issues
have
been
brought
up
by
the
board
to
staff
is
trying
to
figure
out,
you

edits
and
changes
to

master
plan,

I'll
just
start
at
the
top
on
the
first
page
as
usual,
we
kind
of
start
with
the
overview.

was
some
discussion
about
concerns
about
legal
issues,
changes
to
linked
materials
in
the
plan
that
was
brought
up
by
various
planning
members,
Broadview
Warren,
Panera
and
Perlo,
requesting
that
we
remove
links
from
the
story
maps
and
perhaps
create
a
source
page
so
I
believe
that
was
still
an
issue
that
was
kind
of
left
on
the
table
at
the
last
meeting
and
I
did
not
know
if
there
was
additional
discussion
or
thoughts
about
that.

getting

that
level

the
discussion
last
time,
but
if
that

we're

hear

plan

confusion

role

implementation

master
plan,

is
to
encourage
and
even
incentivize
growth
and
development
within
those
areas
deemed
most
suitable

retrofitting

it

should

additional

put
forth

the
Vision
framework
by
board
member
to
revise
the
livable
built
environment
goal,
one
action,
one
to
read
as
follows:
Baltimore
County's,
Urban,
World
demarcation
line,
was
established
over
50
years
ago
and
has
not
been
systematically
reviewed
for
at
least
four
decades
prior
to
beginning
work
on
the
next
master
plan.
The
planning
board
and
staff
should
conduct
a
comprehensive
review
of
the
urban
rural
demarcation
law
to
determine
whether
it
is
still
meeting
the
current
and
future
needs
of
Baltimore
County
and
the
Baltimore
region.

All

the
next
new
piece
is
a
little
bit
further
down
the
page
that
came
from
board
member
Heckman,
revised
livable,
built
environment
goal.
One
action,
eight
to
read
the
planning
department
and
the
planning
board
shall
create
a
task
force
to
study
the
current
comprehensive
sending
that
process
and
make
recommendations
where
the
process
may
have
opportunities
for
improvement,
to
make
it
more
effective
and
for
easier
retrofitting
and
easier
for
retrofitting
communities,
as
suggested
in
the
growth
framework.

the
top
of
pastry,
yeah

appreciate
that
you
added
some
additional
information,
but
I
had
asked
to
have
the
plan
sent
to
me,
and
everyone
has
a
copy
of
this
on
the
top
of
your
desk
there

Mr
lippenholtz,

was
a
member
of
the
County,
Planning,
Council
or
planning
team
for
a
number
of
years,
came
up
with
a
strategy
that
I
believe
never
went
anywhere.
It
got
passed
by
us,
but
I,
don't
know
what
happened
to
it
and
it
had
growth
here.

growth
tier
plan,
one
two
and
three
that
set
aside
the
lands
that
are
outside
the
hurdle
that
a
number
of
them
that
are
in
land
preservation
that
would
allow
for
some
commercial
use
and
visitation
by
the
taxpayers
of
our
County
and
taxpayers
attorneys
around
us
to
to
get
some
utilization
of
that
property
of
those
properties.
I
think
it
was,
they
were
a
little
restrictive
from
my
taste.

process,
as
we
met
with
the
community,
and
it
was
a
huge
part
of
what
we
talked
about
and
I
thought
was
favorably
talked
about
by
the
community.
So
I
would
like
to
have
some
language
in
there
that
we
would
look
to
implement
stages.

the
potential
zoning
uses

that

board
just
take
time
to
carefully
look
at
these
and
the
potential
implications

vote

two

business
community

dealt

similar
issues,

it

we've
seen
more

more
studies
come
out,
say
zoning
doesn't
do
it
they're
not
able
to
incentivize
housing
just

changing

housing

different
types
of
housing
only
through
zoning.

money
always
helps.

of
the
pressures

move

aging
population

family
with
kids
they're
going
to
move

the
change

driven

need

particular
type

increasing
demand
for
housing

for
people

not
building
it
fast
enough

getting

financing
wanted

tough
to
get
financing
for
a
multi-million
dollar
projects,

Rather,
people
move
out
of
their
home

stay
in
the
community
someplace.

it
concerns
me
also
sometimes
when
we
subsidize
housing
that
we're
incentivizing
people
from
other
areas
to
move
into
the
area
which
increases
the
inflow
of
pressure
on
housing.
When
we
do
that,
I
know
like
in
Baltimore
city
has
lost
what
200
000
people
in
the
last
couple
decades
or
more
than
that
they're
moving
out
because
of
crime
and
poor
schools,
and
so
on.

people,
people
are
mobile
and
people
are
always
looking
for
better
opportunities,
whether
they're
moving
from
Dundalk
to
Perry,
Hall
or
moving
from
Highland
town
to
Dundalk
I
mean
yeah
I
know.
Mr
Luke
has
done
some
work
in
that
Arena.
You
may
have
some
more
data.

was
just
when
I
mean
part
of
it
is
also
there's
the
sort
of
within
the
region
movement.
But
you
know
to
the
extent
that
the
Baltimore
region
has
a
good,
thriving
economy.
You
would
expect
it
to
be
attractive.

that's
what
thriving
places
do.
So
you
know
Texas
and
Florida
are
attracting
lots
of
people.
I
was
just
in
Johnstown
Pennsylvania,
it's
not
attracting
people.

a
thriving
economy,
you're
going
to
be
attracting
people
in,

to
be
able
to
house
those
people
plus
the
people
that

already
