A
A
C
This
meeting
of
the
American
Fork
City
Council.
We
are
grateful
for
the
opportunity
to
do
so.
We
are
grateful
for
the
many
freedoms
which
thou
has
provided
and
are
thankful
for
the
opportunity
that
we
have
to
come
and
civilly
conduct
the
business
of
this
city
to
be
able
to
act
in
behalf
of
all
of
our
citizens
and
our
businesses
and
be
mindful
of
the
needs
that
exist
and
act
prudently
and
the
best
interest.
C
A
Shelton
here
councilmember
Barnes
council
member
Carroll,
councilmember
Taylor,
here,
okay,
we
have
a
quorum
and
can
conduct
a
business
of
the
city.
It
is
now
that
time
where
we
would
open
up
this
mic
to
public
comment,
anybody
that
would
like
to
address
the
council,
the
mayor
and
the
senior
staff.
If
you
come
forward
at
this
time,
please
state
your
name
and
we
would
love
to
hear
what
you
have
to
say.
B
Thank
You
mayor
I,
just
have
a
couple
of
items
this
week
is
the
National
fire
safety
week
here
in
American
Fork.
Actually
it's
nationwide
and
this
Thursday
night
from
6
o'clock
to
9
o'clock.
We
will
have
an
open
house
at
the
fire
station
and
they
will
be
handing
out
smoke
detectors
some
bike
helmets.
B
They
will
be
handing
out
also
a
family
emergency
guide,
which
is
a
booklet
to
help
families
develop
a
plan
in
case
of
an
emergency,
and
so
those
will
also
be
available.
So
we
encourage
our
residents
to
participate
with
that
fire
safety
week
and
again,
that's
Thursday
from
6
o'clock
to
9
o'clock
and
that's
all
I
have
for
now
thanks
man.
Thank
you.
I.
F
The
lights
on,
okay,
sorry,
our
library
has
had
the
great
library
designation,
whatever
it's
called,
and
it's
because
of
the
new
initiatives
that
were
put
into
place
this
summer.
It
looks
like
those
are
going
to
be
able
to
continue
it's
a
longer
checkout
of
books,
a
better
time
to
renew
them
different
initiatives
like
that
they
seem
to
be
working
well
to
get
us
in
the
numbers
that
we
can
have
that
designation.
That's
good!
F
We
had
a
little
bit
of
a
report
from
the
Timpanogos
arts
foundation
yesterday
and
they
were
lysing
the
fair
that
they
had
and
it
was
for
the
first
year.
Things
went
pretty
well,
they
feel
pretty
good
about
it.
The
attendance
wasn't
very
high
because
it
was
a
very
busy
weekend,
so
they're
trying
to
get
an
earlier
start
to
get
that
done
for
next
week
or
next
year.
So
they're
looking
forward
to
some
different
things,
maybe
hiring
a
bookkeeper
part-time,
a
few
hours
a
month.
F
F
Yes,
last
night
we
had
the
Timpanogos
or
the
the
concert
from
the
Wasatch
winds,
which
was
fairly
well
attended.
It
was
it's
always
difficult
on
certain
nights.
You
know
to
be
able
to
get
a
group
there,
but
it
was
an
excellent
concert.
It
was
called
sweet
dreams
and
it
had
Suites
of
music
from
different
countries
and
venues,
and
it
was
very
good
appreciated
that
thank.
H
G
The
new
era
board
is
made
up
of
a
bunch
of
other
service
districts
and
the
solid
waste,
and
it's
more
of
a
regional
board
and
I
sit
as
an
alternate
on
that
board
as
part
of
Northpoint.
So
good
news
is:
is
that
they're
getting
ready
for
their
budgets?
We're
not
seeing
a
ton
of
need
to
be
able
to
increase
fees
or
things
of
that
nature
at
the
higher
level?
This
is
the
same
organization
that
helped
take
over
the
running
and
operating
bayview
landfill.
G
G
Every
city
goes
on
to
that.
So
historically
the
cities
or
the
counties
had
a
larger
voting
power,
but
that
will
change
with
the
interlocal
agreement
going
one
to
one
to
every
organization,
as
Kevin
pointed
out
with
the
opportunity
to
a
weighted
vote,
if
needed
other
than
that,
that's
all
I
had
the
report.
Man
Thank.
E
Second,
what
barber
said
that
was
a
great
program
last
night
we
have
a
lot
of
good
things
that
happen
in
this
community
and
that
was--that's,
wind
and
mr.
Miller,
and
all
of
the
members
of
that
do
a
wonderful
job.
It
really
was
a
good
program.
They've
got
I,
think
it's
four
more
during
their
season
that
started
last
night,
so
there'll
be
a
Christmas
one
and
then
a
couple
after
the
first
a
year,
so
kind
of
watch
for
those
if
you're
interested
they
do
a
great
job.
E
E
The
last
thing
this
is
a
general
shout
out
and
I
know
I've
done
some
before,
but
I've
just
been
involved
in
a
number
of
things.
They're,
not
big
issues
and
I
realize
they're,
not
big
issues
and
they're
not
going
to
make
the
newspaper,
but
they
are
just
wonderful
things
that
our
city
staff
is
doing
to
help
make
this
a
better
City
I
spent
a
fair
amount
of
time
with
one
director.
This
morning
we
looked
at
a
number
of
little
issues.
E
I
I
Mike
is
working
I
a
couple
of
weeks
ago.
I
had
the
opportunity
to
go
to
the
move
Utah
conference.
It
was
a
one-day
conference
and
I
learned
up
quite
a
few
different
things,
but
one
of
the
takeaways
that
I
took
away
from
it
was
that
I'm
making
a
walkable
and
active
planning
a
priority
in
your
city.
It
helps
the
health
of
your
citizens,
and
it
of
course
makes
the
physical
health
the
ability
to
walk
in
to
ride
easier,
but
one
of
the
things
they
pointed
out
was
that
it
affects
their
mental
health.
I
If
you
have
an
ability
to
get
out
and
be
with
other
people
and
be
in
a
place
where
other
people
are
gathering,
then
not
isolated
inside
your
own
home
they've
shown
that
it
actually
helps
with
your
mental
health
as
well
and
I
thought.
That
was
a
great
insight
to
remember.
When
we're
doing
some
of
our
planning.
Another
thing
that
I
did
in
the
last
couple
weeks
was
I.
I
Did
it
was
able
to
attend
that
Chamber
of
Commerce
board
meeting
and
I
I
do
remember
that
we
talked
about
we're
going
to
have
a
retreat
at
the
end
of
the
month
and
to
plan
all
the
events
for
next
year.
So
if
you
have
any
ideas
for
events,
you
wanted
to
see
or
not
see,
they'll
be
discussing
that
and
that's
all
I
have
thanks
mayor
Thank.
C
Just
a
couple
things
mayor,
first,
really
good
things
that
are
happening
just
from
the
from
the
high
school
and
since
our
city
feeds
one
high
school.
We
can't
talk
about
the
mighty
caveman
boys
golf
this
this
past
week
finished
fourth
in
state
6a,
which
is
I
believe
the
best
they've
finished
in
in
some
time,
coach
kitchen
passed
away,
coach
call,
Paul
kitchen
I
believe
this
week
and
he
was
the
last.
C
He
was
the
last
coach
that
won
a
state
championship
with
the
golf
team,
but
our
boys
golf
went
up
and
showed
very
well
with
a
fourth
place
finish
and
our
girls
high
school
girls,
soccer
team
just
had
their
first
game
of
the
state
playoff
tonight
and
shut
West
Jordan
out
8
to
0
so
good
representation
from
her
high
school.
There
I
want
to
tell
Kevin
how
much
I
appreciate
the
the
news
about
the
tabernacle.
C
C
I
guess
this
is
just
a
note
for
next
year
and
I,
don't
know,
I
know
the
state.
The
state
does
a
tremendous
job
of
trying
to
get
the
word
out
and
spends
thousands
of
dollars
on
advertising,
but
it
it
may
be
a
pet
peeve,
so
so
take
this
as
a
grant
and
with
a
grain
of
salt.
But
it's
just
amazing
to
me
how
many
people
sprinklers
are
still
running
in
the
middle
of
a
downpour,
and
we
talked
about
david
brought
up
last
council
meeting
how
every
drop
we
use
now
is
stored.
A
You
that
report,
if
I,
could
tag
off
our
high
school
I
was
I.
Had
the
privilege
Saturday
night
I
was
invited
to
actually
was
at
PG
High
School,
where
44
bands
came
together
in
the
state
of
Utah
and
we
had
a
band
competition
and
they
asked
that
I
would
hand
out
the
trophies
and
I
would
like
to
report
that
I
handed
everyone,
but
one
trophy
in
every
category
and
in
the
and
sweepstakes
of
things,
America
fork
high
school
bad
again,
one
this
massive
competition.
A
It
was
an
all-day
event
and
our
band
is
well
on
the
way
of
being
the
reigning
state
champion
now
for
over
30
years,
and
it
looks
to
me
they're
heading
that
way
again
to
take
the
state
championship.
I
know
that
our
football
team
is
currently
ranked
first
in
the
state
of
Utah
as
we're
talking
about
the
cavemen.
A
It
is
very,
very
amazing,
the
the
atmosphere
that
the
band
brings
inside
the
tabernacle
like
to
also
report
last
Tuesday
night
at
about
6
o'clock,
we
had
a
ribbon-cutting
of
sort
or
an
unveiling
might
be
the
better
word
of
a
new
sculpture
that
sits
inside
of
our
seasons,
memorial
garden.
It's
a
wonderful
sculpture
depicting
for
generations
of
women.
I
would
say
it's
four
generations
in
one
family
made
by
a
sculptor,
an
artist
that
lives
just
around
the
corner,
Ben
Hammond
and
he's
very
renowned
throughout
the
United
States
and
talking
with
Ben.
A
He
actually
is
under
contract
with
the
NFL.
Does
all
the
bus
sculptures
for
the
for
the
inductees
of
the
NFL
Hall
of
Fame?
And
so,
if
you
haven't
been
up
there
to
see
it,
it
was
a
wonderful
full
event.
It's
due
to
the
park
tax
that
we
were
able
to
have
that
there,
and
so
some
of
their
members
was
there
as
well,
and
it
was
just
I
felt
like
it
was
a
real
win
for
our
city
that
day
and
a
win
that
will
be
felt
for
generations.
A
That
sculpture
will
be
there
for
I'm
certain
100
years
from
now.
So
it's
neat,
that's
the
mayor's
report.
We
will
now
move
on
to
the
common
consent
agenda.
It
consists
of
six
items,
as
you
can
see,
there's
any
questions,
any
thing
that
you
would
like
to
change.
Our
minutes
are
proper
and
you
feel,
okay
with
it
I'd
entertain
a
motion.
A
Hearing
none
I'll
call
for
a
vote
council
member
Christensen
council
member
Shelton,
aye
council
member
Barnes,
aye
council
member
Carol,
councilmember
Taylor.
Okay,
on
to
our
action
items.
Item
number
one:
is
ratification
of
city
payments
from
the
dates
of
September
18
2018
to
October,
2nd
2018;
an
approval
of
purchase
requests
over
$25,000.

Mayor
I
would
I
would
just
like
to
say
how
much
I
appreciate
the
Planning
Commission
notes
being
in
the
packet.
All
of
the
questions
that
I
had
with
with
this
place,
we're
answered
or
asked
by
the
Planning
Commission
and
that
came
for
was,
were
great
to
be
able
to
read
through
that
and
not
have
to
hash
it
here.
So
I
really.
C
G
E
Will
the
only
comment
I
had
I've
already
shared
and
discussed
within
the
lane,
and
that
is
that
there
is
in
a
couple
of
different
pieces
of
paper
or
whatever.
There
are
different
address
for
this
location,
and
we
just
want
to
make
sure
that
that
gets
resolved
and
straightened
out
when
it's
all
done.
I,
don't
think
it's
a
problem,
but
it's
it's.
It's
like
a
fifty
and
a
fifty
two
and
a
sixty
and
just
a
couple
of
different
numbers.
So
so.
A
H
You
I
Rebecca
brand
with
realty
path,
I've
been
in
contact
with
Taylor
drug
owner
and
he
wants
to
work
with
on-the-spot
pet
care
when
they
move
in.
He
wants
to
expand.
They
want
to
put
in
a
wall
between
the
two
properties
to
help
with
the
noise
of
potentially
them
noise
from
the
dogs
during
the
day
and
any
exhaust
that
could
come
across
into
the
dogs
area.
So
they
will
be
working
together
without
he's
very
open
to
it
and
and
excited
that
she's
coming
in
and
wants
to
work
with
him
as
well.
On
that
expansion,
I.
D
H
C
J
My
name's
Laurie
I'm,
the
owner
of
on
the
spot.
The
way
we
do
things
now
won't
necessarily
be
the
way
that
we
do
them
in
the
new
building,
because
we'll
have
to
obviously
do
what
the
building
allows.
We
don't
board
any
dogs
outside
they
all
are
boarded
inside
in
individual
kennels.
J
This
place
has
several:
it
used
to
be
a
sleep
apnea
Center,
so
it's
got
all
these
little
tiny
already
for
us,
so
we'll
probably
move
into
like
Suites
and
more
of
a
luxury
boarding
type
place
than
wire
kennels.
So
we'll
just
do
what
the
building
allows
or
is
set
up
for
us
to
do
so
things
could
change
from
the
way
they're
being
done
now
to
how
we
actually
do
them
there.
So
did
that
answer
your
question.
E
J
Well,
right
now
we're
a
cage,
free
daycare
and
so
they're
out
from
7
a.m.
till
about
7:00
p.m.
just
depending
on
how
long
it
takes
them
to
put
them
to
bed
but
they're
out
in
free
play,
never
in
a
kennel
all
day
so
they're
out
depending
we
may
have
to
change
only
out
for
a
few
hours
or
well
right.
Now
we
we
take
a
like
a
nap
time
or
a
break
time
between
12:00
and
2:00,
but
some
dogs
are
still
out.
J
Some
dogs
are
in
if
they
eat
lunch
they're
in
a
kennel
in
if
they
can
play
nice,
lay
down,
take
a
nap
outside
they're
out.
We
try
to
make
it
a
quiet
time
it
mines
at
6
o'clock,
but
sometimes
it
takes
a
bit
to
get
the
dogs
from
outside
inside
and
if
we
have
the
hundred,
it
could
take
an
hour
to
get
them
inside.
So
we
do
close
at
6:00,
though
so
that's
when
we
usually
bring
the
dogs
in.
We
give
all
the
daycare
customers
till
6:00
to
pick
up
their
dogs.
J
F
J
A
F
D
D
A
I
And
I
was
thinking
about
it
and
I
was
thinking,
but
it's
a
shame
that
we
can't
at
least
put
the
sidewalk
in
and
I
started,
looking
up
these
safe
sidewalk.
What
is
the
program
called
I
can't
remember:
safe
routes
to
school,
I
start
looking
up
information
on
safe
routes
to
school
and
how
to
get
a
grant.
So
when
this
came
up
in
our
packet,
I
was
so
thrilled
and
I
just
want
to
commend
you
guys
for
being
forward-thinking,
I,
don't
know
whose
idea
it
was,
but
I
think
that
it's
perfectly
spot-on
it's.
D
C
F
I
C
D
E
E
Neighborhood
have
asked
me
about
it,
because
it
really
is
a
mess
right
there
and
it's
just
it's
just
a
tiny
little
section
that
otherwise
would
be
a
great
road,
and
by
doing
this
it
will
make
a
really
good
addition
to
that
to
the
park.
There's
a
church
right
there
and
everything
else,
and
so
there
are
a
lot
of
kids
that
come
from
the
north
down
to
700
north
and
then
either
cut
through
that
Bowery
Park
or
go
around
or
whatever.
So
this
will
just
make
a
great
addition
to
that,
and
also
the
diagram
that's
up.
E
There
does
show
a
crosswalk
and
I've
been
approached
more
than
once
about
a
crosswalk
on
700
North
in
that
area
again
through
the
same
reason.
So
now
some
of
my
neighbors
actually
are
gonna
like
me
for
a
few
more
days
once
they
find
this
out.
So
in
that
case,
I
appreciate
it
and
thanks
for
your
help
today,
what's.
E
H
K
Gonna,
once
this
is
approved,
we're
really
able
to
get
get
started
on
it.
We
are
gonna
try
to
do
most
of
this
work
in-house
with
the
both
any
engineering
work.
Well,
we'll
need
a
little
bit
of
outside
surveyor
work,
but
then
also
even
the
construction,
and
so
we're
gonna
get
on
the
engineering
work
and
if
we're
able
to
beat
the
weather
will
try
to,
it
may
end
up
being
more
towards
when
it
warms
up
again
next
year,
we're
still
a
little
bit
I
guess,
depending
on
how
quick
we
can
get
things
things
going.
So
me.
C
A
E
G
A
quick,
quick
comment
about
shall
I'm
under
school
I
think
that
we,
the
city,
do
have
some
ability
to
control
that
parking
lot
in
that
when
they
came
in
and
did
the
expansion
of
Shelley
elementary
school
they've
approved
a
traffic
plan
and
agreed
to
adhere
to
that.
That's
not
being
enforced
right
now
and
that's
come
to
light
when
we
did
that
meeting
with
the
neighborhood
we
passed
that
on
to
administration.
Oh
that's
been
saying
that
will
be
meeting
with
Shelley
or
with
the
school
district
about
that,
and
we
continue
hear
complaints
from
the
neighbors.
G
So
I
don't
know
if
it's
time
to
really
look
at
that
plan
that
was
adopted
because
all
that
was
contingent.
The
Planning
Commission
was
very
very
concerned
about
this
traffic
and
they
only
approved
it
contingent
upon
that
traffic
pattern
that
was
approved.
So
if
we
can
go
back
and
take
a
look
at
that,
I
think
that
would
be
very
helpful
and
see
what
we
can
do
to
work
with
the
school
district.
G
That's
what
I
haven't
seen
it
written,
but
that's
what's
been
told
to
me
by
our
city
engineering
staff
prior
to
our
current
engineering
staff
and
also
by
the
Planning
Commission
members
who
I
approached
that
said
that
they
were
very
adamant
that
this
there
was
one
to
have
the
concerns
and
are
very
frustrated
that
the
school
district
hasn't
adhered
to.
The
conditions
of
their
approval,
so
it'd
be
good
to
research
at
least
find
out.
If
it's
not
the
case,
then
let's
figure
it
out
and
find
out
what
the
miscommunication
is
that
right.
G
But
the
way
it's
supposed
to
happen
is
they're
supposed
to
line
up
on
that
backlot
between
the
Eagle
ventolin.
You
know
I'm
going
out
with
this
they're
supposed
to
line
up
back
through
here,
and
this
shed
was
built
here
which
is
now
blocking
that
traffic
lane
from
being
utilized
as
it
picked
up
and
drop-off
area,
and
that
was
very
concerning
to
the
residents
there
and
I.
G
Don't
know
I,
don't
know
how
that
all
happened,
but
that
was
supposed
to
be
the
pickup
area
as
an
alternate
to
what's
in
front
that
way,
you
wouldn't
have
the
backing
up
on
200
west.
That's
been
the
concern
of
all
the
parents
that
are
going
on.
The
backing
up
is
supposed
to
take
place
backing
around
inside
the
school.
A
G
I
don't
know,
and
off
of
what
neighbors
had
said
now,
you
know
I'd
be
good
to
research,
the
facts
and
find
out
what
that
was.
But
I
know
that,
with
previous
engineering
staff
talking
with
them,
they
were
somewhat
frustrated
that
that
went
in
right
where
this
traffic
pattern
was
supposed
to
be
at
yeah.
Okay,.
A
D
A
Number
9-
I
am
pulling
from
the
agenda
there's
a
couple
small
things
that
need
to
be
more
doubt
got
a
call
this
afternoon
from
the
landowner,
and
he
wanted
to
have
this
polled
and
we'll
work
that
out
and
have
it
back
to
you.
So
we're
on
to
item
number
ten,
which
is
a
reviewing
action
on
a
resolution
authorizing
the
dis
disposition
of
Unclaimed
Property
prior
to
2013
merit.
