the

firefighters,

chief
I'm
going
to
have
you
come
up
as

and

we
have
a
representative
from
servpro
who
sponsored
this
activity
by
the
name

Dustin
cook

Dustin.

firefighters
from
several
states
that
travel
for
this
event,
and
for
those
of
you
that
don't
know
what
the
Scott's
firefighter
challenge
is
is
basically
it's
an
obstacle
course
that
tests,
the
firefighters,
physical
strength
and
mental
endurance
and
I
don't
think
I've
ever
been
to
event
where
I've
seen
grown
individuals
at
the
end
of
the
race,
so
tired
in
my
life
and
so
it
it
was
a
great
opportunity
for
us
to
see
the
local
firefighters
come
out.
We
had
firefighters
from
Salt
Lake.
We
had
firefighters
from
Murray.

We
had
firefighters
from
Davis
County
from
Orem.
We
had
firefighters
represent
from
all
of
the
state,
and
we
want
to
give
this
trophy
way
to
the
firefighters
in
American
Fork,
because
they
took
first
place
in
the
state
of
Utah
and
so
I
want
to
present
this
trophy
I
think
their
time
was
a
minute,
a
minute
and
39
seconds,
which
is
really
fast,
though
you
guys
can
look
up
on
fit
on
YouTube,
Scott's,
firefighter
challenge.
You
can
see
the
actual
challenge
itself.
It's
a
really
cool
event
to
see
these
guys
do
what
they.

my
name
is
Katie
Skinner
and
I'm,
a
UVU
student
working
with
the
circle's
Utah
Valley,
Initiative
I,
don't
know
if
you
guys
have
heard
of
it
I'm
here
to
invite
you
to
an
event
that
we're
having.
But
first
of
all,
I
wanted
to
tell
you
about
circles,
Utah
Valley
and
what
they
do
so
I,
don't
know
if
you
knew
this,
but
in
American
Fork
there
is
a
nine
point:
five
percent
poverty
rate
that
thing
you
said
circles
can
help
those
families
and
people
out
of
poverty
by
giving
them
the
tools,
skills
and
resources.

They
need
to
get
a
poverty
in
state
of
Potter
poverty
and
they
do
that
by
having
weekly
meetings
and
having
coaches
and
friends
help
them,
because
people
need
a
community
and
a
support
group
to
be
able
to
get
out
of
poverty.
So
there
are
lots
of
ways
that
people
in
the
community
can
help
by
volunteering.

Donating
meals,
helping
in
the
child
watch
center
becoming
an
ally
to
people
that
are
trying
to
get
out
of
poverty
and
we're
having
an
event
on
October
23rd
at
5:45,
just
to
show
everybody
how
circle's
helps
the
community
and
how
they
can
get
involved
if
they're
looking
for
ways
to
give
back.
Just
because
we
pride
ourselves
in
our
great
community
here
and
I
know
that
when
families
thrive
in
the
community,
then
the
community
thrives
places
are
safer
and
better
off
when
there's
less
poverty
in
the
area.

know

I
grow

I
want
to
be
a
fireman.
Those
guys
are
awesome
so,
and
it
is
fitting
that
it
is
Fire
Prevention
Month,
and
we
have
an
open
house
this
week
on

Thursday
October
10th
at
the
fire
station
from
6
o'clock
to
8
o'clock,
and
we
invite
the
public
to
join
us
and
and
the
community.
At
that
event
they
will
have
activities
for
kids,
coloring
books,
some
swag,
some
fire
hats,
different
things,
councilmember
Taylor
I,
know
you
eyed
up
that
pink
one.

take

little
birdie
in
this
tank
that
chamber
that
I
meet
the
candidates
night
and
just
as
being
a
candidate,
was
great
to
be
a
part
of
that
and
appreciate
what
they

won

so
appreciate
the
opportunity
to
get
out
there
and
be
able
to
talk
with
people,

that's

may,
first
of
all
a
big
shout
out
to
the
fire
department
on
that
award,
the
whole
department,
one
of
the
blessings
of
being
a
city
councilman,
is
that
they
will
actually
talk
to
me
that
they
will
let
me
in
the
fire
department.

Let
me
look
in
the
ambulance
and
play
around
the
trucks
and
do
those
kinds
of
things
and,
as
I've
done,
that
the
last
four
years
I've
really
come
to
the
point
where
I
can
call
them
friends,
personal
friends.

he's
having
a
little
bit
of
problem
negotiating
this
thing
because
of
his
age
and
everything
and
I
was
able
to
meet
with
him
and
take
him
over
to
the
police
department.

don't
know
if
you
were
new,
we
were
over
there
or
not
chief,
but
we
were
Mabel
able
to
meet
with
a
couple
of
the
officers
and
get
this
guy
some
additional
help,
as
he's
trying
to
work
out
his
claims
and
the
problems
and
the
reason
I
tell
that
story
is
because,
though
it's
both,
those
organizations
really
are
service
organizations.

it's
quote
a
job
to
them,
but
they
have
a
whole
different
attitude
and
they
take
a
really
service
minded
approach
to
all
they
do
and-
and
it's
not
just
being
me
because
I'm
on
the
City
Council,
they
would
do
that
for
anyone
and
everyone.
So
just
a
shout
out
to
them
official
assignment
cemetery
committee
meeting
yesterday
morning
we
firmed
up
everything
for
the
Veterans
Day
program
and
as
normal,
the
Veterans
Day
program
will
be
on
Veterans
Day,
that's
November.

that

those
that
don't
know
it's
11
o'clock,
November
the
11th
and
it
will
be
in
the
tabernacle
I'm,
going
to
repeat
that
it
will
be
in
the
tabernacle,
because
I
saw
something
online
today
that
was
sent
out
from
an
organization
related
to
the
city
and
they
had
a
different
location.
I'm,
not
gonna,
name
that
location,
because
then
it'll
imprint
on
your
minds,
the
tabernacle,
so
we'd
love
to
have
everybody
there.
We're
gonna
have
some
good
music,
good
speaker
and
just
a
wonderful
program
and
a
way
to
celebrate
and
and
thank.

really
happy
they're
getting
a
lot
of
momentum,
so
I
really
wanted
them
to
have
that
recognition
on
November
13th
they're
having
the
Utah
County
Business
Summit,
and
this
involves
the
all
the
chambers
in
Utah
County,
specifically
the
north
part
of
the
Utah
Academy
of
North
part
of
Utah
County,
and
they
have
a
bunch
of
speakers
lined
up
for
the
day.
It's
a
great
place
for
people.
Businesspeople
are
other
people
in
the
community
who
want
to
network
in
a
business
capacity.

think
it's
in
Lehi
at.

I,
just
I,
just
want
to
congratulate
our
fire
department
and
the
great
work
that
goes
on
there.
I've
been
involved
with
the
city
for
a
long
time.
American
Forks,
my
home
I've,
lived
here
with
the
exception
of
about
five
years.
My
entire
life
and
I
don't
know
over
time,
and
we
have
had
some
awesome
leadership
and
some
awesome
crews,
but
I
don't
know
of
a
time
in
my
life
that
I
have
felt
more
confident
and
more
proud
of
our
public
safety
than
I
am
right.

Now,
with
you
know,
tonight
we
have
an
award
for
our
firefighters
next
month.
We'll
have
one
for
our
police
I
just
reflect
in
the
last
year.
How
many
awards
we
have
had
legitimate
awards,
they've
been
given
to
our
public
safety
and
city
council
members.
Public
safety
is
our
number
one
responsibility
and
she
falls
loved
and
chief
brems
you,
you
were
doing
a
phenomenal
job
and
you're
making
our
job
that
much
better,
and
we
just
sincerely
appreciate
it.

the
mayor's
report.
A
couple
weeks
ago,
I
had
the
opportunity
to
go
to
the
Chamber's
luncheon.
It
was
kind
of
the
mayor's
report
to
the
chamber.
There
was
a
lot
of
the
community
leaders.
One
of
them
was
Brandon
fugle
bank
employees,
but
I
just
learned
that
there's
a
lot
of
neat
things
coming
to
American
Fork,
some
very
interesting
buildings
that
are
coming
and
it
was
a
very
productive
meeting.

I
brought
as
the
mayor
I
bring
a
lot
of
supportive
staff,
and
so
I
brought
our
administrator,
our
planner,
our
chief,
and
they
got
to
have
the
to
address
the
group
as
well,
and
then
we
was
able
to
answer
any
questions
that
people
might
have
so
I
felt
it
was
very
productive,
also
attended
a
ribbon-cutting
fork
leg,
auto
they're
down
there
right
off
of
the
50
stacks
--it.
Well,
it
used
to
be
a
tire.

Shop
is
now
clegg,
auto
there
that
is
their
fourth
location
if
I
remember,
right
and
I
wish
them
well,
and
if
you
could
believe
that
one
of
the
highlights
of
my
last
two
weeks
is
that
I
was
invited
to
attend
and
to
present
and
to
speak
for
a
few
minutes
to
a
local,
quilting,
Club
and
I
thought.
Oh
I'm
gonna
go
I
first,
I
wasn't
sure
if
I
was
really
excited
about
a
quilting
Club
and
then,
when
I
started,
reading
off
their
accomplishments
and
I
got
into
that
room.
I
was
very
humbled
by
these.

did
call
Adam
about
this,
but
there
the
applicant
is
asking
for
a
change
in
the
block
type.
If
that's,
if
I'm
understanding
that
correctly
and
it
does
increase
the
density
in
the
area,

little
bit

wondering
if
we
could
ask
the
applicant
to
justify
that
change
am
I.
Looking
at
the
right
thing,
yeah.

that's
to
the
west
that,
because
of
how
ninth
South
goes
and
curves
down,
there's
not
enough
acreage
to
meet
the
minimum
of
the
block
type
four,
and
so
it
just
was
a
natural
progression
to
have
that
match,
and
that
was
the
intent
for
that
was
to
match
what
was
existing
and
what
was
already
proved
in
previous
block
types
and
also
to
provide
because
of
how
ix
West
comes
in
there's,
not
enough
acres.
Just
in
that
sliver
to
then
introduce
a
block
type.

can
you
understand
that
I
will
say
in
general
I'm
a
little
bit
concerned
about
us
keep
inching
up
the
density
in
the
area.
I
mentioned
this
to
our
planner,
that
for
a
year
now,
I've
been
telling
people
well,
you
are
gonna,
have
density
next
to
the
train
station
and
it's
gonna
be
a
gradiation
out,
and
this
still
reflects
that
radiation
of
density.
But
I
would
like
us
to
continue
to
watch
that
and
make
sure
that
we're
not
just
continuing
to
inch
up
the
density.

felt
that
it
would
be
more
beneficial
of
going
in
with
a
matching
with
consistency
of
right
next
to
the
parcel,
particularly
that
on
the
east
side,
where
it
is
we
rather
than
going
in
and
and
just
going
isolated
trying
to
match
that,
and
so
when
we
first
submitted
this,
we
had
some
questions
from
staff
about
the
same
thing,
and
so
we
revised
the
application
to
kind
of
demonstrate
what's
going
on
around
it.
As
far
as
what's
been
approved
in
the
district
framework
plan
on
the
properties
approximate
to
ours,.

One
thing
that
we
saw
delineation
is
to
the
west
of
our
property
there's
a
road
1100,
and
that
is
segregating
the
garden
district
and
we
felt
that
it
would
probably

kind

line
up
with,
what's
being
approved
in
the
garden
district,
not
so
much
on
on
the
west
neighborhood
of
that.
So
that
was
another
thing
that
I
failed
to
mention.

heard
at
the
Planning
Commission
last
week
it
was
a
unanimous
recommendation
of
approval.
It's
so
we're
the
bee
hive
clothing
factory
is
on
about
11th,
south
and
5th
east.
The
property
owner
is
looking
to
keep
the
northeast
corner
and
then
sell
the
rest
of
the
property.
So
it's
a
2
lot
subdivision
they're,
obviously
quite
large
lots
and
the
Planning
Commission
will
be
reviewing
a
site
plan
for
a
lot
to
at
their
meeting
next
week,
which
will
then
come
to
you,
probably
in
two
more
weeks
so.

is
a
little
bit
out
of
the
ordinary
I'm
trying
to
help
them
get
moving
dirt
before
the
snow
flies
and
the
Planning
Commission
again
they
it
was
a
light
load
there.
It
was
a
five-minute
discussion
and
a
unanimous
approval
on
this.
On
this
plot
plan,
we
do
have
the
applicant
here
and
I've
been
instructed
that
we
can
grill
him
if
we
need
to
so.

not
so
sure,
that's
reliant
upon
what
my
true
population
numbers
will
be.
I'm
hopeful
in
2022
I'll
go
there,
but
I
mean
everything:

east
east
of
that
and
everything
in
the
Tod
that
we're
looking
at
and
approving
right
now,
and
then
also
that
quadrant
2
looks
weird
how
you
have
this
little
corner
of
quadrant
3
way
over
here
and
why
that
doesn't
kind
of
think.
Neighborhoods
would
be
more
ideal
of
a
more
congruent
map,
but
I
like
that.

When
I
read
the
statute,
originally
I
do
know
that
those
deadlines
are
minimal
minimum,
but
we
can
always
if
we
believe
that
there
needs
to
be
Corrections
or
redrawing
of
lines.
We
can
do
that
at
any
time.

nothing
forbidding
the
city
from
doing
that,
but
I
think
those
are
benchmarks
that
the
state
wanted
to
impose
at
a
minimum,

so
I
appreciate
that
comment
and

we
should
keep

eye
on
that

have
to
rely
solely
on
County
data.

census
is
coming
up
next
year
right,

that
makes
sense

worry

growth

we're

over

next

years

hindrance

a
recession,
you're
gonna,

significant
build
out
from
our
plans
down
there,

that
would
drastically
change

I

wanted

bring
up
real
quick
one
was

brought
up

suggestion,
but
one
that
I've
been
thinking
a
lot
of

I
think
it's
important
to
add
into
there,
because
I
don't
think
we
actually
give
the
weight
that
a
treasurer
has
as
much
as
we
do
in
this
document
here
and
I.
Think
that
it's
a
crucial
that
we
add
in
the
investment
policy
that
we
provide
annual
training
to
the
treasurer.
I
So
while
we
name
it
and
I'm
pologize,
my
PDF
just
close
I'm
bringing
it
back
up
and
it's
slow
here.
But
what
was
that
at
section
three
delegation
of
authority,
so
the
city
treasurer
responsible
for
investment
decisions
and
activities
I,
think
right
after
that
is
when
we
insert
something
about
annual
training
to
make
sure
that
they're
staying
up
to
date
with
their
their
duties
nothing's
worse
than
having
someone
be
responsible,
but
not
understand
what
those
duties
really
intel
know.

anyone

discussion

that
or
just
one
other

love

have
it

says:
hey
we're

give
you
the
resources
to
do
training,
and
hopefully
that's
left
up

can
have
a
broker
dealer
who
has
a
suitability
standard
which
is
a
lower
standard
than
the
fiduciary
standard.
We
can
go
under
the
nuts
and
bolts,
but
they
can
be
on
the
approved
list
of
the
state.

think
we
want
to
keep
to
that
higher
standard
of
a
fiduciary
where
they
have
to
act
in
our
best
interest.

you're
a
fiduciary,
you
have
to
act
in
the
best
interests
of
the
the
person
or
entity
you're
acting
on
behalf
of,
and
so
when
you
have
that
Duty
it
becomes
a
claim
that
can
be
filed
against
you

breaching
it
kind
of
like
a
breach
of
contract.
This
would
be
a
breach
of
fiduciary
duty
claim
if
they
acted
against
your
interest.
As
your
fiduciary.

investment
policy
for
American
Fork
city
with
the
following
changes:
section
3
following
the
sentence.

treasurer
is
responsible
for
investment
decisions
and
activities

include

sentence.

city
treasurer
shall
be
provided
annual
training
to
help
understand
her
or
their
responsibilities,
and
then
in
section
8,
I'm,
sorry
in
section
7
remove
the
Umbridge
strand.
