of
10
acres
lot.
One
has
an
existing
single
family
dwelling
on
the
property.
The
Lots
will
take
access
from
West
King
Road,
which
is
an
existing
Public
Road.

situation
is
also
in
compliance
with
a
county
comprehensive
plan
as
it
complies
with
the
agriculture
irrigate,
Linux
designation,
since
the
lots
are
over
10
acres
in
size
and
are
still
conducive
to
agricultural
use.

subject
property
is
within
the
Ada
Canyon
nitrate
priority
area
in
this
priority
area
covers
a
large
area
of
Southwest,
Ada

from

we

Ranch
was
approved
of
their
modification

their
development
agreement
and
their
new
comp
plan

what
we

today

as
part
of
that
2016
development
agreement
modification
it.
There
was
a
traffic
impact
study
that
was
required
at
that
time.

So
the
the
traffic
impact
study
or
tis
as
we
call
it,
was
submitted
by
Kittleson
and
Associates
and
analyzed
intersection
as
either
a
traffic
signalized
intersection
or
a
roundabout
or
a
closed
intersection
within
that
or
following
that
report,
and
within
that
modification
to
the
development
agreement.
Itd
specifically
did
not
recommend
a
traffic
signal
for
that
intersection
after
reviewing
that
Tis.
So
you
can
see
their
comments
there.

says,

conjunction
with
the
widening
of
State
Highway
55
from
two
lanes
to
four
lanes
of
the
Dry
Creek
Ranch
development
will
coordinate
with
itd
and
achd

modify
this
intersection
to
a
ride

or

in
only
with
a
raised
Median
on
Highway
55.
So
achd
also
stated
that
there
they
were
in
agreement
with
this
statement.

related
improvements
fall
under

jurisdiction

Hunter
homes
initially
was
directed
to
seek
approval

agencies

signalized
intersection

then,

before
pursuing
the
Amendments
and
modifications
initial
discussions
with
itd
and
achg
took
place
and
asked
that
Boise
Hunter
homes
requests
a
land
use
application,
be
processed
with
our
officer
through
Ada
County
and
ultimately
to
be
approved
by
the
board
after
your
recommendation,
if
that's
what
the
board
wishes.
So
basically
we
have
before
you.

These
were
some
conditions
that
were
brought
to
us
by
itd
and
achd
from
a
February
15th
letter
that
was
provided
in
your
staff
report.
They
indicate
their
willingness
to
allow
for
a
traffic
signal
at
that
intersection.
But
with
these
conditions-
and
this
is
based
on
a
new
traffic
impact
study
that
was
submitted
in
2022
by
Kittleson
and
Associates,
so
I'm
not
going
to
read
through
all
of
them
here,
but
the
gist
of
it
was
there
was
to
be
a
hearing
on
the
23rd
or
rather
a
meeting
with
itd's
board
that
did
take
place
and
itd.

taking
place

itd
is
here,
and
the
applicant
can
also
provide
further
information

you

you'd
like

dive
into
these
further
and
then
following
this
kind
of
why
the
application
is
before
you

because
if
this
is

and

complex
picture
in

I'll
give
you
the
the
history
of
of
traffic
analysis
at
Dry
Creek
then
go
move
into
the
specifics
of
this
intersection.
The
request
that
we
have
before
you
guys
today.
So
in
2016,
as
Conor
mentioned,
there
was
a
traffic
impact
study
performed
by
Kittleson
engineering,
with
our
amended
approvals
of
Dry
Creek
Ranch
that
we
have
today
and
in
that
traffic
impact
study.

Originally
a
traffic
signal
was
recommended
at
Dry,
Creek
Road,
where
we're
asking
for
one
today
as
well
as
Brookside
Lane,
so
we
actually
and
that
fast
forward
to
2019.
We
got
the
approval
at
that
moment
to
go
ahead
and
install
the
first
traffic
signal,
which
is
at
Brookside,
Lane
and
Highway
55.

and
then
fast
forward
to
August
2021.
It
became
pretty
apparent
just
from
traffic
flows
in
the
area,
and
residents
experienced
that
it
was
time
to
ask
for
the
traffic
signal
at
Dry.
Creek
Road
and
Highway
55.
So
what
we
did
at
that
point
is
we
met
with
the
Ada
County
Commissioners.
We
met
with
itd
achd
and
said:
hey.

So
in
October
of
2021,
itd
and
achd
jointly
worked
together
to
set
the
scope
of
this
intersection
analysis,
which
included
how
this
intersection
interacts
with
Beacon,
Light
and
Brookside
Lane,
and
also
taking
into
account
the
specific
high
volume
traffic
times,
such
as
Friday
evenings
or
Sunday
afternoons.
Where
there's
a
high
volume
of
traffic
going
up
to
the
McCall
region
and
back
down,
and
then
we
also
made
sure
to
evaluate
multiple
types
of
signalized
intersection
configurations
at
this
location,
to
optimize
the
balance
of
regional
traffic
or
of
local
traffic.

And
then
the
regional
traffic
demands,
as
well
so
summer
spring
summer
and
fall
of
Summer
2022
Kittleson,
performed
their
traffic
analysis
specific
to
this
scope
that
was
set
by
itd
and
achd
and
a
key
finding
of
the
analysis.

What
was
that
the
intersection
is
not
only
warranted
at
the
build
out
of
Dry
Creek
Ranch,
but
it's
it's
actually
warranted
right
now,
based
on
the
traffic
conditions,
there
I'll
get
more
into
that
in
a
little
bit,
so
February
2022
itd
had
to
their
the
regional
engineer
for
itd,
went
before
the
entire
itd
board
to
to
get
an
approval
for
the
spacing
of
intersections
on
Highway
55,
and
they
got
unanimous
yes
vote
from
the
itd
Commissioners,
then.

Subsequently,
this
letter
was
written
that
Connor
shared
it
was
written
jointly
with
itd
and
achd.
That
recommends
the
approval
of
this
type
of
intersect
session,
with
the
conditions
of
approval
that
you
guys
saw
next
slide,
so
we'll
zoom
out
to
30
000
feet
literally
here
and
and
ask
the
question:
why
are?
Why
are
we
here
today
asking
for
this?

So
if
you
look
at
this
slide
between
Hidden
Springs
Cartwright,
Ranch
and
Dry
Creek
Ranch,
there
are
3
500
entitled
homes
which
will
house
about
10
000
residents
that
build
out
about
three-fifths
of
those
residents
live
there
currently
and
all
of
these
residents
will
access
Highway
55
from
the
East.
So
to
put
that
in
perspective,
when
you
think
about
it,
that's
actually
a
population,
that's
greater
than
a
lot
of
cities
in
Idaho
and
a
lot
of
these
cities.
Don't
just
have
one
funnel
one
throat
to
access
the
major
highway
that
feeds
them.

So
if
this,
if
this
signal
does
not
get
installed
the
one
that
we're
asking
for,
then
all
of
these
10
000
residents
will
be
forced
to
funnel
to
one
signalized
intersection
at
Brookside,
Lane
and
Highway
55.
The
yellow
line

that
screen
next

some
really
important
and
enlightening
key
findings
were
found
in
the
analysis
of
this
intersection.
I'll
go
over
these
four,
so
one
as
I
mentioned
earlier.
The
signal
is
actually
warranted
today,
based
on
traffic
conditions.

The
second,
so
a
common
question
that
people
ask
about.
Okay,
so
there's
already
a
traffic
signal
at
Brookside
Lane.
If
you
put
one
at
Dry,
Creek
Road
will
I
have
to
stop
at
both
of
them.

Every
time
I
go
through
there
and-
and
the
answer
is
that
at
full
build
out
even
upon
full,
build
out
of
this
community,
you
will
have
to
stop
zero
or
one
time
between
the
two
between
the
two
intersections,
and
this
is
accomplished
by
synchronizing,
these
two
lights
as
I'm
sure
you
guys
have
driven
through
a
synchronized
section
of
lights
before
and-
and
so
that's
actually
condition
of
our
approval
that
we
have
to
the
itd
gave
us
that
we
have
to
synchronize
Brookside
and
Dry
Creek
Road
light,
and
then
on
top
of
that,
even
to
add
to
the
efficiency
of
the
55
Corridor,
we're
we're
synchronizing
or
we're
laying
the
fiber
to
synchronize
all
the
way
to
the
Beacon
Light
intersection
as
well,
so
there'll
be
three
lights:
strung
together
that
are
all
working
together,
not
just
operating
off
of
their
off
of
their
immediate
traffic
demands
at
the
moment.

So
that's
that
was
a
that's
a
huge
takeaway.
The
third
point
is
that
two
coordinated
lights
actually
give
more
green
time
to
the
people
traveling
on
Highway
55
than
one
uncord
in
one
light
stand
alone
and
and
here's
why?
So
it's
because
of
a
phenomenon
called
queuing
and
as
an
example
to
understand
it.

If
you
have
two
lights,
that
are
timed
that
are
mirroring
the
sequence
and
they
they
flow
out
at
a
specific
time,
and
you
will
actually
allow
more
green
time
to
the
drivers
of
55,
with
these
two
coordinated
lights
than
with
just
one,
with
a
really
long
queue
trying
to
exit
out
onto
it
and
then
the
the
fourth
conclusion
is
that
it
this
it
dramatically
improves
safety
at
the
intersection
today
and
in
the
future,
and
it
balances
that
need
of
accomplishing
the
the
mobility
on
55.

That's
Regional
going
all

county
road
that

paved

some

extreme
horizontal
and
vertical
curves
on
it.

driven
down
it,

as
we're

developing
it
we're
turning
it
into
a
proper
arterial,
arterial
roadway,
that's
spec
for
a
much
higher
traffic
volume
and
it's
going
to
give
a
straight
shot

Highway
55,
all
the
way
to
Hidden
Springs.
So
the
amount
of
traffic.
That's
on
that
road
right
now
will
probably
be
increased
from
The,
Hidden,
Springs
and
cartridge
Ranch
residents.
Once
it's
a
much
easier
road
to
drive.

is
not
directly
related

the
signal
we're
asking
for,

just
wanted
to
give
you
guys

context
and
share
with
you
the
Regional
Road
improvements
that
will
be
paid
for
and
constructed
by
Dry
Creek
Ranch
at

scope
of
this
whole
project.

know
if
you

read

but
the
first
one
Highway
55
widening.
So
it's
the
burden
is
on
us
to
to
fund
the
the
widening
of
from
two
lanes
to
four
lanes
of
a
mile
and
a
half
of
Highway
55,
essentially
from
Beacon
Light
Up
to
near
the
Shadow
Valley
Golf
Course,
3.4
million
in
construction
and
Engineering.
The
Brookside
Lane
signal
that
we've
already
installed
paid
for
entirely
on
our
own.
By
the
way
I
know
there
there
will
be
discussions
potentially
about
you
know.

You
know
Eagles,
saying
hey.
This
is
coming
up
to
our
area
of
impact.
We
might
be
want
to
be
part
of
this
someday
if
development
ever
gets
there,
we've
paid
for
that
entire
signalized
intersection.
There's
no
there's
not
going
to
be
any
late,
Commerce
fees
or
anything
like
that,
but
but
it
was
too,
it
was
between
the
construction
and
engineering
and
the
future
improvements.
That's
a
two
million
dollar
Improvement.
The
Dry
Creek
Road
signal
that
we're
asking
for
today
between
construction
and
Engineering
will
be
a
1.8
million
dollar
Improvement.

So
in
the
world
of
achd
impact
fees,
every
unit
and
within
Ada
County
pays
an
achd
impact
fee.
It's
about
3
500,
a
unit
over
the
course
of
1800
units-
that's
6.3
million
dollars.
On
top
of
that,
so
we
have
a
really
bizarre
situation
in
Dry,
Creek
Ranch.

We
pay
an
extraordinary
impact
fee
that
essentially
no
other
development
in
Ada
County
pays
that
it
it
mirrors
the
impact
fee
it
about
doubles
the
amount
that
we
pay
in
the
impact
fees
to
Ada
County,
and
that
was
a
condition
that
was
or
that
that
impact
fee
was
created
in
a
time
when
our
predecessors
owned
this
property
before
it
actually
was
developed,
and
it's
just
something
to
note
we're
paying
double
the
impact
fees
to
achd
than
anyone
else
in
Ada
County.

So
that's
another
5.8
million
dollars
and
then
the
Dry
Creek
Road
improvements
of
straightening
and
widening
it
and
making
a
lot
more
usable
for
our
neighbors
to
the
east
that'll
be
another
three
million
dollars.
If
you
total
up
that's
22
million
dollars,
it's
approximately
twelve
thousand
dollars
a
unit
for
a
regional
roadway
improvements
that
we
are
funding
and
when
you
contrast
that
to
what
what
other
I'm
calling
it
smaller
plots
or
neighborhoods
in
80
County
that
develop
what
they
pay.

They
basically
pay
their
3
500
achd
impact
fee,
and
then
they
don't
get
saddled
with
itd
improvements
that
they
have
to
make
because
they
don't
touch
ITV,
so
they
can't
be
regulated
by
them
and
then
and
I'm
not
here
to
gripe
about
itd.

So,
for
those
that
didn't
have
the
benefit
of
being
part
of
our
2016
approvals,
I
wanted
to
share
with
you
a
critical
piece
of
how
planned
communities
are
designed
to
function
in
Ada,
County,
so
they're
designed
to
incorporate
the
items
listed
on
this
slide,
along
with
others
to
to
try
to
make
it
where
people
can
reside
in
that
community
and
not
have
to
run
into
town
for
the
recreation
for
their
shopping
for
their
schools.

So
this
isn't
our
primary
purpose
for
this
light,
but
it
is
a
it
is
a
significant
benefit.
So,
at
this
signalized
intersection
location,
we
we
have.
We
have
approvals
for
85,
85,
000
square
feet
of
commercial
space,
and
over
the
last
five
years,
we've
actually
been
marketing
this
commercial
space
trying
to
get
commercial
users
in
there
and
every
time
the
question
comes
up
of
well,
will
we
end
up
having
direct
access
to
Highway,
55
or
not,
and-
and
we
said
I
apologize
I
have
about
probably
three
more
minutes.

commercial
users
the
certainty
of
knowing
what
their
access
will

accomplish
Ada
County's
vision

planned
communities

and
this
is
my

Point

as
you

see
in
the

all

the
Lots
in
yellow
those
are
in
our
Dry
Creek
Village.

Most
of
them
are
Dry
Creek,
Village
Platte,
that
there's
1100
homes
there,
and
if
this
signal
doesn't
get
installed
at
at
Dry,
Creek
Road,
where
you
see
there's
a
little
surf
red
circle
with
the
arrow
through
it.
All
of
these
residents
will
have
to
funnel,
through
the
middle
of
the
neighborhood,
to
get
up
to
Brookside
Lane,
to
go
out
to
the
light
and
go
down
to
Highway
55,
and
that's
just
a
really
undesirable
and
less
safe
solution
for
people
that
are
dog
walking.

You
know
taking
their
babies
on
strollers
or,
just
you
know,
people
riding
their
bikes
doing
normal
stuff
that
they
do
in
neighborhoods.
So
this
is
really
critical
to
not
have
to
funnel
all
that
traffic
through
the
middle
of
the
neighborhood
and
so
next
slide.
So
in
conclusion,
just
the
data
points
to
that
I
want
to
note
so
this
process
that
we've
went
through
with
achd
and
itd
was
it
recommended
by
the
80
County
Commissioners
Ada
County
staff.
We've
been
grateful
to
work
with
them.

approval
we're
paying
for
100
of
the
signal.
Installation
achd
recommends
approval
and
the
itud
board
already
voted
in
unanimous
approval.

what

interesting
was

first

letter

they

they
referenced
this
corner
as
a
blind
intersection
or
a
blind
curve,
and
they
were
just
misinformed,
so
the
site
distances
coming
into
this
intersection
are
1.5
to
3
times
what
the
standard
that
you
have
to
meet
is,
and
it's
actually,
the
shape
of
the
intersection
is
convex
in
a
way
that
you
could
see
it
from
I
mean
between
a
thousand
to
two
thousand
feet
out
coming
at
it
and
so
much
so
the
visibility
on
that
corner.

was
a
surprising
comment
by
by
eagle,
because
the
visibility
is
so
fantastic
at
that
corner,
that
for
decades,
people
have
parked
their
cars
there
to
sell
it
with
the
big
for
sale,
sign
or
the
Idaho
Potato
run

park
their
cars
there,
because
it
was
such
a
great
corner
for
advertising.

was
so
visible.
It
was
a
red
herring
if,
unless
Eagle
shows
up
and
if
they
show

they

project
is
currently
scheduled
for
2029
until

the
scope
and
the
costs
are
defined
once

happens,

there's
the
potential
to
move
it
sooner.

decision,

safety
is
the

important
issue
to
me
and
my

Dry
Creek
Road,
currently
serves

the
main
artery
for
residents
moving
East
and
West
to
and
from
Cartwright
Ranch
Hidden
Springs
and
Dry
Creek
Ranch,
the
uptick
in
building
across
the
valley
and
specifically
in
our
areas,
put
immense
pressure
on
the
Highway
55
corridor.

feels
very
much
like
we're
moving
from
a
question
of
if
to
a
question
of
when
someone
will
be
seriously
injured
or
worse,
as
the
number
of
residents
multiplies
in
regards

the
future
plans.

connect
Dry,
Creek,

Brookside
Lane

a
solution
from
opposition
I

like

point
out
that
this
is
less
of
a
solution.
More
of
a
transfer
of
risk
moving
traffic
through
Dry
Creek
Ranch
via
Spring
Creek
Way,
creates
a
thoroughfare
for
the
1100
Plus
Homes
expected
to
use
it.

of

Creek

is
a
lane

splits
off
for
cars,

right
onto

Creek

the
angle
of
approach.

conjunction
with
the
current
stop
line
location,

can
have
a
blind
spot
of
several
hundred
feet
when
attempting
to
turn
left.

creates
that

is
no
pedestrian
access.

crosswalks

Lane

an
existing
signal

allows

without
any
impact
to
traffic.
This
is
less
than
a
half
a
mile.
It's
four
tenths
of
a
mile,
approximately
only
2
000
feet
from
where
we're
asking
or
they're
requesting
a
second
red
light.

cars

coming
Northbound
off
of
55
will
not
be
able
to
reach
the
right
turn
pocket
they're,
going
to
further
cue
from
this
new
requested
red
light,

meaning
that
the
queue
can
almost
reach
back

Beacon,

and
just
to
further
highlight
the
developer
request.
If
a
single
car
comes
down,
Dry
Creek
Road
and
is
wishing
to
go
left
on
55
southbound,
these
lights,
being
timed
together,
will
all
turn
red
and
impact,
which
is
a
large
section
of
a
highway,
not
a
downtown
Road.

Yes,
so
a
lot
of
things
in
this
presentation
that
across
the
board
that
I'm
I'm
inclined
to
approve
this,
obviously
with
the
motion,
but
looking
at
that
T
intersection
as
it's
going
to
build
out,
it
does
look
quite
efficient,
I'm,
actually
interested
in
seeing
that
I
am
a
product
of
Eagle.
I
grew
up
in
Eagle
born
and
raised
no
longer
live
there.
I
live
in
Boise
now,
but
I
drive
up
that
road
constantly,
because
I
am
a
fan
of
the
recreation
up
in
the
mountains
and
I
I.
I
Fully
think
that
the
when
we
look
at
it
now,
yes,
perhaps
traffic
now
is
it's
a
situation
where
the
light
may
not
be
needed,
even
though
we've
seen
that
it's
the
Studies
have
shown
that
it
is
needed
now.
But,
let's
be
honest,
it's
we're
not
just
talking
about
the
dry,
creek
and
Hidden
Springs
communities.
I
This
is
the
one
of
two
thorough
affairs
up
into
the
mountains
that
the
entire
city
of
Boise,
really
the
entire
Treasure
Valley,
used
to
get
up
there
and,
as
we've
seen
the
the
massive
growth
that
is
likely
going
to
continue
in
this
region.
We're
look.
We
have
to
look
to
the
Future
here
and
not
just
the
small
neighborhoods
in
that
area.
I
know
this
directly
impacts
them
and
I
know
there
might
be
some
that
disagree
with
this
light
going
in,
but
from
a
safety
standpoint.
I
Turning
out
and
55
mile
an
hour
turn
with
a
bus.
Turning
can
be
pretty
significant,
especially
in
the
dark.
When
I
know,
my
kids
in
the
morning
go
to
school
before
the
sun
guns
comes
up
before
the
time
change
happens.
I
like
the
synchronization
I,
do
think
that
does
help
I
know
synchronization
can
be
thrown
off
by
emergency
vehicles
and
things
it's
not
a
perfect
system.
But
it's
something
I
think
that
the
traffic
internal
to
the
neighborhood
is
a
valid
point.
I
If
you
are
scared
to
try
to
exit
onto
55
you're
going
to
want
to
turn
up
towards
the
Brookside
Road,
that
means
you're
going
to
be
spending
more
time
and
if
you're,
in
a
hurry,
you're
going
to
be
spending
more
time,
speeding
through
a
neighborhood
where
there
are
going
to
be
problems
with
kids
running
around
and
things
like
that
and
then
finally,
like
the
buses
I,
have
concerns
with
Emergency
Services.
As
this
place
gets,
bigger
and
bigger,
an
ambulance
trying
to
exit
can
exit
much
easier
when
there's
a
light.
I
Stopping
traffic
with
this
little
thing
that
causes
the
lights
to
turn,
then
trying
to
with
lights
and
flashers,
move
into
that
road
and
I
disagree
with
the
idea
that
it
is
a
blind
corner,
but
even
if
it
is
a
blind
Corner
that
means
that
any
kind
of
ambulances
or
fire
trucks
trying
to
exit
that
neighborhood
are
exiting
into
traffic
that
would
have
to
so
it's
almost
like
half
a
dozen
of
one
or
six
and
one
half
a
dozen,
the
other.
So
I
am
in
favor
of
this.

always
appreciate
it
when
achg
and
itd
agree
on
something

are
asking
us
to

give
our
approval
after
their
approval.

a

easier

decision

the
number
of
houses
that

out
there

future
development

slow

that

months
ago,
I

The
months
are
flowing
together
these
days,
but
that
was
ultimately
approved
by
the
board.
So
they
have
preliminary
plant
approval.
They'll
move
on
to
final
plot
approval,
a
lot
of
information.
They
have
to
get
us
still
before
we'll
accept
that
application,
but
it
was
unanimously
approved
by
the
board
and
feel
free
to
stop
me
on
any
of
these.

If
you

another
project
was
a
two
lot
subdivision
at
Lamont
and
black
cat
Road.
That
was
Huber,
subdivision
I,
believe
that
was
unanimously
approved.
We
had
a
variance
for
an
accessory
building
that

located

a
setback
that
was
approved
by
the
board
unanimously
as
well.
That
was
roughly
in
the
gosh
I
think
near
the
Boise
area.

View
Place
he's
a
little
middle
like
Hazelwood,
okay,
yeah,
so
Southwest
Boise,

then
we
had
another
two
lot
subdivision.

in
off

Orchard
Ranch
Lane
Mr

Stroud.

guys
heard
that
one
as
well
and
recommended
approval

approved
by
our
board
and
then
finally,
we
had
a
variance
conditional
use

master
site
plan
for
what
we
call
an
amusement
or
recreation
facility
for
an
outdoor
use
and
a
contractor's
yard.
That
was
actually
Mr
coulson's
application
for
his
property,
because
out
of
variance
you
didn't
have
to
see
it
and

didn't

recuse
himself.
So
that
worked
out
great.
That
was
unanimously
approved.

that

appealed
to
the
board.

heard

and
then
decided
to
remand

back
to

Zoning
commission.

members

working

legal
team

figure

testimony

believe
we're
going
to

that
for

month

bit
busier
