We

grateful
for
the
opportunity
that
brings
us
together
for
the
blessing
of
free
government
and

opportunity

come
and
serve
our
community
with

input
from
our
citizens
and
our
businesspeople
from
our
staff
and
all
those
who
give
so
much
time
and
effort
to
make
American
Fork
City
a
better
place.

Father,
for
the
many
freedoms
that
we
enjoy
in
this
great
country
and
city.

men

provided
us

and
continue
to
protect

staff

there

It
was
in
the
life
of
officer
Garcia,
but
really
it's
shared
throughout
the
community
of
American
Fork
and
I
wanted
to
read
something
very
specific
to
award
that
officer
Garcia
received
yesterday
by
the
n-double-a-cp,
a
very
prestigious
award
on
January
21st,
2019
officer,
diego
garcia
was
awarded
the
n-double-a-cp
2018
annual
first-response
award
for
community
service.
This
is
a
great
honor
of
which
officer
officer,
Garcia
is
very
deserving.
Diego
Garcia
is
currently
assigned
to
the
Investigation
Division,
where
he
investigates
crimes
of
domestic
violence.

He
works
very
closely
with
victims
of
domestic
violence,
intimate
partner
violence,
sexual
assaults
and
other
traumatic
family.
Offenses
Garcia
not
only
simply
goes
through
the
investigation
motions.
He
also
feels
and
shows
genuine
concern
and
care
for
the
victims
with
which
he
works.
His
hard
work
has
led
to
the
arrest,
prosecution
and
conviction
of
many
domestic
violence.
And/Or
sexual
assault
offenders
well
officer
Garcia,
is
very
hard-working
and
professional
officer,
perhaps
ISM
his
most
enduring
trait,
is
his
empathy
towards
others.

Detective
Garcia
purchased
the
young
boy,
an
electronic
keyboard
and
gave
it
to
him
as
a
gift
to
help
his
this
student
succeed
in
his
life.
Detective
Garcia
brings
this
same
worth
a
key
ethic
and
compassion
to
every
investigation
and
then
to
every
encounter
with
members
of
the
community.
In
a
recent
case,
officers
were
placed
in
a
situation
where
an
adult
female
and
a
vehicle
needed
to
be
arrested.

As
the
events
unfolded,
officers
looked
over
and
found
that
officer
Garcia
was
seated
in
this
vehicle
with
two
children
reading
them
a
picture
book,
helping
to
put
them
at
ease
and
keep
them
happy
during
the
incident.
These
are
just
a
few
of
the
examples
of
the
outstanding
work
completed
by
officer
Garcia
each
day
throughout
his
career
officer,
Garcia
has
consistently
demonstrated
the
traits.

Officers
Garcia,
is
a
great
example
of
how
one
person
can
make
a
difference
in
their
community
and
help
those
in
need.
So
again,
yesterday
was
a
big
day
for
him.
We
wanted
to
just
share
in
that
day
tonight,
as
a
council,
with
the
officers
and
with
staff
and
congratulate
officer
Garcia.
If
I
could
just
say
again,
it
was
said
in
here,
but
I
think
he
just
typifies
our
entire
Police
Department
from
the
chief
on
down.

Fork
City

my
name

Spencer
Stevens
I
am
the
vice
president
of
the
Harrington
Center
for
the
Arts
organization
on
February
6
2016.
This
body
passed
a
resolution
amending
the
land
and
use
element
of
the
American
Fork
general
plan
with
the
Main
Street
Vision
Plan
phase
2.

We
believe
that
the
city
of
American
Fork
has
the
right
set
of
circumstances
at
this
time
to
redevelop
the
Downtown
American
Fork
area
through
the
use
of
an
opportunities
own
a
CRA
and
a
trz
Harrington
Center
for
the
Arts
organization
would
like
to
publicly
voice
our
support
for
the
exploration
of
these
tools
to
revitalize
the
long-anticipated
revitalization
of
our
downtown.
We
will
continue
to
work
to
accomplish
our
goals
and
to
help
the
city
further
its
Main
Street
vision.

just
want

congratulate
officer,
Garcia
I
know
he's,
got
his
hands
full
and
that's
wonderful.
I
love,
seeing
his
kids
want
to
just
be
part
of
his
life,
so
much
and
our
Police
Department
does
a
fantastic
job
and,
and
it's
led
by
a
great
chief
and
and
you
know,
we're
seeing
the
fruits
of
their
of
their
labors
they're
a
fantastic
Department
and
the
same
with
our
fire
department,
they're
doing
fantastic
things
as
well.

Control
of
the
situation
did
incident
command
and
our
firefighters
took
care
of
two
people
who
were
severely
injured
and
did
it
very
effectively
and
I
was
just
super
impressed
to
be
able
to
sit
and
sit
back
and
watch
and
I
just
want
to
tell
our
Chiefs
how
much
I
appreciate
them
and
all
they
do
for
our
city
and
all
of
our
public
safety
department.
So
that's
all
yep.

together
in
our
library
we
had
some
people
from
the
State
Library
come
down
and
conduct
training
about
the
roles
and
responsibilities,
and
it
was
a
very
good
session.
It
was
two
hours
long.
We
could
have
gone
for
another
two
hours
easily
and
it
was
very
good
to
share
ideas.
So
I
look
forward
to
more
activities
like
that
in
the
future.

this
last
week
we
had
the
first
annual
hash
in
trash
meeting
where
the
North
Point
Solid
Waste
district
was
able
to
gather
together
the
entities
involved
in
that
and
be
able
to
really
talk
about.
What's
going
on
their
challenges,
they
face
solutions
are
looking
for
and
really
appreciated
the
support
we
had
at
that
meeting.

Think
a
lot
of
these
special
service
districts
I
think
it's
very
important
that
we
stay
engaged
as
much
as
we
can
I
think.

If
we
become
too
passive
as
an
organization,
we
lose
the
opportunity
to
really
affect
change
and
give
direction
there.
So
I
think
it's
been
great,
so
really
appreciate
that
I've
got
the
slides
and
so
I'm
happy
the
only
models
out
tomorrow
to
everybody
and
if
we'd
like
they'd,
be
more
than
happy
to
come,
give
a
more
condensed
version
of
that
at
a
work
session
as
not
everyone
was
able
to
to
attend.

The
other
thing
that
I
had
a
chance
to
do
is
be
able
to
preview
something
that's
really
the
only
better
board
to
put
it
but
awesome,
and
it
goes
right,
along
with
our
public
safety.
There's
a
technology
out
there.
That's
being
used
in
South
America
and
over
in
Israel,
and
it's
revolutionising
how
dispatch
services
are
being
done,
and
basically
it
takes
this
device
here
of
everybody's
and
becomes
the
eyes
and
ears
of
the
community
and
it's
showing
how
response
times
are
dropping
dramatically.

It's
been
very
successful
and
so,
unfortunately,
hasn't
been
used
in
the
United
States
at
all
on
this
company's
looking
to
bring
it
on
board
and
so
love
to
involve
both
Chiefs
on
a
further
discussion
of
that
to
see
how
we
can
try
to
make
better
use
of
it
and
really
beta
test
it
for
lack
of
a
better
term.
But
I
was
really
excited
about
it
and
it's
a
way
to
be
interactive.

It's
hard
to
explain
into
words
but
really
excited
about
it.
So
if
nothing
else
just
to
look
at
the
investigative
side
and
see
what
the
wave
of
the
future
is
sitting
on,
the
dispatch
board
I've
come
to
know
that
our
equipments
definitely
antiquated,
and
we
need
to
be
a
robust
way
to
be
able
to
give
these
guys
and
gals
the
best
information
in
real
time
that
we
possibly
can
for
success.

other
opportunity
I
had
I
mentioned
before
today,
with
the
Cantor
Fitzgerald
person
I
met
with,
and
the
real
need,
I'm
feeling
right
now
to
just
echo
the
need
for
us
looking
at
how
we
can
take
advantage
of
downtown.
It's
been
talked
about
so
many
times,
but
in
reporting
on
the
beautification
committee.

That
was
one
item
that
they
had
asked
me
about
is
what's
the
next
steps
and
what
do
we
need
to
take
they've
done
their
little
bit
and
putting
their
pots
out
there
on
Main
Street
and
really
are
anxious
to
see
what
we
could
do
so
glad
to
see
that
there's
some
interest
on
all
sides
that
really
get
involved
in
that
and
then
last
but
not
least,
just
a
real
preciate.

echo
the
sentiments
for
officer
Garcia,
but
also
indicate
that
that
I
firmly
believe
that's
representative
of
every
officer
that
we
have

good
work

bottom.

just
a
great
organization
and

the
incident
there
with
the
accident,
the
response
by
the
fire
is
the
same
thing.

changes

it's

good
place
to

because
of
those
two
departments

yesterday,

got
home

10:30
quarter
at
11:00
last
night,
it
was
obvious
they
had
been
out
and
had
done
their
work

then

I
noticed
this
morning.

that's
what

really
getting
to
it.
It
really
does
take
a
lot
of
people
to
make
a
city
run
and
when
you
sit
up
here
and
and
start
to
learn
about
all
of
those
little
things
that
just
happen,
and
nobody
makes

big
deal
about
them.
They
just
happen
because
that's
the
kind
of
people
we
are
in
this
community
and
just
makes
it
a
wonderful
place,
but
other
than
that.

mention
the
emergency
operation
center
training
that
I
was
able
to
go
to
that.
It
was
a
real
privilege

able
to
see
that
and
to
see
the
preparedness
that
our
city
has
done.
It's
incredible
to
see
so
much
work
that
has
gone
into
it,
but
also
to
be
feel
a
little
bit
more
comforted
that
we
have
some
things
in
place
in
case
an
emergency
happens.
I
I
also
wanted
to
mention
that
there
are
last
AF
chamber
what
lunch
was
the
state
of
the
city
address
by
the
mayor,
and
that's
always
one
of
my
favorite
of
the
year.
It's
really
it
was
really
good.
Mayor
did
a
good
job
and
all
of
the
business
owners
that
were
able
to
come
were
able
to
ask
him
any
question
that
they
wanted
and
I
think
that's
a
real
benefit
for
the
business
owners,
and
that's
all
I
have
to
report

One

those
people
that
takes
things
for
granted,
but
often
you
know,
trash
is
kind
of
out
of
sight
out
of
mind
and
I
was
amazed
that
the
things
that
we
learned
in
that
yeah
there
and
so
I
have
a
greater
appreciation
for
that
and
and
I
think,
a
lot
of
the
things
that
we've
picked
up
there,
including
recycling,
is
going
to
be
a
paramount
importance
here.
Coming
up,
I,
it's
it's
redundant
but
I
have
to
recognize.

What's
going
on
in
the
police
department
of
well,
we've
had
some
very
prestigious
awards
in
the
last
two
years
and
I
think
that's
probably
just
a
sign
of
things
to
come
with
a
caliber
of
people
that
we
have
in
our
public
safety
departments.

Think
we're
just
going
to
see
more
and
more
and
I
think
the
difference
is
not
only
is
the
training
and
the
professionalism
and
the
expertise
there,
but
you
know
I
still
consider
American
Fork,
a
small
town.

wanted
to
have
us
up
to
speed,
because
the
things
that
I
was
impressed
with
how
Kyle
would
be
on
Finance
this
time
and
he
may
be
on
planning
the
next
training
just
so
that
everyone
was
cross
trained
so
that
we
were
so
very
prepared
for
the
emergencies
and
I.
Think
it's
too
bad
that
the
city
doesn't
know
and
probably
won't
know
until
there's
an
unfortunate
emergency,
the
time
and
effort
that
goes
in
and.

Safety
crews
do
and
I
just
I'm,
very
proud
of
them,
I'm
very
appreciative
of
all
of
it,
of
all
that
you
do,
and
particularly
tonight
Diego
and
his
award
I
think
that's
fantastic,
so
just
one
more

more
feather
in
their
cap
on
the
17th,
we
met
as
a
park
committee,
and
it
was
our
open
meeting
where
we
would
invite
all
the
public
to
come.
Who
were
interested
in
park
funds.

We
had
a
decent
turnout,
it
wasn't
a
huge
turnout,
but
we
had
a
decent
turnout
and
I
think
what
we
found
is
that
over
the
three
of
the
four
years
now
is
that
people
are
starting
to
understand
what
possibly
is
going
to
be
awarded
and
what
isn't
so,
some
of
the
offshoots
that
were
kind
of
way
out
there,
they're,
not
there
anymore
and
I,
think
we're
getting
some
really
strong
quality
applicants.
So
that
will
be
interesting
as
that
process
and
full.

For
that
report,
councilman
Taylor
I
too,
was
just
super
impressed
with
the
EEOC.
You
know,
as
the
chief
said
you
sometimes
you
learn
by
failure.
We
learned
a
few
things.
We
did
right.
We
learned
a
few
things
that
we
need
to
do
better
and
but,
as
as
a
mayor,
I
just
felt
a
great
deal
of
comfort,
knowing
that
we
have
the
structures
in
place
and
we're
going
to
perfect
those
structures,
especially
those
structures
of
communication
throughout
the
city
as
we're
working
with
other
groups
outside
of
our
staff,
just
to
provide
a
continuity
in
communication
patterns.

To
me,
that's
what
really
stood
out
but
I,
but
I
thought
it
was
a
real
good
exercise
and
that
we
all
came
away
learning
a
few
things
from
it,
especially
again,
just
knowing
that
we
have
good
people
that
are
there
along
with
that
and
we're
talking
a
lot
about
emergency
personnel
tonight,
but
the
our
our
Fire
Department
this
week
actually
saved
a
life.
It's
not
something
you'll,
probably
see
on
the
news
or
eat.

Well,
you
haven't
because
it's
not
it
wasn't
there,
but
they
did
save
a
life
tooth
in
a
fire
if
it
would
just
Bend,
maybe
a
few
minutes
or
something
as
I
stalking,
the
chief
it's
likely
somebody
would
have
died
of
o2
poisoning,
but
they
did
get
them
and
find
find
them.
They
were
asleep
and
they
woke
up
and
it's
kind
of
a
funny
story.

If
you
have
a
minute
sidebar,
chief,
brims
and
he'll
tell
you
all
about
it,
but
but
they
saved
a
life
and
that's
that's
pretty
special
but
I
would
just
say
coos
to
the
entire
city
staff
I
was
out
of
town
from
the
six
through
the
11th
and
why
I
maintained
it
just
as
just
a
little
bit
of
contact
with
personnel.
I
didn't
have
any
worries
that
the
city
just
runs
without
the
mayor.

It
runs
without
a
Council
of
the
terran
damages,
just
it's
not
contingent
on
any
one
person,
but
a
better
collective
group
and
that's
from
saving
a
life
to
plowing
a
street
to
making
sure
the
books
are
order
to
development
happening
to
just
a
wide
range
of
things.
It's
just
a
incredible
machine
and
I
appreciate
that
and
then
I
think.

great
leadership
team
with
the
Alpine
School
District
Board
and
with
their
with
Rob
Smith,
and
then
those
relationships
will
continue
to
be
enhanced
and
I
appreciate
that
meeting
and
that's
the
marriage
report
will
now
move

common
consent
agenda
consisting
of
the
three
things
on
the
screen.

have
some
training
they
need

get

put
them

tip

the
line,
and
that
is
review
in
action
on
the
public
safety
service,
contract
for
police,
fire
and
EMS
services
between
American
Fork
city
and
the
city
of
Cedar
Hills.
We
have
both
our
Chiefs
here,
our
administrator
myself.

just
a
big
worry
to
me
again:
I
mean
sure
we
go
by
a
million
dollars
worth
of
equipment
and
we
get
paid
seven
hundred
thousand,
including
the
police
side
of
it,

they
pull
out

the
contract.

mean
guess,
that's
good,
that
we
got
one
year's
worth,
but
when
you're
looking
at
how
we
were
going
to
finance
the
fire
station
and
things
of
that
nature,
you
need
to
have
an
accounting
on
that.

know
I
only
thought
way,
I
look
at
it
and
we
need
a
station
number
two.
Regardless
of
what
happens.
This
is
this
is
great
to
have
them
with
us.
I
think
if
we
catch
an
economy
of
scale
with
them,
I
do
think
it's.
It
would
be
wise
for
them
and
for
us
maybe
we
wasn't
working
for
us.
We
have
the
ability
to
pull
out
of
this
contract
as
well.

the
same
notice
and
the
same
requirements
that
they
have
but
they're
there,
they
have
not
renewed
their
current
provider
because
of
the
lack
of
service
and
I'm,
not
I'm,
not
real
concerned
about
what
they're
going
to
get
from
American
Fork
City
fire
to
rescue,
but
so
I
think
it's
it's
fair
to
both
parties
and
to
obligate
somebody
for
10
years
and
and
not
provide
service
is,
is
not
a
real
fair
process
and
so
I
think
it's
a
good.
It's
got
language
that
protects.
Both
parties
like
a
good
contract,
does.

That
would
be
I
mean
at
any
time
if
we
give
a
clause
that
they
can
give
us
a
hundred
eight
hundred
eighty
day
notice
to
get
out
of
the
contract.
Unless
there
was
a
provision
that
there
was
some
kind
of
a
you
know,
some
kind
of
a
penalty
for
doing
that
it
would.
It
would
essentially
be
the
same
thing
so.

And
I'm
newer
to
this,
but
I
have
researched
a
few
other
public
safety
ones.
Usually
they
all
are
amortized
over
the
life
of
the
equipment
to
try
to
protect
the
city,
that's
going
into
it
and
the
reason
why
all
the
other
provisions
of
the
contract
exist
is
to
meet
that
level
of
service,
and
so
I
mean
we're
talking
multi
millions
of
dollars
that
we're
going
to
be
expending
without
a
guarantee
of
that
income
coming
in
and
I
thought.
That
was
the
whole
purpose
of
even
entertaining
I
mean.

Worry
about
taking
out
a
clause
that
doesn't
allow
us
to
get
out
of
the
contract
if
there's
dire
circumstances.
So
in
this
particular
clause
you're
talking
about
it,
goes
both
ways.
They
can
give
us
180
days
notice,
but
so
can
we
so
it's
a
protection
for
us
if
there's
something
drastically
different
than
what
we
had
anticipated
well.

Hopefully,
that
other
protection
is
all
spelled
out
in
the
service
agreement
that
we
have
throughout
this
contract
right
it
spells
out
what
our
service
level
is
going
to
be,
what
kind
of
service
we're
providing
what
we're
housing
and
the
payment?
That's
there
so
I
think
that's
the
purpose
for
the
the
rest
of
the
contract.

You
know
we
also
have
on
here
for
police
vehicles
to
finance
those
right
and
you
never
buy
an
asset
without
a
it
amortized
over
a
period
of
time,
a
mortgage
car
loan
any
of
those
types
of
things
so
I,
look
at
when
we're
making
capital
purchases.
The
great
thing
with
Cedar
Hills
was
to
have
that
income
that
we
could
count
on
to
help
offset
that
and
get
that
economies
of
scale
so
that
that
was
the
biggest
concern
that
I
had
and
I
was
trying
to
understand.

Think,
with
Lone
Peak
that
just
had
theirs
with
Cedar
Hills,
it
was
for
a
defined
period
of
time
and
then
it
had
an
Auto
renew
after
it.
So,
basically,
when
you
go
into
it,
you're
going
in
saying,
okay,
we've
got
an
expense.
That's
coming
up
right,
I
mean
we're
gonna,
be
hiring
how
many
new
firemen
we're
gonna,
hire
and
train
fifteen
new
firemen,
and
in
a
year
they
could
basically
or
I
guess
six
months
technically
right.

They
could
give
notice
and
then
we'd
be
on
the
hook
with
six
trained
firemen
and
if
we
build
a
building,
now
you're
really
looking
at
the
bond
payment
on
that
building
and
we
already
have
significant
drain
on
our
general
fund.
So
for
me,
the
win-win
in
this
for
American
Fork
city
was
to
leverage
that
economy
of
scale
over
an
asset
like
we
did
the
quartz
building
right,
we
said
quartz.
You
got
to
be
here
for
20
years
to
be
able
to
help
us
make
back
that
bond
that
we
put
on
that
building.

That
situation
was
excuse
me
that
situation
was
a
lot
different.
Cedar
Hills
was
a
member
of
the
Lone
Peak
Public
Safety
District,
so
they
had
a
seat
on
the
board,
so
those
contracts
were
longer
term,
but
they
had
a
seat
on
the
board.
This
is
a
service
contract.
They
don't
have
a
seat
on
the
board,
so
this
literally
literally,
is
us
providing
a
service
for
a
set
amount
of
dollars.

You
take
a
look
at
if
I'm,
a
business
owner
and
I'm
gonna
drastically
expand
my
business
operations.
I'm
gonna
have
contractual
revenue,
that's
coming
in
to
help
offset
that.
That's
what
I
feel
most
comfortable
with
now.
If
we
want
to
say
hey
we'll,
do
5-2
on
our
own.
Quite
frankly,
I
don't
know
how
we
would
afford
it
without
a
significant
property
tax
increase.
So
that's
my
biggest
worry
is
and
I
don't
think
that
puts
if
they
want
more
input,
then
let's
take
a
look
at
it.

that's
my
bigger
concern
as
if
we
could
try
