resolutions

the
money
is
certified

amount

present
specified
in

resolution.

it's

certified
by
the
County
Treasurer
that
the
money
is
in
place
and
before
this
is
considered
in
a
serious
way.
You
need
to
determine
how
that's
going
to
be
accomplished
and
whether
it's
even
budgeted.
You
can't
spend
money
that
you
don't
have
so
I'm
sure
that
the
freeholders
are
very
anxious
to
do
whatever
they
can
award
or
give
to
the
county
executive
an
opportunity
to
have
more
flexibility
and
freedom,
but
the
money
has
to
be
there
before
you
can
give
it
away.
So
this
needs
more
thought.

appropriation

the
unusual

transfers

county
executive

ability

unexpected
expenses
with

law

nowhere

go

to

the
week

think
we
have
a
copy

and
I
know
the
governor
gave
the
authority
to
the
counties
today.

believe
it
was
to
be
able
to
mandate
this
across
the
county
if
we
would,
like
so
I'd
like
to
maybe
just
bring
both
of
those
to
the
administrative
subcommittee.
Since
we
will
be
meeting
you
know,
potentially
on
an
urgent
basis
this
week
to
take
a
look
at
each
of
those
points.
I
If,
if
the
board
is
acceptable
with
that
course
of
action,
and
then
the
other
point
I
just
want
to
make
is
I
suggested
it
via
email,
but
I
really
think
it's.
It
would
be
important
for
us
to
send
out
some
kind
of
letter
to
or
communication
to,
each
of
the
mayor's
and
the
town
clerk's,
making
our
WebEx
or
Cisco
WebEx
technology
available
to
each
of
the
municipalities
to
use
for
their
meetings
and
and
technological
support.
I
I
know
some
of
them
have
attempted
to
do
various
forms
of
virtual
meetings,
whether
it's
via
conference
call
live
streaming,
zoom,
etc.
I
do
know
that
one
encountered
a
situation
where
was
being
displayed,
so
I
do
think.
That's
where
the
WebEx
is
a
value
because
we
do
have
the
panelist
versus
participant,
delineation
and
control,
so
I
want
to
I
want
to
make
a
recommendation
that
we
offer
that
up
to
the
municipalities
and
that
we
also
send
out
lessons
learned
that
our
clerk,
our
wonderful
Clerk,
has
been
kind
of
documenting.
I
In
terms
of
you
know,
we
have
to
go
a
little
bit
slower.
We
have
to
speak
a
little
bit
more
slowly.
You
know
muting
unmuting,
doing
test
runs
in
advance
of
meetings,
just
various
things
that
we've
taken
away.
Having
done
this
now
for
our
third
meeting
I
think
we
need
to
share
those
lessons
learns
with
the
towns
and
be
and
be
of
support
to
them
as
they
attempt
to
continue.

certainly
something
worth
looking
into.
It
does
come
with
an
expensive
license,
and
now
you
know
I,
don't
know
how
much
of
our
IT
we
could
land.
We
could
probably
train
here,
but
I
did
have
a
small
discussion
about
it.
I
didn't
want
to
say,
I
saw
your
email
and
certainly
it's
something
we
can
look
into
as
a
help
for
sure
anyone
else
for
the
good
of
the
order.

see,

our
first.

first
thought
is
with
our
first
responders
and
you
know
I
think
everybody
in
this
county
I
think
this
is
a
really
good
meeting,
because
it's
sort
of
like
got
a
lot
of
our
concerns
out,
but
it
it
shows
that
we
are
still
a
team
here
and
then
this
is,
it's
been
hitting
us
from
all
sides
and
I.
Just
think
that
our
our
resolve
is
too
determined
to
keep
fighting
this
until
we
beat
it.
So
that's

cents.
