A
Ladies
and
gentlemen,
we
welcome
you
this
evening.
It's
November,
27th
2018.
This
is
the
American
Fork
City
Council
regular
session.
The
agenda
has
been
posted
on
the
state
website
and
in
various
places
throughout
the
city,
as
required
by
state
law.
A
copy
of
that
agenda
is
on
the
table
in
the
desk
on
that
desk
right
there.
A
A
B
Our
Father
in
heaven
we
are
grateful
for
the
opportunity
we
have
to
be
gathered
together
as
a
community
to
be
able
to
discuss
matters
of
how
we
can
be
able
to
provide
better
services
and
be
able
to
grow
together
as
a
community.
We're
thankful
father
for
the
great
nation
in
which
we
live,
and
also
the
state
and
city
we're
grateful
for
the
dedicated
men
and
women
who
selflessly
sacrifice
for
our
safety
in
defending
our
freedom
and
also
making
sure
that
our
services
are
continually
provided
for
we're
thankful
father
for
the
government
that
we
have.
B
That
is
being
able
to
be
led
by
representation
and
pray
that,
as
we
have
discussion
tonight,
that
we'll
be
able
to
be
mindful
of
those
of
whom
we
represent,
that
we
may
be
able
to
have
a
civil
discourse
and
be
able
to
look
for
ways
and
solutions
to
solve
various
issues
and
problems.
We're
thankful
father
for
what
that
was
blessed
us
with
and
pray
that
we
will
live
up
to
its
blessing
and
pretty
for
these
things
anyway.
I
sent
Jesus,
Christ,
amen,
amen,.
A
A
A
If
I
could
give
you
a
challenge
before
you
sit
down,
it
would
be
that
please
be
mindful
of
all
those
along
the
way.
Your
leaders,
your
parents,
that
dedicate
so
much
time
in
their
behalf
to
help
you
to
progress
in
life,
and
we
hope
that
you'll
see
this
through
to
the
right
to
the
Eagle
rink.
It's
it's
a
it's
a
wonderful
trail
and
it's
very
worthwhile
and
I
just
would
like
to
instill
that.
So
thank
you
for
coming.
You
can
be
seated
now.
A
E
B
Mayor
had
an
opportunity
to
meet
with
one
of
our
residents
and
it's
someone
that
lived
in
neighborhood
where
I
grew
up
and
where
Brad
lives
as
well,
and
he
had
mentioned
that
he
had
filed
a
complaint
online
about
a
pothole
that
he
was
just
bothering
him
every
she
drove
home
from
work
and
finally
decided
to
do
something
about
it.
So
I
was
laying
in
bed,
went
ahead
and
filed
the
report.
He
said
the
next
day
when
he
drove
home.
He
was
very
impressed
to
see
that
that
pothole
didn't
exist
anymore.
B
Had
the
opportunity
to
attend
the
meeting
with
the
Utah
Valley
Chamber
policy
committee,
they
did
a
joint
meeting
with
the
mayors
of
the
of
the
valley,
as
well
as
the
elected
legislative
members
of
Utah,
Valley
and
I.
Think
I
heard.
That
was
the
first
time
the
Utah
Valley
caucus
has
gotten
together
and
quite
a
few
years
actually
in
one
room
to
discuss
issues
in
in
Utah
Valley,
and
so
there
was
a
lot
of
great
things
that
were
discussed.
B
B
But
that
would
probably
only
work
for
about
the
city
of
Salt
Lake,
so
something
maybe
we
ought
to
keep
a
close
eye
on
I.
Don't
know
you
are
as
we're
looking
at
budgets
that
that's
something
that
comes
down
as
a
mandate.
It's
gonna
Wells
unfunded,
once
I
think
that
we're
gonna
have
to
to
look
at
the
other.
B
One
was
the
sales
tax
I've
heard
this
two
or
three
times
now
that
the
state's
looking
at
redoing
the
sales
tax,
the
Salt
Lake
City
Chamber,
is
a
big
proponent
of
that
they
showed
where
our
sales
tax
revenue
is
the
same
as
being
collected
as
in
1976,
and
the
reason
for
that
is
more
things
are
being
bought.
As
a
service,
not
as
a
good
and
that's
changed
the
economy
and
so
Utah
was
the
second
fastest
dropping
and
sales
tax
statewide.
B
So
looking
at
taxing
services,
so
I
thought
that'd
be
interesting
for
us
to
take
a
look
at
what
that
would
do
so:
CPAs
and
Tim
attorneys
and
financial
advisors
and
consultants
and
marketing
professionals.
I
guess,
would
all
be
assess
a
type
of
sales,
tax
and
I
think
that
would
change.
Some
of
the
incentive
programs
were
used
to
doing
with
various
entities
based
upon
sales
tax.
B
Don't
know
why
I
didn't
go
to
the
American
Fork
Coast
evita,
but
he
was
over
there
at
the
coast
of
median
Pleasant
Grove,
but
coming
back
and
just
State
Street
took
four
or
five
cycles
just
to
get
through
North,
County,
Boulevard
heading
west,
and
how?
What
ring?
In
my
mind,
is
this
meeting
where
they
said
that
we
need
an
arterial
road.
B
Every
mile
was
a
breath,
I
think
it
was
and
they
overlaid
what
that
would
look
like
in
Utah
Valley
and
where
the
connections
are
missing
and
it's
pretty
significant
compared
to
Salt,
Lake
Valley,
and
so
that's
an
initiative
that
mag
has
taken
up
and
I
think
any
support
we
can
show
for
that.
I
think
we're
already
seeing
the
pressures
on
our
Westside
anyone
driving
down
towards
Doug
Smith
on
any
time
between
4:00
to
6:00
at
night,
we'll
see
that
back
up
all
the
way
to
the
movie
theater.
B
C
Couldn't
stay
for
the
entire
meeting,
but
it
seemed
to
be
a
lot
of
interest
in
it.
I
did
not
see
anything
particularly
new,
except
the
numbers
saying
that
we're
by
the
how
many
years
from
now
fifty
years,
forty
years
or
whatever
our
valley
will
be
bigger
than
the
Salt
Lake
Valley
are
more
populated
and
that's
not
bigger
than
Salt
Lake.
Now
it
will
be
bigger
than
the
Salt
Lake
Valley
at
that
time.
So
we've
got
a
lot
of
planning
to
do
great.
G
C
E
Mayor
neglected,
to
mention
something
really
important:
that's
okay,
Santa
Claus
is
coming
to
American
Fork.
This
Saturday
and
I
wanted
to
make
sure
that
we
had
that
on
the
record
that
he's
coming
at
5:30
I've
got
that
time
right
and
I
think
he's
gonna
be
running
on
a
fire
truck,
so
I
think
that'll
be
great
and
he
should,
and
they
come
straight
down.
Main
Street
and
at
the
library
kids
should
be
able
to
visit
with
Santa,
and
there
will
be
some
other
activities
there.
A
Will
be
there,
and
so
will
my
grandkids,
so
yes
wouldn't
miss
it
for
the
mayor's
report.
I
may
or
may
have
may
not
have
been
this
last
week
or
just
the
week
before
that
been
dressed
up
as
a
banana
at
the
library
for
the
kids,
pizza
delivery,
man,
a
ballerina,
a
turkey,
no
but
I
actually
I
will
just
say
I
was
but
for
a
brief
moment,
just
had
really
a
lot
of
fun
with
I,
don't
know,
probably
about
50,
very
young
kids
and
they
were
reading
a
book
and
I
was
part
of
that.
A
The
character
acting
and
the
time
and
junior
high
and
drama
I
think
maybe
paid
off.
I
told
him
that
I
typically
won't
do
those
things
unless
I'm
in
my
house,
with
the
blind
shot
with
my
grandkids
doing
crazy
things,
but
I,
let
my
what
little
bit
of
hair
I
have
left
I,
let
it
down
in
front
of
the
public
and
but
just
had
a
lot
of
a
lot
of
fun
with
the
kids
and
then
that
same
afternoon
we
had
a
ribbon-cutting
of
European,
European,
Wax
I.
Think
that's
the
only
one
we've
had
recently
councilmember
Carole.
A
So
another
new
business
in
the
city,
they're
down
by
les
swap
tire
in
that
little
that
little
place
there.
So
that
is
the
mayor's
report
and
we
will
now
move
on
to
the
common
consent
agenda
as
it
is
posted
and
in
front
of
you.
We
do
not
have
item
number
three
approval
of
the
November
13
2018
City
Council
minutes
they
are
not
in
the
packet.
So
if
we
could
make
a
motion
removing
that,
that
would
be
appreciated.
C
G
A
Member
Carol
councilmember
Taylor
I,
okay,
moving
on
to
the
action
items
if
I
could,
just
especially
for
you,
young
men
that
are
here
much
of
what
we
do
tonight,
there's
there's
several
things
on
the
agenda.
The
packet
this
week
was
about
half
the
size
of
last,
which
is
217
pages.
It's
presented
to
the
City
Council
about
four
days
five
days
in
advance.
A
It's
on
the
city
website
the
same
information
we
have
so
some
of
these
decisions
that
you
might
think
are
made
quickly
are
made
with
a
lot
of
due
diligence
and
studying
and
reaching
out
to
staff
members
and
others
to
make
these
decisions.
So
item
number
one
is
ratification
of
City
payments
from
November,
6
2018
to
November,
20th
2018,
and
there
were
no
purchase
requests
over
$25,000.
So
we
won't
need
to
do
that.
One
then.
A
A
A
This
has
been
something
that
we
have
been
working
on
really
for
the
past
four
months.
We
have
our.
We
have
our
consultant
here,
and
this
has
been
something:
we've
been
revising
and
getting
input
I
just
want
to
make
sure
the
comfort
of
the
council
is
comfortable
with
this
being
the
latest
greatest
code,
amendments
that
we
that
we
were
coming
back
from
last
council
meeting.
B
B
A
Alright
I'll
take
a
roll
call
vote
council,
member
Christensen,
hi
council
member
Shelton,
aye
council
member
Barnes,
aye
council
member
Carol,
councilmember
Taylor
aye
all
right.
Thank
you
very
much.
It
has
been
a
lot
of
work
appreciate
our
Mike
appreciate
your
work
and
helping
us
through
this.
So
item
number
3
is
a
reviewing
action
on
a
resolution
indicating
the
city's
intent
to
annex
the
American
Fork
boat,
harbor
annexation,
consisting
of
sixty
six
point:
zero:
five
acres
at
approximately
1700
South
100
west
right
near
the
boat
harbour.
E
D
B
Is
an
elevation
line
that
we
have
on
our
code?
That
says,
if
it's
below
a
certain
elevation,
we
don't
provide
any
services
to
that
part
of
town.
So
we
don't
allow
structures
and
things
of
that
nature
and
I.
Can't
it's
like
4,000.
Some
odd
I
can't
remember
the
exact
line,
but
it's
known
as
the
defense,
not
offense
line,
I.
Think
yeah.
G
C
A
Yeah
I
really
don't
know
that
what
their
intent
is
to
but
to
come
into
the
city,
and
maybe
it's
just
a
enhance
the
boat
harbor
area.
I,
don't
know
you
know
so:
okay
I
have
a
motion
and
a
second,
and
is
there
any
other
questions
or
concerns?
Okay,
I'll
call
for
a
vote
council
member
Christian,
Singh,
hi,
council
member
Shelton,
aye
council,
member
Barnes,
aye
council,
member
Carroll,
County
member
Taylor,
hi.
G
A
Number
four:
as
a
review
in
action
on
a
resolution
indicating
the
city's
intent
to
annex
the
gird,
American
Fork
City
annexation
consisting
of
twelve
point,
one
one:
five
acres
at
approximately
300
South
800
West,
and
that
that
is
exactly
how
you
say
that
name
because
I
know:
I'm.
A
lot
of
people
will
say
Hoggard.
But
it's
not
that
mayor.
H
C
A
A
motion
by
councilmember
Taylor
seconded
by
councilmember
Christensen,
did
you
have
a
question
council?
Okay,
any
discussion
on
the
motion.
Hearing
none
I'll
call
for
a
roll
call
vote;
councilmember,
Christy,
Anson,
aye,
councilmember,
Shelton,
aye,
councilmember,
Barnes,
hi,
councilmember,
Carol,
I,
councilmember,
Taylor,
hi.
E
H
G
A
G
H
F
J
F
Of
us
don't
realize
that
sometimes
across
the
street
you
think
it's
American
Fork
City,
but
it's
not
it's
in
the
county
and
it's
kind
of
confusing,
sometimes
to
people.
So
it's
good
to
get
some
of
these
little
one
and
two
and
three
acre
pieces,
but
also
to
get
these
eighty
and
ninety
one
so
makes
this
a
bigger
city.
I
guess
doesn't.
A
A
A
A
H
A
C
C
A
B
Just
a
quick
question:
I
have
and
it
might
be
a
little
off-topic,
but
it
was
some
that
was
brought
up
this
last
week.
Had
a
resident
approached
me
and
was
concerned
about
not
having
the
dog
park
quite
yet
in
Easton
Park
and
the
eastern
development.
Part
of
the
agreement
with
the
city
was
to
put
that
dog
park
in
with
some
pickleball
courts.
B
I
drove
down
there
and
the
pickleball
courts
are
fully
built,
but
they're
not
allowed
for
public
use
because
we're
missing
a
small
strip
of
sidewalk
and
the
dog
park
hasn't
been
started
yet
and
so
I
had
a
chance
to
talk
with
Jason
a
little
bit.
I
know
he
was
gonna
contact
the
developer.
We
don't
so
we
can
do
as
a
city
to
help
spur
that
along
I
believe
that
was
given
as
part
of
some
I.
H
I
H
B
I
B
B
Don't
take
that
it's
a
it's
weird!
It's
built
right
in
the
middle
of
the
construction
zone,
so
they've
kind
of
been
putting
all
the
extra
materials
right
around
there
and
I
think
that's
where
they
want
to
wait
for
a
sidewalk
to
make
sure
people
but
I
just
think
gosh.
We
have
that
facility
it'd
be
nice.
If
we
couldn't
open
that
up,
you
know
winners
here,
but
maybe
come
springtime.
If
that
could
open
up
to
the
public,
I
think
would
be
great.
I
agree.
B
C
A
Member
Shelton
I
counts
member
Barnes,
I
council
member
Carol
councilmember
Taylor.
Thank
you.
10
B
is
reviewing
action
on
the
final
platform
estates
plat
be
amended,
consisting
consisting
of
four
Lots
located
at
approximately
570
South
400
East
in
the
r1
7500
and
r3
7500
residential
zone.
The
applicant
is
here
a
few.
If
we
have
any
questions
for
him
or
engineering
planning,
not
I'll,
entertain
a
motion.
B
Made
I'll
go
ahead,
making
a
motion
to
approve
the
final
plot
for
the
kitchen
estates
plat
be
amended,
consisting
of
four
Lots
located
approximately
570
South
400
East
and
the
r1
7,500
and
r3
7,500
residential
zones
and
authorized
the
mayor
and
city
council
to
sign
the
plot
and
accept
the
dedications.
With
instruction
of
the
city
recorder,
withhold
recording
of
the
plat
subject
to
all
conditions
identified
in
the
public
record,
associate
with
the
November
7th
2018
Planning
Commission
meeting.
Thank.
C
J
Mayor
and
councilmembers,
this
is
the
amendment
of
this
plat
is
as
the
precursor
to
an
additional
Platt
Amendment.
That
will
happen
with
Liberty
Cove
to
the
south,
which
has
some
townhomes
that
were
built
down
there,
and
so
the
shape
of
the
lot
is
designed
because
lot
3
currently
has
a
carport
attached
to
the
existing
home
that
they're
trying
to
keep.
But
in
order
to
maintain
setback
requirements
to
the
building
and
for
the
rear
setbacks,
you
have
that
little
jog
so
that
you
they
can
keep
the
carport
on
lot
three
but
fit
the
building
on
lot.

aye,
councilmember,
Carroll,
County
member
Taylor.
Thank
you
and
go
to
work
now
review
now.
Our
10c
is
a
review
and
action
on
the
final
platform.
Willow
Glen
phase
1,
consisting
of
112
units
located
at
approximately
400
South
700
West
in
the
Tod
zone,
appreciate
the
applicants,
their
patience,
they're
ready
to
go
I,
know
any
questions
for
them
or
for
our
staff.
At
this
point,.
H
H
This
includes,
pending
approval
of
seven
seven
five,
zero
north
annexation
for
primary
access,
as
well
as
construction
plans
submitted
to
the
city
for
seven
hundred
West
900
west,
no
City
Council
action
will
take
place
until
primary
and
secondary
accesses
are
identified
and
verified
final
approval.
Next
point:
final:
approval
by
the
American
Fork
City
Council
of
cross
sections
related
to
the
350
South
700
West
and
900
west
construction
plans
submitted
and
approved
for
350
South
Red
Line
comments
from
the
TRC
to
be
addressed.
Okay,
yes,.
F
F
D
J
Can
clarify
this
a
little
bit
mayor
and
councilmembers,
so
when,
with
the
preceding
steps
that
Willow
Glen
has
followed
with
Planning,
Commission
and
so
forth,
when
it
was
presented
before
Planning
Commission,
it
was
prior
to
City
Council
adopting
the
cross
sections
for
the
roadways
and
the
design
plans
were
not
submitted
until
the
cross
sections
were
adopted
by
City
Council.
So
we
had
let
the
applicants
know
that,
if,
for
whatever
reason
by
the
time
that
it
was
moving
forward,
if
City
Council
didn't
adopt,
the
cross,
sections
are
so
forth
or
anything
else
happened.
J
We
would
not
move
them
forward
to
City
Council
as
part
of
the
7750
north
annexation.
They
we
are
in
process
of
receiving
the
documents
back
from
the
applicants
for
that
annexation.
Terry
was
actually
following
up
with
them
today,
as
far
as
receiving
the
deeds
for
900
West.
That
would,
but
they
have
they're
just
getting
signatures
and
so
forth,
going
through
the
formalities
of
it.
7750
north
annexation
was
annexed
into
the
city
and
we
have
received
plans
based
on
those
cross
sections
that
City
Council
approved.
Two
weeks
ago.
J
We
have
received
the
plans
for
700,
West,
350,
south
and
900
West,
and
are
currently
reviewing
them
to
make
sure
they
meet
standards
and
specifications.
So
that's
why
that
was
in
there
just
to
make
sure
that
if,
for
whatever
reason
any
of
these
steps
didn't
happen,
we
won't
be
able
to
move
it
forward
to
City
Council.
J
B
Weight
question
I
had
there
is
I,
know
we're
talking
about
access,
and
that's
one
thing
that
was
brought
up
was
we
looked
at
old
Tod
code?
Is
access
management
and
updating
that
and
so
I'm
hopeful
that
we're
going
to
see
that
forthcoming
here
shortly
is
people
are
coming
in
and
all
these
annexations
that
have
happened
down
there
that
we're
going
to
be
looking
at
that
access
management
and
how
we're
going
to
allow
that
to
happen.
So
just
a
comment,
I
guess
all.
G
A
A
I
First
of
all,
it's
not
nearly
as
fun
being
here
to
recommend
a
cancellation
as
it
was
to
recommend
the
awarding,
especially
after
seeing
how
giddy
councilmember
Taylor
was
to
get
that
started
yeah,
and
we
this
isn't
a
cancelling
of
the
project
entirely.
It's
really
a
postponement
of
it
and
a
rewarding.
I
It
it'll
give
us
a
chance
to
continue
working
on
value
engineering
for
like
the
scorekeeper
tower
and
some
other
stuff,
and
just
to
make
sure
we
have
all
the
information
accurate
and
consistent
among
the
bidders,
and
so
we
it
was
not
a
fun
decision
and
we
did
spend
a
long
time
making
sure
we.
This
is
something
that
needed
to
happen.
Obviously,
it's
not
an
ideal
scenario,
but
we
just
thought
it
was
the
most
responsible
just
thing
to
do.
I
We,
of
course,
as
soon
as
we
had
an
inkling
that
this
was
an
issue,
we
talked
to
Kenny
sang
and
made
sure
to
stop
them
from
doing
any
any
work,
and
luckily
they
hadn't
started
on
anything
and
so
just
gave
them
the
heads
up.
So
no
real
ground
has
been
covered
with
this
and
it
is
while
it's
not
ideal.
The
winter
months
are
a
little
bit
less
impactful.
If
this
was
in
spring
or
summer.
I
I
think
this
would
have
been
a
much
bigger
issue,
so
we're
grateful
for
the
timing
in
that
sense,
but
saddened
that
we
lost
a
couple
months
on
it,
so
we'll
be
going
through
it
again,
cleaning
up
the
the
bids
or
the
our
bid,
tabulation,
making
sure
it's
as
clear
as
possible
and
kind
of
reviewing
what
the
issues
were
and
sending
out
again.
So
any
questions
regarding
this.
I
So
we're
hoping
to
bring
a
recommendation
for
award
to
back
to
Council
in
January
the
8th
of
the
22nd.
We
still
don't
know
the
specifics
and
in
with
our
intent,
to
make
sure
we're
looking
at
the
the
scorekeeper
tower
and
the
redesign
of
that
that's
kind
of
one
of
the
criteria
to
kind
of
decide.
If
we
can
do
it
on
the
8th
or
the
22nd.
Ok,.
B
I
I
think
we're
still
planning
right
now,
we're
planned
tentatively
planning
on
around
the
same
time.
Just
because
not
a
lot
was
gonna
be
accomplished
in
the
winter
months,
but
as
part
of
our
review
of
what
we're
doing,
we
want
to
reassess
to
make
sure
if
I
think,
if
it
did
change
and
we're
not
saying
yet
that
it
needs
to
it,
would
be
a
month
or
two
well.
B
They
asked
it
made
the
council
packet,
that's
provided
to
us
on
the
8th
to
the
22nd,
maybe
include
a
timeline
from
where
we
are
and
warning
the
bid
to
when
we
see
that
completion,
because
I've
had
quite
a
few
questions
asked
of
me.
You
know
people
think
are
really
anxious
to
see
that
start
to
happen.
Yeah.
H
G
G
G
H
G
H
I
And
I'm
grateful
to
the
people
who
you
know
we're
really
looking
at
that
stuff
and
caught
it.
You
know
PC
that
we
work
with
and
our
engineers
too
and
I
think
David
was
trying
to
make
me
feel
better
when
he
yeah
helped
me
feel
like
I
wasn't
alone
in
this,
when
he
he
reminded
me
of
Steve
Harvey,
who
accidentally
Rekha
more
announced
the
wrong
Miss
Universe
in
2015,
so
I'm,
not
alone.
That's.
F
I
F
We're
the
other
two
you
mentioned,
the
one
that
won
that
contract,
we're
the
other
two
apprised
of
what's
going
on
yet
or
is
that
something
that's
going
to
happen
in
the
future
is
to
why
it's
being
reopened,
and
are
you
going
to
give
them
some
specific
things
that
you
were
concerned
about,
so
that
they're
not
just
playing
in
the
dark
so
to
speak?
Yeah.
