need

agree

people
left

when
they're
frustrated
or
annoyed

they're
left

the

would
go

step
further
and
even
look
for
a

south
lake
leisure
center,
I
think
perhaps
in
my
mind
the
board
was
stood
down
just
a
wee
bit
too
early,

I
feel
that
the
members

particular,
because

traffic
comes

us

helpful.

would
not
be
a
decision-making
body
more.

regular

to
happen
inevitably

our

to

at

two
collages
for
arma
county
museum
collection.

animal
welfare
protections
for
service
animals
in
northern
ireland,
known

dad's
dog

brexit,
but
allegedly

south
of
the

regulation
is
not
ruled

remember
when
I
first
brought
this
so
for
those
who
don't
just
a
bit
of
background
welsh
government,
I
announced
a
memorandum
of
understanding
regarding
a
children's
general
fund.
In
november
scotland,
they
did
similar
on
the
30th
may
2018.

We
are
still
the
only
part
of
the
uk
where
the
cost
of
a
barrel
of
a
child
under
18
will
not
be
covered
by
a
children's
funeral
fund
and
don't
get
me
wrong
members.
I
feel
very,
very
proud
that
this
chamber
has
always
supported
me
with
this
from
when
I
first
brought
this
issue
to
members
back
in
april
of
2018.

I
feel
very
proud
that
we
were
the
first
council
in
northern
ireland
to
waive
burial
fees.
The
rest
swiftly
followed
suit.
They
did
so
because
it
is
a
good
thing
to
do
and
they
did
so
because
it
is
the
right
thing
to
do
from
the
1st
of
june
2018
when
the
scheme
started
here
in
abc
council,
the
second
biggest
council
of
northern
ireland.
As
we
know,
1077
burials
of
those
under
18,
took
place.

This
this
mitigation
amounted
to
a
council
spend
of
around
3
500.
That
breakdown
is
available
to
all
members.
There's
only
one
cemetery
didn't
report,
but
they
had
a
an
idea
of
what
it
would
be,
I'm
not
going
to
linger
in
statistics
because
they
all
refer
to
a
grieving
and
heartbroken
family
who
we
must
remember
at
all
times
in
these
discussions.

is
despite
it
being
noted
in
new
decade,

approach.

am
utterly
appalled
at
this
stagnation

I
am
now
receiving
the
same
response.

we

ministers

council
have
their
own
mitigation
schemes

my
view,
that
is
entirely
unfair.

long
last,
consultations
launched

parental
bereavement
leave
and
just
yesterday,

consultation

changing
places,
toilet
legislation.
Wonderful,
but
with
this
we
have
silence.
What
we
have
done
in
council
was
only
ever
a
stop
gap.
It
was
a
sense
of
intention.
If
you
will,
members-
and
now
it
is
being
used
to
disguise
in
action
july-
is
annually
recognized
as
bereaved
parents
awareness
month
a
month
dedicated
to
raising
awareness
of
the
support
necessary
when
one
endures
the
loss
of
a
child.

I

yet

members

one

you

We
were
the
first
council
in
northern
ireland
to
implement
a
form
of
mitigation
by
way

council

certainly
something
we

progress
in
particular

our
rural
times,
likes

gay

already

towns

gives
people

that
will
do

agricultural
strategy

agri-food
strategy,

think
that

there
was
a
first
section

the
farming
community
and
I
suppose
it's
what
is
a
farmer's
market?

know
it
has
to
be
led
by
the
farmers
it.

can't
just
be
like
some
guy
running
down
a
belfast
and
buying
a
little
a
load
of
vegetables
and
bring
it
into
our
local
towns
and
setting
up
shop
in
competition
with
our
vegetable
shops
in
our
towns
and
villages
who
are
paying
rates
and
paying
rent
and
employing
local
people.

look
there
needs
to
be
a
real
study
in
this,
and
I
know
that
it's
been
referred
to
that
there
was
a
study
to
be
done
through
economic
development
and
the
regeneration
department,
and
it
was,
I
think,
therese
was
leading
on
it
and
it
didn't
really
go
anywhere
so
I'll
go.
I
I
would
task
you
in
in
relation
to.
I
know
nicola
is
the
the
new
officer
in
charge
of
markets.
I
think
the
doors
need
to
be
a
real
hard
look
at
this.

easy

for
a
sound
bite
and
saying
it's
a
great
idea,
and
it

don't
get
me
wrong,
but
that
needs
to
be
buy-in
right
across

board
because,
as
a
city,
if
it
is
becoming

competition
to

local
shops,

not
going
to
help
our
local
shops
recover
after
covert.

that's

only
point

I'm
hopping

that

There

a
survey
done
in
one

the
towns,
and
I
think
it
was
close
to
70
percent
in
one
market
so

assist
definition

a
farmer's
market,
as
what
council
nicholson
has
highlighted
here
too,
and
that's
what
we
need
to
be
careful
too,
I
think
the
oldest
market
in
the
uk
is
bath
in
england,
so
it
is,
and
that
is
connecting
into
the
artisanal
foods.

know
we
have
a
lot
of
artisan
foods
within
our
area.
We
have
a
private
group
that
is
doing
a
food
market
every
month
now,
so
we
have
within
the
area
which
is
to
be
commended,
but
markets
have
to
complement
the
existing
businesses
not
compete
with
the
existing
businesses.
That's
in
the
area,
that's
what
we
need
to
be
doing,
and
we
need
to
be
looking
at
that.
It
has
to
be
a
careful
study
that
is
done
because
we
need
to
be
supporting
the
farming
community.

we
know,
and
as
councilor
nicholson
has
alluded
to
the
surveys
that
are
out
at
the
moment
that
the
farmers
one
has
completed
the
agri-food
one
has
been
done
and
there's
no
point
trying
to
grab
a
headline
local
paper
about
sharing
about
a
farmers
market
whenever
you
haven't
done
the
homework
on
the
whole
thing,
and
I
think
that's
what
we
need
to
be
doing
here
and
I
suppose
the
right
place
for
that
is
taking
it
back
into
economic
development,
and
the
report
been
done
there.

away

concur

in
relation
to
you
know
it

complement

towns,
especially

rural
towns,
because,
frankly,
the
rural
towns
are
the
ones
that
have
suffered
the
most.

I

like
to
be
starting
in
some
of
our
rural
towns
when
somebody
would
come
up
with
their
stalls
and
the
local
butcher,
the
local
vegetable
shop
and
all
of
those
different
shops
that
have
provided
food
even
during
covert
and
delivery
services
to
find
that
we're
paying
our
rent
and
our
rates.
And
then
a
farmer,
a
farmer's
market
appears
in
the
former
maiden
even
the
local.
He
could
be
30
40
miles
away.
That
goes
to
all
of
these
things
during
during
the
weeks.

So
I
think,
as
councillor
savages
says,
whatever
we
go
to
do,
it
must
complement
that
and
complement
our
terms,
and
I
think
we
need
to
work
with
the
the
abc
business
alliance
and
work
with
the
local
town
center
groups
that
are
there
so
that
it's
a
unified
approach
that
it's
not
just
our
council
have
decided
that
we
want
to
throw
a
market
into
a
rural
town.
Hey.
This
looks
brilliant
we're
supporting
our
local
farmers.
You
know
the
local
farmers
mates
in
the
butcher
shop
and
the
vegetables
and
everything
that's
there
is
being
provided
locally.

Our
biggest
problem
is
when
the
banks
close,
and
the
offices
that
are
currently
closed
because
of
covert,
there's
less
footfall,
so
maybe
the
economic
department-
and
I
know
they're
looking
at
that,
we
need
to
look
to
see
how
we
get
fitful.
I
don't
believe
this
is
the
way
to
do
it,
but
let
the
officers
go
away
and
look
into
it,
but
I
think
there's
other
innovative
approaches
that
we
should
be
adopting
to
help
our
town
centers.

from
this
because
we
are
getting
our
local
veg
or
getting
our
local
meat
in
our
town
centers.
At
the
minute-
and
it
doesn't
take
a
stall
to
do
that,
but
those
people
are
paying
random
rates
every
day
of
their
lives.

just
I
want
to
support
what
has
been
already
said
by
by
some
of
my
colleagues
in
in
relation
to
this
some
background.
Information
is
always
useful
in
these
things,
in
terms
of
markets
and
on
there's
some
markets
that
are
historic
and
there's
a
relatively
a
small
charge.
It's
a
they're
under
an
old
charter
and
they
provide
an
opportunity,
but
it
can
be
a
non-economic
opportunity
in
the
real
world
of
competition.

The
fact
that
a
market,
a
stall
holder,
is
maybe
not
paying
rates
anywhere
and
has
come
as
a
competitor
against
the
ratepayers
within
our
towns
or
rural
towns
or
main
towns.
I
think
it
is
a
key
issue
and
it's
something
that
a
we
embark
on
a
policy
that
is
to
some
extent
currently
not
thought
out.

in

we
had
the
market
and

an

to
promote
the
market.

not
sure
whether
that's
happening

or

it's
all
part

that

strong
view

closure

more
banks

first
trust
go
through
county
armadale
will
not
have
a
first
trust
bank,
so

say
to
the
banks:
if
they're
going
to
close
one
bank
in
logan
or
porter
darn
or
arma,
why
not
close
them
all,
because
they're
really
becoming
irrelevant
they're
really
becoming
irrelevant
to
the
community
and
they
are
alleged
to
be
a
community
service,
but
yet
in
all
they're
abandoning
the
community,
they
are
abandoned
in
the
community
and
I
mean
to
think
of
this
county
county
are
now
not
having
one
first
trust
bank.

town

when
we're

that
there's
no
bank
of
ireland

the

asked

banks
and

a

national
organization
of
them
that
allegedly
represent
them
all,

think
they
have
a
duty
to
explain
to
the
community
that
they
allegedly
support
allegedly
represent
as
to
how
they
hope
to
engage
with
the
community
in
terms
of
providing
a
facility.
