service
doesn't
travel

the

but
it

connect

buses
that
will

outside

in
all
the
flex
zones
the
flex
service
will
connect

buses,

you
into
providence
and
out
of
the
zone.

with

manager

grant

playground
for

citizens

exercise

board

social

not

disclosing

the
information,
but
as
a
town
council,
it's
our
responsibility

look

not

difficult
to
check
somebody's

as
a
cashier
or
a
dog

do

We
should.
We
should
absolutely
have

protocol
in
place
for
that

bottom

it's

council,

looked

fan

social

has
good
points
and
bad
points,

out

I
am
going

defend
because
it

about
me

jerry.

council
member
question,

intelligence,
the

quite
frankly,
made
for
some
comic

for
the

applies

board

they
want
to
be,
or
they
have
a
little
bit
of
background,
and

isn't

this

about
you
in

questioned
intelligence

voted
based
on
the
application

submitted,

that

front

question

is
the
town
charter
versus
the
state
constitution
and
that's
where
I'm
going
to
ask
a
solicitor
tonight,

I
haven't
really
talked
to
anybody
about
this.

everybody
says
I
didn't

back
to
walk
you
tell
I
did.

asked
five

his

doubt

constitution
in
the
state
of
rhode
island
was
changed
back
in
the
1980s
to
address
issues
of
suffrage,
which
means
to
say
if
you
were
convicted
of
a
felony.
Your
right
to
vote
was
taken
away
from
you.
That
was
changed
with
this
amendment
and
in
the
amendment
it
clearly
states
article
2,
section
2
of
the
constitution.

An
elector
shall
be
disqualified
as
a
candidate
for
elective
or
appointed
state
or
local
office,
or
from
holding
such
office.
If
such
elector
has
been
convicted
of
or
pled
nolo
contendre
to
a
felony
or
if
such
elector
has
been
convicted
or
pled
nolo
contendre
to
a
misdemeanor
resulting
in
a
jail
sentence
of
six
months
or
more
either
suspended
or
to
be
served,
such
electors
shall
not
once
so,
convicted
attain
or
return
to
any
office
until
three
years
after
the
date
of
completion
of
such
sentence
and
probation
or
parole.

The
first
time
this
matter
became
before
our
supreme
court
was,
in
the
case
of
state
of
rhode,
island
xrell,
floyd,
edmond
webb
iii
versus
vincent
a
siansi.
The
site
is
591,
a
second
1193
in
the
year
1991
when
the
court
found
that,
because
of
this
change
in
the
constitution,
mr
siansi,
who
had
been
a
convicted
felon,
was
eligible
to
run
for
the
position
of
mayor
in
the
city
of
providence.

matter
came
from

before

town
back
in
2016
and
aboard
a
canvases
matter
regarding
former
council
councilman
from
ward
one
angelo
a
padula
when
there
was
a
challenge
there
was
candidacy
because
of
a
criminal
conviction
that
had
taken
place
in
his
past.

The
board
of
canvas
has
made
a
finding
that
not
only
was
it,
he
was
a
convicted
felon,
but
also
they
had
done
time
at
the
adult
correctional
institution
in
his
matter
once
he
went
through
with
his
suspended
sentence
of
probation.
His
matter
was
expunged.
However.
The
expungement
only
takes
care
of
the
record.
It
doesn't
take
care
of
the
crime.

It
deals
with
money,
so
you
actually
come
before
the
tax
board
of
assessment
and
review,
and
that
board
has
more
say
in
what
happens
to
your
money
than
the
pension
board
does,
because
mr
lee
or
any
other
member
of
the
pension
board
is
not
going
to
be
taking
bags
of
cash
to
centreville
bank
to
deposit
them.
I
hope
everyone
understands
that
councilman
padula
moved
the
resolution
second
by
council.
Vice
president
tamiko,
the
vote
was
inaudible.

Unanimous

put
mr
lee
on
the
board
of
assessment
review
and
that
didn't
even
take
place
a
year
ago.

as
far
as
the
legal
standards
from

constitution
reviewing
the
hormonal
charter,
mr
leet's
record,

indicates
that
he
was
convicted
of
a
felony,
he
was
not
sent.

had

suspended
sentence
in
probation,
which
he
has
completed.

allowed

re-register
and
re-qualify

voter.

was
allowed
to
re-qualify
as

elector

upon
moving

registered
to
be
a
voter,
which
means
he

eligible

appointed
member
of
a
board
or
commission,
or
he
can
run
for
office
in
this
town.

councils

addressed

court

issue

hold

one
second,
the
town
is
not
a
party
to
the
lease
or
the
contract
that
the
landlord
or
the
property
owner
has
with
this
tenant.
So
we
don't
know
if
it's
a
triple
net
lease.
We
don't
know
whether

not
when
the
tenant
pays.
His
rent
on
a
monthly
basis
is
the
landlord
supposed
to
pay
the
tax.
We
don't
know
that
all
right,
so
what
happens
is
the
only
common
denominator
between
the
two
renters
and
the
town
is
the
property
owner.

So,
for
example,
if
in
fact,
the
property
owner
with
due
diligence
checks
on
a
monthly
basis
or
a
quarterly
basis,
with
the
town
of
west
warwick
as
to
whether
or
not
his
tenants,
tangible
taxes
have
been
paid
and
he
finds
out
that
they
haven't
well,
that's
up
to
him
to
address
it,
but
they
don't.
They
don't
do
that.

to

notification
because
they're
the
landlord,
so
the
landlord's
supposed
to
know
what's
going
on
with
that
property.
So
if
the
landlord
rents
to
a
restaurant
to
a
furniture
store

anyone

tenant,

landlord

know
what's
going
on
with
that
particular
piece
of
property
rose.

notification
on
the
taxes,

if
the
tangible
taxes,
all
right
that
have
been
raised
as
an
issue

past,
because
people

bringing
property

equipment.

landlord
does
not
know

existence

tangible
taxes,
he's
not
a
good
landlord,

the
issue
simply
is
this

should
be
enabling
legislation
filed
with

state
to
determine
whether
or
not
tangible
taxes
are
going
to
be
paid
by
the
former
tenant
current
tenant
or

only
common
denominator,
which
is
the
landlord.

predicament

business
owner

says
