A
A
Seeing
none
we'll
close
this
public
hearing
and
we'll
move
on
to
regular
session.
Ladies
and
gentlemen,
welcome
to
the
regular
session
of
the
American
Fork
City
Council
on
this
October
23rd
2018,
our
agenda
has
been
posted
on
the
state
website
and
in
various
places
throughout
the
city,
a
copy
of
it,
which
is
in
the
middle
of
the
room.
If
you'd
like
to
follow
it,
we
will
follow
it
as
outlined
and
begin
with
the
Pledge
of
Allegiance,
followed
by
councilmember
Barnes
and
after
which
I
will
conduct
the
roll
call.
If
you
please
stand.
B
Our
Father
in
heaven,
as
we
commence
this
city
council
meeting,
we
give
the
thanks
for
the
blessings
that
we
enjoy.
We're
grateful
to
live
in
this
wonderful
country
on
this
blessed
land
to
enjoy
the
freedoms
and
the
opportunities
that
we
have
been
blessed
with
we're
grateful
for
the
opportunity
to
participate
in
our
own
local
government
affairs
to
be
able
to
discuss
and
debate
things
that
pertain
to
the
city
and
the
directions
that
it
will
go.
B
That
will
be
the
right
conclusions
at
the
end
of
the
discussions,
we're
also
mindful
of
those
who
serve
and
protect
us
who
are
in
the
military
and
the
police
and
fire
and
other
areas,
and
not
oftentimes
that
they
truly
do
put
their
own
lives
in
harm's
way
and
we
pray
that
they
might
be
blessed
and
protected
along
with
their
families.
We
thank
you
again
for
all
of
our
blessings.
We
pray
for
other
blessings
that
thou
has
for
us
and
do
this
in
the
name
of
Jesus
Christ,
amen,.
A
Thank
you
for
that
prayer,
councilman
Barnes
he'll
now
conduct
the
roll
call
councilmember
Christiansen
councilmember
Shelton
here,
councilmember
Barnes,
councilmember,
Carol,
councilmember
Taylor,
all
right,
ladies
and
gentlemen.
We
can
conduct
the
business
of
the
city.
We
will
begin
with
20
minutes
if
necessary,
a
public
comment
time.
If
anybody
would
like
to
address
the
mayor
council,
the
senior
staff,
we
would
invite
you
to
come
forward.
Please
state
your
name
and
if
we
could
try
to
limit
your
remarks
to
about
two
to
three
minutes,
that
would
be
very
helpful.
So
we'll
open
the
mic
at
this
time.
C
Mr.
mayor
councilmembers,
I've
lived
in
American
Fork
for
about
10
years
and
I
have
loved
the
experience.
Recently
I
co-founded
the
with
john
miller.
The
wasit
show
bin.
It
has
kind
of
been
a
capstone
of
my
life
and
music
I.
Think
there's
a
huge
opportunity
that
American
pork
could
avail
itself
up,
and
that
is
to
give
us
a
tagline
for
the
city.
If
you
think
about
Spanish,
sorry,
springville's
tagline,
it's
the
art
city,
ok
for
Payson,
they
have
theirs.
What
is
ours?
C
I
would
suggest
that
we
call
American
Fork
the
music
city
with
people
like
John,
Miller,
Kalin
Chapman,
and
the
list
goes
on
and
on.
Nobody
else
could
really
lay
claim
to
this,
as
we
can
and
I
think
it
is,
it
would
give
us
an
identity
that
would
really
attract
people.
So
that's
my
suggestion,
I'm
going
to
stick
with
it.
Thank.
A
D
Just
have
a
couple
of
things
currently,
the
first
and
second
grade
age
groups
are
currently
engaged
in
their
basketball
program
and
the
third
through
the
tenth
grade
group,
the
signups
are
right
now,
and
so,
if
you're
interested
in
having
your
youth
that
are
in
that
age
group
3rd
through
10th
grade,
please
have
them
go
over
to
the
fitness
center
and
sign
up
for
that
program
and
I
just
want
to
give
a
shout
out
to
the
fitness
center.
They
do
such
a
great
job
over
there
and
right
now
the
days
were
getting
a
lot
shorter.
E
D
A
little
bit
later
in
the
morning
and
it's
getting
darker
a
lot
earlier,
it's
a
good
time
to
go
to
the
fitness
center
and
and
spend
some
time
there
and
great
staff
over
there
they'll
be
very
helpful
to
sign
you
up
for
a
pass
if
you'd
like
to
do
that,
but
just
invite
everyone
to
participate
there
at
the
fitness
center.
Thanks.
F
Man
had
the
chance
this
last
week
to
go
over
and
do
some
service
next
door.
You
can
walk
in.
Maybe
you
saw
the
newly
laid
sod
that
the
Harrington
foundation
has
put
in
place
and
it
was
awesome
to
see
a
lot
of
people
come
out
and
take
pride
back
in
and
I
know.
That's
a
long
way
to
go
on
that
building,
but
it's
a
good
first
step.
I
think
and
they'll
be
exciting
to
see
the
art
murals
that
they're
gonna
have
up
on
those
metal
frames.
F
So
if
you
haven't
I'd
suggest
liking
their
Facebook
page,
you
kind
of
get
the
updates
on
things
that
you
could
do
if
you're
interested
in
helping
out
with
that
project.
So
the
other
item
I
had
to
report
was
from
the
Beautification
Committee
meeting.
It
was
that
same
night
here
so
as
abel
is
to
run
from
laying
sod
over
to
have
a
meeting
then
run
back
out
and
lay
sod.
F
A
F
Culture
or
something
of
that
nature,
but
I
encouraged
them
to
bring
their
comments
to
the
next
work
session.
I
think
we
have
November
6
to
have
that
discussion
about
trees
and
in
the
urban
areas
and
how
to
try
to
make
that
work
in
the
concerns
that
they
have.
So
that's
all
I
have
the
report.
Okay,.
G
Last
night
last
night
we
did
a
training
in
American
Fork
junior
high
for
a
mass
shooter
training
and
I
have
two
students
in
the
junior
high
right
now.
So
for
me,
it
really
hit
close
to
home
and
we
were
right
in
the
place
where
they
were,
and
it
was
so
incredible
to
see
our
policemen
they're,
so
amazing,
they're
trained
so
well
and
I
am
so
glad
that
we
were
able
to
be
have
them
in
our
city.
G
A
The
mayor's
report
I
just
wanted
to
let
you
know
that
we
tended
a
ribbon-cutting
for
kick
the
habit
for
addiction,
not
just
drug
addiction,
but
food
addictions.
He
described
several
a
new
business
in
our
city.
We
went
there
and
we
supported
him
and
we
wish
him
well.
We
actually
wished
him
well
to
be
out
of
business,
hopefully
soon
so
last
Monday
I
had
the
opportunity
to
to
tend
America
Fork
Symphony
and
introduced
them.
A
So
it's
been
around
for
a
long
time
and
so
and
then
today,
I
had
the
opportunity
long
with
some
of
our
senior
staff
to
attend
a
luncheon
with
members
of
the
chamber,
some
of
the
I'm
trying
to
say
they're,
not
the
senior
members
and
they're
just
the
larger
donors,
and
we
talked
a
lot
about
roads
infrastructure.
They
asked
questions
on
what
to
expect.
A
We
watched
a
wonderful
video
on
population
growth
and
and
it
was
very
engaging
and
we
just
rubbed
shoulders
with
the
people
that
bring
in
a
great
deal
of
self
tax
to
our
city,
and
it
was
fun
to
get
to
know
them
in
a
better
way.
That
is.
The
mayor's
report
will
now
move
on
to
the
common
consent
agenda
consisting
of
the
three
items
before
you
is
there
any
changes
that
have
been
noted
to
these
minutes.
Taralyn.
E
A
A
motion
by
councilmember
Taylor
seconded
by
councilmember
Christensen
any
discussion
on
the
motion
hearing.
None
I'll
call
for
a
roll
call
vote
council,
member
Christian,
s'en
council,
member
Shelton,
aye
council
member
Barnes,
aye
councilmember,
Carol,
councilmember,
Taylor,
aye,
okay,
action
items
tonight.
First,
one
is
a
ratification
of
city
payments
from
October,
2nd
2018
to
October,
16,
2018
and
approval
of
purchase
requests
over
$25,000.
Any
questions
for
the
council
on
bills
to
be
paid.
A
Carol
councilmember
Taylor
aye
item
number:
two
is
a
review
and
action
on
appointments
to
the
Park
and
Recreation
Committee
as
I
read
your
name
I've.
If
you're
here
would
you
please
stand
Lisa
berkland,
Nathan
nigh
how
about
Rosanna
Williams?
Okay,
these
these
three
have
submitted.
Applications
are
in
your
packet
to
serve
through
the
22
2022
on
this
wonderful
committee.
So
mayor.
H
A
I
G
J
G
A
Thank
you
item
number
three
is
a
review
in
action
on
approval
of
a
resolution
designating
a
portion
of
Auto
Mall
Drive
from
the
corner
of
620
South
to
500
East.
As
technology
drive
we've
gone
through
this
Taron.
Will
you
just
explain
to
us
again
what's
the
next
process
to
make
this
completely
efficient.
E
A
K
I
H
A
A
Celso
call
for
a
vote:
councilmember
Christian,
sir
hi
councilmember
Shelton
aye
councilmember
Barnes,
I,
councilmember,
Carroll,
County,
member
Taylor,
I.
L
T-Mobile
in
this
application
there
will
be
so
it's
the
the
antennas
are
being
placed
on
the
existing
hole.
There
will
be
a
shelter,
so
it's
a
having
a
12
by
24,
something
with
small
shelters
right
between
the
two
trees
right
there
in
sort
of
right
field.
The
discussion
was,
we
had
initially
proposed
doing
sort
of
outdoor
equipment,
so
it
wouldn't
be
as
large,
but
the
problem
with
that
is
homerun
balls,
kids
playing
anything
like
that.
L
We
don't
want
anyone
in
the
fence
messing
around
sort
of
a
tempting
place
for
them
to
be
yep,
just
the
equipment.
So
it's
just
one
of
yeah,
it's
just
it's!
It's
similar
to
the
other
two
sheds
that
are
along
the
first
base
line,
that
the
other
two
carriers
have
and
I
guess:
Verizon's
got
I,
guess,
they're
doing
a
canopy
with
outdoor
equipment
there's
a
little
bit
different,
but
there's
a
still
enclosed
as
well,
but
it
will
be
an
enclosed
shelter.
C
F
Question
was:
how
does
this
connect
with
the
reconstruction
of
what
we're
doing
down
there
at
all?
We
lined
up
those
timelines
with
them
to
make
sure
we're
tearing
out
some
of
that
stuff
and
redoing
all
of
our
die
at
the
same
time,
I'm
just
wondering
have
we
coordinated
that
with
these
guys
to
make
sure
we're
making
the
best
use
of
resources.
M
L
Yeah
and
that's
been
that's
been
part
of
the
discussion.
We've
we've
been
working
with
all
groups
that
are
involved
in
that
and
we've,
even
if
you
look
on
the
drawings
that
we
had
for
this
we've
and
included
as
a
future
possibility
of
what
may
or
may
not
happen
there.
So
it's
one
of
the
things
that
we've
discussed
and
they're
willing
to
obviously
work
with
you
guys
on
anything
that
you've
got
going
on.
It's
not
gonna,
be
an
issue.
I
mean
coordinating.
Efforts
is
not
going
to
be
an
issue.
A
A
F
H
B
A
We've
done
a
lot
of
work,
just
didn't
feel
that
it
was
that
we
just
wanted
to
let
this
launch
for
with
that,
a
little
bit
additional
looking
and
especially
into
the
road
widths
and
some
of
the
details
spent
a
lot
of
work.
This
council
and
the
staff
of
so
I
don't
even
know
how
to
explain
that
the
hours
that
have
been
put
into
this
so
before
we
before
launch
this
for
for
in
perpetuity
pretty
much.
We
thought
we
would
just
be
a
little
more
thorough.
A
G
And
this
won't
become
a
surprise
to
the
council,
but
I
actually
I'm
gonna
vote
no
for
this,
because
I
really
was
hoping
that
we
could
keep
to
that.
I
feel
like
it
was
a
commitment
of
October
31st,
even
if
it
required
extra
meetings
for
us
to
get
those
Street
cross
sections
at
least
approved
by
the
end
of
the
month.
So
I
will
be
voting
no
on
the
extension.
I
I
F
K
A
Member
Shelton
aye
council
member
Barnes,
hi
council
member
Carol,
councilmember
Taylor
I
item
number
10
is
consideration
in
action
to
enter
into
a
closed
session,
to
discuss
the
character
or
a
professional
cops
of
the
competence
of
an
individual
to
discuss
pending
a
reasonable
eminent
litigation
and/or
to
discuss
the
purchase,
lease
or
sell
of
real
property.
Now
our
discussion,
other
items
described
in
Utah
State
code,
52
4
205,
do
I.
Have
a
motion
to
answer
enter
into
closed
session.
