Description
Armagh City, Banbridge and Craigavon Borough Council Full Council Meeting on Monday 28th of February 2022 at 6.30pm. This is a hybrid meeting with Members and staff attending socially distanced in the chamber and remotely using Zoom
C
E
Last
last
week,
in
the
24th
of
february,
we
had
the
the
business
awards,
which
was
absolutely
fantastic.
It
was
a
great
success
and
to
be
able
to
see
so
many
people
coming
together
after
such
a
long
absence,
and
it
was
particularly
great
and
well
done-
and
congratulations
to
everyone
that
they're
they've
themselves
available
to
be
able
to
attend
and
also
to
all
the
category
winners.
E
F
Lord
murder,
it
is
a
sadness
that
I
refer
to
the
recent
death
of
two
of
my
former
colleagues
in
on
our
city
and
district
council.
I
I
first
mentioned
the
late
gordon
fraser
jp,
who
was
a
member
of
council
from
1973
at
93
on
to
2001
gordon,
was
a
lifelong
ulster
unionist.
F
He
was
chairman
of
one
of
her
main
branches
within
the
area,
the
killeen
area.
He
had
give
a
lifetime
a
service
to
a
the
party
and
indeed
a
prominent
member
of
the
loyal
orders.
He
was
in
a
district
master
of
armel
and
he
had
a.
He
was
a
farmer
and
had
been
president
of
the
arma
show
for
many
many
years
he
was
a
founding
member
of
the
gosford
housing
association
and
he
was
involved
in
in
the
fian
valley
organization.
F
Gordon
was
a
man
that
was
a
very
quiet,
unassuming
decent
man.
I,
I
don't
believe
ever
anyone
seen
him
angry.
He
was
such
a
modest,
decent
operate
citizen
and
to
his
wife,
beth
and
family.
May
I
extend
our
deepest
sympathy
as
as
a
party
at
this
time
and
his
life
of
service
to
the
council
and
to
the
community.
F
The
second
person
I
want
to
mention
was
one
of
the
real
characters
of
local
government.
When
I
first
went
to
armagh
council,
I
happened
to
have
the
privilege
of
sitting
beside
her
the
late
eleanor
vivian
boyd
from
corner
outside
kiri.
Mrs
boyd
was
a
real,
wet,
a
real
character
and
she
served
many
years
on
the
council
and
I'll
give
you
some
thoughts
as
regards
the
she
has.
You
know
she's
advanced
age.
F
She
was,
I
think,
92
93
when
she
passed
on
at
our
funeral
about
three
weeks
ago
and
the
clergyman
was
actually
in
one
of
those
tributes
to
he
made
a
funny
comment.
Mrs
boyd's
son-in-law
had
bought
a
new
tractor
and
he
was
informing
his
mother-in-law
that
he
had
bought
this
tractor.
Now
she
was
92
at
the
time
and
she
said
iver.
You
have
the
same
call
for
that
tractor
as
I
have
for
a
prom,
and
it
gives
you
some
of
the
idea
of
the
the
one-liners
that
mrs
boyd
was
able
to
advance.
F
She
really
was
a
whip
and
a
great
character,
and
again
she
spent
a
life
of
service
to
the
community
in
in
many
many
different
ways,
and
I,
on
behalf
of
myself
and
my
colleagues,
extend
to
her
family
and
indeed
some
members
of
staff
here
that
are
closely
related
to
mrs
boyd.
She
was
a
great
character
and
I
extend
her
way
this
deeper
suddenly.
Thank
you,
lord
mayor.
G
Thank
you,
lord
mayor,
and
just
to
echo
those
comments
by
alderman
spears
to
pulse
on
our
party
sympathies
to
the
family
and
indeed,
and
the
party
on
the
laws
of
your
two
former
colleagues.
G
Can,
I
just
say
as
well,
but
many
tributes
have
been
paid,
their
own
friend
and
colleague,
christopher
stalford
mla,
who
sadly
died
very
suddenly
and
at
the
young
age
of
39,
just
just
sadly
passed
and
many
tribes
have
been
paired
and
most
of
the
members
here
and
those
watching
whom
will
have
heard
the
tributes
paid
for
right
across
the
political
spectrum.
G
And
so
I
just
wanted
to
say
tonight
not
only
to
pass
on
our
party's
sympathies
and
officially
here
onto
his
wife,
laura
your
four
children,
trinity
cameron,
oliver
and
abigail,
but
to
thank
all
the
members
of
the
various
parties
across
the
chamber
who
contacted
who
contacted
me
to
pass
on
and
their
sympathies
and
certainly
at
the
funeral.
On
saturday.
G
All
parties
in
all
spectrums
of
the
political
divide
were
represented
and
everybody
had
growing
tributes
of
christopher
and
it
just
shows
really
there's
sometimes,
maybe
not
that
much
that
divides
us
and
when
it
comes
to
something
such
as
a
tragedy
as
that
we
certainly
seen
the
human
side
of
everyone.
I
just
wanted
to
pass
on
my
thanks
and
my
comments
to
members
from
all
parties
in
this
chamber.
Thank
you.
E
H
I
It
was
a
dry
wit
which
he
took
with
him
through
life
in
a
belfast
city,
council
and
then
on
to
stormont,
and,
as
many
of
our
own
colleagues
would
have
commented
on
his
a
the
way.
Oh,
he
didn't
have
to
say
anything
just
the
way
he
looked
at
a
colleague
from
the
chair.
J
Thank
you,
lord
mayor.
I
also
just
wanted
on
behalf
of
the
alliance
group
and
to
pass
on
my
condolences
to
the
families
and
colleagues
of
gordon
fraser
and
eleanor
boyd,
and
also
to
the
family
of
christopher
stalford
and
our
dup
colleagues.
Here
this
evening
I
had
the
privilege
actually
of
debating
christopher
just
a
number
two
two
short
months
ago,
and
I
was
incredibly
shocked
and
saddened
to
learn
of
his
recent
passing
and
he
was
a
formidable
debater.
J
He
loved
a
good
political
argument,
but
he
always
approached
it
in
good
spirits
and
I
think
the
tributes
that
have
been
paid
to
him
from
red
cross.
The
political
spectrum
over
recent
weeks
over
the
over
the
past
week
are
a
real
testament
to
that.
So,
just
thinking
of
all
of
his
colleagues
this
evening.
Thank
you.
F
F
I
I
think
I
only
met
him
once,
but
I
felt
I
knew
him
because
he
was
quite
a
much
in
the
public
eye
on
tv
and
whatever
he
was
a
very
able
young
man,
obviously
and
had
obviously
a
a
a
personality
for
the
job
he
was
involved
in
in
at
stormer,
and
it
is
really
a
a
tragedy,
and
indeed
I
on
behalf
of
my
grouping
here
also
unions
and
the
council,
extend
to
the
party
the
dup.
F
E
E
Our
friends
are
here
tonight
and
thank
you
very
much
members,
because
they
are
some
of
the
members
of
our
community
are
helping
with
collections
to
bring
much
needed
products
to
their
fellow
country,
men
and
women,
and
children,
I
can
say,
is
council
is
in
the
process
of
putting
out
putting
together
an
action
plan
and
hopefully
we'll
be
able
to
get
this
information
out
as
soon
as
possible.
E
But
let
us
not
forget
that
this
is
putin's
war
as
we
spake
women
and
children
and
cave
young
children,
families,
pensioners,
civilians
all
over
the
ukraine
are
sheltering
from
putin's
russian
military
onslaught.
Putin
claimed
that
this
is
all
western
hysteria
at
the
end,
the
end
it
was
about
donasca
and
lehansky.
E
E
It
was
an
unpro-provoked
attack,
an
unjustified
war,
and
this
council
condemns
it
to
the
people
of
ukraine.
They
say
that
only
heroes
were
capes.
Dragons
say
that
today's
heroes
is
that
of
your
president,
vladimir
pulinsky,
and
the
leaders
of
the
ukraine
who
have
stood
steadfast
with
your
people
in
ukraine.
E
I
Thank
you,
lord
my
name,
lord
meyer,
I
suppose.
Last
thursday
morning
the
world
woke
up
to
the
sight
of
something
that
many
of
us
thought.
We
would
never
see
in
our
lifetime
tanks
rolling
into
the
territory
of
a
sovereign
european
nation,
the
nation
of
the
ukraine,
and
can
I
join
with
you
in
welcoming
the
ukrainian
colleagues
to
the
chamber
tonight.
I
I
I
Sometimes
we
might
might
not
like
what
the
electoral
deal
is,
but
we
are
looking
to
have
that
choice
as
a
father
and
a
husband.
I
cannot
imagine
the
grief
whenever
I
see
my
fellow
men
in
the
heartbreak
as
they
leave
their
wives,
their
sisters,
their
sons
and
daughters
at
the
borders
as
they
seek
to
flee
to
other
countries
and
for
men
to
turn
back
and
to
fight
and
defend
their
country.
I
I
want
to
join
with
you
in
your
words
tonight
and
they
also
support
what
we've
seen
in
our
community
efforts
right
across
in
the
borough
where
groups
are
coming
forward
and
gathering
stuff
to
send
out,
be
it
medical,
be
a
clothing,
a
be
it
a
non-perishable
foods.
So
can
I
join
with
you
tonight
in
the
the
condemnation
of
the
actions
of
putin
and
his
regime.
E
H
H
His
failure
to
do
so
to
do
this
must
be
met
with
the
strongest
sanctions
possible
on
the
united
international
response.
Every
country
in
europe
must
offer
whatever
humanitarian
support
they
can
to
the
people
of
ukraine,
including
opening
up
their
borders
and
offering
refuge
to
those
fleeing
the
conflict
and
diplomats
in
dublin
and
london
should
be
expelled.
H
Hopefully,
the
negotiation
process
that
has
begun
between
the
ukrainian
government
and
the
russian
government
will
lead
to
the
escalation
of
the
situation.
Ultimately,
it
will
be
ordinary
men,
women
and
children
that
will
suffer
in
this
conflict,
as
we
have
seen
in
so
many
other
conflicts.
Our
thoughts
and
prayers
go
out
to
all
those
caught
up
in
conflict
and
we
pray
for
a
speedy
and
peaceful
resolution.
E
Thank
you,
councilman
michael
alderman
mithri.
Please.
K
Thank
you,
lord
mayor,
and
I
concur
with
you
and
my
two
colleagues
that
have
already
spoken
in
this
debate
so
far.
I
don't
think
this
time.
Last
week,
any
of
us
thought
that
the
ukian
would
have
been
invaded
by
a
nuclear
power
under
the
control
of
a
despot,
because
that's
exactly
what
putin
is
innocent
people
across
that
country
have
had
their
lives
impacted
in
a
way
that
most
of
us
could
never.
Even
imagine.
K
Families
have
been
separated.
Food
and
fuel
shortages
have
begun
a
run
on
the
banks
and
indiscriminate
bombing,
and
this
may
only
be
the
start.
Hopefully
it's
not
can
I
say,
lord
mayor,
that
I
have
nothing
but
admiration
for
the
neighboring
countries,
which
have
already
risen
to
the
challenge.
I
think
of
countries
like
poland,
hungary,
moldova
and
many
more
providing
shelter,
food
safety
for
the
refugees,
and
many
of
these
countries
have
very
limited
resources
themselves
on
fragile
economies.
K
K
K
E
L
Thank
you,
lord
mayor.
I
completely
agree
with
all
the
previous
speakers
on
this
uc
council
chamber
tonight
is
completely
united
together
and
united
with
the
brave
people
in
ukraine
who
have
had
this
suffering
inflicted
upon
them
or
where,
like
many
people
in
the
borough,
have
been
completely
heartbroken
by
the
images
and
videos
coming
out
of
ukraine
about
the
conflict
and
the
sadness
that's
been,
as
I
said,
inflicted
upon
people
of
ukraine
and
those
playing
here
fled
their
homes.
L
M
Thank
thank
you
lord
mayor,
and
I
would
also
like
to
concur
with
all
of
the
comments
that
have
been
made
by
yourself
as
the
lord
mayor
and
fellow
colleagues
and
this.
Obviously,
we
welcome
the
ukrainian
folk
here
tonight.
It's
nice
to
see
them
and
I
trust
that
they'll
take
comfort
in
what
they
hear
tonight.
Obviously,
this
invasion
is
wrong.
It's
disgusting
and
when
you
listen
to
the
president
of
ukraine
and
his
announcement
earlier
in
relation
to
16
children
have
been
killed
and
today
at
45
wounded.
M
M
It
just
shows
you
the
evilness
and
wickedness
of
such
an
individual
and
we
trust
and
pray
that
he'll
be
stopped
and
stopped
very
soon.
And
of
course
we
do
salute
the
president
and
his
people
for
the
stand
that
they
are
taken.
But
most
of
all,
our
prayers
are
with
the
ukrainians
that
are
here
in
northern
ireland
and
also,
most
importantly,
the
ukrainians
that
are
going
through
the
hell
that
they're
going
through
at
this
present
time
and
a
minute,
and
it's
important
that
we
pray
for
them.
M
But
also,
as
you
have
said,
lord
mayor
and
others.
I
think
it's
vitally
important
that
not
only
we
stand
united
with
the
president
and
his
people,
but
also
in
a
practical
way
and
northern
ireland,
and
especially
in
this
area,
has
always
shown
a
great
light
to
to
care
for
people
from
across
the
whole
community.
People
will
come
out
and
obviously
we
will
be
encouraged
to
see
obviously
more
sites
opening
up
but
to
see
what
we
can
do
in
a
ukrainian
appeal
to
try
and
help
people
in
a
practical
way
which
they
need.
M
N
Yeah,
thank
you,
lord
murr,
and
I
too
would
like
to
be
associated
with,
and
our
group
with
what's
been
said
so
far
within
this
chamber,
and
I
think
it's
already
been
said-
we're
all
united
in
in
a
single
message
that
this
what's
going
on
in
ukraine
is
wrong.
It's
heinous!
It
should
be
stopped
immediately.
N
N
It's
it's
it's
shocking,
lord
murder
and,
and
I'm
and
I'm
glad
that
you
have
stepped
up
to
the
plate
and
and
and
initiated
this
community
action
in
relation
to
whatever
can
be
done
by
this
borough
to
help.
I
think
we're
all
in
this
chamber.
Lord
mer
tonight
we're
heartbroken
at
what's
what's
going
on
there
like
when
you
speak
to
the
the
guys
in
the
back
of
the
room,
you
know
the
stories
to
tell
you
their
family
and
friends
that
are
still
out
there
and
living
in
bunkers
underground
fear
for
their
lives.
N
You
know
waking
up
the
next
morning
in
a
place.
They
don't
recognize
because
it's
just
been
decimated
and
it's
it's.
I
just
hope
and
pray
that
these
these
talks
and
negotiations
that's
going
on
we'll.
We
will
find
a
speedy
and
peaceful
resolution.
O
N
Lord
mer,
I,
as
I
say,
you've
given
our
false
support
to
try
and
get
this
action
on
the
ground
as
quickly
as
possible.
So
and
hopefully
we
can
make
a
difference
and
help
in
whatever
way
we
can
so.
Thank
you.
Lord.
E
Thank
you,
counselor
nicholson.
Thank
you
very
much
members
for
your
for
your
support
to
to
the
guys
at
the
back
my
brothers
and
sisters
from
ukraine.
Thank
you
very
much
for
coming,
and
thank
you
very
much
for
talking
to
us
and
thank
you
very
much
for
the
work
that
you
have
done
so
far.
We
are
here
to
support
you.
My
door
is
open.
My
door
will
always
be
open.
Indeed,
every
member
in
the
council,
their
door
will
be
open
to
help
you
and
your
efforts
to
get
support
to
your
fellow
country
people.
P
E
Thank
you
very
much
council.
I
really
appreciate
your
support
and
before
we
move
on
and
we've
got
a
wee
bit
of
sort
of
happy
endings
on
thursday,
one
of
our
younger
counselors
is
getting
married.
E
Somebody
said:
don't
get,
don't
even
say
yes
and
agree
to
everything;
okay,
so
that
that
that's
for
me,
I
know
that
other
members
will
have
other
words
of
advice
and
encouragement,
but
no,
I
I
wish
you
and
your
wife
to
be
all
the
best
for
the
future.
Okay,
thank
you.
I
Thank
you,
lord
mayor,
and
wish
kieran
and
kathleen
every
every
health
and
happiness
in
the
years
ahead
and
for
any
of
us
who
have
walked
that
plank.
We're
always
warned
about
the
mother-in-law.
I
H
F
Add
to
the
comments
that
have
been
made,
someone
said
to
me
getting
married
was
an
eye-opener,
but
it
doesn't
necessarily
make
you
see
any
better,
but
in
any
event,
I
wish
the
the
young
couple
every
blessing
as
as
a
move
forward
and
wish
them
well.
Thank
you.
E
L
Yeah
just
to
pass
on
my
own
congratulations
to
karen's
partner
and
it's
been
manchester
he's
he's
marrying
and
then
gallon
family.
So
he's
struck
it
struck
and
lucky,
but
all
the
best
for
the
big
day
on
thursday.
G
I
have
took
some
advice
from
colleagues
sitting
behind
there
to
wish
you
congratulations
and
maybe
not
tell
you
the
jokes
that
they've
telling
me,
but
they
look.
If
you
do
you
decide
not
to
do
it,
I
think
there's
an
event
in
the
long
gallery
installment
about
the
european
city
of
culture.
You
know,
but
dolores
is
obviously
going
to
miss
as
well,
but
you
know
listen.
I
just
want
to
be
associated
with
all
the
comments
from
other
parties
and
wish
your
our
best
wishes
for
the
future
with
you
and
your
future
brian.
Thank
you.
E
E
E
N
Yeah,
thank
you,
lord
murr,
and
it's
just.
I
just
wanted
to
say
a
few
words.
There
was
a
condolence
in
the
last
meeting.
I
wasn't
here.
I
was
on
remotely
and
my
internet
connection
wasn't
very
good,
but
it
was
miss.
Evelyn
corey
now
miss
evelyn
corey.
N
To
me,
I've
known,
miss
levin,
corey,
all
my
life
and
she's,
my
primary
school
teacher
she's,
my
youth
club
leader
she's,
my
sony
school
teacher
she's,
my
choir
leader,
she's
majika
edinburgh
coordinator,
and
she
was
many
more
things
as
well
as
my
counselor
and,
and
I
think,
if
you
ever
met
her.
One
thing
you
would
definitely
wouldn't
do
is
call
her
curry.
N
You
definitely
call
her
corey
and
I
I've
yet
to
meet
someone,
including
my
father,
who
she
taught
and
not
call
or
miss
corey,
and
they
honestly
it's
hard
to
describe
and-
and
I
know,
alderman
spears
that
did
a
great
job
in
the
last
meeting
at
how
formidable
this
lady
was
what
she
did
for
her
local
community
and
and
what
she
did
for
me
as
an
individual
like
she.
N
She
was
my
club
leader
for
years,
and
she
arranged
trips
to
switzerland
on
paris
and
all
over
the
uk
when,
when,
when
people
here
were
going
to
work
and
the
opportunity
she
presented
me
in
my
life,
I
I
I
am
totally
in
in
doubt
here
for
it
as
regards
duke
of
edinburgh,
I
think
the
present
kind
of
people,
young
people
that
she's
put
through
geek
of
edinburgh
is
about
750..
N
So,
like
that's
another
thing
that
she
has
done
in
her
lifetime
has
given
those
young
people
the
the
opportunity
to
obviously
take
part
in
in
that
award
and
and
sort
of
hone
those-
and
that's,
let's
be
honest,
those
those
those
qualities
that
the
duke
of
edinburgh
actually
gives
to
the
younger
people.
But
look
she
was
a
tremendous
lady
and
she
did
everything
for
our
community
and
she
was
solely
missed
within.
N
As
I
say,
our
local
area
and
all
we
can
do
as
as
people
that
have
sort
of
come
after
is
try
to
at
least
keep
our
our
legacy
alive.
So
lord
may
I
sort
of
want
to
say,
as
I
said
it's,
I
know
it's
not
normal
but,
as
I
said
this
last
week,
but
my
internet
connection
was
unstable,
to
say
the
least.
So
thank
you,
lord
mark.
Thank
you.
E
Thank
you,
councilor
nicholson,
very
fun
memories.
Indeed,
for
you,
gender
identity,
I
seek
a
proposal
in
saginder
for
the
minutes
of
the
special
council
meeting
held
in
the
14th
of
february
you'll
be
taken
as
read
and
approved
as
a
correct
record,
like
your
proposal
and
second
are
proposed
by
cancer
greenfield
second
by
councillor
nicholson,
we
all
agreed
agreed.
Thank
you
very
much.
E
Q
Well,
thank
you.
Thank
you
very
much,
lord
murr
and
good
evening.
Everybody
and
thanks
for
having
me
along
tonight.
This
is
a
topic.
Of
course.
I
could
talk
about
for
a
long
time,
but
you
won't
be
surprised
to
know
I've
been
given
strict
instructions
to
keep
it
to
10
minutes
so
I'll
be
short
and
snappy.
I'm
just
going
to
share
my
slides
now.
So,
if
you
just
borrow
with
me,
will
I
possibly
create
a
complete
disaster.
Q
There
we
go
and
if
you
can't
see
them
on
screen,
I
I
know
you
have
them
in
the
packs.
So
I'll
just
start
with.
Why
does
nilgos
need
to
need
to
worry
about
climate
change
at
all
and
in
case
you're
not
aware
nilgos,
it's
the
body
which
is
the
administrator
of
the
local
government
pension
scheme
in
northern
ireland.
The
scheme
has
about
142
000
members,
but
is
that
circle
at
that
bubble
on
the
right-hand
side?
Q
So,
where
do
we
invest
our
pension
fund?
We
can
see
from
this
slide
that
we're
invested
in
different
types
of
financial
assets
across
the
world
and
those
investments
will
be
affected
by
climate
change.
Hence
why
we've
been
taking
action
to
reduce
climate
risk
since
2008
with,
for
example,
we've
got
about
11
percent
in
property
and,
of
course,
property
will
be
proven
to
some
of
the
more
physical
risks
of
climate
change.
Q
They
are
global,
they're
worldwide,
and
that's
why
climate
change
being
a
global
phenomenon
is,
is
so
relevant
to
us
and
to
do
anything
about
it
needs
a
global
outlook.
You
can
see
from
this
graph-
it's
quite
it's
quite
tiny,
but
the
uk
co2
emissions
only
account
for
about
one
percent
of
the
world's
toll
on
this.
Well,
this
is
back
in
2015..
Q
The
likes
of
the
us,
china,
india
and
russia,
they
account
for
over
half
of
the
world's
admissions
and
that's
why
we
welcomed
and
supported
the
2015
paris
agreement
as
a
focus
for
every
country
to
take
action
specific
to
their
own
circumstances.
Q
So
what
have
we
done?
Well,
as
an
organization,
we
have
a
climate
risk
policy
and
our
work
has
three
main
strands.
It's
lobbying
governments
engaging
with
companies
and
identifying
investment
opportunities,
and
the
purpose
of
all
of
that
is
to
reduce
carbon
both
in
the
real
world
economy
and
also
in
our
own,
our
own
portfolio,
I'll
get
on
to
to
what
we're
doing
about
that
in
a
second,
but
just
a
reminder
about
our
our
key
concern
and
our
focus
is
the
wider
greenhouse
gas
emissions.
Q
You
know
which
come
from
a
range
of
sources
and
the
graphic
here
is
just
northbound's
own
sources
of
emissions
which
I'm
sure
you're
familiar
with.
Now
we
often
get
asked
about
fossil
fuel
companies,
but,
of
course,
they're,
not
the
large
admitters
and
I'll
come
back
in
to
that
in
a
minute,
we're
looking
at
all
greenhouse
gas
sources
so
quickly.
Moving
on
what
action
are
we
taking?
Well?
As
I
said,
we've
got
a
three-pronged
approach:
government's
investment
and
company
engagement.
Q
Now,
when
it
comes
to
governments,
well,
of
course,
it's
individuals
and
corporations.
They
can't
take
actions,
but
it's
the
government's
the
policy
makers,
the
lawmakers
that
must
take
the
actions
necessary
to
get
their
own
countries,
obligations
under
the
paris
agreement,
the
uk
government's
heading
in
the
right
direction,
but
it's
global
action.
That's
required.
Q
Now.
Turning
to
our
investments,
we've
been
divesting
from
equities
over
the
over
the
last
number
of
years
and
increasing
our
investments
in
fixed
income
and
infrastructure.
Q
Thus,
that's
the
project
we
have
at
the
minute.
In
march
this
year
we
committed
another
50
million
euro
to
a
renewables.
Only
infrastructure
fund
run
by
a
danish
fund
manager
so
expect
to
add
to
that
list
of
infrastructure
assets
based
in
what
you
can
see
on
screen
are
just
three
assets
run
by
our
dutch
fund
manager.
We've
got
wind
farms
in
australia,
there
are
a
canadian
hydro
plant
and
queensland
public
transport
system.
Q
Now
I
have
to
say
these
sorts
of
investments,
infrastructure
investments
they
can
be
costly,
there's
no
guarantee
of
sort
of
there's
no
guarantee
of
returns,
in
other
words
they're,
not
quite
the
sure
thing
that
sometimes
they're
made
out
to
be
now.
Those
are
just
some
of
our
infrastructure
investments,
but
what
about
our
other
investments?
How
do
we
take
account
of
climate
change
for
those
and
so
the
likes
of
our
equities
and
and
our
bonds?
We've
got
a
range
of
fund
managers
on
the
screen
here
at
the
minute.
Q
Hopefully,
some
of
these
names
you're
familiar
with,
and
it's
the
fund
managers,
not
not
ourselves,
a
temporal
house.
You
might
be
relieved
to
know
it's
the
fund
managers
who
are
making
the
decisions
about
what
to
to
buy
and
sell,
but
in
making
those
decisions
they
have
to
take
climate
change
into
account
and
we
carefully
monitor
how
that's
done,
and
we
also
ensure
we
only
appoint
fund
managers
who
can't
take
climate
change
into
account
when
making
those
decisions.
Q
Some
of
those
managers
they'll
actually
exclude
certain
types
of
stock
like
coal,
but
all
will
take
climate
change
into
account.
I'll
come
back
to
the
issue
of
exclusions.
In
a
minute
now,
our
largest
investment
is
2.6
billion
that
we
have
in
passive
equities,
run
by
legal
in
general,
and
that's
invested
in
a
special
low-carbon
transition
fund.
Q
This
fund
it
tracks
a
global
low
carbon
equity
index,
and
when
you
compare
it
to
a
normal
global
index,
it's
got
70
percent.
Less
carbon
intensity
and
it
will
decarbonize
by
seven
percent
a
year,
taking
it
to
net
zero
before
2050..
Q
Q
Q
Our
strategy
is
is
not
to
blanket
ban
fossil
fuel
holdings
and
that's
similar
to
the
vast
majority
of
pension
schemes
in
the
uk
and
beyond.
Even
those
ones
like
ourselves
who
are
actively
mitigating
against
climate
risk.
Our
focus
for
action
is
on
the
high
emitters
of
greenhouse
gases.
Fossil
fuel
companies,
of
course,
are
important,
but
they're
not
they're,
not
the
high
emitters.
We
want
to
see
co2
levels
reduce
and
the
way
to
do
that
is
to
reduce
demand
for
fuels
and
other
products
that
create
co2.
Q
Hence
why
it's
important
for
us
to
engage
with
with
governments,
because
we
need
them
to
push
for
that
to
happen,
and
also
our
investing
in
the
low-carbon
economy
to
encourage
consumers
to
make
that
switch
by
divestment
from
fossil
fuel
companies.
Buy
pension
funds
will
not
shut
off
the
supply
of
fossil
fuels
and
the
reason
for
that's
twofold.
Q
Q
Secondly,
there
are
plenty
of
private
fossil
fuel
companies
ready
to
step
in
to
replace
those
companies
like
pp
that
are
on
the
listed
markets.
The
biggest
oil
companies
in
the
world
are
are
privately
owned
by
states
such
as
the
saudis,
the
iranians,
the
russians
of
course,
and
the
chinese
so
divestment
from
a
few
listed
companies
is
not
going
to
shut
off
supply.
Q
So
time
is
very
much
against
me
here.
Just
to
summarize,
at
this
point,
high
nilgos
is
tackling
climate
risk
is
based
similar
to
other
local
government
pension
scheme
funds
across
the
uk
in
our
sector.
There
are
certainly
very
many
hardworking
and
passionate
people
who
are
challenging
governments
and
global
corporations
to
do
more.
Q
E
Thank
you
very
much,
mr
murphy.
There's
a
a
couple
of
people
who
have
put
their
hands
up
here
for
questions
members
can
I
can.
I
ask
you
to
please
stay
tuned
to
questions
rather
than
going
into
discussion
or
debate,
because
we
will
have
that
opportunity.
Whenever
you
go
to
committee,
I'm
going
to
call
upon
counselor
mclaren.
R
So
I
think
it's
it's
important
to
make
that
very
clear
at
the
the
start
I
I
I
would
have
to.
I
would
have
a
sailor
merit
that
I
agree
with
the
policy.
The
nilgos
essentially
aren't
blank
and
bannon
fossil
fuels
and
there's
one
slide,
and
if
you
look
at
the
figures
in
terms
of
the
doable
share,
I
think
it
was
2015
or
2016..
R
Essentially,
china
was
responsible
for
28,
and
russia
was
responsible
for
5,
so
essentially,
a
third
of
the
emissions
in
that
one
particular
year
came
from
those
two
countries
and
the
important
thing
you
know
are
well
sorry.
The
question
I
would
pose
are
around.
Those
actual
figures
would
be
the
accuracy
of
them
and
therefore
I
I
think
that
we
need
to
always
remember
that
that
a
that
we
have
a
little
way
of
actually
verifying
those
figures,
but
I
think
in
terms
of
what
migos
has
done
up
until
now.
R
E
Q
Well,
I
think
it's
the
current.
As
the
councilor
says,
there
wasn't
a
question,
but
I
totally
totally
agree
with
what
he's
saying
I
mean
this
is
something
that,
with
the
ipg
ipcc,
produced
another
report
today
and
they
talked
about
the
language
they
used
was
there's
a
necklace
of
suffering
around
the
world.
You
can't
disagree
that
you
could
not
disagree
that
this
is
a
very
important
issue
and
it
needs
to
be
tackled.
J
Thank
you,
lord
mayor,
and
thank
you
david
for
that
quite
extensive
presentation
really
grateful
for
your
time
this
evening.
I
know
this
is
an
issue.
That's
been
the
subject
of
much
debate
within
our
own
council
about
whether
or
not
we
should
call
on
nilgos
to
go
further
in
terms
of
investment
from
fossil
fuels,
and
I
have
three
questions.
J
There
is
an
impact,
and
also
you
talked
about
a
number
of
funds
that
you
invest
in,
that
are
sort
of
environmentally
minded
and
that
are
either
not
currently
investing
in
coal
or
are
reducing
their
investment
in
fossil
fuels.
So
why
bother
investing
in
those
funds
if
you're
saying
on
one
hand?
Well
actually
divestment
has
no
effect,
but
actually
these
funds
are
are
gradually
doing
it.
So
I
suppose
that's
that's
my
key
question.
J
First
of
all,
the
second
is
you
stated
on
a
number
of
occasions
that
fossil
fuel
producers
aren't
actually
the
big
emitters.
I
would
question
the
logic
there
I
can
see
where
you're
coming
from
and
that
they
may
not
be
necessarily
burning
the
fossil
fuels
and
creating
the
emissions,
but
they
are
the
ultimate
source,
and
we
know
that,
for
example,
about
100
companies
globally
are
responsible
for
about
71
of
global
emissions.
J
Q
Yeah,
I
think
I
think,
as
regards
the
the
selling
of
bp,
as
I
said,
we
had
we
sold
on
bp
for
for
for
purely
investment
reasons
and
that
we
changed
manager
and
our
new
manager,
our
new
managers,
weren't
holding,
didn't
want
to
hold
bp.
Q
It
had
no,
the
point,
I'm
really
making
is
there's
it's
not
that
we
sold
those
shares
back
to
bp.
We
certainly
we
just
we
sold
them
into
into
the
market
into
other
investors,
so
you
can't
say
that
that
will
have
had
a
a
direct
impact
on
on
bp.
Q
In
fact,
bp
probably
won't
even
have
I've
known
that
we
we
sold
those
shares,
but
we
didn't
sell
them,
because
we,
because
we
were
we're
wanting
to
ban
fossil
fuels,
we're
about
where
we're
selling
them
for
for
investment
reasons,
and
we
wanted
to
move
our
focus
onto
growth
companies
as
regards
the
the
the
emitters
and
the
the
source.
Q
Yes,
of
course,
fossil
fuel
companies
are
clearly
the
source,
the
source
of
fossil
fuels,
but
if
we
can
we're
looking
at
it's
really
the
energy
companies
cement
companies,
companies
like
that
etc,
who
are
who
are
producing
the
co2.
So
our
focus
is
on
them
because
we
can
shift
shift
those
companies
from
engagement,
and
I
have
to
be
clear
about
what
we
can
do
as
an
investor
there's,
it
is
fairly
limited,
they're,
not
something
here
with
the
powers
of
government.
We
can
just
talk,
talk
to
those
companies
and
say
look.
J
Q
We
publish
on
our
website
a
list
of
all
the
holdings,
so
the
last
list
will
have
been
the
31st
of
march
2021.
Now,
when
I
looked
at
that
list,
I
could
see
none.
There
were
no
oil,
gas
and
cool
companies
on
that
list,
and
that's
that's
on
the
direct
shareholding
side.
Now,
that's
obviously
now
11
months
old,
so
I'll
get
another
list
in
the
next
few
months
will
give
us
the
position
at
the
end
of
march
this
year.
I
don't
expect
to
have
changed
too
much
because
we
have
when
it
comes
to
equities.
Q
Our
focus
is
on
on
growth,
companies
and
there's
a
lot
of
sort
of
an
it.
You
know
bias
towards
amazon
and
apple
et
cetera,
rather
than
the
sort
of
defensive
companies
that
you
would.
You
would
call
the
the
the
oil
and
gas
producers,
but
certainly
at
the
end
of
end
of
last
year.
As
far
as
I
could
see
the
holdings,
the
the
direct
equity
holdings,
there
would
have
been
none
and
on
in
our
portfolio,
but
I
want
to
make
it
clear
that
that's
not
because
we
have
banned
fossil
fuels.
N
Yeah,
thank
you,
lord
mer,
and
and
thank
you
david
for
your
presentation
and,
like
others
have
said,
it's
been,
it's
been
an
eye-opener
for
me,
have
to
say,
and
and
and
thank
you
for
coming
along
and
and
given
us
such
an
extensive,
detailed
presentation
on
on
on
what
neil
gosh
does.
I
think
there's
no
doubt
about
it.
We
all
agree
it's
an
important
issue
and
needs
to
be
tackled.
N
But
if
I
have
two
questions
david,
the
first
one
will
be:
what
is
the
percentage
of
your
investments
in
green
technology
at
this
present
time
and
I
suppose
it's
sort
of
the
other
one
was
then
what
the
percentage
would
be,
as
would
you
consider
fossil
fuel
type
companies,
and
then,
I
suppose,
on
the
back
of
that,
given
what's
what
we're
we're
seeing
now
with,
with
with
raising
fuel
prices
etc
in
in
many
of
our
throughout
our
households
and
be
it
oil,
be
a
gas,
be
it
electricity,
be
it
whatever,
and
do
you
see
that
sort
of
and
potentially
changing
going
forward,
as
as
as
we
in
in
my
opinion,
as
as
a
as
a
country
needs
to
find
a
way
of
of
getting
our
own
energy,
because
it
clearly
has
shown
in
the
last
number
of
weeks
that
we're
very
dependent
on
on
others
outside
our
own
country.
N
So
there's
a
couple
of
questions
in
there
david
but,
as
I
said,
thank
you
for
giving
us
the
presentation.
Thank
you.
Q
I
we,
which
I
just
don't,
have
those
those
figures,
so
you
ask
for
two
figures:
a
percentage
investment
in
green
technology.
It's
it's
just
not
a
a
way
of
segregating
the
fund
that
we
would
do.
Q
I
mean
it's
easier
when
I
look
at
the
our
infrastructure
portfolio,
because
I
can
see
what
I
regard
as
green
technology
they're
the
sort
of
the
things
that
things
that
are
read
out,
but
then
we've
got
an
equity
portfolio
on
a
bond
portfolio
that
actually
invests
in
in
companies
that
are
on
listed
markets
and
they
will
have
so
it
would
be
assets,
it
won't
be
like
wind
farms,
etc,
but
it
will
be
other
technology,
so
they
could
have
a
green
bias
to
them
as
well.
Q
In
fact,
we
expect
all
companies
to
to
have
a
transition
plan
to
net
zero,
but
unfortunately
I
just
don't
have
the
have
a
percentage
for
you
on
that
and
equally,
as
as
I
said
to
the
to
the
previous
council,
I
don't
have
the
percentage
for
fossil
fuel
companies.
Q
Q
The
the
issue
about
rising
fuel
prices
is
very
important
and,
and
one
of
the
things
we
certainly
do
not
want
to
see-
and
I'm
speaking,
just
as
a
general
investor
and
somebody
who's
concerned
about
climate
change
and
trying
to
get
to
net
zero.
Q
We
don't
want
to
see
the
work,
that's
being
done
to
look
for
alternative
sources
of
fuel
to
go
out
the
window
because,
just
because
of
fuel
prices
going
up-
and
I
know
some
have
been
quick
to
say
well,
the
reason
fuel
price
has
been
going
up
is
because
of
the
the
divestment
movement
well
my
view
and
others
that
that's
that's
absolutely
nonsense.
Q
The
problem
for
all
countries
is
getting
that
security
of
supply,
and
some
countries
have
have
more
of
a
problem
with
us
than
others,
and
certainly
and
northern
ireland
does
and
the
uk
does,
because
even
if
we
moved
you
know,
we
rapidly
increased
our
our
wind
technology.
Q
We
still
have
that
problem
that
when
the
wind
doesn't
blow,
we
don't
have
a
a
source,
apart
from
it
using
fossil
fuels.
As
I
said,
one
of
our
none
of
these
investments
are
a
sure
thing
and
one
of
our
worst
performing
infrastructure
assets
is
a
wind
farm
because
there
was
23
less
wind
in
the
uk
last
year
and
that's
that
assad
isn't
performing
too
well.
So
we
still
have
there's
still
technologies
that
we
need
to
get
and
that
it's
really
down
to
sort
of
the
battery
power
and
the
the
storage
technology.
Q
Norway
seems
to
have
this
down
to
a
t,
because
they've
got
hydroelectric,
which
is
a
good
way
to
store
energy
when,
when
the
wind
isn't
blowing,
unfortunately
we
just
we
just
don't
have
that
in
the
uk,
so
there's
a
gap
there
and
until
we
can
get
the
technologies
that
can
fill
that
gap,
then
I
we
will
still
need
to
rely
on
on
fossil
fuels.
S
Thank
you,
lord
mer,
thanks
david
for
your
presentation
there
tonight
very
much.
I
appreciate
it.
I
suppose,
whenever
I
look
at
you,
the
divestment
there
and
all
of
that-
and
I
see
investment
in
other
countries
in
canada
and
all
of
that.
Why
do
we
not
invest
more
locally
using
the
green
technologies
emerging
technologies?
S
Coming
forward
the
battery
stories
that
you've
said
there,
we
know
there's
companies
possibly
looking
to
locate
in
the
area
and
all
so
we
need
to
be
focusing,
perhaps
more
or
not,
and
taken
away
from
the
fossil
fuels,
implement
off
your
investment
stance
and
very
remiss
of
me.
If
I
didn't
mention
the
figures
there's
in
front
of
us,
you
know
you
know
china
is
the
biggest
and
better.
S
L
Thank
you
lord
mayor.
Firstly,
I'd
like
to
thank
david
for
making
this
presentation
here
tonight
certainly
was
very
informative,
and
also
this
thanks
to
the
worringstown
environmental
group,
who
did
a
very
informative
presentation
to
the
environmental
services
committee
earlier
this
month,
which
I
asked
on
youtube
I've
just
a
very
quick
question
for
you:
david
have
never
got
completed
or
carried
out
an
investment
impact
analysis
of
only
investing
in
fossil
free,
passive
investments.
Q
We
sorry
we
have.
We
we've
looked
at
a
range
of
passive
investments,
so
the
the
one
we've
come
up
with
the
one
that
we've
we've
invested
in,
of
course,
is
the
low
carbon.
Q
So
it
does
allow
for
companies
to
be
excluded
from
that
list,
but
also
companies
to
come
back
in
if
they're,
making
the
right
transition
the
we
we
move
to
the
fossil
free
one,
the
the
variance
to
the
index
and
the
risk
that
we
would
take
was
higher
than
the
the
fund
that
we
we've
got
into
and
that's
why
we're
going
into
the
the
low
carbon
transition
fund?
Q
But
I
can
tell
you
that
it
doesn't
include
coal
and
the.
As
I
say,
the
the
fund
is
very
much
tilted
away
to
those
companies
that
have
low
emissions
and
when
it
comes
to
fossil
fuel
companies,
it's
tilted
away
from
any
companies
that
has
fossil
fuel
reserves.
Q
E
J
E
Thank
you
I'll
be
all
agreed
on
gender
8.1
alderman
spears.
Oh,
I
just.
F
Hence
one
if
you're
part
of
that
scheme,
you
obviously
have
a
vested
interest
now.
I
suspect
I'm
at
liberty
to
vote
in
that
context,
because
I
have
struck
my
pension
as
such
and
anyone
that
is
part
of
that
current
plan
that
is
signed
up.
They
would
be,
in
my
opinion,
voting
on
something
that
they
have
a
vested
interest
in,
and
I
think
it
would
be
inappropriate.
F
P
P
So
I
would
suggest
that
we're,
probably
in
a
very
similar
territory,
but
we
certainly
lord
merck,
can
get
some
formal
advice
for
housing
when
a
decision
would
be
required.
E
Thank
you
very
much
chief
executive
members,
members
in
the
house,
please
5.1.
We
all
agreed
great.
Thank
you
very
much
5.2
getting
a
proposal
on
sagandar
for
the
minutes
of
the
planning
and
regulatory
service
committee
held
in
the
2nd
february,
22
be
taken
as
rate
on
the
previous
correct
record:
councilor,
lovely
you're,
the
chair
and
councilor
nicholson,
you're,
the
vice
chair,
councilor,
lovely
yeah,.
E
Move
on
to
a
generator
5.3,
basically
proposed
on
secondary
for
the
minutes
of
the
economic
development
regeneration
committee
held
on
the
february
22
you'll
be
taken
as
read
and
approved
as
crack
record
counselor.
Michael
linden.
You
are
the
chair
and
alderman
metre
you're,
the
vice
chair,
counselor,
michael
london,
so
proposed
lord
bert.
Thank
you.
Thank
you
very
much
kenzer
and
alderman
mitre
sec,
hello,
lord
mark.
E
E
So
proposed
lauren
mart.
Thank
you
very
much
on
alderman
twybell
I'll,
be
the
second.
Thank
you
very
much.
You
all
agreed
members
agreed.
Thank
you
move
on
to
agenda
enough
8.6.
Can
you
take
a
proposal
on
secondary
for
the
minutes
of
the
legend
community
service
committee
held
on
the
14th
february
2022
be
taking
this
read
on
the
previous
crack
record
council
hacking
you're
the
chair,
I'm
councillor,
tennyson
you're,
the
vice
chair
of
councillor
hogan,
so
propose
thank
you
and
counselor
tennyson
wait!
A
second
lord
bear.
E
You
all
agreed
agreed.
Thank
you
very
much
move
on
to
agenda
adam
six
chief
executives
items
for
decision
six
point
one
which
is
a
letter
for
offering
thousand
paint
from
dfc
on
the
historical
environment,
division
to
logan
township
heard
each
scheme,
I'm
gonna
bring
in
bran
johnson,
head
of
the
department
of
brand.
O
Thank
you,
lord
mayor
and
good
evening
members
and
as
you've
said,
this
report
is
linked
to
the
lurking
pine
state
heritage
team
and
which
obviously
is
working
towards
restoring
buildings
back
to
commercial
and
residential
use
and
with
a
wider
engagement
plan.
So
in
november,
pass
the
department
of
communities
opened
a
revival
stream
fund,
which
councils
were
able
to
apply
for
and
council
applied
and
were
successful
in
securing
ten
thousand
pounds
towards
a
project
entitled
on
earthing
our
graveyard
heritage.
O
T
Thank
you.
Thank
you,
lord
mayor,
and
yes
and
well.
I
would
like
to
propose
that
we
accept
this
letter
of
offer
for
this
funding,
for
the
work
that's
being
done,
and
I
would
really
commend
the
work
that's
being
done
by
the
the
officers
who
are
working
on
the
largem
tynescape
heritage.
T
Indeed,
I
think
the
the
people
who
were
over
looking
at
the
city
of
culture
bed
and
were
well
impressed
with
the
the
wealth
of
history
and
and
and
culture
in
largan,
and
this
is
only
going
to
further
add
to
this
project
being
able
to
to
share
our
history
and
culture
of
and
I
to
the
wider
community.
So
I
would
like
to
propose
this.
Thank
you.
E
H
Thank
you,
lord
martin.
I
happy
to
second
the
proposal
I
mean
this
is
fantastic
where
these
heritage
projects
spill
over
into
education,
and
they
know
that
the
local
community
on
the
shankar
graveyard
group
are
very
excited
about
this
whole
project,
and
I
know
it's
been
coming
for
a
while,
but
absolutely
fantastic,
so
happy
to
gain
the
second.
The
proposal
learn
more.
L
E
Thank
you,
counselor
lobby,
so
proposed
by
councillor
mckenzie
second
by
commissioner
michaelson
or
michael.
We
all
agreed
great
thank
you
very
much
members,
6.3
member
memorandum
of
understanding
between
council
and
local
enterprise
partners
to
deliver
enterprise
pathways
program
and
I'm
going
to
bring
in
nicola
wilson
head
of
economic
services.
U
Lord
mayor
and
good
evening,
members
item
6.2
is
a
memorandum
of
understanding
between
council
and
local
enterprise
partners
to
deliver
enterprise
pathways
programs.
So
the
decision
required
from
members
is
that
members
agree
to
accept
the
memorandum
of
understanding
between
council
and
local
enterprise
partners
to
deliver
the
enterprise
pathways
business
startup
support
program
for
16
to
24
year
olds
across
the
borough
until
march,
22.
S
K
Thank
you,
lord
mer,
I'm
very
happy
to
second
this.
This
is
exactly
what
I'd
like
to
see
our
council
involved
in
with
the
enterprise
centers
sixty
thousand
pounds
to
be
divided
across
40
entrepreneurs.
I'm
particularly
pleased
to
see
that,
while
it's
for
the
16
to
24
age
group,
if
it's
not
all
utilize
them,
it
falls
back
to
the
25
to
30
age
groups.
So
I'm
very
happy
to
second
this.
Thank
you.
Lord
mayor.
N
Yeah,
laura
merritt,
look
happy
to
support
this
and
a
it's
a
great
initiative
and
all
compliments
to
nickel
and
our
staff,
and-
and
I
hope
it
goes
well-
it's
so
important
that
our
young
people
are
are
supported
and
and
and
given
these
opportunities
and
scripts
say
council
stepping
up
to
the
plate
in
in
in
this.
So
lord
mary
obviously
support.
Thank
you.
I
I
There
was
additional
money
with
intellect,
and
maybe
you
should
give
us
an
update
in
relation
to
it
as
it's
run
by
our
department
and
it's
part
funded
by
dfc,
and
if
you
could
remember
when
we
are
updating
this,
how
do
people
need
to
make
fresh
applications
or
is
it
through
the
existing
lists
or
how's
that
process
run?
So
thank
you.
E
U
Thank
you.
Lord
mayor,
yes
and
minister
hargy
launched
the
program
for
us
back
last
week
and
at
that
time
we
said
there
was
45
places,
but
we're
pleased
to
announce
that
we're
actually
been
able
to
offer
85
places.
So
I
don't
have
all
the
information
in
front
of
me.
Clients,
rohan,
but
I'll
certainly
furnish
you
with
that
in
time
for
the
next
meeting.
If
that's
acceptable
to
you,
that's.
E
F
E
A
Thank
you,
lord
martin,
good
evening,
members
and
members.
This
report
is
in
relation
to
transgender
day
of
visibility,
and
it
is
for
members
consideration
as
the
decision
required.
So
the
background
really
is
that
at
governance,
resources
and
strategy
earlier
this
month,
just
on
the
9th
of
february
members
agreed
that
a
report
be
brought
to
the
full
council
meeting
in
relation
to
the
costs
associated
with
flang
the
transgender
flag
and
lighten
up
the
kinds
of
belgians,
pink
and
purple
on
the
31st
of
march.
A
However,
none
of
the
council's
current
flag,
related
policies
specifically
relate
to
the
flying
of
the
transgender
flag
and
therefore
we
would
have
to
go
forward
and
draft
and
agree
a
specific
policy
in
relation
to
flying
a
particular
flag,
and
it
is
advised
at
this
time
that,
due
to
the
scale
of
the
work
involved
in
development,
screening
and
approval
of
a
policy
that
it
would
be
challenging
to
have
this
undertaken
by
the
31st
of
march
this
year,
there
are
no
additional
costs
associated
with
lighting
up
of
the
kinds
of
buildings
and
the
states
and
assets
management
department
have
confirmed
that
a
request
to
light
up
the
council
buildings
to
mark
international
transgender
day
on
the
31st
of
march
can
be
accommodated
within
the
lighting
up
schedule.
A
If
members
agree
to
such
a
light
up
request
and
the
council's
communications
team
could
facilitate
the
usual
social
media
posts
associated
with
council
building
light
ups
and
the
financial
resources
has
already
been
outlined
and
officer
time
would
be
associated,
obviously
with
development
annie
policy
in
relation
to
equality
and
good
relations.
Lighting
up
council
business
to
celebrate
international
transgender
day,
visibility
does
comply
with
the
council's
section.
A
E
J
Yeah,
thank
you.
Thank
you,
lord
mayor,
and
I
want
to
say
thanks
to
martina,
to
sharon
and
to
mary
who
I
know
who
have
worked
hard
to
bring
back
this
report
in
time
for
tonight's
meeting
and
also
for
their
engagement
actually
over
the
past
couple
of
weeks
on
it
as
well.
J
In
terms
of
where
this
proposal,
I
guess
emanated
from
it,
was
a
desire
on
my
part
to
recognize
the
contribution
that
trans
people
make
to
arbor
and
also
to
send
a
signal
that
we
as
an
employer,
are
open
and
we're
open,
diverse
and
welcoming,
as
is
the
borough
that
we
live
in
trans
people,
are
subject
to
discrimination,
as
has
been
discussed.
We
know
that
they're
subject
to
misinformation
and
they
struggle
to
access
appropriate
health
services
and
so
on.
J
So
I
think
it's
hugely
important
that
we
do
this
very
small
gesture
in
order
to
recognize
them
and
their
contribution,
having
discussed
and
with
martina
and
heard
tonight,
and
then
the
report,
the
operational
difficulties
associated
with
getting
this
all
done
for
the
31st
of
march.
By
virtue
of
the
fact
that
there
does
have
to
be
inequality
or
a
policy
produced
and
a
quality
screening
carried
out
on
a
rural
needs
assessment.
J
I
would
actually
propose
that
we
would
light
our
buildings
and
fly
the
pride
flag,
subject,
obviously
to
our
lighting
schedule
on
the
20th
of
november
to
mark
trans
day
of
remembrance,
which
is
actually
probably
the
better
known
trans
awareness
event
in
the
calendar
year,
and
I
think
that
would
be
an
equally
apt
way
and
to
mark
the
contribution
of
our
trans
community.
And
it
would
mean
an
awful
lot
to
know
and
two
members
of
the
community
and
then
for
future
years.
J
If
maybe,
we
could
have
a
sort
of
wider
review
in
terms
of
steps
that
we
take
to
promote
and
visibility
and
equality
of
section
75
groups.
Maybe
we
could
look
down
at
what
exactly
we're
going
to
do
next
year
and
how
we
manage
this
going
forward
and
having
a
more
holistic
approach,
I
suppose,
and
to
some
of
these
symbols
and
gestures
as
well.
So
thank
you.
Lord
mayor
nomek
got
a
formal
proposal.
E
Thank
you
very
much
concerto
thomason,
just
to
confirm
that
it
is
to
fly
the
flag
and
light
up
the
buildings.
That's
your
proposal.
L
L
F
Lord
mayor,
I
I
just-
I
don't
want
to
be
demeaning
to
the
comments
made
by
a
either
councillor
lowry
or
counselor
tennyson,
but
a
on
a
purely
procedure
matter,
and
it's
from
a
procedural
point
of
view
that
that
I
look
at
it
and
that
I
feel
that
if
we
embark
on
on
on
on
a
road
whereby
we
can
at
possibly
nearly
every
meeting,
speak
about
putting
up
a
flag
or
lighting
up
a
building,
there
is
a
procedure.
F
There
is
a
procedure
that
operates
quite
well
effectively
whereby
any
group
that
wants
to
have
the
building
lit
up
and
lifted
up
appropriately
the
civic
buildings
in
both
armada
band
bridge
and
on
the
creek,
often
here
that
there
is
a
a
normal
practice
and
a
normal
procedure,
and
I
I
would
make
a
proposal
that
we
adhere
to
that
procedure
in
the
normal
way,
because
well
I
have
nothing
against
putting
up
late-night
buildings
or
whatever,
but
I
think
it
is
purposefully
a
wrong
procedure
matter
to
introduce
whereby
we
put
up
a
flag
this
month
we
put
up
another
flag
next
month
for
some
other
group,
and
I
I
I
I
just
think
it's
wrong.
F
I
think
it's
the
wrong
approach
to
it
and
I
think
there
is
an
appropriate
way
whereby
a
any
group
such
as
a
group
that
has
been
referred
to
can't
be
appropriately
recognized,
and
that
is
by
the
normal
procedure,
where
they
apply
and
as
such,
they
it's
group
leaders
and
the
the
building
is,
is
normally
lit
up.
So
I
would
make
a
proposal
that
we
adhere
to
our
current
policy
and
the
current
policy
doesn't
involve
a
the
flying
of
any
particular
flag
for
any
particular
grouping
of
of
of
our
society.
F
Each
group
of
society
is
entitled
to
equal
rights
and
equal
opportunities
that
I
have
no
problem
with,
but
I
think
it
would
be
inappropriate
to
embark
on
on
a
policy
that
is
likely
to
be
discussed
next
month
about
some
other
group
within
our
society.
The
following
month
about
some
other
group,
and
I
I
I
think
it
would
be
unwise
of
us.
So
I
make
a
proposal
that
we
adhere
to
our
current
policy
or
by
a
group
that
wishes
to
have
the
building
lit
up
for
a
that
particular
day
or
that
particular
event.
F
G
E
G
Alderman
spears
actually
makes
a
very
valid
a
series
of
very
valid
points
there
and
without
rehashing
them,
I'm
quite
happy
just
a
second,
some
alderman
spears.
J
Thank
you,
lord
mayor,
and
it
is
just
in
relation
to
the
procedural
point
that
alderman
spears
raises
I'm
afraid
to
say
that
all
ribbon
spears
is
incorrect,
because
there
isn't
currently
a
procedure
and
for
a
group
who
wishes
to
have
a
flag
flown
on
at
the
council,
in
recognition
of
them
to
apply
to
do
that.
Those
have
to
be
brought
through
council
because,
as
the
report
states,
a
new
policy
has
to
be
developed.
J
So
there
is
currently
no
policy.
There
is
policy
in
terms
of
light
and
buildings.
Those
requests
usually
go
to
group
leaders
under
progress.
If
there
is
a
anonymous
position
at
group
leaders
and
if
there
isn't,
then
they
would
also
come
to
council,
so
there's
nothing
to
preclude
full
council
taking
the
decision
to
progress
this
I
don't
want
to.
J
I
don't
want
to
speak
too
much
about
this
lord
mayor,
because
it's
actually
quite
a
sensitive
issue
for
a
lot
of
people,
but
I
think
it
is
hugely
disappointing
that
tonight,
once
again
we
have
the
dep
and
the
ulster
unionist
party
standing
in
the
way
of
a
very,
very
small
endorsement
of
equality.
That's
all
this
is.
It
is
a
small
gesture
to
a
marginalized
community
to
say
that
we
support
them
and
that
we
stand
with
them
that
shouldn't
be
difficult.
J
E
Thank
you,
christopher
thompson.
Yes,
there
is,
a
procedure
usually
went
up,
but
that's
the
amendment
that
alderman
spears
has
put
in
that
we
stick
with
the
lighting
up
of
the
borough
or
that
lighting
up
of
of
the
buildings
that
goes
through
the
lord
mayor's
office
on
the
n32
party
group
leaders,
councillor
cosby,
please.
X
X
X
Let
me
just
say
this,
and
I
think
this
is
an
important
point.
There
are
members
on
the
benches
of
the
others
unions
party,
who
have
very
different
views
of
my
own,
quite
similar
views
to
country
tennyson
and
his
comments
are
disgraceful
and
absolutely
disgraceful.
We're
in
the
mouth
of
an
election.
He's
electioneering
he's
catastrophizing,
as
he
does
every
month,
pontificating
on
every
single
issue
that
he
can
never
get
his
hands
on
just
for
a
cheap
headline.
X
So
as
far
as
I'm
concerned-
and
I
think
many
members
will
reflect
this
too-
we
have
not
had
a
wire
with
flags
in
this
chamber
until
they
came,
and
here
we
are
flag
issues
here
and
everywhere,
but
because
the
alliance
party
are
bringing
those
issues
to
the
floor
of
this
chamber
and
nobody
else
so,
hey,
that's
all
I'll
say
on
the
matter,
but
I
won't
vote
contrary
to
policy,
because
our
customer
practice,
because
the
customer
practice
has
been
and
very
clearly
actually
the
officers
are
saying.
There's
no
policy.
X
I
I
Look
can
I
just
get
the
the
procedural
issues
correct
in
relation
to
lighting.
That's
straightforward
for
everyone
right,
but
in
terms
of
the
policy
in
terms
of
flags,
am
I
reading
the
report.
Writing
that
officers
are
saying
and
even
in
councillor,
tennyson's
only
contributions
tonight
that
he
understands
the
policy.
Isn't
the
place
and
they're
going
to
wait
until
there's
a
new
policy
in
place
for
the
flying
flags?
I
Because,
surely,
if
you,
I
think
everyone
wants
to
be
able
to
accommodate
it.
Well,
I'm
not
going
to
be
close.
I
I'm
they
we're
we're
content
to
for
the
flag
to
be
flown,
but
we
do
it
in
line
with
policy.
So
surely
what
we're
saying
is
and
even
councillor
tennyson's
own
submission
is
that
a
the
policy
is
to
be
worked
up
and
brought
back,
and
it
hopes
to
be
that
it's
in
place
in
time
for
the
flag
being
flown
in
november.
E
I'm
going
to
bring
in
martina
here
counselor.
A
Thank
you,
lord
meyer,
just
answer
that
query
kaiser,
holland.
Yes,
there
is
no
existing
policy
at
the
moment,
so
if
members
so
wished
a
policy
to
be
drafted,
then
that
would
go
through
the
normal
process.
I
suppose
at
this
stage
you
can't
give
you
an
exact
timeline
of
when
that
might
be
developed.
If
that
was
the
desire
of
members
and
relation
to
the
light
up
of
the
buildings,
and
yes,
there
is
a
current
process
that
can
be
gone
through
or
effectively.
A
I
suppose,
if
all
parties
agreed
tonight
for
that
light
up
request,
then
that
could
be
agreed,
but
officers
are
in
members
hands
in
relation
to
both
those
matters.
Thank
you.
I
I
think
there
was
a
debate
about
an
issue
previously
and
my
understanding
is
that
the
flag
policy
was
being
reviewed.
Is
that
correct.
P
H
Thank
you,
lord.
Where
I
mean
we
currently
have
a
parade
flag
policy,
which
is
basically
that
will
play
the
pr
the
flag
for
parade
on
a
certain
day
of
the
year.
Presumably,
the
transgender
flag
policy
would
amount
to
the
same
thing.
We
will
fly
the
transgender
flag
on
the
30th
of
november
for
trans
remembrance
day.
H
F
F
F
As
regards
lighting
up
the
building,
we
have
a
current
practice
that
has
operated
and
has
operated
effectively
whereby
various
groups
across
this
borough
across
northern
ireland
and
indeed
possibly
further
failed.
There
is
a
day
that
the
particular
interest
is
being
celebrated.
Their
particular
charity
has
been
celebrated,
their
particular
minority
view
is
being
celebrated
and
that,
I
believe,
is
a
proper
procedure
matter
that
we
have
dealt
with
in
the
past
and
I'm
not
in
any
way
making
any
comment
or
aspersions
against
the
grouping.
I
said
every
part
of
society
is
entitled
to
an
equal
opportunity.
F
That
is
a
statement
of
fact,
and
that
is
a
statement
from
the
ulster
unionist
party
as
such,
so
don't
try
to
twist
things
wrong
face
the
facts.
We
are
just
faced
with
someone
being
mischievous
politically
for
obvious
reasons,
being
a
candidate
at
a
forthcoming
election,
trying
to
get
a
bit
of
a
headline
trying
to
drag
in
things
that
are
best
dealt
with
in
a
different
way
dealt
with
in
a
way
that
can't
be
some
way
inclusive
in
some
way,
practical
and
sensible.
F
We
have
seen
none
of
that
from
the
member
involved
with
this
suggestion,
and
I
certainly
refute
any
aspersion
that
my
party
are
taking
our
stance
against
this
particular
grouping.
Nothing
could
be
further
from
the
truth,
but
it's
purely
to
stop
this
nonsense.
Month
after
month,
we've
had
it
from
friend
a
counselor
tennyson
we've
had
it
from
them
repeatedly,
as
other
members
have
rightly
said,
and
we
don't
want
it
to
continue.
It's
not
good
council
practice
and
it's
something
that
this
council
can
do
well
without.
So,
if
your
election
earn,
please
do
it
outside
the
chamber.
F
As
other
members
have
rightly
said
under
that
particular
score,
I
will
be
sticking
to
the
procedure
that
we
have
adopted
here
before
and
if,
at
some
stage,
this
council
introduce
a
new
policy
as
regards
flags,
the
right
and
the
opportunity
to
contribute
to
that
and
hopefully
appropriately
vote
accordingly.
Thank
you,
lord.
E
J
E
J
E
J
Of
order
it's
in
relation
to
that
in
order
19.1
to
amend
the
proposal,
an
amendment
must
be
legitimate
within
the
scope
of
the
notice
convening
the
meeting.
It
must
not
be
a
direct
negative
councilor
spears
proposal
is
a
direct
negative
that
we
wouldn't
do
precisely
what
I
proposed
and
therefore
it's
not
an
amendment
and
mine
should
be
voted
on
first.
Moreover,
lord
mayor,
this
isn't
about
me
every
meeting
I
come
to.
J
I
am
reminded
that
I
am
a
candidate
in
the
upcoming
elections
by
my
colleagues
now
that
might
that
might
be
a
result
of
how
my
colleagues
feel
about
me
or
they're,
worried
about
my
performance
in
that
election.
But
this
isn't
about
me.
This
is
about
a
gesture
of
solidarity
with
a
marginalized
community
and
let's
not
distract
from
that.
X
Thank
you
in
relation
to
a
point
of
order,
19.1
and
it
has
just
been
quoted
by
country
tennyson.
An
amendment
must
be
legitimate
within
the
scope
of
the
notice
convening
the
meeting.
That
means
it
must
be
contained
within
the
papers
of
the
meeting.
It
is
not
what
is
brought
this
evening
is
new
to
the
floor
of
this
chamber
and
therefore
lord
murder.
X
You
can
take
the
notice
or
you
can
take
the
proposals
as
you
see
fit
in
relation
to
whether
you
agree,
it's
amendment
or
not
so
counselor
tennyson
may
well
have
tried
to
manipulate
the
wording
of
the
standing
orders
to
suit
his
own
political
agenda,
but
certainly
you
know
I
had
my
corn
flakes
this
morning.
It
wasn't
getting
past
me
I'll.
Have
you
know
that.
E
Okay
members,
while
we're
on
stallion
orders,
will
quote
number
30,
which
is
interpretation
of
stanton
orders.
We'll
go
back
to
the
amendment
of
the
proposal
may
understand
that
the
amendment
is
a
not
negative.
It
is
just
to
remove
part
of
the
proposal,
so
I'm
taking
the
amendment
first.
So
I
am
going
to
ask
the
question.

E
E
S
Thank
you,
lord
mayor,
it's
great
to
see
that
this
is
happening
now,
a
number
of
meetings
with
dfi
and
wearing
stein
with
accessible
parking
outside
the
camera
shop.
So
I'm
delighted
to
see
this
so
and
all
thanks
to
those
concerned
that
helped
me
get
this
delivered.
Thank
you.
Z
Thank
you,
lord
mayor.
Thank
you,
lord,
for
letting
me
in.
I
just
wanted
to
pass
some
remark
about
item
7.4,
which
is
the
response
from
the
northern
ireland
blood
transfusion
service.
So
thank
you
very
much,
chief
executive
for
your
speedy
letter
to
the
service
and
just
to
note
the
quite
fulsome
reply
that
has
been
received.
Z
I
do
note
with
interest
that
they,
I
would
would
like
a
meeting
with
some
of
us
tonight.
I
think
it
was
discussed
at
one
of
the
committees
about
a
different
issue
about
the
the
working
group
for
health
that
we
had
at
one
point.
Perhaps
this
is
something
that
could
fade
in
there
and
wendy,
because
I
would
be
really
keen
that
we
take
up
this
offer
of
a
meeting
with
the
blood
transfusion
service.
I
think
jonathan's
not
here.
Z
I
had
raised
this
a
number
of
times
over
the
last
number
of
years
with
officers
about
the
use
of
our
buildings.
We
have
a
lot
of
very
useful
buildings
across
the
borough
and
I
know
the
offers
have
been
made
over
there
and
different
things
have
been
used.
There,
probably
is
some
more
scope
there,
as
they
have
noted
themselves
in
this
correspondence,
so
if
we
can
have
to
hook
in
with
them,
I
think
that
would
be
very,
very
useful
and
will
be
make
some
progress
on
it.
But
thanks
again,
chief
executive.
E
W
Thank
you,
lord
martha,
thank
you
for
bringing
in
me
and
robert,
like
country,
flagra
has
said
we
do
have
a
lot
of
buildings
and
a
new
in
their
ladder,
coming
back,
they're
saying
about
meeting
with
us
for
of
possible
places
for
blood
donation.
I
know
this
is
quite
a
laborious
thing.
W
I
know
and
you've
worked
with
the
same
group
and
bomb
bridge
at
the
time
they
were
trying
to
set
this
up,
and
it's
quite
devil,
so
it
really
became
the
council
would
push
this
matter
forward,
that
we
could
see
about
that,
because
it's
it's
quite
a
bit
of
a
process
for
them
just
to
come
back
and
just
come
to
an
area
and
set
up
a
local
group
yourself
wherever
I
was
helping
work
with,
they
tried
to
do
this,
as
you
know,
and
it
was
difficult
to
every
kingdom
kinds
of
the
deal
that
could
that
the
hell
brighten
us
for
the
blood
donations.
E
P
Thank
you,
lord
mer.
If
members
are
happy,
then
we'll
organize
a
round
table
with
a
number
of
members
and
with
the
service
on
a
couple
of
officers
and
try
and
see
them
how
we
can
progress
this.
AC
Thank
you,
lord
mayor,
and
it
was
just
in
relation
to
counselor
savage
welcoming
and
the
extremely
important
the
the
parking
bay,
and
you
know,
members
of
the
public
come
to
los
with
issues
that's
extremely
important
to
them,
and
I
have
raised
recently
with
regards
to
south
lake
leisure
center,
with
quite
a
number
of
our
officers
with
regards
to
the
disability
parking
people
parking
there
and
not
displaying
blue
badges
and
also
the
number
of
people
that
are
actually
parking
in
the
parent
and
toddler
parking
spaces
which
have
no
children
in
the
vehicles
with
them.
AC
Now
officers
said
they
would
come
back
to
me.
They
would
look
into
this
and
they
would
come
back
to
me
and
I
then
was
contacted
by
a
member
of
the
public
to
say
that
did
they
ever
come
and
no
one
came
back
to
me
about
this.
They
said
they
would
look
into
it,
because
I
had
also
raised
that
the
volume
of
our
staff.
Now
I
have
number
of
photographs
of
our
staff
parking
in
disability
and
current
and
toddler
parking
spaces,
which
is
totally
wrong.
It
is
totally
unacceptable.
AC
So
we
have
issues
here
that
they
have
come
back
and
they've
said
to
members
of
the
public
not
going
through
our
sales
as
councillors,
but
that
there
is
no
policy
and
that,
once
we
have
these
spaces
in
in
the
car
parking
they'll
be
taking
no
responsibility
for
policing
them
or
doing
nothing
about
it.
Now.
I
believe
that
this
is
an
important
issue
for
member
for
the
the
constituents,
so
it's
also
important
for
us
as
members.
Now,
what
I
will
ask
is,
I
won't.
AC
I
don't
want
a
decision
or
a
comment
made
on
this
tonight,
but
I
do
want
a
full.
I
would
request
a
full
report
brought
back
to
the
leisure
services
committee
in
march,
which
is
only
in
two
weeks
time,
and
I
am
extremely
disappointed
with
the
response
and
that
response
didn't
even
come
to
me.
So,
thank
you,
lord
mayor,
for
allowing
me
to
come
in
on
that,
but
it
was
just
when
I
heard
councillor
savage
raising
that
and
thanking
you
know
that
it's
it's
something
that's
important
to
us.
Thank
you.
E
E
Thank
you
all
is
in
hand.
We
move
on
to
agenda
item
yet
schedule
of
documents
requiring
corporate
sale
for
approval
items
8.1
to
8.6.
Can
I
take
a
proposer
on
secondary
to
agreeing
to
send
and
sell
all
aforementioned
documents
on
black
you
can
propose
proposed
by
alderman
anderson
second
by
councillor
megaloth.
Thank
you
very
much.
Members
of
the
great
thank
you
confidential
business.
E
You
seek
a
proposal
on
secondary
to
go
into
committee
for
consideration
of
the
confidential
items
of
business
proposal.
Councillor
baxter
proposed
sagging
by
alderman
spears.
Thank
you
very
much.
Members
go
into
confidential
business
members
and
listeners
to
the
audio
feed
in
accordance
with
schedule,
six
of
the
local
government
act.
We
will
now
be
moving
into
confidential
session
of
the
council.

Thank
you,
lord
murr,
or
your
comments
should
be
in
relation
to
not
opening
the
gates,
maybe
in
brownstown
park
again
robert
I'm,
I'm
known
to
bring
the
issue
to
the
full
setting
of
the
council.
X
I
feel,
like
I've
been
left
with
no
choice
in
relation
to
the
matter,
and
it's
been
a
saga
that
has
continued
from
this
council
ever
come
in
the
existence
in
brownstown
park,
and
it's
not
the
first
time.
I've
mentioned
this
chamber.
X
It's
not
the
first
time
I've
mentioned
that
residents
have
actually
been
locked
in
the
park
when
the
gates
have
been
locked
at
night
on
the
occasion
that
they
are
locked.
It's
not
the
first
time
that
the
gates
have
been
kept
locked,
preventing
the
staff
at
the
united
preschool
getting
to
prepare
the
school
for
kids
coming
in
in
the
morning.
X
It's
not
the
first
time
that
we've
had
hundreds
of
young
people
standing
outside
the
gates
of
the
3g
pitch
unable
to
get
onto
the
pitch,
because
somebody
hasn't
turned
up
to
open
the
gate,
and
it
is
sadly,
though,
this
weekend
having
been
actually
with
the
with
the
all-stars
hanover,
all-stars
and
last
and
villa
coaches,
a
thursday
week
ago,
unless
she
was
raised
with
me
and
that
they
couldn't
get
access,
then
to
the
3g
pitch
the
next
day
and
after
making,
I
was
going
to
say
phone
calls.
X
But
after
a
few
text
messages
and
a
conversation
with
chief
executive,
it
turns
out
that
they
were
able
to
get
access
to
the
3g
pitch
the
next
morning,
even
though
they
had
a
booking
schedule
for
that
afternoon,
and
we
have
had
an
absolute
nightmare
and,
quite
honestly,
the
people
that
use
that
park
are
not
getting
a
good
service
from
this
council.
X
Yesterday,
I
had
several
phone
calls
telling
me
that
the
park
gates
had
not
been
opened
at
all.
It
was
only
the
main
driving
gate
that
was
opened,
and
yet
the
other
six
gates
in
the
park
remained
closed.
X
Five
gates
in
the
park
remained
closed,
for
whatever
reason
that
meant
there
was
no
access
from
brownstown
to
terminal
drive
from
the
omaha
road
from
brownstown
park
or
kleiner
park,
and
that
is
hugely
inconvenient
thing
for
particularly
some
of
our
older
residents
who
use
the
park
as
a
cut
through
to
the
town
center
and
so
using
the
service
level
agreement
that
I
had
no
choice,
but
they
asked
the
council
to
implement
for
my
place
of
work
with
who
I
am.
X
X
It
had
not
been
inspected,
it
had
not
been
cleaned,
it
was
unsafe
for
drivers,
it
was
unsafe
for
children
and,
quite
honestly
it
was
filthy
and
of
course
I
found
myself
then
in
the
space
of
10
days,
having
a
third
conversation
with
chief
executive
and
follow-up
conversations
with
directors
and
heads
of
service
about
it.
I
found
last
week
I
had
a
very
positive
conversation
with
sean
over
issues
about
brownstone
park.
X
We
felt
that
we
had
got
a
resolution
and
lo
and
behold
yesterday
we
had
another
issue
and
it
makes
officers
at
a
senior
level.
Look
like
they're
not
doing
their
jobs.
It
makes
me
look
like
I'm
not
doing
my
job,
but
in
actual
fact
something
further
down.
The
line
is
happening.
That's
not
working.
The
park
is
managed
by
three
different
heads
of
service
in
community
development,
in
environmental
services
and
then
in
leisure
services,
and
the
situation
is
unacceptable.
X
I
have
some
hope
that
we're
getting
somewhere
and
pardon
me
for
being
cynical,
but
I
will
believe
it
when
I
see
it
because
we're
seven
years
old
and
we're
still
having
the
same
tobacco
and
it's
not
once
it's
not
twice.
This
is
an
ongoing
saga.
X
I'm
told
that
nobody
can
understand
why
it
always
happens
in
brownstown,
because
it
doesn't
happen
anywhere
else.
Well,
I
want
to
know
why
it
happens
in
branch
and
why
it's
acceptable
for
the
constituents
that
use
it
in
in
in
the
brownstown
area,
branstine
rectory
kleiner
park
brownstone
park
the
arma
road.
It's
unacceptable
that
they
are
treated
the
way
they
are,
and
it's
unacceptable
that
others
are
having
to
step
in
and
fulfill.
The
role
that
council
should
be
should
be
fulfilling
repairs
are
paying
for
this
park
and
they're
not
getting
served
properly.
X
It
wouldn't
happen
in
eden
villa
far
from
what
would
have
happened
in
eden
villa,
but
it
seems
that
anything
outside
of
edenville
is
neglected
compared
to
it,
and
it's
about
time
that
we
had
staff
in
the
park
whether
it's
parks,
I
don't
care
about
those
community
development
staff,
but
we
had
them
in
there
and
that
was
their
sole
job
and
responsibility
to
look
after
everything
within,
say
the
gates
of
brownstown
park.
And
if
that
can't
be
done
by
this
council,
then
I
think
there's
only
one
other
option.
X
We
need
to
look
at
and
get
somebody
else
to
do
it,
who
can't
do
it
and
he's
prepared
to
do
it?
Because
it's
not
acceptable.
I
am
fed
up
with
it,
I'm
sure
roger
the
chief
executive
has
fed
up
with
it
because
we
know
he's
a
bigger
responsibility,
we're
talking
about
massive
projects
in
terms
of
city
of
culture,
bids
northwest
or
north
south
corridor
bids
and
all
sorts
of
things.
And
yet
here
we
are,
we
can't
even
open
the
gates
of
a
public
facility.
X
Well,
I
think
it's
a
farce
and
I
think
it
needs
dealt
with
fairly
quickly.
So
my
question,
if
you
can
forgive
me
for
the
round,
no,
don't
forgive
him,
because
I'm
not
a
bit
sorry
for
it
actually,
and
it
never
will
be
because
of
the
issues
that
has
caused.
But
my
question
is
to
the
chief
executive
chief:
what
are
you
prepared
to
do
to
make
this
right
on
a
permanent
basis,
given
that
something
somewhere
below
your
level
in
this
organization
is
not
working?
X
And
I'm
asking
you
to
intervene
personally
to
deal
with
it?
Thank
you.
P
Thank
you,
lord
mayor,
and
I
think
councilor
cosby
has
given
a
fairly
graphic
overview
of
the
situation
that
is
appears
to
be
in
in
brownstown
park.
Certainly
he
and
I
have
had
conversations
and
exchange
of
emails
and
messages
no
later
than
last
night,
and
certainly
we
were
talking
about
this,
not
long
before
this
council
meeting
started
from
my
perspective,
where
we
have
council
facilities
that
are
available
to
the
public
and
where
we
have
an
arrangement
that
is
in
place,
we
need
to
meet
that
commitment.
P
It's
not
an
acceptable
situation
that
we're
in
and
it
shouldn't
be
happening.
So
all
I
can
say
is
that
I
am
sorry
for
what
is
going
on
and
to
the
residents
and
to
those
who
are
being
inconvenienced
by
it.
In
terms
of
next
steps.
I
have
asked
for
the
matter
to
be
addressed.
P
AE
Thank
you,
lord
mayor,
and
I
would
just
like
to
say
a
few
words
regarding
this
issue
as
well
and
to
give
support
to
councillor
cosby
he's
one
who
try
really
hard
to
get
a
resolution,
but
I
think
he
says
six
or
seven
times
still
no
resolution
to
the
good
running
of
this
particular
park
and
as
he
says,
it
serves
quite
a
big
community.
There
even
goes
as
far
up
the
courtroom
right
down.
AE
Roger
says
that
he's
sorry-
and
I
accept
that
he's
sorry,
but
it's
not
his
fault.
It's
the
ones
below
the
chief
executive
can't
go
out
and
open
gates
and
answer
his
job.
But
where
is
the
failure?
I
ask?
Where
is
the
failure
here?
Six
or
seven
seven
times
someone
somewhere
in
the
organization
has
totally
failed
us.
AE
We
represent
those
people
that
put
us
here
to
speak
for
and
when
they're
standing
there
with
kids
now
I
haven't
been
caught
out,
but
I
do
bring
a
young
grandchild
in
there.
He
makes
use
of
that
the
soccer
pitch,
and
you
know
this
great
crowd
there.
But
when
you
see
this
happening,
I
would
ask
the
question:
where
is
the
failures
someone
in
this
organization
needs
to
be
held
to
account?
AE
There
has
to
be
it
wouldn't
happen
in
a
in
a
private
organization.
It
just
wouldn't
happen.
You
wouldn't
allow
it
to
happen.
So
I
would
ask
the
question
here
tonight:
where
is
the
failure?
Am
I
able
to
go
far
as
far
to
say
to
bring
it
back
to
us
and
let
us
know
where
they're
doing
who
did
fail
and
why
and
what
caused
it,
because
if
it's
not
done
like
that,
and
people
are
not
made
to
stand
up
and
take
responsibility,
then
we
may
need
to
give
up
as
elected
rubber
sanders.
AE
Someone
somewhere
should
know
why
this
is
happening.
Unless
councillor
cosby
says
it
wouldn't
happen
in
eden
villa.
Why
is
it
happening?
Brownstown?
That's
what
we
need
to
know
and
I
would
expect
a
full
report
to
come
back.
I
was
going
back
to
the
committee,
but
into
the
council
that
we
can
read
it
where
the
failure
occurred,
on
a
guarantee
that
it
won't
happen
again.
Six
or
seven
times
is
way
far
too
much,
and
I
don't
think
it's
acceptable
and
I
would
support
counter
cosby
hold
hardly
in
this
one.
Thank
you.
E
Thank
you
very
much,
alderman
anderson.
I
know
councilwoman
cosby
has
raised
this
before
it
is
a.
It
is
a
fantastic
sports
arena.
I
remember
playing
football
down
there
many
years
ago.
Obviously
it
was
before
the
the
new
part
of
his
attitude
and
but
nowhere
definitely
needs
resolved.
So
thank
you
very
much
cancer,
possibly
going
to
bring
in
alderman
burns
to
discuss
cctv
and
bond
bridge.
V
Thank
you.
Thank
you,
lord
murph,
for
allowing
me
to
bring
this
item
forward
back
in
november
2018
at
the
at
the
full
council.
There
was
an
adam
on
the
agenda
about
cctv,
and
from
that
I
did,
I
put
a
proposal
forward
and
you
actually
sagged
it
that
we
and
reinstate
two
cameras
that
were
broken
in
barnbridge
stood
away.
Unfortunately,
that
night
there
was
a
vote
taken
and
we
were
defeated,
and
I
mean
it's
on
record
there
of
who
voted
against
it
and
who
supported
it.
V
Just
recently,
lord
murder,
there
was
an
incident
in
refrain
street
in
bonnbridge,
where
two
young
females
were
held
at
knifepoint.
While
a
place
was
robbed
20
yards
across
the
street,
it
was
a
cctv
camera
that
isn't
working
now
had
we
have
got
our
vote
back
then
in
2018
there
might
have
been
a
possibility
of
those
cameras
that
camera
being
fixed.
V
V
Are
they
going
to
be
repaired?
Are
they
going
to
be
removed
or
what
has
happened
with
the
whole
cctv
system?
I
see
now
that
an
mla
in
barnbridge
has
come
on
board,
and
maybe
this
time
she'll
bring
her
party
colleagues
along
with
her
because
they
voted
against
it.
The
last
time
replacing
two
of
these
cameras,
so
I
do
hope
that
action
can
be
taken
soon
to
restore
the
cctv
cameras
in
our
areas.
V
AA
Thanks
lord
my,
and
just
to
concur
with
alderman
burns's
remarks
there.
I
think
we've
been
contacted
by
the
traders
and
and
frustrated
traders
at
that
as
well.
I
know
this
might
be
an
issue.
That's
been
rumbling
on
from
before
I
was
elected
on
to
the
council.
So
it's
something
that
you
know
it
needs
to
be
sorted
and
I'd
be
happy
enough
to
support
alderman
burns.
Thank
you.
W
Thank
you,
lord
mer,
and
certainly
it
is
an
issue
at
the
moment.
I
think
we're
well
past
two
cameras,
I
think,
there's
maybe
50
percent
of
them
and
not
working
on
bomb,
and
do
you
think
the
chief
executive
first
updates
on
them
that
I
believe
work
is
underway
on
the
one
that
has
been
mentioned
here
tonight,
but
certainly
would
be
good
to
see
these
situations
being
rectified
in
the
future.
Thank.
AC
Yes,
thank
you,
lord
mayor,
for
for
bringing
me
in
on
this
point.
I
take
exception
actually
to
the
counselor
who
has
said.
Maybe
take
our
you
know
the
dep
colleagues
on
board
because
counselor
burns.
If
you
look
back
through
the
minutes,
you'll
find
that
it
is
me
has
been
actually
been
championing
this
across
the
abc
area.
I
had
requested
for
a
report
to
be
done
across
the
whole
area
of
all
of
the
cameras
number
one.
That's
not
working
number,
two,
the
ones
that
are
that
are
working
but
are
strategically
badly
placed.
AC
So
I
had
asked
for
and
and
there's
there
was
more
to
the
report
than
that.
There's
no
point
going
into
all
of
the
detail.
Now
I
spent
many
afternoons
along
with
godfrey
and
many
of
the
officers
down
at
the
cctv
suites
across
our
province,
to
see
how
fantastic
cctv
can
work
and
is
a
fantastic
whenever
it's
crime
accident,
anything
if
information,
but
the
problem
is
with
no
money
for
it
and
it's
not
a
council
responsibility.
AC
AC
So
I
don't
know
what
the
answer
is,
but
I
do
feel-
and
I'm
glad
you've
actually
raised
it
tonight-
alderman
burns,
because
it's
one
of
those
things
I
mean
we
had
a
tragedy
in
poor
dad
where
young
jack
lost
his
life
and
those
parents
are
still
they're
still
trying
to
come
to
terms
with
his
loss
of
life
and
yet
was
all
there's
still
nothing
there
in
terms
of
their
cctv
had
been
available.
AC
That
night,
we
may
have
had
a
breakthrough
in
that
investigation,
but
all
we
can
do
is
go
moving
on
and
perhaps,
if
counselor
our
alderman
burns
actually
did
you
put
a
proposal
in
requesting
a
an
updated
report
comes
back
to
committee.
If
you
didn't,
I
will
a
second.
If
you
did
and
if
you
didn't,
I
would
make
that
as
a
proposal
to
bring
this
up,
because
it's
not
just
applicable
to
bambridge
everywhere.
V
AC
AD
Lord
mayor,
just
in
responding
to
the
points,
if
it's
agreeable,
with
members
and
and
just
looking
at
content,
and
perhaps
the
confidentiality
of
some
of
the
information
with
regards
to
cameras
in
terms
of
their
their
use
and
working
status
and
other
issues,
would
propose
bringing
a
a
report
through
a
confidential
report
through
leisure
and
community
services
committee.
To
pick
up
on
on
the
issues
that
have
been
discussed.
E
Thank
you,
cancer.
I
think
it's
that
commentary
next
month.
Thank
you
very
much.
Thank
you
very
much
members
and
moving
on
to
council
mccloud
on
the
the
curtain
of
rural.
M
R
It's
a
mercy,
lord
murder,
that
neither
the
driver
nor
the
small
number
of
passengers
were
injured
or
came
to
any
harm
and
unfortunately,
the
bus
didn't
topple
into
the
field
and
lord,
before
I
say
anything
more,
I
think
it's
important
to
acknowledge
and
to
thank
all
of
the
dfi
road
staff
who
keep
our
road
network
going,
keep
it
flowing,
especially
in
times
of
challenging
weather
conditions.
So
it's
important
that
we
acknowledge
that
and
we
thank
those
people
rodner.
R
This
incident
serves
to
highlight
the
huge
risk
that
rural
road
users
be
the
motorists,
bus
drivers,
or
indeed
other
stv
drivers,
take
when
venturing
on
to
treacherous
untreated
rural
roads
during
periods
of
wintry
weather
literally.
In
some
cases
they
take
the
their
lives
and
their
hands.
Lord
murr,
it's
just
plain,
not
fair.
It's
not
right,
and
indeed
arguably
it
is
discriminatory
against
rural
road
users.
R
Lord
mer,
some
of
the
veterans,
the
local
community
group
canal
and
rural
community
development
group
and
others
have
over
many
years
attempted
to
have
this
canal
and
gets
bridge
road
added
to
the
gridding
network.
Sadly,
each
time
requests
have
been
turned
down,
and
indeed
I
would
commend
all
who
over
the
years
have
come
campaign
for
this.
R
R
In
any
case,
I
would
ask
for
council's
support
on
this
issue,
so
so
lord,
where
I
propose
that
we,
as
a
council,
write
to
minister
marlon
at
dfi,
requesting
a
meeting
to
specifically
discuss
the
issue
of
the
grading
of
rural
roads
that
are
school
bus
routes.
R
I
would
ask
for
support
for
this
request
from
across
the
chamber
this
evening.
Lord,
as
I
draw
my
remarks
to
a
conclusion
by
quoting
part
of
an
email
I
received
from
dfi
roads
last
friday,
responding
to
my
request
for
this
rule
to
be
graded.
The
message
said,
quotes
we
have
received
your
email
and
we
hope
to
issue
a
reply
by
the
21st
of
the
3rd
2022.
R
N
Q
N
I
I
don't
think
it's
a
member
in
this
chamber
hasn't
you
know,
sort
of
tried
to
lobby
dfi
road
service
to
to
gripped
rural
roads
and-
and
you
do
get
the
same
answer
and
in
fact
I
do
recall-
or
I
think
we
did
write
to
minister
mal
quite
recently,
and
and
I
do
I
think
she
did
reply.
But
look.
N
I
I'm
happy
to
support
on
second
a
the
proposal
here
tonight,
because
I
I
do
think
it
is
a
really
important
issue
and
I
saw
the
images
that
that
were
referred
to
by
by
by
council
mclaren,
that,
like
the
war's
lucky
is
nobody
hurt
because
the
bus
was
actually
off
the
road
and,
like
I
can
quote
rural
schools
in
my
area
as
well.
N
You
know
that
that
basically
there
aren't
credit
and
and
when
we
do
get
the
sort
of
extreme
weather,
be
it
you
know,
frost
or
snow
or
whatever
the
rural
dwellers
and
and
especially
these
bosses
going
to
schools,
are
taking
the
light
from
their
hands,
and
I
do
think
that
really
I
don't
know
what
the
because
I
said,
I
think
a
bit
we've
been
here
and,
and
it's
been
sort
of
debated
over
and
over
and
over
and
over
again.
But
I
do
think
it's
worth
trying.
N
You
know
again
just
to
sort
of
emphasize
and
obviously
refer
to,
because
as
councilman
clown
says,
do
we
have
to
wait.
Somebody
is
killed
to
actually
act
now,
and
I
know
that
minister
manolis,
as
you
know,
a
sort
of
brought
in
20
million
limits
at
a
lot
of
schools
and
I
think,
should
bring
it
to
bring
them
in
all
schools.
To
be
honest
with
you,
and
I
don't
see
why
why?
N
What
why
she
wouldn't,
but
definitely
this
year
is
something
I
think
we
need
to
really
really
get
her
to
sit
up
and
and
listen
to
because
as
councilman
clown
says
there
will.
There
will
be
somebody
badly
injured
or
worse
and
it'll,
be
vitally
because
of
this.
So
I'm
happy
to
second
the
proposal
or
martha.
S
Thank
you,
lord
yeah.
I
would
agree
with
everything
that
has
been
said
here,
because
this
has
been
raised
many
times
dfi
over
the
years
with
different
working
groups
and
all
of
that
and
they
just
simply
don't
get
it
lagging
river-
is
probably
one
of
the
most
rural
des
within
this
council
and
yet
we're
probably
one
of
the
most
discriminated
against
whenever
it
comes
into
road
services
and
all
of
that
the
state
of
some
of
the
roads
in
it.
The
verge,
has
been
done
away
with
they've
just
been
worn
away,
and
it
does.
S
It
is
an
accident
waiting
to
happen
and,
as
our
colleagues
have
said,
that
it
is
lucky,
nobody
was
killed
last
week,
but
are
we
going
to
wait
on
minister
mullen
to
make
up
her
mind
what
she's
going
to
do
with
us
or
she's
just
going
to
continually
discriminate
against
the
residents
of
lagoon
river?
I'm
right
across
solar
areas,
but
black
and
river
is
one
of
the
most
rural
das,
as
we
have
within
this
kind.
So
we
need
to
be
doing
more
to
support
soda.
You
know,
so
thank
you.
Learner,
happy
to
support.
F
Lord
mayor
just
and
support
of
the
suggestion,
the
proposal
that
is
made,
I
have
a
no
great
problem-
I've
lobbied
in
this
particular
issue.
In
the
past.
I
was
interested
in
some
of
the
comments
country
salvage
made
about
lag
and
river
being
rural.
F
I
I
think
I
represent
one
of
the
the
most
diverse
parts
of
the
countryside
from
mountains
and
there's
not
so
many
mountains
I
think
in
in
in
the
lagoon
river
area.
You
know,
but
that's
only
by
this
by
the
way,
but
in
any
event
I
I
I
certainly
support
the
the
issue.
It's.
F
It
has
been
ongoing
that
I
remember
a
a
number
of
schools
in
in
my
own
electoral
earlier,
indeed
in
the
in
the
wider
arma
area,
whereby
there
have
been
problems
in
terms
of
of
the
grabbing
our
roads
and
getting
kids
to
schools-
and
I
mean
country
candy-
is
the
on
the
line.
But
if
you
attempt
to
get
up
red
rock
hill
on
a
snowy
morning
when
the
snow
is
nowhere
else
anywhere
else,
and
probably
northern
ireland
there'll
be
probably
snow
on
two
places
once
on
red
rock
hill
and
the
other
ones.
F
On
the
the
delancian
pass,
but
in
any
event
the
the
doors
need
to
be
some
individual
attention
given
to
roads
and
they're,
not
all
similar
in
in
any
sense
in
terms
of
of
of
the
snowfall
and
the
frost
or
whatever,
but
they
I'll
be
watching.
The
road
service
report
that
comes
out
from
one
of
the
officers
here
in
council
patricia
sends
you
all
a
list.
Every
nearly
every
week,
twice
a
week,
two
or
three
times
a
week
off
loads
that
have
been
closed.
F
I
assume
it's
for
some
sort
of
maintenance
it
would.
It
is
interesting
reading
I
have
tried
to
sort
of
make
a
list
of
of
of
where
all
these
roads
are,
and
I
would
advise
others
to
sort
of
do
the
same
thing,
because
it
does
seem
to
be
maybe
a
slight
imbalance
as
to
where
all
the
roads
are
been
closed.
For
I
assume
it's
it's
work
in
my
area.
I
have
a
very
good
working
relationship
with
the
people
in
road
service.
I
have
no
problem.
I
I
talk
to
them
regularly.
F
I'm
talking
to
two
of
them
today
on
two
occasions,
so
to
try
and
get
things
done,
but
there
is
a
a
major
problem
within
the
root
service.
In
terms
of
of
of,
I
believe,
management
or
strategic
view
for
rural
areas
that
by
and
large
they're,
more
or
less
forgotten
about,
and
it's
you
know,
there's
roads
in
my
dea,
as
one
of
my
colleagues
said
when
you're
driving
along
them,
there's
potholes
in
them
that
date
that
you
took
your
horn
coming
up
out
of
them.
F
I
you
know
what
I
mean.
There's
some
of
the
rural
roads
are
really
really
really
suffer
and
we're
we
haven't
had
a
bad
winter.
Thankfully,
the
winter
has
been
a
fairly
mild
and
it
hasn't
had
such
a
detrimental
effect
on
the
road.
Thankfully,
it
wasn't
that
sort
of
a
winter,
but
I
certainly
feel
that
there
is
a
major
job
of
work
to
be
done
by
government
by
the
minister
in
terms
of
on
critical
of
one
minister.
F
There's
been
others
that
have
been
in
this
field,
but
I
think
the
root
service
is
really
nearly
the
forgotten
cousin
within
a
storm
and
irrespective
of
what
minister
is
in
charge,
I
think
there
is
the
lack
of
sort
of
urgency
as
to
the
needs
of
rural
people
and
rural
areas,
and
I
do
believe
that
it
needs
to
be
addressed,
and
I
certainly
am
very
supportive
of
the
suggestion
of
the
proposal
that's
been
made,
but
I
think
it's
wider
than
that
in
terms
of
administering
a
proper
way
in
which
the
roads
in
rural
parts
of
the
country
are
dealt
with.
E
I
I
So
it's
something
that
has
been
ongoing
and
you
know.
I
think
one
of
the
big
issues
that
I
would
be
keen
to
hear
from
road
service
on
is
around
the
the
procurement
issues
and
how
that
is
still
impacting
upon
resurfacing
programs
in
our
areas,
but
look
there.
This
is
not
the
r
for
for
that
day
tonight.
So
I've
been
content
with
the
letter
going
and
happy
with
the
sentiments,
probably
probably
another
minister,
by
the
time
that
that
will
be
happening.
E
A
few
months
away,
thank
you
very
much,
sir.
How
long
and
the
latter
will
go
off
to
the
minister.
Thank
you
members,
so
just
to
finish
off
counselor
keeping
the
belief,
you're
right
and
suddenly,
spain,
maybe
it's
maybe
not
as
sunny
as
it
is,
that
you're
expecting
and
that's
I'm
bringing
in
kendrick
keaton
as
he
has
retained
from
his
position
of
then
champion
and
as
a
cancer.
So
so
I'm
going
to
bring
in
counselor
michael
to
speak
on
that.
H
Thank
you.
Thank
you,
lord
mark.
Yes,
despite
our
best
efforts
to
change
his
mind
and
the
term,
I
unfortunately
have
to
announce
that
councillor
keating,
my
friend
and
colleague,
has
turned
into
his
resignation
from
council.
With
effect
from
from
from
this
evening
god's
been
an
excellent
constituency.
Representative
firma
city
since
abc
council
came
in
to
be
in
in
2014.
H
H
L
Thank
you,
lord
mayor.
It's
just
to
wish
country
kidding
or
gareth
who
can
call
now
all
the
best
as
it
goes
to
those
sunnier
climbs.
So
just
on
behalf
of
the
lads
wish,
you
well
hope
all
all
the
best
for
your
your
future
over
there
and
that
of
your
family.
So
adios,
garth
and
they'll,
maybe
see
you
sometime
over
there.
I
Yeah,
thank
you,
lord,
and
but
can
I
take
the
opportunity
to
wish
gareth
and
sean
and
the
family
every
happiness,
a
suppose.
It's
a
bit
weird
saying
in
your
retirement
because
for
for
your
age,
but
look
it
has
been
a
pleasure
working
with
you
on
projects
and
in
your
time
in
irma
and
you've
definitely
been
very
popular
on
the
ground.
I
You
know
that
when
you
go
knock
on
doors
and
as
liam
has
said,
you
know,
you
brought
a
little
bit
of
enthusiasm
and
a
bit
of
a
difference
and
a
bit
of
spark
to
your
time
as
a
as
lord
mayor
and
indeed
in
the
same
as
your
in
your
time
on
council.
So
look
good
luck
and
every
health
and
happiness
in
the
years
ahead.
F
Mayor,
I
just
I
think,
there's
no
doubt
about
it
that
concert
keating
and
his
style
brought
a
slightly
different
image
to
maybe
what
most
people
think
of
a
council
and
think
of
a
counselor.
F
F
Maybe
if
I
was
out
there
on
my
brother,
I'll
probably
have
to
wear
a
hat,
and
I
have
no
doubt
that
when
he's
out
there,
he'll
probably
maybe
disregard
the
heart,
it
was
a
unique
feature
about
him
and
he
he's
out
there
in
his
left
home
as
it
were
and
he's
out
there
with
his
wife
and
family.
So
I
have
really
nothing
to
say
only
wish
him
well
in
his
endeavors
and
no
doubt
when
he
gets
rid
of
his
heart
he'll.
F
Maybe
they
return
back
home
and
I
don't
really
return
to
the
council
or
not.
But
in
any
event,
he
was
a
a
a
bit
of
a
character
and
I
suspect
he
made
an
impression
on
on
quite
a
few
people,
not
everybody,
I
must
admit,
but
in
any
event
we
are
where
we
are-
and
maybe
you
gotta,
maybe
get
a
new
heart
by
the
time
he
comes
home
again.
You
know.
W
Thank
you,
lord
mayor
and
councillor
spears,
talking
all
about
that
hotly
scene
in
a
boulder
hot
on
the
other
night
there
somewhere
recently,
but
certainly
my
year's
deadly
mer
and
country
keaton
was
a
mirror
and
I
do
remember
attending
all
the
places
and
most
people
said:
oh
you're,
not
the
one
with
the
hut.
W
I
thought
there
was
an
awful
lot
of
differences,
including
his
her
length
and
a
whole
lot
of
things
without
him
to
say
to
me,
but
he
was
certainly
very
good
to
work
with
that
year
and
I
don't
think
he
had
any
fun
with
the
start
of
the
year
and
then
went
off
and
his
wife
had
the
first
one
to
wish
them
well-
and
I
remember
doing
a
couple
of
events
with
them
and
one
in
particular
at
oxford
island,
where
I'm
standing
there
trying
to
look
serious
in
the
foot
and
he
just
stretched
everybody
jazz
hands
and
the
whole
group
donald
trump
was
on
there
like
an
absolute
spur
apart.
W
E
Thank
you
very
much
council
for
greenfield,
and
I
know
us
so
that,
as
as
lord
meredith
of
the
armor
city,
barbaric,
quick
advent
burg,
council-
and
I
wish
you
well
as
former
lord
mer-
I
know
you
brought
put
something
to
the
table.
You
brought
your
your
hat
and
your
dancing
skills,
I'm
not
sure
they're.
Well,
whether
they're
better
than
me
own
dozen
skills
or
not,
but
we'll
have
that.
E
Maybe
for
the
history
books
can
record
that,
though
I
wish
you
and
your
family
well
and
make
sure
you
weren't
some
it's
on
screen
on
on
on
your
endeavors
yeah.
So
thank
you
very
much.
That's
us
finnish
members.
I
am
okay,
sure
keaton
do
you
want
to
come
in.
Y
Yeah
thanks
dartmouth
wouldn't
mind
just
saying
a
quick
few
words.
Listen,
I
appreciate
the
long
evening,
so
I
don't
watch
the
prolonged
proceedings
for
too
long,
but
I
do
want
to
quickly
just
say
a
quick
few
words
to
register
my
sincere
thanks
to
all
the
staff
of
the
council
with
wonderful
staff,
we're
very
blessed
to
have
such
great
staff
and
they
work
tirelessly
every
day
to
provide
the
access
services
we
enjoy
for
local
citizens.
It's
been
a
real
privilege
to
work
with
such
dedicated
people
over
the
last
eight
years.
Y
People
who
go
to
work
every
day
with
the
aim
of
improving
our
public
services
and
facilities
for
the
benefit
of
repairs,
so
really
want
to
acknowledge
the
work
that
our
staff
do
and
thank
them
sincerely
for
that
to
you.
Members
has
been
a
very
enjoyable
experience
to
have
served
in
the
chamber
and
laterally
in
a
digital
chamber
and
a
hybrid
chamber
with
all
you
and
indeed
a
lot
of
the
past
members
who've
served
in
the
council
of
german
tenure.
Y
It
does
get
hot
and
heavy
in
the
chamber
from
time
to
time,
but
such
as
the
cut
and
thrust
of
politics,
but
no
matter
how
fairy
the
exchanges
have
been
over
the
years.
For
the
most
part,
we've
always
been
able
to
have
a
friendly
cup
of
tea
in
the
fire
afterwards,
after
that
always
be
grateful
and
thankful
for
the
civility
that
we
all
show
each
other
for
the
most
part,
deep
respect
for
each
and
every
one
of
you
members,
and
whereas
they
clearly
think
that
most
of
you
are
wrong
about
most
things.
Y
We
discussed
the
chamber.
I
do
nonetheless
appreciate
that
you
usually
mean
well
for
your
constituents.
In
all
seriousness,
though,
there
are
many
significant
challenges
that
lie
ahead
for
the
residents
of
the
borough,
facing
to
painful
costs
of
living,
increases,
pressures
of
wider
geopolitical
instabilities
and,
of
course,
a
climate
catastrophe
that
requires
the
attention
of
this
chamber.
Like
all
other
areas
of
governance,
the
role
of
a
character
is
entirely
a
very
tough
gig.
Y
If
it
indulges
me
quickly,
I
want
to
pay
a
special
word
of
thanks
to
my
sinfin
party
colleagues,
who,
in
all
sincerity,
are
the
nicest
and
most
wonderfully
caring
and
supportive
group
of
people.
Anyone
could
ever
wish
to
work
with
it's
been
a
tremendous
honour
and
a
privilege
to
have
served
the
public
alongside
such
great
comrades,
keep
up
your
hard
work
and
dedication.
Guys.
I'd
also
like
to
thank
the
fantastic
people
of
rmi
for
their
unwavering
support
and
kindness
to
me
over
the
last
eight
years.
Y
Lastly,
but
by
no
means
least,
I
want
to
acknowledge
the
infinite
support
and
love
that
I've
received
from
my
family
and
friends
over
the
years
have
been
very
understanding
of
the
competing
time
demands
of
public
representation
very
much
looking
forward
now
to
making
up
for
some
of
the
missed
dinners
and
family
gatherings
in
the
time
ahead.
So
amore
august,
slangophile,
paris,.
