reason

regretfully
I
stand

going

go
with
my
speech.

don't
pray
off
the
regretfully
I
stand
before
you
in
this
public
speaking
forum
regarding
the
proposed
changes
on
page
78,
the
elimination
of
the
lab
coordinator
position
at
the
Commission
level.

This
position
is
covered
by
the
full-time
of
bargaining
unit
and
it
was
alarming
for
us
to
see
this
come
up.
Last
Friday,
since
there
has
been
no
discussion,
no
proposals
from
the
department
head
from
the
executive
level
for
in
this
process
to
see
it
at
the
Commission
level,
and
we
understand
the
Commission-
does
have
the
right
to
eliminate
positions
within
the
budget
process.
However,
we
also
believe
that
this
position
is
essential
to
the
health
department
operations
and
are
open
to
discussion,
we're
open
to
the
discussion
of
the
matter.

if
you
eliminate
the
position,
our
position
is
that
the
work
must
cease.
Also,
we

that
you
maintain
the
position
in
the
full-time
unit

we
move

work

to
review

changes

executive
budget

preparation

limited

money

spend,

input

terms

set

terms

money

allocated

programs

County

budget
processes

used

county

level
city

government
and

counties,

budgets
and
sort

around
a
lot
of
surprises
in
a
very
short
compact
period
in
which
you
have
to
act
on
the
budget.

maybe
next
year

little
smoother
process
and

closely

everybody

more
input
from
our

Liberty
Bridge

vital

Bay
County
and

transportation

citizens
getting
around

city

county,

City
Commission

not
developed

consensus
on

to
them.
The
prices
arranged
on
the
bridge
replacement
from
80
million
to
as
high
as
250
million
dollars,
and
there
are
a
number
of
statutes
and
revenue
bonds,
millage
tolls
that
have
been
thrown
out
there,
but
there
is
no
consensus.

As
of
last
night,
when
I
spoke
to
several
the
commissioners
individually
and
the
mayor
there
I
think
what
we
need
to
do,
since
it
is
a
city
asset
currently
under
their
control,
is
if
they
can
come
together.
Coalesce
around
one
plan.
One
proposal
would
make
it
much
easier
for
Bay
County
to
support
that
proposal
whatever
may
be,
and
also
determine
the
if
the
federal
and
state
governments
are
going
to
play
a
role
in
funding,
repair

replacement
of
the
bridges
or
it's
going
to
be
totally
borne
by
the
local
taxpayers.

the
very
controversial,
as
all

think
when
the
heat
came
down
in
the
city.
Some
of
the
commissioner,
particularly
the
City
Commission
president,
tried
to
shift
it
to
the
county
commissioners
responsibility
and
when

bill
Britt
bridge
was
built,
was
really
on
the
recommendation
of
a
County
Road
Commission
and
then
we
belong,
and
this
was
forward
to
provide
a
significant
portion
of
funding
the
independence
bridge.
The
issue
over
the
years
has
been
maintenance
when
I
was
in
Congress
I
offered
an
amendment
to
the
Surface
Transportation.

Remember
the
Surface
Transportation
Committee
on
iced-tea
passed
the
House
to
connect
m15
twice

and
make
it
totally
a
state.
Responsibility
went
to
the
Senate
governor
Ringwood
opposed
it
and
that
opposed
it
was
removed.

wasn't
a
country,
and
so
we
tried
our
best
to
to
alleviate
the
local
cost
and
replace
from
that
rich
by
making
the
responsibility
of
MDOT
and
in
state
government.
But
many
legislators
have
tried.
We've
all
failed

that
accomplished.

County
has
a
role
to
play,
but

think
the
City
Commission
needs
to
continue
to
discuss

collaborate
on
whatever
they

single
plan
