I'll
give
you
an
update
on
some
things.
I've
been
working
on
some
of
the
successes
and
some
of
the
things
that
haven't
worked
out
since
give
me
an
idea,
things
that
we're
looking
at
handed
out
a
presentation
so
that
you
can
follow
along
first
thing
I
did
when
I
took
took
the
position
from
mr
mica
was
trying
to
make
awareness
of
shared
services.

So
I
want
to
make
sure
they
were
aware
of
that
and
put
the
idea
shared
services
before
in
front
of
them.
I
also
reached
out
sent
a
letter
to
all
the
mispalies
and
all
the
school
superintendents
advising
them
on
the
leak
program
and
that
there
was
a
100
funding
for
feasibility,
school
consolidation
studies.

It
made
them
aware
of
that.
I
made
several
suggestions
to
them
and
when
I
attended
the
meetings
one
was
I'm
not
sure,
and
I
never
really
got
an
answer
if
the
curriculum
in
the
elementary
schools
matched
up
with
the
high
school's
curriculum,
so
that
example,
foreign
somers
points
if
their
curriculum
matched
up
with
mainlands,
so
that
all
the
students
from
those
three
schools
got
the
mainland
with
the
same
background
and
the
same
starting
average
level
playing
field.

But
I
suggested
that
maybe
they
could
use
leap
grant
to
do
the
study
and
abandoned
by
new
textbooks
use
it
for
that.
I
also
suggested
that
they
use
their
esser,
which
is
the
federal
money
and
maybe
partner
that
with
leaked
money
for
summer
enrichment
programs.
So
that's
neighbor
into
two
neighborhood
districts,
school
district,
a
they
did
one
program
and
do
the
share
of
service
agreement
with
the
neighboring
community.

They
can
apply
for
75
of
those
costs
through
leak
and
then
use
the
ess
er
monies
for
the
other
25,
so
they
basically
get
and
then
the
other
district
do
the
same
thing.
So
they
would
get
two
programs
summer.
Enrichment
programs
were
basically
free.
I
don't
know
if
anybody
did
that
or
not,
but
that
was
a
suggestion
that
I
gave
them.
I
also
when
I
sent
these
letters
out.
I
I
sent
them
out
again
to
update
them
on
this
year's
funding
period,
make
sure
they're
aware
of
the
deadlines
and
the
new
guidelines.

Agreements
that
I
had,
I
sent
out
a
letter
to
all
municipalities,
one
of
the
big
problems
ecua.
I
heard
mr
w
here
a
month
or
so
ago,
difficulty
in
getting
cdl
licenses.
Municipalities
may
be
having
the
same
experience,
there's
a
new
law
that
went
into
effect
in
february
that
you
can
no
longer
train
a
cdl
license
in-house.

I
wanted
to
make
sure
all
the
municipalities
were
aware
of
that
funding
if
they
were
having
that
difficulty
I
reached
out,
and
I
was
able
to
secure
many
leaf
applications
from
the
state
dca
that
had
been
submitted
so
that
we
would
have
a
database
and
a
starting
point
for
municipalities
to
look
at
so
they
weren't
starting
from
ground
zero
when
they
were
doing
nerd
leap,
applications
to
try
to
give
them
a
head
start
this.

I
sent
one
application
out
to
absentee
who
was
doing
elite
grant
by
dispatch
radios
and
equipment
to
the
compatible
gallery
system.
It
also
was
beneficial
to
the
scale
matter
in
their
lead
application
and
I'll
talk
about
another
program
in
a
minute,
but
longport
is
going
to
be
using
that
as
a
starting
point
for
a
grant
application.

Some
of
the
grants
I've
been
working
on
some
successful,
some
that
are
in
the
works.
I
assisted
some
to
sell
manner.
They
were
successful
and
being
awarded
120
000
to
purchase
two
vehicle
trucks
and
snowplow
equipment
to
do
the
county,
roads
and
still
matter
to
the
shared
service
agreement
with
the
county.

I
have
assisted
veteran
war
gate
in
longport
and
putting
together
a
leap
application
or
to
buy
a
emergency
management
trailer
to
use
as
a
command
center
at
major
events
such
as
beachfest
and
down
beach,
seafood
festival
and
the
concerts
that
they
have,
and
that
type
of
thing,
and
also
to
use
a
major
incidents
and
they
will
be
putting
in
for
a
grant
of
fifty
thousand
dollars.
I've
been
working
with
their
grant
writer
and
vetner
they're,
the
ones
that
are
gonna,
be
lead
applicant
and
we
work
with
them
to
put
that
application
together.

Another
one,
I
think,
is
important.
I
investigated
it
and
did
a
lot
of
research
on
a
software
package
called
forerunner
that
helps.
Floodplain
managers
manage
their
floodplain
activities,
which
those
activities
dictate
what
the
insurance,
what
the
discounts
that
residents
receive
on
their
flood
insurance.
There's
11
pounds
in
this.
It's
called
the
community
rating
system
and
that's
what
determines
your
discount
there's
11
counts
in
the
main
county
I
called
around.
I
was
able
to
get
longport
to
be
the
lead
entity,
they're
going
to
be
submitted,
an
application.

Prima
has
really
gotten
tough
on
their
criteria
to
award
these
discounts.
An
example
is,
there's
something
called
flood
elevation
certificate.
J
You
have
to
have
an
80
compliance
rate
on
those
certificates
or
you
lose
all
your
districts,
so
most
of
the
municipalities
are
somewhere
between
15
and
25,
so
this
flood
plane
or
this
forerunner
will
help
them
ensure
that
they
meet
that
80
percent
requirement
and
that
they're
able
to
keep
their
flood
insurance.

If
the
municipalities
would
have
on
their
own
to
get
this
program
for
three
years,
it
would
cost
35
000
using
wheat
and
using
economy
and
scales
by
a
bunch
of
team
cities
together
instead
of
each
doing
individually,
we
can
get
that
cost
down
to
under
ten
thousand
dollars
within
three
years.
So
it's
a
significant
savings.

That
it
also
protects
the
lives
of
the
inattentive
driver
that
happens
to
crash
in
at
60
miles
an
hour
on
the
back
of
the
road
construction.
So
we
got
third
team
in
this
county
to
sign
on
to
that
grant
and
hopefully
we'll
be
worried
by
the
state,
and
I
was
able
to
write
the
grant
myself
so
that
we
didn't
have
to
get
a
grant
writer
involved.

Some
of
the
opportunity
we're
able
to
leverage-
and,
after
speaking
with
some
of
these
groups,
the
city
of
pledgeville,
apply
to
the
county
from
the
co-op
program
to
purchase
gasoline
they're,
purchasing
a
retail
vendor
they're,
now
purchasing
gasoline
from
the
county
depot
and
they're
saving
some
money
on
that
after
they
did
it.

So
I've
been
just
starting
that
process
about
this
fall.
Some
of
the
other
things
you've
been
working
on
that
haven't,
come
to
fruition
and
to
give
you
an
idea
of
what
what
I've
been
doing.
Maybe
you
can
push
some
people
along,
but
we
had
discussions
at
their
request
for
the
firefighters
association
and
fire
chiefs
association
for
centralized
dispatch
for
fire
and
ems,
only
not
not
for
all
all
emergency
services,
but
just
prior
to
the
ems
I
was
able
I
researched.

I
got
studies
from
cape
may
county
sussex
county
and
looked
at
the
county
study
that
was
done
several
years
ago
for
county
live
dispatch,
and
I
was
able
to
put
together
building
technology,
equipment
and
staffing
models
to
try
to
get
an
idea
what
this
would
cost
we're
waiting
to
hear
back
from
them.
I
was
able
to
I
had
to
make
some
assumptions
on
the
qualifying,
but
we
reached
out
to
these
organizations
and
had
several
meetings
with
them.

I
made
a
proposal
to
lane
city
veteran
larvae
to
use
leak
to
purchase
a
firefighting
water
vessel.
This
seems
to
make
sense
without
the
island
communities,
with
the
value
of
your
real
estate
on
the
bay
front.
How
you
would
fight
a
fire
from
the
rear?
Many
of
these
homes
are
right
on
the
bulkhead
line
and
their
second
floor
decks
that
the
fire
was
above
the
deck.
How
would
you
get
into
it?

You
know
more
important,
sponsor
fire
reporting,
god
bless
them,
but
I
thought
it
would
be
better
in
the
hands
of
a
paid
fire
department,
but
that
didn't
come
to
be.
I
propose
to
all
the
towns
to
purchase
vehicle
through
leap
again.
They
can
get
75
percent
of
the
vehicle
paid
for
to
late
broadcast
flying
on
county
roads.

Sometimes
you
don't
even
have
to
plow
if
you
use
prime
and
they
can
get
a
truck
for
25
percent
of
the
cost
that
they
only
use
once
or
twice
a
year
for
snow
that
they'll
have
like
12
months
out
of
the
year
to
use
like
a
stone
manor
did,
I
think,
I'm
going
to
mention
a
little
bit,
but
becker
was
the
only
town
that
took
advantage
of
that.

had
mentioned
that
that
is
young
town
they're
going
to
buy
a
truck
in
the
prior
equipment
to
do
the
ride
on
their
roads,
land
avenue
with
the
island
and
the
county
routes,
and
I
also
got
them
to
do
volunteer
avenue
in
ohio
city
so
that
the
public
works
thing
after
the
senate
trump
over
there.
Just
to
do
seven
tenths
of
a
mile.

I
researched
and
developed
a
financial
model
to
use
county
resources,
you're
not
going
to
put
it
on
the
county
server,
but
this
the
account
would
act
as
a
bundler
for
lack
of
a
better
term
to
purchase
a
cloud-based
system
and
offer
it
to
municipalities
at
a
cost,
so
it
wouldn't
cost
the
county
or
anything
for
the
electronics,
storage
and
records
and
documents
I'm
proud
to
say,
but
I
remember
when
I
was
in
office
and
better
being
documents
all
over
the
place.

This
would
organize
things
and
help
municipalities
out
with
that.
If
they
did
it
individual
for
three
years,
it
cost
about
twenty
five
thousand
dollars.
If
we
were
able
to
use
a
lead
grant,
we
could
get
that
cost
down
to
about
five
thousand
dollars
and
even
without
a
complete
grant.
If
we
were
able
to
use
economy
of
scales
and
bundle
things
together,
we
get
that
cost
down
from
about
25
000
to
about
17
000..

One
of
the
things
at
these
meetings
I
proposed
to
the
school
board
that
they
look
at
forming
a
banking
consortium
where
the
districts
would
go
together
and
request
for
proposals
from
banks
for
all
of
them
to
deposit
their
individual
accounts
in
one
bank.
It
would
not
be
co-mingling
the
funds
each
one
would
have
their
own
individual
account,
but
because
a
group
of
school
districts
were
coming
together,
the
banks
were
willing
to
give
them
lower
banking
fees
and
a
higher
interest
rate
of
money
in
bank.

The
problem,
then
they
were
very
interested
in
the
problem.
When
I
researched
was
at
this
time,
the
interest
rates
are
so
low
and
it
doesn't
make
sense
for
the
school
districts
go
through.
This
major
change
in
their
bank
accounts
for
such
a
low
rate,
however,
and
many
people
feel
the
interest
rates
are
going
to
go
up
at
some
point-
that
this
may
be
something
that
will
come
down
to
northward
and
discuss
within
town
and
put
to
buy
a
brushed
fire
truck
that
they
were
made
of.

said
find
another
neighboring
community
that
needs
the
same
thing
you
go
together,
buy
the
truck
and
get
it
you
know,
sign
a
search
share
of
service
agreement
and
you
get
the
truck
for
25,
and
I
also
one
of
the
first
things
I
worked
on.
The
city
of
wayne
city
was
going
to
receive
a
grant
for
a
huge
fan
to
clear
out
smoke
and
open
space
large
space
buildings.

Nobody
in
the
county
has
that
for
the
fire
in
barbara
city
they
had
to
get
a
boat
fan
from.
I
think
some
place
in
simon's
point
to
try
and
clear
out
the
stone.

Regarding
the
centralized
dispatch
fire
rescue,
particularly
on
the
western
end
of
the
county,
I
you
know,
I've
heard
a
lot
of
comments
made
to
make
over
the
years
that
this
is
something
that
is
desperately
needed
and
I'm
glad
to
see
that
you're
working
on
it-
and
I
just
hope
you
continue
to
move
that
football
down
the
field
for
us.

And
we're
just
waiting
for
them
to
get
back
to
us
and
in
my
research
there
are
several
county-wide
fully
emergency
dispatch
organizations
that
started
out
just
as
fire
and
ems.
So
this
may
be
a
step
to
moving
forward
somewhere
in
the
future.
The
centralized
dispatch
for
everything,
but
again
we're
just
waiting
for
those
associations
to
get
back
to
us
with
some
data,
because
then
we
can
get
an
idea
of
what
we're.

I'm
sure
there
are
several

Larger
cities
have
their
own
fuel
right.
So
it's
it's
the
smaller
cities
and
I'm
sure
plentyville
is
right.
Next
to
northridge
right
next
to
the
public
works
facility,
they're
close
by
so
it's
cost
efficient
for
them
to
send
somebody
to
get
fuel
where
it
may
not
make
sense
for
somebody
from
people
to
invest
in
it.

ended
around
the
city
at
one
point:
they
never
got
the
contract
completed,
so
they
went
to
to
the
county,
which
is
fine.
Atlantic
city
does
share
or
does
gas
with
the
board
of
education.
So
that's
the
part
of
so
it's
absolutely
over
there.
The
other
issue,
the
other
comments
you
made
about
the
potholes
of
the
trump
we
had
their
company
a
year
ago.
They
did
an
outstanding
job.
The
problem
is
getting
them
back.
I
We're
having
that
problem,
and
most
of
these
municipalities
are
now
complaining
about
all
these
potholes.
We
have
two
or
three
guys
on
the
truck
patching
holes,
but
we'd
love
to
have
that
one
guy
in
the
truck
patching
the
hose.
It's
it's
more
safer.

really

applying

I'm

did

the
pleadings

of
that
firm,
who

constitutional

dean
of
the

doing
this

long
time
and
his
his
pleadings
were
spot
on.

thought
we
were
entitled
to
under
the
consent
order
versus
what
the
likely
outcome
is
under
the
new
legislation
and
you're
talking
a
difference
of
between
four
and
five
million
dollars
a
year
coming
to
the
county
which,
over
the
final
five
years
of
the
pilot,
the
likely
amount
or
shortfall
to
the
county
is
going
to
be
between
19
and
20
million.
That's
a
lot.

laid
out

fact

you
know
there
are
services
that
we
provide
that
without
that
money
likely
may
have
to
be
cut

eliminated

in
the
alternative
taxes
being
raised
on
what
I
refer

think
that
I've

my
career,
given

have

argument

just
stellar-

was

masterful

the
way
he
laid
the
argument
out.
It
was
something
that
you
would
want
to
videotape
and
give
to
law
students

present
an
argument
he
was.
He
was
that
good.
He
really
was,
and
he
obviously
convinced
judge
marzack
who
really
followed
along
in
the
argument.
If
you
read
the
opinion
and
it's
a
long
opinion,
it's

really
followed
that
the
essence
of
the
argument
was
a
valid
binding
contract.

consent
order
for
settlement
in
its
most
essential
forms
is
a
contract,
and
we
were
able
to
show
that
this
legislation
violated
the
essential
terms
of

judge
marzak
so
found
the
state
was
trying
to
argue
that
all
we
bargained
for
back
in
2018
with
that
consent
order
of
settlement
was
the
percentage
amount
that
we
were
going
to
get,
and
I
think
mr
riccio
very
ably
demonstrated
what
a
hollow
argument
that
really
was
that
the
state
was
presenting.

it
was,
it
was
a
wonderful
result.
Now,
where
do
we
go
from
here
on
march,
8th
judge,
believe
or
whoever
he
might
designate
to
take
over
the
case
will
conduct
a
phone
conference
with
mr
riccio,
mr
lloyd
who's,
the
chief
counsel
for
the
state
I'll
be
on
that
call
certainly,
and
then
we
will
discuss
where
we
go
from
here.
What
the
mechanics
of
this
should
be,
I
suspect,
there'll
be
another
hearing.

wouldn't
be
surprised
if
the,
if
the
judge
were
to
encourage
the
side
besides
to
sit
down-
and
you
know,
try
to
work
this
thing
out.

occurs
to
me
that
you
know
we're.
Definitely,
I
think,
going
to
be
able
to
show
that
the
based
on
the
definition
of
gross
gaming
revenue
under
the
what
I'll
call
the
former
casino,
stable
property
stabilization
act
that
where,
inter
gross
gaming
revenue
included
both
internet
gaming
and
sports
betting
revenue
and
based
upon
the
fact
that
each
year,
the
division
of
gaming
enforcement
comes
out
and
tracks
those
numbers.
We
know
that,
in
the
last
analysis,
the
casinos
of
gross
gaming
revenues
were
in
the
area
of
4.2
billion.

was
also
there
were
also
provisions
in
that
former
legislation
that
each
year
that
amount
would
increase
by
two
percent.

That
you
know
that's
not
going
to
lessen
perceptively
and
even
if
it
went
down
somewhat
you'd
still
probably
still
fall
within
that
corridor.
Under
the
old
legislation
between
3.4
billion
and
3.9
billion.
So
you
know
the
amount
would
be
165
million
dollars
of
the
pilot.
We
would
get
13.5
percent
of
that
in
2022,
2023,
2020
and
2024,
and
then
the
final
two
years
we
get
12
of
that,
that's
all
under
the
consent
order.

you

that

as
as
I've
indicated
you
know,
I
think
it
probably
makes
little
difference
to
us
how
the
state
does
it
as
long
as
they
do
it
and
we
get
what's
due
to
the
county
and
plus
we

asking

council
fees

to
be
reimbursed.
Now,
as
an
aside
on
that,
I
should
tell
you
that,
under
the
american
system,
the
parties
normally
pay
their
own
council
fees.

are
exceptions
to
that,
and
we
will
argue
in
this
case
that
this
was
a
blatant
disregard
by
the
state
and
that's
because
of
the
fact
that,
while
the
legislation
was
pending,
they
got
two
letters.
The
governor
got
a
letter
from
the
county
executive,
which
detailed
our
reasons
as
to
why
this
legislation
was
unfair.
We
specifically
mentioned
in
there.
We
believed
it
violated
the
terms
of
the
consent
order,
and
then
I
think
it
was
on
the
day
or
two
before
the
governor
act
before
the
