From YouTube: January 8, 2019 AF City Council Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Also,
our
new
format
will
be
starting
at
7
p.m.
now,
rather
than
7:30.
We've
got
four
public
hearings
on
our
agenda.
We
will
go
through
those
and
then
we
will
go
right
into
a
regular
session
of
City
Council
without
without
stopping.
So
we
appreciate
you
all
being
here.
Our
first
public
hearing
that
we
will
entertain
comment
for
is
for
the
American
Fork
boat
harbor
annexation,
consisting
of
sixty
six
point:
oh
five
acres
at
approximately
1700
South
100
west.
There's
any
comment
from
the
public
regarding
this
you're
welcome
to
come
forward
and
make
that
now.
A
Hearing
none,
we
will
close
the
public
hearing
for
the
American
for
boat,
harbor
annexation
and
move
on
to
the
hugger
American
Fork
city
annexation,
consisting
of
twelve
point,
one,
one:
five
acres
at
approximately
three
hundred
South
and
eight
hundred
West.
Once
again,
if
you
have
comments
or
concerns,
please
come
forward
and
address
the
council.
A
A
A
A
Also
remind
any
of
the
scouts
if
there
are
Scouts
here,
if
you
would,
please
make
sure
you
sign
the
the
roll
on
the
table
just
before
you
go
down
the
steps
that
way
you
win,
you
have
to
pass
those
pass
off
requirements.
They
will
be
able
to
look
up
the
notes
and
see
that
you're
in
attendance
at
this
council
meeting.
A
Okay,
ladies
and
gentlemen,
with
with
that,
we
will
go
ahead
and
proceed
to
a
regular
session.
First
tonight
like
to
excuse
mayor
frost,
he
is
at
an
engagement
with
his
family
and
unable
to
make
it
this
evening.
It's
why
I'm,
council,
member
Taylor
and
I
will
be
conducting
the
business
of
the
city.
We
will
start
with
a
Pledge
of
Allegiance
I
will
leave
that
and
then
we'll
have
sister
or
will
have
councilmember
Barbara
Christensen.
Give
our
old
give
our
prayer.
Excuse
me.
A
D
For
this
beautiful
land
in
which
we
live,
and
particularly
for
the
community
of
American
Fork,
we're
grateful
for
the
good
people
who
surround
us,
our
friends
and
neighbors,
and
pray
for
their
spirit
to
be
with
us
this
evening
to
bless
us
to
be
wise
and
listen
and
thoughtful,
and
with
the
plans
for
making
the
things
that
will
be
the
best
for
the
community
now
and
into
the
future.
We
ask
for
their
spirit
to
guide
us
to
be
temperate
and
open-minded
and
pray
for
their
spirit
to
bless
us
all.
E
My
name
is
Brooks
Anderson
I
represent
ability,
Diagnostics
a
business
located
on
the
old
Auto
Mall
Drive.
Now,
technology
I
appreciate
the
council
and
others
for
the
opportunity
to
come
in
and
share
with
you.
My
feelings
and
thoughts.
I
hope
they
will
land
on
open
and
understanding
ears.
My
business
is
a
medical
lab
in
which
we
have
over
a
thousand
physicians
throughout
the
United,
States
and
70
cells.
People
physicians
are
removing
tissue
from
patients;
they
put
them
into
a
special
kit
and
send
them
to
our
lab
overnighted.
E
So
therefore,
I've
contracted
with
carriers
to
bring
those
samples
to
us
overnight,
ups
and
so
forth,
I've
prepaid
for
those
kits
to
be
delivered
to
me
overnight,
so
that
we
can
get
them
before
the
samples
are
compromised
in
any
way
with
over
a
thousand
physicians
in
each
weather,
each
physician
having
somewhere
between
2010
and
and
maybe
a
hundred
of
those
prepaid
sample
kits.
You
can
see
I'm
into
this
many
thousands
and
thousands
of
dollars
that
is
coming
in
this
dress
to
autumn
all.
E
Drive
and
I
worry
that
in
the
event
that,
as
those
are
being
delivered,
they
could
be
Mis,
mistaken
or
misplaced
and
delivered
to
the
wrong
place.
I'd
really
rather
not
Reece,
penned
all
that
money
to
have
them
redressed
and
sent
to
the
physicians,
because
then
I
have
all
that
additional
cost
of
shipping
and
so
forth.
As
you
can
imagine,
it
is
very
critical
to
us.
Additionally,
one
of
the
things
they
face
is
we
are
a
credentialed
lab.
E
We
are
CLIA
and
cap
credentialed,
which
means
we
have
entities
coming
to
us
who
look
at
our
facility
and
make
sure
that
it
meets
all
the
various
requires,
similar
to
what
you
would
find
American
Fork
Hospital
through
they
come
in
and
look
at
virtually
everything
that
we
do.
This
concerns
me
because
we're
going
to
have
to
re-register
with
them.
They're
gonna
have
to
come
back
out
and
look
at
us.
Unfortunately,
a
change
of
address
means
we
have
a
new
location
in
their
mind
and
so
they're
going
to
physically
come
out
all
over
again.
E
That
would
be
a
problem
also
as
a
provider
in
this
sort
of
service.
I
have
to
have
credentials
with
the
various
insurance
companies
who
reimburse
us
for
our
time.
Doctors
don't
pay
as
patients
don't
pay
us.
The
insurance
companies
do
and
I
have
to
get
credentials
with
each
one
of
those
payers,
we're
talking
Aetna
Humana,
Cigna,
Blue,
Cross
and
Blue
Shield,
and
on
and
on
on
United
Healthcare.
Probably
the
most
critical
is.
E
Excuse
me,
as
I'm,
trying
to
get
my
thing
yeah
in
around
health
care,
but
no
I'm,
thinking
of
CMS,
which
would
be
for
those
patients
who
are
on
Medicare.
Our
credentialing
with
them
is
critical
and
they
don't
allow
us
to
do
anything
but
exactly
what
they
need.
And,
unfortunately,
just
over
a
year
ago,
we
had
to
change
our
banking
information
with
them
because
they
recorded
it
improperly
and
in
so
doing
they
couldn't
just
fix
it.
It
was
a
matter
of
one
number
that
was
off.
E
It
took
them
five
months
to
correct
that
one
number
try,
as
we
may
I
sought
the
help
of
Senator
hatch
and
other
entities
to
to
help
us,
and
unfortunately
they
couldn't
even
get
it
done,
took
us
five
months
and
cost
me
about
$300,000.
If
in
this
case,
changing
the
address
cost
me
that,
with
our
new
business
on
our
growth,
it
can
be
somewhere
between
800
and
a
million
dollars
that
could
cost
me
so
I'm
begging.
E
A
B
My
name
is
Tyler
Powell
I'm,
also
on
Auto
Mall
drive.
Our
business
is
a
smaller
business,
but
yeah
we're
a
large
business,
we're
the
largest
manufacturer
and
wholesaler
of
wood
garage
doors,
and
we
recently
just
moved
to
American
Fork
this
last
year
in
May,
and
we
just
purchased
a
little
over
15,
almost
16
thousand
dollars
in
brochures
with
that
address
on
it
to
where
a
business
like
mine,
I
can't
afford
to
change
that
address
on
all
of
our
brochures
and
all
of
our
other
promotional
items
that
we've
already
sent
out
to
clients
and
customers.
B
A
D
A
C
George
may
have
to
come
out
and
help
me
here,
but
we
have
a
Christmas
tree:
drop-off
dumpster
for
live
Christmas
trees.
So
if
you
want
to
get
rid
of
your
live
Christmas
tree
that
you're
done
with
now,
you
can
drop
that
off
at
200,
North
and
240
East.
It's
the
salt
storage
shed
lot
of
the
city,
Public
Works
building
and
we
can
arrange
weekend
delivery.
C
The
lot
is
actually
closed
during
the
weekends,
but
if
you
call
we
will
arrange
to
come
in
you
there
and
take
your
tree,
but
it
is
open
during
the
week
as
well,
and
Republic
will
also
be
doing
curbside
pickup
of
trees
as
well,
but
it
will
take
a
week
or
two
to
get
those.
So
if
you
want
to
do
it
faster,
you
can
just
bring
it
to
the
the
city
facility
there.
C
This
week
there
was
a
legislative
policy
committee
with
the
Utah
Liga
cities
and
towns,
and
the
2019
legislative
session
is
soon
approaching,
and
you
will
see
tea
has
a
bill
tracking
link
so
that
residents
of
our
state
can
watch
bills
as
they're
being
prodded
as
they
progress
through
the
legislative
process
and
find
the
position
that
the
ulc
tea
is
taking
on
those
bills
and
a
couple
of
bills.
We're
already
watching
are
a
proposed
secondary
water
metering
bill
which
would
require
metering
of
secondary
water
laterals
to
any
project
that
would
be
approved
in
2019.
C
They
would
immediately
have
to
meter
that
use
and
also
by
2030
that
we
would
be
required
to
meet
her
all
secondary
water,
and
this
this
this
bill
has
some
impacts,
especially
to
smaller
communities.
The
league
has
heard
from
many
many
of
the
communities
in
central
and
southern
utah
on
this
another
bill.
We're
watching
is
the
firefighter
retirement
fund
correction
bill
that's
coming
forward.
C
You
lct
will
have
a
local
officials
day
on
January
30th
and
there's
a
new
format
of
events
to
learn
about
civic
engagement
and
leadership,
and
participants
will
gather
at
the
State
Capitol
in
the
morning
on
January
30th,
for
a
buffet
style
breakfast
and
then
participate
in
breakout
sessions
to
learn
more
about
how
government
works
and
how
local
officials
do
their
jobs.
There's
more
information,
the
UL
CT
website,
ul,
CT
org
and
we're
really
proud
to
be
part
of
ul
CT.
C
They
do
have
a
lot
of
work
for
our
city
and
they
they
definitely
lobby
on
our
behalf
for
things
that
are
good
for
our
community.
They
represent
246
cities
and
towns
across
the
state,
and
it's
really
important
that
we
participate
with
them
to
make
sure
that
that
the
thing
is
coming
forward
from
the
state
legislature
are
in
the
best
interest
of
the
cities.
So
we
really
appreciate
Kamryn
deal
in
the
UL
CT
staff.
They
do
a
fantastic
job
on
January
12th.
We
will
have
a
fitness
fair
at
the
fitness
center
American
Fork
fitness
center.
C
It
will
start
at
10
o'clock
and
go
to
two
o'clock.
There
will
be
several
vendors
there
to
take
blood
print,
do
a
step
test.
They
can
actually
tell
your
body
fat,
which
I've
had
done
and
there's
some
work
to
be
done.
Some
chiropractics,
it's
free
to
go
to
the
fitness
center
all
day,
long
on
the
12th
and
the
important
thing
is.
Is
they
have
passes
on
sell,
so
you
can
get
an
annual
pass
at
a
reduced
rate
if
you
come
and
attend
the
fitness
fair?
C
That
would
be
on
January
12th,
and
we
have
more
information,
of
course,
on
the
website
and
at
the
fitness
center
and
just
finally,
our
thoughts
and
prayers
go
out
to
the
family
of
officer,
Provo,
City,
police
officer,
Joseph
shiners
and
the
Provo
police
department.
They
of
course,
you've
seen
in
the
news.
C
It's
dominated
the
news
cycle,
but
he
gave
the
ultimate
sacrifice
of
his
life
in
doing
his
job
and
we
will
be
supporting
them
in
in
that
the
funeral
will
be
Saturday
and
many
of
our
police
officers
will
be
participating
in
supporting
that
event
and
we
think
our
officers
for
all
they
do
and
our
prayers
are
that
you
know
our
officers
are
safe
as
well,
and
so
I
just
wanted
to
end
on
that.
Thank
you.
Thank.
A
F
H
A
couple
of
things
report
on
first
and
foremost,
I-
think
an
email
went
out
to
everybody
on
the
council
on
the
mayor
and
city
administrator
for
the
first
annual
hash
and
trash
is
what
they're
calling
it.
This
will
be
a
week
from
today,
8:00
a.m.
the
RSVP
deadline
was
yesterday,
but
I
got
off
the
phone
with
Roger
today
the
director
and
he's
committed.
H
If
I
can
get
any
commitments
tonight,
they'll
honor,
those
I
think,
would
be
very
key
to
come
down
and
get
a
chance
to
learn
about
the
district
what's
gone
on
in
the
past
the
present
and
what
the
future
is
of
Northpoint
solid
waste.
It
plays
a
very
crucial
role
in
in
our
city.
I
think
that
this
year
is
going
to
be
very
critical,
because
our
in
a
local
agreement
notification
period
is
this
year
and
so
I
think
for
us
to
be
able
to
make
that
decision
to
be
very
good
for
us
to
be
involved.
H
If
we
have
concerns
to
be
able
to
bring
those
up
and
try
to
understand.
What's
going
on
down,
there
I've
been
very
impressed
with
the
board
over
the
last
year
in
addressing
issues
and
taking
a
more
customer
service
approach
and
there's
still
a
lot
of
work
to
be
done,
but
I
think
is.
They
are
now
open
and
having
the
first
annual
hashed
in
trash,
the
more
participation
we
get
from
local
officials
I
think
the
more
successful
will
be
so
if
you'd
like
shoot
me,
a
text
tonight
and
I'll
make
sure
I
get
you
RSVP'd.
H
H
So
now
every
entity
is
I
would
consider
equitable
that
they
have
one
seat
of
representation
on
that,
and
so
it's
good
to
know
that
will,
if
they
didn't
that
was
going
to
cause
some
fiscal
issues
having
to
run
to
different
entities
and
employees
getting
two
different
paychecks
in
two
different.
So
it
was
nice
to
close
out
the
year
and
get
that
on
board.
H
Last
but
not
least,
I'd
also
like
to
send
my
condolences
out
to
Provo
city
and
the
officer
that
gave
the
ultimate
sacrifice
kind
of
hits
home
a
little
bit
doing
the
citizens
Academy
with
our
Police,
Department
and
kind
of
going
through
a
roleplay
and
I.
Remember
after
going
through
a
six-week
course
with
our
Police
Department,
they
kind
of
put
together
a
mock
scenario
where
you
got
to
be
the
officer
for
a
few
hours
and
they
were
actual
issues
that
had
happened
in
our
city
and
I.
Think
I
failed
in
every
single
one
of
them.
H
The
one
I
remember
the
most
is
where
I'd
missed,
recognizing
a
gun
and
the
cab
of
the
truck
and
how
easy
it
is.
I
realized
how
trusting
I
am
but
never
take
for
granted
the
dedication
these
individuals
have
every
day
of
not
knowing
what
situation
are
gonna
come
across
and
I,
don't
think
any
community
is
exempt
from
the
risks
that
exist
out
there
so
really
appreciate
their
dedicated
service
and
glad
to
hear
that
we're
gonna
be
very
supportive
and
come
together
as
a
community
as
a
whole
to
help
support
that
tragic
situation.
A
You
very
much
council
member
Christensen,
ladies
and
gentlemen,
I
have
one
item.
Many
of
you
are
aware:
our
community
voted
and
adopted
a
park
tax,
PARC
parks
parks,
arts,
recreational
culture,
and
each
year
we
go
through
the
process
of
people
bringing
applications
to
be
able
to
vie
for
some
of
those
funds.
With
this
group,
the
group,
the
the
group
that
excuse
me
the
date
that
the
group
has
set,
which
is
a
mandatory
meeting.
A
If
anyone
wants
to
be
able
to
petition
for
those
part
tax
dollars,
it
is
a
mandatory
meeting
on
January
17th
at
7:00
p.m.
I,
believe
that
will
be
in
our
city
administration
building
and
anyone
who
wants
to
to
have
access
to
those
funds
needs
to
be
at
that
meeting.
Very
few
very
few
excuses
are
are
taken.
In
fact,
they're.
Not
the
group
does
a
great
job.
There
are
many
people
that
that
want
those
dollars
and
and
those
applications
are
going
in.
A
Lastly,
I
just
want
to
echo
a
few
things:
I
have
had
a
chance
to
like
many
of
you,
I
read
with
for
the
the
actions
that
took
place
in
Orem
with
officer
jill's
of
Skinner
and
I
shin
Erick
scuse
me
in
I
thought
you
know.
I
have
had
the
good
fortune
of
being
a
full
time
having
full-time
employment
since
I
was
probably
21
years
old
and
not
one
time
in
those
30
years
that
I
ever
get
up
and
wonder
if
my
life
would
be
in
jeopardy.
A
Just
by
doing
my
job,
not
a
single
time
that
I
have
my
life
threatened
in
any
way
in
any
of
those
times.
Maybe
a
scary
airplane
ride,
but
never
one
time
have
I
ever
put
my
life
on
the
line
for
people,
I
didn't
know
or
anything
else,
and
it
is
a
great
time
to
grab
perspective
and
realize,
especially
with
all
the
criticism
that
other
people
would
provide
they're
the
same
people
who
want
to
make
sure
that
our
police
officers
are
there
just
right
at
the
second.
They
need
them.
But
there
is.
A
There
is
much
to
be
thankful
for
with
these
men
and
women
who
put
their
lives
on
the
line
every
day
for
all
of
us,
people
they
may
or
may
not
know,
and
I
am
very
appreciative.
Chief
fall
slow
for
all
that
you
and
your
crew
do,
and
you
have
a
tremendous
staff
and
and
I
have
thought
much
about
that,
and
I
am
very
appreciative
and
I
will
be
more
appreciative
in
the
future,
as
I
now
pay
greater
attention
to
that.
A
A
The
improvements
de

retainer

twenty-five

and
ninety
four
cents
for
the
AF

Are
there
any
adjustments
to
the
minutes
larlie
or
anything?
We
need
to
pay
attention
to
hope.
There's,
no
I'm.
Sorry,
approval

Okay,
action

five
review
in
action
on
approval
of
a
resolution
indicating
the
city's
intent
to
annex
the

on

consisting
forty

Action
item
number
seven.
We
have
not
received
all
of
the
information
that
we
or
did
we
did
I
skip
one
we
I
did
not
I
have
we
did
not
receive
all
the
information
necessary
for
to
take
action
on
this
tonight.
So,
while
that
is
still
being
worked
on,
I
would
entertain
a
motion
to
table
this.

B
A
Number
eight
is
the
item
that
was
talked
about
in
our
in
the
public
comment
period
and
that
was
reviewing
action
on
approval
of
a
reservation:
tez
Ellucian
to
change
technology,
drive
back
to
Auto,
Mall,
Drive,
I'm,
sure
all
you
had
an
opportunity
to
tree
Street
to
review
the
materials
that
we
received.
I
think
I
counted
approximately
one
vote
or
one
person
in
all
the
letters
that
was
for
the
change
and
two
that
were
ambivalent.
D
F
D
A
G
H
Ahead,
I'm
just
gonna
bring
this
up.
I
know
he
recently
changed.
How
we
go
about
this
and
I
noticed.
A
lot
of
the
comments
was
hey.
As
a
business
owner,
I
was
blindsided
a
little
bit
by
this
I
didn't
get
the
notification
and
things
of
that
nature
and
I
totally
get
that
being
a
small
business
owner
myself.
I've
got
clients
that
worked
with
Clea
and
understand
the
heartache
there
and
the
doctor
I
work
with
took
him
six
months
to
get
those
Medicare
payments
rerouted.
So
five
months
looks
pretty
good.
H
A
second
I
wasn't
aware
of
that
decision
that
this
government
body
or
entity
made,
and
sometimes
it's
just
hard
because
we're
all
putting
our
nose
to
the
grindstone
trying
to
just
make
ends
meet
and
raise
a
family
and
be
part
of
a
community
that
we
love
so
I've
always
grappled
with.
How
do
we
come
about
notifying
people
and,
what's
the
best
way
used
to
be
in
our
ordinance,
that
we
do
it
via
newspaper
I,
believe,
and
we
took
that
that
out
and
I
think
the
reason
for
newspapers
back
when
the
citizen
existed.
H
Barbara
was
so
good
to
always
keep
us
well
informed
and
he
got
that
every
Wednesday
and
had
a
chance
to
read
it
and
see
what
was
going
on
in
the
community.
I
think
the
way
we
communicate
has
changed
quite
a
bit.
I
know
in
the
Planning
Commission
I
think
they
still
do.
The
sign
on
the
property
is
that
right
and
then
I
know
in
the
Board
of
adjustments.
We
do
a
letter
to
everyone
that
is
concerned
with
in
sharing
at
the
hell
with
this
or
Adam
I.
H
H
Perhaps
that's
part
of
the
agenda
item
of
this
technology
committee
that
we've
created
I
think
the
way
we
communicate
has
changed
drastically,
but
I
would
love
to
have
people
engaged,
but
the
same
time,
it's
hard
to
say
that
we
didn't
know
about
it,
because
we
can't
personally
send
a
letter
to
everybody
that
we
think
may
be
involved.
That's
just
not
available,
so
don't
have
the
solution,
but
I'd
love
to
see
us
try
to
come
up
with
that
down
the
road
I.
Don't
think
this
is
the
only
issue
where
we
have
notification
concerns.
Thank.
A
G
The
same
thing
that
that
we
have
learned
from
this,
we
thought
we
were
doing
the
right
thing.
We
also
I
think
have
learned
that.
Sometimes
we
don't
get
all
the
information
that
we
thought
we
were
getting
and
somebody's
trying
to
steer
us
one
way
or
another
way
and
they
present
their
point
of
view
different
than
the
real
life
story.
Maybe
is
and
stuff
like
that.
So
I
think
it's
a
learning
lesson
for
us
that
there
are
some
things
that
we
can
do
to
improve
and
I'm
sure,
based
on
everybody
else's
comments
that
that
will.
E
Yes,
it
is
a
wonderful
thing.
I
think
I
speak
for
the
body,
the
people
that
are
here
that
would
like
to
have
it
change
back
and
those
who
aren't
I
appreciate
the
comments
and
the
fact
that
you're
willing
to
redress
it
and
hear
our
voices
and
then
vote
on
it.
Based
on
that
that
speaks
volumes
about
your
your
minds
and
the
council
here.
So.
Thank
you
very
much.
Thank.
