A
Good
morning
today
is
tuesday
august
16th.
The
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting.
Mr
davidson
and
I
are
present,
commissioner,
kenyan
is
absent.
A
D
A
A
A
Okay,
I'll
second
motion,
all
in
favor,
say
aye
aye,
aye
motion
carries
unfinished.
Business
has
been
removed
from
the
table.
We
have
with
us
our
distinguished
bob
perkins
award-winning
bobber.
Thank
you,
mr
chair.
He
has
some
final
rank
and
award
recommendations
for
rfp
aydah,
county
security
and
screening
services
go
ahead.
Yes,
mr
chairman,.
C
And
the
commissioner,
the
evaluation
team
for
rfp
t2071,
the
ada
county
security
and
screening
services
has
completed
the
initial
evaluations.
I
would
like
to
ask
for
additional
time
to
have
continued
due
diligence
on
this
project
and
would
like
to
re-table
the
final
engine
and
award
recommendation
to
the
august
30th
2022,
open
business
meeting.
D
A
All
in
favor,
say:
aye
aye
motion
carries
all
right.
We
have
another
development
services,
we
have
revised
findings
of
fact
and
conclusions
of
law
richard
or
leon.
Do
you
have
a
little
update
on
this
yeah.
C
Mr
chairman,
commissioner
davidson
we
present
for
your
consideration
this
morning
revised
findings
of
fact,
conclusions
a
law
just
to
support
your
decision
to
deny
the
two
appeals
for
blue
sky
farms,
and
these
support
your
decision
made
at
the
public
hearing.
A
D
A
A
A
D
Mr
chair,
I
move
to
adopt
resolution
number
two,
seven,
seven
six,
which,
as
provided
by
idaho
code,
31-1604
and
1605,
sets
the
budget
for
fiscal
year,
2022-2023
totaling,
314
million
and
thirty,
eight
thousand
six
hundred
and
thirty
seven
dollars
in
appropriations
to
include
148
million
three
hundred.
Ninety
two
thousand:
seventy
one
dollars
in
property
taxes
and
166
million
46
566
dollars
in
non-property
tax
revenues
and
by
the
detail
attached
reflects
the
amounts
allotted
to
each
department
and
fund
of
the
county.
A
I
will
second
that
motion
this
is
a
budget.
This
is
the
probably
one
of
the
most
important
resolutions
that
we
adopt
in
in
this
county,
because
it
sets
our
budget-
and
I
want
to
thank
everyone
here
in
this
room
that
participated
in
the
drafting
of
that
budget,
because
it's
not
something
that
we
do
on
our
own.
A
This
is
a
team
effort
by
everyone
here,
every
department,
all
other
elected
officials
and
fortunately,
we're
able
to
arrive
at
a
at
a
at
a
number
and
a
budget
that
is
that
continues
with
the
good
work
of
the
citizens
of
ada
county
to
keep
to
keep
them
safe
and
to
provide
the
public
services
that
are
that
are
necessary,
and
so
I
want
to
congratulate
everyone
here
for
your
participation
in
that.
D
And
overall,
we've
been
I'd,
say
getting
good
reviews
and
hearing
positive
comments
from
employees
and
the
public
hasn't
shown
up
with
torches
and
pitchforks.
So
that's
always
a
good
sign.
A
A
Motion's
been
made
and
it's
been
seconded
so
all
in
favor,
say
aye
aye
all
right
motion
carries.
Thank
you.
A
A
Do
we
have
any
discussion?
I
see
we
have
adam
on
the
on
the
bridge.
Did
you
want
to
say
anything
adam.
E
Mr
chairman,
I
would
just
offer
my
sincere
gratitude
to
the
board
for
adopting
both
the
president
mosquito
abatement
but
district
budgets.
I
appreciate
all
the
help
from
everybody.
We
had
that
helped
us
put
together
those
budgets
and
helped
us
make
sure
that
we
could
continue
to
work.
D
Mr
chairman,
I
move
to
adopt
resolution
number
two
777
which,
as
provided
by
idaho
code,
section,
31-1604
and
1605,
sets
the
budget
for
fiscal
year
22
to
23
totaling,
812
249
dollars
in
appropriations
to
include
seven
hundred
and
forty
three
thousand
one
hundred
and
forty
nine
in
property
taxes
and
sixty
nine
thousand
one
hundred
dollars
in
non-property
tax
revenues
and
by
the
detail
attached
reflects
the
amounts
allotted
to
the
pest
extermination
district.
A
If
there's
no
further
discussion,
I'll
call
for
the
vote,
all
in
favor
of
the
motion
say
aye
aye
right
motion
carries.
Thank
you.
I
will
now
open
the
resolution
open
the
public
hearing
on
resolution
2778
resolution
to
adopt
the
county
mosquito
abatement
district
budget
for
2023
yeah.
Is
there
a
discussion?
E
A
All
right
any
other
discussion,
hearing
I'll
close
the
public
hearing
on
resolution
number
2778.
Is
there
a
motion.
D
Mr
chair,
I
moved
to
adopt
resolution
number
two,
seven,
seven,
eight,
which,
as
provided
by
idaho
code,
section,
31-1604
and
1605,
sets
budget
for
fiscal
year,
2022
to
2023
totaling,
one
million
five
hundred
and
seven
thousand
four
hundred
nineteen
in
appropriations
to
include
one
million
four
hundred
and
one
thousand
six
hundred
and
eighty
three
in
property
taxes
and
one
hundred
and
five
thousand
seven
hundred
and
thirty.
Six
dollars
in
non-property
tax
revenues
and
by
the
detail
attached
reflects
the
amounts
allotted
to
the
mosquito
abatement
district.
D
A
A
That's
because
this
budget
did
not
include
a
property
tax
increase
and
this
this
by
passing
this
resolution,
it
reserves
the
foreign
balance
that
that
amount
of
money
for
future
use
if
the
county
needs
it,
and
so
is
there
any
discussion
on
this
foregone
balance.
A
D
Mr
chair,
I
move
to
approve
resolution
number
two:
seven,
seven,
nine.
As
listed
on
the
agenda.
A
Okay,
I'll
second,
the
motion:
if
there's
any
discussion,
I'll
call
up
the
question,
all
favor
say:
aye
aye
all
right
motion
carries
okay.
That
was
a
lot
of
business.
Yeah.
F
Chair
and
commissioner,
we're
just
really
excited
to
bring
this
ordinance
in
front
of
you
for
consideration.
I
think
this
is
a
long
time
overdue.
C
A
Yes,
and
I'm
glad
we
were
able
to
get
get
to
this,
because
I
understand
your
drivers
have
a
difficult
time,
but
somebody
leaves
extra
stuff
out
on
the
out
on
the
street.
Your
drivers
have
to
get
out
put
it
in
put
it
in
the
cart,
but
then
don't,
but
this
will
make
a
more
efficient
use
of
time
and
and
better
removal.
A
D
What
are
we
doing
for
education
to
the
public
to
make
sure
they
know
what
the
new
rules
are,
that
they
don't
put
a
bunch
of
garbage
out
without
the
can?
That
might
sit
there
because
the
law
is
going
to
change.
G
Jack,
which
are
quite
a
bit
of
outreach,
they'll,
be
in
the
newspaper,
it'll
be
on
our
websites.
We
have
an
app
that
all
of
our
customers
have
available
to
them,
we'll
be
putting
on
the
statements
that
go
out.
I
believe
so
probably
a
month
to
two
months
kind
of
a
transition
into
this
yeah,
we'll
try
to
get
the
word
out
as
much
as
we
can.
D
Remember
we
talked
about.
Maybe
were
you
planning
on
doing
like
one
large
pickup
day
a
year,
or
something
like
that
that
other
companies
do
yeah
we're.
D
Fee,
I
think
this
puts
us
on
par
with
the
other
cities
in
the
valley.
I
don't
know
of
any
other
city.
There
might
be
one
that
still
takes
garbage,
that's
not
inside
the
can,
but
do
you
know
if
that's
pretty
uniform
now.
G
It's
getting
there
for
sure
yep.
There
is
canyon
county
that
we
service
as
well.
That
has
that
unlimited,
but
we're
working
on
that
as
well,
so
today
coming
the
standard
all
right.
Well,
thank.
A
All
right,
there's
no
further
discussion
on
ordinance
number
nine.
Three
eight!
I
will
close
the
public
hearing
on
ordinance,
nine.
Thirty
eight!
Is
there
a
motion,
mr.
A
A
Here,
none
I'll
ask
for
a
motion.
A
A
All
second
motion
in
favor,
say:
aye
aye
motion
carries
we
have
personnel
actions
up
I'll,
accept
a
motion
on
the
personnel
actions.
Now,
mr.
A
I'll
second,
the
motion
in
favor,
say
aye
aye
aye
motion
carries
all
right.
We
have
with
us
today
our
distinguished
assessor,
mr
bob
mcquade.
Do
you
have
anything
for
us.
B
Mr
chairman,
things
are
pretty
quiet
in
the
assessor's
office
right
now.
Motor
vehicles
is.
B
B
It's
really
important
that
we
hear
back
from
you
and
we
do
not
mention
to
the
appellants
that
we
want
to
settle
on
something
because
otherwise,
if
we
say
something
to
them,
that's
what
their
expectations
are.
We
really
don't
want
to
say
anything
until
we've
received
your
approval,
so
we
really
need
to
hear
back
from
you
as
soon
as
possible,
so
we
can
then
get
in
touch
with
the
appellate
and
let
them
know
that
we're
either
going
to
sell
it.
B
B
A
A
I'll
second
motion,
I'll
favor,
say
aye
aye
right.
A
A
Okay,
I
will
second
the
motion.
All
in
favor
say:
aye
aye,
aye.
A
Okay,
we
have
some
expo
business,
there's
some
commercial,
exhibitor
and
concessionaire
agreements.
Do
we
have
a
motion.
D
A
I'll
second,
the
motion,
favor
say:
aye
aye
right
motion
carries
okay.
Next
up
we
have
parks
and
waterways.
We
have
two
agreements
for
parks
and
waterways.
I'll
accept
a
motion.
A
I'll
second,
the
motion,
favor,
say:
aye
aye
right
motion
carries
okay.
Next
up,
we
have
one
two
three,
four:
five
pages
of
contract
renewals:
I've
gone
through
these
contract
renewals
and
this
is
the
contract
renewal
season.
D
E
Mr
chairman,
commissioner,
davidson
yes,
we
we
have
ongoing
contracts
with
itd
to
control
noxious
weeds
in
the
right-of-way
areas,
and
that
basically
happens
as
a
cooperative
effort.
We
monitor
those
areas
for
noxus
weeds.
We
report
them
to
itd.
We
give
permission
to
spray.
They
usually
authorize
us
to
do
that
as
a
you
know,
as
needed
basis
on
an
as
needed
basis.
E
So
yeah,
it's
a
cooperative
effort
and
we
continue
to
work
with
them
to
just
try
to
make
sure
those
way
areas
and
those
you
know
areas
in
between
the
freeways
are
cleaned
up.
A
D
Yeah,
mr
chair,
I
will
move
to
approve
the
96
agreements
as
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
appropriate
documents
on
behalf
of
the
board.
A
I
will
second
the
motion.
You
know
further
discussion
on
favor
of
the
motion
say:
aye
aye,
all
right
most
carries
and
with
that
we
are
in
recess.
A
Sitting
as
a
board
of
emergency
medical
services,
district
is
in
session
to
conduct
this
weekly
open
business
meeting.
Okay,
two
commissioners
are
president
myself
and
mr
davidson,
mr
kenyon
is
absent.
I'd
like
to
introduce
for
the
record
tim
sturgis
clerk's
office,.
H
A
H
A
Rayne
paramedics,
john
ray
paramedics,
all
right,
madam
clerk,
are
there
any
changes
to
the
agenda.
A
H
Mr
chair,
commissioner
davidson
thank
you
very
much
for
your
consideration
of
this
budget.
A
lot
of
work
went
into
this
budget
this
year.
There
are
some
big
changes
coming
with
the
schedule,
change
and
more
resource,
but
as
we
as
we
get
closer
to
that,
we
do
have
some
vacancies
that
we
are
going
to
be
able
to
fill.
So
just
it
was
a
lot
of
work
this
year
going
through
this
budget
process.
But
here
we
are.
A
D
Mr
chair,
I
moved
to
adopt
resolution
number
2780
which,
as
provided
by
idaho
code,
31-1604
and
1605,
sets
budget
for
fiscal
year.
2022-2023
totaling
24
million
nine
hundred
thirty
one
thousand
sixty
eight
dollars
in
appropriations
to
include
seven
million
nine
hundred
and
eighty
nine
thousand
eight
hundred
and
forty
three
and
property
taxes
and
16
941.
A
Second,
the
motion
and
unless
there's
further
discussion
well
gosh
I've
closed
the
public
hearing.
So
we
can't
have
any
further
discussion
but
call
for
the
question
I
will
say
for
further,
but
we
appreciate
your
efforts
in
helping
us
put
this
budget
together
and
we.
B
A
Add
for
the
for
the
record
that
when
this,
but
when
this
organization
was
first
established,
the
the
leaders
of
aydah
county
were
rather
penurious
and
established
a
a
small
levy,
and
so
we've
been
operating
under
that
small
levy
for
ever
since
yeah,
and
thanks
thankfully,
to
the
legislature,
they
did
change
a
little
bit,
and
with
this
statewide
thing
we
may
get
a
little
more
revenue
to
help
out
and
keep
your
your
organization
whole.
So.
B
F
A
Call
for
the
question
all
in
favor
say:
aye
all
right.
All
right
motion.
H
A
Your
budget
is
adopted.
Thank
you,
sir.
Okay.
We
have
a
claims
journal,
I'll,
accept
a
motion
on
the
claims
journal.
A
Okay,
I'll
second,
the
motion,
I'll
favor,
say
aye
aye,
all
right,
okay,
I'll,
accept
a
motion
in
a
minute
to
the
of
the
previous
meeting.
Yes,.
A
Okay,
I
will
second
promotion
and
call
for
the
question
all
in
favor,
say:
aye
aye
motion
carries
now
for
the
best
part
of
the
meeting
john's
got
us.
H
An
update
I
do
have
an
update
good
morning,
mr
chair
commissioner,
davidson
I'll
start
off
with
gmt.
We
had
a
great
meeting
last
week.
It
was
myself
chief,
michael
buss,
from
lewiston
fires,
the
president
of
the
idaho
fire
chief
association,
along
with
the
lobbyists
for
the
fire
chief,
sarah
betwizer.
H
We
met
with
juliet
the
medicaid
director
and,
along
with
the
consultant,
which
is
a
consultant
from
an
agency
called
public,
consulting
group
that
writes
these
state
plans
all
across
the
country,
and
so
medicaid
has
graciously
agreed
to
allow
pcg
to
do
the
heavy,
lift
and
write
the
state
plan,
amendment
basically
allowing
medicaid
to
review
and
sign
off
and
submit
the
document
to
cms.
So
this
is
going
to
speed
up
the
process.
H
We
were
talking
timelines
and
we
will
have
another
meeting
in
a
week
or
two
to
to
really
kind
of
finalize
timelines,
but
it
sounds
like
we
could
have
the
submitted
and
potentially
even
approval
from
cms
by
the
end
of
the
year,
then
the
the
clock
starts
ticking
back
to
the
beginning
of
the
quarter.
So
if
they
get
the
work
done
and
submit
it
before
september
30th,
we.
G
C
H
1St
it'll
start
october
1st,
so
we're
hopeful
that
they
can
get
that
done.
Pcg
has
written
many
of
these
state
plans,
so
it
shouldn't
take
them
that
long
to
write
it
and
they
know
how
to
do
it
correctly,
because
if
you
don't
do
it
correctly,
it
can
take
years
before
you
get
your
first
payment
and
they've
seen
all
the
mistakes
that
have
been
made
in
other
states
and
and
so
that
process
is
moving
forward.
H
Since
march,
with
an
emergency
class
and
the
hold
up,
we
met
with
director
jepson
and
the
medicaid
director
about
six
weeks
ago,
and
he
was
really
concerned
that
what
he
he
said
was
that
there
was
an
analysis
done.
H
Medicaid
currently
employs
about
200
people
in
the
analysis
showed
that
they
needed
800
people
to
do
the
work
that
they
do,
and
so
he
was
very
concerned
about
bringing
on
an
additional
project
that
he
couldn't
devote
staff
time
to,
and
so
we
found
the
solution
of
having
pcg
do
the
work
of
a
contractor
and
they're
basically
doing
it
at
no
cost
to
the
state
or
to
any
of
the
agencies,
because
their
their
business
model
is
really
collecting
a
fee
on
the
back
side
of
the
gmt.
H
For
those
who
use
pcg
to
submit
their
documents
and
we'll
certainly
take
a
look
at
that,
what
they
they
they
know.
Every
role
in
that
program
and
so
they'll
collect
everything
that
you
can.
If
you
do.
H
To
be
a
little
more
conservative
and
they're
missing
out
on
things
they
could
collect,
so
we'll
certainly
consider
using
pcg
to
submit
our
our
cost
estimates,
and
you.
H
Be
wrong
because,
if
you're
wrong,
the
federal
government
wants
that
money
back.
So
we
want
to
do
it
correctly.
Well,
no
doubt
we
don't
want,
we
don't
want
the
federal
government
we
do
not
outside
of
that.
We
had
two
staff
members
from
sender,
crapo
staff
that
came
and
did
a
ride-along
yesterday
with
mark
babson,
toured
the
emergency
departments.
The
dispatch
center
really
got
to
learn
about
what
it
takes
to
run,
an
ems
agency
and
and
how
the
whole
thing
is
structured.
H
We
have
sarah
westbrook
with
the
association
of
counties
she's
going
to
be
doing
the
same
thing
here
in
a
few
weeks.
So
that's.
H
H
They
did
yeah,
they
did
that,
so
we
we
did
that
and
then
last
week
we
had
all
the
department
heads
come
to
a
stop.
The
bleed
and
hands-only
cpr
training
was
pretty
fun
teaching
them.
We
have
some
neat
mannequins
that
you
can
actually
make
them
bleed
pretty
good
and
they
learned
how
to
pack
wounds
and
apply
tourniquets
and
some
cpr,
so
that
was
great
training
for
everybody.
Well,.
A
Well,
thank
you.
Thanks
for
all
your
good
work
on
this
gmt,
I
think
you
did
a
great
job
for
the
whole
state.
Actually
yeah,
you
carried
the
ball
pretty
much.
I
think
I
appreciate
that
because
that's
going
to
benefit
the
citizens
of
ada
county
and
certain,
certainly
the
other
parts
of
the
state
as
well.
So
I
appreciate
that.
Thank
you.
You've
done
a
great
job
there,
and,
but
I
have
a
one
of
my:
are
we
under
three
we're.
A
Right
now
it's
three
and
a
half
yeah,
because
I've
been
reading
news
articles
which
can't
always
count
on
those
to
be
accurate,
but
yeah
I've
been
reading
news
articles
where
you
waste,
the
account
is
down
and
all
so
it's
it
looks
like
we're
getting
beyond
this
wave
and
I
think
that's
what
we're
going
to
see
myself.
I
think
that's
what's
going
to
happen.
Is
it's
just
we'll
see
various
infections
over
the
over
the
course
of
the
year
yeah.
A
H
Insurance,
no,
I
mean
it
could
be
anything
from
typically
what
we
see
is
somebody
is
diagnosed
with
covet
and
then
they'll
kind
of
run,
the
course
and,
and
sometimes
it
it's
usually
around
day.
Eight
they'll
call
in
with
low
oxygen
saturations,
we'll
see
people
with
o2
sats
in
the
70s,
and
obviously
that's
not
good.
You
want
to
be
typically
above
90..
How.
H
They
they
can
get
a
device,
you
can
buy
them
at
walgreens.
Just
one
thing
that
you
put
on
your
finger
that
reads
your
blood
oxygen
levels.
H
H
Only
if
they've
tested
it
yeah
and
that's
the
tough
part
of
it
is,
we
still
have
to
rely
on
symptoms.
You
know,
and
this
time
of
year,
allergies
kind
of
mimic
the
symptoms
of
covid.
So
a
lot
of
people
have
that
you
know,
but.
D
Most
people
they
have
insurance
or
are
they
on
medicaid,
who
call
for
an
ambulance.
H
H
The
layout
of
our
our
payers,
with
normal
call
volume,
so
the.
D
H
Boy-
I
don't
know
if
I
know
the
answer
to
that
question.
Commissioner
davidson,
I
think
people
just
come
out
when
they
feel
that
they
need
it.
I
don't
know
that
they're
necessarily
waiting
till
the
last
minute
but
yeah.
I
don't
know
that.
I
really
know
the
answer
to
that
question.
H
Good
question
mr
chair:
we
we
we've
set
up
for
the
fair,
so
we'll
be
down
there.
Starting
friday,
we
adjusted
our
staffing.
We
used
to
have
more
people
on
in
the
first
part
of
the
day,
but
the
fair
doesn't
open
until
later,
and
so,
instead
of
having
people
show
up
so
early
and
stay
the
entire
shift.
Now
we
have
things
broken
up
to
where
we
really
ramp
up
staffing
to
mimic
the
busier
times
a
day
at
the
fair,
as
opposed
to
having
so
many
people
down
there
and
looking.
B
H
A
You
can
be
in
the
same
location
you
were
before
for
the
testing
yep
yep
in
the
first
aid
building
yeah
and
the
testing
is
for
the
the
artists
that
are
there
artists
and
then
bob
staff
yeah
well
yeah,
for
the
staff,
anybody
that
works
in
the
backstage,
because
artists
all
are
insisting
that
they're
and
that's
every
day.
That's
the
same,
the
same
people
that
does
the
backstage
work
for
the
artists
and
well,
I'm.
A
I
don't
know
as
many
of
the
artists
that
are
there
this
year,
but
there
they
are
yeah,
okay.
Well,
thank
you.
Thank
you.
Thank
you,
and
with
that
I
will
recess
the
meeting.
Thank
you.
Thank
you.
A
And
the
time
is
9
38.,
okay,
the
board
of
commissioners
sitting
as
the
board
of
the
avamor
community
infrastructure
district
number.
One
is
in
session
to
conduct
its
weekly
open
business
meeting
two
commissioners
are
present
myself.
Mr
davidson,
commissioner,
kenyan
is
abs.
Madam
clerk
are
there?
Oh.
Could
you
identify
yourself
for
the
record
here
tim
sturgis
clerk's
office
captain?
A
A
Okay,
hearing
no
change
to
the
agenda.
We
will
open
a
meeting
with
a.
I
will
open
a
public
hearing
on
resolution
number
2781
resolution
to
adopt
the
avamor
community
infrastructure
district
number
one
budget
for
fiscal
year.
2023..
Is
there
any
discussion
you
want
to
give
us
the
highlights.
A
A
It's
it's
it's
not
it
does.
It
doesn't
pay
to
that
service
and
a
few
little
other
items
they'll.
They
have
been
audited.
If
you
think,
okay,
if
there's
no
further
discussion,
I
will
close
the
public
hearing
on
resolution
number
2781
and
is
there
a
motion.
D
Mr
chair,
I
move
to
adopt
resolution
number
2781
which,
as
provided
by
idaho
code,
section
31-1604
and
1605,
sets
budget
for
fiscal
year.
2022-2023
totaling,
288
thousand
406
dollars
in
appropriations
to
include
forty
three
thousand
thirteen
dollars
in
property
taxes
and
two
hundred
forty
five
thousand
three
hundred.
Ninety
three
dollars
in
non-property
tax
revenues
and
by
the
detail
attached
reflects
the
amounts
allotted
to
the
avamor
cid
number.
One.
A
A
I'll
second,
the
motion,
don't
ever
say,
aye
aye
all
right.
We
need
a
motion
for
the
approval
of
minutes
now,
mr.
A
I'll
second,
the
motion,
all
in
favor,
say
aye
aye
motion
carries
I'm.
I
might
add
that
there
is
a.
I
understand
that
the
the
the
organization
has
requested
a
annexation
of
the
city
of
eagles.
If.
