part

reasons

happening
was
because
some
shelters
had
gas
chambers,
including
west
warwick,
and
we
went
to
senator
john
tassone,
former
senator
john
tassone
and
representative
charlene
lima
from
cranston,
and
we
asked
them
to
introduce
legislation
to
ban
the
gas
chamber
which
they
did.
It
passed.

They
die
quite
frankly
in
east
providence,
former
councilman
barry
cook,
put
defenders
of
animals
into
the
shelter
to
operate
their
shelter
because
of
what
had
been
taking
place.
Those
animal
control
officers
had
put
down
hundreds
and
hundreds
of
animals.
Before
we
got
there,
they
had
only
placed
50
dogs
in
one
year.

had
three
feral
cat
houses
made
specifically
by
bruce
lossini,
and
I'm
going
to
tell
you
those
those
cat
houses
were
better
insulated
than
most
houses.

put
those
down
there.
We
had
pet
supply
plus
store
out
in
cranston
and
garden
city,
start
donating
to
your
shelter
pet
food.
At
my
request,
we've
we
replaced
all
your
guillotine
doors
on
those
dog
runs.

volunteers
are
the
backbone
of
many
organizations,
and
I
was
the
former
executive
director
of
the
elmwood
community
center
in
providence,
former
executive
director
of
the
woodlawn
community
center

pawtucket
associate
director
at
the
urban
league
and
the
head
of
adult
services
for
oic,
and
I
can
tell
you
those
organizations
would
not
have
survived
without
volunteers.

that
we
were
never
told
why
we
had
to
leave
the
shelter
it's
been
over
two
months
and
I'm
sure
there's
some
confidential
issues
going
on
that
we're
not
aware
of,
but
you

I've
had
people
ask

don't
know
what
to
say
to
them.
We
didn't
do
anything
wrong.
Nobody
in
seven
years
that
I've
been
walking
dogs
there.
Nobody
said
I
did
something

all

a
sudden
we're
gone.

facility
and

walked

not

because

don't
know

the
answers,
but

ran
a
dark
pound
before

under
contract
with
the
city
of
east
providence
and
there's
certain
things
you
do,

certain

you
don't
do.

certain

don't

to
a
strange
dog-

your
hand
on

dog's

for
what

years

the
way
I've
been
doing
this
for

looking

conversations

town
manager.
Personally,
I've
never
knew
this

but
there's
no
type
of
waiver
for
personal
injury
down
there.

to
look
at
possibly
doing
that
because
we've
had
over
the
past
few
years,
a
few
claims
from
volunteers
who
got
hurt
down
there.
So
we
have
to
look
at
that
one
just
recently,
so
we
have
to
look
at
tom
responsibility.

there's
issues
that
the
town
manager
has
been
working
on

police
chief

be

guidelines

havens

get
hurt

a
volunteer
or
anybody
sticks
their
hand
in

dog

or

volunteer

town

towards
the

sure
that
we
have
a
waiver
signed.

because
you

have
to
look
at
our
side

it

the

dangers

everything

on

matters

town
manager's
responsibility,
along
with

hr
director
and
in
the
department
head
who
runs
that
department,

they
have
to
get
that
resolved
first,
then
they
have
to

president

angels
organization.

are

scheduling,

meeting
to

over

final

they

resolved

would
foresee
coming

relationship
agreement
that
would

the

their

looking

code

ordinances,

relates

the
shelter

two

four
deals
with
animal
control,

specifically
section
4-2-7-a,
says
the
drug
officer
shall
be

executive
agent
in
charge
of
this
article
and
shall
be
directly
responsible
to
the
chief
book
police
and
the
town
council.

Something
I
learned
only
recently,
and
I
think
all
of
us
need
to
understand
is
that
the
animal
control
officers
are
civilian
employees
of
the
police
department
and
what
that
means
in
part
is
that
they
cannot
rise
in
the
ranks.
They
never
become
a
sergeant
or
a
lieutenant
or
anything
else
they
are,
and
always
will
be,
will
be
at
the
bottom
of
the
pecking
order.

Now
somewhere
along
the
way,
it
seems
two
phrases
in
the
section
have
been
gotten
overlooked.
The
first
is
that
the
aco
is
the
executive
agent
for
the
entire
article.
The
section
only
contemplated
one
aco
in

understanding

shelter

promoted

or

not
the

has
been

to
think
of
thinking
of
it
as
an
affiliate
depart,

department

kind
of
special
unit
with
the
executive

still
being
responsible
to
the
directly

chief

approximately
five-year-old
mutt
came
to
us
with
maggots
internal
as
well

external.
He
spent
the
first
five
days.

the
hospital

he

back
to

shelter

had
to
build
him
back
up
slowly
and
with
high
quality
food,
approximately
two
dollars

fifty
cents

day.

adopted

lovely
couple
who
adored
him,
as
well
as
their
neighbor,
who
waited
every
day
for
eddie
to
come
out,
so
he
could
give
him
special,
treats
and
play
with
them:
eddie
cost
angels,

cents,
less
the
adoption
of
10
to
the
town,
to
the
shelter
and
140
to
angels.

needed
to
bottle
feed
them

well
as
vet
them
and
all
other
issues

needed
to
be
done
prior
to
adoption

thousand
dollars
was
spent
on
taking
care
of
these
kittens
forty
nine
dollars

container

kitten
milk
alone,
and
we
went
through
a
ton
of
kitten
milk
as
well
as
surgery
and
vet
appointments.
Sadly,
one
kitten
passed
away.
We
took
in
eight
hundred
and
eighty
dollars,
and
that
meant
we
spent

thousand

and
twenty
dollars
on
these
kittens
angels.
