A
Thank
you
Jim
here,
community
development
director.
This
is
a
I
guess
you
say
it's
a
pre-review
of
the
proposed
budget
for
this.
This
next
fiscal
year,
2024.
the
CRA.
We
did
have
the
Redevelopment
plan
that
was
updated
in
2017,
and
it
does
provide
a
multitude
of
programs
and
projects
that
were
approved
by
the
CRA
board.
The
Orange
County
also
saw
this.
The
original
plan
and
staff
is
requesting
a
continuation
of
various
projects,
but
we've
also
added
a
couple
into
this
year's
budget.
A
One
of
the
things
that
this
last
update
to
the
Redevelopment
plan
did
was
provide,
like
I,
mentioned
a
multitude
of
different
types
of
projects,
so
we
wouldn't
necessarily
have
to
update
it
after
two
or
three
years
in
this
case,
we're
right
now
at
about
five
six
years,
but
it
still
has
a
lot
of
projects
that
we
can.
We
can
utilize
even
this
year
next
year,
the
year
after
that,
so
the
budget
approval
meeting
is
currently
scheduled
for
August
16th
of
2023.
A
That's
a
6
p.m.
Also,
it's
in
the
city,
council
chambers.
Here
there
are
also
going
to
be
two
resolutions.
One
is
for
the
budget
itself
and
the
other
one
is
to
carry
forward
the
funding
that
is
still
currently
in
our
Redevelopment
trust
fund.
Those
are
required
by
Florida
Statutes,
chapter
chapter
163.,
so
attached
to
the
original
agenda
that
I
had
sent
out
and
then
I
also
dropped
off
an
update
and
emailed
it
out.
A
A
The
other
thing
that
I
wanted
to
mention
is
that,
in
about
two
weeks,
the
Community
Development
Department
will
be
fully
staffed,
we're
bringing
as
I
think
we
already
met
Amir
Hamza,
so
he's
one
of
our
planners
and
we've
got
another
gentleman
coming
in
on
the
31st
of
the
month.
So
that
will
help
that
will
help
me
in
terms
of
being
able
to
dedicate
a
little
bit
more
time
regarding
the
CRA
funds
and
the
projects.
A
So
to
jump
into
the
budget
portions
itself,
as
I
mentioned,
there's
a
a
general
account
string
that
we
have,
along
with
the
account
name,
the
budget
number
and
then
the
current
description.
So
right
now
we
have
Professional.
Services,
you
know
covers
we'll
cover
our
way
finding
signage
right
now
we
have
10
programmed
that
can
expand,
but
we
also
have
other
services
that
we're
going
to
end
up
needing
to
do
throughout
the
year
anywhere
from
any
other
parking
issues
or
any
other
design
things
that
need
to
be
done
for
for
parks.
A
That
would
be
probably
one
of
the
big
things
that
that
we
are
doing
this
coming
year
that
that
I
think
is
going
to
be
a
good,
a
good
bonus
for
our
for
our
downtown.
The
other
thing
that
we
put
in
was
let
me
fast
forward
here,
so
our
CRA
district
is
that
hasn't
changed
until
the
644
Acres.
A
So
the
other
part
that
we
do
have
is
marketing
promotions.
We
did
put
twenty
thousand
dollars
into
that
account
or
we
will
be
putting
that
in
there
that'll
be
for
exactly
what
it
says:
marketing,
promotions
of
projects
and
events
in
the
downtown.
In
addition
to
that,
though,
we
are
also
looking
I'm
going
to
jump
forward
just
a
little
bit.
A
We're
also
looking
forward
to
to
doing
a
few
other
projects
that
will
include
historical
markers
for
some
of
the
historical
buildings
that
we
have
in
our
downtown.
We
also
have
there
back
in
1990.
There
was
a
historical
survey
done.
That
does
not
need
to
be
redone,
because
it
it's
historical.
It's
already.
A
It
already
took
into
account
all
the
older
buildings
that
are
in
the
city
in
the
CRA
area,
and
there
were
a
couple
different
designations
that
were
done
for
the
historical
markers
for
the
state,
and
we
can
also
Institute
a
local
historical
survey,
recognition
and
that's
something
that
the
CRA
can
also
do,
because
it
is
at
least
for
the
buildings
in
our
downtown,
and
that's
not
just
that's,
not
just
a
commercial
building.
A
It's
also
residential
building
so
they're,
because
we
do
have
quite
a
few
really
nice
eclectic
type
buildings
in
our
downtown.
A
The
audit.
We
have
to
do
that's
a
separate
audit.
It
keeps
it
separate.
The
funds
have
to
be
separate
from
the
city.
We
manage
them,
but
that's
really
about
it.
I
do
have
a
Redevelopment
conference,
that's
always
in
October
in
case
anybody
would
like
to
go.
What
we
could
do
is
update
the
funding
and
and
and
do
that
it's
usually
a
Thursday
and
Friday.
So
it's
only
one
night
typically,
and
they
do
cover
a
lot.
That's
where
we
get
a
lot
of
the
ideas
for
all
the
different
cras.
A
There's
also
a
legal
section
for
that,
also,
which
you
know,
Cliff
Shepard,
as
he's
actually
the
attorney
for
the
fra
Authority
Redevelopment
Association.
So
he
he's
he's
done
those
spiels
before
at
the
CRA
conference,
very
good
ones
too.
A
The
building
assistance
program.
This
is
probably
one
of
the
that
one
in
the
facade,
or
course
the
ones
that
are
the
most
active
in
terms
of
our
assistance
programs.
At
the
last
meeting
it
was
talked
about.
The
air
conditioning
we
currently
have
I
did
a
quick
figure.
I
got
three
more
applications
in
that
I
processed
yesterday
for
electrical
panels
again
electrical
in
our
downtown
they're,
it's
old,
the
buildings
are
old.
They
need
to
be
updated
in
order
to
bring
it
up
to
code.
A
So
we
have.
There
was
night,
we've
done,
19
building
code,
Assistance
programs
and
11
of
those
were
air
conditioning.
We
do
live
in
Florida,
it
does
keep
businesses
here
and
it
isn't.
It
is
an
option.
I
did
take
it
out
of
the
current
funding
for
this
this
next
year.
But
if
you
would
like
to
keep
that
in
there,
we
could
keep
it
in
there,
either
at
the
same
amount
as
before
or
or
reduce
it
or
eliminate
it.
That's
going
to
be
your
decision
as
a
as
the
CRA
board.
A
These
facade
renovation
that
seems
to
be
going
pretty
good.
Painting
is
one
of
the
big
ones
they
do
also
put
Windows
in,
and
that's
that
that
that's
also
good
with
Energy
Efficiency
doing
the
double
or
triple
panes.
We've
had
a
I
think
there's
three
buildings
that
have
done
that.
So
far,
the
building
permit
refund
I'm,
sorry,
the
the
building
permit
refund
and
the
business
impact
fee
assistance,
that's
primarily
for
brand
new
buildings,
commercial
buildings.
A
It's
not
a
lot
of
money,
but
we
don't
get
a
lot
of
impact,
at
least
at
this
stage,
where
you
know
somebody,
any
amount
of
money
is
good
to
help
draw
people
in,
but
the
the
businesses
that
are
coming
in
that
are
building
brand
new
businesses.
A
Those
are
usually
large
corporations
such
as
ale
house,
that's
going
in
so
we
haven't
had
much
impact
on
that
at
all.
The
other
one
is
the
residential
fee
assistance
program.
This
is
the
one
that's
in
getting
a
lot
of
notoriety.
A
We've
had
a
few
homes
that
have
been
built
for
utilizing
this
program
and
it's
a
stage
or
it's
a
step
program
based
on
the
the
meet
the
mean
income
for
a
for
a
house
for
not
an
income
for
a
house
but
mean
value
for
a
house,
and
then
it's
staged
down
at
33
percent
until
we
get
down
to
about
six
thousand
dollars
for
the
low
rung
and
up
to
the
full
amount
of
impact
fees,
which
is
twenty
thousand
four
hundred
fifty
one
dollars
you
take
that
off
of
a
cost
of
a
house.
A
So
we
did
pop
that
from
200
to
400
000,
and
the
reason
for
that
is
that
we
do
have
three
different
town
home
projects
that
are
looking
to
go
in,
along
with
a
few
single
family
home
projects
in
our
in
our
in
our
CRA
District.
A
The
other
thing
that
I
did
want
to
do
and
let
you
and
let
you
be
aware,
is
that
not
nobody
can
take
all
of
that
money.
If
they're
building
say
you
know,
40
or
50
units
I'm
limiting
it
that
to
10
units,
so
that
so
we
can
spread
the
wealth
I
want
to
be
able
to
get
as
many
affordable
housing
developments,
whether
the
town,
homes
or
single
families
in
our
CRA
districts
as
possible
and
I
thought,
by
limiting
it
to
maximum
of
10
free
single
development.
That
would
help
to
do
that.
A
The
residential
renovation
program.
This
is
the
one
that
that
we
need
to
Market
a
little
bit
more
and
what
I'm
looking
to
do.
There
is
basically
send
out
a
brochure
along
with
links
to
the
application.
This
is
where
we
can
get
homes
fixed
up,
whether
it's
painting,
painting
numbers
on
the
house,
Windows
Doors,
basically,
cleaning
up
the
yard
or
cleaning
up
the
house
itself.
A
And
the
one
that
we
really
haven't
had
the
opportunity
to
use,
at
least
at
this
stage,
is
the
demolition
program
and
that's
basically
taking
down
dilapidated
homes
or
dilapidated
businesses
that
need
to
be
replaced
and
that
that
could
actually
go
towards
the
next
stage,
which
is
doing
the
building
permit
and
the
impact
fee
refund
program.
Also,
because,
obviously
you
take
something
down,
you
want
to
be
able
to
replace
it.
A
The
other
one
and
I've
actually
got
some
sample
benches.
We're
going
to
probably
have
to
meet
again
just
to
decide
on
what
kind
of
design
or
style
bench
and
bike
racks
you
want.
Do
we
want
to
stay
with
the
bike
racks
that
are
in
the
Parks
right
now
and
over
our
parking
lot
of
if
it
looks
like
a
bike,
or
do
you
want
to
just
do
a
simple,
simple
Arch
or
a
the
old
school
bike?
Rack
those
of
course
look
a
little
lame
nowadays,
but
but
but
it
is
an
option.
A
A
A
special
district
State
fee
is
mandated
the
fra
that's
the
conference
again,
the
annual
membership.
That's
that
keeps
us
in
in
line
with
the
with
the
state
or
with
the
fra
registration
fees,
the
150
000.
That's
the
electrical
boxes,
as
we've
discussed
this
a
few
times.
This
is
going
to
right
now,
we've
got
it
scheduled
for
Central,
Ave
and
5th
Street.
A
This
is
so
that
when
we
do
close
off
those
streets-
and
we
have
events-
whether
it's
for
food
trucks
or
if
we
have
vendors,
we
don't
have
to
listen
to
generators.
You
plug
in
it's
quiet,
you
do
your
normal
business,
you
do
your
normal.
You
know
food
truck
work
or
you
buy
from
a
vendor
that
that
is,
you
know,
keeping
the
sandwiches
hot
on
on
the
at
the
location.
A
We've
got
three
new
items.
This
came
through
quite
a
quite
a
few
different
conversations.
I
think
all
of
you've
have
probably
heard
about
the
downtown
park
here
at
City,
Hall
that
the
UCF
did
a
quick,
quick
design
for
that's
a
very
doable
project
and
what
one
of
the
changes
that
we
did.
Originally,
we
originally
had
five
hundred
thousand
dollars
in
for
the
skate
park
and
pump
track
at
Frank
Carlton
and,
in
fact,
as
I,
better
go
forward.
So
you
can
see
these
otherwise,
oh,
let
me
back
up
a
little
bit.
A
I
had
these
kind
of
in
order
of
the
of
the
spreadsheet
the
way
finding
signage
I
think
you've
all
seen
those.
A
If
you
want
to
see
the
current
one
that
there
was
a
mock-up
it's
up
in
the
second
floor
in
City,
Hall,
be
at
the
Planning
and
Zoning
wall,
and
it
does
point
up
towards
the
I
think
it's
the
police
station
fire
station,
so
it's
not
on
the
roof,
but
it's
just
a
mock-up
and,
and
then
these
like
I
mentioned
these
are
there's
10
signs,
total
they're
look
they're
going
in.
A
We
do
have
to
go
out
to
bid
for
these
Fast
Signs
was
kind
enough
to
do
a
lot
of
the
design
work,
but
because
of
our
constraints
regarding
bid
proposals
and
work,
they're
already
they're
already
topped
out
at
about
we've
done
a
few
thousand,
and
this
these
are
going
to
run
a
little
over
50
000.
So
we
do
have
to
go
out
to
bid
for
it.
A
And
then
so
the
marketing
and
promotions.
This
is
this
is
the
community-based
efforts.
These
are
things
that
we
can
support
organizations
to
promote
the
CRA
District,
whether
it's
residential
projects
or
whether
it's
commercial
projects
or
events
like
races
or
if
we
do
a
craft,
fair,
downtown.
Something
like
that.
We
can
actually
help
sponsor
those
with
this
type
of
option
and
like
I
mentioned
this
is
in
our
Redevelopment
plan.
So
it
is
a.
It
is
an
option.
A
The
other
one
that
that
I
was
looking
at
quite
a
while
ago
was
the
award
program
now
that
we
actually
have
businesses
that
are
new
in
town.
One
of
the
things
that
a
lot
of
cities
have
done
is
this
gold
brick
award?
This
is
when
you
do
a
construction
type
project
and
you
want
to
award
them
for
a
good
design
and
and
the
effort
going
into
the
downtown.
The
other
one
is
just
like
I
mentioned
here.
A
It
says
business
or
economic
Improvement
contribution
award
if
we
get
developers
or
business
people
that
are
coming
in
and
redeveloping
a
whole
site
or
they
put
a
lot
of
funding
in
not
just
ours
but
but
a
lot
of
funding
in
towards
the
building,
whether
it's
painting
new
windows,
a
new
type
of
business,
that
brings
families
downtown,
that's
the
type
of
projects.
Those
are
the
things
that
we
want
downtown.
A
We
want
people
to
come
back
downtown,
not
just
for
one
thing,
but
for
multiple
times
after
that,
first
thing:
first
time
they
come
downtown,
then
the
other
one
that
I
mentioned
was
the
historical
property
recognition.
This
is
one
that
we
we
do
have
I
had
actually
had
a
couple
different
designs
that
I
had
produced.
You
know
this
is
back
20
years
ago,
where
we
could
actually
fix
this.
Do
an
award
a
a
mind.
A
You
like
a
ribbon
cutting
type
ceremony
where
we
actually
let
people
know
that
we
appreciate
them
keeping
their
home
or
their
business
up
to
good,
good
production
standards
where
you
can
go
by
and
go.
You
look
at
that
house
and
you
go
wow
that
is
beautiful.
I
wish
I
could
live
there.
That
type
of
thing.
A
So
currently
with
the
assistance
programs
that
I
had
just
reviewed
a
little
bit
ago,
we've
got
we've
done
39
of
these
over
the
course
of
the
last
few
years
contributions.
The
applicant
is
actually
spending
a
little
bit
more
than
the
25
percent
that
we
typically
require.
That's
because
they
they
can
top
out.
They
can
utilize
that
those
funds
for
for
the
different
projects.
A
This
next
year,
we're
going
to
be
putting
a
quite
a
bit
more
in
so
as
I
mentioned,
the
we've
got
six
programs.
We
already
went
through
those
and
again
the
Redevelopment
fee
assistance
program.
There's
a
three
level
sliding
scale
based
on
home
value.
A
And
I've
got
the
criteria
if
you
ever
want
to.
If
you
want
to
see
the
criteria,
I
think
I'd
mailed
this
out
to
before
the
downtown
Trail.
This
is
a
we've
got
the
final
stages
of
the
design.
I've
contacted
the
property
owners
along
6th
Street
and
the
one
property
owner.
That's
on
the
northeast
corner
of
Hawthorne
and
Michael
Gladden
I'm.
A
Expecting
this
to
go
out
to
bid
probably
in
September
it'll,
probably
be
about
a
30
to
40
day
turnaround
time,
because
it
is
quite
frankly,
it
is
I
like
to
say
it's
just
sidewalks,
but
it's
still
comp.
It's
a
lot
more
complicated
than
just
pouring
a
sidewalk.
It's
framing
everything
in
if
there's
anything
in
the
way,
they've
got
to
move
those
like
like
electric
poles
along
6th
Street.
In
fact
it's
sixth
Street's
a
good
example:
the
the
Episcopalian
Church
we
get.
A
A
B
A
And
then
right
next
door
to
that
there's
a
multi-family
development.
One
of
the
things
that
we
found
out
was
when
we
did
the
survey
there.
It
turns
out
that
the
water
line
is
just
on
the
inside
of
the
sidewalk
on
the
lot
side,
so
we
have
to
get
a
an
easement
agreement
from
them
for
the
not
just
the
side,
not
just
the
trail,
but
also
for
the
utilities
and
what
will
be
right
now,
there's
there's
some
Hedges
there,
so
we'll
probably
be
replacing
that
with
whatever
they
want.
A
If
they
want
a
hedge
row,
we'll
put
we'll
put
another
Hedgerow
that
does
take
a
few
years
to
grow.
My
recommendation
is
to
is
to
just
do
a
fence:
it's
a
little
bit
more
sturdy
and
blocks
the
sound
a
little
bit
better
and
then
right
after
that
is
Hannibal
Square.
A
They
are
looking
forward
to
this
part
of
just
as
a
promotional
part,
because
it's
going
it's
a
trail,
it's
a
two
mile,
Trail,
that's
right
in
front
of
them,
and
so
that's
that's
a
good
connection
for
them
to
come
downtown
to
do
some
shopping
and
then
the
next
Corner
after
that
is
there's.
It's
owned
by
a
church:
that's
a
basically
a
non-active
church,
but
it's
a
very
long
stretch
until
you
get
to
Alabama
and
then
Crossing
Alabama
is
where
you
pick
up
the
Southwick
apartment
complex
and
then
that
goes
into
the
sidewalk.
A
A
Some
of
the
renovations-
this
is
the
the
one
on
the
right-
is
the
dirt
path.
That's
on
the
north
side
of
Alonso
Williams
Park,
and
this
is
right.
Now
cars
are
going
down
that
we
need
to
stop
that,
because
it
is
right
next
to
a
ball
field
or
a
baseball
field
in
basketball,
and
so
what
we
want
to
do
is
dedicate
that
primarily
just
for
pedestrians.
A
One
on
the
left
is
the
is
the
Sixth
Street
that
I
just
mentioned
regarding
the
leading
up
to
Alabama.
This
is
actually
looking
West
towards
downtown
and
the
big
one
that
I'm
really
looking
forward
to
is
Station
Street.
A
This
is
going
from
Central
Ave
towards
Park
we're
going
to
change
that
to
a
one-way,
one-way
path,
going
all
the
way
to
Park
Ave,
so
there'll
be
parallel
parking
on
the
right
hand,
side
some
on
the
left
hand,
side
when
you
get
past
6th,
Street
and
right
now,
it's
it's
probably
the
best
part
of
this
this
program,
because
you
can
still
get
into
the
VFW
and
you
can
still
use
the
path
for
the
connection
features
for
East
West.
A
And
then,
coupled
with
that
is
I
did
put
in
250
000
I.
Don't
think
it's
going
to
run
this
much
for
the
central
lab
portion
leading
up
to
the
station
Street
project
right
at
5th
Street.
This
is
connecting.
This
will
actually
make
a
loop
system
on
the
trail
itself,
so
this
is
so
for
Central
Ave
right
here.
A
I
can
get
this
working,
so
this
will
ride
right
up
here
up
to
Station
Street,
so
that
will
give
us.
This
is
about
a
1.8
miles
here
and
then
we've
got
the
other.
It's
about
2.3
miles
total
going
this
way
adding
this
portion
here.
So
somebody
can
stay
over
at
the
hotel
down
here
and
ride
all
the
way
down
and
then
actually
do
loops
and
then,
of
course,
stop
and
do
shopping.
So.
A
One
of
the
other,
it's
a
it's
a
smaller
project,
but
this
is
just
a
a
trail
Pro
or
a
sidewalk
project
to
connect
the
the
history
parking
lot.
The
city
already
owns.
This
is
25
foot,
Swatch
of
property
and
it's
just
a
quick
sidewalk
with
about
three
lights
and
a
few
palm
trees,
but
it
lights
it
up.
Just
like
the
parking
lot
and
that
area
right
there
is
it's
extremely
dark.
So
what
we
want
to
do
is
make
sure
you
light
it
up
and
and
keep
anybody
a
little
bit
safer.
A
That's
there,
the
the
property
owner
on
the
north,
of
that
it's
a
vacant
lot
right
now,
that's
actually
owned
by
Pedro,
who
runs
owns
the
Barber,
Shop
downtown
and
he's
looking
to
do
a
like
a
courtyard,
a
courtyard
restaurant
and
Tap
Room.
So
that's
another
type
of
function
that
that
is
that
we'll
be
able
to
utilize
downtown.
A
Then,
of
course,
you
all
know
where
Halls
on
Fifth
is
is
right
here,
so
we're
going
to
have
something
here,
something
down
here:
new
seafood
restaurant
over
in
the
where
Chuck's
wagon
used
to
be,
and
then
of
course
down
on
the
south
side
of
Fifth
Street
is
the
three
out
guys
in
propagate
so.
A
So
now
the
parks-
this
is
the
other
part
that
there's
I'm
extremely
anxious
to
be
able
to
get
this
going,
the
skate
park
and
pump
track.
This
is
one
that
Radley
and
I
had
talked
about,
and
hence
the
these
are
some
of
the
changes
that
we
ended
up
doing
with
the
funding.
We
originally
had
five
hundred
thousand
dollars
in
original
agenda
that
I
had
sent
out
last
week
last
week,
Friday
and
talking
with
Radley,
so
that
we
could
actually
do
this
with
four
hundred
thousand
dollars.
A
So
we
put
the
other
hundred
thousand
dollars
towards
a
couple
of
the
other
parks
and
one
of
the
other
projects.
So
this
is
right
now
we're
we're
scheduling
this
for
just
to
the
west
of
the
Frank
Carlton
Center
and
I've
got
a
map
of
the
the
area
for
that
the
downtown
park
like
I
mentioned.
This
is
the
the
park
that
the
UC
UCF
students
did,
and
this
is
I
think
this
is
going
to
be
a
very
nice
center
location
and
Genji.
A
Bread
is
right
next
door,
So
for
anybody
that
wants
to
break
for
lunch.
They
can
come
to
City
Hall,
hey,
they
come
to
City
Hall
for
lunch
and
and
go
in
there,
and
then
this
is
the
8th
Street
neighborhood
park.
This
is
another
concept
that
we
came
up
with.
A
The
I
think
I'll
get
into
that
location,
a
sec,
so
the
skate
park
it
may
or
may
not
be
able
to
take
up
the
whole
spot.
This
actually
used
to
have
volleyball
courts.
A
I
could
not
remember
that
from
25
years
ago,
but
it
used
to
have
volleyball
courts
back
behind
there,
okay,
so
so
that
that's
that's
why
it's
a
little
bit
light
here
and
I
I,
just
you
know,
put
grass
over
this
part
here
right
now.
The
parking
lot
ends
right
here
at
the
Frank
Carlton
Center,
and
this
has
a
few
different
buildings
that
we'll
be
taking
down
just
to
leave.
A
Leave
it
open
for
the
for
the
for
the
skate
park
and
the
pump
track
pump
Track
by
the
way
is
for
bicycle,
skate,
Parker
courses
for
skateboards,
so
we
added
in
parking
along
here
so
that
you
can
ride
your
bike
from
on
the
West
Orange
Trail
come
up
here,
park
your
bike
and
do
those
activities
of.
A
I've
ridden
my
I've
gotten
caught
it
downtown
and
then
had
to
ride
my
bike
back
in
the
dark,
with
my
own,
with
my
little
headlight
and
it
it
is
it's
kind
of
scary.
A
So
the
City
Hall
Park.
This
is
the
location,
it's
kind
of
barren
right
now,
it's
just
basically
the
the
tennis
own
utilize
that,
of
course,
there
is
a
whole
parking
lot
right
next
door,
and
this
is
not
even
designed
for
normal
parking.
So
it's
it's
kind
of
a
leftover,
and
this
is
what
is
being
proposed.
They,
you
can
see.
A
They've
got
a
bicycle
rack,
one
of
the
things
that
one
of
the
Commissioners
mentioned
is
getting
a
water
fountain,
which
I
think
would
be
a
good,
a
good
option
for
that,
especially
for
the
downtown
area
and
I've
already
had
a
couple
people
that
said
that
they
wanted
a
water
fountain
that
could
do
bottles,
not
just
drinking
from
so
it's
an
option.
They
have
those.
A
And
this
is
the
one
that
we
bumped
the
budget
up
to
20
000
from
10.,
and
then
the
8th
Street
neighborhood
park,
everybody
I
think
knows
where
Loaves
and
Fishes
is
on
8th
Street
and
then
the
next
block
over
is
where
the
city's
gas
station
is
where
we,
where
we
fill
up
our
the
gas,
the
gas
tanks
and
the
propane
tank
or
propane
Vehicles.
A
Also,
the
building
correct
directly
on
the
north
side
of
of
8th
Street
is
the
old
maintenance
Barn
that
that
we
were
able
to
get
from
Orange
County
and
rather
than
just
selling
it
off
what
we
ended
up
doing.
We
did
it.
We
did
a
a
survey
on
it
and
then
we
separated
it
into
four
Lots
for
single-family
homes,
and
this
is
one
of
those
options
to
to
bid
out
this
for
single-family
homes.
A
For
these
four
Lots,
these
are
actually
a
little
bit
bigger
Lots
than
that
are
in
the
neighborhood,
but
with
60
Footers
we
I
couldn't
get
anything.
I
could
not
get
another
lot
in
there,
even
if
I
went
down
to
55..
So
the
corner
lot
always
has
an
extra
20
feet
on
the
corner,
because
it
is
a
corner
lot.
You
have
the
front
setback,
a
double
front,
setback
on
that,
and
so
the
park
back
here
is
0.83
acres
and
we're
looking
to
put
in
a
small
pocket
park
in
there.
A
There
are
no
parks
in
this
area
they
do
have.
There
is
some
affordable
town
homes
on
the
South
Side
before
you
get
over
to
to
Alabama.
So
what
we
want
to
do
is
make
sure
that
the
neighborhood
kids
in
this
area
have
a
park,
and
this
is
a
very
easy
way
to
do
it
and
still
get
four
more
homes
in
the
in
the
downtown
and.
B
A
A
A
And
the
last
thing,
although
I
know
I,
have
the
final
slide
here.
The
other
thing
that
I
did
put
in
that
leaves
and
there's
always
a
little
bit
of
changes
in
in
the
budget,
but
I've
got
2.5
million
in
there
for
the
downtown
Trail.
A
If
we
need
to
siphon
some
off
from
some
of
the
other
programs,
we
can
and
then
the
other
part,
though
that
I
did
put
in
as
a
as
a
comment
from
commissioner
Moore
was,
we
did
put
in
fifty
thousand
dollars
for
cement,
downtown
Apopka
Trail
enhancements
those
are
going
to
be
specific
locations
that
might
need
to
have
some
durability
or
just
the
look
of
cement
versus
versus
asphalt,
asphalt's
a
lot
more
forgiving,
especially
when
you
have
trees
and
plants
or
water
lines.
Things
like
that
around
it.
A
So
we,
the
asphalt,
is
the
the
typical,
but
this
gives
us
a
little
bit
of
flexibility
if
we
need
to
put
in
cement
in
any
other
locations.
A
So
that's
our
that's
our
review
of
of
what
we've
got
for
the
budget
for
this
next
year.
Okay,.
D
C
A
D
A
A
Use
it
for
that,
if
the
environmental
came
back
bad
yes,
we
could,
but
the
environmental
came
back
okay.
So
that's
that's
one
of
the
reasons
why
we
decided
to
go
ahead
and
go
with
the
park
besides,
instead
of
trying
to
fit
it
like
one
more
lot
in
there.
D
Got
it
and
then
maybe
go
back
to
Kayla,
Nelson,
Park
or
Frank
Harlow.
A
D
Where
the
skate
park
is
first
of
all,
this
is
awesome
that
we're
contemplating
doing
this.
A
Yeah,
that
was
part
of
the
one
of
the
studies
back
in
2015,
that
was
over
yeah.
They
wanted
a
skate
park
in
in
the
city,
so.
D
Yeah
very
cool
and
to
add
the
bike
element
as
well
my
question
so
since
we
can
use
that
since
it
lives
in
the
CRA
area
the
budget,
the
budget
is
pretty
much
flat
year
over
year.
D
So
I,
don't
my
thing
is
I,
don't
want
to
piecemeal
stuff
here
it
would
be
nice
to
have
a
master
plan
for
kill
on
Nelson
Park
and
if
we
can
isolate
funds
for
that
purpose
again,
it
gives
everybody
kind
of
clear
Direction
about
what
we're
going
to
do
with
this
area,
because
if
we
just
put
this
here
and.
D
We're
not
yeah
because
over
by
where
we
had
the
event
this
past
weekend,
where
parking
is,
is
happening.
It's
I
think
there's
one
accessible
parking
area,
that's
paved,
but
the
rest
of
it
is
just
dirt.
It's
just
it
doesn't
look
good
and
so
other
parking
within
the
park.
You
know
making
Edwards
field
much
more
pristine
kind
of
feel
for
soccer
playing
and
all
that
stuff
that
happens
on
an
ad
hoc
basis.
It
would
be
nice
if
we
can
isolate
some
money
to
do
a
master
plan
for
the
park.
D
A
A
Would
say
yes,
there's
one
of
the
things
that
I
I
wish
Riley
was
here
to
be
able
to.
You
know,
speak
to
that,
but
I
believe
he's
got
he's
working
on
a
few
different
plans
for
the
different
parks
and
what
what
facilities
could
go
in
there.
I
know
this
had
been
on
his
wish
list
for
a
little
while
and
when
we
were
talking
about
this
for
the
for
the
CRA.
A
I
basically
said
that
this
would
be
a
good,
a
good
addition
for
the
CRA
District,
because
we
can
do
Parks,
which
is
probably
it's
one
of
the
one
of
the
things
that
we
can
do.
I
can't
do
anything
for
City
Hall,
build
or
city
buildings,
or
anything
like
that,
that's
owned
by
the
city,
but
we
can
do
Parts
because
it
it's
a
benefit
to
the
whole
CRA
District
and.
D
B
To
execute
I
I
just
want
to
kind
of
interrupt
you,
because
I
did
talk
about
that.
When
we
sat
down
and
I
said,
I
I
was
I
would
recommend
either
a
CRA
director,
someone
that
is
just
going
to
work
with
the
CRA
all
the
time,
rather
than
you
know,
dividing
you
to
do
both.
B
A
And
the
budget
that
we've
got
like
I
mentioned
a
regular
CRA
director
would
probably
get
right
around
90
000
a
year
80
to
90
000
a
year
and.
C
A
That
was
just
the
only
thing
if
we,
if
we
did
an
assistant-
and
that
might
be
something
that
I
was
thinking
about
this
after
you
and
I-
had
spoke.
If
we
did
an
assistant
or
we
found
that
if
I
found
that
I
need
an
assistant
to
do
work
on
just
this
stuff,
where
I
don't
have
you
know
the
time
dedicated
that
would
probably
be
about
probably
about
50
55.,
because
they
could
they
could
take
over
a
lot
of
the
projects.
A
Just
just
doing
the
just
doing
the
the
getting
the
word
out
for
the
assistance
programs
and
and
finishing
or
channeling
and
finishing
those
Assistance
programs
applications.
There's
an
application,
there's
a
there's,
an
agreement
that
all
has
to
be
done.
It
has
to
be
notarized
and
signed
and
the
notice
to
proceed,
and
then
you
have
to
track
the
funding
for
for
each
one
of
those.
It's
it's
a
time
consumer
I
took
I,
took
probably
four
and
a
half
hours
yesterday
doing
three
different
grants
so.
B
I
would
prefer
someone
as
being
as
a
director
that
overall,
not
just
parts
of
it,
but
the
entire
CRA
I
think
that
would
be
the
best
way
to
move
this
forward,
because
there
there's
a
lot
that
you're,
proposing
and
I
think
that
with
the
director
that
would
be
their
full-time
job
and
I
think
we
can
get
through
this.
You
know
what
a
period
of
three
to
five
years,
rather
than
kind
of
you
know
every
year,
we're.
A
One
of
the
things
that
that
I
mentioned
is
cities
are
size
and
bigger.
They'll
typically
have-
and
this
is
this-
is
Samford
Tavares
Winter
Garden.
They
they
have
a
an
economic
development
director
and
then
a
CRA
person
underneath
the
economic
development
director
and
the
reason
they
don't
separate.
Those
is
because
Economic
Development
ties
in
with
your
downtown
of
what
you're
doing
and
I've
said
this
from
when
we
do
when
we
first
got
our
CRA
going
downtown
back
in
93-94..
A
B
Right
now
so,
would
we
be
putting
out
another
RFP
for
that
position?
Would
it
change
what
your
job
the
job
duties
that
was
on
the
original
one
to
include
the
CRA.
B
B
D
D
F
D
Is
so
you
know
really
the
Staffing?
We
need
to
contemplate.
A
That
that
is
something
that
we
can
do.
Other
cities
have
paid
for
for
basically
their
CRA
law
enforcement
and
that's
their
primary
job
or
or
a
portion
of
it
where
they
take.
If
it's
a
40-hour
week,
they
take
20
hours
and
they're
patrolling
the
downtown
and
a
lot
of
it
is
weekend
type
traffic.
That's
usually
when
you
have
the
majority
of
the
issues,
but
but
that
is
a
that
is
a
possibility
and
we
we
can
amend
the
budget.
If,
if
that,
if
that's
the
way,
you
would
like
to
go.
I.
H
A
Yeah,
in
fact,
as
the
the
West
Orange
trail
out
by
Mineola,
that
that
area,
it
was
a
South
Lake
Trail,
but
they
actually
did
a
portion
of
the
trail
about
three
years
before
it
got
built
and
it
was
it
was
just.
It
was
a
here.
You
know
here
it
is
type
thing.
C
I
You
all
right,
my
only
question
well
actually
I
have
two
questions,
but
the
main
question
is:
is.
I
A
I
A
That's
the
the
first
step
is
typically
doing
a
mailer.
You
yeah
I've,
seen
that
happen
before
I
did
it
down
in
Claremont
we
get,
we
got.
We
got
a
few
hundred
people
inquiring
regarding
regarding,
and
that
was
just
for
the
business
portion
for
the
residential
portion.
We've
got
a
lot
more
residential
here
than
we
what
they
did
down
there
and
you
get
the
word
out
and
the
neighbors
talk
to
the
neighbors.
A
That's
probably
one
of
the
easiest
ways
to
do
it
and
then,
from
there
like,
you
mentioned,
it's
probably
a
community
meeting,
but
you
still
got
to
get
the
word
out
and
if
they
don't
look
at
our
website
to
see
that
we're
having
a
community
meeting,
then
you
still
end
up
doing
mailers.
So,
but
those
are
those
are.
Those
are
definitely
some
good
options,
though,.
F
To
Echo,
Miss
Nikki
as
well
I
think
that's
just
let's
get
creative
with
marketing
for
sure
I
think
there's
some
opportunities
there
to
definitely
Market
this
better.
My
two
main
questions
are:
are
we
able
to
or
is
a
resident
able
to
combine
these
programs
together
if
they
want
to
do
the
demolition
program
and
impact
fee?
Are
they
that's.
A
Them
come
in
and
do
outside
and
inside
work
we
haven't.
Had
anybody
do
the
demolition
part
yet
and
we
haven't
had
anybody
that
wanted
to
build
a
brand
new
building
fact
is
the
the
street
property
that's
used
to
be
Henry's
Meats
on
the
corner
of
Central
and
Maine
I
had
sent
them
the
application
to
for
the
impact
fee
and
the
the
permit
fees
and
even
a
concept
conceptual
drawing
that
was
produced
back
in
20,
2004,
I,
think
or
2004,
and
it
was
a
nice
looking
building
and
I
never
heard
from
him.
A
F
I
got
you,
the
other
question
is
so:
what's
our
total
I
guess
walk
me
through
the
numbers
a
little
bit,
I
guess
back
into
it,
because
we've
pulled
a
lot
of
numbers
or
kind
of
saved
a
lot
of
money
in
previous
years
to
get
to
where
we're
at
right.
Now
at
this
4.1
million
dollar
budget,
what's
our
annual
budget
that
we
received.
A
From
Orange
County
we
get,
we
get
a
total
of
about
eight
hundred
thousand
dollars.
I
think
it
was
last
year
this
year,
we'll
probably
be
putting
up,
probably
a
little
over
nine
hundred
thousand
between
city
and
county.
F
All
right,
yeah
and
I
think
it's
to
kind
of
echo.
Commissioner
Becker's
point
is
just
having
making
sure
that
you
guys
are
staffed
to
be
able
to
allocate
these
dollars
correct,
so
I
think
is
key
because
over
you
know
the
last
five
years,
I
think
total
CRA
dollars
at
one
hour,
200
000..
So
if
we
want
to
get
these
out,
we
need
the
people
to
do
it.
F
A
What
I'd,
what
I'd
like
to
do?
You
know
outside
of
doing
a
separate
Economic,
Development
CRA
position
is
see
how
this
goes
for
the
next
few
months
and
if
we
can
get
the
the
bid
out
for
the
downtown
Trail,
that's
gonna,
that's
gonna,
take
a
large
chunk
and
by
the
way,
the
only
reason
we
have
so
much
money
is
because,
when
I
left
in
2005,
nobody
was
doing
anything
they
just
kept
rolling
the
budget
over,
and
so
we
weren't
spending
money.
A
B
C
H
Oh,
that
one
okay,
we're
doing
things
in
the
downtown
area,
that's
great!
When
can
we
move
above
441
and
do
some
things
in
the
neighborhoods?
That's.
A
A
There's
a
couple
streets
there
that
are
about
80
feet,
wide
they're,
extremely
wide
streets,
20
feet
more
than
what
we
have
for
normal
local
streets
and
I
would
like
to
put
trails
in
going
east
to
west
towards
Park
Avenue
and
then
get
a
a
mid-bot
crosswalk,
because
there's
a
lot
of
people
that
park
on
the
west
side
of
Park
Avenue
that
go
over
to
the
park
and
we
constantly
we
do
have
to
have
police
presence
for
that.
A
But
if
we
had
a
dedicated
crosswalk
for
that
purpose,
along
with
the
trail
to
connect
to
the
South
right,
that
would
probably
be
a
big
benefit.
Because
right
now
we
got
the
trail
on
the
east
side
of
Park
Avenue.
But
we
have
no
Trails
on
the
west
side.
So
that's
one
of
that's
one
of
those
long
longer
term
goals
in
the
next
year
or
two
to
be
able
to
do
that.
Okay,.
C
F
C
E
Good
evening,
Mr
Mayor
members
of
council,
thank
you
so
much
for
allowing
us
a
few
minutes
to
speak
tonight
and
give
you
just
a
little
bit
of
insight
as
to
how
we
hope
that
you
will
spend
a
little
bit
of
the
CRA
money.
My
name
is
Ella
Duke.
This
is
Joanna
Tim
we're
the
owners
of
propagate
Social,
House
Halls
on
Fifth,
and
then
you
need
newly
developed
Main
Street
Apopka
program.
E
So
we
are
very
excited
about
all
of
the
Downtown
Development
and
growth
that
is
happening
in
Apopka.
We
are
fully
invested
in
it
and
we
want
to
thank
you
all
personally
for
coming
down
to
the
events.
Commissioner
Ernesto
was
at
the
Friday
night
Farmers
Market,
commissioner
laskas
and
Becker,
and
the
mayor
have
just
been
so
supportive
of
the
dog
mayor
and
all
of
these
events.
They,
you
know
they're
serving
to
grow
positive
community
in
Apopka.
E
Well,
we
would
love
additional
funding
for
beautifying
the
area
and
our
businesses.
One
of
the
main
things
that
we
would
like
to
see
is
a
little
bit
more
of
a
police
presence
downtown.
E
As
commissioner
Becker
mentioned,
there
are
some
individuals
that
are
a
growing
concern
downtown
and
for
a
lack
of
a
better
term
are
terrorizing
5th
Street.
We
understand
that
there
is
not
a
lot
that
can
be
done
about
the
homeless
problem.
E
That
is
a
national
problem
and
we
don't
expect
you
to
wave
a
magic
wand
and
fix
it,
but
we
feel
very
strongly
that
right
now
there
is
zero
to
little
police
presence
on
Fifth
and
on
Central
and
on
Park,
and
a
lot
of
the
problems
that
we
are
facing
will
be
easily
remedied
if
we
have
constant
presence
on
those
streets.
E
While
we
definitely
appreciate
the
the
squad
car
parked
in
the
parking
lot,
I
think
all
of
these
individuals
know
that
no
one
is
in
there,
and
so
it's
it's
not
having
quite
the
effect
that
we
would
hope
so,
as
Jim
mentions,
and
commissioner
Becker
mentioned.
If
we
can
allocate
just
some
of
those
funds
to
help
us
create
a
safer
downtown,
that
would
be
wonderful.
J
Have
anything
to
add?
Okay,
the
the
main
issue
that
we
are
having
as
a
business?
It's
not
it's,
not
the
homeless
population
that
is
mentally
ill.
That
needs
services
that
we
understand
are
not
easy
to
accommodate.
It
is
the
homeless
population
that
has
substance,
abuse
issues
that
are
spending
time
drinking
outside
of
my
business
drinking
on
the
street,
we're
up
to
three
different
incidents.
J
Now,
where
we've
had
to
call
the
emergency
services
from
two
different
men,
exposing
themselves,
one
to
my
niece
one
to
her
and
I
and
then
most
recently,
I
had
a
gentleman
spit
on
me,
as
I
tried
to
escort
him
out
of
my
building.
So,
as
Ella
said,
we
are
not
we're
not
ignorant
to
how
difficult
this
is
or
the
police
to
deal
with
and
to
deal
with
properly
and
to
deal
with
in
a
way
that
is
appropriate
for
the
people
within
the
city
of
Apopka.
But
we
really
do
need
help.
J
H
K
K
What
I
wanted
to
do
is
Express
that
that
I,
that
we
need
the
continuation
of
CRA.
So
when
I
was
in
the
last
city
council
meeting
I
think
Christine
was
here:
Christine
Moore
the
commissioner
and
she
was
expressing
that
she
wasn't
real
satisfied
with.
What's
what
with
what
is
happening
with
what
I
see
up
there,
I
don't
see
it
in
three
to
five
years:
Diane,
that's
too
slow.
It
needs
to
happen
in
the
next
year
to
two
years
to
revitalize
this
downtown
area.
K
K
You
know
I
need
you
all,
as
the
CRA
committee,
to
lean
on
her
and
say
this
is
what's
happening
because
my
understanding
she's
not
really
in
the
loop
as
to
what's
in
the
future
and
what's
happening
at
my
location
and
others
that
are
on
the
receiving
end
of
the
CRA.
K
So
I'll
say
that
a
couple
things
I
I,
think
as
a
business
owner
and
renovating
115
year
old
building,
air
conditioning
is
probably
one
of
the
biggest
obstacles
that
we
have
to
make
that
environment
upstairs
habitable,
and
so,
if
CRA
was
able
to
continue,
it's
expensive,
the
it
and
it's
hotter
than
ever
so
I
would
I
would
propose
to
you
all
to
really
consider
helping
businesses
with
modern
air
conditioner
Okay.
K
So
let's
see
the
sidewalk
I
liked
what
Jim
said
about
the
sidewalk,
because
right
now
that
is
a
hangout
for
homeless
and
it's
terrible
I'm
like
the
police
over
there
trying
to
move
people
over.
So
it's
great
if
you
beautify
it,
but
they're
going
to
have
a
really
nice
walkway
to
hang
out
at
so
the
reason
I
say
that
is
to
Echo
what
Ella
said
and
Joanna
is.
We
need
police
presence,
I
know
they're
thin.
I
know
how
difficult
it
is
to
hire
police
right
now.
K
K
There
has
to
be
some
kind
of
comprehensive
plan
which
I
brought
up
before
to
either
help
them
or
move
them
or
something,
because
if
we're
going
to
revitalize
this
area,
I
encounter
the
same
exact
people
that
she's
encountering
and
my
customers,
it's
a
one-time,
shot
simple.
If
they
have
a
bad
experience,
then
they're
not
coming
back
and
so
far
in
one
year,
I've
cleaned
up
human
feces,
multiple
times
I
knew
I
would
have
some
of
that.
But
the
police
are
good
when
I
call
them,
but
it's
just
a
matter
of
get.
K
You
know
having
that
presence
having
them
drive
through.
So
we've
got
a
meeting
set
up
with
the
with
the
chief,
but
having
funds
allocated
towards
something
like
that
is
totally
different.
So
okay
I
got
33
seconds
this
one's
an
oddball.
You
got
the
picture
up.
There
I've
said
it
to
most
everybody
who's
up
there,
but
you
need
pickleball,
there's
and
I
know
it's
going
to
Northwest,
that's
the
rumor,
but
there's.
If
you
go
to
Veterans
Park
in
Winter
Garden,
they
are
leaving
there
and
they're
going
to
Downtown
Winter
Garden
and
spending
their
money.
K
K
K
G
G
G
Thirdly,
up
on
the
West
Side
at
Billy,
D
and
low
runs
at
William
Park
you're,
going
to
put
a
trail
up
through
there
with
all
the
money.
Why
not
allocate
some
more
money
on
that
side
of
town
and
you'll,
and
the
last
thing
is
Station
Street
I
believe
that
one
way
that
you
says
double
parking
on
one
side
well
up
on
6th
Street?
Well,
the
Administration
friend
were
trying
to
get
the
houses
put
in
there.
G
Why
isn't
any
money
allocated
for
that
parking
lot
now?
We
know
that
blight
area
calls
what
these
people
was
talking
about:
homelessness,
crime
and
all
that,
if
we
clean
up,
if
we
start
putting
some
of
the
cr8
dollars
where
they
supposed
to
go
and
stop
siphoning
off
that
Mr
Hicks
said
to
other
things.
If
we
cleaned
up
the
brightness
part,
then
we
cleaned
up
the
crime
and
homelessness.
L
Good
afternoon,
mayor
Commissioners,
real
quick
I
just
want
to
say
when
you
listen
to
the
whole
project
and
we've
been
at
this
for
a
while
I
think
I
heard
Mr
Hicks
says
that
over
the
years
we
accumulated
all
this
money.
That's
why
we're
able
to
have
such
a
stockpile.
L
L
Just
take
a
moment
and
drive
all
the
way
around
where
it's
zone
out
for
CRA,
and
it's
a
very
depressing
look
and
when
we
say
downtown
what
are
we
really
saying
when
we
say
downtown,
because
we
have
a
few
nice
places,
but
when
you
compare
Apopka
downtown
to
other
cities
downtown
it's
it's
just
terrible
and
it
shouldn't
be
that
way,
and
so
now,
when
you
look
at
the
CRA
commissioner
Vasquez,
you
brought
up
a
good
point.
We
need
a
direct
to
over
that
program
period.
L
That's
the
only
way
we're
going
to
get
this
under
control
and
we're
going
to
get
the
proper
advertising
that
in
need,
because
I
have
a
resident
back
there,
Mr
Rufus
he's
a
business
owner.
He
has
a
business
right
there
on
Central.
He
knew
nothing
about
the
CRA
and
his
his
business
is
in
there
and
he
can
benefit
from
that
five
grand
to
help
put
AC
units
and
things
like
that
and
up
upgrade
his
business.
L
When
we
talk
about
a
downtown
Lula,
May
I
went
to
Louisville
ribbon
cut
I
need
to
use
the
credit
card
when
I
got
home
at
four
o'clock,
Fairwinds
Credit
Union
called
me
and
they
say:
hey.
Did
you
authorize
the
use
of
this
credit
card?
So
when
we
talk
about
crime,
if
we're
trying
to
help
these
businesses
move
forward,
and
when
you
use
a
credit
card,
it's
a
flag,
we
got
a
serious
problem.
L
We
got
a
serious
problem
and
you're
not
going
to
get
away.
You're
Gonna
you're,
not
gonna,
get
rid
of
that
problem
by
putting
a
Band-Aid
on
it
or
by
really
not
focusing
on
it.
So
I
think
moving
forward
this
man,
we
have
had
many
conversations
and
I
admire
his
effort,
but
he's
stretched
too
thin.
He
cannot
handle
the
responsibilities
that
he
have.
You
guys
should
be
wise
enough
to
see
that
and
say
hey,
look,
we're
not
suggesting
things.
These
things
need
to
happen
for
us
to
move
forward.
Thank
you.
