A
A
All
right
anybody
that
would
like
to
make
public
comment
for
these
items
to
be
declared
surplus
and
supposed
please
come
forward.
Please
state
your
name,
seeing
on
will
close
that
portion
and
we'll
move
on
to
public
comment
to
receive
comments
on
the
vacation
of
apportionment
portion
of
a
public
utility
easement
at
1217,
East
400
north.
That
would
be
lot
1/10
of
Hanson
ranch
subdivision
we'd.
Ask
you
to
come
forward
at
this
time.
A
Seeing
none,
we
will
close
the
public
hearing
and
we
will
now
move
into
the
American
Fork
City
Council
meeting.
We
will
work
off
the
agenda
that
we
have
we'll
begin
with
the
Pledge
of
Allegiance,
followed
by
an
invocation
by
councilmember
Barnes
so
after
which
I
will
conduct
the
roll
call.
If
everybody
please
stand.
C
Our
Father
in
heaven,
as
we
meet
together
this
evening
as
citizens
of
the
great
community
of
American
Fork,
we
take
a
moment
and
pause
and
acknowledge
thee
and
give
thee
thanks
for
the
many
blessings
that
we
enjoy.
We're
grateful
for
this
season
of
Thanksgiving,
this
special
celebration
that
we
join
with
the
entire
country
and
celebrating
acknowledging
the
in
the
hands
of
the
affairs
of
this
country
to
give
these
things
for
the
blessings
and
the
freedoms
that
we
enjoy.
C
We're
grateful
for
those
who
were
sent
here
and
became
the
leaders
of
this
nation
for
the
government
that
they
set
up
to
be
a
government
of
the
people
and
by
the
people
we're
grateful
for
the
freedoms,
the
opportunities
that
we
enjoy.
Grateful
for
those
who
have
fought
for
and
defended
those
freedoms
and
the
freedoms
and
other
lands
and
other
countries
for
sacrifices
made
by.
C
We
pray
as
we
meet
here
this
evening,
father
that
we
might
have
good
discourse
that
the
items
that
need
discussion
will
get
that
discussion
and
the
wind'
decisions
are
made
that
they
might
be
good
decisions,
decisions
that
will
continue
to
benefit
this
country
of
this
community
and
the
people
who
live
here
that
will
continue
to
protect
our
freedoms.
We.
D
C
That
that
will
bless
and
protect
those
who
serve
us
in
any
way
in
harm's
way
that
they
might
be
acted
that
they
might
be
able
to
return
home
to
their
families
at
the
appropriate
time.
We
thank
the
again
for
all
of
our
blessings,
pray
for
the
other
blessings
thou
has
for
us
and
that
we
need-
and
do
this
in
the
name
of
Jesus
Christ,
amen,.
A
Thank
you
for
that
prayer
I'll
now
conduct
the
roll
call
council
member
Christensen
here:
councilmember
Shelton,
councilmember
barn,
Jer,
councilmember,
Carol
councilmember
Taylor.
Here,
okay
item
number:
two:
we
set
aside
a
portion
of
our
meeting
for
those
that
would
like
to
make
public
comment.
Those
wishing
to
do
so.
We
invite
you
to
come
forward.
Please
state
your
name
and
limit
your
remarks
to
about
two
to
three
minutes.
We
will
now
open
it
up
for
the
public.
E
E
Dollars
worth
of
projects
to
complete
in
this
next
fiscal
year
for
the
district,
there's
there's
a
lot
of
improvements
that
need
to
be
made,
and
so
I
just
encourage
people
who
are
interested
in
looking
at
that
budget
and
knowing
what
TSS
D
is
up
to
I
have
a
copy,
but
it's
also
available
at
the
districts
on
the
district's
website
too.
So
thanks
thanks.
G
H
We
also
had
a
work
point
of
some
of
waste
for
beating
when
we
reach
the
budget
that
was
coming
up.
The
biggest
issue.
I,
hope
you
know
this
or
not.
There
was
kind
of
a
little
bit
of
a
in
fun
that
going
on.
If
the
supervision
of
Brazil
open
the
green
waste
against
this
toxic
rumors,
it
may
just
speak.
E
H
C
Official
to
report,
but
I've
had
a
little
fun.
The
last
little
over
24
hours,
Councilwoman
Christensen
has
been
tracking
the
fire
department
on
her
phone
and
she
taught
me
she
gave
me
the
name
of
the
app
and
I
took
it
home
and
my
granddaughter
put
it
on
literally
Sunday
night
chief.
This
is
for
you.
I
ran
out
of
fingers,
trying
to
count
the
alarms
last
night
after
about
seven
o'clock.
It
was
just
amazing:
here's
a
medical
emergency
613,
a
traffic
collision,
7-eleven
medical
emergency
727.
Then
the
collision
started
at
950,
950,
950
7,
something
else.
C
I
Two
weeks
ago,
the
Chamber
of
Commerce
had
their
annual
end
of
your
retreat
and
just
a
couple
of
things
I
wanted
to.
Let
you
know
about
the
total
membership
at
the
end
of
the
year
is
256
and
their
goal
for
the
year
was
to
reach
176,
so
they
well
surpassed
that
goal
there
at
the
beginning.
In
January
they
had
157,
so
they
grew
from
157
to
256.
I
What
else
do
they
wanna?
Let
you
know
about
Oh
the
new
the
new
chamber
board,
because
every
year
they
change
it.
I
can't
find
where
I
wrote
it
down,
but
I
know
that
it's
going
to
be
Kelly.
Stone
is
going
to
be
the
next
chamber
president
for
next
year,
starting
in
February
and
the
chair
left
is
going
to
be
Seth
Holdaway
and
our
own
Adam
Olson
is
going
to
be
the
secretary
for
the
chamber
of
commerce.
I
I
The
chamber
will
also
be
hosting
our
Christmas
on
main,
which
would
be
this
note
next
Saturday
at
5:30,
starting
starting
at
5:30,
and
that's
when
they
have
a
parade
coming
in
and
Santa
will
be
on
a
fire
truck
if
I.
If
that's
still
I,
think
ok
Santa
will
be
on
the
fire
truck
coming
into
town,
it's
really
fun
and
then
kids
can
sit
on
Santa's
lap
and
they'll
have
some
activities
and
hot
cocoa
in
the
park
on
Main
Street.
I
J
Many
of
the
youth
citizens
in
American
Fork
may
have
received
a
survey
from
our
Park
committee,
our
parts,
arts
parks,
arts,
recreation
and
culture
committee,
and
we
had
approximately
400
people
respond
to
it.
391
people
respond,
and
there
were
some
really
interesting
data
that
will
will
be
made
public
that
you
could
have,
but
I
just
wanted
to
bring
up
a
couple
of
things
that
I
thought
were
awesome.
J
F
J
Wonder
or
kind
of
try
to
put
a
line
up
on
these
art
dye
was
number
one.
Anyone
on
the
council
want
to
venture
a
guess.
What
was
number
two?
Hey?
Don't
the
library
our
library
was
number
two
number
two
I
just
thought
that
was
phenomenal,
that
I
think
that
speaks
well
of
our
community
and
in
our
library
staff
and
everything
that's
going.
F
J
The
other
thing
I
wanted
to
do
was
congratulate
the
American
Fork
high
school
football
team.
They
went
to
state
before
I
believe
the
third
time
in
the
last
five
years.
They
unfortunately
were
not
the
victors,
but
they
got
second
place
and
they
did
a
great
job
representing
our
city
and
we're
proud
of
them
and
appreciate
all
of
their
efforts
and
hard
work
and
I
just
want
to
congratulate
them
for
all
their
efforts.
That
way,
that's
all
we
have
them
here.
Thank.
A
We
get
to
enjoy
the
holidays
and
they
will
be
out
clearing
the
roads,
taking
care
of
people
that
have
emergencies,
making
sure
our
city
is
safe,
and
so
thank
you
in
advance
for
that,
and
that
is
the
mayor's
report.
We
will
now
move
on
to
the
common
consent
agenda.
It
consists
of
only
one
item:
I
was
told
by
terilyn
today
that
we
just
need
to
approve
the
October
29th
minutes
correct
all
right.
So
there
been
any
noted
changes
for
those
seen
on
I'd
entertain
a
motion
to
for
approval
of
the
common
consent
agenda.
So.
A
A
A
Seeing
none
I'll
call
for
a
vote:
councilmember
Christiansen,
hi,
councilmember,
Shelton,
councilmember,
Barnes,
hi,
councilmember,
Carol,
councilmember,
Taylor,
hi,
okay,
I
am
going
to
take
the
liberty
of
moving
this
agenda
around
just
a
little
bit
and
move
up
action
item
number
8
and
9
and
put
them
at
number
two
and
three
for
the
sake
of
perhaps
some
timing,
so
anyways
we're
going
to
move
on
and
review
an
action
on
a
tier
1,
auto
dealership
agreement
with
national
Buick
GMC.
We
had
this
item
on
work
session
this
past
week
and
felt
like
moving
it
forward.
A
K
You
guys
have
been
great
to
work
with
I'd
like
to
thank
mr.
bunker,
he's
been
awesome,
we've
been
chatting
and
discussing
for
about
the
last
16
months,
which
has
been
crazy.
We
took
over
a
really
really
struggled
in
dealership.
It
was
selling
between
three
and
four
hundred
cars
per
year
from
September
19th
to
September
19th
of
last
year.
K
We
did
fourteen
hundred
and
fifty
cars,
so
there
was
a
huge
variance
in
in
what
what
we
did
with
the
market
and
in
turning
a
store
that
wasn't
very
lucrative
to
being
a
really
nice
piece
of
the
community
and
also
increasing
input
we're
actually
General
Motors
is
fastest
growing
store
in
the
nation.
There's
not
a
another
store
that
they're
seeing
the
growth
that
we
have
in
the
in
the
14
months,
we've
been
business.
So
what
we're
looking
to
do
is
anytime,
there's
a
buy-sell.
K
We
need
to
improve
to
the
facility
to
their
norm,
which
is
making
us
compliant
to
their
idea
of
having,
because
they
want
them
to
look
the
same.
It's
very
important
for
General
Motors
to
have
this
image
that
they've
got
a
beautiful
building.
They
want
them
to
have
this
feel
of
a
great
car
buying
experience,
so
we've
been
working
with
mr.
bunker
on
on
figuring
out
how
we
can
work
together
with
with
the
business
practice
that
I
have
with
National
Auto
Plaza
international
Buick
GMC
it.
K
K
It's
fun
to
see
the
vision
on
on
what
we
can
do
it
and
make
to
have
a
bigger
service
department
to
make
the
image
actually
feel
like
it's
new
and
improved,
which
will
also
and
therefore
help
help
grow
the
business
model
and
and
and
can
continue
to
increase
revenue
for
the
city
as
well,
so
pretty
cool
stuff.
Alright,.
I
Final
and
instead
of
just
waiting
on
sauna
Pro
on
agreement
with
you,
I'm
wondering
if
we
can
add
in
a
clause
that
has
some
sort
of
like
if
the
tax
structure
changes.
This
needs
to
go
back
and
be
renegotiated
just
because
then
that
changes
the
playing
field
for
the
city.
If
we
have
a
completely
different.
K
K
I
D
J
You
know
if
we
can
have
that
in
this
Agreement,
where
it
may
need
to
be
negotiated.
I
would
appreciate
that
I
really
I'm
I'm
encouraged
I
have
been
abducting
my
heels
in
the
past.
Over
these.
This
one
is
structured
entirely
differently,
where
it's
largely
incumbent
upon
you
to
perform.
That's
great
confidence.
You've
clearly
shown
that
in
the
past
year,
with
the
things
that
you're
doing
so
I'm
very
impressed
with
the
agreement
that
you
and
the
administration's
been
able
to
come
work
with,
and
you
know,
I
appreciate
the
great
things
you're
doing.
J
C
C
D
C
Some
time
more
than
I
usually
do
on
an
item
like
this
I've
talked
to
about
four
or
five
people
and
pick
their
brains
and
looked
at
different
things
and
I
congratulate
whoever
the
brains
were,
that
put
it
together.
I
think
it's
pretty
well
printed
out.
It's
easy
to
read
it's
understandable.
It's
clear!
C
H
This
is
its
heart
because
in
the
past
people
who
exactly
never
do
this,
you
know
very,
very
careful
who
we
pick
and
choose
to
give
these
incentives
to
the
other
thing
that
I
look
at
is
in
the
past.
This
chassis
was
based
on.
She
did
with
these
squiggles
and
I,
don't
know
if
we've
ever
done
an
incentive
package
on
existing
business.
H
So
is
that
two
things
I
have
is
one
with
difference
in
advising
existing
and
I
look
at
it.
That
I
could
maybe
justify
that
there's
an
expansion
of
some
nature
of
the
operation,
but
my
understanding
is
because
of
the
standards
of
GMC.
We've
got
three
mile
ability
and
that's
why
I
stand
a
little
bit
difficult.
So
what
happened?
I'm
struggling
with
I'd
much
rather
see
a
what
we
call
a
policy
or
some
guide
rails.
H
That
say
we
as
a
city
was
sent
based
on
these
items
and
now
that
we
have
at
least
the
public
and
the
community
can
know
that
that
is,
it
doesn't
feel
like
work
at
the
government
entity,
picking
winners
and
losers
based
upon
who
sits
in
these
seats.
Obviously,
whoever
sits
in
these
seats
kids
to
change
that,
but
if
we
consist
some
kind
of
standard
I,
think
that
gives
us
a
better
ability
to
be
transparent.
H
D
J
H
So
we
have
that
standard
right,
you
told
others.
No,
no!
No!
Now
the
seventh
attorneys
saying
yes,
we're
previous
business
owners
of
your
business
have
approached
me
when
I
was
doing
economic,
develop
that
nature
the
appetite
wasn't
there.
They
do
this
time,
so
I
feel
for
that
gentleman.
I
met
up,
I,
know
second,
story
on
the
floor:
they're,
probably
your
office
now
and
have
those
conversations
and
they
had
increased
sales.
That's
also
himself
because
every
other
claims
that
increase
X
amount.
F
H
Me
hear
your
numbers,
but
I
just
think
we
need
to
have
some
standards
inside
the
city
we
read
upon
that
track
when
we
talked
about
with
care
guard,
then
that
counsel
assignment
changed
after
that
and
we
haven't
done
and
we're
going
to
give
Jason
burning.
Hamstrung
to
do
that.
I
think
that's
something
that
we
ought
to
get
out.
The
council
we're
going
to
do
a
deal
like
this
and
let's
set
that
standard.
So
everyone
knows
what
those
criteria
are,
but
I
do
agree
with
the
tax
change
at
Adela's
reason.
B
I
K
It's
really
securitizing
like
this
for
saison,
where
good
work
I
mean
there's
no
yeah,
it's
not
just
the
facility,
so
I
know
I'm
gonna
have
to
buy
some
more
land
larvae
become
landlocked
essentially,
and
you
know
what's
going
on
with
the
estate
prices,
this
valley
is
crazy.
I
mean
that
I
felt
its
kind
of
find
another
parcel,
a
couple
of
acres
that
were
a
holding
lot
because
in
States
they
take
a
lot
of
space.
There's
not
a
huge
dealership.
K
It's
46
acres,
so
from
taking
the
only
way
we
can
continue
to
grow
is
to
carry
more
vehicles,
be
able
to
service
for
the
occurrence
which
Queen
which,
which
the
buildings
great,
but
we
also
need
I
need
a
land
as
well,
which
is
on
the
agenda,
so
I'm
I'm,
I'm
comfortable
with
the
agreement.
It's
really
a
win-win.
It
secures
that
the
dealership
stays
here.
Yeah.
B
K
We
we
only
win
together
if
I
perform,
yeah
I
mean
it's
I
mean
we're
talking,
doubling
and
tripling
the
sales
tax,
which
is
it's
a
very
hard
thing
to
do
in
the
auto
industry,
especially
on
a
declining
market.
So
you
know
I
feel
like
the
agreement.
It's
good
yeah
I
mean
I,
I,
think
I
think
the
great
the
agreements
great
the
way
it's
it's
I
mean,
like
I,
said
it's
performance-based,
I
think
I
think
it's
a
win-win
for
all
at
this
point
in
time.
My.
C
Comment
on
unweighting
they're
gonna
meet,
let's
say
on
the
12th
or
whatever
it
is
December,
but
the
legislative
session
doesn't
start
till
twenty
something
of
January
and
doesn't
end
until
somewhere
in
march.
I
don't
know
the
exact
dates.
So
if
we're
gonna
wait
to
see
what
the
legislature
does,
we
really
almost
in
my
mind,
have
to
wait
till
the
middle
of
March.
It's
not
gonna
be
passed.
They're
gonna
present
it
on
the
12th,
but
they're
not
gonna,
pass
it
that
night
well,.
K
B
K
Would
actually
hurt
your
guys's
argument
to
protect
the
city
because,
what's
happening,
is
that
hurts
me
directly
is
because
I
don't
have
the
advantage
of
giving
tax
credit
savings
that
doesn't
change.
The
argument
of
I've
got
to
do
really
special
things
to
hit
that
90
percent
of
the
increase
which
is
going
to
secure
the
dealership
stays
here
for
a
very,
very
long
time.
So
I
think.
I
F
K
I
C
F
I
J
Captain
expeditious
here,
I,
don't
know
why
I
mean
if
we
put
that
clause
in
here
we
move
forward,
then
we
know
that's
got
to
change
the
vote
happens.
It's
just
one
more
step
we
can
take
out.
We
don't
have
to
bring
this
back
and
start
all
over
again.
We
can
have
enough
foresight
to
put
it
in
play,
so
you
can
get
what
you
need
changes
and
we
need
to
renegotiate
that.
That's
in
here
and
we
go
I
say
we
vote
on
it
tonight.
J
A
J
A
We
do
expect
that
we
have
at
least
one
city
and
perhaps
more
as
we've
had
discussions
that
would
like
to
join
light
hub
as
a
non
contributing
member
to
position
themselves.
They
are
going
through
feasibility
studies,
they
think
next
year,
they'll
be
doing
their
budget
and
they
would
like
to
join
with
us
and
be
in
a
position
that
they
could
go
through
a
project
similar
to
ours.
A
I'm,
not
I'm,
not
going
to
state
for
them
what
it
might
be,
but
they
they
look
at
light
hub
as
somewhat
of
an
advantage
to
be
a
part
of
a
non
contributing
member.
It
does
not
financially
obligate
them
to
anything
and
they
have
access
to.
You
know
for
the
some
of
the
assets
that
we
currently
have
that
nobody
else
does,
and
they
know
that.
So
that
being
said,
I'm
going
to
open
this
up
to
discussion,
you
know
we
have
had
this
discussion.
There's
been
very
lengthy
before
this
is
something
akin
to
it.
A
It's
it's
a
different
agreement
and
there
are
some
things
to
be
added.
I,
think
the
thing
to
note
would
be
the
non
contributing
members
and
an
out
clause
for
them.
If
they
choose
to
want
to
remove
themselves
from
light
hub
Camille,
can
you
think
of
other
changes,
maybe
that
that
we
need
to
be
aware
of
thank.
L
L
This
discusses
non-contributing
members,
okay,
we
we
had
discussed
this
before,
but
it
was
not
part
of
the
interlocal
agreement.
As
we've
we've
talked
at
length
before
the
inner
local
agreement
is
the
governing
document
for
this
legal
entity,
and
it's
it's
important
to
have
the
substantive
provisions
that
govern
the
legal
entity
in
the
interlocal
agreement
rather
than
bylaws.
Okay,
so
section
4.4
has
these
terms
for
non
contributing
members
that
are
different
than
our
prior
agreement,
and
we
ask
that
you
look
at
this
agreement
just
with
new
eyes.
L
Many
of
the
provisions
seem
should
seem
familiar,
but
we've
provided
this
to
you
to
read
provision
section,
4,
4.4.1
4.4.2,
those
are
terminating
termination
of
a
non-contributory
member
transition
from
non
contribution
member
to
member,
so
that
we
give
other
entities
who
choose
to
come
into
light
hub,
an
option
to
change
their
their
status.
So
we've
actually
got
three
different
membership
status
here.
L
Member
non-contributory,
member
and
added
member
okay
and
the
distinction
is-
is
that
a
non-contributory
member
may
or
may
not
have
a
project
going
and
a
project
for
broadband
development,
and
we
wanted
to
provide
them
away
an
incentive
to
come
and
use
our
wonderful
assets
and
be
a
part
of
light
hub.
So
four
point:
four
is
the
new
section
as
well.
L
Where
we
talked
about
this
provision
and
16.5
was
included
in
the
bylaws,
but
it
wasn't
in
the
interlocal
agreement
and
again
we
made
the
commitment
that
it
would
come
before
the
City
Council.
If
we
made
substantive
provisions
and
in
my
way
of
thinking
this
is
three
paragraphs
that
we
moved
from
the
bylaws
which
we
reviewed
into
the
interlocal,
and
so
we
bring
it
back
to
the
council
for
for
your
approval
with
respect
to
the
service
contract.
L
There's
very
few
changes
in
this.
This
is
a
very,
very
technical
document
that
we've
gone
through
quite
at
length.
With
with
a
bond
council,
we
did
review
the
September
24th,
City
Council
meeting
and
the
objections
and
the
concerns
that
were
voiced
there.
We
made
those
revisions
in
the
service
agreement.
They
were,
they
were
very
minimal
again.
L
It's
important
to
understand
that
you
have
the
interlocal
agreement
and
the
service
contract
is
married
to
it.
So
if
you
make
a
change
to
the
interlocal
agreement,
you've
also
got
to
change.
The
service
contract
can't
stand
on
its
own.
It
rides
on
the
back
of
that
interlocal.
So
if
you
change
that
you've
got
to
reconsider
the
service
contract
as
well,
but
in
terms
of
huge
substance,
substantive
paragraph
type
additions,
there
aren't
many
and
you
will
see
that
we
did
add.
L
We
added
the
again
we've
been
over
this,
but
the
exhibits
that
we
talked
about
in
our
work
sessions
in
our
former
city
council
meetings,
they're
all
they're,
the
same
number
of
end-users
and
Exhibit
C
you'll
notice
that
we
have
the
Exhibit
D
tax
revenues
not
to
exceed
nine
nine
hundred
thousand
per
year
from
franchise
fees,
nine
hundred
thousand
per
year
from
sales
tax
revenues,
and
then
we
have
the
the
form
of
the
promissory
note
which
we
discussed
in
our
September
24
City
Council
meeting.
So
those
are
those
are
the
that's
kind
of
the
wrap-up.
L
That's
the
idea
of
why
we
have
the
interlocal
agreement
again,
it's
an
incentive
for
other
legal
entities
to
be
able
to
come
into
light
hub
and
to
either
start
a
project
for
fiber
development
or
just
be
a
non-contributory
member.
We
do
have
the
resolution
that
is
drafted
up
here,
which
indicates
you
know
that
we
are
going
to
enter
into
the
inter
local
cooperative
agreement
as
well
as
the
service
agreement.
L
And
we
need
to
have
a
provision
added
to
our
resolution
here.
That
says
that
the
mayor
has
that
authority
to
amend
documents
consistent
with
the
terms
of
the
interlocal
agreement
and
the
service
agreement
to
make
further
instruments
provided
that
they
respect
the
terms
of
this
contract.
The
reason
that's
important
is
because,
in
this
kind
of
multifaceted
kind
of
multi-phase
project
as
we
move
forward,
we
have
to
work
with
a
lot
of
different
folks.
We
need
to
work
with
other
entities
that
come
into
light
hub.
We
need
to
work
with
bond
council.
L
We
need
to
get
things
done
in
a
timely
fashion
and
we
need
to
attract
folks
that
that
are
interested
in
the
bonds
that
we're
going
to
put
out
and
so
bond
council
very
thoughtfully
has
said
hey.
We
might
want
to
consider
this
because
it
will
help
us
move
our
business
along
as
we
expand
this
project.
This
light
hub
project
questions.
H
H
H
L
A
H
And
that
has
to
go
and
be
approved
by
these
route.
There
I
said
under
local
locals.
Exactly
do
we
have
to
do
an
amendment,
you
can't
just
say:
oh
whoops,
we
didn't
mean
to
create
that
entity
we're
starting
over
again
there's
provisions
that
were
agreed
upon,
and
this
is
a
binding
contract
between
two
parties
plan.
B
G
B
L
H
H
L
H
L
L
B
L
H
E
Like
mill
has
mentioned
this:
is
this
sorry,
this
keeps
cutting
out
this
agreement
in
itself
is:
is
brand-new
documents
any
any
entity
can
join
it
if
they
would
like,
if
Kaysville
wanted
to
join
it
again,
they
could,
if
any
other
entity
wanted
to
join
it,
they
could
as
well
so
yeah
it's
it's
it's
a
new.
It's
a
new
entity
that
anyone
any
any
public
agency
could
could
join.
H
L
Again,
I'm
not
sure
that
it
is
the
City
Council's
task
to
define
the
reasons
why
another
entity
might
desire
if
they
look
at
this
contract-
and
they
say
that
sounds
good
to
us.
That
makes
sense
to
us.
We
see
a
method.
I'm
a
different
City
Council
see
the
benefit
to
enter
into
light
up.
They
can't
I
think.
A
L
So
so
one
of
the
advantages
for
them
to
come
in
is
such
a
is
a
placeholder
if
they
decide
it
in
the
future
that
they
want
to
start
project,
they
get
no
financial
that
at
all,
unless
they
become
contributing
contributing
members
and
they
have
a
project.
They
have
to
have
those
things
in
order
to
have
the
advantages
in
and-
and
we
do
gain
an
advantage
by
having
non-contributory
members
there,
and
that
is
that,
in
order
to
form
a
legal
entity,
you've
got
to
have
two
members.
L
Okay,
so
it
preserves
the
wholeness
of
light
cup
in
perpetuity.
You
got
to
have
a
team,
you
gotta
have
a
team
effort.
We
want
this
and
this
is
a
way
to
preserve
our
in
the
event
that
we
get
down
the
road
American
Fork
and
we
have
outstanding,
and
one
of
our
members
says.
Well,
we
want
to
we're
out.
In
that
case,
this
is
a
security
blanket
for
us
that
we
will
have
team
players
in
white
hub
to
get
our
project
done.
H
H
L
If
they're
not
bonded,
so
it's
designed
to
broaden
our
scope
of
potential
members
that
can
come
to
life
and
we
do
as
American
Fork
have
an
advantage
and
having
that
come
in
members
who
are
regular,
contributor,
contributing
members,
they
do
have
a
financial
obligation,
but
non
contributing.
Members
are
attracted
to
this
offer
because
they
don't
they're
they
they
are
allowed
to
to
be
in
light
up
without
financial
obligation
and
we're
allowed
as
the
city
to
have
another
member
to
be
able
to
move
forward
a
very,
very
wonderful
opportunity
that
we're
giving
our
citizen
rights.
L
H
H
H
H
H
B
H
F
H
L
B
L
A
I
think
the
difference
too,
but
as
I
think
about
it,
is
that
this
is.
This
is
new.
This
is
brand
new
others.
Those
letters
have
tremendous
assets
to
join.
We've
been
around
for
a
very
long
time
and
it
is,
it
would
seem
fair
to
come
into
something
that
has
had
a
history
of
running.
This
is
in
its
embryonic
stages.
I
think
the
thing
the
winds
were
American
forecast.
Again
we
have
another
member,
so
we
have
an
option.
A
If
we
don't
use
it
that
it's,
then
it's
really
of
no
value
to
us,
but
it
does
give
us
the
opportunity
to
consider
economies
of
scale
so
I
think
it
helps
us
a
lot
in
fact,
and
it
saves
money
and
it
lets
us
highlight
within
within
this
light
hub
organizations
the
unique
assets
that
we
have
wildfire,
I'm
rehearsing
things
that
we've
already
talked
about,
we've
been
talking
about
for
sure,
Lamaze,
I
thought,
but
I
think
that
it,
the
benefit
to
us
is
great
and
we
are
pioneering
it.
There's
no
doubt
about.
H
H
H
I
H
J
If
we
were
to
do
this
and
we
can't
make
substitute
changes
that
it
hasn't
been
rehearsed
to
us
multiple
times
now,
what
we
said
working
through
non
contributing
members
that
they
are
able
to
come
in
under
in
this
interlocal
and
they're,
a
part
of
that
when
they
become
a
contributing
member,
they
are
assessing
feeding
or
some
sort.
That
would
offset
the
costs
that
we
see
for
the
business,
so
they
reserved
spot
when
they
need
second
become
a
contributor,
but
they
do
their
feasibility
to
do
their
studies.
And
they
said
okay.
J
Member
to
have
a
project
we
would
like
them
their
bond
under
like
up
or
whatever
it
might
be
by
coming
that,
full
time
member,
we
were
letting
them
play
in
park.
You
know
are
in
a
lot
for
that
period
of
time,
and
then
they
now
want
permanent
residents
in
there
or
a
long-term
residents
in
there.
Then
they
are
assessed
a
fee
for
things
that
we
have
and
we
come
up
with
an
amount
that
is,
you
know,
makes
sense,
and
and
if
it,
if
there
are
multiple
members
in
here
and
I,
don't
know
how
this
works.
J
This
is
this
is
for
the
legal
minds
say
we
have
three
and
a
four
cannot
contribute
it
comes
in
and
they
they're
their
feed.
The
feed
that
they
are
assessed
is
the
same
as
it
has
been
for
everyone
else
than
that.
You
know
there
is
a.
There
is
a
cost
to
play.
You
do
have
some
skin
in
the
game
at
that
point,
and
this
becomes
more
than
just
an
opportunity
for
you
to
save
a
spot,
because
you
are
I,
don't
want
to
say
vested
because
you're
coming
in,
because
you
want
to
run
a
project
anyway.
J
L
L
L
A
L
I'm,
just
not
sure,
with
this
being
in
its
infancy
and
its
embryonic
state
would
be
fair
and
that's
why
the
idea
of
having
the
board
of
directors
able
to
make
those
kinds
of
substitute
decisions,
so
remembering
Board
of
Directors
is
as
if
you're
a
member
and
so
light
up
word
directors.
We
have
a
financial
incentive
to
do
something
like
that.
L
It's
a
good
consideration,
and
so
the
Board
of
Directors
would
have
maybe
a
little
bit
better
vantage
point
in
a
year
or
two,
and
we
have
two
or
three
to
five
members
to
say
this
is
what's
reasonable.
This
is
our
operating
cost
financially
and
we
think
the
fee
for
2020
might
be
I,
don't
know,
$200,000
I'm
pulling
a
figure
out
of
my
ear.
L
J
J
J
They
are
coming
in
and
they're,
taking
advantage
of
a
the
economies
of
scale
and
being
able
to
share
those
things.
They
don't
have
to
invest
it,
but
those
things
in
because
they
have
invested
in
infrastructure,
but
the
knot
and
the
fiber
are
there.
So
why
could
we
not?
Could
we
not
say
pick
an
even
number?
J
It
doesn't
matter,
but
there's
going
to
be
a
CSS
when
you
become
a
contributing
member
that
will
you
know
as
a
result
of
the
set
of
fees
that
have
taken
place,
you're
going
to
be
assessed
a
fee
and
we
think
the
number
of
what
that
would
be.
We
can
do
that
based
on
what
is
possible
to
put
together.
We.
F
B
L
H
E
It
be
possible,
in
section
4.4.1,
where
we
talk
about
transition
from
non
contribution,
never
to
member.
The
very
last
sentence
says
after
admission,
a
member
status
on
the
altar
from
non-contributory
member
to
member
and
that
altered
member,
sharm,
subject
all
terms
and
conditions
of
this
agreement
and
received
benefits
and
responsibilities,
light
up
and
may
be
subject
to
an
assessment
fee,
as
determined
by
the
board.
E
L
E
It
only
benefits
us
because
now
we
can
share
in
those
costs,
are
costs
come
down
because
they
picked
up
in
time
they
benefit
forward.
That's
the
whole
purpose
of
this
is
to
say
you
start
benefiting
and
being
in
my
club.
That's
when
you
get
assessed
a
fee
and
you're
subject
to
those
annual
dues
and
all
of
the
responsibilities.
L
L
C
C
L
G
L
L
To
sixty
days,
written
notice
of
their
attempt
to
terminate
their
membership
like
may
accept
the
non
contributing
members
notice
of
termination
provided
at
the
time
of
termination
request,
does
receive
no
less
than
two
members.
Whether
added
non-contributory
or
any
other
status
remain
in
life.
I
might
have
a
shot
provided
contributing
a
non
contributing
member
with
notice
of
acceptance
or
rejection
of
the
request
to
terminate
within
sixty
days.
That
means
the
board
of
directors
gets
a
say
Terry.
It's.
D
A
L
J
J
Food,
so
there
would
be
no
benefit
in
baiting
for
two
months.
If
you
were
a
baby,
if
you
were
going
to
become
a
contributing
member,
and
you
had
once
been
a
non
contributing
member,
then
you're
going
to
be
assessed
that
feat
as
well
just
come
in
that's
going
to
be
different
than
apart.
You
tried
to
bail,
maybe
bail
you're,
coming
back
in
as
a
method
to
skirt
that
that
cost
I
think
we
could
do
that
if
you
were
contributing
member
and
you
once
we
ran
on
contributing
member
the
fees
thing.
E
F
B
I
H
H
H
L
L
Let's
take
a
look
at
that
for
just
a
second
here
means
funding
remaining
and
white
house
account
after
light
hub
has
paid
first
of
all
of
all
operation,
maintenance,
maintenance,
expenses;
second,
all
debt
service
payments
obligation
with
respective
bonds
issued
by
Mikah
and
third,
all
funding
requirements
for
those
funds
and
accounts,
as
well
as
use
issuance
of
bonds.
Now,
have
you
read
that
definition?
If
you
wouldn't
mind
rephrasing
your
question,
I
understand
remaining.
L
E
H
H
H
E
Know
the
only
thing
I
can
think
of
is
something
that
would
benefit
all
members
equally
right,
so
maybe
that
it
wouldn't
necessarily
be
the
NOC,
though,
because
that
would
be
American.
That's
all
gosh,
that's!
So,
if
there's
improvements
to
the
NOC,
we
would
make
those
and
we
would
charge
accordingly.
E
J
J
D
E
House
itself,
with
all
of
its
members,
need
to
purchase
equipment,
or
you
know,
vehicles
to
service
our
you
know
collectively
like
up
in
in
total.
You
know
it.
Might
we
make
borrow
money
for
a
vehicle
to
do
that
and
I
don't
think
it
would
be
appropriate
to
for
a
might
not
to
be
able
to
do
those
things,
because
that's
how
we
get
the
economies
of
scale.
That's.
J
Wouldn't
that
holds
yeah
so
as
we
as
we
look
back,
we
forgive
as
we
look
at
that
every
member
of
the
interval
that
that
doesn't
light
up
as
everyone
who's
a
part
of
that
interval.
So
there
isn't
necessarily
any
additional
I
think
the
boat,
the
boat
that
you're
talking
about,
but
that
spread
throughout
all
of
those
all
of
those
members
and
that's
why
they
each
have
a
member
on
the
board.
They
get
that
boat.
J
F
J
L
L
So
responding
to
your
question
about,
is
there
a
provision
about
liability
obligations
of
membership
on
our
three
section?
Three
point,
four
three
point:
three,
any
politician
or
improved
by
like
shall
not
constitute
a
death
of
any
individual
member,
but
shall
be
secured
only
in
the
manner
set
forth
therein.
There
shall
be
no
additional,
except
provided
in
Section
three.
A
Almost
any
ammo,
but
we
have
these
items
right
in
there,
but
I
haven't
looked
at
the
others,
but
I
looked
at
discipline
but
I
wonder
if
they're
in
I
wonder
if
the
internal
code,
with
with
with
with
the
T
SSD
or
the
dot
or
think
of
the
many
of
the
like
that
we've
had
trust
that
internally
they
make
decisions
that
will
be
for
the
greater
good.
It's
the
Harvey
as
the
spirit
of
the
document
and
I
have
to
go
along
with
those
kinds
of
things.
A
Even
and-
and
you
know
you
can
say
that
it
has
an
elected
mayor.
I
have
a
fiduciary
responsibility,
liable,
I
do
to
30,000
other
people
as
I
take
my
city,
and
you
will
have
to
manage
those
decisions.
You
have
to
make
good
decisions
for
the
greater
good
of
all
and
I.
Don't
think
I'm
going
to
be
too
conflicted
when
I
have
to
make
a
decision
as
a
part
of
this.
A
If
we
go
forward
with
this
as
a
mayor
to
think
who
I'm
going
to
be
thinking
for-
and
you
can-
you
can
wear
a
couple
hats
and
you
can
make
good
decisions
I,
don't
think
we
need
to
dive
into
the
worst
case
in
out
of
the
whole
world
if
we
did
that
with
by
the
way
for
every
Center
locally
we
ever
have
and
everyone
that
we're
going
to
make
in
the
future,
with
districts
and
county
and
everything,
there's
just
a
lot
of
jargon
in
there.
Some
of
it's
very
boilerplate.
A
Some
of
it
is
things
that
the
lenders
are
going
to
look
for.
They
need
to
pass
flexibility,
to
have
and
create
a
company
and
to
create
things
that
will
work
for
the
greater
good.
We
can't
handcuff
it
it
just
we
do
that.
It
kind
of
loses
its
ability
to
really
thrive,
and
so
I
guess
we
could
go
down
line
by
line.
But
if
we're
going
to
do
that
list,
I
think
the
other
to
offer
so
we're
getting
a
little
scarce
with
death
in
the
same
way,
just
just.
H
A

Citizenry
today
interests,
ironically
enough
today,
I
was
sitting
in
my
office,
which
is
right
down
here,
Lehigh
by
the
dealership,
and
our
server
went
down
to
there
another
earth.
Our
internet
went
on
I
thought.
This
is
very,
very
ironic
and,
as
I
sat
there,
every
single
lawyer
in
my
law
firm
left
the
building
and
went
somewhere
else
because
they
couldn't
get
internet
access.
They
couldn't
get
quick,
reliable
internet
access
and
I
thought
we're
all
done.
We
can't
work
we're
all
done.
We
better
went
home
to
a
different
location
to
make
that
happen.
J
We're
talking
about
Rob's
issue
is:
is
whether
or
not
we
give
that
power
away
by
having
one
member
of
the
board,
and
then
they
go
on
a
bond
for
and
I,
don't
even
know
what
they
would
want
for
a
I
exercise,
my
very
small
little
brain-
and
it
was
I
guess
for
the
doclet-
would
be
the
knocking
you
to
knock
these
hours.
It's
American
port
cities.
So
what
are
they
going
to
bond
for?
Is
that
just
bad
language
or
what?
Because
I
don't
know
what
light
up
with
going
on.

City

of

In
addition
that
we
have
a
clause
that
assesses
of
some
type
of
assessment
legal
can
figure
out
the
verbage
rule.
When
we
have
a
non
contributing
member
moved
to
a
contributing
member
beata,
they
will
be
assessed
to
become
a
contributing
member
that
we
will
have
any
bonding
that
that
is
to
be
done.
Come
back
to
the
City
Council.
For
both,
though.
H
L
L
H
L
A
Think
I
think
what
you're
saying
is
that
if
we
choose
to
bond
through
my
hub
again
that
there
might
need
to
be
some
game
time
type
decisions
that
have,
but
so
there
needs
to
be
the
ability
to
stay
in
the
spirit
and
harmony
of
everything
that
we've
talked
about,
but
the
game
time
you
might
need
to
make
a
quick
decision.
Yes,
it
would
it
be
beyond
that
beyond.
If
the
bonding
that
you
could
see
that
happening
so
I
guess.

Marketing
an

it
mentions
a
bunch
of
things
that
light
hub
could
do
to
instigate
and
oversee
marketing
and
communications
efforts
that
are
necessary
to
the
network
success.
Can
we
just
put
one
line
in
there?
You
know
mentions
that
the
city
may
assist
with
the
promotion
activities,
and
no,
we
discussed
this
before
we.
J
G

J
M
Speaking
with
the
Lahab
on
this
in
there
in
the
resolution
document-
Judy,
I'm,
sorry,
Jason,
Smith,
citizen
of
American
Fork,
that's
great!
Thank
you
in
the
resolution
document
of
States,
whereas
the
City
Council
of
the
city
does
not
or
does
hereby
determinate
is
than
the
best
interest
of
the
health,
safety
and
welfare
of
the
residents
and
businesses
of
the
city
to
adopt
the
inner
local
cooperative
agreement.
I
cannot
see
how
a
fiber
to
my
home
would
be
in
the
best
interest
of
my
health,
safety
and
welfare.
M
J
M
A
D
A
M
Make
I'd
let
me
do
that
in
fact,
if
I
may
just
continue,
then
I
won't
ask
any
questions
or
take
any
crazy.
Okay,
if
approved,
this
would
be
a
35
year
bond.
Just
imagine
what
the
world
is
like
in
1984
35
years
ago.
Compared
to
that
today,
the
technology
advances
that
have
happened.
We
will
be
financially
strapped
and
infrastructure
that
by
today,
standard
is
great,
but
by
tomorrow
standard
will
be
antiquated.
A
L
G
L
G
A
H
H
H
A
Know
I
can
see,
though,
that
would
even
bring
more
confusion
that
we're
trying
to
change
something
and
distance
ourselves
from
something
that
we
actually
were,
or
were
a
part
of
before
I.
Think
there's
an
argument
even
way
to
be
made
that
they're
doing
it
didn't
work.
So,
let's
change
the
name,
move
something
else.

Item
5b
is
reviewing
action
on
an
approving,
an
ordinance
approving
commercial
site
pan
for
historic
building
conservation
project
furry,
tell
transformation
located
at

and
the

C
Like
to
make
the
motion
to
adopt
the
ordinance
proving
a
commercial
site
plan
for
a
historic
shouldn't
that
be
an
historic
building
conservation
project
located
at

north
with
instructions
to

withhold

of
the

subject
to

in
the
public
record
associated
with
the

Meeting.
Okay.
A
C
A
Item
5c
review
in
action
on
an
ordinance
approving
an
overall
concept
plan
for
the
Lake
City
ro,
planned
community
community
development
project
located
in
the
area
of
860,
East,
620
South
and
the
PC
planned
community
zone.
It's
a
pretty
incredible
project.
We
have
the
applicant
here
or
an
applicant's,
so
there's
any
questions
for
them
or
faddle
how's.
The
council
feel
about
this
item.
A
C
O
A
O
O
In
that
economic
analysis,
we
look
at
how
this
will
affect
tax
revenue
and
fee
revenue
for
the
city
and
it's
extraordinarily
revenue,
positive
project
for
the
city,
so
the
cost
we
build
in
the
cost
of
doing
all
of
the
master-planned
infrastructure
that
that's
in
your
different
impact
fee
facility
plans
and
when
we
spend
all
the
money
to
complete
that
infrastructure
in
this
kind
of
southeast
quadrant
of
the
city.
What
we're
left
with
is
essentially
a
20
million
dollar
surplus
for
the
city
to
work
on
its
other
capital
projects
around
here
and
there.
O
So
it's
a
really
nice
near-term
source
of
revenue,
a
very
positive
thing,
plus
it
will
generate
about
a
million
dollars
of
new
tax
revenue
every
year,
and
so
one
that's
an
important
thing
for
us
to
convey.
There
are
a
couple
of
other
things
that,
as
we
as
we
look
at
the
project
that
I
would
point
out.
We
talked
with
this
in
in
the
Planning
Commission
meeting
the
way
that
we've
oriented
the
project.
It
is
a
mixed-use
project.
Some
of
the
components
are.
O
Mixed-Use,
but
some
are
also
horizontal
one
of
the
real
opportunities
that
emerged
for
us
and
I'll
talk
about
opportunities
zone
right
after
this
is
that
by
putting
some
of
the
commercial
on
the
perimeter,
you
see
that
kind
of
dark
red
at
the
bottom
and
kind
of
making
its
way
around
the
west
side.
We
put
office
commercial
in
there
and
the
reason
is:
it
creates
a
tremendous
shared
parking
opportunity.
O
Those
offices
are
full
of
cars
during
the
day
when
the
residences
are
not,
and
then
those
big
parking
lots
are
empty
at
night
when
the
residences
are
filling
up.
So
there's
an
excellent
opportunity
for
us
to
decrease
the
amount
of
asphalt
on
this
now,
something
that's
much
more
centered
on
high
quality
architecture
and
landscaping.
So
a
couple
of
really
nice
things
emerge
that
way,
one
of
the
little
things
a
technical
thing
that
I
was
hoping
that
we
could
discuss
for
a
little
bit
of
deliberation.
You'll
recall
when
we
did
the
annexation
agreement.
O
We
have
a
feature
in
the
annexation
agreement
where
the
amount
of
residential
is
tied
to
the
amount
of
commercial
that
we
produce
and
because
we're
already
legislated
into
that
relationship
that
we've
agreed
to
with
the
city.
What
we're
hoping
we
could
discuss
a
little
bit
tonight
is,
as
this
ordinance
is
completed,
there's
two
things
one:
normally
these
ordinances
can
have
a
real
short
life
two
years
or
something
like
that,
but
our
annexation
agreement
has
a
10-year
fuse
on
it.
So
it'd
be
nice.
O
If
this
ordinance
was
in
some
way,
correspondent
to
the
length
of
time
set
out
in
the
annexation
agreement
for
build-out,
so
a
little
longer
term
to
stay
vested
in
the
PC
zone
would
make
a
lot
of
sense
for
this
project.
A
second
thing
is
because
of
that
shared
parking
situation,
we're
also
legislated
into
building
the
parking
for
those
office
uses
in
a
nice
stroke
of
luck,
those
those
office
buildings
they
like
to
have
more
parking
than
they
need,
rather
than
less
parking
that
they
need.
A
N
Railroad
to
you,
I
would
defer
to
our
planning
department.
It
sounds
like
this
is
in
the
overlay
zone
and
we
may
have
some
clarification
on
that.
The
only
concern
I
would
have
at
this
point
doing
it
on
the
fly
like
this
is
whether
or
not
we're
contradicting
our
own
code
and
doing
it
and
that's
my
biggest
concern
but
I'll
defer
to
vend
Ling
here.
F
N
F
O
N
P
But
they
didn't
give
a
ratio,
they
didn't
propose
a
ratio
of
this
as
approved
it
was
just
discussed
and
the
Planning
Commission
said
yes,
as
you
move
forward,
that's
something
to
look
at,
but
they
didn't
approve
it
with
a
certain
ratio
in
mind,
so
that
wasn't
brought
up.
Then
that
was
my
first
time
hearing
that
tonight.
So.
P
It's
two
and
a
quarter
spaces
per
unit.
Now
the
the
parking
code
does
allow
for
shared
parking
arrangements,
so
that
is
in
there.
But
again
there
was
no
ratio
set
at
the
Planning
Commission.
It
was
just
we'd
like
you
to
consider
this
as
we
bring
projects
forward.
The
Planning
Commission
said:
yes,
that's
something
we're
willing
to
look
at
that's
as
far
as
it
went
so.
C
H
O
O
I
O
I
P
G
P
G
G
P
O
See
if
we
can
find
that
there
we
go
if
you
scroll
down
just
a
little
bit
more
to
item
B
right
there.
We
talked
about
the
because
this
was
in
the
submit
a
letter
that
went
to
Planning
Commission
and
to
you
because
of
the
true
mix,
natan
the
use
nature
of
the
project,
etc,
etc.
As
a
result,
we
intend
to
design
residential
areas
with
1.8
stalls
per
year
on
site,
with
his
vast
quantity
of
shared
parking
available
to
responsibly
minimize
the
acreage
of
the
project
dedicated
to
asphalt
so
I.
O
Perhaps
I
did
not
call
enough
attention
to
it.
We
came
in
a
little
hot
at
Planning,
Commission
and
I
didn't
have
his
time
as
much
time
as
I
wanted
to
to
unfold
some
stuff,
but
we
did
for
us
to
be
able
to
help
our
developers
kind
of
design
and
plan
to
this
number.
It
helps
and
so
I
don't
want
to
interrupt.
I,
don't
want
to
stop
the
train
or
interrupt
an
approval
or
anything
like
that.
O
But
this
is
an
important
feature
of
having
kind
of
a
streamlined
process
going
forward
and
if
there's
a
way
to
do
it
and
to
install
it
into
our
kind
of
high
level
agreements
or
approach,
that
would
be
great.
If
we
can't
do
it
and
have
to
defer
it
to
the
Planning
Commission
process,
then
maybe
we
can
figure
out
a
way
after
the
first
submit
all
comes
through
to
legislate
something
a
little
more
clean
and
solid.
O
N
I
could
interject
briefly,
so
certainly
council
has
the
right
to
give
direction
and
and
make
amendments
to
motions
and
whatnot
tonight.
My
recommendation
would
be
from
a
legal
perspective
that
we
put
them
in
the
same
process
as
every
other
developer,
and
that
would
be
where
at
the
concept
plan
phase
at
this
point
in
time,
allow
them
to
communicate
with
our
planning
department
find
a
number
that
works.
It
may
be
this
1.8.
N
If
council
today
says
we're
ok
with
the
1.8
and
then
the
plan
comes
in
and
our
planning
department
goes
well,
this
isn't
going
to
work
now,
we're
we're
backtracking
and
it's
all,
because
we're
kind
of
skipping
that
step
in
the
process.
So
it
would
be
my
recommendation
that
certainly
I
can
just
come
some
discussion
some
direction
but
to
allow
the
Planning
Department
to
go
through
our
normal
process
and
present
it
to
Planning
Commission
and
come
back
before
council
and
the
same
arguments
can
be
made
at
that
point
in
time
as
well.
D
H
N
The
only
concern
I
have
is
we
don't
have
what
this
is
actually
going
to
look
like.
We
don't
have
the
number
of
units
we
don't
have
all
of
the
different
factors.
That
planning
is
going
to
look
at
to
determine
whether
this
1.8
is,
is
reasonable
or
not
reasonable,
that
that
would
be
the
only
recommendation
and
certainly
as
it
wishes,
but.
P
E
O
And
so
we
would
thank
you
and
we've
called
I
mean
we've
called
attention
to
a
real
complexity
of
doing
something,
this
big
to
do
to
help
kind
of
reinforce
what
councilman
Shelton
said.
Our
first
piece
of
the
development
over
$200,000
has
gone
into
the
architectural
work
already
and
for
it
to
come
in
and
need
to
be,
you
know
deeply
seriously
reworked
because
of
a
change
in
parking.
O
The
significant
is
very
difficult,
so
it's
we're
kind
of
playing,
pin
the
tail
on
the
donkey
a
little
bit
and,
at
any
rate,
anything
that
we
can
do
to
kind
of
create
some
safe
boundaries
around
this
is
is
helpful
because
we
could
end
up
if
we
just
strictly
follow
code.
The
way
it
is
we're
just
going
to
end
up
with
80
percent
of
the
of
the
project
will
be
asphalt.
O
Yes,
the
on
site,
designed
so
far
we
followed
1.8,
knowing
that
at
least
these
are
the
ones
that
are
near
and
adjacent
to
the
commercial
office,
and
so
we
knew
that
we're
going
to
be
creating
a
thousand
parking
style
inventory
there.
That
would
be
really
easy
to
connect
to
that
part
of
the
project
in
a
in
a
walkable,
safe,
useable
way.
So
we've
been,
we've
been
working
on
it
in
a
in
a
pretty
direct,
careful
technical
way.
H
A
Know
it
can
be
conceivable
and
maybe
right
next
to
the
to
the
office
area.
Maybe
one
maybe
one
point
eights
a
little
high,
but
over
here
you
need
2.3
and
I
monetized
and
blended
together.
1.8
sounds
really
good,
but
it's
it's
all
about
where
it's
at
and
the
phasing
it's
it's.
It's
not
a
one
plus
one.
It's
an
equation.
You
know
it's
it's
a
technical
equation,
so
I
we
want
to
give
you.
You
know
good.
We
want
to
give
you
the
what
you
need
in
a
timely
manner.
I
think
that's
a
good
idea!
A
Councilman
Shelton
said
so
we
don't
want
to
waste
time
your
time
or
our
time.
We're
in
this
with
you,
we're
anticipating
a
wonderful
development.
The
opportunity
zone,
so
I
I,
would
be
I.
Think
that's
a
good
idea
counts
Michelle
in
the
Hat,
so
that
but
I
would
love
to
have
a
staff
review
this
and
again
that
the
complexity
of
it
is
google
concerning
to
me,
okay,
but
but
we
don't
want
you
have
to
make
you
do
anything.
That's
that
is
not
necessary
to.
O
O
If
you
decide
that
it's
something
that
that
can
be
changed
and
again,
one
of
the
reasons
that
I'm
that
I'm
asking
for
in
thinking
that
this
change
makes
sense
is
that
our
development,
compared
with
any
other
development,
were
legislated
into,
creating
that
commercial
part
of
the
project,
and
nobody
else
is,
and
so
we're
legislated
into,
creating
that
other
parking
as
well,
and
nobody
else
is,
and
so
that's
that's
that's
how
I'm
tying
it
together.
In
my
mind,.
O
H
O
It
does
that's
one
you
see
here
is
that
we
anticipate
item
a
right
there
that
we're
gonna
come
back
in
in
in
a
work
session
and
talk
with
you
and
PG
City
on
a
little
partnership
to
make
sure
that
we're
aligned
on
all
the
fine
details
of
that
because
part
of
it
is
in
their
city,
make
sure
we've
got
all
of
all
of
our
I
soldered
in
t's
crossed.
Yes,
along.
E
Those
lines
on
620
South,
you
notice
that
there's
a
proposed
roundabout
on
860,
east
and
I
and
I
want
to
be
careful.
That
I
mean
that
this
is
a
concept
and
in
general
around
about
may
work.
Yes,
but
it.
You
know,
as
we
analyzed
the
exact
traffic
data
and
look
at
the
technical
design
it
mean
it
may
be
suited
for
a
light,
a
signal
versus
a
roundabout.
So
you
know
it
is
conceptual
yes,.
O
A
D
I
