year's
performance
by

role

survey

the
impact

newly
arrived
persons
in
Albany,
County
I'm
in
favor
of
this
Bill
and
the
bill
seems
to
view
these
newly
arrived
people
as
being
a
cost
to
the
county,
which
I
think
they
will
be
when
they
first
arrive.
I
But
we
need
to
look
further
too
and,
as
these
people
live
here
for
months
and
years,
they're
going
to
get
jobs,
they're
going
to
start
businesses
and
they're
going
to
purchase
homes
and
they're
going
to
pay
taxes
and
I
think
that
your
report
should
also
look
at
you
at
the
additional
revenues
that
these
newly
arrived
persons
are
going
to
be
generating
for
our
County
and
I.
Think
that,
probably
within
a
few
years
most
of
these
people,
if
they
stay
here,
they'll,
be
generating
a
lot
more
income
for
this
County
than
they'll
be
costing
us.

message

there's

model
here

we
need

address

to

really
going
to
fix
flight
in

city

Auburn

supposed

this

there
ought
to
be
some
numbers
to
make
a
statement

we

much

a
legislator,
but

one

few
business
people
here
daily
job
here

real
estate,
property
management,
business
I,
don't
think,
there's
any
private
person
that
would
ever
do
this
under
any
circumstances
and
whenever
we
invest
dollars,
whether
they
be
tax
dollars
or
private
money
or
Pension
funds,
or
anything
like
that,
we're
looking
for
a
return
on
investment
and
significant
loss.

Now
it
may
improve
that
part
of
the
neighborhood,
but
I
would
rather
see
a
million
dollars
spent
over
six,
seven
or
eight
properties
to
augment
investment
plans
with
Buyers
who
are
going
to
take
over
these
properties
with
with
additional
money.
Because,
frankly,
if
it's
for
sale,
I'd
like
to
buy
this
out,
I
can
I
can
spend
175
000
and
get
a
million
dollar
rehab.
That's
a
great
deal
to
me.
This
is
fraught
with
issues.
Whoever
buys
this
house
again
I
mean
there's
going
to
be
allegations
to
potential
favoritism
and
other
things.
I
mean
this
is.

is
a
problem
for
us
for
us
I'm,
not
suggesting
we
don't
want
to
improve
the
neighborhood,
as
my
colleague
already
mentioned,
I
think
we
all
agree
on
that,
but
I
think
we
have
a
million
dollars
that
are
disposal.
If
you
have
a
plan
that
is
sustainable.
At
this
rate,
it
would
cost
150
million
dollars
to
to
improve
the
neighborhood.
So
I'm
urging
my
colleagues
here
to
look
at
this
more
as
a
values
and
sense
and
less
from
the
perspective
of
the
qualitative
approach.

We
should
be
responsible
with
taxpayer
money
to
the
extent
that
it
provides
a
return
on
investment
for
the
city
of
Albany
residents
and
the
residence
accounting
quality.
It
brings
us
to
a
long-term
plan
instead
of
sustainable,
so
so
I
urge
you
to
both
know,
go
back
to
drawing
board
and
find
a
good
way
to
spend
this
grant.
That
gets
a
wider
impact
across
the
neighborhood
if
it
is
in
fact
that
neighborhood
that
we
want
to
park,
okay,
Mr
Peter.

support
this

think
it's
interesting
that
we
throw
money
at
brownfields
and
other
things
for
large
entities
to
campus.
We
know
that
light
causes
other
issues
right
and
this
flight
is
basically
I
would
say
the
equipment
if
this
isn't
filled
the
surrounding
properties,
go
down
and
all
those
houses
become
upside
down
every
single
one
of
them
so
and
then
it
can
tear
them
down.
That
also
decreases
the
surrounding
properties,
even
more.
It's
why?

West
Hill
Arbor
Hill
in
the
South
End,
you
have
holes
in
the
neighborhoods
that
then
bring
down
the
property
value
from
surrounding
so
I,
wouldn't
look
at
the
individual
house.
I
would
actually
look
at
the
secondary
effects
of
blood
that
brings
down
surrounding
property
values
that
makes
it
impossible
for
people
who
want
to
rehab
those
houses
to
get
mortgages
and
specifically
because
that
they
look
at
the
value
of
the
surrounding
properties.

Mri,
you
can't
get
that
mortgage,
which
you
have
substantial
amounts
of
cash,
and
so
what
we're
actually
doing
is
stopping
the
spread
of
light
and
making
a
smart
investment
for
that.
So
yes,
from
a
pure
business
opportunity
for
people
who
want
to
make
money
out
of
the
city
hall
and
then
go
to
the
suburbs,
it
may
not
make
sense,
might
get
it.
Your
job
is
to
make
money.

don't
care
about
the
surrounding
wrestling,
but
we
can't
fix
this
without
substantial
investment,
because
light
is
not
financially
viable
because
if
we
could
actually
fix
light
and
make
people
money,

pretty
sure
people
here
would

invested,

that's
the
same
thing
with
brownies.

have
Brownfield
credits,
you're,
not
making
that
work.

benign
neglect
in

city

Albany

over

on

experience

public

is
why
we

million
dollars
to
do
what
needs
to
be
done,

Avenue
they've
already
been.
Investment
in
houses
around
these
buildings,
so
I'm
pleased

see
investing
in
their
homes

investing

that
everybody.

cost
of
building
a
house
in
this

tell

something
so
here
we

Second
Avenue.

this

something

we
can
recreate
