aware,
there
was
previously

tax
stabilization
agreement
that
the
receivership
had
presented
and
requested
approval
for
it.
That
agreement
was
approved.
The
development
agreement
that
we're
asking
approval
from

council
for

really
an
extrapolation
of
that
agreement,
which
outlines
the
principal
terms
which
the
lipitmill
development
would
be
taxed
going
forward.

obviously
familiar
with
the
historical
significance
of
the
mill,
but
we
did
put
some
warehouse
clauses
in
the
development
agreement
for
folks
who
either
haven't
had
the
benefit
of
following
the
project,
as
we've
been
trying

resurrect
it
or
for
folks
in
the
future,
who
may
have
an
interest
as
to
why
we're
proposing
the
development
agreement.
The
historical
significance
of
the
project
is
one
of
the
primary
reasons
in
terms
of
the
substantive
changes
that
are
in
the
development
agreement.

addition,
as

the
phase
one
development,
it
was
originally
approved
for
95
units,
the
developers
agreed.
Should
the
council
be
inclined
to
approve
the
development
agreement
to
reduce
that
capacity
to
65
units
that
breaks
down
into
there's

affordable
component
which
is
being
requested
to
to
be
allowed
to
be
developed.
With
this
phase,
one
part
portion,
the
affordable
mix
would
be
32,
affordable
units
and
33
market
rate
units.

of
the
market
rate
units,
we
did
modify
that
there
was
a
tax
stabilization.
As
I
said
already
in
place.
We
modified
that
tax
stabilization
to
work
as
mr
shaw's,
the
manager
for
lipid
mill,
llc
they're,

point
where
they're
ready
to
go
with
construction,
so
we've
modified
the
tax
stabilization.
Now
that
they've
had

chance
to
go
through
the
iterations
of
their
construction
plan
to
a
stabilization
schedule
that
they're
they'll
feel

the

schedule

stabilization

the
tangible
taxes,
that's
all
set
at

reason
that
it's

30-year
term
is
that
that's
the
period
of
restriction

communities

statewide

permitting
process

online

e-permitting

all
building
permits
and
all
inspections
for
fire
and
building
will

done
through
this
new
system.

state
also
put
out
a
and
that's
all
funded
through
a
grant
to
get
us
up
and
running
so
there's
no
expense
of
the
town.
So
there's
initial
setup
and
training,
and
all
that's
been
going
on
now
for
this
process,
the
state
also
put
out
a
grant
opportunity
to
bring
in
a
consultant
to
look
at
our
process
and
how
we
take
applications
where
they
go
and
they
they
went
through
every
single
department.
You
know
we
had
a
routing
slip.

the
old-fashioned
way
is
the
way
we've
been
doing
it
and
they
mapped
out
all
the
processes
they
sat
down
with
every
employee
that
touches
an
application
and-
and
they
did
a
whole
analysis
of
this-
and
basically
they
came
back
to
us
and
said
you
need
to
eliminate
a
lot
of
steps
because
there's
a
lot
of
redundancy
there's
a
lot
of
time.
That's
spent
unnecessarily
and
it's
at
the
expense
of
the
applicant.

know
waiting
for
reviews
that
are
really
not
necessary,
and
so
what
they've
done
is
they've
come
back
with
a
list
of
recommendations
to
streamline
this
process
and
the
whole
point
of
it
is
to
make
it
better
for
businesses
coming
in
filing
for
permits
and
make
it
as
quick
and
easy
as
possible
and
we're
actually
taking
the
online
portion
that
we're
doing
for
business
licensing,
we're
going
to
apply
that
to
all
departments,
so
planning
applications,
zoning
applications
and
we're
working
at
all
of
the
departments
we're
looking
at
ways.

incorporate
that
so
the
idea
is,
they
can
apply,
pay
submit
their
plans
all
from
their
office
or
from
their
home,
and
then
they
can
track
where
it
is
in
the
review
process.
So
all
that
will
be
coming,

this

part

be
seeing
in
the
next
month
or
so
recommended
amendments
to
ordinances
that
make
that
streamlining
possible.

we'll

one

they

that's
going
to
be
coming

there

ordinances

we
do
have
to
change
in
order
to
make
it

us

make

big
difference

terms
of
timing
and
being
able

move
this

second
component
of
the
grant
that
we
did
get,

roger
williams
university
is
going

come

provide
customer
service
training
to
the
offices
as
well.

part
of
this
whole
streamlining

customer
friendly
approach,
so
we're
trying
to
get
more
professional
and
we're
able
to
do
it.

grant
so

be

that
as

few
items
in
the
all
the
automation
we're
doing
here's
another
example
of
that
the
fire
department's
recently
installed
the
new
cad
system
for
the
dispatch
office.
Computer
aided
dispatch
system
that
enables
them
to
also
have
the
ability
to
have
text
alerts
sent
to
anybody
that
would
like
them
for
working
fire.
I'm
going
to
be
getting
the
text
alert,
so
that
means
any
working
fire
in
the
town
as
soon
as
they
make
that
call,
I
will
get
a
text
alert.
They
want
to
know.
If
the
council
wants
to
be
included
on
that
text.

fire
at
this
address
and
it
will
go
out
only
for
working
fires-
you're
not
going
to
get
every
little
call.
But
but
it
is,
you
know
it's
a
new
system,
that's
in
place
and
they've
tested
it
out,
the
chief
tested

out.

a
couple

glitches,
so
he
was
getting
notified
for
some
additional
things
initially,
but
they've
got
those
worked
out.

the

are

fema

awarded
us
the
riverwalk
funding.

glitch

the

deadline

utilize

funding
was
2014.

they

awarded
us

funding
in
2015..

we
had
to
formally
request
an
extension
of
the
deadline
and
we
just.

notification
today
that
that
was
awarded,
so
we're
going
to
have
through
the
summer
to
complete
the
project.
We're
meeting
with
the
folks
at
royal
mills
and
our
target
is
to
get
that
going
in
the
spring
and
so

So

money's
there.
The
approval
is
there
to
move
forward
and
so
we'll
be
moving
forward,
and
we
expect
to
see
a
new
pedestrian
bridge
across
there
and
the
riverwalk
sections
restored.

just
wanted
to

nice,
let
you
know
about
a
something
that's
being
discussed
now
as
part
of
the
governor's
budget.
We
was
up
at
a
meeting
at
the
lieutenant
governor's
office
today
on
this
issue.
It's
as
a
proposal
as
part
of
this
budget
is
to
extend
the
revaluation
period
from
a
mandatory
every
three
years
to
every
five
years,
and
that
would
be
at
the
discretion
of
the
towns.
Obviously,
if
we
wanted
to
do
it
every
three
years,
we
could,
but
it
gives
us
five
years.
That
is.

will
save
a
lot
of
money
over
time.
You
know
I
support
it.
I
think
most
of
the
the
mayors
and
town
managers
support
this
again,
it's
it's
enabling,
so
we
don't
have
to
do
it,
but
it
does
give
us
the
ability
to
you
know
if
we're
following
trends
and
we
do
every
year
we
track
all
the
sales.
So
if
it
doesn't
look
like
things
are
changing,
you
know,
there's
no
need
to
go
out
and
do
that
revaluation
in
that
third
year,
so
we're.

I'd
like

just
get
your
okay

sign

a
letter
from
all
the
managers
and

mayors

just
put
that
before

legislature

say
that
we
support

that's
one

bright
things

that,

there

there
anything

cuts
to
cities
and
towns.

We're
still
working
through
some
of
the
was
some
of
the
more
concerning
things
on
there.
That

budget
is
there's
an
issue
that
we're
also
discussing
with
the
governor's
office.
Now
we
being
the
managers
and
and
mayors
with
with
respect
to
school
funding,
that
there
was
a
mandatory
requirement
to
increase
aid,
not
just
maintenance
of
effort
but
increase
by
the
cost
of
living
index
every
year,
which
just
doesn't
make
any
sense
and
we're
trying
to
express
them.

really
there's
a
lot
of
variables
that
you're
not
taking
into
account
here
number
one
cost
of
living
isn't
across
the
board.
It
doesn't
cover
I'm
sorry,
cpi,
consumer
price
index.
It
doesn't
cover
all
the
items,
budget
items
it
covers
some
and
we
actually
have
it
built
into
our
five
year
plan
on
some
of
those
items.
But
the
other
thing
is:
if
you
look
at
the
last
15
years,
cpi
has
ranged
anywhere
from
you
know,
below
one
percent
to
four
percent
and
above
to
take
a
hit
like
that.

we're
pushing

them
reconsider.
The
governor's
office
is
sitting
down
with
us
and
willing
to
have
that
conversation.
They
they
express
the
reason
for
doing.
Obviously,
there
are
some
towns
that
haven't
provided
any
increases
in

very
long
time,
and
they
don't
have
you
know
surpluses
like
you
know
we
do
and
that's
the
other
thing
we
said
well,
what
happens
when
you
have
surplus
year
after
year,
when
you're
funding,
maintenance
of
effort
and
now
you're
going
to
increase
it
by
another
two
to
two
to
four
percent.
It
doesn't
make
any
sense.

money

the
town
saved
back

2009,
just
imagine
what
will
happen
on
a
year
and
year-out
basis,

now
the
only
other
alternative
would

schools

tax,

bag
every
year
to
what
they
want.

frightening.
