A
A
There
is
agendas
in
the
middle
of
the
room
if
you
would
like
to
have
a
copy
of
them
and
we
will
follow
the
agenda
as
outlined,
so
we
will
start
with
in
a
Pledge
of
Allegiance
and
the
council,
member
Carroll
will
offer
a
prayer
and
then,
following
that
I'll
have
conduct
the
roll
call.
If
everybody
please
stand.
B
Our
dear
Heavenly
Father
we're
grateful
this
day
that
we
could
meet
together.
We're
grateful
for
this
country
that
we
live
in,
that
we
could
express
our
views
freely
and
that
we
could
vote
and
represent
each
other.
Please
bless
us
this
day
that
we
will
all
have
a
spirit
of
listening
and
that
we
will
be
able
to
convey
our
ideas,
help
us
to
have
a
spirit
with
us
in
the
name
of
Jesus,
Christ,
amen,
amen,.
A
Shelton
here
councilmember
Barnes,
here
councilmember
Carol,
councilmember
Taylor,
all
right.
We
can
conduct
the
business
of
the
city
well
begin
with
the
two-minute
public
comment
period.
If
anybody
would
like
to
address
the
the
Mayor
of
the
City
Council
or
senior
staff,
if
you'd
come
forward
and
please
state
your
name,
we
would
love
to
hear
from
you.
D
You
mayor
just
a
couple
of
items
at
the
at
the
recreation
facility,
fitness
center,
they
are
having
a
program
called
maintain,
don't
gain
and
it
has
been
a
great
program
for
the
community.
I
know
many
of
our
staff
members
have
participated
as
well
and
and
many
are
doing
a
very
good
job
and
it's
it's
a
timely
thing,
and
so
those
of
you
who
are
participating
that
congratulations
and
for
those
of
you
who
aren't.
D
D
D
There
will
be
some
testing
available
like
blood
sugar,
heart
rate
things
like
that
so
come
and
get
tested
and
learn
what
you
can
do
in
the
new
year
to
take
care
of
your
health
better
and
they
will
also
be
having
the
sale
on
the
fitness
center
passes.
So
it's
a
good
time
to
join
then
last
Saturday
we
had
an
event
called
shop
with
a
cop,
and
it
was
a
great
event
where
our
officers
went
to
Spanish
fort
and
each
officer
took
a
child
and
was
able
to
spend
some
time
with
him
having
a
breakfast.
D
Those
children
were
able
to
drive
the
cop
cars
and
shoot
guns,
I'm
just
kidding,
I
didn't,
but
they
did
turn
on
the
sirens
and
the
lights,
and
then
they
took
those
children
back
to
Walmart
and
each
child
received
one
hundred
and
seventy
five
dollars
worth
of.
It
was
a
gift
card
and
they
could
purchase
whatever
they
want,
and
so
it
was
a
great
event
and
I
just
want
to
give
a
shout
out
to
our
officers.
D
They
they
were
so
gracious
and
so
kind
to
these
kids
and-
and
we
had
more
officers
there
represented
from
our
department
than
than
really
anyone
else
in
the
county,
and
so
it
was
a
strong
showing
from
American
Fork
and
I.
Just
want
him
to
know
how
much
I
appreciate
him
and
our
community
appreciates
them
too.
Right
now
there
is
a
community
survey
that
is
posted
online
for
our
residents
to
give
feedback
to
give
us.
D
Basically,
a
report
card
on
how
we
are
doing
as
a
city
and
so
I
would
encourage
the
community
to
go
ahead
and
jump
on
that
and
take
that
survey
and
help
us
understand
where
we
can
do
better
and
where
we're
doing
well,
and
so
it's
it's
a
great
tool.
It's
a
great
tool
for
the
City
Council,
as
we
prepare
for
next
year's
budgeting
season.
For
us
to
look
at
that
and
decide.
D
Maybe
we
need
to
allocate
funds
little
differently
through
the
budget
process,
but
we
would
appreciate
our
residents
taking
some
time
to
to
do
that
survey.
It
gives
us
great
feedback
at
the
cemetery.
There
is
a
new
directory
for
every
gravesite.
There
is
it's
a
covered
and
a
lit
basically
list
of
all
of
the
grave
sites
and
who,
who
is
in
those
grave
sites,
and
it's
a
great
advantage
to
people
who
want
to
come
and
do
either
family
history
or
look
someone
up
or
just
go
visit,
someone
that
they
know
or
or
that
they
want
to.
D
C
E
E
Interesting,
a
couple
questions
that
came
up
from
a
few
committee.
Members
of
me
was:
what
does
the
council
expect
of
the
Beautification,
Committee
and
I?
Don't
know
if
I
had
a
really
good
answer
for
them,
and
so
I
just
asked
you
guys
if
you
want
to
think
about
that
hate,
saying
something
without
asking
for
your
input.
So
if
you
have
any
suggestions
or
ideas
on
that,
I
think
it's
a
good
time
to
always
ask
that
question
and
reassess
where
we're
at,
but
I
thought
was
very
insightful.
E
E
There
were
some
increases
to
fees
that
were
on
that
budget,
probably
the
one
that
would
have
the
biggest
impact
to
American
Fork
City
is
they
were
looking
at
increasing
the
resident
coupons
that
the
city
pays
for
from
$8
to
$10
working
with
Brin
over
in
Orem.
We
were
able
to
get
that
down
to
$9
as
a
board
and
agree
on
that
I
think
that
is
a
good
spot
to
land
at
they
did
say
that
they
don't
like
to
raise
fees
every
year,
because
the
dollar
or
that
change
that
goes
through
is
less
efficient.
E
Grateful
that
our
community
offers
that
other
communities
that
don't
offer
that
program
they
find
tires
and
mattresses
and
things
on
the
side
of
vacant.
Lots
that
add
to
the
lack
of
beautification
in
a
community
the
other
fee
that
they
did
increase.
That
really
doesn't
have
an
impact
upon
the
city,
but
a
resident
that
goes
in
is
then
I'll
be
charging
a
separate
fee
for
mattresses.
$5
a
fee
I
didn't
realize
how
big
mattresses
have
an
impact
in
a
landfill,
but
they
said
they're
like
bobbing
for
apples
they
bury
it.
E
It
just
keeps
coming
back
up
to
the
top
and
then,
as
it
degrades
the
springs,
wrap
around
the
equipment
tires
and
caused
a
lot
of
breakdown
and
maintenance
issues.
They're,
currently
looking
at
a
way
to
try
to
recycle
it.
Salt
Lake
County
had
implemented
a
$15.00
per
mattress
fee
and
all
of
a
sudden,
we
started
seeing
rental
trucks
coming
in
with
truckloads
to
our
district
to
get
rid
of
those
mattresses.
E
So
that's
why
they
implemented
the
fee
interesting
note:
they
get
40
mattresses
a
day
on
average,
which
I
thought
was
an
interesting
number
coming
into
the
district.
So
other
good
news
is
that
one
hundred
and
ten
thousand
that's
coming
in
from
the
increase
of
fee.
We
decide
to
set
aside
as
long-term
strategic
planning
for
the
next
year.
We
did
talk
as
a
board
and
I
think
it's
something
we
need
to
talk
as
a
council.
What
is
our
long-term
goals
with
the
district?
E
The
chance
to
opt
out
of
the
district
is
we
have
to
notify
them
by
December
of
2019.
If
we
want
to
opt
out
and
then
it's
an
automatic
renewal
every
two
years
when
we're
talking
about
the
growth
we've
had
in
the
county
and
the
type
of
capital
improvements
needed,
they
can't
recoup
those
costs
in
a
two-year
commitment
from
agencies,
and
so
the
conversation
we're
going
to
be
having
over
the
next
year's.
How
do
we
use
that
to
strategically
plan
and
be
able
to
get
feedback
from
the
entity?
E
Members
about
a
longer
term
commitment,
maybe
five
years,
seven
years?
Something
of
that
nature?
We're
really
concerned
about
the
level
of
service
because
of
the
lines
on
Saturday.
It
will
go
clear
out
past
the
animal
shelter
and
so
we're
talking
about
how
to
leverage
technology.
We
call
it
the
chick-fil-a
example
where
you
know
how
the
chick-fil-a
app
and
you
can
buy
your
food
before
you
even
get
there
and
you
just
we'll
pick
it
up,
and
so
that
would
probably
help
speed
up
the
line.
E
If
we
speed
up
the
line-
and
we
don't
do
anything
to
help
the
service
and
dumping
it
in
the
hole,
if
you
will,
then
it
just
starts
to
back
up
in
the
shed,
and
so
we
need
to
look
at
some
significant
capital
improvements
with
the
growth
of
the
county.
So
I
anticipate
having
more
discussions
about
that.
E
They
would
like
to
schedule
a
meeting
just
like
the
sewer
district
did
to
come
in
and
do
a
presentation
to
the
whole
council
and
then
to
do
a
survey
to
kind
of
garner
our
feedback
as
to
what
service
level
we
would
like
to
see
if
we
wanted
to
stay
with
the
district.
So
beyond
that
I
had
another
early
morning
meeting
with
David
him
and
Kyle
I
really
appreciate.
It
was
yesterday
morning
at
7:30,
nothing
better
than
getting
up
at
7:30
to
talk
about
finance
and
spreadsheets,
and
numbers
and
I
really
appreciate
them.
E
E
There
was
a
lady
that
come
in
and
was
scared
to
death
of
a
domestic
issue
that
would
happen
at
home
if
she
didn't
resolve
her
high
utility
bill
and
that's
something
that
you
know
the
staff
took
serious
and
worked
with
her
to
be
able
to
try
to
resolve
the
issue
the
best
they
can,
but
think.
Sometimes
we
forget
and
oversimplify
things
about
the
lives
we
impact
and
particularly
how
the
staff
takes
that
personally
and
how
they
were
able
to
help
her
out.
E
B
G
B
B
I
E
E
I
Good
mayor
this
past
week,
the
park
committee,
mint
met
and
I
just
want
to
say
before
I
talk
about
what
they
were
able
to
go
over,
how
competent
a
group.
This
is,
if
you
go
in
and
you
sit
in
those
meetings,
you
have
you
have
a
a
great
group
of
people
who
are
working
very
hard
who
take
their
their
role,
their
very
seriously
a
couple
of
things
that
are
taking
place.
I
We
are
moving
our
orientation
meeting
up
one
month,
so
it'll
be
in
January
and
hopefully
give
a
little
bit
more
time
and
to
meet
the
timeline
that
you
know
you
have
asked
for
inset.
There
is
some
and
and
and
when
I
talk
about
competency
and
in
the
integrity
of
these
people.
One
of
the
biggest
concerns
concerns
they
have
is
still
how
we
are
able
to
show
or
demonstrate
the
success
of
the
reporting,
so
the
people
that
receive
the
park
funds
how
they
were
able
to
show
yeah.
This
is
how
we
use
the
file
the
dollars.
I
This
is
the
funds.
Excuse
me-
and
this
is
you
know
what
we've
done
so
we're
trying
to
find
a
way
they're
trying
working
very
hard
to
try
to
find
a
way
to
have
a
reporting
process.
Now.
Obviously,
all
of
this
situations
aren't
going
to
be
the
same.
We
have
the
groups
that
pass
out
the
dictionaries
and
the
thesauruses
to
grade
schools,
the
same
kind
of
reporting,
but
they
do
have
others
that
we
would
just
like
to
be
able
to
a
report
very
easily
come
to
the
council
saying
this
is
how
the
dollars
have
been
spent.
I
This
so
seriously,
I've
worked
on
a
lot
of
really
awesome
committees
here
in
the
city,
and
we
are
extremely
fortunate
to
have
the
people
we
do
not
only
staff
and
the
personnel,
but
those
who
are
willing
to
you
know
give
over
their
time
than
those
committees.
They're
they're
not
earning
a
bit
of
a
bit
of
there's
no
remuneration
other
than
they.
You
know
we're
working
for
their
community
and
trying
to
make
it
a
better
place.
So
that's
all
I
have
mirror
okay.
J
J
J
J
They're
writing
that
Mary
Brown
and
they
made
enough
money
that
they
eventually
build
a
hospital
between
Pro
and
Springville
and
actually
people
in
the
climate,
the
debtors
hospital,
because
he
could
not
afford
hospitalization
the
court
that
medical
treatment
media
covering
couples
took
care
of
them
and
watched
over
them.
So
there
are
great
people.
They
were
just
wonderful,
wonderful
people
that
love
you
Tom,
crow,
the
city
very,
very
much
on
their
death.
They
established
the
foundation
so
and
the
Foundation's
response
plan
was
to
sell.
H
J
Assets
and
take
that
money
and
support
the
senior
citizens
of
Provo
city
well,
over
the
years
that
fund
began
to
grow
the
sprawling
Rome
grown
to
the
point
now,
where
they
now
fund
all
senior
citizens
and
you
thought
counted
as
a
senior
citizen
groups
and
you
thought
an
application,
but
those
who
make
an
application
are
forgiven.
You
know
usually
whatever
they're
requesting
that
is
funded.
This
share
AmeriCorps
city
Meredith
legend
on
the
1st
of
December
with
the
senior
citizens.
This
year,
the
healthy
foundation
made
$6,500
the
secret
citizens
of
America
for
years.
J
J
A
J
Gather
to
manage
this
foundation,
this
is
you
know
what
60
70
years,
how
to
manage
that
foundation
to
the
point
they
didn't
know
what
Apple
was,
but
somebody
said
it
might
be.
If
this
clock
was
invested,
Apple
stop,
they
have
coca-cola,
they
have
science
bank.
They
have
a
lot
of
great
slobs.
So
I
said
that
so
well,
I
mean
that
itself
to
you
sauce.
J
This
is
nothing
more
as
what
they
may
give
out
would
not
be
more
than
the
1940
Hitler's
dog
to
meet
federal
regulations,
but
they
would
not
have
enough
of
an
investment,
but
they
can
find
every
senior
citizens.
They
see
act.
That
makes
the
application
and,
besides
that,
they
still
have
some
money
left
over.
Then
they
found
small
chips
that
you'd
be
single
mothers,
so
they
can
get
an
education,
so
they
don't
have
to
have
a
good
school
for
some
stipulations,
but
they
allowed
them
to
put
school.
J
The
library
and
let's
look
at
putting
brunch,
where
they're,
bringing
our
meat
and
most
woodworkers,
both
networker
and
they
said
wow,
that's
true
that
part
which
taken
care
of
America
for
let's
make
sure
they
get
the
money
they
need
at
that
point.
They're
trying
to
be
model
basically
downstairs
so
therefore
case
operatives
when
they
believe
and
write
himself
that
the
director
was
not
was
investing
senior
citizens
in
that
community
and.
A
A
Alright,
if
I
could
just
add
a
couple
things.
The
mayor
on
the
mayor's
report,
December
furtive,
was
a
very
busy
day.
I've
come
to
the
conclusion
that
it
might
be
likely
that
between
being
the
mayor
and
having
all
the
food
and
then
the
gray
hair
that
you
might
retire
from
that,
just
roll
right
into
being
a
Santa
Claus,
because
because
last
Saturday
I
was
we
I
was
at
breakfast
over
at
just
across
the
street
here
at
tad
Gees
and
she
had
a
fifteen-year
kind
of
an
anniversary.
And
there
was
quite
a
few
people.
A
The
seniors
and
I
would
have
to
give
him
this
with
just
big
s,
probably
220
to
250
people
were
there
from
our
community
had
a
wonderful
dinner,
and
then
that
was
followed
up
in
the
auditorium
by
a
concert
with
Josh
creak
and
they
loved
it,
and
then
they
had
a
little
raffle.
They
had
some
some
donated
gifts
and
there
were
number
one
coveted
thing
to
get,
whether
it's
that
day
or
at
Bingo,
whoever
wins
the
first
one
goes
right
for
the
toilet
paper.
I,
don't
know
why
that
was
the
first
gift.
A
A
So
that's
the
mayor's
report
will
now
move
on
to
the
common
consent
agenda,
consisting
of
the
two
items
that
are
their
minutes
of
November
13th
of
2018
and
council
minutes
up
from
the
27th
2018.
There
are
some
adjustments
that
we
have
before
us
is,
if
everybody's
comfortable
with
these
Jeffy's
adjustments.
A
A
consent
have
a
motion
by
councilmember
Shelton,
second,
second,
by
councilmember
Christensen,
any
discussion
on
the
motion.
Hearing
none
I'll
call
for
a
vote
council
member
Christian,
say
aye
council,
member
Shelton,
aye,
council,
member
Barnes,
aye
councilmember,
Carol
councilmember
Taylor
I.
Thank
you
on
to
our
action
items.
A
C
A
Member
Shelton
all
right
council,
member
Barnes,
aye
council,
member
Carol,
councilmember
Taylor
I.
Thank
you
item
number
2
is
a
review
and
action
on
a
performance
in
Luke
agreement
with
Tobey
Adamson
regarding
actual
construction
and
lieu
of
providing
an
improvement,
construction
guarantee
associated
with
sunrise
estates,
plat
be.
E
E
A
Item
number:
three
is
a
review
in
action
on
agreement
with
community
services
services,
analysis
LLC
to
provide
consulting
services
services
at
the
American
Fort
fitness
center
Derek
you
put
on
a
nice
shirt,
I
mean
so
any
any
questions
for
for
Derek
or
David.
On
the
purpose
of
this.
The
scope
of
this.
E
The
thing
I
was
gonna:
ask
there
Derick
is
there
is
some
Real
Estate's
that's
been
for
sale,
I
often
thought
about
that
around
that
area
and
the
possible
expansion.
Is
there
any
way
of
looking
at
that?
I.
Don't
know
if
we'll
get
the
report
back
in
that
real
estate,
maybe
it's
not
still
for
sale.
I,
don't
know
in
today's
economy,
but
is
that
something
that
would
be
included
in
someone
of
the
scope
so.
K
K
K
So
we
got
two
proposals.
One
was
very
strong
on
the
facility
and
this
one
was
more
strong
on
the
operations
and
making
recommendations
on
base
on
the
facility
you
have.
These
are
the
operational
things
you
can
change
and
then
this
is
so
that
their
emphases,
Anessa
Sarah
Lee
on
the
facility,
but
they
will
give
us
some
recommendations.
They're
gonna
be
looking
at
other
facilities
that
are
we
looking
at
trends,
and
things
like
that.
So
I
do
anticipate.
This
would
give
us
information
to
then
say.
Okay,
do
we
want
to
dig
in
deeper
to
the
facility.
K
Maybe
a
facility
expansion
or
something
like
that.
We
have
a
little
bit
more
time
till
that
becomes
a
little
more
feasible.
But
if
you
have
funding-
and
you
want
to
do
it-
we
will
have
options
very
quick,
we're
so,
but
the
one
the
one
warum
went
through
the
same
process
and
they
came
out
the
other
end
and
had
kind
of
three
options.
And
so,
if
we
want
to
take
that
next
step,
we
could
do
that.
B
I
K
C
E
H
I
F
A
C
G
I
I
A
Have
a
motion
by
councilmember,
Taylor
and
seconded
by
councilmember
Carol
any
discussion
on
that
motion.
Hearing
none
I'll
call
for
a
vote:
councilmember
Christian
council
member
Shelton,
aye
council
member
at
Barnes,
aye,
council,
member
Carroll,
councilmember
Taylor
I
item
number.
Five
is
a
review
in
action
on
an
ordinance
enacting
a
new
chapter
of
the
american
fork
city
code
governing
small
cell
facilities.
Thank
you
for
coming
forward
George.
My.
F
H
And
council,
this
is
this
is
going
forward.
We
are
at
the
point
now
where
the
small
cells
are
coming
and
they're
looking
at
the
area
of
2019
2020
is
when
they
will
really
be
hitting,
but
keep
in
mind
the
big
carriers
who
are
planning
to
bring
forward
the
5g
that
we
hear
about
so
much.
They
are
already
in
the
process
of
working
through
this.
So
I
really
appreciate
the
work
that
Tim
has
put
in
on
this
there's
been
a
lot
of
work
done
to
be
able
to
get
this
ordinance
and
it's.
H
It
really
follows
closely
with
what
the
legislature
had
in
mind
and
I
think
they
they
made
it
to
where
the
city's
can
really
help
protect
themselves,
to
make
sure
that
we
are
able
to
control
and
make
sure
that
our
city
is
doing
what
we
need
to
do
when
it
comes
to
this.
So,
basically
just
a
little
bit
of
background
with
with
5g
the
difference
between
that
and
like
a
4G
network.
H
What
really
makes
it
different
is
that
they've
now
made
it
so
that
it's
much
much
faster
like
it
will
be
incredibly
fast,
but
that
comes
at
a
cost,
and
that
is
small
cells.
That's
really
what
the
cost
is,
because
it
doesn't
transmit
near
as
far
that's
really
the
bottom
line,
so
they
have
to
put
a
lot
of
them.
So
in
a
neighborhood
there
has
to
be
a
lot
of
coverage
and
they
kind
of
have
to
mesh
each
other
so
that
they
get
all
the
covers.
H
You
need
meaning
that
one
area
covers
another
area
as
well,
and
so
that's
why
the
legislature
needed
to
make
this
move
was
to
be
able
to
make
sure
that
they
could
get
the
coverage
a
need,
because
it
will
increase
the
speeds
and
everything
that
needs
to
be
done
with
that
and
the
other
key
part
of
this
is.
We
always
have
to
keep
in
mind
that
when
it
comes
to
this
type
of
technology,
we
have
to
always
consider
that
you're
only
as
good
as
the
fiber
that
feeds
it
right.
H
H
We're
talking
about
light
poles
and
all
kinds
of
different
things,
and
they
try
and
use
a
stealth
model,
but
they're
there
around,
but
they're
fed
by
fiber
optics,
almost
always
so
in
order
to
get
those
speeds
and
get
what
they
need
to
be
able
to
do
that,
they
have
to
have
that
that
back
feed,
meaning
that
it
feeds
from
somewhere
underground
most
of
the
time
in
order
to
feed
those
units.
So
I
feel
like
this
is
a
tight
ordinance
that
really
gives
us
some
options.
As
we
go
forward,
there's
going
to
be
a
lot.
H
We
learn,
as
this
starts
to
come
forward
as
the
companies
start
coming
forward.
Looking
to
do
this,
the
legislators
made
it
clear
that
we're
that
we're
going
to
be
needing
to
do
this
and
they've
paved
the
way
and
so
I'm
glad
we're
we're
in
the
game
when
we
are,
and
so,
if
you
have
any
questions,
hope
I
didn't
bore
you
too
bad.
My.
E
H
We
do
have
a
few
locations,
but
keep
in
mind
that
the
fiber
that
runs
along
the
railroad
area
there
right
by
State
Street,
is
really
what
we
call
transport
fiber.
So
there
would
be
some
potential
options
there
and
so
and
as
we
go
forward
in
the
future,
when
we
make
some
decisions
about
where
we're
gonna
head
into
the
future,
when
it
comes
to
fiber
optics
and
those
types
of
things
that
could
give
us
some
options
going
forward
as
well
and
there
there
would
be
some
some
potential
opportunities
there.
E
H
We
are
actually
and
that's
great,
that
you
bring
that
up,
because
we
are
actually
working
on
that
now.
We're
currently
working
to
see
what
exactly
we
can
do
as
it
relates
to
putting
conduit
and
what
we
want
to
do
is
we
want
to.
We
really
want
to
put
conduit
in
that
makes
it
possible
for
us
to
really
focus
on
the
fiber
optics,
because
that's
really
what
it's
all
about.
H
You
know
all
all
of
your
providers
that
are
out
there,
your
ISPs,
that's
really
what
they're
looking
for
so
we're
looking
at
being
able
to
get
that
in
place
in
both
inside
the
streets.
You
know
the
master,
the
transportation
master
plan,
things
like
that,
we're
looking
at
options
there
and
making
sure
that
we're
you
know
within
the
areas
we
need
to
be,
but
that
is
being
worked
on
right
now:
I'm
working
on
standards
for
the
conduit
standards,
and
that
would
be
part
of
the
developments
and
also
part
of
the
backbone
that
would
feed
those
developments.
E
It's
probably
one
of
the
biggest
comments
I
get
in
my
neighborhood
is
just
not
a
lot
of
fiber-optic
availability
up
there
and
we
have
a
lot
of
Technology
individuals
that
moved
from
out
of
state
into
it
and
they
go
what
in
the
world?
How
do
you
get
good
internet
service
in
certain
parts?
So
I
think
if
we
can
start
proactively
planning
I
think
that
helps
I
would
debate
that
some
people
would
say.
Fiber-Optic
and
Internet
service
is
just
as
essential
as
water
right
now.
H
So
you
have
people
that
there
may
be
a
doctor
in
maybe
India
or
somewhere,
who
knows
where
across
the
country
that
is,
is
actually
monitoring
someone
within
our
city,
you
know
and
and
they
they
have
to
do
that
because
that's
where
the
treatment
is
and
they
monitor
them
from
across
the
country.
So
we
have
to
address
this.
We
have
to
figure
out
what
we're
going
to
do
going
forward
and
we
are
working
on
that
process.
F
F
H
Thought
leader
pends
on
on
how
many
providers
actually
get
out
there
and
and
what
that
actually
there's
still
a
few
things
that
they
haven't
really
finalized.
So
it's
really
hard
to
put
a
number
to
it,
but
it
could
be
pretty
high
number
in
any
given
neighborhood
you
you
could
have
in
the
neighborhood
of
2530
of
these.
So.
H
H
It's
because
of
the
speed
it's
because
of
the
speed
we're
talking
about
compared
to
anything
else.
We've
had
up
to
this
point,
but
there's
gonna
be
some
growing
pains
with
this,
and
we're
gonna
have
to
really
pay
attention
and
I.
Think
we've
got
the
right
ordinance
here
to
be
able
to
get
off
to
a
good
start,
because
it
really
protects
the
city
very
well.
These.
F
L
All
of
the
cities
have
tried
to
get
out
in
front
of
this
because
the
new
law
went
into
effect.
This
fall
and
so
I've
been
contacted
by
one
service
provider.
Already
from
what
I've
read
with
the
Utah
League
of
cities
and
towns,
everything
thus
far
has
been
informative
and
educational,
but
there
hasn't
been
enough
time
lag
yet
for
us
to
really
see
the
battlefield
play
out
and.
H
The
the
technology
is
is
still
being
worked
on.
The
reality
of
it
is.
Is
that
a
lot
of
your
carriers,
your
big
four
carriers,
they're,
really
leading
the
charge
on
on
a
lot
of
this.
So
there's
the
the
technology
is
getting
there
and
that's
why
you
know
late
2019
2020.
You
might
see
something
because
it
is
they're
coming
forward,
but
it's
really
gonna
take
hold
and
as
we
get
towards
you
know
the
middle
of
2019
late
2019,
because
they've
got
to
get
ahead
of
it
to
be
competitive,
I'm.
C
H
A
E
A
Item
number
7
is
a
review
in
action
on
a
construction
contract
for
the
spring
line
replacement
project.
It's
been
a
long
time
coming,
I
think
we've
we
have
a
work
session.
We've
talked
about
where
this
is
going.
Where
it's
coming
from.
We
saw
the
water.
We
tried
to
not
drop
anything
in
the
Inbox,
so.
I
Mayor
I
move
that
we
accept
the
bid
submitted
by
Conde
construction
company
for
construction
of
the
spring
line
replacement.
Excuse
me
in
the
amount
of
2.8
and
well
two
million
eight
hundred
and
sixty
eight
thousand
eight
hundred
and
seventy
dollars
and
approved
the
construction
contract
as
presented.
Thank.
F
E
G
G
E
G
E
You
know
that
does
not
appreciate
anything.
It's
great
to
do
when
we're
doing
you
dock
and
getting
everything
lined
up
there'll
be
some
cost
savings
there.
So
support
I
just
want
to
see
what
we're
coming
at
I
think
that
brings
I
mean
just
tonight.
That's
2.5
million
and
water
line
replacements
that
we're
talking
about
tonight.
So
it's
a
large
chunk
of
money
going.
M
Councilman,
we
would
probably
be
mobilize
your
issue
Notice
to
Proceed,
then
in
January
they've
got
to
go
and
get
their
bonds
and
so
forth,
like
that,
and
then
like
I'm,
trying
to
remember
the
exact
date
it's
in
the
contract,
but
basically
we're
wanting
to
get
this
done
really
by
the
time.
The
canyon
opens
up
again
for
a
lot
of
traffic
when
it
warms
up
so
spring
basic.
F
M
I
B
M
Councilman,
this
gets
us
down
to
not
quiet
all
the
way
to
the
tank
to
where
the
chlorinator
is
there's
another
segment
going
through
the
golf
course
that
is
not
in
this
scope,
not
in
this
project
that
we'd
be
done
at
a
future
time
that
one
a
lot
of
this
is
coordination
and
we're
trying
to
make
sure
that
we
coordinate
that
one
at
the
same
time
that
Pleasant
Grove
will
be
piping,
a
ditch
and
irrigation.
Ditch
it
goes
through
there
so
that
we're
coordinating
and
going
through
the
golf
course
once
so
that
that'll
be
coming
soon.
F
B
A
A
Item
number
eight:
as
a
reviewing
action
on
an
ordinance
setting
the
time
and
place
the
2019
City
Council
meetings.
We
talked
a
little
bit
about
moving
it
up
to
7:00.
If
somebody
wants
to
throw
out
a
motion
to
6:30
you're,
not
gonna
hurt
my
feelings,
I
promise,
but
we
looked
at
still
days.
We
looked
ahead
at
you,
know,
holidays
and
things
that
made
sense
and
we
tried
to
just
make
sure
it
was
appropriate.
So.
