Members
of
the
council,
the
last
time
that
we
appeared,
we
had
indicated
that
we
were
still
working
on
finalizing
a
proposed
form
of
development
agreement.
The
development
agreement
which
has
now
been
presented
for
consideration
really
addresses
two
main
components:
the
first
being
finalizing
a
couple
of
the
development
items
for
the
phase.
What
we're
calling
the
phase
one
of
the
project
going
forward
and
then
also
addressing
how
phase
one
of
the
project
once
developed
will
be
taxed
in
terms
of
the
development
items.

The
two
things
that
the
agreement
that
we've
put
forth
addresses
is:
first,
there's
a
reduction
in
the
overall
amount
of
units
that
are
proposed
for
development.
Initially,
95
units
had
been
approved
for
development
as
part
of
the
consideration
for
what
the
developer
is
asking
the
town
to
agree
to.
By
way
of
the
development
agreement,
that
number
has
been
reduced
to
65,
which
hopefully,
from
our
conversations,
I
think
it
will
work
well
both
for
the
developer
and
hopefully
for
the
town
as
well.
The
second
component
of
the
the
development
aspect
is
built
into
the
development
agreement.

So
in
terms
of
that,
that's
really
the
development
pieces.
In
terms
of
the
taxation
going
forward,
there
were
a
couple
of
things
that
we
had
to
work
through
to
try
and
address.
So
I
think
the
best
way
is
I'll.
Try
to
just
address
each
of
the
concepts
specific
questions
on
how
we
have
it
structured,
we'll
try
to
answer
those,
so
the
first
part
was
segregating
out
how
both
the
market
rate
and
the
affordable
units
would
be
taxed
for
the
market
rate
units.

That
leads
into
the
second
aspect,
which
is
how
the
affordable
units
would
be
taxed
and
one
of
the
things
we
worked
with
through
the
town
is
just
determining
whether
the
whether
all
the
units
would
fall
under
an
affordable
tax
or
whether
it
would
just
be
those
units
designated
as
affordable.
The
way
we've
drafted
the
agreement,
the
way
it
proposes
it's
just
those
32
units
which
are
would
be
designated
as
affordable,
which
would
fall
under
an
affordable
tax.

It
was
a
productive
process
and
then
we
got
to
outline
specifically
how
some
of
the
taxes
would
kick
in.
So
the
last
part
that
we
dealt
with
were
the
personal
and
tangible
property
taxes
and,
as
our
conversations
were
developing,
it
seemed
to
make
sense
to
try
and
get
a
consensus
between
both
the
developer
and
the
town
in
terms
of
an
agreement
for
an
assessed
both
rate
and
value
per
unit,
for
how
the
tangible
and
personal
property
taxes
would
be
addressed.

That
way
from
the
developer
standpoint,
there's
a
budgeted
number
that
he
can
lock
into
his
schedules
from
the
town
standpoint.
There's
clarification
as
to
exactly
how
those
units
are
going
to
be
taxed
going
forward,
so
we
did
build
into
the
development
agreement
of
both
a
rate
and
a
value
assessed,
value
which
the
personal
and
tangible
property
taxes
would
be
addressed
at,
so
that
that's
really
the
different
components
of
the
agreement
we
did
provide.

a
tax
comparison
report
for
the
benefit
of
the
council,
just
to
try
and
outline
both
how
the
how
the
what's
proposed
before
the
council
operates
compared
to
what
has
been
previously
approved.

burst
pipe

freezing

building

source
in

water
out
and
dry
it
up,

were

dried

days
of
the
dryers
in

test

this
specific
case,
it

actually

burst

from

section

insulated
properly

the
heat

floor

offices

pipe

ceiling

popped
right
there
where
everybody

by
the
time
the
fire
department
got
there
and
and
everything
else
it
ended
up
being
the
fourth
floor,
the
third
floor,

second
floor
on
the
first
floor
were
completely
flat
and
we
just
talked.

water,
you
gotta
remember
something
in
the
sprinkler
system.
The
water
is
not
moving,
at
least
in
your
kitchen
or
your
bathroom
you're,
turning
it
on
every
couple
hours
and
you
get
a
little
bit
of
motion
in
a
sprinkler
system.
It's
just
sitting
there
stagnant
and
you
know,
there's
no
motion.
So
it's
easy
to
freeze
and
pop,
but.

continue

give
the
council
updates,
as
that
gets
assessed,
but
they're
probably
going
to
be
down
the
rest
of
the
week
to
give
them
time
to,
provided
they
don't
have
to
rip
the
ceiling
out
in
the
basement
and

floors

the
first
floor.

So
on
that,
with
that
segway,
we
also
had
a
pipe
burst
in
the
field
house,
sunday
night
and
a
lot
of
water,
but
fortunately
those
are
big
open
buildings
with
with
not
a
lot
of
materials
around
it.
So
and
you
have
a
rubber
floor,
so
the
damage
is
relatively
minimal.
The
the
pipe
was
replaced
in
a
matter
of
a
couple
of
hours.
There's
a
nine
foot
section
pipe
had
to
be
replaced,
though
it
was
a
and
obviously
that
wasn't
a
sprinkler
pipe.
That
was
just
the
water
pipe.

They
run
along
the
beams
on
the
outside
of
the
building,
unfortunately,
and
it
just
froze
and
and
pops.
So
again
the
trust
is
looking
at
that
to
see
if
there's
any
damage
beyond
the
plumbing
work,
that
was
done.
We
got
everything
shop,
backed
up
very
quickly
that
our
staff
over
there
took
care
of
it
right
away,
and
you
know,
but
we're
gonna
have
the
trust,
take
a
look
at
it
and
see
if
there's
anything
further.
That
needs
to
be
done.

No
later
than
thursday
of
this
week,
the
auditor
general
has
already
reviewed
the
audit
in
draft
form
and
we've
gone
back
and
forth
with
him,
so
that
process
has
taken
place
and
he's
comfortable
where
we're
at
and
there's
there
are
no
issues
with
the
state
auditor
general's
office,
but
just
so
you
know
it's
you'll
be
seeing
it
at
the
next
meeting.

finally,
the
governor's
budget
came
out,
as
you
all
know,
went
before
the
legislature.
The
there
are
some
interesting
things
in
there.
There
are
some
we're
still
analyzing,
both
the
town
and
school
in
terms
of
aid,
it
looks
like
r8
is
going
down
from
last
year
on
the
town
side,
but
on
the
school
side
it's
going
up.
So
that's
something
we're
going
to
need
to
look
at,
but
we're
still
waiting
on
the
specifics
from
their
office
to
determine
exactly
what
that
means.
But
more
concerning
is.

There
was
a
little
item
that
was
slipped
in
there.
That
stated,
with
respect
to
maintenance
of
effort
that
they
are
going
to
look
to
require
that
towns
not
only
meet
last
year's
funding
level
but
also
at
least
add
cpi
each
year.

So
on
average
you
know
when
we
did
our
five
year
plan
we
built
in
cpi
increases
for
the
school
roughly
two
percent
per
year,
but
some
years
it's
been
close
to
four
percent
cpi.
If
you
look
at
2007
2011,
you
had
3.9
3.7
percent
state
mandate,
that's
what
they're
proposing
in
the
governor's
budget
so
yeah.
I
think
you
know
the
answer
to
that
rhetorical
question.

But
basically
we
met
with
lieutenant
governor
mckee
was
kind
enough
to
convene
a
meeting
with
the
governor's
staff
and
several
mayors
and
myself
met
with
the
governor's
staff
and
explained
to
them
why
this
is
a
very
bad
idea
and
that
perhaps
they
can
look
at
that
again
and
readdress
that,
just
because
you
know
basically
we're
saying
that
we
fund
the
schools,
but
we
fund
them
on
what's
needed
and
whether
or
not
they
have
a
decrease
in
the
school
population
or
certain
things
happen.

know
we
need
to
be
able
to
be
flexible
with
that
and
having
a
mandated
increase
based
upon
cpi
is
not
not
good
overseas
and
talents,
but
just
to
let
you
know
that
that's
ongoing.
We
continue
to
have
discussions.

going
to
convene
again
at
with
lieutenant
governor,
and
the
governor's
staff
to
you
know,
try
to
make
suggestions
on
ways
that
might
be
better
approached,
but
it's
in
there
right
now
and
for
consideration
and
of
course
it's
just
the
governor's
budget
we'll
have
to
wait
and
see
how
things
play
out,
but
just
to
keep
you
in
the
loop
on
what's
going
on
with
that,
that's
