C
A
All
right
june
20th,
we
had
a
discussion
here
in
the
council
chambers
to
have
the
town
manager.
It
was
supposedly
exposed
that
there
was
a
leak
from
the
hiring
committee,
so
we
had
to
tell
them.
We
directed
the
town
manager
as
a
council
to
interview
each
individual
from
the
hiring
committee.
He
had
done
so
and
all
have
denied.
A
So
at
that
point
we
have
not
had
a
chance
to
meet
until
tonight.
So
mr
williamson,
yes.
D
D
In
order
for
the
town
council
to
go
forward
on
this
matter,
I
indicated
that
there
should
be
a
verified
written
complaint,
which
I
now
have
in
my
possession
that
gene
just
signed
by
councilman,
padula
and
notarized
by
there.
It
is
mary,
ann
kelly,
so
as
such,
if
the
council
wishes
to
proceed,
we
do
have
a
complaint.
D
There
would
have
to
be
a
vote
tonight
or
at
some
time
in
the
future.
A
resolution
would
have
to
be
signed
indicating
that
this
inquiry
is
going
forward
pursuant
to
the
home
rule
charter.
The
town
council
can
dictate
the
manner
and
time
frame
in
which
it's
going
to
go
forward.
D
Some
of
the
following
suggestions
should
be
undertaken.
Number
one
would
be
interview.
Interviews
excuse
me
of
all
potential
subjects
that
would
be
members
of
the
town
manager,
search
committee,
members
of
the
town,
council,
senators
and
others
to
be
identified
by
councilman.
Padula
affidavits
can
be
utilized
as
long
as
they're
swan
to.
However,
if
there's
going
to
be
a
hearing,
affidavits
will
not
suffice,
as
affidavits
cannot
be
questioned,
which
means
the
person
that
signs
the
affidavit
would
have
to
come
and
testify
under
oath
the
subpoena
power
of
the
town
council.
D
The
subpoenas
have
to
be
in
compliance
with
state
law
and
the
rules
of
the
unified
court
system
when
it
comes
to
proper
legal
notice.
I
want
everyone
to
understand
very
clearly
that
under
the
charter
should
a
person
wish
not
to
comply
with
a
subpoena.
You
can't
do
anything
to
them.
However,
under
state
law
they
would
face
a
fine
in
the
amount
of
twenty
dollars.
D
D
D
at
this
time,
there's
absolutely
no
information
as
to
who
mr
presley
may
have
spoken
to
or
when
he
may
have
spoken
to
them
about
his
plans
to
resign
from
us,
warwick
there's.
No,
so
there's
also
no
information
about
the
applicants
themselves.
Applications
were
accepted
by
the
town
between
april
27,
2017
and
may
19.
2017.
D
Only
six
applicants
came
from
rhode,
island
12
are
from
out
of
state,
so
the
applicants
themselves
may
have
spoken
to
any
individual,
whether
appointed
elected
or
otherwise,
about
this
vacant
town
manager's
position
between
the
dates
of
april
20th
and
I'm
sorry
april,
27
and
july
5th
2017.,
so
you'd
have
to
take
that
into
consideration
when
you're
making
your
deliberations
as
to
whether
or
not
you
want
to
go
forward
in
the
event
that
it
ends
up
in
a
hearing
before
this
town
council,
you
have
to
be
cognizant
of
due
process,
both
procedural
and
substantive.
D
D
So
right
now
with
a
with
a
written
complaint
from
councilman
padula,
the
council's
next
move
would
to
be
discuss
and
deliberate
on
a
resolution
as
to
whether
or
not
to
move
forward
under
the
inquiry,
and
at
this
time
I'll
ask
answer
any
questions
from
the
town
council.
B
You
just
gave
them
every
opportunity
that
you
could
give
them
on
or
under
a
lawyer's
advice
why
they
shouldn't
come
before
us
number.
One
number
two,
I'm
not
taking
this
lightly
and
nobody
on
this
council
should
be
taking
this
lightly,
because
we
put
the
applicants
on
that
board.
The
applicant
applications
for
the
town
manager's
job
in
jeopardy,
their
jobs
are
in
jeopardy.
B
Karen
kyofi
sat
right
here
and
discussed
this.
She
was
hesitant
to
give
any
one
of
us
that
dem
applications
because
she
said
it's
supposed
to
be
in
on.
A
B
So
that
we're
doing
this,
so
then
we're
doing
this
all
wrong.
So
now
it
should
be
in
strictest
confidence
that
whoever
applies
for
a
job
that
don't
want
to
want
their
jobs
in
jeopardy,
that
they
should
send
a
certified
mail.
B
So
everybody
in
this
town
hall
did
not
see
who
dropped
it
off
and
who
knows
somebody
from
texas
who
knows
somebody
from
westerly,
I'm
sure
that
nobody
in
this
town
hall
could
recognize
I'll
bring
in
three
of
the
people
that
their
names
were
mentioned,
and
I
guarantee
you
not
one
of
these
town
hall
employees
can
can
verify
who
that
person
is.
That's
number
one
number
two.
If
the
senator
is
so
concerned
about
this
town,
why
does
he
not
disclose
the
name
or
say
that
he
heard
it
true
to
grapevine?
I.
A
A
You
that
you
have
a,
he
did,
notify
me
and
I
asked
him
specifically:
did
anybody
from
that
hiring
committee
tell
you
he
says
absolutely
not.
I
will
tell
you
that
I
heard
two
names
from
two
different
people
and
were
asking
him
from
the
hiring.
A
B
A
A
His
birthday
today
and
he
won't
be
here,
but
if
he
gets
subpoenaed,
he
will
share
that
message
well,
unless
I'll
be
in
the
room
first.
So
in
my
opinion,
if
you
want
a
subpoena
one
subpoena
all,
but
I
feel
that
this
hiring
process
has
been
so
tainted
by
everybody,
including
council
members,
that
I
would
move
to
move
the
I
I
don't
want
to
embarrass
mr
lam
and
karen
tavis
savage
the
two
most
prominent
people
in
this
town.
As
far
as
on
that
board,
I
agree.
Okay,
I
don't
want
to
embarrass
them.
B
A
A
20
fine,
if
he
doesn't
show
up,
is
a
joke.
Okay,
it's
a
total
joke.
All
right.
He
doesn't
have
to
show
up
nobody.
I
can
subpoena
all
15
people
they
don't
have
to
show
up.
Oh
the
state
gets
300.
You
know
what
we're
paying
him
125
an
hour
to
investigate
15
people,
that's
15
hours
in
my
eyes,
if
not
more,
I'm
not
gonna
waste.
Three
four
five
thousand
dollars
on
a
witch
hunt.
This
isn't
mag
wheels.
B
A
B
Done
number
two:
the
same
text
message
that
you
got,
I
could
show
you
where
it
says:
dave
gosling
has
two
votes
to
kill
this
and
you
know
who
dave
gosling
has
the
two
votes
off.
So
that's
the
person.
I
have
the
text
messages
right
there,
I'm
not
looking
to
kill
anybody.
All
I
want
to
do
is
know
where
this
came
from,
because
you
know
what
I
know
firsthand
that
people
said
I
wouldn't
apply
for
a
job
there.
I
wouldn't
either.
Why?
B
A
B
B
C
B
B
C
A
A
B
B
C
C
A
A
B
A
B
B
B
B
I
want
to
know
how
satchel
found
out,
and
maybe
it
was
a
conversation
over
obama
with
a
councilman
or
two
other
hiring
committee,
maybe
that
one
also
took
place
right
jay
what
and
maybe
some
up
to
high
school,
maybe
talking
to
a
certain
senator
and
confident
somebody
heard
you
you
ever
hear
it.
You
ever
think
of
that
hypothetically,
maybe.
C
C
Is
I
mean
out
of
respect?
You
know
we
have,
as
you
said,
tom
lamb
on
this
board.
We
have
superintendent
attendant
tara,
savage,
like
these
are
people
of
credibility
and
people
we
wouldn't
want
to
embarrass.
C
It
seems
to
me
that
at
this
point,
based
on
what
we've
learned,
especially
this
thing
about
a
twenty
dollar,
fine
people
don't
have
to
show
up.
Let's
start
over,
let's
stop
you.
D
D
D
C
Another
issue
going
higher
ourselves
and
like
if
you
know
we
want
to
spend
the
money
on
the
on
the
solicitor
and
have
him
move
forward.
You
do
that
too,
but
we
need
to
move
forward
with
hiring
a
manager.
I
agree.
I
think
we
wasted
too
much
time
already,
but
I
think
we
have
another
issue
moving
forward
about
confidentiality
which
you
guys
dave
spoke
tonight.
You
come
into
town
hall.
All
of
a
sudden.
Everybody
knows
your
business,
that's
wrong!
Jay.
A
B
A
C
A
An
account
for
anybody,
you
all
can
download
the
link,
so
angelo
can
sit
on
his
phone
and
I'm
not
saying
you
do
it,
but
he
can
sit
on
his
phone
and
say
well.
John
cena
just
left
the
office.
Oh
this
one
just
left
the
office.
This
one
just
came
to
work
but
doesn't
know
if
this
one
just
came
to
work
or
was
down
dpw
doing
something
or
whatever
it's
just
assumptions,
and
that's
that's
what
you.
B
Know
what
I
don't
know
what
I'm
sick
of
you
know
what
I'm
sick
of.
We
gave
a
resident
35
000
for
something
the
councilman
did
wrong
because
we
were
advised.
If
we
fight
it,
it's
going
to
cost
us
50
000..
So
you
know
what
I
surrender,
whether
right
wrong
or
indifferent
pay
them
off.
35
000.!
Now
the
next
one
says
they're
not
going
to
fight
this.
It's
a
20
000
case,
let's
just
suck
in
the
council
and
get
20
grand,
because
it's
going
to
cost
them
50..
B
Now
we
paid
a
fine
to
a
violation
of
open
meetings
laws
years
ago,
when
we
met
with
the
school
committee,
they
said
it
was
an
illegal
meeting.
Our
town
clerk
larry,
lamont
posted
it
did
everything
and
senator
satchel
was
the
complaint
he
he
cost.
The
town
timmy
williamson
said:
if
we
fight
this
five
to
ten
grand,
let's
pay
the
thousand
dollar
fine,
I
give
up
so
we
pay.
B
If
the
senator
wanted
to
save
us
money
and
so
concerned,
I
know
I
would
say
you
know
what
joe
florio
told
me.
What's
the
big
deal
give
me
a
slap
in
the
hand,
but
he
wants
us
to
go
through
all
this
and
intimidate
good
people,
and
I
got
good
people
on
their
boards
too.
They
keep
their
mouths
shut.
I
got
michael
pinger
a
respected
business
owner
in
this
town,
family
been
here
for
years.
Generations
he's
insulted.
He
don't
even
want
to
sit
on
another
board.
B
B
B
It
one
more
time
the
camera's
picking
me
up
it's
public.
I
wanted
a
subpoena,
send
it
to
satchel,
put
him
on
the
rope
and
ask
him
who
told
him
when
he
denied
and
take
the
fifth
whatever
he
had
to
do.
Then
I
wanted
a
subpoena
everyone
on
the
hiring
committee
and
let
them
deny
it
to
me
to
this
council.
B
D
It's
like
a
courtroom.
No,
it's
not
it's,
not
a
courtroom!
You're
a
legend!
Just
take
that
chat
and
throw
it
away,
you're
a
legislative
body
that
is
not
composed
of
a
judicial
bottle
body.
Excuse
me,
although
you
can
act
and
hear
matters,
there's
no
provisions
within
the
charter
or
the
general
laws
to
allow
you
to
challenge
or
or
charged
with
perjury.
If
you
want
to
I'm
not
saying
that
you
can't,
that
matter
would
then
be
go
to
go
either
to
the
police
department
or
the
attorney
general.
D
Then
they
would
make
a
decision
about
whether
or
not
they
could
charge
perjury
you
can't.
I
mean
you
can
only
bring
it
to
the
next
level,
because
this
body
does
not
have
the
power
nor
the
authority
to
do
it.
C
A
Senator
satchel
told
me
now
senator
satchel
told
me
he
was
speaking
to
senator
algiere
in
the
senate
chambers
and
somebody
was
either
eavesdropping
or
listening.
Whatever
was
sitting
right
there
and
took
part
of
the
conversation
whatever
that
conversation
may
have
been.
I
don't
know
how
that
conversation
between
senator
kettle
went
back
to
councilman
padua,.
B
A
A
C
D
In
order
to
get
jobs
within
municipal
and
state
government,
if
you've
been
in
the
game,
like
most
of
these,
applicants
have
been
they're
going
to
reach
out
to
people
to
see.
What's
going
on
in
westworld,
do
I
have
a
shot
of
getting
the
job?
Who
do
I
need
to
talk
to
so
the
applicant
could
have
asked
this
all
could
have
happened
well
before.
C
D
Even
the
application
period,
because
once
fred
makes
the
announcement
okay
april
17th,
ladies
and
gentlemen,
fred
presley
lives
in
westerly,
rhode,
island
guess
what
two
of
the
applicants
are
from
now?
Do
you
think,
maybe
at
one
of
the
town
manager
meetings
in
rhode,
island
that
other
department
heads
go
to
that
might
have
been
a
discussion.
I
don't
know,
but
the
point
I'm
trying
to
get
it
there's
so
many
days
there
are
so
many
applicants.
D
C
C
A
B
B
A
A
A
B
B
A
C
Especially
for
the
public
to
see
what's
going
on,
you
can
expose
all
of
that,
but
I
want
to
make
the
point
that
as
a
council,
we
need
a
manager.
We
need
to
take
the
reins
and
we
need
to
do
the
hiring
process.
C
B
Ago
john,
you
weren't
involved
in
the
conversation
we
said,
eliminate
the
hiring
committee,
the
search
committee
for
the
town
manager,
there's
seven
applicants.
It's
probably
can
go
down
to
four.
You
get
four.
Let
the
council
interview
him
we're
going
to
have
the
last
voice
anyway,
so
we
pick
right
the
one
that
we
want
so
right.
C
B
B
Now
we
give
everybody
an
excuse:
why
shouldn't
they
testify?
Why
shouldn't
they
appear
before
the
council?
Why
shouldn't
they
get
suspended?
I
mean
come
on
guys.
What
good
is
this
investigation
to
me
right
now?
It's
dead
in
the
water
dead
and
I'm
not
gonna
whack
my
head
against
the
wall
because
they
got
every
excuse
right
now
that
they
were
told
on
in
in
public
that
why
they
shouldn't
testify
what
what.
A
Excuse
me,
I
don't
care
what
what
the
solicitor
said
or
whatever
he
did
over
there.
Okay,
whatever
you
want
to
twist
it
into
I'm
saying
I'm
not
twisting.
A
We
have
three
choices:
angelo
we
can
move
on
and
let
the
hiring
committee
do
their
job.
We
can
say
that
definitely
is
not
happening.
We
can
subpoena
the
nine
hiring
individuals,
the
three
centers
in
the
council
and
everybody
was
in
that
room
that
night
or
we
could
take
over
the
hiring
or
you
could
do
all
three
we
move
on.
Let's
let
them.
A
B
And
higher
you
know.
First
of
all,
we
have
to
take
over
the
hybrid-
that's
not
even
a
question
to
ask
everybody's
so
determined
to
get
a
town
manager,
and
so
am
I
to
see
what
went
on
all
these
years.
Someone
with
a
financial
background
that
can
see
what's
going
on
or
smart
enough
to
realize.
What's
going
on.
