issue
is
in
talking
with
major
mcgarrett
is
trying
to
isolate
areas

cameras

best

utilized.

locate
specific
hot
spots.
The
calls
to
the
police
department
don't
lead
to
any
specific
area,

the
key
now
is
to
figure
out.

going

proceed
and

into
putting
cameras,

the

the
solutions

come
up
with

saturday,

houses,

to

knowledge,
four
separate
mental
health
agencies
working

camp

robs
in
but
bike
paths

a
saw
case
manager.
I
try
to
bring
people
to
services,
or
this
is
my
favorite
one
in
the
last
two
years
bring
the
services
to
them.
We
have
people,
they
can't
be
in
structures,
they
can't
stand
in
a
line
at
stop
and
shop.

won't
go
to
a
doctor.
We
have
people

years
old
that
have
never
been
to
a
doctor
because
of
something
that
happened
in
childhood
or
because
of
a
very
natural,
chronic
shyness
and
everybody
on
bike
paths

of
them

gone
through
a

eviction
and
all
kinds
of
scenarios
that
we
don't
have
to
list.

get

gist
of
it.

you
could
do

council

you

saying

support

with

liaison

to

situation

resolve

community
themselves

Initially,
I
wasn't
going
to
say
anything
and
then
speaking
with
rob,
I
decided
that
I'd
address
some
of
the
issues
that
we've
been
speaking
of.
I've
worked
for
phoenix
house,
kodak
c-cap,
the
department
of
corrections,
probably
going
back
about
15
years
now,
I've
been
to
harrington
house
and
I've
worked
on
with
homeless,
on
the
streets
with
women
and
children.

What
we
did,
what
we
were
able
to
do
is
we
were
able
to
make
it
a
community,
a
family
type
atmosphere.
We
were
able
to
teach
these
individuals
how
to
function
as
a
family
and
as
a
household.
So
I
know
when
people
bring
up
shelter.
It's
a
scary
thing
because
when
you
think
of
shelter
you
think
of
bringing
people
in
from
different
towns
surrounding
areas
they're
going
to
camp
there
for
the
night
they
take
off
during
the
day
and
they
do
their
thing
and
nothing
changes.

It's
a
repetitive
cycle:
the
alcoholism,
the
abuse
never
gets
addressed
with
the
treatment
facility
or
more
of
a
transitional
type
house.
What
you'll
get
is
a
community
of
people.
Hence
we've
been
speaking
with
this
particular
group
of
people.
This
camp
and
the
individuals
are
really
interested
in
some
type
of
housing,
get
them
off
the
street
bring
in
the
services.

Therefore,
they
don't
have
to
try
and
find
services
on
their
own,
bring
in
the
the
counselors
the
trauma,
specialists,
the
alcohol
and
substance
abuse
naa,
and
at
that
point
they
will
build
up
their
their
awareness
of
their
addictions
and
maybe
combat
that
at
that
point
we
can
offer
them
the
showers
clean
themselves,
up
job
skills,
any
type
of
education
that
they
may
want
or
need,
and
hopefully
transition
them
into
their
own
housing,
their
own
jobs,
whatever
that
may
be
eventually
so
we're
looking
at
a
solution,
and
not
just
that
being
date,
not
just
something:
that's
going
to
take
them
off
the
streets,
the
winter
or
for
the
evening,
and
create
that
cycle
or
continue
that
cycle,
but
we're
looking
for
something
more
of
a
solution.

again
I
I
know
there
are
a
couple
of
people
in
this
room
that
actually
have
low
rents,
to
try
to
help
individuals
out
and
all
that,
but
we've
got
to
find
that
the
housing
that's
actually
going
to
like
you
said
it's
not
a
shelter
that
it

could
be
rooms
with
multiple
bathrooms
and
whatever
to
get
them
on
their
feet.
It's
just
a
matter
of
how
you
fund
that
and
jay.

think
you're
working
on
that
already.
You
know
you
don't
want
to
disclose
everything,
but
that's

needs
to
be
done?

it

be

rent

room

people

live
there

to
happen
when

depends
on

buyer

might
not

treatment

share

it's

with

small
group
of
people

goes

are
some
people
from
the
state
and
federal
agencies
that
are
looking
into
some
possible
funding
and
some
help
on
that

couple
of
other

timeline
schedule

we

feedback

the

maybe

january
meeting,

can
set

those

can
proceed
in
that
in
that
process,
and
I
did
at
the
last
meeting
we
are
actually
two
meetings
ago.
I
had
mentioned
that
the
internal
revenue
service
had
a
request
for
documentation
for
the
road
bonds
issue.

Back
in
2007
I
had
sent
out
a
email
to
the
council,
let
it
let
them
know
that
the
irs
came
back
and
they
are
completely
fine
with
it.
They
just
examine
the
records
and
clean
bella
held
for
lack
of
a
better
way
saying.
So
it's
a
non-issue
which
is
what
we
expected,
but
I
wanted
to
just
follow
up
for
anybody
that
might
have
been
at
the
meeting
and
might
have
heard
the
discussions
that
took
place.

And
the
last
item
is
the
financial
audit
for
the
year
ending

of
the
past
year
of
2016..

That
report
is
due
to
the
auditor
general
by
the
end
of
december,
which
I
had
mentioned
a
couple
times.
We
did
hit
a
couple
of
snags
and
we
have
requested
a
couple
of
weeks
of
an
extension
to
the
auditor
general's
office.
I've
been
given
the
informal
okay
for
it.
They
understand
the
issues
that
we've
identified
so
we're
looking
to
issue
in
early
early
january,
which
is
a
few
weeks
later
than
what
the
original
date
was.

We're
still
well
still
doing
much
better
than
what
has
been
done
in
the
past
and
we'll
continue
to
work
to
getting
it
to
the
point
where
it's
getting
done
by
the
end
of
the
year
in
the
future.
But
there's
still
some
things
there.

letter
seeing
you
late.
We
we
stay
in
touch
with
the

for
over
the
last
few
years
we
have
been
in
contact
with
the
auditor
general.

he's
completely
aware
of

reasons
before

request
and

let
them

no
issues
and
we
have
phone
calls
with
them
periodically
to
get
updates

give
them
updates
as
to
where
it
stands.

credits

worth
of
credits
that
will

on

to
go
towards
the
consumption
that
we
have
over
the
next
few
months.
