A
A
D
So
I
want
to
thank
the
board
for
allowing
me
to
come
today
to
talk
about
our
application
under
the
securing
our
children's
grant
fund
for
the
renovation
and
expansion
of
the
Atlantic
County's
technologies.
Just
quickly
I'll
go
through
some
programs
that
we've
had
just
kind
of
the
history
of
the
school.
The
programs
on
the
screen
date
back
to
1974.
D
They
are
still
operated
at
the
school
today.
Some
of
the
names
have
changed,
but
these
are
programs
that
have
their
roots
that
can
be
traced
back
to
1974,
auto
cad,
carpentry
cosmetology,
culinary
you
can
see
the
whole
list.
Information
technology
actually
grew
out
of
electronics,
data
processing,
commercial
art
that
we
actually
had
graphic
arts
at
one
time
at
the
school.
D
But
these
programs,
as
you
know,
all,
have
become
more
digital
over
the
years
with
that
being
said,
we
were
a
shared
time,
vocational
school
from
1974
until
2000,
and
at
that
time
we
started
to
phase
in
full-time
academy
programs.
The
Academy
movement
is
something
that
happened
nationwide
that
we
recognize
that
the
time
to
share
time
model
wasn't
working
well
for
the
students
in
Atlantic.
County
has
done
a
lot
of
time.
D
On
the
bus
going
back
and
forth
between
schools
and
we
started
phasing
in,
we
started
with
culinary
arts
and
hospitality,
and
then
we
phase
the
others.
In
over
several
years,
2003
we
actually
changed
the
name
of
the
school
2008
to
2012.
We
phased
out
our
share
of
time
academies
and
went
with
all
full-time
programs.
D
As
you
know,
between
2008
and
2012,
we
did
a
major
addition:
renovation
to
a
CIT,
the
was
substantially
completed
in
2012,
and
we
once
again
were
able
to
bring
all
of
our
students
from
all
over
Atlantic
County
to
one
building
and
have
both
our
academic
as
well
as
a
career
and
technical
or
vocational
programs
were
all
offered
at
the
one
site
we
added
airport
exterior
RTC.
This
has
been
a
program
we
applied
for
many
years
earlier
in
the
Air
Force
actually
approved
the
program
in
2013.
D
Performing
Arts
was
added
in
2013
because
we
had
a
Performing
Arts
Center,
but
we
also
had
technical
theater
before
that.
As
a
sheriff
time
program
and
2015,
we
added
the
aviation
studies
academy
through
a
grant
with
New
Jersey
Department
of
Education
and
a
partnership
with
Lana
Cape
Community
College.
That's
how
we
got
to
where
we
are
right.
Now
all
of
our
programs
are
New.
Jersey
Department
of
Education
approved
CTE
programs.
D
They
go
through
an
approval
process
of
Department
of
Education.
They
are
all
four-year
program,
so
our
students
are
in
class,
86
and
90
minutes
a
day
for
four
years
in
each
of
their
programs.
So
if
they're,
a
culinary
student
they're
going
to
have
four
years
of
culinary
five
days
a
week,
90
minutes
a
day,
they
get
over
a
thousand
hours
of
instruction
or
40
credits.
Typically
for
a
student
graduates
of
high
school
in
New
Jersey,
it's
120
credits,
our
students
leave
usually
with
a
hundred
and
sixty
credits
on
that
graduation.
D
That
is
actually
facilitated
through
New
Jersey
State
law,
and
it
is
an
equity
issue
that
every
student
in
the
county
is
learns
about
the
opportunities
that
are
available
at
their
vocational
here,
because
it
is
funded
by
Atlantic,
County
taxpayers,
the
8th
grade
students
and
their
parents
attend
an
open
house
in
October.
We
put
our
online
application,
we
make
it
active
in
late
October
and
then
we
take
applications
of
the
Fogo.
Then
we
receive
between
October
and
January.
We
start
our
review
late
December
as
ladies
lieutenant
December
and
into
January.
D
We
receive
over
a
thousand
applications
every
year.
This
year
seems
to
be
trending
much
higher.
We
had
the
portal
open
for
a
little
over
a
month
and
we
all
have
already
have
over
960
applications
for
the
freshman
class
for
next
year,
but
that
being
said
to
ensure
equity
for
all
students
in
the
county,
we
accept
applications
on
a
rolling
admissions
basis,
because
the
application
consists
of
two
parts:
what
the
parent
and
student
put
in
and
what
the
sending
districts
send
to
us.
D
As
I
said,
our
admissions
coordinator,
Steve
that
visits
all
of
the
schools
over
a
thousand
applications.
There
is
a
committee
that
reviews
the
applications.
It
is
a
blind
application
process.
We
are
not
allowed
to
ask
if
the
student
is
special
needs
and
we
do
not
any
information
about
504
plans.
Ie,
PS
or
health
information
is
part
of
the
process.
D
They
are
evaluated
by
the
cohort,
so
if
they
apply
for
a
culinary,
all
of
the
students
will
apply
for
culinary
or
evaluated
among
that
group,
as
well
as
the
students
for
each
of
the
17
programs
that
we
have.
The
requirements
for
each
program
are
different
student
who's
going
into
engineering
after
the
science
certainly
needs
to
have
more
proficiency
in
math
and
science
to
benefit
from
that
program.
D
D
Senator
Sweeney
recognized
this
issue
and
put
forward
the
securing
our
children's
future
bond
that
went
through
the
legislature
and
was
approved
by
New
Jersey
voters
in
November
of
2018
across
the
state
of
New
Jersey.
There
are
approximately
two
applications
for
every
one
seat
in
a
school
like
a
CIT,
and
this
grant
program
was
specifically
designed
to
address
that
need,
so
it
turned
out
to
be
a
five
hundred
million
dollar
program.
D
Three
hundred
and
fifty
million
for
CTE
expansion
and
school
security
that
looks
like
about
275
million
is
going
to
be
for
school
expansion,
CTE
school
expansion.
The
rest
will
be
used
for
school
security.
Fifty
million
has
been
allocated
statewide
for
community
colleges
and
100
million
for
of
the
water.
Is
the
structure
projects
throughout
the
state
of
New
Jersey
to
address
the
lead
problem
in
schools.
This
is
a
75%
grant.
Twenty
five
percent
local.
D
If
we
came
to
the
county
and
wanted
to
do
a
program
to
expand
the
school,
the
county
is
only
eligible
for
40%
debt
servicing.
You
are
not
eligible,
except
under
this
grant
program
for
75%
grant.
It
really
is
a
once-in-a-lifetime
opportunity
to
receive
these
types
of
funds
that
are
specifically
tailored
for
Career
and
Technical
Schools.
D
There's
only
one
career
in
technical
school,
Atlantic
County
and
it's
the
Atlantic
County
Institute
of
Technology
were
the
only
school
that's
available
to
apply
for
these
aren't
eligible
projects,
new
construction
facility
expansion
and
renovation,
C
shops,
academic
classrooms,
some
of
the
support
areas
that
would
be
needed,
which
would
include
gymnasiums
or
cafeterias,
and
things
of
that
nature.
Is
you
get
more
students?
You
need
to
have
these
support
services
to
accommodate
them
as
well.
There
is
late
acquisition
available,
but
that
does
not
apply
to
us.
D
D
We've
been
told
so
far
as
it
looks
like
the
state
is
going
to
have
several
different
types
of
projects
that
they're
having
to
approve
large
small
medium
projects
largest.
The
indications
would
be
about
forty
million
dollar
grant
could
be
eligible
or
what
we're
hearing
this
will
be
finalized
is
for
four
districts
throughout
the
state.
This
is
a
competitive
grant,
so.
E
D
Can
tell
you
that
there
are
more
districts
applying
for
this.
Then
there
are
grant
funds
available,
I've
been
told.
So
we
have
it's
a
two-phase
process
once
we
actually
submit
to
the
jersey,
Department
of
Education,
we'll
have
to
have
architectural
drawings
and
documents
to
go
along
with
that
site
plan
and
all
the
other
things
to
go
along.
Then
the
department
will
review
it.
They'll
come
up
with
our
eligible
costs,
not
everything.
That's
in
a
school
plan
is
eligible
for
state
funding.
D
D
So
the
project
requirements
under
the
grant
we
have
to
increase
CTE
capacity
have
to
serve
more
students
who
are
interested
in
CTE
programs
and
careers.
Prepare
students
for
high
demand,
technically
skilled
careers,
aligning
with
the
labor
market
demands
and
the
economic
devoted
of
development
goals
of
the
county,
and
this
is
where
Atlantic
County
is
really
I,
think
a
step
ahead,
because
you've
done
such
a
good
job
with
your
economic
development
plan,
both
with
the
study
that
was
done
by
Angelo
economics
and
now
with
the
economic
Alliance
and
the
work
that
they're
doing.
D
It
makes
a
lot
easier
for
us
to
apply
because
that
data
is
available
and
we
have
to
engage
local
employers
and
identifying
the
workforce
needs.
We
have
over
300
employers
on
our
advisory
board.
We
have
engaged
them
in
the
process
to
identify
the
needs,
but
also
they
kind
of
give
us
some
ideas
of
the
spaces
that
they
think
we
would
need,
as
well
as
the
equipment
going
forward
to
facilitate
the
programs
that
we
would
be
offering
under
this
grant
application.
D
D
D
D
D
So
these
are
the
new
programs
we
hope
to
facilitate
under
the
grant
application
and
we
believe
these
are
directly
aligned
with
the
economic
development
plan
and
workforce
needs
of
the
county
versus
aviation
mechanics.
So
I
know
this
county
is
investing
in
hangar
and
hopefully
we're
going
to
be
on
the
draw
and
aviation
maintenance
company
in
to
Atlanta
County.
We
already
have
an
aviation
Studies
program
and
we're
aligned
to
Atlanta
Community,
College
and
embry-riddle
university.
D
We
would
develop
the
aviation
mechanics
program
using
those
alliances
as
well
and
hope
that
our
students
will
be
able
to
transition
into
the
adult
program
with
advanced
standing
in
aviation
mechanics
exercise.
Science
would
be
part
of
our
Health
Sciences,
offering
it
is
a
field
that
is
needed
and
one
that
is
aligned
with
the
Health
Sciences
curriculum
that
are
presently
being
offered
at
the
college
and
university
level.
Auto
Collision.
D
We
actually
have
an
auto
body
shop,
but
we
would
need
additional
classroom
space
to
support
students
in
that
area
as
well
as
we
need
an
auto
body
teacher.
So,
if
any
of
you
know
someone
in
auto
body
who
would
like
to
teach
and
go
through
the
New
Jersey
Department
of
Education
certification
process,
we
would
love
to
talk
to
them.
Diesel
technology
is
another
that
has
been
identified
by
our
local
employers
as
a
need
in
this
area.
Welding
welding
goes
along
with
many
of
the
areas,
including
advanced
manufacturing
and
is
one
of
our
largest
Knight
programs.
F
D
You
know
once
again:
these
are
our
programs
that
there
is
an
identified
need
throughout
the
county,
and
this
is
something
that
employers
are
telling
us
our
expanded
programs.
We
hope
to
be
able
to
take
more
students
in
the
building
trades.
We
have
job
areas,
but
we
would
need
more
classroom
space
to
accommodate
them.
Culinary
arts
o
is
one
of
our
largest
programs,
and
one
is
dates
back
to
1974.
D
And
so
these
are
the
programs.
We
would
hope
to
be
able
to
expand
with
some
of
the
additional
spaces
that
we
have
we
need.
These
are
the
labs
that
we
need
for
this
program
and
the
support
spaces,
because,
as
you
get
more
students,
you
more
rooms,
we
actually
don't
have
enough
room
right
now,
especially
for
phys
ed
and
some
of
the
other
courses
that
we're
offering
with
one
gym.
D
So
the
plan
that
we
have
been
working
on-
and
it's
outrageous-
is
really
the
building
of
a
building
between
the
two
buildings
that
we
have
right
now.
So
we
have
some
challenges
on
that
site.
One
is
we
have
a
huge
elevation
shift,
believe
it
or
not,
it's
a
hilly
part
of
Atlantic
County,
so
we
have
an
aviation
or
an
elevation
shift
there.
That
time
we
had
to
deal
with
with
the
first
addition,
but
we
have
to
deal
with
this
one
as
well.
D
We
would
hope
to
connect
the
two
buildings
that
we
have
right
now:
we're
spending
about
a
hundred
thousand
dollars
a
year
of
bus
students
back
and
forth
between
buildings
all
day
long
180
days
a
year.
So
we
need
to
that
would
solve
that
problems
by
linking
the
two
buildings
of
students
could
actually
walk
between
with
the
new
construction.
D
B
D
Our
present
site,
that
is
the
main
building
with
the
white
roof,
and
then
the
building
with
what
looks
like
a
green
roof
here
is,
is
what
we
call
our
south
wing.
This
is
a
freshman
building.
All
the
freshmen
take
at
least
their
academic
classes.
In
that
building
majority
of
them
they
do
have
to
travel
up
to
the
other
building
for
culinary
and
carpentry
and
auto
and
the
CTE
programs.
It
is
too
far
to
walk
it's
a
probably
between
250
and
300
yards
between
buildings
and
the
day
like
today
we
have
a
lot
of
white
kids.
D
B
D
D
With
this-
and
this
is
just
a
rendering
that
the
architect
is
done
of
the
building
that
would
join
the
two
buildings
together,
there
is
a
lot
of
work
that
needs
to
be
accomplished.
It's
it's
easy
to
draw
pictures,
but
now
you
have
to
put
numbers
to
what
the
actual
costs
are
nets.
That's
why
we're
here,
because
we
don't
want
to
get
too
far
into
this
without
having
some
indication
as
to
where
we're
going
this.
This
is
probably
hard
to
see,
but
I
do
have
some
hard
copies.
D
This
is
the
enrollment
summary
by
sending
district
and
what
the
expansion
impact
would
be
on
of
the
sending
districts
in
Atlantic
County.
This
number
is
based
on
the
percentage
of
enrollment
that
that
district
has
with
us
now
over
a
period
of
years.
It
changes
a
little
bit,
so
it's
an
average
of
the
percentage
of
enrollment
over
at
lead
the
last
five
years,
so
we
can
see
where
the
increases
are
and
which
districts
would
would
see.
Trends
along
the
line
through
the
districts
and
have
more
students
with
us.
We
would
have
larger
increases.
D
G
G
D
Don't
know
and
any
facility
project
that
submitted
to
the
Department
of
Education,
there
are
eligible
costs
and
the
cost
that
are
not
at
work
there.
So
we
would
not
know
entirely
until
we
would
submit
that
the
architect
should
have
a
pretty
good
idea
and
that's
why
we
want
to
work
closely
with
him
to
develop
a
number,
and
then
we
would
come
back
to
three
over
board
at
some
point
to
give
you
a
specific
number.
That
would
be
your
maximum
exposure
on
the
twenty
five
percent.
If
you
give
us
the
go-ahead
to
continue
planning
the
process.
A
H
H
H
H
H
D
D
We
had
probably
the
misfortune
of
growing
during
the
time
and
to
leave
the
Rhodes.
Ladies
no
longer
frozen,
melanic
County
Institute
of
Technology
was
receiving
aid
and,
as
we
receive
aid,
our
tuition
will
go
down
because
tuition
is
calculated
after
state
aid
and
after
the
County
Sheriff.
So
as
we
receive
more
state
aid,
our
tuition
won't
go
down.
D
D
In
fact,
when
we
got
the
additional
state
aid
and
it
ATM
now
he
actually
gave
this
90
some
percent
of
that
he
back
to
the
sending
districts
3.1
million
dollars.
We
were
the
only
school
in
the
state
of
New
Jersey
that
I
know
of
did
it.
We
gave
it
back.
Our
budget
was
already
done
the
sending
district's
budget
look,
they
were
already
done
so
we
gave
back
300
treatment,
1
million
dollars.
In
fact,
radare
got
back
over
a
hundred
thousand
dollars.
During
that
time
we
have
also.
D
There
are
two
years
that
we
did
not
discount
the
so
ition
adjustment,
but
there
are
years
when
we
did
this
composition
adjustment,
meaning
that
we
could
have
charged
more,
and
we
did
so.
We've
taken
a
conservative
approach
to
this
and,
as
the
state
aid
increases,
we
are
very
hopeful
that
the
tuition
number
will
go
down
the.
If
you
looked
at
the
state,
eight
numbers
throughout
atlantic
county
per
district
and
first
student.
If
you
broke
it
down
by
student,
they
are
all
over
the
place.
D
D
Raider,
a
gets
more
in
state,
a
they've
been
certainly
a
full-time
school
much
longer
than
any
any
of
us
had
receiving
state
aid
for
many
years.
They
get
about
thirty,
two
million
dollars
a
year
in
the
stadium,
so
it
is,
as
I
said,
all
over
the
place
based
on
enrollment
and
hopefully
if
the
funding
formula
is
funded,
the
way
it
should
be
by
the
state
of
New
Jersey,
we'll
see
some
equalizing,
some
flattening
of
that.
H
D
D
It
is
actually
much
larger
in
terms
of
scope
than
the
number
of
students
that
are
sent
to
its
a
CIT.
In
fact,
we
could
send
all
the
students
back
the
greater
rate
and
they
would
still
have
about
1600
empty
seats
in
their
schools.
So
you
know
once
again:
this
is
a
process
we're
looking
to
provide
fair
and
equitable
access
to
the
county,
vocational
schools
for
all
students
from
throughout
Atlantic
County.
D
I
But,
first
of
all,
let
me
say
this
about
to
thank
you
for
that
presentation.
As
you
know,
I
agree
some
concern
to
be
going
be
sending
districts
and
their
concerns.
Our
students,
one
a
CIT
and,
as
you
know,
that
had
come
before
this
morning
took
the
trio.
This
wit
concerns
and
what
negative
impact
it
had
on
these
districts.
And
if
we
recall
we
win
Northfield
and
I
asked
it.
I
The
board
of
freeholders
committee
would
get
together
and
meet
with
the
superintendents
of
schools
to
come
up
with
some
solutions
and
resolutions,
to
figure
out
a
way
that
we
could
slow
down
the
amount
of
students
leaving
the
school
districts,
and
we
met
here
and
not
be
perfectly
honest
in
tonight's.
It's
out
to
commit
I'm
very
disappointed
that
the
school
district
did
not
step
to
the
plate,
talk
and
around
rounding
about.
I
But
a
lot
of
did
not
come
with
recommendations
and
suggestions,
and
so
I
don't
want
this
to
be
us
versus
them
at
the
end
of
the
day,
and
we
all
would
agree
and
I've
said:
there's
a
hunting,
I'm
I'm,
never
going
to
tell
a
parent
weird
to
send
their
kids
to
be
educated,
I.
Think
my
college.
Would
it
do
that
this
is
indeed
a
County
heist
and
not
agree
with
everything
that's
going
on,
but
it
is
it's
our
ownership
we
own
it.
We
find
it.
I
I
I
Again,
that's
fine
Danny,
but,
as
still
as
my
colleague
said,
it
leaves
a
void
in
the
local
school
districts
and,
as
unfortunately,
I'm
still
hoping
at
the
end
of
the
day
that
this
biscuits
would
continue
to
keep
together
and
come
up
with
other
ways
to
kind
of
see
students
and
then
just
it
would
not
be
paying
for
me
to
city
to
just
go
against
ACIP.
It
goes
against
them.
I'm.
Just
one
vote
we're
not
getting
a
same
argument.
I
What's
up
Isaac
city
apartment,
but
again
I,
don't
think
they've
stepped
to
the
plate
to
make
the
case
at
this
point,
but
never
have
I
heard.
Maybe
my
colleagues
are
different.
Great
aides
are
for
anybody
out
there,
but
not
just
the
complete
just
ask
to
slow
down
the
process,
but
if
you're,
the
only
one
that
can
apply
for
way
that
we
go.
I
Again,
we
don't
do
it
today,
I
suppose
make
that
money,
and
we
have
the
opportunity
to
continue
to
bring
closer
and
more
advance
our
students.
Guess
we
have
to
take
advantage
of
am
I
happy
with
the
whole
process.
Absolutely
not,
but
I
will
not
be
hypocrite
and
vote
against
it.
Just
because
I,
don't
think
I'm
great
with
everything
that's
been
said
and
done
a
CIT,
but
but
I
will
say
this
to
any
superintendent
in
this
building.
K
I
D
To
take
it
off
and
the
300
will
tell
you
that
we
are
not
the
right
school
for
every
suit.
You
have
to
want
to
be
involved
in
a
program
that
is
intense,
it's
four
years,
long
and
you're,
going
to
work
a
little
harder
in
term
in
that
fashion
and,
as
I've
said
before,
the
other
school
districts
in
this
county
have
exceptional
programs.
They
have.
You
know
this.
We
have
districts
of
25
30
days,
PE
classes,
yes,
well,
it's
their
differences
between
the
districts
and
parents.
Parents
come
the
open
houses.
D
We
probably
had
3000
people
over
two
nights
from
Atlantic
County
parents
and
students.
Maybe
just
come
north.
They
went
to
other
districts
as
well.
You
have
an
educated
group
of
parents
now
who
are
shopping
for
the
best
fit
for
their
kids.
It
may
be
a
great
fit
in
their
local
district.
It
may
be
a
great
fit
a
CIC.
It
may
be
a
private
or
parochial
school,
but
they
are
out
there
looking
to
see
what
what
works
best
for
their
child
Benjamin.
I
D
I
D
Can
take
you
know,
we've
been
typically
taking
about
450
oppression.
Now,
that's
what
our
yield
is.
We
usually
take
about
five
hundred,
fifty
or
sixty
kids
decide
they're
going.
They
apply
to
multiple
schools
are
going
to
go
to
somewhere
else,
but
we
typically
take
about
half
of
the
kids
a
little
time.
I
I
Number
those
students
either
one
a
CIT,
apply
into
a
CIT,
so
it
is
definitely
a
need.
What
I
will
say
and
closing
is
that
said
a
couple
of
months
back
I
would
hope
that
their
students
kind
of
weathers
president
laxity
any
other
school
just
but
trying
to
get
away
from
that
environment,
and
then
that
turned
away
because
of
the
apps
they
hate
to
make
settling.
They
are
looking
for
way
out.
I.
I
I
D
I
would
hope
we
do.
We
have
it.
We
have
an
appeal
process.
Discipline
is
one
of
the
factors
we
look
at
and
I
can
tell
you
not
a
cut
and
dry
situation.
In
fact,
mr.
pocket
is
here.
There
was
our
principal.
He
is
the
person
who
leads
up
the
admissions
committee
and
we
worked
very
hard
to
look
these
high
in
the
statistics
and
make
phone
calls
to
find
out.
D
I
D
L
I
think
my
one
comment
is,
you
know:
I,
never
want
to
see
a
kid
negatively
impacted
by
voting
against
you
know.
Expanding
a
school
work
could
provide
more
programs,
but
at
the
same
time
we
do
have
sending
districts
that
are
going
to
be
negatively
impacted.
Is
there
a
way
that
we
can
formulate
some
type
of
a
strategic
plan
with
the
superintendent's
of
sending
districts
to
mitigate
the
negative
impact
of
this?
So.
D
Some
of
them
have
have
already
started
programs
that
are
similar
to
some
of
the
programs
that
we
offer
so
that
you
know
that
they
have
students
who
want
an
experience
in
their
own
school.
They
can
certainly
say
to
do
that,
and
we've
also
been
very
open
about
sharing
resources.
We've
had
superintendents
come
in
and
look
at
our
facility.
Look
at
we've
had
principals
supervisors
come
in.
D
Look
at
our
equipment,
they've
asked
recessing,
it
we've,
given
everything
we
can
whenever
anyone
asked
if
they're
looking
at
the
starter
program,
some
of
these
programs
are
very
hard
to
run
on
a
basis
of
an
individual
school
district,
for
instance,
and
auto
is
one
of
the
equipment
alone
and
the
training
that
the
people
have
to
go
through
to
have
the
certifications
to
teach.
In
that
program
its
extent,
it's
really
hard.
D
It's
finding
qualified
instructors
and
to
have
the
equipment
to
learn
that
Thank
You,
professor
every
one
of
our
teachers
in
all
of
our
CTE
programs,
has
worked
in
industry.
So
in
our
Health
Sciences
program
we
have
a
chiropractor.
We
have
a
Doctor
of
Physical
Therapy.
We
have
several
nurses
who
teach
in
their
program.
They
have
clinical
degrees.
It's
it's
a
different
program.
We
have
an
EMT
program
installed
by
an
EMT,
so
there
are
ways
to
do
it
and
we
would
certainly
lend
support
anyone.
D
We
need
help
setting
up
a
program,
but
it
is
it's
not
an
easy
program
to
run.
It
takes
a
lot
of
focus
and
they're
finding
some
changes
in
the
fehb
we
all
with
the
new
round
of
perkins
that
are
going
to
make
it
even
harder
for
some
districts
to
achieve
the
funding
of
the
way
they
have
in
the
past,
because
there
are
more
requirements
with
the
Perkins
funding
is
federal
funding
we
get
work
with
so
the
most
part
when
you
program.
M
All
multiplication,
training
and
the
programs
are
gonna,
be
added
with
this
I
think
are
important.
Disney
coming
they
mesh
with
their
workforce
development
needs.
Having
said
that,
what
what's
the
timeframe
I
think
you
said
that
you
left
with
the
athletic
fields
would
be
included
or
approved
at
this
process,
I
mean
I.
Think.
M
D
D
Is
a
pro
program?
That's
we
think
this
is
going
to
be
fundable,
and
this
is
what
the
counties
here
will
be,
because
the
county
is
responsible
for
25%
of
that,
once
we
have
all
that
information,
I
will
be
back
here
again,
but
reason
here
today
is
we
don't
want
to
go
too
far
into
the
process
if
they
come
back,
you
know
when
you
say
forget
it:
it
would
be
a
waste
of
money
for
us
to
engage
in
architecture,
guys
process.
D
We've
already
done
a
lot
of
work
on
this
because
we
had
updated
are
longer
than
facility
plans
because
of
all
the
changes
that
are
that
we
have
and
the
enrollment
that
we
have
as
well.
So
it's
you
know
we
want
to
make
sure
that
we're
on
the
right
track
and
that
you
know
who
have
the
county
support
to
go
forward.
D
Yeah,
actually,
it
will
work
that
well,
though,
there'll
be
some
bleed
over
into
some
of
the
programs.
You
know
that
and
we
showed
that
on
the
screen
with
that
were
some
programs
we're
hoping
to
increase
like
building
trees,
need
to
take
more
students
in
that
area,
but
we
don't
have
a
classroom
space
to
support
them.
Our
classes
are
building
scheduling-wise
is
is
really
at
a
hundred
percent
of
scheduling
because
of
the
functional
capacity,
almost
even
that.
D
Well
with
that
being
said,
that's
going
to
be
our
focus
for
bringing
into
the
students
programs
that
identify
the
other
is
us
about
the
timeline
if
the
application
becomes,
the
formal
application
is
available
in
January
they'll,
probably
be
sometime
in
between
the
application
being
put
out
by
the
BOE
and
the
formal
submission
of
that
we're,
probably
looking
at
about
a
six
month
process
and
then
they're
going
to
take
time
round
view,
and
so
we
mean
I
know
if
we
get
approved
until
the
fall
of
next
year.
You
know
so
it's
it's
a
longer
term
process.
D
D
D
M
L
D
What
what
we
would
need
to
do
is
we're
going
to
come
back
here
before
we
submit
the
formal
applications,
because
charlie
application
is
going
to
be
a
resolution
from
the
free
owner
saying
this
is
what
the
number
is
and
we
are
committed
to
the
25%
if,
if
the
grant
is
successful
now,
if
the
grant
isn't
successful-
and
you
know
which
we
would
have-
we
would
locate
another
way
possibly
to
do
this
or
figure
it
out.
A
A
A
A
N
It's
nice
to
hear
things
up:
okay,
okay,
I
want
to
thank
you
for
considering
moving
that
resolution
forward,
because
there's
a
very
lengthy
presentation-
and
it
wouldn't
1
at
that
earlier
this
year
in
August,
the
greater
Egg
Harbor
Regional
High
School
District,
passed
a
resolution
that,
as
mentioned
before,
simply
said,
can
you
stop?
Can
we
slow
down?
Can
we
have
a
dialogue?
N
Can
we
look
at
the
impact
of
our
vocational
school
on
the
rest
of
the
county
and
the
rest
of
the
County
High
School
since
then,
Pleasantville
and
Egg
Harbor
Township
that
passed
the
resolution
as
well
I
want
to
thank
and
commend
the
freeholders
for
recognizing
that
resolution
and
for
kicking
that
comment
to
the
Education
Committee
of
the
Freegal.
My
knowledge
has
been
to
meeting
since
both
in
early
October
I
think
it
is
important
that
we
have
a
little
time
to
pass.
We.
N
At
this
resolution
today,
I
don't
believe
it
is
necessary.
I,
don't
think
it's
part
of
the
requirement
of
the
application
to
have
two
resolutions
want
to
say,
apply
and
one
to
say:
here's,
the
25
percent
so
I'm
concerned
that
this
is
premature,
with
not
even
having
a
ballpark
of
a
number
to
consider
before
it
taxes
place
on
County
residents.
N
So
that's
a
concern
that
I
did
I
worry
about
in
several
capacities,
but
I
feel
that
you
should
reconsider
that
there's
been
no
guidance
from
the
state
regarding
this
you've
heard
several
times
in
a
presentation,
we're
waiting
and
don't
know,
and
things
are
open-ended
so
again.
That
resolution
passed
in
August
about
slowing
down
I
think
is
a
fair
resolution
to
ask
there's
been
no
dialogue
has
been
presentations.
A
presentation
is
static.
It's
one-dimensional,
Fields,
of
course,
II
hope
you
reconsider.
N
We
consider
passing
shame
on
on
me
as
a
superintendent
and
as
a
school
district
and
my
colleagues
for
not
coming
back
to
you
with
solutions.
You
had
one
committee
meeting
where
he
invited
the
superintendent's.
Every
high
school
district
was
represented,
st.
Atlantic
City
each
person.
You
gave
an
opportunity
to
speak
as
a
superintendent
and
each
talked
about
repetitive
programs
and
a
few
things
and
dr.
Gunther
had
a
chance
to
close
this
bid.
Nope.
That
is
not
a
dialogue.
You
asked
for
statements.
Dr.
Gunther
got
a
chance
to
close
tonight.
N
You
had
a
presentation,
you
engaged
in
several
questions.
I
hope
you'll,
allow
the
public
to
engage
as
well
on
the
several
questions.
I
am
I,
am
surprised
knowing
and
getting
to
know
the
freeholder
board
that
there
were
not
more
questions
asked
tonight.
I
do
not
know
where
the
rush
game
for
this
resolution.
It
was
not
discussed
in
any
committee
to
my
knowledge
prior
to
Saturday,
and
we
met
with
the
executive
Levinson.
She
kind
of
executive
Levinson
on
the
26
thing
here
short
us.
There
would
be
no
action
taken
when
I
say
us.
N
A
B
O
I
got
a
calculator
if
I
sat
where
you
said
I'd
be
very
apprehensive
to
say:
okay,
I
agree
with
this.
When
you
don't
know
what
25
percent
represents,
you
have
no
idea
suppose
you
do
get
the
architect
that
he
does
come
back
and
you
say
that's
too
much.
You
know,
I
I,
don't
get
why
you
don't
get
the
figures
first
before
you
decide
that
you
are
going
to
support
I'm
going
to
support
the
taxpayers
in
Atlantic.
County
are
going
to
submit
25
percent
of
an
unknown
number.
It's
just
if
I
said
we'll
use
that
idea.
P
Thank
you.
My
name
is
Bob
Muller
Galloway,
Township,
200,
fines.
We
have
what
we
call
a
political
liaison
committee.
We
work
with
many
members,
both
the
freeholders
as
well
as
well
with
the
school
boards
and
our
state
and
local
counterparts
a
couple
questions
of
clarifications
by
Ken.
We've
heard
this
7525,
but
you
also
heard
some
excellent
questions
all
the
way
around
I'd
like
to
echo
first,
if
I
understand
it's
not
75
or
25
of
a
hundred
percent,
there's
additional
costs
that
are
not
going
to
be
covered
by
whatever
they
bring
at
this.
P
That's
a
hundred
percent
to
the
taxpayers.
So
not
only
are
we
dealing
with
the
figure
that
we
don't
know
we're
dealing
with
the
figure
of
a
hundred
percent
Plus,
which
is
all
going
to
all
on
our
shoulders,
which
is
a
large
amount
right
now
as
far
as
a
tax
burden.
So
you
know
I'm
all
for
staffing,
and
you
want
good
economics.
You
want
to
make
sure
we
have
the
right
jobs
and
support.
P
So
that
would
be
one
question
or
statement
the
second
redundancies.
We
have
played
greater
egg
harbor.
We
have
met
with
the
a
CIT,
in
fact
tours
of
a
CIT.
We
were
asked
four
years
ago
by
the
county
to
try
to
broker
a
meeting,
to
try
to
get
them
to
talk
and
avoid
redundancies.
That
has
still
not
happened.
That
is
very,
very
frustrating
totally
agree
with
the
comments
here.
There
has
to
be
a
way
to
leverage
the
expertise
that
exists.
P
A
D
A
A
Q
Want
to
address
the
when
you
talk
about
the
uncertainty
I
understand
this
resolution
today
is
only
supporting
an
application
program
and
the
process
will
be
blended
and
I'm,
not
good
with
numbers
in
my
head
either.
We
need
to
calculate
things,
but
you
won't
know
what
that
number
is
for
a
future
decision.
If
there
is
no
grain,
so
the
opportunity
is
there
to
take
the
grams
which
it
is
for
also
hunting
or
accountants.
We
are
just
in
support
of
the
application
for
the
brand.
Q
A
lot
of
questions
today,
I
visit
several
meetings,
all
legitimate
concerns,
I'm,
looking
at
the
empty
seats
of
the
different
school
districts
and
I,
would
be
concerned
to
2,000
seats
in
one
district
400
another,
but
this
is
simply
asking
for
the
support
to
make
an
application
for
a
grant
once
that
grants
in
place
that
sets
the
entire
budget
process
into
motion.
We
not
only
fund
a
CIT.
We
we
fund
a
CCC.
We
have
a
process,
a
board
of
estimates,
to
look
at
all
those
all
those
numbers,
but
we
can't
get
to
any
substituted
number.
Q
R
Okay,
I'm
dr.
Janice,
Lake,
bets
and
I'm
here
as
an
educator
and
also
as
a
business
owner
in
Atlantic
County.
We
operate
Tuckahoe
turf
farms,
which
is
in
Hamilton,
and
many
of
you
might
be
aware
of
it
and
we
employ
many
young
people
there
and
many
of
you
have
visited
our
farm
and
I'm
here
to
support
what
dr.
Gunther
is
proposing
to
at
least
move
ahead
with
applying
trying
to
apply
for
the
grant
and
I
have
personal
experience
since
2016
with
a
CIT
my
granddaughter
attended
there.
R
That
was
my
first
involvement
with
the
school
so
to
speak
on
a
first-hand
basis.
I've
worked
at
University
of
Pennsylvania's
supervising
teachers.
That's
a
little
bit
of
my
background,
so
I
got
involved
in
the
school
system
and
saw
what
happened
and
became
very
involved
because
now
I
serve
on
the
advisory
committee.
So
I
know
what
happens
there
and
I'm
here
to
speak
on
behalf
of
what
he's
proposing
to
the
floor
of
its
and
I
think
that
it's
just
a
lost
opportunity.
R
If
you
don't
don't
move
ahead
a
little
bit
with
this
to
at
least
explore
it's
worth
funding
that's
available.
My
granddaughter
after
attending
a
CIT
got
a
scholarship
to
Westminster
choir
College
for
boys
performance.
She
senior.
Now
she
has
been
to
Germany
twice
on
behalf
of
what
the
school
has
done.
The
German
students
visited
a
CIT,
and
so
you
know
it's
it's
a
it's
a
great
place
for
advancement,
but
what
we
really
need
in
South,
Jersey,
you're,
so
economically
depressed.
Sometimes
in
this
area,
are
the
trades.
R
We
try
to
find
someone
to
do
welding
in
our
turf
farm,
where
we
find
yourself
try
to
find
a
mechanic.
Do
you
think
you
can
find
one?
You
know
somebody's
talking
about
it,
these
kids
get
out
of
high
school
and
they
don't
have
a
job
you
know.
So,
if
there's
any
way,
we
can
expand
this
and
work
together
with
the
districts.
I
told
her
not
to
get
me
so
years
ago,
so
I
understand
what
the
other
districts
are
and
what
the
needs
are.
But
I
just
think.
R
S
S
Because
there's
been
other
State
Department
education
programs,
that
of
oh
so
take
recent
bond
issues
that
have
taken
quite
a
while,
though,
as
an
article
in
New
Jersey
spotlight
one
of
those
long
key
online
things
that
was
talking
the
beginning
of
the
summer,
that
it
will
at
the
end
of
the
summer.
But
the
guidelines
for
this
should
be
done,
and
then
there
would
be
about
a
90-day
comment
period
before
there's
an
application
form,
because
until
that's
done,
no
one
can
file
an
application.
S
For
two
things,
one
here
are
those
discussions,
but
perhaps
all
so
from
the
board,
perhaps
to
ask
the
state
to
consider
some
revision
to
whatever
their
original
vision
may
well
be,
because
obviously
everyone
would
be
in
favor
of
30
million
new
dollars
if
you
present
it
that
way.
Who's
opposed
to
that.
S
That's
a
hefty
chunk
and
we
may
be
in
the
situation
where
a
fraction
of
that
could
be
spent
retrofitting
the
buildings
that
are
not
being
used
as
well.
Therefore,
we
have
building
trade
contractors
and
will
be
put
to
work.
It
would
be
something
that
we
perhaps
get
done
much
faster.
The
county's
already
led
years
ago
with
Cape
May
becoming
part
of
a
CCC
yeah,
that's
a
CCC.
For
instance,
we
have
Rouen
having
taken
over
clogged
Cumberland
County
couple
Kloster
and
Cumberland
County
College.
We
all
talked
about
shared
services
and
how
to
make
those
things
work.
S
I
know
that's
not
just
a
blank
check,
but
it's
all,
but
that
without
any
other
conditions,
let
me
just
be
tabeling
that
for
today
and
providing
them
the
impetus
for
the
other
discussions
and
looking
into
the
comment
part
with
the
state
may
want
it
being
a
much
more
productive
for
everyone
path,
short-term
as
well
as
long-term,
because
those
operating
expenses
could
be
fairly
major.
Thank
you,
madam
chair.
J
Is
the
county
financially
set
to
take
a
25%
investment
in
this
without
impacting
the
taxpayers
of
the
county?
Now
I
know
alive,
you
just
got
reelected.
You
might
want
to
think
of
that,
because
if
our
taxes
go
up,
we're
already
tax
strapped
as
it
is.
If
our
taxes
go
up,
I
know
living
in
Galloway
that
board
there
has
worked
very
hard
to
keep
taxes
down
for
the
residents
of
Galloway
Township
if
they
have
to
increase
taxes,
because
the
county
increases
their
taxes.
O
T
Know
one
thing:
I
I
noticed
that
when
mr.
Gunther
was
presenting
the
reputation
and
talked
about
the
impact,
he
did
it
for
the
number
of
seats,
but
I
did
not
see
a
monetary
figure
attached
to
that
projected
loss
of
seats
on
the
individual
districts
and
what
I
also
do
not
see
as
part
of
the
discussion
is
what
that
financial
impact
would
have
on
the
specific
district.
You
have
districts
right
now
that
are
basically
cash-strapped.
T
Yes,
funding
has
changed
since
governor
Murphy
got
into
August,
but
we
still
haven't
recouped
from
governor
Christie's
for
your
freezes
and
to
make
up
that
money
and
then
lose
seats
at
the
same
time
as
we
had
as
since
AT&T
has
grown
its
put
districts
deeper
and
deeper
in
a
hole
they're
just
starting
to
dig
out
of
that
poll
now
to
do.
This
would
undermine
all
of
those
districts
that
are
sending
even
the
smallest
amount
of
students
to
a
CIT.
T
Another
portion
of
that
presentation
that
kind
of
raised
a
red
flag
from
being
on
a
special
education,
teacher
and
I
am
a
dad.
A
person
in
a
policy
person
and
I
was
looking
at
the
numbers
of
percentages
for
each
of
the
high
schools
in
the
county
of
special
education
students.
So
ATI
teeka
1718
school
year
was
around
11%
every
other
high
school.
That
I
research
is
someone
in
the
district
runs
at
15
to
19
percent.
T
T
That
I
think
needs
to
be
examined
before
we
go
forward
with
this,
because
what
I
hear
from
a
lot
of
parents
and
from
a
lot
of
teachers
is
that
we
have
to
be
the
special
service
at
school,
and
then
we
have
the
a
CIT
school,
which
is
almost
turned
into
a
mini
college.
So
we
had
this
big
gap
of
special-needs
students.
U
If
we're
talking
about
equity
across
our
County
and
building
the
trees
and
encouraging
people
to
get
into
the
workforce.
We're
asking
seventh
and
eighth
graders
to
make
a
decision
on
what
they
want
to
be
for
the
rest
of
their
life
and
boots.
If
they
mess
up,
they
don't
get
that
opportunity
again,
because
if
you
don't
apply
in
eighth
grade
accepted,
you
don't
have
the
opportunity.
So
it's
really
closing
a
lot
of
doors
for
students
who
the
original
intent
of
vocational
school
is
was
to
open
or
so.
O
U
That
is
not
doing
any
student
any
favors.
It
is
not
some
students
fault
if
they're
missing
school
and
by
using
that
data
to
close
doors
that
doesn't
seem
fair.
It's
a
we
have
a
roomful
of
public
school
educators.
I
have
to
educate
my
students,
whether
they
miss
15
days
of
school
a
year
or
a
famous
forty
five
days
of
school
year
or
one
day
of
school.
B
F
F
I
appreciate
that
what
she
said
about
you
know
that
money
will
bring
a
lot
of
jobs,
but
I've
been
the
crater
egg
for
was
ten
or
ten
years
now
and
we're
bleeding
out
freshmen
team
cutting
time
ago.
So
I
see
you
look
down
the
road.
You
know
when
we'll
be
playing
our
JD
teenis.
What
about
our
activities
with
your
clubs
go
down.
F
I
think
the
press
is
around
a
thousand
kids
Cedar
Creek
sparked
a
felony,
because
Danny's
leading
little
thing,
I
think
games
bleeding
a
little
bit
more
and
that's
just
a
greater
like
I,
don't
know
about
the
other
schools
right
and,
if
they're
hurting
to
do
what,
if
they
expand
to
500
more
students,
it's
100
lessons
incoming
freshmen,
oh
Christ,
Cedar
Creek,
that's
the
enemy
down
the
road,
that's
gonna!
Add
up.
People
are
actually
walking
into
South
Jersey
anymore.
V
On
the
Finance
Committee,
our
superintendent
at
this
demonstrated
come
to
us
with
projections
with
what
they'd
like
to
do
to
help
the
students
and
everything
has
a
cost
success
to
it.
I
find
it
troubling
that
your
agenda,
you
have
dollar
amounts
listed
on
everything,
except
this
to
have
a
proper
presentation.
There
should
be
sections
of
what
year
they're
what
they're
proposing
this
is.
This
is
all
our
mouth
will.
Do
this
I
didn't
see
anything
like
that?
That's
troubling!
You
should
reject
this
proposal
and
I
understand
mr.
Kersey
allowing
students
to
have
their
choice
of
spirits.
B
V
In
my
opinion,
from
what
I've
seen
sitting
on
Titan
and
yours,
your
Minister
you're,
a
conservative,
so
I'm
really
surprised
that
there
was
no
dollar
amount
attached.
So
I
believe
that
you
really
should
have
him
bring
all
the
details
to
his
proposal
say
we
want
to
do
this.
This
is
the
dollar.
That
is
my
suggestion
to
you,
because
this
is
an
open-ended
and
I.
Don't
I,
don't
agree
with
that
and
I
also
like
to
know.
When
did
mr.
dr.
know
about
this
presentation?
When
was
he
informed?
A
Renwick
Thursday.
V
But
mr.
Levinson
knew
about
it
two
weeks
ago
that
he
was
going
to
do
a
presentation.
Oh
read
it
and
if
we
have
been
in
the
meeting
with
mr.
Levinson,
we
would
not
have
known
about
this.
To
that.
Oh
excuse
me.
Yes,
it
is.
We
have
members
who
attend
all
the
meetings
and
old
business
new
business
Sam.
We
did
not
know
about
it
until
we
attended
that
meeting
and
I
would
also
as
as
three
Walters
when
mr.
Gunther
said
about
going
to
full
academy.
V
That
meant
he
was
doing
everything
not
just
not
just
the
the
vocational
skills
but
English
math
I.
V
Beseech
you
to
look
into
the
number
of
students
who
are
graduating,
who
have
to
take
remedial
classes
in
college.
We
haven't
been
able
to
get
that
information.
I,
hope
you,
each
of
you
will
look
into
that
as
well,
because
perhaps
just
having
the
vocational
programs
there
and
you
think
the
school
should
know
how
to
get
good
results
in
math,
English
science
and
history,
your
US
history.
We
might
do
a
better
job
of
educating
you
over
there.
So
thank
you,
sir.
W
Dr.
gauntlet,
Ingrassia
greater
original
dr.
gunther
shared
the
presentation
performed
in
the
presentation
with
school
Bishop
Wayne
County
more
times,
but
that
last
slide
was
the
first
time
that
we've
ever
seen
it
and
I
like.
If
you
could
send
us
a
hard
copy
that
actually
mr.
Kingman
Hazzard.
Okay,
what
greater.
D
W
Of
our
students
with
greater
akarma
regional
losses,
in
addition,
124
students
that
would
be
over
a
million
dollars
include
tuition
and
transportation
projected.
So
following
mr.
lawyer
said
those
things
you
know
the
activities
athletics
will
be
lost.
We
have
another
expansion
of
that
level.
Secondly,
on
the
cost
of
the
project,
even
though
you
know
you
have
to
get
burdened
with
drawings,
it
looks
like
your
our
free
fall
with
renderings
and
drawings
and
the
state
funds
new
construction
on
a
cost
per
square
foot
and
you
have
a
cost.
X
Five
congruence
burnt
end
in
the
Bay
Harbor
Township
from
you
all
I'm
sure
receives
our
resolution
that
our
Board
of
Education
passed-
and
you
know
I-
am
supportive
of
what
most
people
here
said.
You
know
we
are
all
in
situations
of
declining
enrollment
budget
caps
facility
needs
and
improvements
that
we
often
make
in
our
districts
and
a
program
expansions
our
CTE
programs,
along
with
the
county
taxes
that
are
concerned
with
our
local
tax,
but
bottom
line.
X
It
comes
down
the
student
needs
and
what
I
ask
you
to
do
that
at
this
time
is
to
take
into
consideration
what
you
heard
and
perhaps
table
this
for
right
now
and
my
solution,
which
I
didn't
know
about
that.
There
was
a
meeting
that
was
supposed
to
bring
recommendations,
but
my
solution
would
be,
but
about
a
count:
Atlantic
County
strategic
plan,
where
you
will
include
the
school
districts
and
hear
what
our
student
needs
are,
because
this
shouldn't
be
about
competition.
That
should
be
about
collaboration
and
I.
X
We
portly
support
career
technical
education,
vocational
education
and
Phil
and
I
have
had
those
conversations,
but
I
would
like
to
collaboratively
design
a
plan
that
that's
conducive
to
all
the
school
districts
and
their
needs
with
all
the
students
that
we
can
work
together
and
perhaps
we're
you
know,
we
send
students
to
a
CIT
or
it's
a
CIT
sends
an
instructor
or
program
because
we
have
facilities,
particularly
in
the
auto
mechanics
on
that
that
we
can
work
together.
So
on
behalf
of
a
Grover
Township
School
District,
that's
what
I
have
to
say.
Thank
you.
Y
You
know
the
last
books,
less
teachers,
kinds
of
resources
and
I
appreciate
the
that
she
didn't
want
to
negatively
impact
that
everybody's
talking
about
the
future,
that
this
might
bring
her
already
negatively
impacted,
and
if
you
think
that
our
superintendent
couldn't
give
bells
and
whistles
and
great
presentations
with
the
idea
of
millions
coming
you're
wrong,
we
could
all
do
that.
So
vocational
education
is
great
education
in
general.
Z
Pam
Schaffer
I'm,
a
taxpayer
in
Hamilton
Township,
also
an
educator
and
I'm,
not
I'm,
going
to
be
short
by
just
this
information.
I
haven't
heard
tonight,
I,
don't
know
if
it's
out
there
I
just
wanted
to
ask
a
question
because
I
think
it's
important
to
consider
the
impact
for
the
county.
The
presentation
says
that
there's
been
research
done
and
we
know
what
the
labor
market
is
looking
for.
Currently
how
many
students
graduate
from
a
CIT
and
go
directly
into
the
workforce.
What
is
the
economic
impact
on
the
county
because
that's
what
we're
the
school?
That's!
Z
What
my
neighbors
have
asked
me
this
question
many
times
how
many
kids
graduate
from
there
and
go,
because
not
everybody
wants
to
go
to
college,
how
many
go
directly
into
the
workforce
and
how
many
go
on
to
college
is
where
they
could
possibly
change
their
mind
completely
about
what
kind
of
education
they
receive.
Thank
you.
A
D
Provide
some
general
numbers
so,
as
you
know,
when
you
look
at
your
profile
of
four
graduates,
they
go
to
both
two-year
and
four-year
school
song
and
go
the
technical
schools
for
further
training,
so
I'm
go
to
four-year
schools.
We
have
a
blend
of
both
so
about
seventy-eight
percent
of
our
students.
Go
on
to
some
type
of
post-secondary,
whether
it's
a
two-year
school
trade
school
or
for
your
school
I.
Don't
have
those
numbers
broken
down,
specifically
the
remainder
go
into
the
workforce,
pretty
much
we're
into
the
military.
D
So
you
know
that
you
know
where
things
are
going
and
it's
there
are
I
think
some
misconceptions
about
Career
and
Technical
Education
today
that
students
are
prepared
for
both
to
prepare
for
both
college
and
career.
So
they
choose
to
go
to
college
they're
ready
for
that.
If
they
choose
to
go
into
the
workforce,
they
are
ready
for
that
as
well,
and
just
a
further
clarification.
Those
of
you
who
have
magnet
programs
in
your
schools,
you
have
applications.
A
K
Evening,
Dave
Cappuccio,
119
winding
way:
hammington
New,
Jersey
and
superintendent
for
the
being
a
regional
school
district.
I'd
like
to
echo
what
my
colleagues
and
fellow
educators
have
said.
However,
I
just
asked
the
board
of
freeholders:
have
you
truly
considered
the
impact
that
this
will
have
on
the
students
that
exist
in
the
public
schools?
As
is?
Have
you
really
considered
that
there's
no
doubt
my
colleague
from
buna
just
left
asking
what
that
would
be?
K
What
that
will
be
is
a
decline
in
enrollment
on
our
end
and
being
a
regional
students
from
our
district
will
leave
to
go
to
a
CIT
and
I.
Understand
that
and
I
don't
question
the
academic
programming
at
a
CIT
I
think
they
do
a
great
job
and
and
I
would
like
to
say
I
think
I
have
a
pretty
collaborative
relationship
with
dr.
Gunther
collaborate.
We
speak
frequently
and
I
value
that
relationship.
K
However,
in
defense
of
Buena
regional
school
district
and
the
other
public
districts,
the
decline
that
we
will
see,
one
hibbett
our
ability
to
provide
comprehensive
programs
for
our
students
in
our
district,
so
Buena
regional
high
school.
Our
district
has
a
little
over
16
owner
total
students.
Our
high
school
has
just
under
600
students.
A
reduction
in
1020
students
from
our
high
school
could
mean
we
may
no
longer
be
able
to
support
a
drama
club.
K
We
may
no
longer
be
able
to
support
a
particular
Athletic
Club,
so
it
directly
impacts
the
students
within
the
Buena
regional
school
district.
We
are
all
County
Schools.
A
CIT
is
not
your
only
County
high
school.
We
are
all
County
Schools
with
high
schools
within
the
county
that
rely
on
the
support
from
the
freeholders,
and
you
know
our
elected
officials,
so
I
ask
you
to
really
consider
the
impact
that
this
is
going
to
have
on.
K
Maybe
the
450
students,
yes,
they're,
going
to
have
a
great
opportunity
for
a
state
of
the
art,
expanded
programs
at
a
CIT,
but
by
dr.
Gunther,
is
on
a
mission.
Not
all
those
students
will
be
accepted.
Not
all
those
students
will
be
accepted
and
they'll
come
back
to
the
public
high
schools
and
they
will
see
a
reduction
in
potentially
in
the
programs
that
we
offer.
The
reduction
could
cost
employees
other
residents
within
the
county
jobs
because
of
declining
enrollment.
So
I
ask
you
to
just
please
consider
those
facts.
AA
I
AA
AA
But
I
haven't
heard
anything
here
that
I'll
talk
about
by
keeping
those
kids
there
by.
You
know
what
they're
going
to
do
to
service
them,
because
it's
obviously
going
to
be
a
reason
that
the
demands
there,
because
obviously
reason
they
want
to
come
to
a
CIT
and
I'd,
asked
it
if
they're
gonna
learning
beginners
are
talking
about
us
tabling.
But
why
aren't
they
coming
saying
how
we
can
benefit
those
20
seats?
There's
a
hundred
and
something
seats
that
we
might
take
from
them?
AA
What
are
they
going
to
do
to
benefit
those
is
to
keep
them
there.
If
this
isn't
proof
to
me,
that's
the
question.
It
needs
to
be
addressed
because
I
look
at
it
as
if
you
go
against
it
and
all
those
kids
might
be
a
disservice
because
they
don't
have
a
plan
for
them.
They
don't
have
a
plan
that
benefits
them
any
more
than
they
currently
are,
and
obviously,
with
the
reason
coming
down.
AB
The
numbers
you
come
back
here
put
those
numbers
in
this
letter
and
so
I,
don't
know
how
some
of
the
students
do
they
go
to
college
again,
the
students
when
they
stand
in
front
of
us,
the
students
come
from
e70.
They
come
to
wipe
they're
trying
to
get
my
program
we've
barely
ever.
If
I
can
remember
hey,
you
know,
and
we
have
these
tents
two
nights
a
week.
AB
A
K
Real
quickly,
with
with
all
due
respect
to
the
comment
that
the
gentleman
made,
the
chemistry
teacher
at
a
CIT
I
did
not
know
that
this
was
a
forum
for
local
school
districts
to
come
and
talk
about
all
our
initiatives.
But
I
would
welcome
the
board
of
freeholders
to
come
to
Buena
anytime
to
one
of
our
board
meetings,
and
we
would
be
glad
to
go
over
all
the
initiatives
that
we're
doing
to
try
to
improve
our
programs
and
increase
their
enrollment.
K
Just
to
the
gentleman
we
applied
in
Warner
we're
one
of
the
only
districts
in
the
state
of
New
Jersey
for
a
preschool
expansion
for
a
demonstrated
need
within
our
community,
so
that
we
can
service
all
three
and
four-year-olds
in
Buena,
Buena,
regional
school
district,
and
we
had
one
of
the
highest
awards.
We've
been
reduced
money,
our
funding
is
reduced
because
of
enrollment,
and
we
are
trying
to
find
other
ways
to
bring
revenue
in.
K
So
we
applied
for
the
preschool
expansion
grant
and
received
over
a
million
dollars
to
expand
preschool
for
the
residents
and
they
get
those
students
in
school
and
learning
earlier.
So
I
would
welcome
a
conversation
with
anyone.
An
open
dialogue
to
talk
about
what
we
are
doing
and
being
a
regional
school
district
to
help
our
residents
and
our
community
members.
So
when
that
form
of
ails
itself,
I
would
be
glad
to
share
all
that.
Thank
you.
H
B
H
That
reason
I
would
move
to
table
this
so
that
we
can
get
some
more
information
or
a
plan
on
how
to
how
to
address
that,
because
we'd
be
having
the
same
conversation.
If
buna
wanted
to
expand
and
take
you
know,
kids
from
another
district,
you
know
and
entice
them
for
whatever
reason
there
just
aren't
enough
five
total
faces
so
I.
A
A
P
I
not
spoke
before
one
word
that
keeps
getting
repeated,
hear
repeated.
Please
collaborate,
collaborate,
collaborate,
collaborate
for
the
benefit
of
the
students,
because
that
will
also
benefit
the
taxpayer.
The
other
less-common
I
would
make
I
realize
this
is
just
for
the
application
process
and
yeah.
You
don't
want
to
turn
the
way
for
you,
but
25
or
40
is
10
million.
I
would
still
simply
say
for
the
freeholders.
What
ultimately
is
the
line?
P
L
I
A
A
N
You
for
recognizing
several
have
hung
their
hat
on
the
fact
that
this
is
only
a
resolution
to
apply,
and
some
even
members
from
the
audience
in
favor
of
the
application
have
said
the
same.
But
there
is
nothing
from
the
state
that
says
that
this
resolution
number
733
is
required.
There
is
no
documentation
at
all
about
the
process.
Your
hearing
may
be
June,
another
application
should
be
filed
when
application
will
be
filed.
N
I
don't
know
where
the
application
the
resolution
came
from,
or
why
that's
one
of
the
reasons
why
I'm
considering
or
consistently
say
you
have
time,
and
this
will
be
a
de
facto
vote
for
a
positive
25
percent
contribution.
It
just
will
be
or
you'll
be
telling
the
taxpayers
and
residents
that
you
are
not
informed
and
you
don't
know
you'll
say
yes,
you'll
say
no
to
yeses.
You'll
have
to
knows
I'm,
not
certain
I
just
wanted
to
close
by
saying.
Please
consider
that
as
you're
about
to
vote
on
this
resolution,.
A
A
I
I
want
to
start
out
I
want
you,
men
always
come
out
looking
for
chance,
I
feel
compelled
to
the
way
to
statement,
because
I
heard
one
gentleman
said
some
of
us
just
ran
for
re-election
today.
I'm
sorry
to
hear
you
I
had
nothing
to
do
with
a
damn
I
lecture
to
take
that
to
the
bank.
I
did
not
even
think
about
her
much.
You
said
some
of
us
just
ran
for
election.
I
won't
be
very
clear.
It
has
nothing
to
do
with
an
election
I'm.
I
For
everything
about
that,
second,
this
issue
is
not
new
to
me.
We
had
this
issue
something
about
a
year
ago,
without
chairwoman.
At
the
time
raised
this
issue,
we
want
a
nice
Katya
way
to
a
Barbara,
all
the
other
schools
about
folks
leaving
that
didn't.
So
this
just
didn't
come
up.
What
strikes
me
this
is
that
I
hear
now
from
the
superintendent's
from
the
various
schools
when
we
convened
a
meeting
and
I
wish.
I
I
I
Person
I
have
one
who's
adamantly
opposed
to
change.
If
it's
not
considered
an
emergency
changes,
so
you
can
come
back
passion
25%.
If
that's
what
it
is.
If
it's
not
an
emergency
arrested,
a
lot
of
support,
however
I
think
we're
going
to
service,
but
not
allowing
them
to
apply
whether
they
get
it
or
not.
And
again.
I
said
this
in
the
beginning,
there's
still
someone
has
a
question:
I,
don't.
S
B
A
I
A
I
But
moving
forward
again,
you
have
a
right
to
agree
to
disagree
and,
at
the
end
of
the
day,
I
think
we
still
agree.
What's
in
the
best
interest
of
our
kids
superior,
whether
they
get
the
grant
or
not,
but
if
they
dumb
apply
they'd
have
no
idea
they're
going
again.
What
does
seventy-five
percent
but
25
percent?
They
still
have
a
right
to
you
would
not
want
somebody
tell
you
yet
just
a
good
apply
for
grant
you.
I
One
of
many
2.05
so
moving
forward.
It
is
again
mr.
Gunter
and
others
responsibility
and
obligation,
not
only
even
dumped
that
continued
attempt
to
meet
with
the
superintendent's,
but
to
make
sure
in
this
board
is
brought
up
to
speed.
What's
happened.
This
is
not
a
closed
field.
Does
he
come
today
and
get
a
resolution
passed,
and
it's
an
end
up
before
from
this?
It's.
I
N
A
G
We
did
have
a
meeting.
I
do
agree
with
the
gentleman
out
here
about
continuing
to
collaborate
with
and
we
need
input.
We
ask
for
input
the
letter.
We
got
back
the
October
129
pre-order
meeting.
The
discussion
took
place
concerning
the
expansion
of
a
CIT
as
relate
to
the
Atlantic
County
Association
of
School
Administrators.
G
Away
in
the
county-
and
we
appreciate
any
and
all
funding
that
supports
our
smaller
than
our
students.
Thank
you
for
your
continued
support
of
our
schools
and
the
very
important
role
in
school
administrator.
That's
what
we
got
after
that
meeting.
We
will
continue
to
try
to
collaborate
and
see
where
we
can
with
the
school
district
best.
We
can
thatÃs
what
we
got
after
that
meeting
outside
of
the
letter
from
dr.
King
I
just
went
back
to
the
record
because
it's
not
like,
we
have
not
put
an
effort
out
there.
M
I
M
M
Because
he
gives
us
a
six-month
tonight
frame,
we
heard
a
lot
of
input
from
concerned
taxpayers,
school
administrators
who
were
members.
This
wasn't
on
the
agenda
tonight.
We
were
at
six
months
down
the
road,
yes
or
no
only
on
the
project,
I'm,
actually
glad
and
I'm
glad
that
it
wasn't
required.
But
still
here
you
know
a
lot
of
questions
that
I
have
I'm
seeking
notes
when
everyone
was
speaking,
it
all
comes
down
to
the
problem
that
Betty
Jersey
is
not
properly
funding
the
schools.
M
We
were
one
of
the
bottom
of
three
in
the
country
as
far
as
rental
property
taxes,
that's
Walton
a
leukemia.
What
the
issue
is.
Secondly,
there's
a
pretty
intense
conversation
in
the
state
right
now
about
school
consolidation,
so
I
mean
we're
talk
about
the
impact
that
a
CIT
may
have
them
all
these
districts
and
trust
me
as
a
taxpayer
I'm
very
concerned
about
that.
What
all
seven
member
of
n,
Gea
and
the
taxpayer
I'm
concerned
about
this
talk
of
the
school
consolidation
I
mean
what
impact
will
that
have
on
the
kissters
I
mean
I.
M
Think
we
need
to
as
we
collaborate
keep
that
in
mind
as
well,
because
I
mean
I
think
there
was
a
conversation
that
lawsuits
have
been
filed
and
you
know
we
talked
about
getting
ahead
of
a
be
forward.
Well
because
it
it
also
has
to
do
with
eliminating
zip
codes.
The
turnover
students
attempts.
That's
what
part
of
the
conversation
that's
being
handled
some
level,
so
we're
ensuring
the
ran
out
so
I
think.
That's
also
for
the
conversations
on
the
network.
How
to
teach
you
collaborate,
okay,
so.
A
Okay,
I
think
I
just
want
to
share
a
couple
things
up
number
one.
You
know
things
comes
up
to
us
in
various
directions:
to
go
on
or
agenda.
I
got
a
resolution
request.
We
put
it
on.
The
agenda
is
published
on
our
website
every
topic,
the
same
exact
way
is
this
advertised
the
same
exact
way
and
you,
let
me
read
you
beginning
of
a
meeting
or
all
the
ways
that
the
other
types
of
meetings,
so
that
is
how
you
can
find
out
anytime
what
will
be
on
our
agenda
firefight
that
point.
A
The
other
thing
is
I'm
creeping.
This
kind
of
goes
to
what
you
had
said
in
your
first
comment
is
yeah.
The
state
of
New
Jersey
legislators
of
the
state
of
New
Jersey
are
the
ones
causing
this
divided
by
enabling
funding
for
only
tiny
vocational
school
and
tying
locals
hands
with
various
caps
that
don't
apply
to
vocational
schools.
So
I
really
hope
we
will
do
our
effort
cream
to
ask
them
to
consider
some
of
these
things
that
are
being
discussed.
With
regard
to
the
funding.
A
That's
available,
all
of
you
I'm
putting
that
cry
out
to
you
as
well.
The
state
legislators
are
the
ones
enabling
all
of
this
okay,
so
they
need
to
be
hearing
this
just
as
emphatically
as
we
are
so
I'm.
Putting
that
cry
out
to
all
of
you
to
make
your
thoughts
and
concerns
known
to
the
state
legislators
who
are
approving
this
legislation
and
responding
and
end
other
legislation
that
impacts
either
vocational
school
districts
or
local
districts.
A
Please
bear
that
in
mind.
Okay,
I
think
we
score
well
I.
Think
there's
a
lot
of
work
to
do.
I
think
you
know
we
heard
we
stole
a
lot
of
dialogue
and
discussion
to
have
back
and
forth
with
each
other.
You
know
vice
chairwoman.
I
would
ask
that
you
continue
to
hold
the
school
committee
meetings.
Let's
get
back
in
here,
different
things
from
superintendents,
certainly,
if
there's
anything
that
superintendents
want
to
share
with
regard
to
programming
and
things
like
that,
you
can
share
it
with
all
of
us
at
any
time.
A
We
will
be
happy
to
disseminate
that.
You
know
our
our
different
groups
and
I'm
leavin'
effort
to
put
enough
on
our
rotating
screen.
So
anybody
walking
through
our
buildings
here
in
the
county
can
see
what's
available
across
the
county.
I
think
those
are
some
things
that
we
need
to
take
away.
You
know,
over
and
above
a
resolution,
that's
so
those
are
just
a
couple
things.

Yes,
we
had
a
slight
delay.
I'll
be
really
really
brief.
They
were
we
didn't
base
in
six
years.
We
go
on
doing
these
road
there's.
What
years
ago,
now
we
remove
part
of
storage
system
between
six
Avenue
company
knows
to
us.
That's
just
been
abstaining
further
down,
sixth
Avenue
and
there's
corrugated
metal
pipe
in
there
parts
of
it
were
class
mean
encountered
that
did
not.
We
did
not
know
that
that
system
existed.
We
had
to
stop
and
delay
the
project
why
we
removed
it
and
compacted
the
soil
in
that
area
take
over
top
of
it.

B

We
still
work
through
the
process
as
of
today.
The
job
is
whether,
but
the
contractor

will
probably
regarded
to
us
agreeing
to
the
final
grades
and
that's
where
we
are
right
now,
when
he's
out
an
issue
with
the
the
consultant
he's
going
through
the
grades
and
I,
don't
know
a
finish:
the
painting
they
over
build
because
they
have
a
bust
in
in
their
level.

We've
had
a
number
of
the
union
contracts
we've
been
working
on.
Was
that
somebody
your
views?
Yes,
that's
the
one
that
goes
back
to
earlier,
so
he
says,
picked
us
sometimes,
and
there
was
a
change
in
the
language
in
terms
of
the
salary
versus
hire
date,
so
they're
working
on
it
I
believe
it's
been
on
that
stage.
Next.

are

They
moved
their

to

they
already
have
several
places
in
the
mall.
The
virtual
reality
lab,
as
we
all
know,
they
were
music
lab
and
several
there,
a
technology
place.
I
think
is
gravity,
as
we
know
they
help
you
get
through
others,
schooling
and
that
their
goal
is
actually
to
employee
them.
After
they
get
through
their
educational
program.
A
A
C
AC
Choice
we
just
looked
at
it
again
and
they're,
not
opening.
For
these
kind
of
day
we
will
have
to
live
until
next
year.
We
have
the
money
and
out
of
the
way
there
were
several
parts
that
we
coaches
were
required
to
purchase
under
the
replacement
plan
for
2019.
One
of
them
was
people
that
electric
vehicle
that's
going
to
go
back
into
the
fleet.
One
of
the
ways
was
this:
this
is
going
to
be
utilized
for
investigations
I'm
going
for
the
investigation,
but
it
won't
be
used
for
investigations
and
we
have
been
negotiating
I.
AC
Think
I
went
through
this
yesterday
with
the
budget
subcommittee,
we've
been
going
through
the
process
with
enterprises
to
look
at
trying
to
make
the
fleets
where
the
prosecutor
and
sure
whole
within
five
years
they
have
all
they
have
all
the
tables
and
we've
been
we've
been
negotiating
there
they're
on
state
contractors.
So
we
were
trying
to
see
if
we
could
it's
roughly
160
tables
between
the
two
units
at
least
doing
the
lease
purchase.
AC
While
we've
been
negotiating,
we
have
been
dealing
with
their
inflation
plan
because
the
state
contracts
have
been
closed,
so
we've
been
trying
to
get
vehicles
that
we
think
are
very
important
for
some
of
the
programs
that
we
have
so
one
of
the
one
that
was
saying
at
this
particular
date
which
we're
hoping
you
know
we'll
be
using
for
investigations,
and
so
we
had
an
opportunity
to
buy
it.
There
were
several
wives
in
the
local
area
that
had
them
we
had
to
get
three
quotes.
We
got
have
three
quotes.
I

AC
Just
so
you
know
we
all
reverie
single,
putting
every
single
deployment.
It
says
it
comes
to
my
department,
the
money
she
come
back,
the
right
planet.
We
made
a
policy
decision
that
all
the
money
will
go
into
the
Treasury
and
and
and
we
explain
to
them
the
way
we're
set
up
the
money
from
the
Treasury
goes
to
support.
All
of
the
warnings
I
mean
so
no
one
gets
the
money
directly
fact.
That's.

This
this
came
from
a
meeting
that
I
attended
of
our
veterans,
Advisory
Board,
and
they
asked
us.
You
know
to
do
this
resolution
to
urge
them.
By
putting
this
bill
forward,
it
was
introduced
in
the
Senate
in
June
of
2018,
the
Assembly
March
2018,
and
it's
sitting
in
the
education
committee.
It
was
originally
introduced,
Senator,
Jeff,
Andrew,
co-sponsored
by
Senator
Brown,
not
possibly
well
we're
trying
to
do
that
forward.
A
A
I
I
A
On
Tuesday
December
17th,
beginning
with
an
information
session
at
4:00
p.m.
followed
by
a
presentation
at
6
p.m.
at
the
a
Farber
Township
community
center,
and
this
is
how
being
held
to
satisfy
the
requirements
of
executive
order
172,
which
requires
the
authority
conduct
a
public
hearing
to
inform
municipal
and
county
officials
and
the
public
about
certain
highway
projects
started
to
start
a
project
construction
being
held
to
satisfy
the
New
Jersey.
No
net
loss
rates,
reforestation
Act,
which
also
requires
public
hearing
clearing
out
the
compensation
for
Torsten
areas.
A
N
That
I've
also
come
to
admire
the
board's
fiscal
responsibility
and
be
very
impressed
with
matters
of
financial
concerns
in
your
level
of
importance
following
the
committee
meeting
that
your
Education
Committee,
it
have
I,
get
right
to
the
committee
and
express
some
opinions
thanking
for
the
time
and
also
asked
me
for
more
time.
So
I
was
encouraged
by
everyone's
comments
tonight
in
your
willingness
to
learn
more
as
this
process
unfolds
and
we
learn
it
together.
So
I
I
hope
that
you
will
have
more
committee
meetings
and
one
public
meeting.
N
You
did
acknowledge
receipt
of
my
letter
and
say
that
you
will
hold
another
meeting
and
you
have
many
meetings
as
we
all
do
so.
I
would
encourage
you
to
hold
another,
and
I
would
like
to
be
invited.
Make
myself
available
to
all
of
you
if
you
have
any
particular
questions
or
concerns
I'm
always
available,
so
thank
you
again.
AF
There
were
on
the
last
option,
there
was
roughly
54
vehicles
and
the
total
amount
that
was
collected,
which
was
split
between
prosecutors,
sheriff
family
community
development,
and
there
was
one
vehicle
for
the
ACI
a
$22,000.
The
$23,000
check
that
I
mentioned
to
you
earlier
is
just
a
portion
of
those
sales,
so
it
was
about
$1,500
of
vehicle.
