A
Ladies
and
gentlemen,
welcome
glad
we
have
a
packed
audience
tonight.
We
are
here
before
we
begin
our
public,
our
City
Council
meeting.
We
have
three
items
to
receive
public
comment
on
and
we
will
take
them
in
order
I'll,
just
name
them
one
by
one.
If
you
would
like
to
address
the
mayor,
the
senior
staff,
the
city
council,
please
come
up
and
state
your
name.
First
item
for
public
for
public
hearing
is
to
receive
public
comment
on
the
Ashtyn
annexation,
consisting
astin
annexation,
kist,
consisting
of
1.4
600
acres
at
835,
East
50
South.
A
Seeing
none
we'll
close
the
public
hearing
and
we
will
move
on
to
the
American
Fork
City
Council
meeting
on
this
November
12
2019.
We
welcome
you
all
here.
We
have
an
agenda
if
you'd
like
to
have
one
personal
copy.
It's
at
the
desk
as
you
come
up
the
stairs
and
we
will
follow
the
agenda
as
outlined,
will
first
begin
with
a
Pledge
of
Allegiance,
followed
by
an
invocation
by
councilmember
Taylor,
after
which
I
will
conduct
the
roll
call.
If
everybody
please
stand.
B
C
Our
Heavenly
Father
as
we
come
before
thee
this
evening.
We
are
grateful
and
mindful
of
the
goodness
which
surrounds
us
and
in
this
season
of
Thanksgiving,
we
are
very
appreciative
for
the
freedoms
that
we
have
and
enjoy
and
as
much
as
we
have
just
celebrated
Veterans
Day.
We
are
very
mindful
and
grateful
of
all
of
those
who
have
and
are
protecting
us
and
watching
over
the
freedoms
that
we
may
sometimes
take
for
granted.
C
We
are
appreciative
Father
in
heaven,
for
the
things
that
we
have
and
enjoy
for
the
community
that
is
here,
those
that
can
come
and
freely
live
and
do
business.
We
are
appreciative
of
the
democratic
process
which
allows
us
to
come
together
and
to
enact
ordinances
and
laws
that
will
be
for
the
benefit
of
our
citizens.
C
A
Carol
councilmember
Taylor
here
item
number.
Two
is
a
time
that
we
set
aside
for
public
comment.
We
would
like
to
to
ask
if
you
have
public
comment
to
keep
it
brief,
two
to
three
minutes
and,
as
you
come
forward,
please
state
your
name
for
the
public
record.
I
have
one
that
has
requested
in
a
written
form
to
come
forward
and
I'll
ask
amber
Clegg
to
come
forward
this
time.
I.
D
E
You
said
I'm
amber,
like
my
family,
is
in
the
process
of
developing
mount
Timpanogos
view
subdivision,
which
is
roughly
1500
North.
First
East
American,
Fork
I
just
had
I,
guess
a
question
on
the
park
strip,
detail
and
the
sidewalk
as
well.
I,
don't
know
if
you
can
pull
it
up,
but
a
long
first
east
we
have
the
8
foot
parks
trip
defy
foot
sidewalk,
9600
north.
We
also
have
the
eight
the
Highland
is
at
requiring
us
a
five-foot
park
strip
and
a
five-foot
sidewalk
and
then
inside
our
subdivision
as
well.
E
We
are
being
asked
to
do
an
8-foot
park
strip
and
a
five-foot
sidewalk.
We
have
put
in
the
wide
64
foot
road
and
so
as
they're
just
laying
out
the
improvements
in
the
subdivision.
I
guess
in
my
mind,
I
feel
like
an
8
foot
to
park
strip
and
a
5
foot
sidewalk
inside
the
subdivision
is
a
little
excessive
on
the
the
amount
of
land
that
we
are.
You
know
having
to
improve
so
I'm
just
wondering.
A
You
know
amber
I
would
say
that
the
probably
the
best
forum
to
answer
questions
in
regards
to
this
would
be
more
on.
You
know
in
a
different
setting.
We
would
have
to
refer
to
codes
and
things
like
that,
and
that
can
be
lengthy.
This
is
a
way
of
expressing
some
so
I'm
just
going
to
direct
staff
to
get
with
you
directly.
I
might
have
your
phone
number
so.
E
E
E
Yeah?
If
because
we
were
in
the
like
we're
ready,
you
know
to
do
sidewalk
and
and
to
do
that,
but
again,
I
feel
like
with
the
improvements
of
improving
9,600
we've
kind
of
straighten
the
road.
A
little
bit.
We've
widened
the
intersection
on
there,
so
I
can
eat.
You
guys
know
the
background
and
I
just
feel
like
it's
a
little
excessive
to
ask
has
to
do
this
or.
A
A
A
E
Any
times
available
for
me,
but
I
would
advise
the
City
Council.
If
you
are
passing
these
coats,
maybe
drive
around
and
see
where
they
already
have
an
8-foot
park
strip
in
I
haven't
seen
a
five-foot
one.
Just
I
know
that
I've
heard
that
it
was
the
Beautification
Committee
that
originally
had
this
idea.
E
They
were
concerned
about
trees,
maybe
I'm
wrong
in
the
information
that
I've
gotten.
But
to
me
it
doesn't
beautify
an
area
when
you're
going
to
so
much
so
extremes
from
an
older
area
to
a
new
area
to
an
older
area.
That's
not
beautification
to
me
and
if
you
did
trees
that
would
work
in
a
five-foot
Park
strip
right
if
you're
concerned
about
trees,
there's
trees.
That
would
work
better,
so
I
know.
My
two
minutes
is
up.
I
appreciate
your
time
this
evening.
A
G
H
Wanted
to
thank
Terry,
Lynn
and
her
staff
with
the
election
I
know:
that's
not
easy
to
go
on
top
of
every
other
burden.
The
city
goes
through
on
top
of
that
and
then
just
to
thank
all
the
support
that
I've
had
over
that
excited
for
another
four
years
and
really
excited
to
see
the
firestation
bond
get
passed
and
see
what
we
can
be
able
to
do
to
get
that
to
fruition
as
a
way
of
announcement
to
the
council
and
the
staff
and
the
public.
H
The
budget
for
the
North
Point
solid
waste
district
is
public
and
they're
doing
public
comment
on
that
at
6:00
p.m.
on
Monday,
the
18th.
So
if
you
have
nothing
else
to
do
on,
one
of
the
18th
you're
welcome
to
come
down
and
join
us
for
some
public
comment
on
the
budget,
but
other
than
that
haven't
had
any
other
real
committee
meetings
or
assignments.
So.
H
I
I'm
just
trying
to
cite
how
to
do
this
and
where
to
start
yesterday,
obviously
was
an
important
day
in
this
community
and
just
want
to
acknowledge
I'm
gonna.
Do
it
first
of
all,
all
the
veterans
that
have
served,
we
have
a
lot
of
them.
I
wish
more
of
them
would
come
enjoy
this
program
that
the
city
puts
on,
because
it
is
a
Class
A
program.
It
was
done
really
well.
I
I
We
have
people
who
understand
and
know
that
the
freedoms
that
we
have
and
that
there
is
a
cost
associated
with
them
and
they're
helping
these
young
kids
young
children
learn
what
it
takes
to
to
have
a
country
like
this.
And
so
just
that's
what
I've
been
doing.
The
last
couple
of
days,
I
was
hoping
that
fire
chief
would
show
up.
I
haven't
seen
him
I've
had
people
just
tell
me.
I
I
Cities,
contiguous
I,
think,
is
the
big
word
that
people
used
to
us
have
tried
to
build
fire
stations
and
they
run
into
nothing
but
problems,
but
this
one
went
through
with
flying,
colors
and
and
I
personally
am
very
grateful
for
that
that
that
our
community
realizes
that
there
are
costs
associated
with
the
lifestyle
that
we
have
here,
that
we
have
to
pay
for
those
and
so
I'm
grateful
for
all
it
voted
for
that
all
I
had
anything
to
do
with
that.
Now
we
move
on
to
get
that
thing
built.
So
it's
good
to
be
here.
K
I
think
that
I
would
like
to
reiterate
councilmember
Barnes
comments
about
the
fire
station.
It
made
me
really
proud
to
live
in
American
Fork,
but
there
were
people
that
could
see
the
wisdom
of
it's
never
fun
to
pay
for
stuff,
so
being
able
to
see
the
wisdom
of
something
that
is
needed
made
me
really
proud
that
I
live
with
those
people
and
I
also
wanted
to
thank
Kevin
and
the
can
the
cemetery
committee
for
the
program
yesterday.
K
I
do
have
one
small
item
and
it's
a
small
report
on
our
downtown
economic
development.
We
I
know
that
some
of
the
council
was
looking
for
an
update
on
if
anything's
happening
there
and
we
have
contacted
members
of
the
community,
especially
in
the
downtown,
to
put
together
a
committee
that
could
be
an
advisory
committee
for
our
consultants
and
they
should
be
meeting
soon
hopefully
next
week.
So
I
just
wanted
to
make
sure
that
you
are
aware
of
that.
C
Thank
You
mayor
a
couple
of
a
couple
of
issues:
I'm
going
to
beat
the
Veterans
Day
program
as
well.
You
know:
I
have
looked
forward,
I,
look
forward
every
time
on
Memorial
Day
on
Veterans
Day
to
that
salute
to
the
salute
to
the
armed
forces
and
when
I
got
there,
Monday
I
thought
wow.
The
band
isn't
here:
I
wonder
how
this
is
going
to
be,
and
the
tip
and
Otis
Corral
was
absolutely
fantastic.
I
think
hearing
the
words
of
those
songs
was
as
motivating
and
as
moving
as
actually
having.
C
No
the
band
play
it
and
always
a
wonderful
time
of
reflection
to
be
there
and
to
hear
those
things
and
appreciate,
and
I
was
grateful
for
the
cemetery
committee
and
for
Kevin
and
for
all
those
who
took
part
to
make
that
such
a
wonderful
tribute
and
celebration
also
like
to
extend
congratulations
to
a
couple
of
events
that
have
recently
taken
place.
The
band
just
took
state
I
think
that's
the
30th
time
honestly
I
think
it's
literally
the
30th
time
the
band.
C
In
American
Fork
and
then
the
American
Fork
high
school
women's
girls,
soccer
team
took
first
place
in
in
statements,
and
so
that's
quite
an
accomplishment.
We
appreciate
all
the
hard
work
that
those
youth
go
to
and
the
representation
they
give
our
city.
So
we
appreciate
them
and
that's
all
I
have
mayor
thanks.
A
For
that
report
for
the
mayor's
report,
I
would
just
congratulate
the
three
incumbents
on
this
election.
It's
I
think
we,
the
American
Fork
residents,
were
very
wise
and
the
two
things
that
they
voted
on,
that
of
who
that
was
going
to
represent
them
and
in
the
bond
and
I
look
forward
to
working
with
you
for
at
least
at
least
at
least
two
years,
we'll
see
if
it's
longer
than
that,
but
at
least
two
of
the
years
I'll
be
with
you
so
and
then
the
the
Veterans
Day
thing
American
Fork.
A
We
have
really
good
heritage
and
tradition.
One
of
them
would
be
maybe
like
the
firemen's
breakfast,
but
the
Veterans
Day
one
for
me
is
one
of
the
very
best
and
I
know
that
there's
people
from
outside
of
our
community
that
come
to
that
as
well,
because
of
just
the
quality
and
the
and
the
feelings
that
you
have,
and
one
would
think
you
know
when
we
have
the
band
in
there
and
the
in
a
setting
like
the
tabernacle
that
would
be
irreverent.
Well,
it's
not
and
having
the
the
Tim
Corral
that
was,
that
was
special.
A
Then
there's
been
we've
had
them.
Both
I
think
demand
would
been
there,
but
I
think
they
had
a
little
bit
of
fatigue
from
taking
state
there's
a
couple
days
before
and
they
were
just
getting
home
the
day
before
so
congratulate
it
to
them
and
to
the
girls
soccer.
We
wished
the
football
team
well
this
week,
they're
going
to
be
playing
a
tricycles
and
they're
one
game
away
from
the
state
championship
again
playing
in
that
game,
so
American
Forks
well
represented
in
the
in
high
school
activities.
A
I
had
the
opportunity
to
attend
the
speech
contest
a
few
or
the
thing
yester.
On
the
the
Veterans
Day
program
we
had
youth.
They
gave
me
tremendous
speeches,
they
were
probably
three
minutes
completely.
Memorized
polished,
the
winner
were
actually
won.
$1,000
and
I
was
able
to
give
that
to
them
and
present
them
and
then
hear
their
speech
prior
to
the
to
the
program
on
Tuesday.
That
was
on
a
Saturday
and
I
was
just
thoroughly
impressed.
A
Mary
calico
me
was
there
it's
it's
her
speech,
contest
and
she's,
two
two
weeks
away,
I
think
of
turning
107
and
had
us
all
laughing
and
she's.
Just
full
of
life
still
so
I
couldn't
help,
but
just
want
a
hug.
Mary
calico
me
she's,
quite
a
quite
a
person
and
then
one
thing
and
I
was
going
to
put
the
fire
chief
on
on
the
spot
tonight.
A
A
We
went
through
Columbia
village
and
we
upsized
all
the
fire
hydrants
and
all
the
lines
and
the
capacity
they
had
in
the
water
they
had
at
their
disposal
was
the
tool
that
saved
that
house
and
so
we're
now
onto
stage
eight
I.
Think
of
upsizing
our
water
lines,
bringing
in
Proctor
a
water
coverage,
and
so
those
are
things
maybe
the
average
person
wouldn't
know.
But
I
was
privy
to
hear
that
and
I
wanted
to
pass
on
thanks
to
the
council,
for
the
support
of
that
interrupt.
H
A
A
I
L
A
A
Councilmember
Carol
councilmember
Taylor
aye,
okay,
action
items.
Item
number:
one
is
a
ratification
of
city
payments
from
the
date
of
October
15
2019
to
November,
5th
2019
and
approval
of
purchase,
purchase,
requests
over
$25,000
kyle
is
here
and
I
think
we
could.
He
could
crawl
to
the
microphone.
He's.
No
he's
not
feeling
real
well.
But
if
you
have
any
questions
be
happy
to
answer
him.
G
A
H
Request
may
be
of
I,
don't
know
if
Terri
Lynn
keeps
this
or
if
it's
Laurel,
but
that's
us
going
through
and
thinking
about,
I
wonder
if
it'd
be
nice
least
I
would
like
to
have
an
updated
list
of
just
the
committees
and
the
members
and
one
their
term
expires,
just
be
helpful
to
kind
of
see
how
that
makeup
is
and
how
we're
doing
that
continuous
flow
through
different
committees.
So,
okay
I
mean
do
that.
Awesome.
I
I
L
A
Item
number
three
is
a
review
in
action
on
an
ordinance
approving
a
vacation
of
a
portion
of
a
public
utility
easement
at
865,
North
700
West
lot,
28
of
Mitchell
Springs
subdivision
Scott.
Thank
you
for
getting
cozy
up
here
with
the
mic.
If
for
questions,
always
any
questions
for
Scott
at
this
time,.
C
A
L
M
A
Number
for
review
in
action
on
the
forfeiture
of
the
North
Pointe
business,
part
building
e
lot,
one
durability
bond.
You
might
notice
if
it's
something
that
the
council
wants
to
move
forward
on,
there's
a
motion:
the
legal
handers,
it's
just
prior
to
the
little
more
proper
wording,
I
felt
like
is
reading
through
this.
The
packet
really
told
the
story.
There's
any
questions,
I'm
sure
Scott
could
ask
him
answer
them.
A
I
I
H
Think
this
is
one
of
the
reasons
why
we
have
the
durability
and
seeing
all
the
attempts
of
the
notifications
going
all
the
way
back
to
January

I
think
that
we've
made
best
efforts
that
we
can
and
so
I'm
happy
to
move
to
approve
the
issuance
and
declaration
of
forfeiture
of
the
durability
bond
now
known
as
improvement.
Warranty
posted
by
the
Robinson
brothers
construction
amount
of
five
thousand
five
hundred
twenty
three
dollars
and
73
cents
to
install
a
sidewalk
at
the
North
Point
Business
Park
I
bought
one
for
that.
I
M
That's
exactly
what
we'll
do
is
to
finish
the
work,
make
sure
that
it's
good
I'm,
pretty
sure
that
the
amount
that's
available
will
cover
it.
Certainly,
if
there's
any
leftover,
I
will
come
and
recommend
release
of
that
back
to
the
to
the
person
whatever
that
balance
is
and
will
always
be
as
frugal
as
we
can,
but
we'll
make
it
right,
but.

L
A
D
J
This
was
actually
going
to
come
before
you
a
number
of
weeks
ago,
and
it
was
pulled
at
the
request
of
the
applicant
at
the
time
the
property
has
switched
to
owners.
We
have
a
letter
from
the
new
owner.
They
would
like
to
continue
this
zone
change,
and
so
it's
back
before
you,
the
Planning
Commission,
recommended
approval
when
it
went
before
the
Planning
Commission
a
few
months
ago.
K
I
did
want
to
pick
up
on
the
thread
of
Commissioner
Anderson's
comment
about
connecting
coldest,
sacks
and
I.
We
can't
do
anything
for
this
because
the
zone
is
already
there,
but
I
would
love
to
consider
making
some
sort
of
pedestrian
easement
through
coldest
acts
of
inappropriate
areas.
I
think
that's
what
she's
kind
of
referring
to
just
to
have
a
way
to
continue
connectivity
without
having
to
go
around
something
that
I
would
like
to
consider.
I
think.
J
She
was
referring
to
a
at
the
time
when
I
went
to
Planning
Commission.
There
was
a
concept
that
was
shown
that
was
shown
how
this
could
be
subdivided
at
the
in
those
lots,
and
these
two
properties
were
combined
and
then
there
was
basically
a
cul-de-sac
in
there,
and
so
she
was
her
point
was
if
properties
to
the
east
or
west
want
to
develop,
potentially
think
of
putting
in
a
stub
road
or
something,
and
so
it
wouldn't
be.
Just
numerous
call.
The
sacks.
K
K
D
D
K
A
A
A
motion
by
councilmember
Carole,
second,
second,
by
councilmember
Christensen
any
discussion
on
the
motion.
Seeing
none
I'll
call
for
a
vote
council
member
Christensen,
aye
council
member
Shelton,
aye
council
member
Barnes,
aye
council,
member
Carol,
councilmember
Taylor.
Aye
boy.
Did
you
guys
arrived
in
the
nick
of
time,
all
right
9a?
He
was
a
reviewing
action
on
an
ordinance
approving
a
commercial
site
plan
for
the
Woodbury
American
Fork
Tower,
located
at
860,
East
1050
south
and
the
G
c2
general
commercial
zone
I'm
going
to
have
Adam.
J
Yeah
Thank
You
Mara.
This
went
to
the
Planning
Commission
last
week.
It
was
pretty
straightforward.
It's
a
proposal
for
an
office
building
five
stories,
just
north
of
eleventh
South
or
Sam
white
Lane.
Just
on
the
east
and
north
side
of
I-15,
there's
renderings
in
the
packet.
They
have
provided
more
than
sufficient
parking
they're
slightly
over
what
the
parking
requirement
would
be
and
the
Planning
Commission
recommended
approval.
I
believe
the
only
thing
that
they
added
was
that
they
work
with
you
dot
to
try
to
clean
up
in
landscape.
J
There's
you
dot
property
between
Sam
white
Lane
and
the
southern
property
line
of
this,
and
the
Planning
Commission
was
just
concerned
that
that
be
kind
of
spruce,
tup
and
looked
nice,
because
there
is
an
access
into
the
site
from
the
south.
That
was
the
only
real
addition
that
they
placed
on
it
so
other
than
that
it
was
recommended
for
approval.
H
Questions
I
have
is
just
the
connectivity
down
in
that
area,
I'm
thinking
of
right
area.
This
is
down
by
the
freeway
right
kind
of
in
the
corner
by
American
Fork
in
Pleasant
Grove
area
yeah,
this
property,
so
of
just
a
lot
of
business
people
that
are
down
there
that
are
probably
leasing
from
these
buildings
contact.
Now,
if
you
guys
get
regular
complaints
about
that
road
and
how
horrible
it
is
going
up
and
down
in
the
connectivity
in
that
area,
are.
H
G
H
Trying
to
worry
myself
here,
so
it's
going
north
and
go
past.
The
monument
place
right
that
connects
into
State
Street
is
that
860.
That
goes
all
the
way
up
there
yeah.
So
that
would
be
the
the
concern
that
that
I
have
is
just
that
connectivity
and
what
we
have
planned
in
the
future.
Is
there
any
way
of
connecting
back
over
to
North
County
Boulevard?
That's
in
the
works
on
the
bigger
general
plan.
F
So
there
there
would
be
a
couple
of
access
points
to
North,
County,
Boulevard,
obviously,
Sam
white
comes
down
and
then
into
the
Pleasant
Grove
area
and
then
over
to
the
boulevard.
But
the
master
plan
also
has
620
Sal
coming
all
the
way
from
500
East
all
the
way,
through
the
best
parcels
to
North
County
Boulevard.
H
F
H
To
get
a
right
in
or
right
on
time,
that's
not
our
city
but
I,
just
think
being
good
stewards
and
trying
to
work
with
Pleasant
Grove.
How
do
we
provide
that
east-west
connection,
because
that's
the
only
east-west
connection,
unless
you
jump
all
the
way
up
to
State,
Street
and
so
I've
also
heard
people
talk
about
anyway,
that
connecting
there?
So
is
there
a
timeframe
on
when
we're
working
with
Pleasant
Grove
to
see,
maybe
even
just
that,
come
over
to
860
and
North
County
Boulevard
connection.
H
And
in
the
reason,
I
asked
it's
great,
a
beautiful
building,
beautiful
project
that
I
don't
know
what
the
daily
trips
on
that's
going
to
be
into
a
big
classy
office.
Space
like
that
and
I
know
that
we've
spurred
a
lot
of
economic
development
that
area
with
the
opportunity
zone.
So
you
look
at
all
the
different
card
trips
that
are
gonna
continue
to
happen.
I'm
hearing
a
lot
of
people
complain
about
all
the
traffic
on
500
East.
Now
because
there's
just
not
any
connectivity
in
there,
so
that'd
be
a
big
question.
H
And
if
we
get
that
all
the
way
to
500,
that
would
be
ideal
because
we've
really.
This
is
development
at
its
best
right,
we're
trying
to
put
the
last
pieces
and
play
there,
but
we
put
all
that
high
dent.
Well,
we
didn't
put
it
in,
but
all
that
high-density
housing
has
been
built
down
in
that
area
and
we've
got
limited,
east-west
connectors.
So
anything
we
can
do
to
help
that
connection.
I
think
we'd
be
benefit
us
as
a
city.
A
K
Will
move
I'll
make
a
motion
I
moved
to
adopt
the
ordinance
approving
a
commercial
site
plan
for
the
Woodbury
American
port
tower
located
at
860
East
1050
south
in
the
G
c2
code,
general
commercial
zone,
with
instructions
to
the
city
recorder
to
withhold
publication
of
the
ordinance
subject
to
all
conditions
identified
in
the
public
record
associated
with
a
number
of
November
6,
Planning
Commission
meeting
and
as
I'm
reading
this
we
don't
have
their
motion.
Was
there
anything
added
to
the
Planning
Commission's
motion.
N
C
How
will
this
building
be
in
terms
of
size
for
Utah
County?
Is
this
on
par
with,
for
instance,
exact
we're
up
in
Traverse?
How
just
I
mean
bit
the
buildings
beautiful
I'm,
just
wondering
how
it
compares
to
you
know
farther
east
to
the
the
big
building
there
in
Pleasant
Grove?
Is
this
on
par
with
that
size?
Is
it
bigger?
Is
it
smaller
I?
Don't.
O
Know
the
exact
size
of
all
of
those
buildings,
but
this
is
on
par
with
a
lot
of
those
newer
buildings
that
you've
seen
built
in
the
Thanksgiving
Point
area
are
those
that
are
along
the
freeway
gotcha.
So
we
really
feel
like
it'll,
be
a
real
placemark
building.
You
know
we'll
be
right
there
on
the
freeway.
The
architecture
is
beautiful,
it's
gonna
be
very
striking.
O
A
Talking
to
Brandon
fugle,
and
he
said
that,
because
of
it,
it
is
in
the
opportunity
zone
that
they're
building
this
with
no
tenants
there
just
billing
it
to
get
it
in
because
they
have
just
they
know
it's
a
spec.
Building
of
this
size,
unheard
of
really
so
wonderful,
okay,
I
have
a
motion
by
councilmember
Carol.
Second,.
M
A
By
councilmember
Christian
Singh
any
discussion
on
the
motion.
Seeing
then
I'll
call
for
a
vote:
councilmember
Christian
s'en,
hi
council
member
Shelton,
aye
councilmember,
Barnes,
aye,
councilmember,
Carol,
aye,
councilmember
Taylor
I.
Before
we
leave
that
anyone
would
when
would
we
have
a
Mylar
for
this?
So
we
could
sign
this
and
get
it
recorded.
D
O
A
H
Thank
you,
Andy
we
pushed
I,
have
there
may
or
may
just
a
request
is
I
know
we're
trying
to
help
facilitate
development
and
stuff,
but
if
we
get
a
copy
of
the
Planning
Commission
minutes,
it's
just
for
me.
It's
helpful.
It
helps
validate
what
they
do
and
look
through
that,
and
then
we
can
understand
the
conditions
it's
hard
to
make
an
emotion,
not
knowing
what
those
conditions
are.
H
A
I'm
gonna
make
this
these
very
much
the
exception
in
the
rule,
but
we
wanted
to
get
this
in
so
they
could
get
fully
funded.
So,
okay
item
number
9b:
there's
a
review
in
action
on
the
on
the
final
platform:
crest
subdivision,
plat
D,
located
in
the
area
of
1,000
days,
ten
forty
north
in
the
r-1
9000
residential
zoning.
C
Merritt
moved
to
approval,
moved
to
approve
the
final
platform:
crest
subdivision,
plat
d
located
in
the
area
of
one
thousand
east
and
forty
north
in
the
r1
nine
thousand
residential
zone,
and
to
authorize
the
mayor
and
city
council
to
sign
the
plat
and
accept
the
dedications
with
instructions
to
the
city
recorder
to
withhold,
recording
of
the
plat
subject
to
all
conditions
identified
in
the
public
record
associated
with
the
October
16th
2019
Planning,
Commission
minutes.
Okay,.
H
D
H
With
the
strong
winds,
we've
had
the
fencing
that
goes
up
both
on
this
project
and
on
the
Bybee
project.
The
kids
in
north
wind
and
it's
a
north-facing
fence
just
collects
all
the
the
leaves
they
just
collect
on
the
sidewalk
and
no
one's
cleaning
that
up
and
some
people
ask
me
who's
responsible
for,
for
that
is
that
gonna
be
the
city?
Are
we
saying
you
know
that's
more
of
a
community
as
part
of
their
sidewalk
to
maintain
them?
H
It's
not
fronting
a
home
because
it's
a
backyard
and
then
it's
a
fence,
so
I
don't
know
who
that
I
mean
the
ones
up
front.
Did
they
do
a
great?
You
know?
It's
gonna
be
very
easy
to
go
out
there
and
clean
that
up
and
that'll
blow
to
their
front
door
right,
but
just
didn't
know
if
we
as
a
city
had
an
idea,
I
I.
D
A
H
H
But
my
question
was
all
those
leaves
are
collecting
on
the
trail
that
we're
trying
to
have
active
use
on,
but
yeah.
You
can
kind
of
see
it
here,
but
when
you
get
a
big
storm
or
a
big
snowstorm
will
also
push
because
you
get
the
snow
drift
coming
off
of
Carlile's
property.
If
you
go
further
down
and
the
Bybee
project,
you
also
get
the
big
snow
drifts
through
off
of
the
private
HOA
park.
That's
there
and
it
seems
to
accumulate
just
against
that
fence,
because
it
has
nowhere
to
go
so
wondering
who
that
is.
A
H
A
D
L
H
I,
don't
see
any
issue
for
the
subdivision,
but
be
located
in
the
area
of
1407
North
Center
Street
in
the
r1
9,000
residential
zone
and
authorize
the
mayor
and
city
council
to
sign
the
platen
accepted
dedications
instruction
of
the
city
holding
on
the
flag
is
identified
in
the
public
record,
associate
with
the
October
16th
2019
Planning
Commission
meeting.
Okay.
C
A
I
A
J
J
I
Motion
disappeared,
I'd
like
to
make
it,
but
I
can't
see
it
I'm
trying
to
find
it
online
motion
to
adopt
the
ordinance
approving
a
commercial
site
plan
for
the
truck
Ranch
project
located
at
525
East
1000
South
in
the
G
c2
planned
commercial
zone
with
instructions
to
the
city
recorder
to
withhold
publication
of
the
ordinance
subject
to
all
conditions
identified
in
the
public
record
associated
with
the
November
6
2019
Planning
Commission
meeting.
Thank.
K
A
We
had
this
on
work
session
and
we
went
back
and
we
modified
the
agreement
with
with
input
and
what
we
have
before.
You
is
something
that
feel
comfortable
about
moving
forward.
So,
third,
we
have
representation
from
our
chamber
here.
If
there's
any
questions
or
concerns,
I
feel
like
we've
kind
of
found,
a
new
thing
with
having
the
chamber
involved.
It's
it
turned
out.
I.
Think
last
year
was
our
one
of
our
very
best
years.
A
H
N
So
the
chalk
fest
wasn't
included
in
the
contract.
Neither
were
several
of
the
other,
like
pickleball,
wasn't
in
the
contract,
so
chalk
festus,
specially
came
in
months
after
the
contracts,
so
where
were
in
negotiate?
Well,
we
stopped
all
negotiations
until
we
finalized
this
negotiation
with
with
any
outside
entity.
So
I've
had
the
tip
and
August
Arts
Foundation
reach
out
to
me
saying
they
wanted
to
finalize
some
things
and
I
said
we
need
to
hold
until
we
worked
through
this
okay.
H
K
H
So
I
guess
one
of
my
questions:
I
have
and
I've
had
a
discussion
thing
with
every
one
up.
Here
is
not
just
the
chamber
single
them
out,
but
with
every
entity
we
have
contracts.
We
have
is
kind
of
what
is
our
main
objective
and
goal
for
this
I've
heard
it
been
mentioned
that
it's
fiscal
in
that
nature,
I,
don't
know
if
that's
necessarily
the
reason
why
we
are
players
may
want
to
clarify
what
that
is
and
make
sure
we're
all
on
board
and
ok
with
what
that
major
objective
is
without
sourcing
everything
to
the
chamber.
H
H
H
How
do
we
measure
that
you
know
we
kind
of
have
that
same
discussion
with
Taff
and
something
that
I'm
not
trying
to
single
out
chamber
on
I'm
sure
upset
quite
a
few
people
at
Taff
with
the
same
question,
but
just
trying
to
say:
okay,
what's
our
major
objective,
that
we
as
a
city
want
to
be
able
to
have
with
this
contract?
So.
K
I
mean
we
talked
about
this
together
and
I
feel
like
the
the
contract
itself,
explains
a
lot
of
that
it
has.
Whereas
is
that
explain
about
the
traditions
that
we
want
to
uphold
and
what
kind
of
celebration
that
we
want
and
how
it
will
affect
our
citizens,
and
then
it
outlines
in
great
detail
what
we
expect
them
to
give
to
us
and
what
we
will
expect
to
give
to
them
as
far
as
the
contract
goes.
So
for
me,
that's
enough
that
that
explains
it
out.
K
H
So
I
guess
when
we
and
not
them
singling
out
the
chamber,
but
just
with
every
entity
going
forward,
it's
a
person
says
United
made
to
ask
the
question:
how
do
we
measure
the
success
of
that?
Then?
What
are
we
measuring
that
that
stick
or
that
tool
to
say?
Okay,
this
was
a
successful
contract
like
we
got
what
we
wanted
out
of
it.
Is
it
numbers
of
participation?
Is
it
just
saying
hey?
No
one
heard
of
the
mayor
say
hey.
This
is
one
of
the
best
events.
H
Maybe
still
days
has
ever
had
I'd
love
to
hear
those
comments,
but
I
want
to
make
sure
we're
measuring.
It
was
something
that
we
can
substantially
back
that
up
and
again
not
just
talk
about
it
sit
the
chamber,
but
it's
kind
of
that
mantra
that
had
with
every
organization
going
forward
that
we're
providing
city
funds
to
we
ought
to
have
some
kind
of
a
major
stick
that
comes
back
and
says
yeah
we
did
it.
You
know
I,
feel.
C
L
C
C
You
know,
I,
don't
didn't
know
whether
I
would
like
the
caramel
in
art
dye,
but
I
absolutely
loved
it
and
hey
the
parade
moved
a
little
bit
slow,
but
that
and
this
kind
of
thing
but
I
got
I,
got
so
much
positive
feedback
on
what
had
happened,
mainly
on
the
geography
and
the
cool
events
that
took
place,
and
so
I
don't
know
how,
in
this
there's
going
to
be
an
accurate,
you
know
measuring
stick.
We
can
say
well.
C
C
The
contract
stipulates
what
this
is
water.
The
city
can
step
in
and
and
and
change
things
but
I.
You
know
I
feel
like
the
chamber
came
through
big
and
and
I
was
one
of
the
doubters
for
our
died.
I
think
I've
told
everyone
here
that
I
I'm
now
a
believer
and
particularly
with
the
changes
that
we've
made.
It
our
die
without
the
dust
without
all
of
those
things
that
just
think
man.
H
Type
things
and
I
want
that
I
had
and
kind
of
sparked
up
the
oh
yeah.
We
were
thinking
about
that
even
when
you
know
a
few
years
ago,
and
that
is
maybe
send
out
a
survey
at
the
end
and
it's
hard
when
you
do
a
survey
but
for
those
particular
things
that
we
felt
like
maybe
would
be
good
to
have
and
it's
hard
because
you
can't
get
a
full
breadth
of
everything,
but
certain
events,
you
could
be
able
those
participants
hard
to
do
one
on
the
carnival
or
the
big
show.
H
You
get
8,000
people
that
show
up
right,
but
even
from
just
vendors
and
maybe
others
you
could
take
a
look
at
and
say,
okay
and
I
think
it'd
be
helpful
for
the
chamber
to
have
as
feedback
as
well
to
say
man.
We
did
an
awesome
job,
but
here's
some
comments
of
where
we
maybe
could
be
able
to
improve
from
that
side
of
things.
So
maybe
the
adding
to
this
that
there's
a
survey
that
goes
out
that
we
get
a
chance
to
evaluate
and
look
at
just
brainstorming,
I.
K
Mean
I'm
sorry,
but
we
can't
survey
everything
you
know.
We
can't
send
out
a
survey
and
survey
the
residents
for
everything
and
ask
them
everything,
but
we
do
get
feedback.
We
get
feedback
to
us
from
the
chamber.
The
chamber
Ford
gets
feedback
and
we
take
that
as
well
as
we
can
add
something
into
our
city
survey
itself,
but
having
a
separate
survey
seems
a
little
redundant.
It.
G
H
Sure
that's
what
I'm
looking
for
is
a
scientific,
so
much
I
mean
I,
do
quite
a
few
different
events
and
it's
real
easy
afterwards
to
send
out
a
survey
and
say
hey:
what
were
your
thoughts
right?
There's
a
lot
of
conferences
we
attend
and
things
like
that
and
say:
hey
you
did
the
5k
this
year.
Tell
us!
You
know
quick
five
questions:
here's
how
we
would
rate
that
or
something
of
that
nature.
I,
don't
think
we'd
go
all
citywide
but,
like
I
said,
some
events
would
be
a
lot
easier
than
other
discount
swim
day.
H
H
N
I
Sometimes
take
different
looks
at
different
things,
and
some
of
these
may
come
out
as
totally
different
looks
at
different
things.
I
think
I
spend
a
fair
amount
of
time
at
the
carnival
and
at
some
of
the
other
activities
all
I
have
to
do
is
look
and
see.
What's
going
on
and
I
can
tell
whether
people
are
enjoying
it
or
not
on
whether
they
like
it
I
personally
hate
surveys,
I,
don't.
I
Ever
done
that
so
I
don't
answer
if
I
don't
like
it,
I'm
gonna
tell
you.
If
I
don't
tell
you
anything
just
assume
in
my
world
and
I
realize
not
everybody
thinks
that
way,
but
that's
kind
of
the
way
I
look
at
it.
I
think
another
way
to
look
at
it
is
if
you've
got
a
vendor
this
year
and
they're
back
next
year.
I
M
I
The
impact
on
the
city
financially
as
well
as
the
number
of
people,
then
I,
think
it's
appropriate
to
do
a
one-year
comment,
a
one-year
contract.
The
last
comment
I
had
was
we
could
do
the
survey
in
the
city
bill,
but
I
talked
to
a
heck
of
a
lot
of
people
that
were
at
some
activity
somewhere
during
the
whole
thing
and
they're,
not
from
American
Fork,
so
they're
never
gonna
be
able
to
respond
to
the
survey
and
surveys
are
never
perfect
and
I
understand
that.
A
Said
well,
I'll
just
say
this
and
to
I
think
an
a
measuring
stick
that
we
have
to
have
as
a
reflection
on
this
contract
is
that
I
feel
like
it
needs
to
be
a
win-win.
It
needs
to
be
a
win
for
the
chamber.
This
is
very
much
in
my
opinion.
As
a
service,
we
want
you
to
be
successful
at
the
end
of
this.
This
event.
We
hope
that
it
pencils
for
you,
like
it
pencils
for
us
and
having
been
over
it.
A
A
C
Just
want
to
say
one
thing,
I
think
I
think
success
leaves
Clues.
We've
all
heard
that
I
think
you
guys
did
a
great
job
this
year,
I'm
not
afraid
of
the
one-year
contract
I.
Don't
know
why
you'd
want
to
do
anything
but
come
to
par
with
what
you
did
this
year.
I've
got
great
confidence
in
you
and,
what's
what's
been
done
and
I
wish
you
the
best
going
forward,
because
still
days
is
near
and
dear
to
my
heart
and
you
guys
made
it
even
more
so
and
I
say
I
say:
go
crazy,
I'll.
K
H
K
N
H
D
A
P
P
P
But
it's
not
really
part
of
the
basic
financial
statements.
So
we
didn't
audit
those
parts.
Now
we
read
through
them
and
helped,
you
know,
make
sure
they're
they
looked
okay,
but
it
they
weren't,
subject
to
actual
audit
procedures.
What
were
subject
to
audit
procedures
were
the
basic
financial
statements
and
some
of
the
required
supplementary
information
and
the
supplementary
information
and
those
terms
that
I
just
used
are
in
the
table
of
contents.
P
So
with
that,
let
me
just
review
our
audit
report
or
our
opinion.
If
you
will,
if
you're
looking
it's
page
15
of
that
of
that
document
and
it's,
but
not
that
it's
not
the
thing
I
just
gave
you.
No
sorry,
that's
gonna!
That's
the
that's
the
management
letter,
that's
the
last!
That's
like
the
finale
or
whatever.
P
So
the
audit
report
basically
says
that
we've
come
in
and
we've
audited
your
financial
statements
as
of
June
30th
and
the
financial
statements
themselves
are
the
responsibility
of
the
city
and
our
responsibility
is
just
to
issue
an
opinion
on
those
financial
statements.
It
then
goes
on
to
talk
about
a
little
bit
about
the
the
procedures
that
we
follow
in
the
standards
that
we
follow
as
independent
auditors.
In
essence
that
we
do
test
work,
we
don't
look
at
every
single
transaction.
We
take
samples
and
confirm
with
third
parties
and
do
things
like
that.
P
We
have
not
looked
at
every
single
transaction
of
the
city
that
would
take
all
year
and
take
up
all
of
your
budget
and
who
wants
to
pay
their
auditors,
everything
they
then
goes
on
to
to
list
our
opinion,
and
let
me
just
read
it
because
it's
so
beautifully
worded
accountants
from
there,
just
oh
yeah,
okay,
so
so-
and
I'm
gonna-
prove
it
right
now,
in
our
opinion,
in
the
financial
statements
referred
to
above
present
fairly
in
all
material
respects,
the
respective
financial
position
of
the
government,
governmental
activities,
the
business
type
activities,
each
major
fund
and
the
aggregate
remaining
fund,
information
of
American
Fork,
City
Utah,
as
of
June
30th
2019,
and
the
respective
changes
in
financial
position
and
were
applicable.
P
P
P
P
136
this
report,
the
the
barnyard
term,
for
this
is
the
gas
report.
But
what
that
is
short
for
is
the
government
auditing
standards
report
when
we
do
a
governmental
audit
we're
just
under
another
set
of
rules
that
require
us
to
look
at
your
internal
controls
and
over
accounting
and
financial
reporting
and
your
compliance
with
certain
laws
and
regulations.
P
Okay,
what
we
want
to
look
closer
at
this
area
or
closer
at
that
area,
and
while
this
report
doesn't
contain
an
opinion,
it's
just
a
required
report,
because
it's
a
governmental
audit
and
then
the
last
report,
in
that
in
the
in
the
kafir'
from
us,
is
the
the
state
compliance
report,
any
municipality
in
Utah
that
we
audit
we're
required
to
look
specifically
at
certain
things
that
you
have
to
do
like
and
they're
listed
there
like.
You
know,
budgetary
compliance
fund,
balance,
Utah
retirement
systems,
compliance
and
there's
a
couple
more
listed
there.
P
But
anyway,
there
are
specific
things
to
Utah
that
they
asked
us
to
look
at,
and
it's
just
for
compliance
with
those
items,
and
in
this
case
we
are,
we
do
offer
an
opinion
on
your
compliance
with
those
items
that
we
test
and
there
are,
and
you
have
a
clean
opinion.
There
are
also
so
in
all
material
respects
you're
in
compliance.
There's
a
couple
of
things
that
we'll
talk
about
in
the
in
a
management
letter
but
they're,
not
to
the
extent
that
we
would
be
required
to
to
report
on
them.
In
this
specific
document.
P
Again,
go
through
that
there's
a
lot
of
really
cool
information
in
there,
but
there
is
a
lot
of
information
now
the
papers
that
I
gave
you
that's
not
part
of
the
kafir'.
Necessarily
it
is
the
well
the
powers
that
be
refer
to
it
as
the
communication
to
those
charged
with
governance,
but
I
just
like
to
say
it's
the
management
letter.
P
P
I
don't
seek
out
too
I,
don't
find
great
pleasure
in
coming
up
with
ways
to
beat
up
on
people
and
show
them
how
they
did
wrong.
Our
purpose,
really,
or
at
least
as
far
as
I'm
concerned,
is
to
to
help
make
improvements.
If
there's
a
an
issue
that
we
see
in
terms
of
accounting
and
financial
reporting,
if
there's
a
way,
we
can
help
improve
it.
That's
what
we're
here
for
we're
not
here,
because
we
get
a
kick
out
of
you,
know
embarrassing.
P
Somebody
or
making
them
look
like
they're,
not
doing
their
job,
which
would
be
difficult
with
Kyle
anyway,
because
he
does
a
pretty
darn
good
job
and
I'll
mention
something
a
little
bit
more
about
that
in
a
second.
But
in
that,
in
that
document,
a
few
pages
in
you'll
find
the
schedule
of
findings
and
I.
Don't
think
that
there's
gonna
be
any
real
surprises
here.
The
first
and
everything
that
I
have
dish
for
this
year
are
all
state
compliance
issues.
P
The
first
one
is
the
deficit
fund
balance,
and
this
is
in
the
broadband
fund
and
I'm
sure
you
guys
have
talked
a
great
length
about
the
broadband
broadband
fund
and
the
the
situation
it's
in
and
and
there's
a
deficit
fund
balance
there
and
in
the
past
the
the
the
law
was
just
simply
it
it's
you're,
not
compliant.
If
you
have
a
deficit
fund,
balance
and
they've
sort
of
eased
up
on
that
a
little
because
there
are
situations
where
that's
just
almost
unavoidable.
P
So
now
the
rule
is
that
if
you
have
a
deficit
fund,
balance
you're
required
each
year
to
make
sure
that
that
deficit,
falen
balanced
deficit
fund
balance
is
reduced
by
five
percent
of
the
revenue
of
that
fund
each
year.
So
it
kind
of
gives
you
a
little
bit
of
leeway
that
as
long
as
you're
kind
of
moving
in
the
right
direction,
you're,
compliant
and
and
in
the
this
fiscal
year
it
the
deficit
fund,
balance,
didn't
decrease
by
about
five
percent,
so
we're
still
not
compliant
there
again.
P
P
The
next
one
is
refers
to
the
Utah
public
notice
website
and
again
this
one's
a
little
bit
nitpicky
you're,
required
to
to
post
within
three
days
of
the
minutes
being
approved
to
this
public
notice
website,
and
there
were
just
two
of
the
council
meetings
that
we
chose
for
testing
that
that
weren't
posted
within
the
three
days.
So
it's
not
a
major
concern
but
we're
it's
it's
it's
pretty
specific
that
you
have
three
days
to
do
it
and
it
wasn't
done
within
three
days
so
again
a
compliance
issue.
G
P
That
later
on,
oh
yeah,
yep
within
three
business
days
after
approving
the
minutes
and
on
all
of
these
findings,
these
are
issues
that
we've
talked
to
Kyle
about
and
he's
aware
of
them
and
has
responded,
and
his
response
is
actually
in.
You
know
right
right
below
the
the
finding,
and
then
there
was
the
the
last
one
for
2019
is
that
there
were
a
couple
of
funds,
but
that
were
over
budget,
and
it's
explained
there.
H
A
B
B
H
H
H
B
H
H
P
We're
happy
to
do
it
as
as
weird
and
as
dorky
as
it
might
sound.
We
we
enjoy
what
we
do,
but
I
do
want
to
make
just
a
really
quick
comment
about
at
Kyle
and
the
staff
here.
I
actually
did
take
this
and
I
started
on
page
one
and
I
read
it
now,
I
didn't
do
it
all
in
one
sitting,
but
over
the
course
of
three
days.
I
went
through
and
read
it
because
I
was
asked
to
to
just
here.
P
Proofread
this
for
us
and
I
didn't
find
very
many
things
and
things
that
I
did
find
were
pretty
darn.
Nitpicky
Kyle
does
an
amazing
job
on
this.
I
mean
I
I,
can't
even
imagine
the
hours
that
it
takes
to
put
this
together
and
and
I
just
want
to
commend
him
for
that,
and
not
that
I'm
perfect
and
that
I
would
have
found
something
else
but
like
he
that
there
were
very
few
things
that
I
made
a
comment
on
in
these
statements.
P
C
A
A
A
He
can
do
anything
with
if
he's
got
a
computer
in
front
of
him,
he'll
be
in
a
meeting
and
I'll
call
him
for
a
number
and
it's
just
at
his
fingertips.
It
used
to
be
I,
think
you
inherited
it
being
strung
around
in
office
and
piles
and
different
places,
and
you
have
done
an
incredible
organization
inside
and
made
it
so
tangible
and
easy
to
refer
to
and
fine
and
just
a
wealth
of
information
and
it's
very
prompt
and
appreciated
Kyle.
Thank
you.
I've.
C
A
All
right
item
number
12
is
a
reviewing
action
regarding
an
easement
agreement
with
Rocky
Mountain
Power
at
art,
art
dye
Park.
If
you
haven't
taken
a
good
drive
by
art,
dye,
Park
it'd
be
well
worth
your
time.
Hope
you're,
not
colorblind
green
colorblind,
because
you'd
miss
a
lot
of
nice
new
green
that
we're
seeing
up
there.
K
M
Councilwoman,
it's
it's
in
the
the
middle
of
the
park,
kind
of
in
the
ballfields
area.
What
it
is
is
it's
a
line
running
to
the
existing
cell
tower,
but
where
they
have
their
meter
and
a
kind
of
their
infrastructure,
is
it
a
place
where
we
really
want
it
moved
so
they're
gonna
move
it,
but
they
would
like
an
easement
where
they're
moving.
That
too,
you
think
it's
fair.
It's
not
something
that
is
normally
would
be
covered
by
a
franchise
agreement.
It's
not
right-of-way!
So
we're
we're
okay
with
it,
there's
no
harm
to
it.
H
M
It's
not
going
through
a
ball
field
and
I'm
I'm.
Sorry,
I
I
probably
should
have
gotten
a
drawing
for
you,
because
Aaron
on
my
staff
has
been
the
one
working
directly
with
them,
and
ken
is
a
little
more
familiar
with
it,
and
I
probably
should
have
gotten
a
little
better
educated.
But
I
talked
with
him
briefly
before
earlier
today,
just
real
briefly,
that
it's
just
kind
of
I
guess
where
it
is
right
now
is
in
somewhere
we're
having
some
landscaping.
So
it's
just
kind
of
moving
it
out
of
that
same
general
route.
