was
established

encourage
design
excellence
and
shall
act

a
Consulting

advisory
capacity
to
the
agencies
involved
in
the
process
for
reviewing
development
plans.

DRP
utilizes
the
guidelines,
plans
and
the
architectural
principles
and
the
comprehensive
manual
development
policies
and
or
master
plan,
as
well
as
other
guidelines
and
regulations
adopted
into
law.
Certain
areas
of
the
county
were
designated
by
the
County
Council
to
require
a
review
by
the
DRP.

panel
consists
of
nine
members
all
are
professionals
with
practical
knowledge
in
the
matters
of
design.
For
the
purposes
of
making
recommendations
on
a
particular
project,
three
members
shall
constitute
a
quorum.
The
attendance
and
comments
of
each
member
shall
be
recorded
in
the
minutes,
which
shall
be
an
open
record
and
available
along
with
all
documents
submitted
to
the
panel
for
inspection
and
copying
by
the
public.
There
will
be
an
opportunity
for
the
community
to
offer
comments
and
suggestions
at
the
conclusion
of
the
applicant's
presentation.

included
in

written
record
of
the
meeting
when
a
speaker
is
called
to
speak.

comments
back
in
September,
there
were
comments
about
the
parking
and
how
we
still
had
a
row
of
parking
in
front

the
building
between

building

Bel
Air
Road.

have
still
have
an
angled
row
of
parking
in
front,
but
that
is
now
permitted
based
on
a
new
Council
resolution
that
allows
angled
parking
a
single
Row
in
front.

which

the

along
Belair
Road,

presentation
and
plan
that
we
submitted
about
a
month
ago
showed
one
defined
sidewalk
connection
from
Bel
Air
Road
back
to
the
front
of
our
building.

plans
show
that
for
now,
there's
also
requests
for
outdoor
seating
areas.
Our
plans
show
two
outdoor
seating
areas
in
the
front
of
the
building
one
on
each
end
of
the
parking
lot.

one
on
the
North
side
is
larger

can
accommodate
more
outdoor
furniture
and
then,
finally,
the
building

discussion
about
the
building
materials.
We
had
originally
shown
tilt
up
construction
with
stamped
concrete
to
make
it
look
like
brick
as
you'll,

a
presentation
when
it
loads.

we
found
a
panel
that
has
integral

dark

lot

neighboring

the
famous
Pikes
theater
that
we
took
cues
from
for
our
material
and
color
palette,
we're
proposing
a
flatter
black
metal
awnings
that
over
the
windows
and

entrance,
and
that
those
also
act
as
a
light
shelf
to
bounce
light
into
the
clear
story.

deeper

the

those

understand
the

need

create

one
story

entry,

it,
but

understand
why
you
changed
the

door
entry
and
that's
above
the
canopy
and
with
glazing,
and
why
not
just
keep
it

dark
brick
to
really
create
a
really
strong
focal
point
for
entry
into
the
building.

close
look
at
the
open
space
topography
presented
now
shows
that
most
of
it
is
very
steep
terrain
and
is
not
very
usable
with
much
of
it.
On
a
30
to
50
grade
that's
much
steeper
than
the
15
average
maximum
allowed
by
regulation.

developers
proposed
these
areas
as
open
space
only
because
they're
too
steep
to
build
on,
in
other
words,
they're
unusable
scrats.
These
six
acres
have
been
of
little
use
to
the
developer

now,

that
he
is
trying

off

real

space,
they
will
be
of
little
use
to
the
students
as
well.

the
open

they

fooled
