welcome

the
William
J
Convoy
legislative
Chambers.
My
name
is
Andrew
Joyce
and
I
serve
as
chair
of
the
Albany
County
Legislature.
This
special
meeting
was
called
in
accordance
with
our
rules
of
order.
Our
rules
require
a
30-minute
period
of
public
comment
prior
to
taking
up
the
agenda.
A
Speakers
are
only
allowed
to
speak
on
the
topics
contained
in
the
special
meeting
agenda.
As
always,
our
rules
prohibit
the
public
from
questioning
legislators
and
prohibit
us
from
questioning
you.
This
is
your
time
to
speak
and
our
time
to
listen.
Your
input
and
your
commitment
to
come
speak
tonight
is
very
important
to
all
of
us.
A
Speakers
will
be
allowed
three
minutes
each
to
speak
and
ask
everyone
to
please
silence
their
cell
phones
so
essentially
folks,
as
this
is
going
to
work
tonight,
we're
going
to
allow
for
a
30
minute,
30
minute
period
of
public
comment,
at
which
point
we'll
begin
our
meeting
at
seven
o'clock
and
then
we'll
roll
right
into
the
public
hearing
for
items,
resolutions
number
149
and
resolution
number
167.,

Thank
you,

In
accordance
with
our
rules,
we
will
allow
for
30
minutes
for
the
appearance
of
any
member
of
the
public
who
wishes
to
address
the
body.
But
for
now,
if
you'll
indulge
me
for
a
few
moments,
we've
accomplished
a
lot
in
the
Albany
County
Legislature
over
the
past
several
years,
especially
during
the
pandemic,
a
very
uncertain
time
for
many
in
Albany
County.
A
We're
able
to
keep
this
body
running,
keep
on
delivering
for
the
people
of
Albany
County
and
our
departments
and
our
County
Executive
through
the
pandemic
before
the
pandemic
and
remote
and
a
number
of
different
circumstances,
and
but
Democrat
and
Republican.
We
all
work
together
very
closely.
It's
because
we
have
a
very
solid
team
here
and
I
can
tell
you.
Our
team
has
led
by
none
other
than
our
clerk
here.
Nicole
Chambers
joined
by
her
deputy.

by
our
Deputy,
the
esteemed
Paul
Devane,
who
they
both
make
up
an
incredible
team
here,.

And
Nicole
is
an
administrative
wizard.
She
gets
along
with
everybody
in
the
legislature,
regardless
of
political
party
or
background.
She
told
me
when
I
came
into
this
role,
that
I'm
not
going
to
get
involved
in
politics,
I'm,
not
a
political
person,
I'm
going
to
do
my
job
to
the
best
of
my
ability
and
she's
done
an
incredible
incredible
job
for
all
of
us
over
these
past
several
years.

those
of
you
who
don't
know,
Nicole
is
celebrating
30
years
with
Albany
County,
an
incredible
career
in
Albany
County,
and
we
thank
her
for
her
time
here
as
clerk
as
a
legislature.
All
that
she
has
done
she's
been
a
strong,
capable,
calm
and
mature
presence
for
all
of
us
under
a
lot
of
Uncertain
issues.
Tough
political
issues,
tough
times
she's
been
stalwart,
she's
been
strong.
