A
B
Prayer,
dear
lord,
we
ask
that
you
please
watch
over
this
great
nation
and
this
great
state
of
rhode,
island
and,
in
particular,
the
great
citizens
of
west
warwick.
We
ask
that
you
please
help
guide
this
council
in
making
wise
decisions,
informed
decisions
and
always
with
a
little
bit
of
compassion,
amen.
D
A
Just
before
we
stop
the
reason
why
I
put
discussion
action
on
the
first
in
the
agenda
was
all
because
of
the
amount
of
discussion,
action
and
also
undercourteous
for
the
canvas
board
of
canvases
and
all
that
for
being
here,
so
we
wanted
to
get
them
out
early.
They
were
asked
to
go
on
first,
we'll
do
all
that
first.
D
E
Having
spoken
with
fred
this
week,
I
wanted
an
update.
I
know
it's
been
a
little
while
now
at
least
award
four.
I
know
the
roads
that
were
being
worked
on
and
paved
are
now
being
done.
So
just
looking
for
an
update
on
roadblocks,
I
know
that
we're
kind
of
getting
to
that
breaking
point
where,
if
we're
going
to
get
the
second
round
of
roads
done
before
winter,
I
think
we
have
to
do
so.
Pretty
quick.
D
F
C
G
No.
I
said
he
better
not
go
over
dave
on
this,
I'm
in
ward,
one
phase
one
over
here,
webster
night,
drive
reclaimed.
That
was
sixteen
thousand
four
hundred
ten
dollars.
That
was
split
five
ways.
You
know
it
was
actually
17.
G
E
Dave,
I
just
had
a
question
on
before
and
I
texted
a
friend
today,
because
I
was
a
little
bit
confused
when
I
took
a
look
at
it.
If
you
look
at
the
total
for
ward
4
phase,
1
minus
cdbj,
we're
talking
about
560,
000
ish
and
then
when
you
look
at
the
estimated
cost
for
phase
two,
it
totals
up
to
367
000.
But
when
you
look
at
the
total
cost
underneath
it
says
734
000..
Are
you
looking
at
the
new
one?
I'm
looking
at
what
you
handed
me
just
now
what
I
thought?
E
What
for
the
estimated
total
for
phase
one
was
564
268
sure
it
actually
came
in
at
547
513,
which
is
good
right,
and
I
think
I'm
only
missing
one
invoice
opposite
drainage
on
cochrane.
For
you,
the
point
I'm
getting
at,
though,
is
it
says
the
estimated
total
is
1.3
million.
It's
not
wrong,
but
on
the
bottom.
But
if
you
add
up
those
numbers,
it
doesn't
add
up
to
1.3
million.
That's
because
some
of
them
changed
because.
C
E
A
C
F
C
E
G
What
I
want
over
there,
I
understand,
but
I'll
talk
to
you
tomorrow
anyway,
I
understand
when
you
come
in
prospect
hill
to
take
the
left.
I
understand
from
that
wall
to
the
cement
building.
That's
why
we're
gonna
have
a
problem.
I'm
not
concerned
about
that
they're,
not
using
that
it's
after
that,
where
the
the
not
that
brick
place
the
second
place
where
that
comes
to
equal,
noble
street,
I
don't
know
why
we
didn't
do
that.
G
B
David,
how
are
we
going
on
the
shipping?
I
thought
marriage.
C
Waiting
on
you
because
she
said
you
were
gonna,
have
your
community
meeting
and
then
yeah
I'll.
Let
you.
B
Know
yeah,
I
just
gotta
get
mayor
to
proceed
and
then
I
just
got
an
email.
I
think
friday
and
I
emailed
her
back
and
I
and
we
just
had
to
decide
yeah.
You
know
for
a
time,
so
those
people
know
what
was
going
on
down
there,
but
then
they're
pretty
much
ready.
C
H
To
notify
the
people
in
the
area,
so
if
you
just
you,
can
you
can
do
that?
We
can
take
map,
we
just
draw
a
circle
around
the
area
you
want
notified
and
you
can
draw
the
same
circle
on
the
map
and
it
won't
call
people
within
that
circle,
which
is
special
now
so
we'll
probably
use
the
meeting
at
the
senior
center.
At
this
time
we
have
to
discuss
some.
E
Just
one
last
question
timeline:
if
we're
able
is
this
the
kind
of
thing
where,
if
we
get
this
on
the
next
council
agenda,
cardi
feels
comfortable
to
be
able
to.
E
A
I
know
I
sent
out
notice
to
a
few
people
that
the
road's
getting
done,
there's
some
curve
issues
that
they're
fixing
themselves
they're
gonna
fix
themselves,
chamberlain's,
one
they're,
faithful.
A
He's
already
fixed
his
curbing
so
there's
a
few
of
them
that
are
fixing
their
curbings
and
doing
it
doing
whatever
they
got
to
do
to
make
sure
that
they're
ready.
You
know,
they're
fixing
their
own
carvings,
so
they're
not
asking
us
to
do
it,
but
just
so
I
have
an
idea
when
they're
going
to
do
it,
I
can
let
them
know
so.
They've
done
it.
Yes,
straightforward
replay!
D
C
B
B
There
was
at
least
one
accident.
He
told
me
about
and
also
there's
been,
some
safety
issues
he's
concerned
about
the
way
the
area
looks-
and
I
believe,
is
there
who's
here
for
a
discussion
all
right,
joe
yeah.
You
want
to
come
up
and
joe
carrera
right.
That's.
B
Joe's
one
of
those
landlords
that
take
care
of
his
product
and
it's
proud
of
his
problems,
I'm
glad
to
have
you
as
a
property.
F
Well,
I
want
to
thank
the
council
for
having
me
tonight
and
it
is
a
great
concern
down
here
talking
to
the
council
right
now.
My
name
is
joseph
guerrero.
I
live
at
170,
brookside
avenue
I've
been
living
in
that
area
around
35
years.
F
I've
lived
all
my
life
in
historic,
so
this
I
got
to
say
first,
I
have
seen
dramatic
improvements
on
dramatic
improvements
of
where
the
town
was
work
where
they
were
and
where
they
come
right
now,
especially
in
the
audit
area,
and
these
dramatic
improvements
are
coming
and
not
happening
not
by
themselves
but
by
the
people
that
that
work
here.
So
I
gotta
say
that
we
have
made
creative
great
strides.
F
F
I've
spoken
to
the
owner
of
doyle's
liquor
when
the
incident
happened
about
three
weeks
ago
when
they
had
a
flatbed
truck
that
was
parked.
On
top
of
the
gas
station
and
from
what
he
understands,
this
is
like
the
third
incident
that
happened,
that
the
other
truck
was
not
properly
chucked
or
braked
like
valve,
which
the
truck
went
right
across
brookside
avenue
and
hit
a
telephone
pole
that
had
trains
free
transformers.
F
I
was
outside,
and
I
heard
this
big
noise,
so
I
wanted
to
see
what
it
was
being
that
the
third
incident
happened
of
this.
You
know
dramatic
incident.
Thank
god.
Nobody
got
hurt,
but,
as
you
folks
know,
that
is
a
very
busy
street
where
kids
go
and
play
out
in
the
park.
They
go
to
the
bike
path
and
the
traffic.
There
is
one
of
the
most
areas,
that's
really
really
congested
with
traffic,
and
I
got
to
say
this
that
whole
area
right
there
being
the
heart
of
arctic.
F
Most
of
people
come
from
that
break
from
that
area.
When
you
see
past
gas
station
the
way
that
it
looks,
it's
just
a
cypress
rise
now
from
my
understanding,
he
has
legal
rights
to
run
a
junkyard
there.
My
question
is:
how
can
autonomous
work
give
that
authorization
in
an
area
where
homes
are
there?
The
major
area
that
you
you
come
into
the
town
of
westwork
or
in
the
arctic,
and
when
we
make
so
many
great
scribes
and
making
this
this
whole
town
look
great.
F
A
F
Apparently-
and
I
got
to
say
this,
the
word
is
I've
been
living
in
the
town
of
westwork
again
for
35
years.
I
know
a
lot
of
people
are
now
here
a
lot
of
things.
I
know
that
he
is
a
ver.
I've
been
hearing
he's
a
very
powerful
person.
I
don't
know
the
gentleman.
A
This
has
been
going
on
for
years.
Well,
mr
carriero,
I
think
back
in
oh
five,
just
before
I
was
on
the
console,
I
remember
councilman
constantino,
if
I
remember
correctly,
was
really
adamant
about
cleaning
up
the
area
and
actually
had
pets
put
the
fence
around
the
property.
Now,
to
my
knowledge,
I
always
thought
the
cars,
especially
the
ones
that
were
wrecked
or
whatever
should
have
been
inside,
that
fenced
in
area
stuff
that
was
being
worked
on.
The
shop
itself
could
be
outside
the
fenced
area
as
long
as
their
customers,
cars
and
continue
neatly.
A
Now
at
one
point
he
wasn't
operating
gas
station,
so
he
did
keep
those
cockpots
completely
empty,
but
now
that
he's
not
an
operating
gas
station,
I
noticed
that
there
were
more
and
more
cars
on
the
outside
of
the
fenced
area.
Now
I
don't
know
if
there's
a
customer's
cars
or
if
there's
still
a
working
active
station
there,
but
I
would
I
understand
your
concerns
and
I
think
that
the
town
between
fred
and
what
your
quote
about
him
having
us
in
his
pocket
I've
met
him
only
a
few
times.
A
No,
no
I'm
not
offended
at
all,
but
I'm
just
saying
he
has
never
approached
me
and
I've
never
approached
him
about
his
property.
The
town
has
always
dealt
with
pat's
service
when
they
did
have
issues
and
if
there
are
issues
going
on
there,
the
town
should
just
call
pat
in
or
have
a
conversation
with
him
and
say:
hey,
listen,
you
know,
the
coordinates
down
here
needs
to
be
rectified
and
you
know
if,
if
they're
not
putting
the
damaged
cars
behind
the
fenced-in
area,
because
and
again
that
was
back
in
0-405.
A
If
I
remember
correctly-
and
that
was
before
majority
of
us
were
on
this
console,
I
think
the
only
one
was
a
responsibility
and
if,
if
those
cars
are
now
overflowing
onto
the
street,
well
that
that's
an
issue
yeah,
that's.
F
A
surprise-
and
this
is
what
I
can
say
to
you-
I
mean
I'm
not
I'm
only
here
to
you
know,
tell
you
what
I
say:
yeah
and
there's
no
reason
for
me
to
you
know
say
anything:
that's
not
incorrect.
He
did
at
one
point
in
time
two
weeks
ago
that
had
that
parking
lot
overwhelmed
with
the
cars.
You
know,
bank
cars
crushed
cars.
A
Well,
he
was
saying
he
was
cited,
but
also
one
of
his
employees
did
question
me
via
facebook
asking
about
the
agenda
item,
and
I
told
him
it's
probably
about
cleanliness,
because
I
had
taken
a
ride
by
there
right
after
I
had
seen.
Him
was
on
the
agenda
and
you're
right.
Things
have
changed
over
the
weekend
and
pika
said
he
was
cited.
F
A
Accident
was
well
advertised
yeah,
I
think
we
saw
it
live,
but
again,
knockout
would
unfortunately.
A
Nobody
got
hurt,
and
you
know
that
was
one
thing
I
think
everybody
said
when
they
saw
her
well,
you
know
I
I,
and
I
think
I
and
she
had
somebody
I
worked
with-
was
driving
around
a
construction
site
last
week
in
a
bulldozer,
a
bucket
loader
came
right
by
and
took
the
whole
car
off
and
he
was
in
it
while
he
was
driving.
You
know
and
accidents
do
happen.
A
Unfortunately,
and
you
know-
and
I
understand
this
is
the
third
time
I
think,
second
or
third
time
that
I've
heard
something
and
you're
right
will
should
be
chalked.
You
know
odds
and
ends
like
that,
and
those
are
things
that
osha
should
be
dealing
with.
Not
so
much
the
town
of
osha
should
be
if,
when
they
have
an
incident
like
that,
osha
should
be
attending
his
shop
and
saying
you
know,
your
truck
drive
is
not
using
the
chocks
or
your
brakes
aren't
proper.
That's
that's
their
job
actually,
and
I
I.
F
Just
want
to
say
this
to
also
one
more
thing
I
want
to
say,
because
the
attitude
that
people
will
have,
especially
when
you
have
an
area
like
that,
because
if
you
go
right
up
the
brook
side,
I
know
there
is
a
little
apartment
building's
there
that
the
people
just
throw
rubbish
over
there.
So
if
you
have
rugged
rubbish
already,
you're
just
going
to
add
more
rubbish
to
it,
and
it's
not
the
way
that
get
you
know
the
talent
was
for
it:
cleaned
up.
A
A
F
Just
so,
the
council
know
right
in
that
area,
where
you're
talking,
which
is
mac
enterprises,
which
is
the
body
shop,
not
because
they've
heard
of
the
complaint.
If
you
go
right
on
main
street
right
before.
B
You
get
the
valley
valley,
fuel,
unregistered
cars,
now
they're
stopping
to
file
their
cars
right
in
front
of
the
main
street
yeah.
Can
I
say
something
joe
thanks
for
being
here
tonight:
all
right,
a
lot
of
people
won't
wouldn't
come.
They
would,
they
would
complain,
but
they
wouldn't
be
here
before
the
council.
I've
gotten
several
calls
on
this.
You
know
I've.
I've
probably
talked
to
mr
raimondo,
maybe
I
don't
know
five
times
in
the
40
some
years
that
I've
been
here.
B
If
that
you
know
he
he
runs
a
business.
I
was
a
businessman,
and
I
understand
that
the
difficulties,
however,
have
been
very,
very
consistent
about
this.
The
property
has
to
be
kept
clean
and
you
coming
here
tonight
is
going
to
stimulate
more
conversation
about
what
the
town
is
doing
to
protect
the
people
that
live
in
that
area,
people
that
live
down
on
the
other
side
of
the
road-
and
I
want
the
you.
E
One
thing
I
want
carrie
anderson.
B
Just
a
few
questions
about
about
why
it
hasn't
been
cited
before
what
is,
is
he
violating
anything
right
now?
What
was
he
violating
to
cite?
I
want
people
to
understand
and
again
you
know,
I'm
not
it's
not
just
mr
raimondo,
it's
any
business
or
multi-units
or
whatever
you're
a
landlord.
You
take
good
care
of
your
property.
We
expect
everybody
to
take
good
care
of
their
property
and.
F
B
F
B
To
pick
on
people
that
aren't
obeying
the
laws,
things
like
what
what
you've
experienced
things
like
a
sofa
corner
of
london
avenue
and
earl
street
being
there
for
four
weeks
four
weeks.
Yes
right
things
like
that
trash
cans
for
four
or
five
weeks,
exactly
we've
got
to
stop
that
on
route
117,
there
was
a
sofa
there
for
a
couple
of
weeks.
You
know
the
top
of
the
the
bypass
pipes
there
from
the
water
company.
B
B
E
B
Town,
I
consider
a
major
problem:
are
the
landlords
not
educating
their
tenants
about
putting
out
jackpots
on
the
road
without
calling
the
town?
They
don't
understand
what
the
rules
are.
That's
one
of
the
problems,
so
you
know
I
think
the
landlord
has
to
be
responsible
for
their
taxes.
I
agree
absolutely,
and
you
know
one
that
that
is
but
is
carrie.
G
Here
I
wanna
say
I
wanna
just
I
just
wanna
have
joe.
I
know
him
for
quite
a
while
I've
known
pat's
my
family's,
been
in
the
salvage
business
for
over
100
years.
We
had
them
complain
style
my
place.
I
have
a
salvage
license,
which
means
junk
gatherer.
I
can
gather
junk.
I
can
have
a
dump
down
there.
If
I
want
that's,
what's
in
my
license
from
1945,
when
the
licenses
came
out
total
licenses,
my
father
was
probably
the
first
one
to
have
a
tow
license.
G
North
county
salt
county
narragansett
kent
county
every
county.
There
was,
he
was
one
of
the
first
ones
to
have
it
in
the
50s
60s.
He
sold
it
stewie
bought
it
and
someone
else
bought
the
salt
kingston
rights,
towing
rights,
as
pat
has,
which
has
been
for
many
years.
G
They
told
cars
one
week
they
might
tow
10
cars.
One
week
they
went
to
100
cars,
they
do
a
service
to
the
town,
so
you
have
one
spot
where
these
cars
are
are
stored
and
it's
fenced
in
it
can't
be
out
of
a
fence
line.
I'm
sure
the
raimondo's
known
enough.
Where
and
he's
regulated
he's
regulated
by
the
state
which
the
town
has
no
jurisdiction
over
what
the
state
says
he
can
do
and
what
he
can't
do,
except
for
certain
things.
G
If
he's
breaking
london's
in
town,
let's
take,
for
instance,
the
station
fire,
I
think
pat
towed
over
200
cars
for
free
of
charge
for
everyone
that
went
to
his
lock.
G
F
G
A
F
To
get
involved
in
that
that's
state
regulated.
You
know
my
point
angel.
What
my
point
is,
you
know
we,
this
is
the
heart
of
us.
Work
is
on
a
great
deal.
One
of
the
main
entrances
is
right
there
on
117
right
as
you're
coming
in
off.
You
know
centerville
road
and
legion
way
in
into
west
fork.
Avenue
people
taught
us
coventry.
People
goes
right
into
us
for
our
granted
right
into
our
our
town
right
here
we
got
right
a
beautiful
place.
They
built
over
here,
making
a
nice
place
over
here.
F
G
Why
have
that
in
that?
Okay,
in
the
heart
of
oxford,
you
can't
put
someone
out
of
business,
I'm
not
saying
put
out
on
they
have
to.
They
have
to
be
regulated.
They
have
to.
I
mean,
don't
get
me
wrong,
that
they
can't
run
a
salvage
act,
because
if
they
did
I'm
on
the
board
of
auto
recyclers
he'd
be
cited
by
the
state.
The
dbr
would
be
donna's
place
tomorrow
morning
and
put
a
cease
and
desist
order
on
him.
G
A
B
A
G
Like
everyone
else,
it
has
to
stay,
he
has
to
hold
you're
gonna
understand
too.
He
can't
just
get
rid
of
the
cars.
He
that's
why
you
have
four
or
five
toes.
What
do
we
have
four
guys
on
a
tallest
jeep?
Let's
let
let's
go
but
anyway,
what
what
happens
is
you
have
to
hold
them
cars?
You
have
to
advertise
them,
you
just
can't
get
rid
of
them.
If
they're
abandoned
you
have
to
go
advertise
them.
You
have
to
go
through
the
court
of
law
to
get
title,
so
he
can.
G
B
As
well
as
I
do,
what
joe
has
said
tonight
is
very
true,
and
my
past
recollection
is
that
mr
raimondo
has
has
not
always
been
cooperative
with
the
town.
Is
that
correct?
B
It's
been
a
challenge.
We've
spent
a
challenge.
Okay,
all
right,
that's
fine,
but
but
I
just
want
to
find
out
so
that
everybody
understands,
because
I
I
get
the
question
all
the
time.
Why
don't
we
allow
a
junkyard
in
there?
First
of
all,
it's
not
a
junkyard,
it's
it's
say
a.
What
do
you
call
it
if
it
was,
but
they
still
have
rules
and
regulations
that
they
have
to
stick
by?
In
my
opinion,
they
have
it.
B
C
Got
the
email
from
terry
today,
to
my
knowledge,
is
that
what
is
possibly
going
on
there
is
the
motor
vehicle
vehicle
dealer
user
old.
I
don't
know
whether
it
is
or
not
a
gas
and
service
station,
and
I
can
tell
you
in
the
1950s,
a
friend
of
mine
worked
at
that
gas
station
and
I
used
to
meet
him
there
at
nine
o'clock,
friday
nights
and
he
blows
up
and
we
go
out.
So
that's
been
there
since
at
least
the
50s,
the
gas
station
and
also
the
auto
parking
lots
and
garage.
C
Those
three
uses
are
all
permitted
uses
in
that
district
in
that
zone.
Secondly,
to
address
what
angelo
raised
the
towing,
I
represented
the
rhino
public
going
association
and
the
province
public
towing
association.
For
a
number
of
years
I
drafted
the
statue
that
angel
was
talking
about
of
what
a
tower
has
to
go
through
to
sell
a
vehicle
that
he
hasn't
been
paid
for.
That's
all
regulated
by
the
state,
the
town
realistically
has
has
no
no
authority
in
that
towing
area.
C
I
appeared
before
puc
I
for
about
15
20
years
representing
providence,
towing
and
rhode
island
public.
Doing
let
me
tell
you
some
of
them
are
fun
to
represent,
but
that
that
area
there
I
don't
know,
but
my
opinion
would
be
that
I
agree
with
dave
on
the
the
trucks
and
the
the
accidents.
That's
that's
ocean,
not
not
the
town.
B
I
think
the
point
was
he's
just
saying
in
that
corner
there
is,
it's
been
proven
to
be
kind
of
unsafe.
That's.
C
I
again
I
agree,
but
I
I'm
just
saying
that
I
don't
see
a
town
authority
to
go
in
and
say
you
have
to
have
trucks
on
the
under
your
cars
and
finally,
also
and
finally,
an
answer
to
your
question
about.
Has
he
been
cited
in
the
past?
I
represented
the
town
before
the
municipal
court.
I've
been
here
since
2004.
C
in
that
time,
the
only
time
that
I
have
had
dealings
with
parry
mundo
were
in
regards
to
the
what
we
considered
the
improper
parking
of
a
tow
truck
of.
I
don't
remember
the
name
of
the
street,
but
it
was
in
a
residential
area
campbell
campbell
street,
where,
where
there
was
a
tenement
house
and
his
driver
lived
there
and
we
had
a
number
of
hearings,
but
it
all
involved
that
did
not
involve
the
gas
station
at
all.
The
end
result
was,
I
know,
dealing
with
major,
not
a
long
period.
C
At
that
time
we
actually
had
the
police
running
periodic
checks
to
see
if
the
truck
was
there
and
reporting
back
to
the
judge
monero,
and
it
ended
up
that.
As
far
as
I
know,
it's
going
to
be
I'm
going
to
say
four
or
five
years
that
that
hasn't
that
that
issue
has
not
been
been
a
problem.
B
I
I
mean
I
thought
I
thought
the
lot
was
you
know
for
many
years.
He
was
keeping
it
clean
and
then
I
think
it
started
to
go
downhill
a
little
bit.
I
know
one
minute
when
it
was
no
longer
a
gas
station
yeah,
that's
what
it
seems
like
there's
a
little
more
gas
station
than
it's
caused
here.
There
are
trucks
here
there
and
everywhere.
I
can't
address
the
cleanliness,
because.
C
I
would
assume
that
if
there
are
any
violations
there,
they
would
probably
come
under
these
there's
no
other
under
our
code
of
housing
and
building
and
maintenance
of
yards
and
that
kind
of
stuff.
But
as
far
as
the
zone,
the
towing
the
trucks
were
running,
I
really
don't
see
any
any
jurisdiction
within
the
town,
for
there
may
be
a
condition
that
the
town
doesn't
like.
Maybe
there's
something
that,
under
the
zoning
called
the
building
official
in
a
capacity
as
a
building
official,
as
opposed
to
as
a
zoning.
A
G
Is
again
now
you
can
talk,
six
thousand
square
foot
place
new
york
city,
a
friend
of
mine,
runs
a
salvage
yard
right
in
manhattan.
He's
got
a
40
by
40
lot.
You
know
what
he
owns.
He
owns
from
that
ground
to
god
he
puts
them
a
high,
they
have
a
restriction,
it
doesn't
say
how
many
cars
they
can
have.
How
many
squares.
C
Square
foot
my
answer
to
you
there
and
I
haven't
been
involved
with
the
towing
association
since
2004,
so
I
can't
say
what
has
changed,
but
at
that
time
towing
the
department
of
poc
said
you're
gonna,
take
when
you
told
those
cars
you're
gonna
have
them
in
a
secured
lot.
You
know
if
the
tower
doesn't
have
them
in
a
secured
lot.
The
complaint
gets
filed
with
p
with
secrecy
and
puc
takes
it
up
the
complaint.
But
that's
why
I
took
him
out
a
lot
of
business
and
towers
weren't
properly.
A
C
That
time,
that
the
former
police
chief
raised
an
issue
that
the
puc
came
down
and
said
that
you're
gonna,
secure
them
on
your
property
and
so
or
you've
gotta
show
us
that
I
believe
that
they
accepted
the
fact.
It
said
if
you've
got
another
lot,
you're
planning
on
starting
them
out
you're
going
to
show
us
your
legal
right
to
use
it
you're
going
to
show
us
your
fenced
in,
but
going
back
to
the
basic
premises.
B
Meant
to
say
this
at
the
very
beginning,
I
want
to
apologize
to
mr
armando
because
he
was
not
offered
an
invitation
to
be
here
tonight
and
I
truly
believe
we
should
have
done
that
and
oversight.
So
I
do
apologize
for
not
inviting
mr
mandela
to
be
here
yeah.
My
sincere
apologies
for
that,
but
you've
talked
about
what
you
know.
Basically
what
the
town
can
do.
C
To
keep
it,
I
said
that
I
think
that
that
area
would
probably
be
under
the
section
of
the
code
that
kerry
handles
as
a
building
official
for
maintenance
properties.
Just
like
we
have
houses
where
grass
isn't
taken
care
of,
and
I'm
sure
that
if
there
is
a
I'll
call
it
a
maintenance
problem
or
a
sloppiness
problem.
I
think
that
kerry
has
had
a
look
at
that
section
of
the
code
as
a
building
official,
not
as
a
zoning,
not
as
a
towing,
not
as
a
motor
vehicle's
getting
loose.
C
G
It
and
another
thing
on
a
used
car,
and
I
can
tell
you
on
that
too,
because
they
crucify
me
every
election
year
with
my
dealer
plates
that
I
don't
pay
taxes,
but
I
pay
hundreds
of
thousands
of
dollars
in
taxes
and
sales
tax
and
they
have
six
cars
registered,
and
I
do
got
a
perk
for
driving
the
dealer
plate
and
not
registering
a
car
as
long
as
it's
inspect
it.
It
has
to
be
inspected.
G
You
have
to
ride
it
to
be
inspected
any
car
on
my
lap,
not
my
salvager
on
my
car
lot
and
that
would
notice
too
has
to
be
inspected
and
it
can't
be
on
there
with
no
plates
and
no
inspection
sticker.
So
these
body
shops
that
have
all
these
cars
in
front
with
no
lumber
plates,
no
inspection,
stickers,
they're
all
illegal
so
who
would
have
jurisdiction
over
there?
Well,
you
would
for
having
cause,
haven't
caused,
not
really.
B
B
A
A
B
I
wanted
my,
I
told
the
constituent
that
I
want
to.
You
know,
put
this
on
the
agenda
and
and
get
us
straightened
out.
If
there's
anything,
we
can
do
we're
gonna.
Do
it
and
it's
important
that
joe
and
everybody
else
in
the
neighborhood
understand
what
we
can
do,
what
we
can
do,
that's
really
the
biggest
purpose,
and
I'm
glad
you're
here,
although
to
explain
that
so
I
think
we're
pretty
clear.
The
history
of
you
know
he's
there
operating
as
a
toe
toe
operation.
That's
completely
legal.
B
I
guess
he
can
put
as
many
cards
and
he
can
fit
on
his
lot,
whether
they're
inside
the
fence
or
not.
That's
not
our
concern.
Is
that
correct?
If
he's.
B
You
see
that
you'd
have
to
call
to
complain
about
that
public
utilities.
F
The
council,
you
know
without
any
you
know,
family
members
or
any
without
any
neighbors.
F
No,
I
didn't
nobody
came
here.
I
came
here
by
myself
to
talk
to
the
town
council.
I
know
that
past
got
up
cut
out
and
I
completely
understand
that
I
really
do
just
like
anybody
else.
So
what
I
have
to
say
here
to
the
council.
I
want
to
come
here
alone
and
speak
with
the
town
council
to
see
if
town
council
can
work
somehow
just
to
get
it
cleaned
up
again,
I'm
not
here
to
put
that
out
of
business.
F
It's
a
rotten
thing
to
do
and
a
lot
of
people
here
might
think
that
I'm
here
to
do
that.
But
that's
not
me,
that's
I'm
not
the
kind
of
person
that
would
ever
do
that.
I
do
live
on
brookside
avenue.
I
lived
there
35
years
my
kids
were
already
raised
there,
I'm
fortunate
enough.
I
can
sell
a
place
and
buy
find
a
new
new
location.
My
wife
likes
it
there
because
it's
our
home.
F
B
B
B
B
H
Good,
so
one
thing
I
will
say
is
there
are
only
certain
things
we
can
cite
on
that,
because
his
grandfather
has
operating
business.
Carrie
has
cited
him
for
trash.
There
was
a
truck
on
the
side
of
main
street
there
that
was
loaded
with
garbage.
It
was
there
for
like
two
weeks.
It
was
ridiculous
and
I
said
karen
you
gotta
get
out
there.
You
gotta
get
rid
of
it.
Kerry
went
out
there
cited
them,
but
when
we
cite
people
we
give
them
an
opportunity
to
address
the
situation.
He's
always
addressed
the
situation.
H
We've
never
had
to
take
him
to
court
on
those
issues
because
it
might
take
a
little
push
once
in
a
while,
but
he
does
always
address
it.
There
are
certain
things
and
unfortunately,
since
it
hasn't
been
a
gas
station,
it
gets
cluttered
with
vehicles
and
I
don't
know
what
the
stats
of
those
vehicles
is,
and
but
I
know
that
in
speaking
with
carrie,
that
he's
got
a
right
to
have
them
there.
So.
H
H
We
would
really
appreciate
it,
but
I
will
say
that
any
time
we've
gone
to
him
and
said
you
have
to
fix
this
he's
done
it
with
the
exception
of
the
park
vehicle
that
al
referenced
before
and
go
to
court,
and
then
it
was
taken
care
of
right,
but
but
then,
but
as
far
as
the
site
itself,
and
even
the
property
behind
which
I
know
it's
not,
and
it
is
direct
ownership.
H
We've
gone
out.
We've
cited
that
one,
the
one
across
from
valley
fuel
and
we've
gotten
people
to
move
those
vehicles
with
that
individual
that
parking
vehicles
there
and
this
carry.
I
believe,
those
removed
now
right.
H
B
That
property
across
from
valley,
yeah
adjacent
to
aj's
argument
what.
G
F
Today
they
were
gone,
the
other
two
vehicles
that
are
out
there
do
not
belong
to
him.
We
don't
know
who
they
belong.
To
another
thing
about
that
property.
Most
patent
will
turn
away.
F
B
G
A
F
A
Mr
messi
used
to
come
to
this
meeting
and
complain
about
people
dumping
it.
I
understand
that
people
dumping
in
the
properties
stinks,
but
it's
the
property
owner's
responsibility
to
maintain
the
property,
and
that's
I'm
not
talking
about
pat's,
I'm
talking
about
the
other
situations
and,
unfortunately,
that
whoever
dumps
it
and
I've.
A
I've
got
to
take
them
out
of
the
wetland
and
drive
them
down
to
the
dpw
myself.
You
know
old
man,
1956
mattresses
and
whatever
else
maybe
rims
tires
it's
a
dumping
area.
Luckily
I
got
neighbors
now
who
actually
watch
it.
We've
cleaned
it
up,
we've
done
everything.
We've
had
to
do
down
there
and
but
again
since
I
owned
the
property
since
2002,
I've
had
to
maintain
and
make
sure
nothing
gets
thrown
in
there
and
clean
it
up
myself
because
it
becomes
a
drainage.
That's
what.
B
F
F
B
A
B
A
B
F
B
Coming
on
here,
well,
you
know
what
you're
you're
wrong.
Okay,
you
should
feel
foolish
because
you're
wrong,
I
don't
feel
foolish
one
bit.
You
know.
I
don't
want
to
talk
to
you
tonight
all
right,
because
you're
really
pissing
me
off
carrie.
That's
fine,
because
you're
coming
from
the
wrong
direction!
That's
fine!
No!
It's
not
fine!
B
A
F
F
Without
a
license
we
went
to
court
after
three
years.
They
decided
it
wasn't
going
to
check
out
and
running
a
total
business
and
basically
that's
all
it
until
you're.
You
have
our
slow
periods,
any
concert
we
tell
for
the
police
department
under
accident
scope
behind
the
date.
There
will
always
be
many
days.
We
do
work
for
insurance
companies.
Those
cars
could.
F
So
any
cars
that
you
guys
would
see
on
on
brookside
avenue
we
are
a
subway
for
a
company
called
copox.
We
go
all
through
basically
from
warwick
down
to
south
county
all
the
way
down
into
westerly.
We
transport
total
cars.
I
pick
them
up
all
the
time.
I
also
drive
for
pets.
I
pick
them
up
at
astro.
I
pick
my
pet
pores
and
commentary
all
the
way
down
into
willow
bandit
and
what
we
do
is
in
order
to
make
they
go
to
mended
mass,
but
it's
quite
a
hike
from
westerly
up
to
menden.
F
So
what
we
do
is
we
cut
our
trips
short,
so
we'll
go
down
south
county,
we'll
pick
the
cars
up
and
drop
them
off
brookside,
every
tuesday
or
monday
night
into
tuesday
morning
after
class.
That's
how
I
get
my
extra
hours
I
come
in
in
the
morning
start
at
2.
Am
I
load
them
cars
on
brookside
and
I
take
them
to
massachusetts,
so
the
cars
you
see
that
are
always
in
rotation.
F
F
So,
like
pat
said,
any
vehicles,
we're
regulated
through
phc
and
that's
the
last
thing
you
want
to
do
is
aggravate
puc.
As
far
as
storing
tow
cars
there's
a
couple
of
reasons,
liability
people
come
down,
I
just
let's
say
I
told
someone's
car
and
they
had
a
dui
and
they
are
now
peeled
and
they
want
their
car.
We
would
lose
as
a
tow
company
to
allow
that
vehicle
to
stay
unsecured.
Before
what
happened
you
come
down,
you
get
your
car
and
you're
driving
most
of
the
cars
will
tow.
F
F
We
wish
we
had
a
better
location
than
brookside
avenue,
we're
all
aware,
but
we
all
live
in
this
town,
but
our
lot
is
only
so
big.
The
garage
is
busy
so
anything
that
you
see
from
basically
the
corner
of
our
building,
pushing
back
towards
the
green
fence.
Those
are
repair
customers.
F
Some
of
them
sometimes
have
been
in
accidents
that
does
have
a
body
shop
in
coventry,
so
the
mechanical
parts
will
do
here.
The
bodywork
will
do
over
there,
but
them
cars
are
always
in
a
rotation
and
it
is
an
absolute
nightmare
to
get
rid
of
a
car
that
people
have
abandoned.
I
say
that
all
the
time,
why
doesn't
the
police
department
enforce
the
abandoned
vehicle
wall?
There's
a
there's,
an
ordinance
on
the
state
books
that
if
you
abandon
your
vehicles,
you
can
be
charged,
but
it
doesn't
get
informed.
So
it's
up
to
us.
F
We
have
to
do
a
bin
check.
Certified
letters
go
to
the
dmv
run:
title
searches
lean
holders.
An
additional
certified
letter
has
to
be
auctioned
off
into
the
providence
journal
by
the
time.
You're
done,
you're,
probably
upwards,
of
five
six
hundred
dollars
for
a
car.
That
is
worth
zero.
You
can't
even
scrap
it
without
real
paperwork,
so
yeah
as
a
company,
we
all
want
it
to
be
clean.
I
pick
weeds.
Let
me
tell
you
that
I
I
came
from
a
company
prior
that
my
parents
was
everything
and
customers
won't.
Take
you
serious.
F
We
would.
The
gentleman
who
spoke
before,
obviously
isn't
a
customer
for
us.
My
goal
at
the
end
of
this
was
to
make
him
a
customer.
If
something's
bothering
him
there's,
like,
I
told
the
woman
from
minimum
housing,
I
caught
her.
Taking
a
picture
up
on
main
street
knew
she
was
backing
down
the
street
to
take
a
picture.
So
I
called
the
town
and
said
just
come
and
tell
me
what
you
want.
I
shoveled
that
dump
truck
myself.
F
We
did
it
in
two
weeks.
We
filled
the
dumpster
one
week,
we'll
let
them
come
in
and
see
it.
I
climbed
back
up
there
with
a
shovel
and
I
completely
emptied
everything
out
and
she
had
a
problem
with
the
box
frame.
I
cut
it
up
myself,
redisposed
of
it.
So
so
we
all
want
to
be
on
the
same
page.
Pat's
business
pays
my
bills.
I
get
to
work,
none
of
us
are
put
out
of
work.
I
go
to
school
at
night,
I'm
in
school
for
law
enforcement.
C
F
We
would
love
to
put
a
fence
up
on
brookside
avenue,
be
able
to
store
what
we
consider
co-pop
cars.
Those
are
our
subholders
I'd
love
to
put
them
up
there,
because
I
can
imagine
how
many
people
just
go
through
them
at
night.
Their
insurance
deals
have
already
been
auctioned,
but
we're
not
you
know,
just
like
mr
kerry
had
said.
It's
an.
A
A
I
know
she
knocks
on
you
residential
doors.
I
took
my
question
is
instead
of
taking
pictures
and
sending
them
a
letter,
should
she
get
out
of
her
car?
Can
I
speak
to
the
manager
or
the
owner
or
whoever
it
may
be?
You
know
these
are
the
things
I
need
you
to
do.
She
still
needs
to
take
the
pictures
she
needs.
A
I
H
F
Get
out
of
the
crowd,
mr
president,
when
when
she
after
I
had
all
the
time
she
actually
did,
I
was
up
in
the
dump
truck
and
she
had
showed
up
behind
me
and
I
had
said
to
her,
like
whatever
he's
67
years
old.
I
would
never
I
worked
for
him.
I
wouldn't
expect
him
to
shovel
the
dump
truck,
but
if
we're
in
there
and
something
that's
particular,
is
bothering
you
let
us
know
we
don't
want
to
be
here.
We
don't
want
to
do
the
complaints.
F
You
guys
don't
want
to
hear
the
complaints
we
pay
taxes
in
the
town.
She
pays
tons
of
taxes
in
the
town.
None
of
us
want
to
do
this.
Whatever
it
is,
she
showed
up.
She
wanted
it
fixed.
I
fixed
it.
I
told
her
that
her
face
gave
us
the
benefit
of
the
doubt,
and
I
also
said
you
know
take
your
pictures.
You
have
to
do
your
job,
you
got
to
document
it.
I
don't
have
any
issue
with
that.
Give
us
a
chance
to
work
on
it.
B
To
keep
the
place
clean,
that's
fantastic,
and
I
think
it's
important
that
the
public
know
that
you
know
I'm.
F
Shocked
that
we're
stuck
on
the
front
island,
it
didn't
just
roll
out
a
lot.
Somebody
actually
put
it
in
neutral.
F
Police
department,
first
officer
on
scene
down
here,
basically
said
the
truck
was
in
neutral,
so
that
meant
something
put
it
into
the
truck
was
automatic.
It
wasn't
going
to
come
out
of
gear
by
itself.
You
know
what
I
mean,
so
somebody
came
up
with
that.
It
was
nothing
that
you
know
on
our
error
that
we
did.
It
was
just
we're
having
some
issues
with
the
gentleman
down
the
street.
We
had
to
make
some
changes
at
october
location.
F
We
have
three
other
two
other
gaps
where
we
store
cars,
we
store
the
cabinetry
and
the
city
of
lord.
I
got
two
other
garages
when
we
get
older
camp
or
drop
them
off
in
coventry
or
I'll
drop
them
off
and
walk
on
your
bench.
So
we've
got
other
locations,
but
sometimes
we
really
get
too
busy
and
they
end
up
getting
in.
But
as
far
as
a
truck
issue,
70
campers,
we
know.
Basically
what
was
going
on
the
police
department
knows
what's
going
on
officers.
F
A
safe
environment,
I
get
the
lady
next
door
to
me,
she's
a
very
good
customer.
We
got
the
one
behind
she's
a
good
most
a
lot
people
up
on
brookside
westford
avenue
they
come
to
los
station.
When
we
have
gas
they
just
come
down
into
their
gas
all
the
time
you
know.
Usually,
today
this
we
always
get
involved.
F
B
F
B
Appreciate
you
guys
being
here
tonight
and
I
think
fred
is
hearing.
What
he
wants
to
do
is
that
you
know
you're
making
an
effort
and
again
a
lot
of
information
was
exchanged
and
I
think
that's
very
important.
That
was
one
of
the
purposes
I
wanted,
so
that
people
would
understand
what
we
can,
what
we
can't
do.
B
We
we
want
to
push
you
to
keep
the
area
clean.
You
know
it
is
like
the
gateway
to
less
voltage,
only
attracts
more
business
back
to.
B
G
F
F
You
know
that
whole
area
a
safer
place
so
that
we
can,
you
can
walk
forward
out
really
without
any
incidents
and
also
look
a
lot
better,
because
I'm
going
to
say
it
again,
like
you
have
said,
this
is
the
heart
of
our
talent
is,
is
his
article
and
we're
taking
with
doing
such
a
good
job
of
making
the
changes?
And,
let's,
let's
keep
all
I'm
saying?
Let's.
F
And
there's
still
a
lot
of
work
that
needs
to
be
done
on
brookside.
I
would
greatly
appreciate
it
if
we
looked
at
that
whole
area
there
and
and
see
if
we
can
change
it
for
the
better.
Thank
you
for
having.
A
Me
and
again
I
thank
you
for
both
parties
being
very
cordial
towards
each
other,
and
I've
had
some
conversation
with
mr
wu
and.
E
I
think,
personally,
I
think,
he's
a
dedicated.
A
E
I
don't
know
if
it
applies
for
the
immediate
future,
but
perhaps
in
the
near
future,
maybe
fred
can
put
our
cdbg
coordinator
in
touch
with
the
owners,
and
I
know
we
do
stuff
with
storefront
facades
and
there's
money
available
to
help
beautify
storefronts.
So
if
the
goal
is
to
clean
up
the
image-
and
you
know
put
up
a
sign
that
says-
pat's
towing
and
really
kind
of
look
at
valley
fuel,
how
it
looks
really
really
nice,
maybe
in
the
future.
E
C
C
A
C
A
H
So
this
is
just
back
on
the
agenda.
The
we
went
out
to
rfq
in
several
firms.
H
Professional
services
in
general,
it
really
looks
like
the
qualifications
of
firms,
as
it
applies
to
your
needs,
and
it's
great
cost
per
cost,
isn't
necessarily
the
best
approach
to
these
types
of
services,
so
attorneys
I.t
services
specialized
services
in
general,
even
environmental
job
services
we
ask
for
costing
for
our
costing
as
part
of
those
called
calls.
H
So
we
had
seven
different
firms,
apply
on
some
very
major
corporations,
some
smaller
down
to
single
man,
outfits
and
our
recommendation
was
for
rcc
because
we
feel
that
their
size
and
their
knowledge
is
kids
as
well.
They
they
had
a
strong
focus
on
security,
which
is
my
major
reason
for
going
out
rfq.
I
felt
we
had
a
lot
of
vulnerabilities
within
rit
system.
Rcc
actually
provided
the
job
for
us
last
year,
where
they
did
a
off-site
backup
board.
H
We
did
not
have
we
have
the
triple
redundancy
cloud
backup
for
all
of
our
servers.
Right
now
did
not
exist
so,
and
one
of
the
things
we're
particularly
concerned
about
now
are
things
like
ransomware
and
some
of
the
other
hackings
that
are
going
on
government
agencies
of
all
sizes
but
similar
to
ours,
and
we
have
a
lot
of
vulnerabilities
that
we
want
to
get
addressed
as
soon
as
possible
in
the
process.
H
This
organization
will
also
take
over
day
to
I.t
services
course
will
also
serve
as
more
or
less
an
I.t
director,
and
it
comes
time
for
budgeting
and
capital
budgets
and
things
of
that
nature.
So
they'll
help
us
in
the
long-term
planning
so
that
we
know
they're
going.
G
H
H
H
We
just
felt
this
important
because
they've
accounted
for
a
move
like
this.
This
has
never
been
done
as
far
as
I
can
see,
with
respect
to
it
services
long
overdue,
but
our
review
committee
included
the
it
communications
people,
the
fire
department
from
the
police
department,
john
cena
myself,
and
we
did
review
all
the
applications.
H
The
interviews,
three
separate
firms,
a
lot
of
questions
so
very
thorough
in
the
process,
and
we
just
asked
for
your
approval
to
move
forward
with
this,
so
that
we
can
get
this
move
as
soon
as
possible.
Again
I
I
do
feel
we
are
very.
B
Yeah,
you
should
be
able
to
you
and
many
many
operations
around
the
country
that
are
we're
very
proud
of
right
now,
with
the
with
all
the
issues
we've
in
mind,
you
know
I
run
up
the
data
center
and
okay
doesn't
go
by
where
we
don't
get
a
virus.
B
A
ransomware
virus-
basically
all
you
can
do-
is
shut
everything
down,
so
it
doesn't
spread
too
far
and
restore
all
the
files
back.
It's
it's
horrible,
absolutely
powerful,
all
right,
so
a
good
job
to
you
and
your
committee,
so
we
we
had
this
last
time.
Why
did
we
postpone
it?
There
was
a
reason
why
we
think
you
wanted
more
opportunities
right.
Okay,
I
recommend
passing
this
and
again
congratulations
on
raising
the
bar
again
to
make.
Let's
go
with
the
local
professionals
too,
and
do
a
good
job.
A
Any
other
questions.
Thank
you,
frank,
yeah,
I'll,
take
a
quick
rule.
It's
discussion,
action,
brian,
yes,
angelo
yeah,
david,
yes,
ted!
Yes,.
A
Yes,
I've
received
some
calls
on
this
matter.
Also,
just
want
to
clarify.
A
A
F
A
To
keep
this
short
and
sweet,
I
received
a
couple
of
calls.
I
had
brief
conversations
with
ray
nancy.
The
canvas
board's
been
very
busy
as
of
late,
so
what
they've
asked
me
to
do
is
at
least
for
this
election
to
not
have
a
cap
on
their
meeting.
So
if
they
have
four
meetings,
they
get
paid
25
for
each
meeting.
If
they.
A
A
F
F
F
F
To
answer
your
first
remark:
we
we're
not
caught,
we
haven't
been
paid
for
july
and
august.
D
D
A
A
G
G
You
know
I
didn't
even
buy
my
coffee,
I
wanted
to
say
I
was
driving,
you
know
and
everything
else
they're
saying.
Oh
no,
but
our
canvassing
board
is
an
important
board
in
this
town.
You
know,
along
with
a
few
others,
you
need
some
experience,
but
I
wouldn't
want
to
do
it.
I
mean
they're,
not
making
a
killing,
but
at
least
give
them
something
for
their
time.
A
G
G
F
Other
problems
arises
comes
from
kenny
handles.
We
lost
the
polling
place
in
what
fought,
because
they
wanted
an
absorbing
amount
of
money
to
run
or
have
a
polling
place
in
the
villa.
So
we
had
to
scurry
around
and
find
another
place
where
that
saint
mary's
living
amazing
other
other
things
arise
other
than
eating.
I
Yeah,
I
would
make
a
recommendation
to
the
town
council
that,
because
of
what
they've
been
through,
you
can't
go
back
retroactively.
But
if
you
started
september
1st
2016
I'll
go
through
this
election
cycle,
then
you
can
reevaluate
either
the
I
was
just
saying
december
1st
of
january
1st,
and
then
that
way
you
can
either
put
the
cap
back
and
play
well.
What's.
A
F
Yeah
hi,
I'm
anthony
19
of
australia.
I
just
have
some
copies
here
of
affection
and
title
17
that
directs,
who
does
the
compensation,
which
is
the
governing
body,
which
is
your
people
and.
F
F
I'm
just
wondering
if
the
board
of
elections.
B
I
I
I
think
the
council
may
do
regarding
my
suggestion.
Is
that
the
board-
all
of
the
documents
that
mr
mike
just
provided,
provide
a
suggestion
as
it
relates
to
those
training
sessions,
because
I
don't
know
if
there
are
five
training
sessions
a
year.
Five
training
sessions,
an
election
cycle-
I
I
don't
know
so
I
mean
you
might
want
to
just
put
that
together
in
a
proposal
get
it
to
the
town
manager,
town
manager,.
I
What
types
of
training
issues
come
up
with?
What
other
type
of
issues
come
up
that
are
outside
the
realm
of
a
regular
meeting?
Let's
provide
that
in
a
proposal
to
the
manager,
the
manager
to
give
it
to
the
council,
then,
as
of
january
1st,
that
first
meeting
for
2017
that
council
can
bring
up
all
your
issues.
A
A
In
all
of
rhode,
island
and
probably
across
the
country,
this
is
from
cage
just
in
the
sun.
I
get
the
sunday
journal
yeah
again.
We
need
to
be
able
to
do
something
here
in
westwood.
It's
just
you
know
they
come
in.
You
have
you
know
you're,
there
are
some
panhandlers,
you
know
are
homeless
in
doing
it,
but
right
now
it's
becoming
a
big
scam
in
this
town.
There
are
people
who
are
getting
in
newer
cars
than
I
have
who
are
leaving
these
corners
male
female,
a
group
and
they're
just
taking
them
off.
A
A
It
was
a
brand
new,
pretty
new
car,
I
gotta
say
within
five
years
old
to
me:
that's
not
homeless,
that's
not
needy,
that's
just
somebody
being
greedy
and
we
need
to
be
able
to
do
something
about
this,
and
you
know
everybody
keeps
saying
the
aclu
and
this
and
that
well,
that's
just
a
threat.
I
think
I
think
it's
time
that
we
need
to
be
able
to
enforce.
We
need
a
police
department,
that's
going
to
enforce
it.
A
I've
had
town
employees
who
work
for
the
police
department,
the
fire
department
come
up
to
me
and
say:
there's
got
to
be
something
done,
it's
getting
ugly
because,
mr
cordero,
I
wish
he
was
still
here.
You
know
not
just
our
properties,
but
also
our
street
corners,
not
only
that
they're
leaving
trash
behind
their
water
bottles,
their
lunches
and
whatever
else,
and
the
sad
thing
is
people
who
hand
them
out
food.
It
goes
to
the
wayside
and
throws
off
to
the
side.
E
A
A
H
H
They
have
several
methods
to
this
permit
that
have
worked
in
other
cities
that
seem
to
stand
up
against
the
sailing
challenges,
we're
not
outlawing
it
per
se,
but
we
can
make
change
to
the
regulations
and
say
they
cannot
be
done
in
certain
areas,
because
the
intersections
for
safety
reasons
you
can't
handle
within
a
certain
distance
of
business
storefronts.
Those
types
of
things
have
successfully
been
able
to
put
in
place.
H
So
I
think
that
there
are
things
that
we
can
do
and
I
I
spoke
to
achieve
and
sit
down
with
al
we're
going
to
come
up
with
a
recommended
proposal
or
ordinance
that
addresses
this
issue
still
does
not
forbid
it
as
you
can't,
but
it
puts
some
restrictions
on
it
and
I
think,
as
long
as
those
restrictions
are
dependable,
it's
something
that
we
can.
You
know
go
forward
and
say:
look
there
are
reasons
for
this,
and
safety
is
number
one,
and
you
know
again,
you
wouldn't
be
the
first
to
do
them.
H
You
might
the
document
from
the
urban
institute,
but
it's
it's
a
pretty
good
start
anyway,
and
I
think
you
know
we
can
move
in
that
direction
and
see
what
happens.
We
will
get
challenging
if
we
do,
even
if
they've
been
challenged
elsewhere
and
that's
fine,
but
at
least
it'd
be
something
we
could
defend.
The.
A
B
F
B
The
issue
right
and
I
was
told
I
was
cut
off-
I
was
told
to
get
it
it's
against
and
if
you
read
the
article,
if
anybody
read
the
article
in
the
journal
on
sunday
and
explain
pretty
thoroughly
what
the
issues
are,
what
the
frustrations
are
in
this
state
about
this
and
then
they're
working
on
it
too.
But,
like
you
know,
you
try
for
lawyering
or
permit
them.
You
know
that
type
of
thing.
B
I
B
I
The
issue
for
the
panhandle
was
starting
with
homeless
people
legitimately
asking
for
help
what
courses
hold
on
a
second
the
next
issue
when
a
change
became
now,
people
are
using
this
as
a
business
and
they
may
not
be
homeless.
The
question
I
think
you
should
ask
if
the
chief
is
whether
or
not
you
want
your
guys
pulling
people
over
ask
for
id
to
find
out
if
actually
they
are
homeless
or
not,
but
suppose
they
don't
have
an
idea.
I
A
E
I
almost
think
the
avenue
to
maybe
solving
this
problem
is
and
I'll
ask
the
solicitor
his
opinion
on
this
when
a
person
interferes
with
traffic
and
they
cause
traffic
to
stop
by
walking
out
to
the
street
and
reaching
into
a
car.
Even
if
the
car
chose
to
stop
on
their
own,
they
are
somehow
taking
part
in
the
interference
of
the
flow
of
traffic,
and
I
believe
that
that
is
wrong.
I
I
Saying
he's
compliant
because
he's
actually
part
of
the
crime,
the
only
reason
I'll
just
assume
for
all
for
further
discussion.
The
person
actually
is
homeless,
he's
not
doing
it
as
a
sham.
He
doesn't
have
a
new
car.
He
lives
in
the
woods
all
right
he's
on
the
corner
of
117
in
london
avenue
al
drives
by
and
now
stops
his
car
waves
him
over
the
guy's,
not
in
the
street.
The
guy
comes
into
the
street
now
only
because
al
leaves
them
alone
who
gets
arrested.
E
B
I
Can't
stop
a
person
we
will
be
in
court
and
believe
me,
when
I
tell
you
you're,
just
gonna,
stop
everybody
to
check
their
id's
all
right.
Let's
get
the
ss
and
the
gestapo!
You
can't
do
that
if
you
want
to
do
something
to
someone
pull
into
a
parking
lot,
pull
off
to
the
side.
Like
let's
say
you
stop
on
a
road,
but
people
stop
on
the
road
every
single
day
for
a
million
and
one
reasons.
B
B
A
A
B
G
I
don't
blame
you
when
I
seen
a
certain
individual,
he
had
a
six
pack
of
beer
and
a
pint
of
liquor
that
cranberry
cinnamon
stuffed
fireball.
G
A
B
I
A
F
A
bigger
problem,
not
saying
that
we
don't
have
a
problem,
but
I
I
just
did.
F
I
did
want
to
know
you
know
not
a
few
months
prior,
we
did
arrest
a
couple
that
was,
you
know,
going
door
to
door
and
pretending
to
be
someone
they
weren't,
but
we
can't,
I
mean,
check
every
panhandle
at
the
side
of
the
road
to
see
if,
if
they
have
a
legitimate
story,
I
I
would
be
interested
in
looking
at
the
cranston
settlement
in
federal
court
what
they
settled
and
what
was
the
you
know
the
outcome
of
that
case,
because
I
I
don't
know
the
ins
and
outs
of
it.
F
I
know
one
of
the
things
that
in
the
aclu
was
filing
was
they
were
consistently
enforcing
it
while
they're
allowing
say
you
know
different
groups
to
come
and
to
solicit
money
for
charities
and
now
they're
cracking
down
on
other
people.
I
The
other
issue
was
this:
was
the
terry
stops
where
they're
investigating
and
you
know,
asking
questions
of
someone.
That's
done
absolutely
nothing
wrong
with
the
exception
of
standing
there
and
the
question
now
becomes.
If
you
have
to
stop
any
of
these
people,
you
have
to
stop
everybody
and
you
don't.
They
have
no
probable
cause,
no
reasonable
suspicion
to
stop
someone,
that's
just
walking
from
their
car,
and
if
you
want
to
stop
that
process,
we'll
be
in
federal
court.
G
A
A
B
B
I
think
it's
important
to
call
the
other
communities
and
find
out
what
they're
doing
I
mean
I'm
sure
cranston's
working,
no
providence
is
working.
A
lot
of
them
have
just
taken
that
we're
not
going
to
do
it.
Well,
don't
ask
right,
but
maybe,
in
the
background
they
might
be
working
on
ways
like
like
we
wanted
to
look
crazy.
Now
we
want
to
stop
it.
You
know
it's
correct,
I
want
to
say,
but
I'm
not.
I
don't
want
to
put
the
town
in
a
position
where
we
know
likely
right
we're
going
to
get
suited
and
loose.
B
A
A
C
C
I
I
A
I
don't
know
how
he
did
it,
but
he
did
thank
you.
Bro
yeah
wisconsin,
mr
messi.
Just
take
your
name
address
for
the
record
jason
messier,
27
robinson
away.
Now
you
guys
know
how
I
feel
about
the
panhandling
most
of
you,
but
for
lloyd.
Or
are
you
going
to
stop
somebody
from
playing
pokemon?
Go
because
it's
loitering
too
right.
It's
the
same
thing:
it's
not
going
to
stay.
B
A
A
I'm
actually
telling
myself
don't
stand
right
now,
I'm
not
you
know,
you
know
how
I
feel
about
the
panhandle.
F
B
A
You
draw
the
line,
follow.
Who
would
you
trust
the
next
where,
where,
like
I
said,
I'll,
tell
you
a
little
bit?
I
said
the
name
earlier
and
I'll
tell
you
later,
okay,
but
that's
why
I
have
a
little
of
course,
you're
gonna
come
up
with
an
angle,
for
I
hope
it
would
be
something
that
would
stop.
I've
been
handing
out
flyers
from
a
laurier
at
the
library
she
gave
some
flyers
to
some
of
them.
Some.
A
There's
other
places,
there's
other
places
in
this
community
that
advertise
and
willing
to
help
the
homeless
and
I've
had
conversations
with
individuals
who
volunteer
there.
Every
sunday
I
have
a
cousin.
I
also
have
friends
who
deal
with
that
every
sunday
and
they
do
the
cooking.
They
they
help
out
the
homeless,
and
they
have
said
to
me
ninety
ninety
percent
of
the
people.
A
They
help
don't
even
pee
in
the
library,
okay,
those
panhandlers
that
you
see
in
this
street
don't
even
attend
those
weekly
meet
dinners
and
whatever
your
dad,
maybe
one,
maybe
one
out
of
the
amount
of
people
that
are
paying
the
rest.
A
There
is
also
another
way
to
fix
it
if
you
have
to
get
everybody
in
the
state
of
rhode
island
and
stop
just
stop
giving
them
money
stops,
giving
that's
the
perfect
way
to
do
it,
but,
unfortunately
we
have
a
epidemic
calling
charitable
events.
Everybody
feels
bad
for
someone
and
when
you're
sitting
there
looking
at
the
person
at
the
corner,
you
feel
bad
you've
got
an
extra
dollar
in
your
pocket.
You
don't
mind
giving
it.
A
You
know
I've
been
guilty
in
the
past.
My
daughter
has
too
she's
always
wanting
to
give
him
the
money.
I've
actually
told
them.
No
more.
I
know
the
chief
is
right
though
it
is.
It
is
worse
than
a
lot
of
other
towns
committed
here
and
there
are
not
a
lot
of
aggressive
panhandlings
in
westward
as
compared
to
the
gentleman
who
many
of
you
have
seen
on
bulldog
road,
just
singing
rapping,
fluffy
and
paint
handler,
there's
not
as
many
of
those
hair,
but
good
luck
with
living
as
a
success.
Thank
you.
A
A
D
C
F
B
F
F
Good
that
legislation
enables
you
to
create
a
tax
exemption
and
revitalization
program.
C
The
I'm
going
to
have,
I
would
like
to
have
tom
planner.
F
Mr
cruel
explain
the
audience
the
he
tweeted.
C
Along
with
a
friend
and
myself
in
the
agency,
but
the
we
think
it's
a
good
program,
there
were
three
drafts.
C
We
do
realize
that
in
order
to
get
someone
in
to
come
to
attic,
we're
gonna
have
to
give,
but
the
program
that
we
have
the
town
is
going
to
make
money
and
they
will
make
money.
So,
having
said
that,.
F
I'm
hoping
that
the
next
council
meeting,
if
you
review
it,
tweak
it
or
whatever
opening
the
next
council
meeting,
we
can
get
it
approved,
because
the
agency
has
many
things
to
do
after
it's
approved.
Okay,.
A
Bob,
I
I
know
mark
sent
us
one
today.
I
did
not
get
a
chance
to
actually
read
that,
but
the
one
prior
to
that
that
I
got
an
email
from
you.
I.
A
I
just
going
back
to
a
few
meetings
back.
I
think
it
was
six
to
eight
weeks
ago,
maybe
a
little
longer
that
the
council
was
looking
at.
You
know
based
upon
size
of
project,
not
we
didn't
want
to
have
a
postage
stamp
for
every
person
for
every
business
coming
in,
and
I
remember
using
if
I
started
a
cab
business
again:
okay,
friendly
cab,
I
have
a
500
square
foot,
building
with
a
bathroom
and
a
front
office
or
a
cvs
or
an
entire
block
of
retail
shops.
F
Council
president,
council
members,
thank
you
for
this
opportunity,
as
bob
had
mentioned,
and
the
council
president
also
mentioned
some
time
ago.
I
think
it
was
back
around
august
4..
The
redevelopment
agency
asked
me
to
send
each
one
of
you
individually,
a
copy
of
a
proposed
ordinance
that
the
agency
had
been
reviewing
and
looked
at.
A
A
F
That's
correct
so
in
that,
in
that,
with
that
item
that
went
out
there
was
there
was
a
paragraph
that
went
forward
to
the
council,
and
you
rightfully
responded
that
if
the
council
was
to
respond,
it
could
be
a
rolling
quorum.
That
would
be
a
violation,
open
meetings
law.
Based
on
that,
I
guess
this
was
documented
for
this
evening.
Now,
subsequent
to
that,
I
had
some
additional
conversations.
F
You
you
had
respect,
but
you
didn't
respond
to
all
you,
but
councilman
drew
responded
to
the
initial
email
that
went
out.
I
think
there
were
two
responses
from
councilman
drew
and
then
that
that
response
from
from
you
was
the
council
president.
F
It
includes
language
like
up
to
or
there
there
are
basis
for
a
sliding
scale
within
there
within
the
ordinance.
So
there
are,
there
are
criteria
that
is
a
cap
and
as
well
as
criteria
that
allows
a
tax
stabilization
agreement
anywhere
below
the
cap.
So
there's
a
sliding
scale
and
I
think
that
is
in
response
to
some
of
the
information
with
regard
to
tailoring
tax
agreements
based
on
the
type
and
size
of
the
project.
So
that's
some
of
the
information
that's
in
there.
E
A
This
this
is
what
my
suggestion
would
be,
because
there's
going
to
be
a
lot
on
this,
I
think
that
this
should
be
a
separate
meeting
in
general
workshop
and
well.
We
can
put
it
as
a
as
a
agenda
item
slash
workshop,
and
then
we
can
vote
on
it
that
night
or
if
we
unite
changes
or
anything
like
that,
we
can
make
those
motions
to
make
those
changes,
put
it
as
a
first
reading
and
then
bring
it
back
as
a
final
as
a
second
reading.
Anybody
have
any
issues
with
that.
F
I
B
I
Suggestion
would
be
is
whatever
document
that
was
sent
today.
Let
the
council
take
a
look
at
that
and
you
probably
might
want
to
have
a
workshop
as
this
one
issue
have
nothing
else
on
the
agenda.
That
way
you
can
discuss
freely
with
all
council
members
in
one
room
and
that
way
we
don't
have
the
chance
so
yeah.
I
We've
got
the
floor,
that'll
point
to
the
board,
subject
to
the
open
meetings.
I
agree
also
to
rules
and
regulations,
so
I
think
it
would
be
better
to
have
a
public
meeting
or
a
workshop
everyone's
in
the
room
at
the
same
time,
and
then
that
way
the
decisions
can
be
made
versus
doing
it
right,
because
if
an
idea
comes
out
of
the
blue,
you
know
politicians
normally
want
to
take
credit
for
it.
I
So
next
thing
you
know,
and
you
don't
want
to
take
credit
for
it
because
you
don't
have
you
don't
want
to
have
a
witch
on
either.
I
I
F
Chairman,
but
you
know
at
the
end
of
the
day,
I
think
we've
got.
We've
got
a
meeting
coming
up
on
monday
evening,
so
the
agency
will
be.
C
B
Asking
I
don't
think
you
know
I
need
to
answer
your
question.
I
I
read
it.
I
had
some
questions.
I
had
some
recommendations
like
on
the
on
the
last
part
about
you.
You
wanted
to
disperse
yes,
one
and
a
half
percent
of
the
cd
center
fire
department
evenly
in
the
police
department.
B
I
really
agree
with
that,
but
but
then
then
I
went
to
the
town
manager
right
for
another
meeting
and
that's
what
he
thought
of
it
and
he
had
some
reservations
and
I'm
not
gonna
yeah
and
I'm
not
going
to
you
know
speak
for
you,
but
it's
important
that
you
speak
up,
not
this
meeting,
but
so
that
you
know
that's
the
first
president.
I
went
to
went
to
the
town
manager
and
said
what
do
you
think
of
this
and
he
had
reservations
on
several
things.
B
I'm
going
to
hold
hold
off
yet
until
I
completely
understand
the
objections
from
the
top
manager
and
that's
where
I
am
right
now,
but
we
we
have
to
do
our
homework,
because
this
is
not
a
you
know,
a
simple
document
I
mean
this
executive
summary
would
have
been
good,
pointing
up
the
highlights
of
it,
so
not
only
so
that
we
understand
it,
but
also
the
audience
understands
it
too.
F
B
Or
isn't
what
I
would
do
is
then
I
would
at
your
suggestion.
I
will
provide
you
with
an
executive
summary
in
both
form
highlighting
aspects
of
the
orbits
yeah.
Again
again,
I
think
it's
important
that
the
citizens
know
what
we're
doing
here
very
open.
It
should
be
very,
very,
very
important
so
that
you
know
the
typical
person
reading
this.
B
B
D
Reallocation
of
certain
pension
board
duties
to
the
town
of
west
warwick,
your
service,
the
board
would
be
interested
in
having
the
town
take
over
certain
responsibilities
of
the
pension
board,
namely
the
paying
available
account,
reconciliation
and
other
general
and
administrative
functions.
Please
consider
this
letter
to
determine
if
the
council
has
any
interest
in
the
re-allocated
reallocating
of
certain
agreed
upon
responsibilities
and
duties,
if
so,
determine
a
formal
grant
and
draft
of
ratification
by
the.
H
About
how
things
were
handled,
one
of
the
recommendations
that
came
out
of
that
from
the
council
was
that
maybe
our
finance
department
should
take
a
more
role
in
the
administrative
financial
side
of
things
for
the
pension
workers.
Things
were
being
done,
bids
were
being
done
without
proper
review
without
a
proper
security
procedure
and
they
were
kind
of
operating
on
their
own,
and
so
we
went
gentlemen
before
the
pension
board
and
explain
to
them
those
meetings.
H
What
came
out
of
that
and
from
that
the
detention
board
going
to
ask
the
council
former
if
the
administration
can
take
on
some
of
those
roles
and
that
way
it
takes
the
other
hand,
there's
a
real
accounting
for
it
and
there's
accountability
that
probably
wasn't
didn't
exist.
Are
those.
H
It
would
just
be
basically
that
would
just
be
part
of
the
day-to-day
operations
of
our
finance
department.
We
don't
we
don't
really
anticipate
great
expense
to
do
that,
it's
just
it
wasn't
being
done
and
when
it
was
being
done,
it
was
being
done
at
a
high
cost
that
they
were
paying
essentially
their
paid
attorneys,
and
things
like
that
to
do
things
that
they
shouldn't
have
been
doing.
C
B
H
H
A
For
instance,
you
know
you
know
people
have
come
to
us
as
rightfully
so
it's
their
pension
and
said
the
spending
is
outrageous
and
you
know
yeah.
We
look
at
previous
years
and
say
you
know
the
spending's
right
in
line,
but
when
you
look
at
everything
that
was
spent
on,
there
was
some
waste
going.
A
So
I
personally
think
that
we
need
to
stop
putting
a
cap
on
the
spending.
Also.
I
believe
that
at
least
once,
if
not
twice
a
year,
they
should
be
the
town.
Employees
should
get
getting
a
report
of
what
their
pension
is
doing.
I
know
at
my
place
of
business,
we
get
a
yearly
report,
we
can
actually
log
on
to
the
website
and
it
shows
you
you
know.
First
of
all,
it
shows
you,
your
401k
shows
you.
A
Whatever
else
you
have
and
that
can
log
on
any
given
day,
they
should
be
able
to
see
what
their
pension
is
doing
at
least
twice
a
year.
In
a
report
should
be
mailed
to
them
or
handed
to
them
here
at
town
hall
or
with
their
checks
or
whatever
it
may
be,
but
that's
something
that
I
think
the
pension
board
needs
to
work
on
also
so
that
way
there.
Nobody
can.
A
But
again,
I
think
we
should
put
some
sort
of
spending
like
a
budget
like
we
do
every
year
and
make
sure
they
live
within
that
budget.
So
we
know
where
these.
I
If
the
town
was
looking
to
change
that
they'd
have
to
be
a
charter
amendment,
but
the
the
sentence
that
is
in
the
pension
board
it
states
the
board
shall
be
responsible
for
administering
all
retirement
plans
for
town
police,
fire
and
other
municipal
employees
accepting
those
employees
of
the
school
department
who
are
covered
by
the
state
retirement
plan
as
such
any
change
that
is
contemplated
by
this
town
council,
my
suggestion
would
be:
is
that
would
be
in
writing
and
be
approved
by
both
parties,
the
pension
board
and
the
town
council.
I
A
Also
going
to
keep,
there
should
be
a
pension
board
because
you're
going
to
keep
the
politics
out
of
the
tension,
and
it's
plain
and
simple:
there's
been
people
in
the
past.
I
don't
like
this
person.
I
don't
like
that
person.
You
know
let
the
pension
board
deal
with
kind
of
like
our
hr.
The
council
should
not
be
dealing
with
individual
matters,
so
I
think
that's
very
simple.
Definitely
yeah
micro
advantage,
not
micromanaging.
A
So
does
anybody
else
have
a
problem
with
that
or
do
you
think
you
know?
Is
it
going
to
be
any
fiscal
impact
on
us
at
all.
F
One
of
the
biggest
things,
or
one
of
them
they
talked
to
us
about,
was
just
even
utilizing:
the
requisition
of
the
purchasing
system
to
help
administer
and
actually
pay
the
bills
versus
sending
the
money
in
the
request
to
rocklin
for
rocklin
we
disburse
it.
We
do
that
from
the
system
that
we
have
once
the
pension
board
approves
the
payment,
because
they'll
still
approve
the
payment
or
authorize
the
payment,
then
what
we
would
do
is
tracy
would
enter
the
requisition.
F
I
would
prove
it.
Should
the
council
decide
if
that's
something
I
can
do
once
the
board
is
approved.
I
would
approve
that
po.
We
would
pay
it
from
the
general
fund
just
like
we
do
for
any
other
agencies,
including
wastewater,
and
then
it
would
be.
Some
type
of
reimbursement
would
take
place
between
the
pension
system
and
the
top.
F
It
just
makes
for
more
efficiency,
and
it
makes
us
be
able
to
track
what
the
expenses
are
in
a
financial
system
better
and
also
put
in
a
budget
now,
whether
it's
in
budget
by
the
pension
board
or
by
the
time
council,
we
can
put
in
a
budget
for
a
certain
line
item
and
have
that
be
controlled
by
the
system,
so
that
nothing
to
do
so.
They
can't
overspend
the
account.
F
So
there's
a
few
things
like
that,
but
again
we're
talking
about
very
few
bills,
we're
not
talking
about
taking
out
pension
payments
and
worrying
about
year-end
reporting
for
pension
payments,
and
all
that
that's
gonna
stay
exactly
the
way
it
is
okay.
This
is
just
simply
for
some
of
the
accounts
payable,
as
well
as
the
budget.
A
D
E
G
Because
they
had
individual
social
security
numbers
date
of
birth.
D
D
There
was
one
page
that
came
through
that
it
wasn't
separated
to
call
them
pick
up,
that
it
was
a
social.
It
wasn't
on
our
application.
It
was
something
he
had
sent
in.
It
was
just
all
the
numbers
she
redacted
it
on
the
application,
but
we
don't
redact
anything
else
on
the
application,
because
that
was
the
choice
of
the
council.
I.
G
A
Says
the
choice
of
town
council:
we've
only
asked
you
to
redact
the
personal
information
that
was
social.
That's
that's
just
common
sense.
My
social
shouldn't
be
on
the
internet
anywhere.
You
know
it's
it's
a
town
matter.
We
should
not
have
been
posting
anybody,
social,
but
we've
always
did
name
address
phone
number.
We've
never
redacted!
Any
of
that,
but.
A
Call
I
spoke
to
the
individual,
I
think
he's
100
right.
His
social
was
shown
somewhere.
It
was
a
clerical
error
on
our
pot.
A
Hopefully
it's
rectified
and
you
know
again:
critical
error
error
did
happen,
and
hopefully
it's
resolved
now
now
normally
our
private
detective's
license-
and
I
had
this
conversation
with
ed-
yes,
sunday
lined
up
for
the
parade
that
all
these
years
ten
years
I've
been
on
the
console
in
the
many.
A
That
that
information
name
address
and
phone
number
have
always
been
there.
You
know,
but
this
individual
didn't
want.
The
only
thing
he
wanted
was
his
name
no
address
no
phone
number
and
whatever.
A
I
fully
agree
with
him
about
his
social
and
whatever
else
I
don't
know,
every
person
who
comes
in
here
for
a
licensed
private
detective's
license
background
who
they
work
for
or
anything
like
that.
I
just
know
we
go
by
the
approvals
of
police
and
whoever
else
may
approve
those,
and
we
make
sure
that
taxes
are
paid
and
that's
the
way
we
advertise
it.
So
you
know,
I
know
marianne
on
friday
took
everything
down
for
the
license.
A
B
B
I
A
I
A
E
A
A
G
G
D
G
D
D
Sponsored
by
councilman
padula
resolved
at
the
town
council
previously
authorized
a
twenty
thousand
donations
to
this
sergeant
brian
saint
germain
fund
to
be
used
towards
the
restoration
of
the
west
warwick
outdoor
track
in
memory
of
sergeant
brian
saint-germain.
Be
it
further
resolved
that
said,
donation
will
be
allocated
through
the
general
fund.
Unassigned
fund
balance
I'll.
H
2007.
yeah,
we
met
well
guys.
You
got
the
right
date,
so
council,
meeting
december
18
2007
the
council
had
an
item
on
the
agenda
regarding
donation
to
the
crime
st
germain
fund
that
councilman
padilla
sponsored
the
entire
council
voted
in
the
affirmative
to
allocate
twenty
thousand
dollars
towards
that
fund
and
make
the
donation
and
that's
where
it
stopped.
H
When
saint
germain
lund
has
put
that
amount
as
part
of
their
money
contributing
to
the
track
because
it
was
promised
for
the
council,
in
fact,
there
was
a
letter
sent
by
the
then
acting
town
manager,
dave
clayton
at
the
time,
informing
her
that
it
was
awarded
and
she
will
be
getting
the
money,
but
it
never
took
place.
H
It
was
never
set
aside.
It
was
never
anything,
so
this
is
just
formal
resolution.
G
The
council
would
agree
that
you
know
that
was
the
intent
it
was
voted
on,
but
we
just
need
to
formalize
it
before
we
can
move
any
money.
Now
my
understanding
on
this
threat,
how
much
how
much
money
is
involved,
I
mean
I
can't
get
an
answer.
How
much
I
my
understanding
is
we're
going
to
give
20,
000
and
she's,
giving
us
a
check
back
for
how
much
100
that's
with
the
20
correct
that
we're
giving
her
right.
I
so
why?
I
think
the
twenty
thousand
dollars
back
in
2008
was
utilized
by
the
group
to
get
further
funding
right.
So
with
that
promise
of
the
twenty
thousand
dollars
arrangements
would
be
for
the
20
000
and
the
transaction,
so
the
town's
gonna
net.
Eighty
thousand
dollars
based
upon
their
work
in
getting
private
funding.
I
G
For
the
truck,
I
I
don't
know,
I
mean
you're
hearing
all
kinds
of
different
stories
and
we
have
no
it's
the
people's
money
and
we
we
don't
know
where
it's
going,
how
it's
getting
allocated.
I
think
I
think
I
think
you
guys
you're
for
the
construction
of
the
track
right
when
you're
entitled
you're
entitled
to
a
breakdown,
but
all
the
money
right.
I
Prior
to
any
thing
being
purchased,
organic
equipment
was
to
go
towards
the
track.
The
stands,
the
new
scoreboard,
all
the
physical
things
that
are
at
the
field.
Now
I
don't.
I
don't
remember
any
discussion
about
earmarking,
any
monies
towards
any
type
of
equipment,
any
type
of
things
that
were
required
for
the
trackball
field,
so
our
field
stuff,
but
I
mean
I
think
that
would
be
available
through
the
school
yeah.
I
All
public
information,
if
they
got
on
a
website
they
could
see
from
linz
from
the
saint
germain
fund
right,
I'm
sure
it
is
sure
all
the
contributions
made
by
any
group
towards
that
hundred
thousand
dollars
of
that
eighty
thousand
dollars,
I
think,
that'll
be
up
there.
I
mean
whether
or
not
everybody
there
could
be
some.
You
know
anonymous
donations,
but
you
know
I
would
assume
that
people
would
want
credit
for
giving
money.
But
if
I,
if
I
recall
that
was
used
as
seed
money
because
the
town
was
making.
B
I
I
I
F
18Th
I
just
want
to
just
want
to
mention
one
thing:
just
to
clarify
the
20:
000
will
need
to
come
from
the
general
fund,
unassigned,
unreserved
fund
balance
because
the
previous
allocation
and
then
that
hundred
thousand
dollar
check
from
the
foundations
go
towards
the
track.
So
yeah
just
be
clear.
So
it's
not
just
simply.
You
know,
we
can't
just
say:
okay,
just
give
us
80.,
because
it's
coming
from
two
different
songs.
D

I'll

The

With.
A
F
Mr
president,
council,
we're
getting
to
the
home
stretch
of
our
apparatus
and
equipment
clean
that
we
talked
about
in
budget
workshops,
and
I
stand
before
you
tonight
to
have.
You
approve
a
request
to
least
purchase
a
new
pumper
and
a
rescue.
F
We
had
discussed
a
plan
for
the
rescue
billing
fund.
This
is
coming
from
that
rescue
building
fund,
it's
not
coming
from
the
general
funds,
but
we
did
have
the
conversation
during
the
budget
session
because
by
using
the
funds
from
that
fund,
the
general
fund
does
not
have
to
be
at
the
expense
awesome,
and
I
remember
at
the
time
I'm.
F
F
I
That
is
correct,
and
so
what
are
some
other
chemicals
that
doesn't
affect,
but
right
now
dave
did
buy
a
solution
that
he's
already
been.
I
F
Person,
yes
yeah.
We
with
the
new
truck.
B
We
added.
I
And
all
the
undercoating
on
this
truck,
so
that
was
not
like
nine
thousand.
F
Dollars
added
to
the
expense
of
the
truck,
and
we
also
went
some
equipment
added
thermal
imaging
camera.
F
We
just
had
one
go
down
our
latter
one,
so
we're
down
with
them.
Omg
camera
right
now,
and
the
new
grant
season's
opened
up
and
we're
gonna
try
to
get.
A
Any
public
discussion
hearing,
not
all
in
favor
opposed
eyes
have
it
letter
m
will
be
taking
no
action
tonight.
C
And
or
oh,
you
created
the
traffic
committee
and
meeting
at
11
o'clock
thursday,
and
these
two
items
are
on
their
agenda.
C
A
You
don't
have
to
add
this
street,
but
chief
one
thing
that's
been
brought
to.
My
attention
is
central
street
on
the
side
of
the
611
or
whatever
that
may
be
now
they're
coming
the
18
wheels
are
coming
up
through
that
back
neighborhood
on
to
bridge
to
coming
up
central
and
trying
to
get
out
the
bridge,
and
I
guess
twice
now:
we've
had
to
have
police
officers
come
in
and
assist
them
to
get
out.
So
if
we
can
put
no
through
trucking,
possibly
through
central
street,
I
would
make
a
suggestion.
D
H
F
H
As
well
so
far,
yet
they're
still
working
on
the
connection
issues
but
yeah.
B
A
H
That
people
need
to
be
at
four.
That's
right.
Next
edition
newsletter
will
come
out
this
week,
who's
delayed
with
vacation
schedules
that
will
be
coming
up
this
week.
We're
going
to
be
talking
about
some
of
the
upcoming
events,
to
mention
the
friday
night
lights.
The
first
game
is
this
friday
and
it'll
be
a
dedication
of
that
game
to
jim
williamson.
So
any
council
members
that
are
available
to
attend
they'd
like
you
to
be
out
on
the
field
with
school
committee,
members
and
others
for
that
dedication.
I
E
Okay,
you
sent
us
yeah.
H
And
the
track
dedication
will
be
on
the
18th
at
10am.
You
should
all
receive
that
too
october.
22Nd
is
our
official
date
for
the
westward
community
appreciation
celebration.
That's
we're
going
to
have
that
river
point
park.
It's
going
to
be
fireworks
going
to
be
banned,
there's
going
to
be
food
truck
rally
could
be
a
pumpkin
derby,
which
is
school
band
is
going
to
be
playing
as
well,
and
so
we
are
working
on
some
final
details,
but
everybody
should
come
and
I
think
it's
gonna
be
a
great
night.
H
So
in
the
final
blankets,
bring
your
blankets
with
chili
final
item
is
that
the
next
morning
is
the
dedication
for
the
station
fire
memorial
park
on
october
23rd.
You
know
I'll
shoot
at
the
time
in
specifics
once
that
gets
ironed
out,
but
that
date,
if
you
can
save
that
date,
what.
G
H
F
F
Just
to
tell
you
quickly
as
far
as
the
collections
that
we
did
have
in
the
month
of
july
and
august,
we
are
allowed
to
accrue
back
60
days
of
collections
and
we
did
have
a
very
large
payment
come
in
regarding
the
keys
away,
property
was
approximately
280
000,
that's
revenue,
tax
revenue
that
we
can
recruit
back
to
last
year.
So
that's
a
that
was
a
big,
a
big
bonus.
F
In
addition
to
that,
it's
also
putting
that
property
absolutely
back
on
the
tax
roll
tax,
the
paid
current
and
we're
waiting
for
a
plan
from
the
the
developer
that
purchased
it
to
actually
tell
us
what
his
plans
offer
the
site
so
that
that
was.
That
was
great
news
in
terms
of
collections.
We
now
have
rossi
collection
services.
Online
are
working
with
us.
F
A
few
meetings
ago
and
rose
has
been
working
diligently
to
get
all
the
accounts
to
them,
including
a
lot
of
the
motor
vehicles
tax
bills
that
we
have
not
been
able
to
collect
for
many
years,
including
up
to
2015,
so
we're
being
very
aggressive.
F
E
Rules
pretty
quiet
and
for
just
dealing
with,
like
you
said
some
burns
situation,
some
issues
with
the
roads
going
in.
Obviously
we
have
the
crompton
fishing
pier,
which
is
currently
being
worked
on.
I
had
a
chance
to
go
over
to
the
site
when
it
was
a
dump
like
it
was
before.
Originally
I
had
a
chance
to
go
to
the
site
after
it
was
cleared
by
the
excavation
company.
E
If
you
will
and
then
I
just
drove
by
the
site
the
other
day
and
now
there's
a
crane
on
site
and
there's
some
big
parts
there
that
looks
like
it's
about
to
get
done.
I've
been
taking
as
much
video
tape
recordings
as
I
possibly
can.
I
was
telling
some
of
the
people
on
the
council.
I
recently
bought
a
quadcopter
with
a
video
camera.
I've
been
trying
to
get
as
much
footage
as
I
can
for
these
things,
just
so
that
we
can
go
back
and
see
the
evolution
of
these
projects
over
time.
E
H
H
Yeah
and
once
the
pilings
are
are
in
place,
the
pier
itself
is
going
to
be
like
that,
because
they're
they're
they're
assembling
here
off-site
they're
going
to
deliver
it
in
pieces
and
just
drop
it
down
on
the
pilings
and
fasten
it.
So
it's
going
to
be
up
very
quickly.
H
B
Anything
else
before
thank
you.
Three,
oh
david,
and
I
actually
shared
an
issue
this
week
on
pulaski
street
someone
hit
one
of
the
slow
down
signs
that
we
placed
prior
to
the
daycare.
That's
there,
we've
got
two
of
them,
one
on
each
side,
a
truck
hit
it
and
they
left
the
the
base
attached
to
the
street.
So
we
had
some
cones
put
on.
Thank
you
to
everybody
that
I
that
I
called
dave.
Lombari
chief
barris
dispatch
from
the
police
department.
B
We've
got
the
cones
over
there
because
it
was
a
very,
very
dangerous
situation,
and
I
thank
the
constituent
that
called
me
up
to.
Let
me
know,
because
it
was
very,
very
dangerous
for
this
black
rubber
mat,
probably
about
an
inch
thick
in
the
middle
of
the
road
sort
of
like
a
muffler
falling
off
a
car
in
the
road,
and
it's
not
lit
well.
If
someone
had
hit
that
on
a
motorcycle,
there
could
have
been
some
very
serious
repercussions.
So
again,
thank
you
to
the
constitution
that
called
that
in.
B
We
we
actually
took
that
one
out
right
dave.
We
agreed
we're
going
to
take
that
out
and
it's
one
on
the
other
side,
so
we
haven't
decided
yet
this
particular
one
made
a
lot
of
made
the
neighbors
right
there,
especially
where
it
was
in
front
of
the
neighbor's
house
very
uncomfortable.
They
didn't
like
it
there,
so
it
was
sort
of
a
blessing.
I
guess
that
the
truck
hit
it,
but
anyway
we
didn't
repair
it
or
put
it
back
in
place.
We
took
it
out.
E
B
I
was
told
that
it
really
wasn't
having
much
of
an
effect
anyway,
that's
what
I
was
told
by
the
neighbors,
so
that
remains
to
be
seen,
and
there
is
there's
always
a
traffic
issue,
speeding
issue
over
at
pulaski
street,
so
we'll
chief
do
the
best
you
can
with
your
men
and-
and
you
know,
watch
pulaski
street
because
there's
always
an
issue
over
there
with
the
speed
and
then
we
still
have
the
daycare.
B
Also
a
lot
of
calls
on
one
of
those
black
pipes
on
the
sidewalk.
Do
we
have
do
we
get?
You
know
what
I'm
talking
about
guys?
That's
the
water,
the
more
break,
the
water,
the
bypass
pipes.
Do
we
have
any
any
kind
of
schedule
from
from
kent
county
as
far
as
what
they're
planning
on
doing
when
the
timeline,
or
is
this
just
going
to
be
they're
going
to
do
everything
at
once?
I
mean
it's.
B
B
C
C
C
B
C
B
Actually,
rusty
from
boiling
phobia,
they
have
to
get
two
clear
tests.
C
Before
they
can
takes
time
to
get
them
tests
right
and
then
once
they
test
and
they
test
clean,
then
they
have
to
go
back
and
they
have
to
reconnect
the
permanent
service
that
you
made.
So
the
whole
thing
is
happening,
and
it
was
the
week
before
last.
He
was
waiting
for
the
first
test
results
to
come
back
on
factories.
That's
what's
holding
everything
up
the
tests.
C
B
Yeah-
and
that
is
that's
it
for
what's
right
all.
A
Right
one
two,
I
know
I
sent
out
an
email
about
crosswalks
dave.
I
know
you
said
you're
gonna
call
the
state
today,
but
is
there
a
way
we
can
get
an
inspection
of
all
across,
not
just
the
crosswalk
devices,
but
the
crosswalks?
I
did
get
a
couple
of
complaints
about.
Crosswalks
have
some
big
gaping
holes
in
them
in
certain
areas.
I
would
actually
speak
the
individual,
not
tomorrow
the
day
after
what
do
you
mean?
A
First
of
all,
yeah
the
parade
this
weekend,
we've
had
a
couple.
People
fall
in
a
couple
of
potholes
during
the
parade,
but
specifically
the
crosswalk
over
here,
the
buttons
the
time
is
off
on
117
and
dave
and
ed's
wood
on
the
court
and
angelo's.
Actually,
it's
all
on
that
one.
The
buttons
are
all
broken,
so
they're
not
working
the
only
times.
I
called.
A
They're
also
stating
and
I'm
waiting
for
them
to
get
me
all
the
information.
This
person
actually
lives
on
ocean
ball
and
they
do
a
lot
of
walk.
That's
all
I
do
is
walking
and
she
said
she'll.
Let
me
know
the
crosswalks
that
actually
have
potholes
in
them.
So
when
you're
walking
across
they,
if
they're
not
they're,
not
really
paying
attention
walking
across
they're
stepping
up
all
twisting
the
ankles
and
doing
whatever
so
can
we
get
the
state
to
actually
do
an
inspection
of
all
the
crosswalks
on
the
state
loads
around
here.
F
F
C
State
and
combining
them
with
another
group
over
here
in
carpentry,
so.
C
C
I
C
C
B
A
Not
good
because
you
know,
especially
if
kids
have
to
hit
that
button
and
that
can.
F
C
Pulled
on
this
general
line
to
report
it
so
we'll
see
what
happens.
We
also
hold
in
the
timing
on
the
light.
That's
wakefield
with
me:
yeah,
let's,
like
three
cars,
go
through
that
thing,
we're
trying
to
get
that
one
fixed
for
a
while
and.
A
A
G
Just
the
roads
getting
done,
then
we're
all
fine
dave,
just
where
they're
doing
wakefield
street,
where
they
opened
again
to
do
the
services
after
they
were
done
them
islands
that
we
grasped
that
trees,
that
they
whacked
out
near
the
cemetery
and
the
golf
course
where
they
destroyed
all
that
we're
just
there
today.
Looking
at
those
that's
going
to
be
all
put
back,
they're
going
to
take
pictures
of
them
so
that
probably
because
they
destroyed
what
you
did,
they
destroyed
all
that
they
parked
all
the
heavy
equipment
on
there.
G
G
G
B
H
B
Do
it
can
we
talk
to
you
about
some
of
our
reps
yeah
about
that?
What.
A
I
did
have
one
last
thing:
an
effects
actually
ed
myself
and
actually
cub
scouts
pack,
one
attic
they're
recruiting,
but
I
also
told
that's
where
they
can
hang
signs
to
talk
about
their
recruiting.
I
I
said
you
can
come
to
town
hall
and
put
one
on
the
board
here,
chief
if
they
can
put
one
maybe
at
the
youth
center.
A
You
know
just
to
get
more
involvement
into
the
local
cub
scouts.
They
just
asked
me
for
I
gave
them
here
the
library
and
the
youth
center
for
the
three
different
locations,
but
so
if
they
happen
to
come
in
and
ask
to
hang
them
up,
if
anybody
can
assist
them
in
tahoe
well
at
the
youth
center,
that's
all
that's
the
last
thing
I
knew
that
was
the
other
day.
A
A
A
So
you
know
I
want
to
give
kudos
to
all
department,
heads
and
all
employees
who
are
working
to
make
this
town
better,
and
you
know
one
thing
that
fred
I
know
you've
worked
hard
towards
and
I
think
this
council
and
everybody
else
has
worked
hard
towards
keeping
a
positive
attitude.
We're
trying
to
get
our
residents
to
be
positive
about
westworld,
our
employees,
everybody
and
you
know
so
