interest
arbitrations

wage
reopeners

fire

police
unions
under
the
prevailing
collective
bargaining
agreements.

negotiations
for
the
wage
reopen

18..
There
was

agreement,
so

arbitration
ensued
and
again

public.
If
there's
no
agreement
and
an
arbitration
panel
is
constituted,
one
member
from
selected
by
a
town
one
member
is
selected
by
the
union
and
those
two
we'll
select
the
third
member.
So
at
the
present
time
we've
had
some
arbitration
sessions
with
the
fire
union.

Wage
payments
for
the
current
year,
we're
in
fiscal
year,

from
july
1st
of
18
to
june
30th
of
july
1st
of
17
to
june
30

So
basically,
what
this
does
it
consolidates
both
those
wage
reopeners
into
one
one
award
with
no
retroactive
pay
and
looking
at
this,
one
of
the
reasons
for
the
recommendation
is
the
retroactive
pay.
Clearly,
you
know
that
would
be
an
expense
that
the
town
would
have
potentially
depended
upon
the
war.

is
my
recommendation
that
the
council
consider
and
adopt
the
following
resolution.

There
would
be
no
retroactive
pay
for
fy18
and
going
forward

There
would
be
a
3.5
percent
increase.
The
estimated
fiscal
impact
of
that
would
be
226
thousand
dollars,

and
again
that
would
be
july
1st,
which
funds
were
budgeted
for
in
the
fy
19
budget.

funds

in

So
again,
what
this
gives
us
is
the
ability
to
go
forward
and
maintain
no
rack

pay

potential

an
award.

utilities
are
aging
and
they're
inadequate,
there's
quite
a
bit
of
flooding
issues
and
also
water
quality
pollutants,
bacteria,
nitrogen
metals
philosophers
getting
into
getting

water,

other
problem
is
funding
it.
How
does
how
do
we
pay
for
stormwater
utilities
and
improvements
to
address
those
problems.

So
just
briefly,
I'm
not
getting
into
this
too
much
detail,
but
we
did
look
at
six
conceptual
bmps
that
we
looked
at
in
a
previous
phase.
This
grant
is
for
phase
three
phase,
two
selected
six
areas
that
are
required
or
that
warranted
additional
design.

Of
course
paying,
for
it
is
always
the
challenge.
So
we
looked
at
a
stormwater
utility.
The
stormlight
utility
is
just
like
a
storyteller
right,
so
utility
pay
for
sewage,
basically
generate
stormwater
utility
uses
fees
based
on
the
kind
of
stormwater
runoff.
That's
generated,
just
like
sewer
that
money
is
held
in
a
dedicated
account
to
pay
for
stormwater
stormwater.
As
pipes,
operation,
maintenance
expenses
needs
to
be
maintained,
improved
to
meet
all
the
state
requirements,
but
there's
no
dedicated
funding
for
it.
So
that's
the
purpose
of
this
stormwater
utility.

be
a
utility
fee,
some
of
the
benefits
sustainable
funding
source
because
it's
a
dedicated
fund,
you
can
attract
external
investments
such
as
you
know
this
grant.
We
need
to
match
funds,
so
there'd,
be
funds
available
for
matching,
would
fund
the
approximately
five
hundred
thousand
dollars
it
costs
now
to
operate
the
drainage
system,
to
maintain
it
as
well
as
well
as
cover
the
debt
service
on
4
million
and
capital
improvements.

would
be

on
commercial
properties

way

works

commercial

three
times

the

groundwater
infiltration
volumes,
some
water
quality
mine
anyway,
anything
above
and
beyond
that
up
to
a
certain
amount,

qualify
for
credit
from
it,
so
that
you're
being
credited
for
a
reduction
in
runoff

then
for
retrofits
any
any
property
that
exists
in
all
the
properties
that
were
built
before
these
requirements.

equipment

exceed

dollars.

officers

one

task

one
assigned
to

so

money

goes

The
state
goes

state
account
there's
two
different
rules

regulations.

follow
with
using
funds
from
those
accounts.
The
state
account
is
simply
designed
for
any
action
that
will
further
assist
with
the
investigation
of
narcotics
investigations.

accounts
a
little
less
stringent.
However,
it's
not
just
carte
blanche.
It
can
be
used
for
items
for
the
police
department
that
are
not
budgeted
for
so
obviously
we
were
able
to
do
some
things
with
detective
costs,

budget

patrol
cars
and
we're
able
to
do
things
in
that
that
aspect
so
with
this
request
here.

bidding

little

communities

and

under
this
program,

state

submit

applications

census
tract

communities
over
120
different
census
tracts.

the
state
of
rhode
island
finished
their
review
and
I'm
pleased
to
say
one
of
our
submittals
was
accepted
for
the
25,
that
the
state
of
rhode
island
is
going
to
be
submitting
to
the
department
of
treasury.

every

state

again,
so
that
was
very
good.
We
are
in
the
running
we
made
the
cut
to
from
the
state,
and
so
the
next
step
is
to
wait
and
see
what
happens
at
the
treasury
level.

should
know
in

good
news
and
it's
basically
encompasses
the
arctic
area,
and
I
would
be
remiss
if
I
didn't
say
that
mark

wayne
did
a
great
job
in
a
very
short
period

putting
together
a
very
substantial
application

able

reviewed

approved
and
accepted
by
the
state
of
rhode
island.

so
that's
some
very
good
news

we'll

how

federal
level

department

treasury
reviews

is
encouraging

wanted

report

crompton
metals
development.

coventry
about

weeks

haven't
submitted

plans

point,
so

think
some
of
the
residents
who
live
in
that
area
will
be
happy
with
that,
at
least
for
now
the
development
conduct
development
on
greenbush
seems
to
be
moving
along.

been
kind
of
quiet.

constituents

know.

flip-flopped

the
trash

pair
and

pier

half
to
three
bags
from

fishing
pier

playground
