resolution
for
the
recognizing
April,
as
Parkinson's
Awareness
Month
I,
was
asked
by
my
friend
of
several
years
will
to
to
make
this
so
recognition.
I
believe
correct
me
if
I'm
wrong,
and
then
you
will
I
believe
that
it
was
it
was
last
year
was
the
200th
anniversary
of
the
recognition
and
Parkinson's
by
dr.
Parkinson
on
the
effort
was
made
by
the
jiggawatts
foundation
to
have
served
with
the
United
States
Senate
in
Congress,
and
it
on
dealt
with
local
elected
bodies
to
recognize
Parkinson's,
Awareness
Month.

as
a
representative
of
Michael

foundation,
I'm
a
research
ambassador,
the
kind
of
carried
forward
message
for
the
Fox
foundation
is
to
make
sure
that
you
don't
dismiss
the
smallest
of
symptoms
that
you
may
have

started
with
a
quivering
in
one
of
his
pinky,
and
we
all
know
about
Michael,
J,
Fox
and
Muhammad
Ali
and
Robin
Williams
and
all
the
things
people
have
it.
People
look
at
me
all
the
time
and
they
say:
will
you
I'd
have
no
idea?

have
Parkinson's
I'm
blessed
because
I'm
on
a
great
medication,
a
lot
of
people
aren't
so
lucky.
So
as
I
travel
around
as
a
research
ambassador,
what
I
try
to
do
is
let
people
know
that
there's
a
website
that
the
Fox
foundation
sponsors,
the
Fox
foundation,
is
not
just
Michael
J
Fox.
It's
a
research
aggregation
firm.

What
we
try
to
do
is
get
as
many
Parkinson's
patients
as
possible
to
take
part
in
Fox
insight,
calm
and
that
allows
them
to
go
on
at
their
own
pace
or
at
their
caregivers
base,
and
then
you
put
all
their
data
about
their
experience.
It's
called
a
boutique
eat.
Everybody
has
a
different
experience
with
it.
Some
people
have
a
hard
time,
so
people
have
an
easier
time.
So
what
I
would
ask
all
you
to
do?
If,
if
you
have
the
most
minor
symptoms,
go
see
a
neurologist
go
see
your
doc.

Americans

support
research

find
better
treatments

a
cure

Parkinson's
disease

affirmative

volunteers,
researches
and
millions
of
individuals
across
the
United
States
working
to
improve
the
quality
of
life
for
individuals
living
with
Parkinson's
disease
and
their
families.

Okay,
I
have
been
asked
about,
Moscow
should
be
come
forward
before
we
I
do
that
presentation,
because
I've
had
quite
a
few
conversations
with
you
over
the
past
years
and
even
so
very,
very
helpful
for
a
number
of
our
constituent
and
everything
that
you
offer
and
you
know
as
we
discuss.
Sometimes
people
still
are
not
available
as
to
what's
out
there
and
you
continually
find
things
that
for
every
age
level
you
know
as
you
come
into
so
you
know
one
conflict.
Okay,
then
we're
going
to
do
something
about
that,
but.

Somewhere
in
this
month,
I
started
out
as
awareness
and
it's
an
international
epidemic
with
what
we
were
calling
it
now,
mainly
because
of
the
fact
that
we've
gone
from
1
in
5,000
to
1
and
1,000
to
now
in
New
Jersey
we're
at
1
in
41
and
faceless
autism
has
been
around
now,
because
we
have
a
child
diagnosed
with
Padre
and
we
live
in
Atlantic
County.
So
now
we
help
in
Atlantic
in
Cape,
May
County.

We
also
help
all
over
the
world
because
of
bubbles
for
autism,
and
this
month
is
when
we
go
to
the
schools
all
over
in
the
area
and
all
bubbles
for
awareness
to
teach
the
kids
that
it's
ok
to
have
friends
who
are
different
and
I.
Just
love.
Take
me
County
special
services
a
few
minutes
ago,
and
we
had
a
wonderful
experience.
What
we're
trying
to
show
is
that
the
awareness
doesn't
end
at
the
end
of
high
school
at
the
end
of
college.
It
continues
throughout
life.

that

have
done
is
just
it's
tremendous
and
I've,
never
seen
anybody
create
an
organization
and
put
such
not
only
a
positive
but
just
a
fun
spin
to
it.

mean
everything
that
you
guys
do
and

program

together

only
for
the
people
that
you're
helping,
but
to
do
your
fundraisers
and
things
like
that.
It's
just
fun!

And
certainly
been
a
very
busy
or
I
know
whenever
I
receive
with
these
sentiments,
complain
of
issue
we're
gonna
go
to
and
heat
always
handles.
Everything
so
quickly
makes
it
very
easy
for
us
to
serve
our
customers
and
your
customers.
So

only
because
you
do
that.

stay

even

you're

unit
in
the
state

we're
pushing
hard

we're

bring
services
to
the
most
needed
people
out
there

I'm
getting
more
and
more

day.

as
well

groups
wanting
partnerships,

we're
going
to
not
only
bring
mental
health
services
but
addiction,
services
and
job
services,
and
you
know,
emergency
services
out
there
to
the
most
needy
on
a
weekly
basis.
So
I'm
really
excited.

budget-
we
talked

things

are
in

it's
obviously
temporary,
because
we
don't
have
a
budget
or
essentially

Jerry.

we
were
generally
all
pretty
much
in
agreement
with
the
items
that

the
capital
budget.

many

requirements

we

meet

than
90
days
in
the
training
program?
So
by
the
time
you've
got
somebody
into
a
job
or
in
a
training
position.
It
was
like
90
days
and
we're
leaving
and-
and
there
was
a
lot
of
turnover
and
what
happened
was
we
couldn't
keep
the
positions
felt,
so
the
building
is
where
I'm
getting
clean
appropriately.

it

help

stabilize

plunging
nursing
home,
which
we
talked
about
for
a
number
of
years
of
this
board.
It's
important
that
we
retain
our
nursing
home
the
benefit
of
our
planning
time
residence

Nursing
Home,
is,
in
fact
a
nursing
home
of
last
resort.
So
to
speak,
that
we
have
a
guaranteed
place
for
people
in
this
county
to
go.

been
working
on
this

year
now

met
with
representatives
from
Washington
from
Delaware
local
representatives
to
see
how
we
go
about
getting
funding
from
the
Veterans
Affairs
to
serve
our
veterans
in
the
community
here,
Delaney
County,
currently
any
veteran
that
needs
repair
service
under
their
veteran
benefits.
They
have
to
do
to
Delaware
and
incidents
of
violent.
Currently
they
cannot
stay
in
related
County,
so
this
is
going
to
give
us
the
opportunity
to
really
serve
the
heroes
of
our
of
our
community
right
here
in
Wayne
County
we're
excited
about
it.

this

a

How
many
bits
would
be
available
if

know

beds

expanding

facility

sitting
waiting

occupied

sale
for

prices

needs
to
look
at

terms
of
types
of
services

nursing

tough
business,

talk

terms

prevention
services,

the
fits
involved.

dynamic

somebody
down

room,

mean
not
just
for
sake
with
some
has
something

go

work

been
doing

been

administration

veterans
can't
wait.

opportunity

longer

board
will
be

approves.
This
resolution
will

certifying
to
the
counties
compliance
with
the
way
it
handles
employment
applications

folks
making
applying
for
jobs
with

county
and
under
the
EEOC
guidelines,

we're
not
supposed
to
as
a
governmental
entity,
use
that
as
a
factor
in
the
first
instance
to
disqualify
people
who
would
be
applying
for
employment.

So
what
we
do
now
in
in
safety,
sensitive
positions
by
that
I
mean
people
who
would
work
it
entities
like
the
jail,
the
sheriff's
office,
anybody
in
law
enforcement
or
people
that
would
like
work
in
the
nursing
home
or
in
situations
where
some
of
our
jobs
of
people
who
work
in
our
Department
of
Human
Services
that
deal
with
elderly
people
or
would
be
dealing
with
children,
safety,
sensitive
positions.
We
look
at
this,
but
we
look
at
it
on
a
case-by-case
basis.

In
other
words,
in
those
type
of
situations,
we
will
do
a
criminal
background
check
on
somebody
and
then
that
gets
reviewed.
But
it's
not
a
determining
factor
in
the
first
instance
that
we
look
at.
In
other
words,
we
wouldn't
disqualify
somebody
merely
because
you
have
had
a
criminal
conviction
unless
it's
felt
that
the
conviction
is
of
such
a
nature
and
the
job
is
safety
sensitive.
Where
it
would.
You
know
we
in
exercising
our
due
diligence,
simply
shouldn't
put
someone
in
that
position:
they
have
a
criminal
conviction,
now
arrest
records.

Disorderly
persons
offenses,
for
instance,
if
somebody's
convicted
of
a
DUI,
doesn't
mean
that
they
would
not
be
considered
unless,
of
course,
you
know
they
have
a
history,
would
repeat
duis
and
if
they
were
applying
for
a
job
say
the
VA,
which
would
require
a
CDL
license
or
something
like
that.
Then
we
would
probably
use
saying
that
you
know
we
don't
want
to
hire
this
individual
because
of
their
track
record.

lot
of
times
we'll
get
applications
where
somebody,
maybe
fifteen
years,
previous
or
ten
years,
previous
we're
caught
with
marijuana
or
something
like
that
or
drugs
of
some
type.
As
long
as
the
event
and
what
happens
is
those
criminal
background,
checks
are
ordered
by
our
division
of
Human
Resources
Human
Resources
can
get
that
oftentimes
they'll
forward
that
up
to
me
to
look
at
to
get
my
tape
wanted
and
normally,
for
instance,
in
a
situation
like
that.

That
it
should
not
be
disqualifying
for
that.
Individual
now
say
you
have
somebody
that's
applying
for
a
job
in
a
safety-sensitive
position
and
they've
had
a
drug,
offense
or
repeat
drug
offenses
that
are
within
closer
proximity
to
the
time
of
their
application.
They
that
may
well
be
disqualified
or
you
have
somebody
that
obviously
had
a
conviction
where
they
were
charged
with
abuse
of
somebody
and
then
they're
applying
for
a
job
in
the
nursing
cub.
We
would
look
at
that
say:
yeah,
we,
you
know
we
don't
want
to
hire.

on
that
and
what
you're
doing,
if
you
prove
this
resolution,
each
of
you
will
then
have
a
certification
form
which
I
believe
is
or
should
have
been
attached
to,
the
materials
by
which
each
of
the
freeholders
will
be
required
to
sign

the
county
executive,
who
is
the
other?
Other
branch
of
county
government
will
be
required
to
sign,
and
then
that
gets
filed
with
the
with
the
authorities.
So
that,
in
a
nutshell,
is
the
explanation
of
this
and
why?
Why
we're
doing
it.

concern

we
foresee
facing
as
a
county
as
a
government
body
that
has
to
face
this
and
then
also
having
that
letter
said
to
our
legislators
to
let
them
know
that
you
passed
this
and
it's
doesn't
seemingly
at

that
it
will
be
a
positive
for
the
taxpayers.

The
Youth
Service
Commission
is
doing
there
and
they
did
the
community
engagement
monitoring
last
week
and
I
have
to
sit
in
and
be
a
part
of
that
evaluation
of
all
of
the
service.
Sometimes
we
do
under

and
was
very
enlightening
as
well
as
to
find
that
they're
all
was
80%,
but
we
ran
under
percent,
so
we
are
really
serving
the
kids
of
our
County
as
well
as
they
had
this
community
service
has
everything
you
could
think
of
in
terms
of
resources
for
grandmas
for
kids.
They
also
have
a
version
and
Spanish
as
well.

So
if
everybody
would
call
us
a
couple
of
weeks
ago,
the
Chairman
brought
out
its
very
large
freeholder
medallion
from
the
1920s
and
I
would
venture
to
say
that
at
that
time
there
was
no
Advisory
Commission
on
women
or
a
Youth
Services
Commission.
But
as
time
progressed,
the
need
for
these
groups
became
became
evident
and
they
were
created
to
assist
County
government
by
creating
a
vehicle
to
by
which
to
hear
citizens,
thoughts
and
means.
In
those
areas.

There
were
months
of
debate
last
year
between
concerned
citizens
and
this
board,
but
no
resolution
has
been
made
and
although
the
freeholders
toured
the
facility
on
the
freeholder,
Corsi,
revolver,
merino
and
I
myself,
the
facility
we
are
not
experts
and
the
public
outcry
is
for
an
expert
to
give
an
opinion
about.
What's
going
on
there.
So
I
suggest
that
we
take
a
two-pronged
approach
to
finally
resolve
this
issue
and
act
within
the
standardization
of
the
hierarchy
that
already
exists.
First,
the
creation
of
an
advisory
board
to
allow
for
transparency
with
the
shelter.

This
would
support
the
shelter
and
give
them
the
support.
That's
that
they
need
when
people
in
the
public
have
criticisms
or
for
concerns

last
horse
farm
in

area

we

Success
Center
it's
under
revamp
and
changing
40
years
ago.
They
played
baseball
there
year-round
forty
years
ago.

be
best
metaphor:
it's
put

parking
lot

the
basketball
courts
were
there
for

kids
across
the
street
and
all
over

mean
they
rode
their
bikes
out
in
the
summertime
they
brought
out.
Remember
the
old
big
old
boom
boxes
and
the
county
put
out
picnic
tables
farm
and
all
the
girls
sat
there
swimming
is
the
guys
shoot
baskets
and
all
that,
and
it
was
a
community
atmosphere.

continues

put
pennies
on
the
rails
and

paper
bag
lunches
and

all

had

great

child

school

in

them
and
I'm
not
really
sure
that
I'm

influence

kind
of

were

kitchen

filthy,

they
had
the

Committee

was

than
muffled

but
these
two
little
classrooms
have
tons
of
children
shut
down
and
they're
in
their
first
short
pier
today,

it's
called
Head
Start.
They
don't
come
out
and
if
they
did
yeah

this
is
the
last
time
you
did
it
didn't.
You
can
only
pick
up
a
little
bit.
These
get
used
to
run
the
whole
entire
playground
all
over
the
place
and
have
a
place.
They
thought
they
did
everything.

we
have
these
two
questions

still
open
now
and
you
guys
have
appropriated
money
and
you've
renovated
the
place.
I
guess
fits
contractors
renovated
the
place
where
you
put
ceiling
tiles
down
and
they
cut
chili
pasta

hallways

they

use

that
