Staff
anybody
who's
involved
in
coaching
in
the
town
or
any
town.
Any
league
knows
it
takes
a
lot
of
time.
Dedication
and
volunteerism.
A
lot
of
parents
also
spend
a
lot
of
time
on
the
field
off
the
field,
fundraising
and
doing
whatever.
Without
the
help
of
these
coaches
and
everything
they
do
for
the
community,
we
would
not
have
a
football
league
in
town,
so
great
job
to
everybody
and.
B
The
west
florida
town
council
commenced
the
westworld
steelers
peewee
league
and
coaching
staff
on
this
successful
season,
where
you
earned
the
title
of
2017
super
bowl
champions.
You
were
seated
fifth
in
the
state.
What
I
was
told
and
in
the
end
you
took
it
all.
So
congratulations
on
that.
The
team,
coaches
and
the
team
members
are
to
be
congratulated
for
their
fine
sportsmanship
in
their
team
spirit,
which
played
a
large
role
in
their
successful
season
season,
leading
to
becoming
the
2017
peewee
super
bowl
champions.
B
The
town
council
also
supports
the
westward
steelers
peewee
league
for
the
dedication
hard
work,
their
team
members
and
accomplishment
accomplishment.
These
amazing
victories
and
therefore
the
town
council
of
the
town
of
west
warwick
is
honored
to
extend
their
appreciation
gratitude
and
congratulations
to
the
westworld
steelers
junior
varsity.
I
mean
peewee
league
and
calls
upon
all
the
citizens
of
the
town
and
congratulate
them
with
their
success.

B
Now
guys
and
girls,
congratulations
on
your
excellent
season,
the
hard
work
and
dedication
in
football,
especially
when
august
comes
around.
I
think
they
call
it
suicide
week
or
hell
week,
and
you
end
up
working
really
hard,
and
I
know
it
takes
a
lot
of
courage
to
get
through
that
august
month
of
football,
and
then
you
get
into
your
nice,
cold
weather
and
listening
to
your
coaches,
teach
letting
them
teach
you
and
you're
learning
every
day.
B
Every
time
you
come
to
practice
in
every
game,
sometimes
you're
on
the
side,
just
being
a
good
teammate,
sometimes
you're
out
there
hitting
real
hard
and
getting
touchdowns
or
every
play
that
you
do
matters
so,
and
that
goes
throughout
your
entire
life.
You
know
just
remember
that
everything
you
do
in
your
life
matters,
okay,
so
excellent
job
and
congratulations
to
everybody
so
turn
around
get
some
pictures.

B
What
was
your
record
this
year
12-0
excellent
job
without
your
hard
work
and
dedication
and
teaching
these
kids
how
to
play
football,
you
would
not
be
able
to
go
12-0,
especially
in
the
state
of
rhode
island.
There
are
plenty
of
tough
football
teams,
especially
in
this
age
bracket
out
there,
especially
when
you
get
into
the
providence
area
and
there's
some
tough
football
teams
out
there.
So
congratulations
so
we're
going
to
bring
the
team
up
we're
going
to
have
there's
a
little
more
here,
so
we'll
utilize
up
here
in
that
front
row.
B
D
B
Now
nicholas,
I
heard
that
you
had
to
go
for
hip
surgery
and
but
you
got
to
miss
the
last
five
games,
but
I
heard
you
were
there
to
support
the
team
so
good
job
and
guys
he
also
played
for
the
first
fight.

B
I
don't
speak
for
the
coaches,
exactly
again
kids.
Without
your
hard
work
and
dedication
and
listening
to
the
coaches,
you
would
never
go
on
seven
12
and
all
you
know
it
takes
a
lot
for
a
team
to
go.
Undefeated.
B
B
Yeah,
mr
miyali,
over
here
I
got
to
go
and
sit
on
the
bleachers
with
your
parents
and
watch
you
and
you
had
those
tough
years
of
trying
to
win
a
game
in
the
last
two
three
years,
you've
all
developed
well
as
a
team
and
brought
that
to
an
undefeated
team,
so
excellent
job,
good
luck
next
year,
because
I
know
you
all
be
out
there
playing
hard
and
hopefully
you
can
do
it
again.
Thank
you
turn.
D
B
Okay
meeting
back
to
order,
we
are
now
on
public
comment.
F
My
name
run
is
auction
on
westward.
I've
been
doing
this
for
25
plus
years,
and
the
I
have
at
the
sponsor
club
in
phoenix
been
in
four
years.
I
started
westward.
We
moved
to
work.
B
F
I'm
not
used
to
have
microphone
in
my
face
once
a
week.
Well,
what's
happened
is
the
club
that
I
belong
to.
The
sportsman
club
was
sent
a
letter
to
charge
each
auction.
I
hold
in
town
a
certain
amount
which
is
way
underway
so.
B
Just
real
quick,
we
have,
we
have
an
auction
that
our
our
ordinance
calls
for
an
auction
at
50
each
auction,
but
that
auction,
I
think,
was
ordinance
was
designed
for
estate
sales
and
auctions
to
have
on
occasional
basis,
which
is
a
fifty
dollar
fee.
B
I
spoke
to
mr
robelot
about
this
in
length.
Last
week
I
had
discussions
with
pauler
about
this.
Unfortunately,
I
got
tied
up
today.
I
was
unable
to
look
into
a
couple
of
matters
but
marian
what
I
want
to
look
at
is
we
have
a
flea
market
license
which
is
considered
a
weekly
event.
We
have
banned
in
live
music
licenses,
which
is
considered
a
yearly
event.
We
have
liquor
licenses
that
are
less
than
five
six
seven
hundred
dollars
a
year.
B
What
mr
roblot
roblox
talking
about
is
he
runs
an
auction
pretty
much
except
for
holiday
weeks,
which
is
about
10
weeks
a
year
that
he
doesn't
run
so
he
has
40
to
42
weeks
and
we're
looking
to
charge
him
or
the
sports
club
two
thousand
dollars
over
two
thousand
dollars
to
hold
these
auctions,
where
we
have
flea
markets
that
pay
a
couple
hundred
dollars.
We
have
liquor
licenses
that
serve
300
days
a
year
and
they
are
five
six
seven
hundred
dollars,
but
I'm
not
sure
the
exact
dollar
amount.
B
We
have
yard
sale
licenses
at
five
dollars
or
ten
dollars.
So
what
I,
what
I
want
to
do
is
look
at
this
situation
and
set
or
if
they're
gonna,
do
a
weekly
auctions
that
we
set
a
one-time
fee
instead
of
mr
roblot
coming
here
and
having
to
get
52
licenses
for
the
year
and
at
two
thousand
dollars.
Twenty
something
hundred
dollars
is
that.
G
B
G
What
has
he
done
in
the
past?
Has
there
been
nothing
in
the
past
he's.
F
A
B
A
Did
at
any
time-
and
all
we
have
to
do
is
amend
the
ordinance
for
someone
that
is
doing
it
full
time.
This
isn't
for
an
outsider,
coming
in
an
auction
off
town
hall
or
auctioning
off
bj's
or
whatever,
whatever
they're
auctioning
off
you
do
it
on
a
weekly
basis.
There's
no
big
deal,
then,
to
put
it
if
it's
a
hundred
dollar
fee
a
200
fee,
whatever
it
is,
add
it
to
the
ordinance
it's
a
daily,
it's
a
weekly,
routine
and
end
the
story.
No
big
deal.
Can
I
ask.
A
F
You've
been
my
ask
me
for
it:
so
angela
you've
been
new
york.
Yes
right.
B
Like
tail
items,
okay,
collectibles,
whatever
it
may
be,
it
could
be
lamps
tools.
G
H
I
Happy
new
year,
everyone,
this
is
just
a
small
request
that
I
don't
think
should
be
objected
by
anyone
on
this
council.
At
least
I
hope
it
won't
be.
It
is
nothing
personal
against
the
position
that
I'm
going
to
be.
Speaking
of
it
is
just
something
that
I
think
is
a
respect
that
should
be
shown
to
the
community
that
comes
up
here
for
public
comment,
and
it
should
also
be
the
respect
that
the
town
council
president
shows
to
all
the
council
members,
and
that
is
that
all
the
councilmen
should
be
seated
together.
I
I
J
Barbara
tayback
12
gentleman
street
west
swalwick,
I
kind
of
changed
my
mind
as
to
what
I'm
really
going
to
intended
to
say.
I
want
to
speak
to
the
animal
shelter
and
the
problems
that
exist
right
now
or
you
know
you're
trying
to
resolve
right
now.
J
I
just
want
to
review
back
years
when
lori
rivad
started
as
a
you
know,
she
was
a
volunteer,
that's
what
she
was
and
she
volunteered
over
10
years
before
she
was,
you
know,
hired
and
paid
and
back
in
those
days
they
she
was
the
volunteer.
That
was
it
and
it
wasn't
enough
it.
You
need
volunteers.
If
you're
going
to
have
shelter,
you
have
to
have
volunteers
and
obviously
that's
what
I'm
addressing
and
during
that
time
the
gentleman
who
was
the
officer,
the
animal
control
officer,
didn't
have
the
people
to
help
him.
J
The
funding
that
sort
of
thing-
and
I
personally
went
through
a
traumatic
thing,
with
my
family,
with
a
cat
that
we
had
for
quite
a
while
and
lori.
My
daughter
was,
you
know
so
attached
to
her
and
everything
and
the
cat
disappeared,
and
we
immediately
did
what
everybody
does.
That
has
an
animal
posted.
J
The
routine
and
system
was
when
you
pick
up
a
cat,
not
a
dog
and
nothing
against
that
part
of
it.
But
he
picked
up
the
cat
got
to
the
shelter
brought
it
in
and
euthanized
it.
That
was,
they
never
kept
them
and
it
was
three
or
four
days
later.
I
thought
they
had
to
have
picked
that
cat
up.
There's
just
no
nothing
going
on
here,
and
he
goes.
J
Volunteering
which
taught
this
gentleman
the
value
of
the
volunteers
and
they
started
changing
the
process
and
the
rest
is
really
history,
but
the
angel,
the
westward
angels
for
animals
started
nine
years
ago
and
they
organized
pretty
much
specifically
to
help
the
west
oregon
animal
shelter
and
the
the
residents
because
they
also
help
residents
who
may
have
animals
that
they
get
into
hard
times.
Maybe
a
husband
isn't
working
an
animal
gets
sick
and
they
will
contribute
to
get
the
animal
better,
give
them
food
until
things
straighten
out.
J
B
I
will
say
that
the
police
department
has
posted
that
all
volunteers
have
will
be
turned
away
on
a
temporary
basis
until
the
issues
are
resolved
and
looking
into
the
personnel
matters
and
whatever
else
going
on
so
at
this
point,
all
volunteers
cannot
go
in
there
until
it's
resolved.
That's
all
I
can
say
at
this
point.
B
J
What
happens
if
the
funding
gets
exhausted
and
there's
medical
bills
and
all
that
kind
of
stuff?
This
is
what
the
town
and
I'm
sure
you
follow.
Facebook,
like
I
followed
the
whole.
The
whole
thread
on
this
people
are
getting
a
little
panicky
that
the
animals
could
be
euthanized
again
and
that's
why
I.
B
I
understand,
and
I
can
say
that
right
now,
we
are
staying
status
quo
as
far
as
the
way
the
operations
are
run
there,
except
for
the
volunteers.
As
of
today.
There's
two
animals
there.
One
cat
one
dog,
is
what
I
was
told
and
with
two
offices
I
think
that
can
be
handled
and
we
can
go
from
there
once
I
I'm
sure
this
isn't
something
they're
gonna
sit
on.
This
is
something
they're
gonna
try
to
resolve
as
soon
as
possible.
C
Are
I
know
they're
being
cared
for?
It's
not
perfect.
We
are
working
on
it.
You
know
I
just
want
to
say,
because
so
many
people
I
spent
the
entire
day
on
the
phone
yesterday.
This
is
definitely
an
important
issue
and
it's
an
emotional
issue
for
people
very.
J
Much
and.
C
I
understand
that
I
mean
I
just
went
through
putting
down
my
own
dog
three
months
ago,
and
I
know
how
you
know:
people
have
a
very
close
relationship
with
their
animals
and
those
who
know
me
know
that
I've
been
actively
working
over
the
last
several
months,
trying
to
improve
the
current
ordinances
that
we've
had.
I've
visited
the
animal
shelter
I've
spoken
to
laurie
numerous
times.
C
C
C
An
idiot
first
of
all,
we
just
say
one
more
thing
angelo
and
if
you
know
laurie
right
and
I
know
her
fairly
well
she's
taking
care
of
those
animals.
Oh.
C
J
Yes,
the
council
is
giving
it
all
the
attention
they
can
give
it
and
it's
you
know,
they're,
trying
everybody's
trying
to
come
to
a
positive
ending
to
this,
and
I
feel
like
bringing
it
to
the
attention
to
the
town
like
this
is
telling
them.
You
know
that
at
least
you
know
now
I
mean
everybody
is
involved
and
you
have
a
better
idea
of
the
problems
that
exist.
I
mean
just
the
daily
stuff.
J
J
We
have
a
lot
of
trouble,
we've
got,
you
know,
never
have
enough
money,
we
have
all
the
situations
that
we
all
know
and
understand,
and
it's
hard
to
it's
it's
out
in
a
you
know,
it's
away
from
us
and
people
aren't
aware
of
the
residents
are
more
aware
of
it
than
the
town
officials.
So
I'm
happy
that
to
me
is
the
positive
that
it's
brought
the
attention
to
everyone
and
I
know
it'll
get
resolved.
A
This
has
always
been,
and
you've
been
involved,
four
or
five
years
in
the
making
before
the
new
guys
even
got
on
here,
and
that
was
an
ongoing
conversation,
and
you
know
my
thoughts
is
the
police
are
inundated
with
calls,
it
shouldn't
be
in
the
police
department's
hands.
This
should
be
a
town
thing
like
the
dpw
and
I'm
going
to
do
everything
in.
A
Get
this
back
to
get
this
back
into
the
town's
hands
and
not
inundate
the
police
with
calls,
they
would
do
the
same
thing
like
a
building
official.
If
they
have
a
problem,
the
police
would
go
and
enforce
the
laws
we.
If
we
had
a
problem,
the
police
would
still
go
and
enforce
the
laws
if
an
animal
is
getting
mistreated.
If
if
an
animal
is
abandoned,
they'll
take
the
calls,
but
this
is
something
that
has
to
come
back
to
management.
J
F
Good
happy
new
year,
jasmine
conkin
new
address
73,
laura
laughs.
I've
recently
moved,
but.
F
Coventry,
but
but
I'm
still,
the
president
of
the
west
warwick
lions
club,
so
I
I
consulted
with
jay
and
he
said
I
technically
was
still
allowed
to
die.
F
F
We
had
talked
about
getting
a
new
fence
and
getting
a
quote
out
and
and
that
stuff,
if
anything's
happened
with
that
or
what
the
plans
are
to
fix,
just
the
building
issues
itself.
I.
B
K
C
I
K
K
K
We
have
not
euthanized
animals
in
years.
When
the
animals
are
euthanized
now
we
have
to
bring
them
to
a
vet
or
we
have
vet
traveling
services
that
come
to
the
dog
pound
and
take
care
of
euthanization,
so
that
is
old
history.
When
the
police
department,
thanks
to
bobby
decal,
as
as
the
in
control
of
the
dog
pound,
there
was
a
point
where
we
yesterday
euthanized
animals.
That's
long
gone
due
to
state
laws
due
to
laws
that
have
been
passed
and
and
a
good
way.
So
now
it's
it's
better
maintained
and
men
are
controlled.
K
K
They've
been
tremendous
to
us
throughout
the
year,
they've
saved
this
town,
numerous
dollars
with
buying
supplies
for
us
with
helping
out
with
the
building,
and
what
have
you
we
did
to
answer
the
lions
person's
question
we
did
have
in
our
capital
improvement
plans
money
put
aside
for
the
animal
shelter.
As
you
know,
we
are
in
a
little
bit
of
financial
reorganization,
so
that
money
has
been
put
on
hold.
K
However,
when
issues
do
arrive,
that
are
emergencies,
they
certainly
do
not
go
without
making
sure
that
they're
tended
to
or
taken
care
of
the
heat
is
working.
We
have
had
problems
with
the
cold
weather.
We've
had
to
have
a
plumber.
There
recently
fixing
that
problem,
but
if
the
heat
did
not
work,
rest
assured,
we
would
count
on
our
neighboring
communities,
whether
it
woe
coventry
wherever
would
help
us
out,
as
well
as
possibly
the
volunteers.
Getting
this
information
where
we
could
transfer
our
animals,
but
everything
is
where
it
is
right
now
we're
doing
our
best.
K
F
F
Clearly
we'll
be
monitoring
any
changes
or
any
proposed
legislation
that
will
affect
the
the
town
of
west
warwick.
The
league
of
cities
and
towns
is
certainly
an
advocate
of
all
39
cities
in
town.
So
we'll
be
watching
that
you
know,
as
the
legislative
legislation
session
unfolds,
there's
always
legislation,
that's
adopted
or
proposed.
F
Some
of
that,
may
you
know,
benefit
communities,
some
that
may
not
benefit
communities
so
something
to
be
keep
track
on
as
well.
As
you
know,
the
situations
up
at
the
states
so
we'll
be
clearly
monitoring
those
and
anything
that
appears
to
be
good
or
positive
or
negative.
We
certainly
will
keep
progress
and
let
the
council
know
as
needed.
A
You
know
I
like
to
put
that
on
the
next
agenda
that
you
know
we
talked
about
having
public
comment
and
just
like
before
was
at
the
end
of
the
meeting
now
it's
at
the
beginning
of
the
meeting,
but
we
were
talking
myself
and
councilman
lichardi
that
our
bosses
there,
our
bosses,
should
be
able
to
comment
on
topic.
So
I
would
like
that
and
I'd
sponsor
that
for
the
next
agenda.
Please.
B
A
C
Can
we
just
clarify
because
I'm
unclear
on
it
what
the
public
can
comment
on.
H
Public
can
comment
on
anything,
however,
when
you
respond
to
something
that
the
comp
they
bring
up.
As
the
public
comment.
That's
not
on
your
agenda.
That's
in
public
comments
to
public
you're,
violating
the
open
meetings
act,
because
no
one
knows
that
you're
responding
to
that.
So,
for
example,
if
anybody
in
the
audience
tonight
wanted
to
bring
up
the
mccoy
stadium
issue,
this
agenda
is
blank
about
mccoy
stadium.
So
if
someone
said
something,
why
doesn't
once
work
at
mccoy
stadium
and
all
five
council
members
start
discussing
it?
H
D
H
But
this
is
not
a
public
meeting.
This
is
a
town
council
meeting.
So
if
you
have
a
public
meeting
everything
the
public
wants
to
respond
to
should
be
either
at
the
beginning
of
the
meeting
or
at
the
end
of
the
meeting,
because
if
you
put
public
comment
on
each
gender
item,
you're
going
to
be
here
forever,
yeah
all
right.
A
A
It
doesn't
matter
if
we're
here
forever.
I
think
they
have
the
right
to
question.
Why
I'm
going
to
vote
on
a
certain
thing
and
after
the
fact
does
it
make
any
sense?
Because
now
they
have
no
say
this
is
their
dollars.
So
I
think
they
have
a
right
to
ask
us
questions
and
probably,
under
our
town
manager
report
you're
more
open
to
asking
questions.
A
ward
report
you're
more
open
to
asking
questions,
because
you
don't
know
what
I'm
saying
an
award
report.
A
I
could
be
talking
about
the
natick
bridge
or
I
could
be
talking
about
tanglewood
or
I
can
be
talking
about
crestwood
or
wakefield
street.
They
have
the
right
to
to
ask
me
a
question
and
I
have
the
right
to
respond
to
them.
This
is
public
appointments.
H
H
A
Have
open
government
we
have,
we
have
recordings,
we're
televised.
We
have
agendas
award
reports.
If
I
know
my
constituents,
I
don't
have
any
problem
at
all
with
with
99
of
them,
because
they
they
know
what
I'm
going
to
be
talking
about
and
if
they
had
a
problem
with
it,
they'd
be
here,
arguing
that
I
shouldn't
be
doing
this
or
doing
that.
A
I
don't
want
to
hear
after
well,
then
you
should
have
been
notified,
but
I
I
don't
think
that
I'm
violating
the
open
meetings
law
by
putting
down
what
I
want
to
put
on
my
ward
report,
because
I'm
not
going
to
jot
down.
I
have
50
things
that
I
want
to
talk
about.
That
should
say
it
all
the
manager's
not
writing
down
what
he's
going
to
speak
about
tonight.
A
A
C
A
A
C
H
G
H
Violated
the
open
meetings
act
because
no
one
knew
that
that
was
on
the
agenda
tonight
and
it's
not
on
the
agenda,
but
you
spoke
about
it
freely
now.
Is
anybody
going
to
bring
up
an
issue?
Probably
not,
but
the
fact
is
yeah
I
get
it
just
you,
the
public
can
say
anything
they
want
that's
their
right.
That's
why
it's
public
comment.
If
you
choose
to
respond,
then
you're
subjecting
yourself
to
a
possible
allegation
that
violated
the
open
meetings,
act.
B
And
that's
what
I
kind
of
sent
out
with
that
email
last
night,
for
instance,
if
you
receive
an
email
from
a
constituent
that
all
five
of
us
receive.
If
you
hit
reply
all
and
start
talking
about
votes,
I
don't
have
votes.
I
don't
I
don't
do
this.
I
don't
do
that.
You
have
violated
you
you've
violated.
So
if
you
agree
like.
B
A
Wait
man,
I
want
to
reiterate
what
you're
saying
david
and
I
said
you
need
three
votes
for
anything
to
pass
on
this
council.
Everybody
knows
that,
so
I'm
not
violating
any
opens
meetings
law
because
I
already
called
now.
If
I
take
a
poll
and
ask
jason
and
these
three
guys
that
I'm
voting
this
way
and
I'm
asking
how
their
vote.
Yes,
I
am
violating
the
open
meetings,
law.
B
B
B
A
B
E
B
Moving
second
discussion:
any
public
discussion
hearing
none
all
in
favor
aye
opposed
eyes
have
it.
Those
licenses
been
approved
as
all
seasons,
property
maintenance,
subaru,
auto
care,
b
and
b,
cylinder
head
colfer,
west
warwick,
robert's,
music,
phoenix
sportsmen's
club
for
pool
table
license
la
cafe,
phoenix
sportsman's
club
for
theatrical
performance
shows
and
exhibit
exhibits.
B
B
Second,
discussion:
we're
on
correspondence.
D
C
B
D
B
Moving
second
discussion:
this
is
just
stop
signs
three-way,
stop
sign
on
the
corner
of
knight
street
and
the
hell's
that
little
side
street
yeah
smith.
No,
no,
it's
a
side
street
coming
from
max
bolaway.
B
So
what
happens
here
is
everybody
who
goes
up
main
street
if
they
want
to
avoid
that
main
street
light
right
after
louise's
liquors
they're
taking
wesley
and
up
knight
street
and
zipping
down
as
fast
as
they
can
to
get
to
the
end
to
wakefield
street
and
taking
that
right
or
going
right
up
bates
street.
So
what
what
I
have
seen
and
through
the
traffic
studies
and
everybody
who's
been
down
there
to
look
at
this
there.
B
There
are
excessive
speeders
going
through
there
and
they're
using
it
for
a
cut
through
kind
of
like
what
angelo
has
done
on
his
one
with
the
school
over
there.
So
one
thing
that
was
brought
up
was
speed,
humps
and
at
that
time
you
know,
dave
ombari,
and
I
had
these
numerous
conversations
about
them
and
you
know,
then
we
push
forward
with
our
stop
signs.
So
this
is
just
to
protect.
B
Packaging,
there's
no
there's
nothing
on
packing,
it's
just
a
cut
through
from
max
bowl
away
to
knight
street
from
main
street,
but
again
that's
how
they
avoid
that
red
light.
I
I've
also
gonna
have
reach
out
to
the
state
freddie
I'll,
probably
give
you
a
call
in
the
morning.
What
I've
noticed
also
is
the
red
light
there
on
the
corner
of
wakefield
and
maine
is
a
little
off.
It
lets
two
cars
through
main
street
and
lets
eight
cars
through
wakefield
street
should
be
the
opposite
way
around.
B
G
It's
by
me,
it's
me
put
on
last
minute,
so
so
the
reason
first
of
all
I
want
to
say
I
don't
want
to
discuss
the
litigation
at
all
in
this
conversation,
but
the
the
reads
came
to
me
and
asked
me
about
some
kind
of
relief
for
the
for
the
land
that
they're
impossible
in
litigation
with.
G
G
So
I
looked
into
finding.
We
have
about
200
200
000
worth
of
tax
agreements
from
different
businesses
and
none
of
those
have
come
before
the
council.
I
mean
we
approve
100
business
licenses,
but
we
don't
approve
hundreds
of
thousands
of
dollars
worth
of
payment
agreements
for
different
businesses.
So
I
sat
with
rose
today
and
we
talked
at
length.
I
think
those
should
come
before
the
council
anytime,
there's
an
agreement
with
the
business,
for
I
mean
if
it's
something
for
a
few
hundred
dollars.
G
A
G
A
A
Right
so
we're
talking
a
good
10
12
years
ago.
So
what
we
did
there
we
made
an
agreement.
Then
I
think
it
was
malcolm
moore,
which
was
our
finance
director
and
correct
me.
If
I'm
wrong
david,
where
any
business
that's
struggling,
the
finance
department
would
work
with
that
business
on
a
one-time
deal
as
long
as
they
kept
their
end
of
the
bargain
and
they
will
pay
and
say
it
was
4
thousand
or
ten
thousand.
We
have
some
people
that
are
paying
eight
ten
thousand
dollars
a
month
to
catch
up.
A
G
A
A
B
With
the
business
angelo,
but
then
when
we
talk
about
it-
and
I
I
got
it
was
sent
to
us
earlier
in
december
for
the
the
tax
agreements,
but
then
you
also
at
six
six
o'clock
tonight,
you
sent
another
one
with
the
delinquent
taxes.
B
The
issue
we're
having
here
angelo
is
when
we're
sitting
here
with
eight
nine
hundred
thousand
dollars
between
delinquent
taxes
and
and
tax
agreements,
two
hundred
thousand
dollars
and
we're
sitting
here,
nickel
and
diming,
and
worrying
about
a
thousand
dollars
at
the
dog,
pound
and
stuff
yeah.
What
what
are
we
doing?
And
yes,
we
are
collecting
interest,
but
it
seems
that
and
and
paula
and
group
has
now
been
also
re-implementing.
B
What
happened
was
years
ago?
We
we
didn't
shut
down,
businesses
who
didn't
come
in
and
pay
their
taxes.
Well.
Paula
and
group
has
now
been
implementing
that
and
it's
ironic
that,
as
soon
as
they
send
a
letter
saying
if
the
taxes
aren't
paid
by
such
and
such
a
date
we're
shutting
you
down
they're
coming
in
and
paying
well,
I.
B
C
These
dates
back
some
of
these.
These
deals.
M
C
M
D
C
C
A
M
Well,
I
broke
it
down
in
because
there
is
what's
our
highest.
J
You
want
to
know
the
highest.
Of
course
you
do.
B
M
Includes
the
interest
in
there
and
then
just
so
you'll
know
this
coming
we're
starting
our
tax
sale.
I
have
to
have
my
list
to
the
attorneys
by
february.
2Nd
and
usually
they're
around
over
300
last
year
was
like
341
accounts
that
were
on
tax
sale
in
the
beginning,
and
then
they
trickled
down
because
they
come
in
and
they
you
know
paid
off.
M
By
the
end
of
it
all,
we
have
approximately
35
accounts
that
do
go
to
taxes,
so
once.
B
M
M
G
G
G
G
H
G
G
M
B
D
M
G
You
know
I
mean,
even
if
we
had
a
certain
amount,
a
threshold
where
the
council,
I
mean
we
approve
100,
pool
table
licenses,
but
we
have
no
say
in
some
kind
of
an
agreement,
for
you
know
to
a
50,
000
payment
agreement,
and
this
is
this
is
not
an
indictment
on
you
or
the
job
you're
doing
or
anybody
in
department,
but
I
feel
like
people,
people
some
citizens
want
us
to
be
more
involved
in.
What's
going
on,
I
feel
like
this
is
a
way
to
start
where
we
should.
B
D
M
B
H
That
is
handled
in
the
federal
court.
These
aren't
conclusions.
These
are
ongoing
matters
where
taxes
are
on
a
daily
basis.
The
entities
fail
to
pay
a
back
tax.
The
back
tax
has
an
interest
component
to
it
so
now,
when
they
enter
into
the
tax
deal.
First
thing
they
pay
is
the
interest
not
the
principal,
so
that
matter,
even
if
they're
out
of
business
by
say
december
31st
of
2017,
the
tax
agreement
could
go
forward,
another
five
years
and
you're
still
collecting
money
prior
to
that
date.
G
How
difficult
would
it
be
like
the
same
way
we
have
our
licenses
come
up
with,
let's
say,
there's
10
licenses.
We
have
to
approve
them
where
you
say
well.
I
have
three
agreements
that
came
to
me
and
you
work
out
the
agreement
on
your
own
and
then
you
go.
I
need
to
have
this
approved
by
the
town
council.
M
Okay
in
the
ordinance,
it
states
that
the
ordinance
will
have
to
be
changed
then,
because
that's
not
what
it
says
in
here.
What.
H
Happened
what
happened
before
was
entities
would
come
before
the
council
and
basically
produce
a
case
as
to
why
they
should
not
have
to
pay
their
taxes.
Business
was
bad.
Something
was
wrong,
an
investment
went
haywire,
who
knows
so.
Then
it
became
the
town
council
sitting
here,
basically
as
a
jury,
making
up
their
minds
as
to
whether
or
not
they
would
offer
this
particular
entity,
some
type
of
tax
break.
H
M
G
G
B
M
M
G
G
H
B
Feel
I
mean
I
I
like
at
least
to
be
updated
on
it.
That's
something
I
definitely
want
to
see.
I'm
not
saying
we
have
to
approve,
but
but.
M
H
M
B
B
H
G
In
john's
ward,
chinese,
restaurant,
the
mexican
restaurant
no
no
coup
as
well
cou
came
in
owing
was
it
back
back,
liquor
taxes
and
they
owed
like
20
thou.
It
was
a
lot
of
money
that
wasn't
that
much
all
right,
but
it
was
a
lot
of
money
they
owed
before
they
could
open.
They
had
to
pay
it
all
off
right.
That's
game,
taxation.
H
G
H
Correct
people
know
you
don't
know
what
happens
at
the
closing.
So
when
you
go
to
private
entities
discussing
their
business,
well,
who's
going
to
pay
back
that
you've
had
situations
where
checks
have
been
cut
and
the
buyer
okay
says:
okay,
you're
going
to
pay
for
the
question.
No,
no
next
time.
H
Well,
it's
it's!
The
problem
is
the
town
is
not
a
party
at
a
private
transaction
fire
and
seller
west
valley,
not
only
west
valley
and
the
issue
with.
H
Added
with
the
the
villa
check
was
cut,
the
seller
took
the
check
deposit,
it
never
paid
the
taxes,
so
the
owner
wanted
tax
relief.
The
owner's
attorney
contacted
the
town.
We
said
to
the
owner's
attorney
you're,
the
one
who
was
supposed
to
be
at
the
closing,
making
sure
that
the
monies
were
paid
that
day
to
the
town.
Why
would
you
cut
a
separate
check
to
the
seller
who
populated
it
and
just
took
off
all
right,
so
they
had
to
pay
the
taxes
and
she
said:
well,
we
already
paid
the
taxes.
H
Well,
you
did
because
all
you
did
was
pay
the
seller
additional
12
grand
instead
of
paying
the
taxes.
So
when
she
wanted
to
open
up
the
taxes
had
to
be
paid
now
she
was
discriminated.
The
fact
is:
the
town
was
not
a
party
at
the
transaction.
We
weren't
sitting
there
during
the
closing
to
let
them
know
what
you're
what
you
going
on,
what
should
go
on
and
over
the
years
this
council
has
made
improvements
in
additions
and
amendments
to
the
municipal
lien
certificates
to
make
sure
they.
H
M
M
H
Where
they're
arguing
or
debating
one
one
year's
tax,
that's
nothing
to
do
with,
say
the
second
third
or
fourth
year's
tax
or
a
tangible
tax
issue.
H
H
I'm
sure
your
tax
collector
could
tell
you
to
hire
four
more
people
that
you
could
probably
help
out,
but
I
mean
the
risk
reward's.
Not
there.
I
mean
the
cost
benefit
analysis.
Hiring
four
people
aren't
going
to
give
you
the
bang
for
the
buck
that
you
think
you're
going
to
get
because
it
just
doesn't
happen
that
way,
and
this
town,
unlike
I
mean
every
other
city
in
town,
the
rest
of
the
united
states-
will
do
the
same
thing:
everybody's
not
paying
their
taxes
on
time.
M
With
motor
vehicles
we
have
the
clearances,
they
need
a
clearance,
they
need
to
pay
in
full
if
they're
delinquent.
So
that's
one
avenue,
we
have
the
tax
sale
that
helps
us
out
with
real
property,
sewer,
sewer
use,
and
then
we
also
have
rossi
who's,
collecting
delinquent
motor
vehicles
and
tangibles
I
mean
I
don't.
These
are
all
the
avenues
we
have
to
collect
in.
G
I
think
at
the
least
at
the
least,
maybe
maybe
once
once
a
month
that
we're
at
least
it
updated
hey.
We
have
even
this
quarter
right.
M
M
B
B
As
far
as
sending
letters
to
the
individuals
saying
hey,
you
owe
this
tax
division
of
taxation
because
that's
the
other
thing
too,
gentlemen:
it's
not
just
our
tax,
it's
also
division
of
taxation,
so
they
and
division
of
taxation
makes
zero
leeway
for
anybody.
They
they
say
you
pay
or
it's
up
to
the
town,
to
shut
you
down.
So,
if
they're
not
paid
at
the
state,
it's
still
our
responsibility
to
shut
them
down.
Just
to
let
you
know
that,
that's
not
anything
that
we
can
do.
I.
G
G
H
Maybe
the
mandate
by
statute
forgotten,
if
right
now,
the
abc
bar
and
grill
owns
the
town
of
westworld,
say
a
hundred
thousand
dollars.
Ten
thousand
dollars
who.
H
They
came
in
here
in
december
to
get
their
license
renewed.
The
town
council
renewed
it
based
upon
them
being
in
compliance
since
they're,
not
in
compliance.
If
they
pay
the
40
000,
the
town
keeps
them
open.
They
can
get
into
an
agreement
with
the
town
if
they
don't
pay.
The
40
000
they're
not
going
to
get
into
an
agreement
with
the
town
for
10,
and
then
the
town
allow
them
to
open,
because
the
statute
does
not
allow
the
town
to
give
them
that
relief.
So
the
division
of
taxation
has
to
be
paid
first.
G
B
B
B
Know
I
know
how
some
people
work.
I
I
know
some
people
come
here
on
the
fourth
quarter
in
pay
and
they
do
they
pay
the
12
interest,
because
I
pay
first
and
third
quarter
and
I
pay
it
all
off.
So
it's
first
quarter.
I
pay
everything.
Third
quarter,
I
pay
in
march.
I
pay
everything.
So
it's
it's
done,
but
I
pay
my
12
interest
in
it.
It's
it's
like
50,
60
bucks.
I
pay
it,
but
that's
the
way
my
finances
run.
B
It's
it's
a
six
month
cycle
and
unfortunately
that's
everywhere,
so
2017
I'd
be
more
concerned
at
the
end
of
march
april
may
get
into
that.
Fourth
quarter,
where
we
stand
with
collections,
if
we're
at
you
know,
80
percent,
in
the
going
under
75
percent
going
into
the
fourth
quarter.
I'd
be
I'd,
be
a
little
concerned,
because
now
you
go
all
the
way
until
june
30th
to
pay
your
taxes
before
you're
into
the
following
year.
B
So
I'm
more
concerned
I'd
like
to
see
a
list
from
last
year,
because
those
are
those
are
the
ones
that
have
really.
If
you
get
that
collections
now
and
then
get
a
further
collection
in
june,
that
actually
will
help
your
collection
ring.
Okay.
So
you
get
last
year's
in
here
with
the
12
interest
and
you
get
this
year
and
if
you
get
that
up
to
97,
98
percent
that'll
help
shortfalls,
but.
D
M
B
I
I
would
be
concerned
with
the
future
all
the
way
out
into
2020..
How
do
you
project
the
the
course
of
this
town
unless
you're
looking
into
every
year
that
falls
in
front
of
us?
Not
just
2016
2016
should
be
a
sign
of
what's
to
come.
Basically,
if
you
do
a
historical
projection
based
on
how
many
more
people
are
showing
up
as
delinquencies
that's
something
to
be
concerned
with,
I
wouldn't
dismiss
it
that
easily.
I'm.
B
Not
I'm
not
dismissing
it
that
easy!
I
just
said
I'm
waiting
till
the
third
quarter,
but
she
just
said
we're
at
56
collection
rate
going
into
the
second
third
quarter.
Okay,
we'll
watch
it
going
into
the
fourth
quarter,
we're
going
into
third
quarter.
Now
we're
gonna
be
going
into
the
fourth
quarter
in
what
march
april.
D
B
15Th,
so
that's
when
we
want
to
look
at
that
and
yes,
we
want
to
collect
as
much
trust
me.
I
want
to
collect
100.
If
we
collect
100
percent,
we
never
have
a
shortfall,
we'd
be
doing
great
yeah.
Our
shortfalls
are
due
to
800
000
of
non-collected
budget
like
we're
at
90
we
budget
97
and
a
half
or
90.
What
do
we
budget
last
year,
96.8
or
something
like
that
96.8
and
we
only
collect
95.8?
B
That's
almost
a
million
dollar
shortfall
in
that
one
percent.
So
yes,
if
we
collect
98,
we
won't
be
that
one
million
dollar
shortfall
that
million
dollars
would
be
here.
That's
I
understand
I
want
it
here
too,
but
I
also
want
to
get
the
previous
stuff
in
here
also,
which
will
help
our
collection
rate.
I
And
the
other
mention
is,
as
far
as
your
your
business
license
form.
You
need
to
clarify
that
if
there
is
a
different
approach
for
people
being
given
agreements,
because
on
that
form,
it
specifically
says
that
you
should
not
be
getting
a
business
license.
If
you
owe
taxes,
it
does
not
say
if
you
are
in
an
agreement
with
town
for
past
due
taxes,
it
says
you
should
not
be
getting
a
business
license.
I
B
G
B
G
If
mr
reed
would
like
to
come
up
and
discuss
what
kind
of
relief
he
was
seeking,
I
don't
know
if
there's
anything
we
can
do
as
a
council.
It's
something
we'd
have
to
speak
to
the
tax
assessor,
but
if
mr
reed
would
like
to
come
up
and
speak.
L
Reed
62
andrews
avenue-
I
spoke
to
mr
messier
about
seeing
if
I
can
get
some
tax
relief
on
the
property
on
industrial
land
until
it's
resolved.
We
all
know
it's
under
litigation.
Okay,
I
have
no
use
for
the
property.
I
can't
get
on
it
and
even
worse,
as
of
last
week,
mr
newman's
put
up
jersey
barriers,
so
you
can't
even
get
fire
trucks
up
the
lane
now,
which
is
another
story?
L
G
My
problem,
my
problem,
would
be
like
what
happens
if,
if
you,
if
you
win
the
litigation,
then
who
pays
the
taxes
on
that
land.
L
G
L
You
can
charge,
I
don't
care
what
you
charge,
but
I
will,
if
I
lose,
I
pay
my
back
taxes,
but
right
now,
between
litigation
with
the
town
noons
and
some
new
defendants
coming
on
board.
You
know
I
just
like
to
have
some
relief
until
it's
done.
If
I
lose,
I
pay
all
my
back
taxes.
If
I
win,
then
that
means
that
the
town
was
part
of
not
letting
me
on
my
property.
H
Not
a
question
of
fairness,
it's
a
question
of
the
law,
statutes,
division,
the
taxation,
tax
statutes
and
the
ordinance
don't
allow
for
the
relief
you're
requesting.
If
you
want
to
challenge
it,
you
have
administrative
principles
and
properties
you
can
go
through.
You
can
also
do
it
through
the
courts,
so
you
do
have
a
right
to
be
heard,
but
the
council's
not
the
place
to
hear
it.
H
L
L
B
L
A
H
H
H
I
understand
that
and
I'm
not
I'm
not
disputing,
I'm
not
disputing
anything.
You're
saying
right
now
that
deals
with
the
litigation,
but
the
tax
statutes.
Don't
allow
this
town
council
to
give
you
the
relief
you
want.
The
only
thing
you
can
do
right
now
is
file
the
administrative
procedures
act
and
or
go
to
litigation
on
this
issue
as
to
whether
or
not
you
should
be
paying
taxes
on
property
that
you
own
with
a
federal
home.
It's
not
a
massive
amount.
L
L
L
A
B
Just
to
clarify-
and
I
know
somebody
else
asked
me
this
over
the
weekend
too-
a
tree
warden,
so
dpw
needs
to
look
at
a
tree.
Something's
not
looking
right.
The
tree
warden
comes
in
with
their
they're
a
licensed
arborist,
so
they're
able
to
determine
if
the
tree
is
diseased
needs
to
be
removed
and
whatever
else,
if
it's
dangerous
to
the
public.
So
that's
what
the
tree
warden
is
used
for
and
basically
that's,
like
angelo
said
it's
free.
He
basically
gets
the
phone
call
he'll,
don't
give
him
a
time
and
date.
C
B
E
A
D
A
A
B
That
is
young
denny.
He
he
has
showed
interest
in.
He
is
a
constituent
of
mine.
He
he
has
shown
that
he
wants
to
be
involved
in
the
community.
He
is
very
well
involved
in
the
community
with
coaching
sports.
Already
his
father
raised
him.
Well,
his
parents
raised
him
well
and
he
he's
trying
to
be
more
involved
in
the
campaign
move.
E
Of
review,
one
member
with
the
term
to
expire,
10
20.
Well,
let's
go
tonight:
10
21
pension
board,
two
to
with
terms
to
expire,
11,
18,
21,
juvenile
hearing
board,
one
with
the
term
to
expire,
12,
20,
21,
board
of
assessment
and
review
with
the
term
two
one
with
the
terms
expired.
Three
2019
westward
public
library,
trustee
three
turned
to
expire.
2
2018.
E
C
I
spoke
with
freddie
today
about
the
recreation
committee
there's
going
to
be
a
meeting
scheduled
third
weekend
third
week
in
january.
I
don't
think
we
need
to
put
on
the
agenda
unless,
okay,
because
freddie
wants
to.
A
Just
got
one:
this
is
this
public?
What
is
it
no
go
ahead?
I'll?
I
just.
I
just
want
to
bring
up
something.
I
think
it's
very
insulting
to
this
council
that
we
have
the
fire
chief.
Here
we
have
the
police
chief.
Here
we
have
our
finance
here.
We
have
our
town
manager
here,
the
rest
of
the
department
heads.
A
B
Okay,
I
just
want
to
clarify
it's
not
and
trust
me
I
like
to
see
him
here.
It's
it's
actually,
the
town
manager
who
instructs
them
to
come
or
not.
If,
if
he
wants
that.
A
It
says:
attend
town
council
meetings.
If
you
look
at
it
so
ernie,
I
think
that
they
should
be
here.
They
get
paid
to
be
here,
they're
on
salary,
the
constituents,
the
taxpayers,
the
residents
of
this
town
should
have
the
opportunity
to
question
them.
If,
if
they
please.
F
My
feeling
is
if
there
is
a
reason
for
them
to
be
here.
If
there
is
an
agenda
item,
certainly
they
are
expected
to
be
here.
If
there
is
no
agenda
item
there
is
nothing
on
the
agenda
for
them,
then
I
wouldn't
see
the
need
for
them
to
be.
A
A
Well,
they
should
be
involved
in
their
community,
we're
paying
them.
They
should
be
show
a
little
enthusiasm
and
be
here,
and
you
know
cheer
on
the
good
old
guys.
If
not,
I
don't
think
that
john
should
ruin
his
night.
He
has
a
family.
I
don't
think
that
joe
should
ruin
his
night.
I
don't
think
that
freddie
or
dave
should
ruin
their
night.
I
don't
think
our
finance
director
should
ruin
their
night.
B
B
But
sons
of
italy
we
normally
donate
to
them
each
and
every
year
for
an
ad
in
their
book
angel.
You
know
this
book,
probably
better
than
anybody.
A
Yeah
we've
been
putting
in
we
honor
what
we
do.
We
make
our
honoree.
Every
year
in
march,
we
honor
a
person,
and
this
year
happens
to
be
councilman,
joe
gallucci
from
warwick,
which
has
been
involved
with
the
city
of
warwick,
the
liquor
commission
for
the
state,
probably
40
years
so
this
year
he
was
our
choice
for
the
recipient
of
the
year
award
and
the
town
council,
whether
whoever
it
is
always
generous
enough
to
put
in
I
think
it's
a
hundred
dollar
ad
yeah,
whatever
it.
B
Is
well
that's
the
question
I
have.
Does
it
to
the
council
I'll
put
it
on
the
next
agenda,
but
so
marian
can
stop
processing
this.
Does
anybody
have
a
problem
with
that
and
I'll
put
it
on?
No,
so
just
put
this
on.
The
next
agenda
also
received
a
special
thank
you
card.
I
don't
know
whose
what
this
is
is
mine,
joe
water
says
it's
sometimes
easy
to
forget
that
there
are
nice
people
out
there
doing
nice
things
for
others.
B
Thanks
for
being
such
a
special
reminder,
the
sheldons
and
neighbors
the
sign
posted
caution,
children's
play
they
didn't
put
over
actually.
C
25
quaker
drive.
I've
worked
with
mrs
sheldon
over
the
last
few
months.
She
had
some
issues
on
quaker
high
speeds,
kids
playing
in
the
areas,
a
lot
of
apartments
in
the
area.
So
we
work
to
put
the
radar
sign
in
there
and
to
get
some
signage
put
in
this
after
the
traffic
safety
committee,
and
