have

items
to
receive
public
comment
on,
so
we
will
start
as
they
are
listed
in
the
agenda.
We're
here
to
receive
public
comment
regarding
the
declaration
of
various
fitness
center
equipment
as
surplus
and
to
be
to
be
disposed
of.
Anybody
would
like
to
address
the
City
Council,
the
mayor
senior
staff.
Please
come

we'll
move
on

our
regular
session.
We
welcome
you

Fork
City
Council,
regular
session,
a
meeting
on
this
August
13
2019,
it's
nice
to
see
a
lot
of
people
here.
It's
not
often
we
have
that.
So
it's
good
to
see
it.
We
have
an
agenda
that
is
that
has
been
posted
on
various
places
in
the
city
and
certain
websites
and
there's
a
copy
of
it
in
the
middle
of
the
room.
If

We're
thankful
for
the
men
and
women
that
courageously
and
without
question,
continue
to
sacrifice
on
an
ongoing
basis,
to
protect
our
freedoms,
to
keep
us
safe
locally
and
also
to
make
sure
we
have

services
that

so
vital
for
our
sustenance
or
thankful
father
for
the
opportunity
that
we
have
to
have
a
right
to
assemble,
to
be
able
to
gather
and
be
able
to
discuss
the
matters
of
the
city.

that
they
Spirit

do
such

decorum
and
be
able

involved

children

baseball
field
somewhere

town

memory

everything
you
do

losing

failure,
but
a
chance

learn.
These
are
principles
they
have
taught
over
the
years.
Occasionally,
when
the
stars
align
players,
make
the
right
pitches
and

get

key
hits,
teams

great
success
on
the
baseball
field.
This
past
July,
Chuck
and
Brian
took
their
team,
the
Pirates
to
the
ubehebe,
a
baseball
tournament
tournament
where
they
won
the
state
championship
for
the
pony
division.

was
their
second
state
championship,
while
coaching
in
American,
Fork,
Chuck
and
Brian
have
truly
been
builder,
building
our
children's
character
with
good
principles
that
send
them
into
a
positive
future.
For
this
reason,
we
want
to
honor
Chuck,
Goodwin
and
Brian
Parker
by
giving
them
this
Hero
Award
and
declaring
August
13th
2019

kids

coached

they'll

cared

team

team's
pretty

had

win
three
games

we

it

up

best
two
pictures
to
go
the
last
two
games
and
we
we
played
a
team
from
hurricane
and
we
we
beat
them
pretty.
We
can't
run
to
him.

turned

Jackson,
as
if
he'd
never
thrown
seven
innings
and

Jackson

seven

and
they

pretty
good
team,

they
couldn't
all
this.

lot
of
these
kids
were
all
that
team.

them

wasn't,

can

had

the
fire
chief
played.

just

a
couple
of
things
to
comment
on
and
like
to
thank
our
Police
Department
and
Fire
Department
for
doing
a
great
night
out
against
crime.
Last
Monday
it
was,
it
was
a
fantastic
event.
We
estimate,
probably
five
to
six
hundred
of
our
residents,
were
in
attendance
and
just
a
great
evening,
and-
and
there
was
a
lot
of
fun
to
be,
had
and
that's
an
annual
event,
and
we
will
plan
on
that
next
year
too,
it
just
keeps
getting
bigger
and
better
all
the
time.

There
are
some
parents
that
are
excited
for
next
week
and
then
there
are
some
parents
that
are
sad,
but
the
with
school
starting.
The
rec
center
will
be
changing
all
of
its
schedule
for
all
of
the
participation
there.
We
do
have
six
high
schools.
Excuse
me
four
high
schools
who
are
needing
to
use
the
swimming
pool
at
the
Rec
Center
this
year,
and
so
we
are
trying
to
balance
the
needs
of
the
community
with
the
needs
of
of
the
schools.

The
chance
to
go
to
the
night
against
crime-
and
it
was
great
when
I
think
our
public
safety
as
well
I
thought-
was
really
cool
to
time.
How
fast
the
kids
run
with
the
radar
and
like
yeah
kids,
kept
trying
to
see
if
they
couldn't
beat
the
previous
time.
I
think
the
fastest
they
got
was
14
miles
an
hour
got
in
the
car
and
they
realized
how
slow
14
my
mom.
Now
it
really
is
at
first
they
thought
they
hit
double
digits.
That
was
pretty
fast,
but
anyway,
it
was
a
good
time.

Bunker's

now
I
guess
it's
a

that

a
good
activity.
It
was
very
well
attended
with
the
Night
Out
against
crime,
and
it's
just

I've
said
this

Hopefully
it's
just
another
indication
of
how
great
this
community
is
and
the
many
good
things
that
go
on
that
make
it
a
community
and-
and
we
think,
those
that
were
involved
in
it

those
who
came

participated

it.

report
first
I
want
to
say
that
I
really
appreciate
those
Hero
Awards
and
that
we're
highlighting
some
members
of
our
community
and
it's
really
a
privilege
to
sit
here
and
learn
about
them
and
meet
people
in
our
community
they're
doing
great
things
and
I
wanted
to
say.
Thank

the
city
staff
for
making
sure
that
happens.
I
know
it
seems
like
it
was
forever
ago,
but
we
have
not
had
a
council
meeting
since
still
days.
So
I
wanted
to
take
just
a
minute
to
thank
all
the
volunteers
that
helped.

President

Vice
President
put
in
so
much
work,
but
I
really
wanted
to
make
sure
you
guys
knew
that
David
bunker
and
Josh
Christensen
if
they
weren't
there

don't
think

it

work
that
went
on
there

organization

next
year

going
to
play
out.

Couple
of
things
mayor
first
I,
want
to
just
express
appreciation
for
mayor
green
mayor,
green
and
I
worked
for
two
years
together
back
in
1996
in
97
when
he
was
and
I
was
on
the
council,
and
we
didn't
always
see
eye
to
eye
on
everything.
But
Mayor
dream
has
always
been
a
steward
of
the
water
in
American.

Whatever
it
might
be,
and
to
coach
for
40
years
and
to
be
so
consistent,
all
the
time,
I
coached
against
Chuck
and
Brian
for
years-
and
they
were
always
always
first-class-
the
way
they
coached
their
team,
the
way
their
kids
acted
the
way
they
talked
to
their
kids,
they
were
absolutely
top-notch
and
to
have
them
coaching
in
a
community
for
40
years
is
a
tremendous
blessing
and
I
really
appreciate
them.
It's
too
bad
that
they've
gone,
and
they
were,
they
were
just
great
ambassadors
of
the
sport
of
our
city
and
everything
else.

council

mayor

August

golf
course
committee
will
have
their
annual
yearly
update
for
all
the
council's.

have
taken

advancements
that
have
been
made,
changes

good
things

the

house
there
were
cars
parked

both
sides

the
road

up

There
are
so

cars,

people
participated

council

everyone
did
a
tremendous
job,
all
the
staff
all
of
the
volunteers,
just
fantastic.

thank

councilmember
Carol

heading

up

standpoint

taking
care

those
things,
that's
what
happen
there.

owned

property

east
side

West.
They
were
not
signatories
on
that,
so
they

not
sign

request
to
initiate
the
annexation.
However,

we
sent
the
notices
out,
all
the
property
owners
did
receive
their
notices.

the
public
hearing
and
asked
to
be
removed
from
the
property
or
have
their
property
removed
from
the
annexation.

improvements

really

crux
of

they

have
a
plan
at

engineering
department
on
Monday
morning

city
administrator
to
delete
this,
and
would
we
would

please
delete
that
and
submit

recounting

history

do
it

briefly
as

so

aware

it
there's
a
right-of-way
that
goes
into
the
Earl
property,
just
above

different
Ogas
property
on
the
right
there,
it's
hatched
and
then
there's
a
about
a
20-foot
right-of-way
that
goes
in
that
had
to
be
deleted
out
the
property.

seems
like
it's
Coleman.

issue
may
have
been,
it
probably
had
to
do
with
the
widening
of
the
road,
so
the
Milo
has
already
been
revised
three
times
previously.
To
this
request,
a
big
problem
for
us
is
that
this
comes
so
late
in
the

is
satisfied
that
this
request
has
merit
at
this
point
in
the
annexation,
we
we
believe
without
question.

should
be
the
city's
expense
to
redraw
the
mylar
and
delete
that
property
out.

this

was
the

Apparently
that
was
instructed
to
write

The
response
with
respect
of
it.
We
respectfully
oppose
and
reject
this
late
hour
after
the
fact
request
by
any
property
owner
to
be
excluded
from
the
American
Fork
boat
harbor
annexation.

The
present
request
to
not
be
included
within
said
application
is
not
in
the
public
interest
that
is
American.
Fork
City
currently
provides
and
has
provided
requisite
public
services
to
the
property.
For
many
years
number
five
American
Fork
City
professional
staff,
has
imposed
exacting
requirements
and
completed
a
thorough
review
of
all
pertinent
provisions
with
which
multiple
property
owners
have
dutifully
complied.
This
just
isn't
one
property
owner
here,
the
dss
D.
There
are
many
property
owners.

Property
owners
have
previously
revised
the
required
Mylar
mapping
of
said
annexation
more
than
three
times
at
considerable
expense
to
require
yet
another
revision
at
property
owners,
expenses,
arbitrary
capricious
and
unreasonable
number
seven
said:
annexation
is
notice
to
be
discussed
at
the
American
Fork
City
Council
at
the
council's
regularly
scheduled
meeting.
That's
tonight,
of
course,
that
this
was
written
yesterday.
So
that's
tomorrow
evening
in
parentheses
and
number
eight,
the
final
one
said:
consideration
and
potential
action
by
the
American
Fork
City
Council
should
proceed
as
noticed
and
scheduled.

were
instructed
by
the
engineering
department
to
revise
the
plat
again
before
we'd
even
had
this
hearing
and
with
all
due
respects.

very
much
appreciate
being
here
tonight
to
discuss
these
issues
with

that
you
could

perspective

we
have
on
this
coming
at
such
a
late
juncture,
and
we
appreciate
the
spirit
of
this,
of
having
the
option

council

move
forward
and

approve
this

ordinance

needs

revision

plan

but
to
require
a
whole
corner
on
a
major
corridor
to
not
have
any
curb
gutter
sidewalk
at
any
point
in
time
and
just
leave
that
in
the
county
you're
right
away
acquisition,
you
need
to
widen
that
road.

those
properties
who
want
to
come
into
the
city,
but
if
there
are
property
owners
who
do
not,
who
protest
and
don't
want
to
come
in
our
opportunity
to
get
those
exactions
and
to
get
the
right-of-way

they
were
in
the
county
and
remained
in
the
county
and
then
at
a
later
time
requested
to
come
into
the
city.
That
would
be
the
time
when
we
would
exact
those
extra
improvements
or
right
of
way,
because
they
would
be
the
petitioner.

this
is
a
lift
station
and
I,
don't
think
that's
gonna
be
something
that
changes

it's
going
to

when
that
will
be
timeline
wise

anything

this
road
ends
up
needing

widened,
which
one
gives
us
the
better
leverage
to
be
able
to
work
with
the
t
SSD
with
them
in
the
county
or
with
them
in
the
city.

right
now
the

lift
station
is
functioning
and
and
rich
Richard
can
speak
to
this
more
clearly.
But
at
some
point
that
lift
station
does
need
to
be
reconstructed
and
probably
relocated
at
another
location.

so,

miner
mentioned,
they
will
need
access
to
the
sewer
line.
They
need
to
we're.
Gonna
have
to
work
through
the
utilities
because
they
will
need
to
hook
up
to
a
city
line
which
can
then
tap
on
to
the
district
lines.

So
individual
property
owners
do
not
tap
on
to
the
district
main
they
tap
on
to
city
mains,
and
then
they
then
then
we
would
connect
that
to
the
strychnine.
So
there
is
an
opportunity
to
work
with
mr.
miner
and
the
property
owners
to
relocate
this
this
facility
and
then
figure
out
a
way
to
get
their
property
to
be
Seward.

hate
it
when
you
got
I
mean
that
road
right
now
with
development,
it
goes
wide
and
it
goes
really.

a
county
road
and
you

a
ditch
in
a
canal
on
both
sides
of
that

down

development
down
here
is
gonna
require
widening
that
road.

responded
back
to
the
city,
American
Fork
city,
so
that
information
was
there
at
any
time
they

us

us.
Negotiate
we've
got
lots.
We've
worked
with
ten
different
cities,
that's
our
interest
to
stay
neutral,
not
have
not
that
we
don't
like
American
Fork
and
we
would
put
curb
and
gutter
in
that
those
objections.
We
don't
have
problems
with
that,
but
what
what
I
has
you
know?

I've
only
been
here
about
a
year
now?
What
I
see
is
developing
development
happening,
the
closer
to
the
lake
and
you
know-
or
if
you
don't
know,
it's
really
really
flat
right
out
there
and
we
have
some
h2s
issues.
As
you
know,
we've
had
some
odor
issues
at
that
area
right
there
in
that
lift
station
and
we've
put
in
media
to
scrub
that
odors
and
we
don't
want
to
have
odor
issues
again
out
there.
It's
everybody's
starting
to
flush,
their
their
wipes
down
the
toilet
now,
and
so
we
get
when
I
first
got
there.

We
were
cleaning
that
lift
station
once
a
month.
Now
we're
cleaning
it
weekly
and
we
may
have
to
increase
it
more.
Why?
Because
we
keep
getting
more
and
more
