a

in
the

council

kids

concerns

a
lot
of
eyeing
out
that
we
have
to
do,
but
this
is
the
first
reading
and
so
out.
I
To
pick
up
from
where
dave
just
left
off
for
the
background
on
this,
once
they've
contacted
me-
and
I
had
been
at
the
hearing
with
these
students-
and
I
unfortunately
was
there
that
night
and
heard
what
they
they
would
come
up
come
up
with.
So
when
dave
called
me
and
said
that
he
wanted
to
do
something
about
it,
I
knew
what
their
goal
was
and
for
the
background
of
the
council,
what
I
did
was.
I
I
went
to
the
ordinances
of
all
the
communities
in
the
state
of
rhode,
island
and
I
went,
went
through
them
and
I
pulled
out
the
ordinances
from
all
the
communities
that
deal
with
tobacco
sales.
I
I
copied
them
all,
and
then
I
kind
of
cherry
picked
through
them
to
come
up
with
what
I
thought
would
be
one
of
the
most
comprehensive
taking
from
this
on
the
warwick
ordnance
and
the
coventry
audience
this
from
wall
with
this
from
coventry
and
putting
it
all
together,
and
what
I
felt
was
a
pretty
complete
package
from
the
very
like
some
of
them
have
machine
dispensers.
Others
don't,
and
I
put
it
together
and
sent
it
off
to
the
council.
I
I,
since
have
spoken
with
dave
and
with
john
mcgarra,
and
a
couple
of
the
issues
that
I
want
to
bring
forward
that
have
been
raised
and
tell
you
why
they're
in
the
draft
that
I
sent
to
you,
for
example,
there's
a
provision
in
the
draft
that
says
that
if
they
don't,
if
the
the
tobacco
dealer
doesn't
get
a
license
within
the
time
frame,
there's
a
250
dollar
penalty
that
250
dollars
is
something
I
saw
in
other
ordinances,
and
I
put
it
in
there
as
a
starting
point
for
the
council,
the
council
can
say
a
hundred
the
council
can
say
500.
I
I
As
john
pointed
out,
we
have
something
like
31
tobacco
dealers
in
the
town.
That
means
62
times
he's
going
to
find
somebody
to
go
inspect
them
john
suggested
that
they
may
inspect
twice
a
year
or
they
may
inspect.
I
I
think
dave
mentioned
that
maybe
an
exp
inspection
at
the
time
of
the
annual
renewal,
something
that
I
I
put
it
in,
because
that's
what
communities
had.
I
personally
don't
think
that
we
should
burn
our
police
department,
we're
going
to
every
tobacco
dealer
twice
a
year.
The
other
thing
that
dave
raised
in
his
email
to
me
is
the
punishment
clause.
I
was
amazed
that
that
punishment
clause,
which
to
me
is
wacko,
was
in
a
number
of
ordinances
that
it's
a,
I
think,
a
50
fine
for
the
first
offense.
I
It
all
depends
on
another
50
for
the
second
another
50.,
then
after
the
fourth
defense,
they
get
suspended
for
30
days
and
it
takes
six
offenses
before
anything
is
really
done.
I
mean
a
police
department
could
go
on
full
time
trying
to
enforce
that.
So
again,
I
threw
it
out,
put
it
in
there
for
the
council's
thought
on
it,
and
the
final
issue
that
I
felt
was
in
dave's
email
back
to
me.
I
He
mentioned
the
the
fee
for
the
registering
of
the
tobacco
dealer's
license
that
you
can't
do
until
you've
approved
some
type
of
an
ordinance
creating
a
dealer's
tobacco
dealer's
license.

fee
is
something
that
we
can
set
once
the
ordinance
goes
through,
which
could
be
on
the
next
agenda
or
the
next
agenda
after
that,
because
we
still
got
some
iron
out
to
do
just
just
for
the
record,
though
this
isn't
something
new

far

is
alcohol
is
one
thing
that
any
bar
or
liquor
license
or
anything
like
that
when
they
come
before
the
council
for
a
new
liquor
license,
they
get
inspected

establishment,

inspected

we

sure

tobacco

grab

I'm

they're
selling
to
children.

when

kid
walks

to
it

smells
it

get
attached
to
it

hopefully
they're
buying

kids
should

out
to
us
once
somebody
starts
tasting

tobacco
industry's
done

years,

parents
and

parents.

hard
to

these
kids
brought
it

us

said
if
we
can
stop
habits
at
a
young
age
and
keep
them
away
from
it
at

young
age

you

hopefully
in
generations
to
pass
it'll
continue.

don't
smoke
in
knock
on
wood,
my
kids
don't
smoke
and
it
I
think,
they're
right.
If,
if
they
stay
away
from
it
now
they
won't
get
tied
up
into
it
in
the
future
and
unfortunately,
tobacco
industries
have
gone
to
that
where
it's
flavors
and
now
they
make
everything
good
to
have
like
taste
good.
You
know
it's

a
little

something
tastes,
good,

probably
going
to
try
it
more
often
you

So
that's
what
I'm
trying
to

prevent

trying

ordinance

councilman

fees.

provision

be

fees

set

an

council

authority

that

fee

can
do

stock

superior
court
now

been
getting

different,

tough

appeal
goes
up
to
the
superior
court
and
the
zoning
board
doesn't
have
the
factual
findings

grant
it
or
they

grant

in
their
report.

only
is
the
superior
court
sending
it
back
but
they're
imposing
sanctions
on
the
zoning
board,

the
the
reports
that
now

mark
makes
for

planning
board

I

zoning.

detailed

we
have
to
have
members
on
those
boards
who
are
able
to
say

I'm

going

grant

that

traffic

heavy

the

says

I've
been
there.

seen
the
accident,

the
facts

why
they're

the

courses
for
zoning
planning,
board
members

town
council
members
by

because

town
council
is
the
deciding
board

it's
something
that
wouldn't
be
a
bad
idea
here
either,
but
in
any
of
their
training,
there's
a
price
for
the
for
their
trainings,
but
they,
the
trust,
will
cover

costs

they
want
to
make
sure
that
our
boards
are,

are
qualified.

that
we

the

board
members
and
I
submit

new
member
comes
on
a
handbook
that
I
know
john
received
trying
to
try
to
bring
them
up
to
date
on
it.

it's
just
as
it's
interesting.
