situation
is
very
fluid
and
my
feeling
is
that

solution

everybody

live

everybody

the
immediate
neighbors,

Neighborhood

landowners

is
within
reach.

South
Rosedale
residents
association.
These
remarks
also
represent
reviews
of
the
North
Rossdale
residents.
Association
I
can
also
say,
with
confidence
that,
based
on
feedback
received
at
a
November
6th
community
meeting
that
we
hosted
attended
by
more
than
100
residents
and
many
many
emails
since
then
that
the
SRA
represents
a
strong
majority
of
our
community
on
this
issue.

The
SRA
is
in
full
agreement
with
heritage
preservation,
services,
January
30th
recommendation
to
refuse
the
issuance
of
a
demolition
permit
for
the
heritage
properties
at
5,
7
and
9
dale
avenue,
and
for
the
city
to
be
represented
in
any
OMB
appeal
on
a
final
decision
in
2003
when
these
buildings
were
designated
with
a
c'
rating
in
the
south,
Rosedale
Heritage
Conservation
District,
their
contribution
to
the
Heritage
character
of
the
area
was
affirmed.
This
is
a
fact
inscribed
in
policy
and
should
not
be
subject
to
alteration
by
questions
of
architectural
style
or
personal
preference.
Q
If
that
were
the
case,
conceivably,
every
rated
building
in
the
conservation
district
could
come
into
question
and
be
at
risk.
Each
of
these
properties
is
an
integral
part
of
the
overall
streetscape
and
is
in
keeping
with
the
Garden
Suburb
that
constitute
self
rosedale's.
Heritage
Conservation,
notably
the
13.9
meter,
proposed
height
of
the
condom.
You
have
significantly
concedes
exceeds
that
of
all
nearby
structures
on
Dale,
including
near
to
nearby
multi-unit
buildings.

The
building
will
appear
from
the
street
as
having
a
significantly
larger
scale
and
massing
than
the
adjacent
multi-unit
building
at
1a,
Dale
and
single-family
residences
all
along
the
street,
and
by
comparison
most
of
the
caught
building
at
21
Dale
to
the
east
is
set
well
back
from
the
street
and
with
large
amounts
of
greenery
in
front
has
minimal
street
presence.
The
Heritage
value
of
the
three
houses
is
most
evident
in
seven
Dale,
as
outlined
in
detail
in
the
cultural
heritage
evaluation
report
report
by
Al
eternal
heritage,
which,
hopefully
you
have
before
you.

The
report
describes
the
heritage
Josh
through
attributes
of
the
property.
It's
a
prime
example
of
the
International
style,
designed
by
a
notable
modernist
architect.
It
has
an
integral
landscape
design
by
highly
regarded
landscape
architect's.
It
supports
the
eclectic
mix
of
19th
and
20th
century
residences
found
throughout
our
neighborhood,
and
the
property
is
physically
visually
and
historically
linked
to
its
surroundings,
consistent
with
the
heritage,
conservation,
districts,
Garden
Suburb.
For
these
reasons
we
joined
with
North
Rosedale
and
the
community
organization,
my
Rosedale
neighborhood,
to
nominate
the
property
for
designation
under
the
Ontario
Heritage
Act.

It
would
be
a
tragedy
to
see
such
a
prime
example
of
modernist
architecture
lost
not
only
to
our
neighborhood
but
to
the
city,
Canadian
Homes
and
Gardens
for
very
good
reason,
devoted
nine
pages
of
the
property
in
in
nine
pages
to
the
property
in
its
November
1944
edition.
The
SRA
is
already
commented
on
the
overall
heritage
impact
of
this
proposal
in
our
November
30th
response
to
heritage
preservation
services.

Their
report
affirms
our
opinion
that
the
proposed
development
would
not
make
an
equal
or
greater
contribution
to
the
Heritage
character
of
the
district
and
as
such
does
not
satisfy
the
requirements
for
the
demolition
of
C
rated
buildings.

made
it
clear
that
the
issues
recommended
recently

the
Preservation
Board

further
investigation,
including
seven
dáil
and

and

have
no

four-story
building
is
similar

height

existing
apartment
buildings
in
South
Rosedale
and
the
roof
and
Eve
line
is
similar
to
that
of
existing
houses
along
Dale
and
in
the
district.

Finally,
from
the
first
time,
with
respect
to
the
Heritage
Preservation
staff
report,
we
heard
after
two
years
of
working
closely
with
them
and
many
revisions
that
the
issue
of
landscaping
was
something
they
wished
to
pursue
further
and
we
will
be
discussing
it
with
them.
I
am
disheartened.
I
must
say
to
hear
mr.
Hogarth
suggests
that
heritage
planning
staff
notwithstanding
what
might
come
out
of
the
additional
work
to
be
taken.
An
additional
information
to
be
provided
might
not
ever
change
their
recommendation
of
January
thirtieth
report.

would
be
more
open
and
willing
to
consider
all
of
the
appropriate
matters,
including
and

the
Planning

you
were
supposed

zoning
application
that
has
been
in
process

was
pulled

last

to

you
to
support

councilors
recommendation
to
have
all

brought

you
at
the
appropriate
time.

Toronto
and
Easter
Community
Council,
my
name,
is
Katherine
Lee
and
I
represent
a
neighborhood
group
called
by
Rosedale
neighborhood
formed
to
oppose
the
demolition
of
three
heritage,
rated
homes
in
that
South
Rosedale,
Heritage,
Conservation
District.
After
one
and
a
half
years
since
inception,
my
Rosedale
neighborhood
has
more
than
300
Rosedale
neighbors
on
our
mailing
list.

We
have
five
hundred
and
thirty
people
signed
up
on
our
social
media
petition
and
we
have
almost
100
percent
of
the
owners
on
the
subject
and
age
adjacent
streets
all
opposing
the
development
with
our
ratepayers
associations,
South
Rosedale
in
North
Rosedale
ratepayers.
We
have
jointly
stated
to
our
War
27
councillor,
Kristyn
wong-tam,
the
city,
planner
and
preservation
services,
that
we
oppose
the
applicants,
development
for
a
list
of
heritage
and
planning
reasons,
though
briefly
I
highlight
here.

Please
note:
the
joint
unified
position
of
our
community
comes
after
more
than
one
and
a
half
years
of
meetings,
starting
with
the
city
community
meeting
in
November
2016
meetings
with
the
applicant
in
2017
and
a
community
consultation
meeting
hosted
by
South
Rosedale
rate
payers
Association
in
November
2017.
It
was
at
this
meeting,
the
applicants,
revised
submission
was
presented
and
new
information
on
the
hair
significance
of
seven
Dale
was
presented
at
the
end
of
this
meeting
over
a
hundred
and
hundred
attendees
overwhelmingly
voted
to
reject
the
applicants
revised
drawing
by
over
9%
and
here's.

Why
heritage
the
three
Heritage
rated
properties
back
onto
ravine,
the
proposed
architectural
drawing
is
not
equal
to
nor
better
than
the
existing
homes.
The
test
is
not
architectural
taste,
it's
not
subjective.
In
fact,
it's
based
on
heritage
policy
criteria
and
consider
such
things
as
cultural
heritage,
landscape
heritage,
relevance,
property
attributes,
neighborhood,
canopy
and
streetscape.
Our
heritage
expert
unearthed
extensive
research
on
seven
day
late
last
year,
the
owner,
who
bought
the
lot
of
seven
Dale
mr.
CF
woods,
inherited
Hobbs
glass,
also
known
as
crystal
glass
and
plastics,
and
with
the
famous
architect
mr.
Gordon
Sinclair
Adamson.
S
They
together
shared
a
vision
of
building
on
the
vacant
lot
and
together.
They
designed
a
built
and
built
a
showcase
for
Hobbs
glass
to
display
to
all
the
world
what
modernity
with
glass
would
bring
in
comfort
and
enjoyment.
It
is
a
unique
combination
of
private
interest,
company
investment
and
commercial
intent.
The
international
firm
Adamson
architects
bears
his
name
and
continues
to
be
headquartered
in
Toronto.
Seven-Day
Oh
may
have
been
the
first
example
of
mid-century
modern
international
style
architecture
built
in
Ontario
and
the
second
in
Canada.

The
records
indicate
the
first
in
Canada
was
built
in
British
Columbia,
the
Seven
Dale,
home
and
garden
remained
intact
and
in
its
original
state,
except
for
the
added
swimming
pool.
The
garden
of
seven
Dale
is
just
as
important
as
the
building
landscape
by
the
famous
mr.
Howard
Dunnington
Grubb
and
his
wife,
who
later
started
a
plant
nursery
which
became
Sheridan
nurseries.
Our
our
experts
have
an
earth
original,
architectural
and
landscape
detail
and
relevant
documents
with
cultural
relevance.
We
have
provided
the
cultural
heritage
evaluation
report
to
preservation
services
with
our
nomination
of
seven
Dale.

We've
also
provided
to
the
city,
our
heritage,
experts,
peer
review
of
the
applicant's
heritage
impact
assessment,
but
in
that
come
indicates
an
incomplete,
if
not
flawed,
analysis.
That's
required
of
heritage
rated
homes
they
quickly
and
with
too
much
simplicity
conclude.
Their
proposed
development
is
worthy
enough
to
demolish
three
heritage:
rated
homes
for
the
construction
of
twenty
six
units
in
one
four-story
condo
precedent,
the
applicant
states
that
their
development
will
not
set
a
present.

How
many
times
has
his
council
heard
that
before
only
for
the
next
developer,
to
build
bigger
and
higher
I
respectfully
submit,
often
and
in
too
many
postal
codes?
This
development
was
assembled
on
three
Lots
backing
onto
ravine
with
apartment
buildings
on
either
side
built,
post-world
War,
two,
the
entire
Rosedale
area
is
encircled
by
a
ravine
system.
Most
houses
on
Iran
are
on
a
large
lot
and
there
are
apartment
buildings
that
were
all
built:
pre,
1960s,
sprinkled
throughout
Rosedale.

This
is
precedent-setting,
let's
not
kid
ourselves.
There
are
good
examples
of
precedent
in
our
neighborhood,
some
of
the
largest
homes
and
heritage,
Rosedale,
being
maintained
and
adapted
to
accommodate
multi
families.
These
projects
have
been
sensitive
and
honor
the
heritage
fabric
of
the
neighborhood,
Planning
and
Zoning.
The
apartment
buildings
you
will
hear
about
were
all
built,
post-world
War
two.
When
the
zoning
rules
were
different,
then
the
zoning
rule
changed
in
the
1960s
to
preserve
the
neighborhood
in
areas
like
Cabbagetown,
Rosedale
and
the
annex
today.

The
motion
onto
the
screen
I
would
like
to
refer
the
item
back
to
the
acting
chief
plan
area,
the
executive
director
of
chief
planning
to
allow
for
further
consideration
of
the
property
at
seven
Dale,
with
a
request
that
there
be
a
complete
review
by
staff
of
the
design
and
Zoning
issues,
and
that
matter
be
brought
back
to
the
Toronto
Preservation
Board
and
the
Toronto,
a
short
Community
Council
no
later
than
is
June
20th
and
June
6
meeting
respectively.

be
dealing

this
matter
again
in

recommendation

out
of
the
Toronto
Preservation
Board

can
tell
you
having

amongst

board
members
as
they
try
to
really
understand
the

impact

the
proposed
application
and
I
thought
it'd
be
worthwhile
for
us
to
to
take
another
look
at
him
and
the
Preservation
Board

I
should
say
I
believe
adopted
almost
no.

wasn't
unanimous,
but
I
think
they
were
quite
relieved
that
they
were
gonna
have
more
time,
and
that
would
probably
be
the
the
most
accurate
way
of
describing
what
happened
at
the
Preservation
Board.
And
so
that's.
What
this
motion
will
do
is
allow
everyone
more
time
to
complete
the
work,
and
so
when
the
reports
do
come
back,
hopefully
you'll
also
be
lined
up
with
the
zoning
final
report.
