being
able

obligate

exactly
what
occurred
in
1996
when
they
didn't
set
the
levy
high
enough.
They
obligated
you
all
to
a
problem
that
you
don't
really
have

solution
for
unless
you
can
convince
taxpayers
to
raise
their
own
taxes,
and
so
there
has
been
some
discussion
around
that.

think
what
we'll
come
out

this

all
dependent
on
what
happens
this
year
in
the
session

far
as
property
taxes
go,
