funding
split

have
to
deal
with
down
there
to

it
equal

been

problem
at
times,
so
they

to
monitor

up
the

know
it

little
extra
work

our
personnel
department
to
round
off
the
hazard
pay
to
one
thousand
dollars
by
having
the
county
pick
up

withholding
from
that.
One
thousand
dollar
hazard
pay
bonus
for
our
first
responders,
so
we've
received
a
full
100
and
two
thousand
dollars
and
then
out
of
some
of
the
other
general
fund
money,
we
made
up
the
balance
on
that.

hopefully
our
first
responders
know
how
much
we
appreciate
their
service
and
the
fact
that
they
worked
diligently
through
the
crisis
when
other
other
employees
did
not
have
to
do
that.
Could
work
remotely
or
or
not
at
all,
so
also
with

public
safety,
public
health
grants,
replacing
wages
and
benefits
we
filed
or
asked
for

million

and

that
amount.
So
far,
we

received
fifty
percent

half

that.

corona
virus
relief
government
grants

and
we've
received
100
of
that
funding,
not
so
good
on
the
sheriff's
department
reimbursement
grant,
the
sheriff's
department
submitted
fifty
eight
thousand
and
eight
dollars.

We've
only
received
of
that
twelve
thousand
seven
hundred
and
twenty
three
dollars
or
about
twenty
two
percent
of
what
was
asked
for,
but
we
will
be
diligent
about
trying
to
to
follow
up
on
that
and
recoup
as
much
as
we
can
also
community
development
block
grant
funding
under
the
keras
act
passed
by
the
federal
government,

and
fourteen

that
we've
received
zero.

total

far
we

requested
two
thousand

dollars
and
three

and

continue

monitor
that

make
sure
that
bay
county
receives
every
penny
that
we're
entitled
to,
and
there

another
stimulus
package
pending
in
congress
and
so
we'll
wait
to
see
how
much
money
comes
back
to
the
states
and
hopefully
county
governments,
because
in
our
case,
in
michigan,
while
those
counties
that
were
over
500
000
in
population
they
received,
you
know
hundreds
of
millions
of
dollars,
those
that
that
weren't
at
the
500
000
I
mean
the
500.
Excuse
me,
the
500
000
population
level
received
significantly
less.

like

jan
and
her
whole
finance
department
for
the
job
that
they
they
did,
that
just
you
know
the
emails
and
stuff
it
was
relentless
four
or
five
of
them
a
day,
sometimes
coming

cares,
act

stuff,
and
these
they
just
a
fantastic
job
and
lots
of
signing
of
papers
and
everything
but
they're
they're.

we

exceptionally

supplying

worked

example,
the
cost
on
the
benefits
and
wages
would
have
been
paid
out
anyway,
but
because
of
covet
in
april
and
may
the
federal
the

money
that
came

was
displace

money
that
we
would

salaries
and
benefits
in
the
health
department.
So
we
should
be
in
good
shape
at
the
end
of
this
year.

had
an
estimated
a
loss
of
revenue
for
the
2020
year
of
a
little
over
600
000
from
revenue
sharing,
so
the
additional
funds
of
the
2.7
are
making
up
for
that
again.
Some
were
additional
costs,
but
the
additional
costs
were
a
lot
smaller
than
what
were
actually
our
reimbursement
grants.
For
instance,
the
sheriff's
department,
a
58
000,
that's
a
reimbursement
grant.
We
haven't
spent
that
yet
so
the
12
000
we've
received,
we've
actually
covered
our
cost
there.
So
what
we
have?

The
original
estimate
was
a
little
over
600
000,
and
so
we've
actually
are
pretty
much
2.1
million
to
the
good.

it
would
be
remiss
to
not
thank
tiffany
jerry
and
her
department
and
her
on
her
leadership
on
the
work
share
program
which
saved
over
six
hundred
thousand
dollars
to
replace
the
revenue
sharing
cut
that
we
would
have
suffered.
Having
had
our
employees,

employees
not
participated
in
the
work
share
program,
so
I
often
also
offer
a
compliment
to
tiffany
and
to
all
those
in
on
in
the
finance
staff
that
also
worked
very,
very
diligently
to
make
sure
that
we
complied
with
all
the
requirements
and
all
the
paperwork
that
needed
to
be
filed.

update

that,
but,
as
you
know,
commissioner,
they
get
the.

have
the
actual
figure,
but
the
townships
are
being
reimbursed
for
their
april
and
may
sheriff's
department
on
wages
and
benefits
the
ones
that
we
have
out
on
the
contracted
out
on
the
road,
so
that
will
be
reimbursed
to
them.
What
we're
asking
them
to
do
is
not
pay
their
november
monthly
bill.
We
have
a
letter
that
we're
getting
approved
right
now
to
send
out
to
tell
them
not
to
pay
so
we're
just
going
to
offset
their
costs.

also
townships
have
submitted
costs
that
they
experienced
and
jan
we're
awaiting
community
development
block
grant
money.
Hopefully
we
don't
know
if
would
be
100,
but
hopefully
a
decent
percentage
of
what
townships
expended
through
bay
county
since
they
are
ineligible
as
our
cities,
the
county
would
be
the
recipient
of
that
community
development
block
grant
funding
which
then
would
be
distributed,
hopefully
on
a
proportionate
basis
to
the
various
townships,
to
help
compensate
them
for
some
of
their
losses.

We
are
over
the
1
000
confirmed
case
mark
we're
actually
at
1055,
as
of
this
afternoon.
We've
seen
a
pretty
significant
increase
over
the
weekend
in
the
number
of
cases,
and
the
number
of
cases
is
or
the
types
of
cases
that
we're
seeing
are
pretty
widely
spread
across
the
population.

M
The
high
schools
are
going
in
session
in
person
next
week,
and
so
those
are
going
to
be
a
bigger
challenge
for
us,
and
my
staff
is
diligently
working
every
day
with
the
schools
in
order
to
maintain
their
operations
and
ensure
that
they
are
able
to
continue
operations
unabated
and
that's
gonna.
That's
a
difficult
thing.
We're
kind
of
stretched
right
now,
personnel,
wise-
and
you
know
it's
kind
of
difficult
for
us
to
get
to
all
the
cases,
but
we're
actually
doing
that.

What
we're
seeing,
basically,
though,
is
that
our
test
positivity
rate
is
about
that
seven
day.
Average
is
about
two
point,
six
percent
and
it
hovers
around
three
percent,
but
we
can
anticipate
that
that
will
actually
go
up
in
the
coming
coming
weeks,
and
especially
with
winter
months
coming
on
people
going
more
inside
and
with
the
lack
of
adequate
ventilation,
especially
in
crowded
public
places.

It's
especially
incumbent
upon
us
to
remind
everyone
to
wear
masks
into
distance,
no
matter
where
they're
at
masks
are
critical.
They're
critical
in
blunting
spread
of
the
virus,
especially
to
our
most
vulnerable
citizens.
We've
got
25
percent
of
the
population
here
in
bay
county.
M
That
is
over
the
age
of
60
and
it
is
incumbent
upon
every
resident
here
in
bay
county
to
do
their
part
to
mitigate
the
spread
of
the
virus,
and
if
that
means,
distancing
and
wearing
a
mask
in
ensuring
adequate
hygiene
and
doing
everything
in
their
part
and
that's
what
we
need
to
do.
The
hospital
numbers
are
are
down
relatively
and
that's
for
a
number
of
different
reasons,
primarily
because
the
treatments
have
gotten
better
and
we're
able
to
keep
people
out
of
inpatient
treatment
as
much
as
possible.

But
even
with
all
that
being
said,
I
want
to
remind
the
commissioners
and
to
the
residents
of
bay
county
to
look
and
see
what's
going
on
in
some
of
our
neighboring
states,
especially
wisconsin
north
dakota,
south
dakota
and
indiana,
where
the
numbers
have
increased
pretty
dramatically
and
their
hospital
systems
are
being
overwhelmed
as
well.

So
rel,
relatively
speaking
so
far
and
statistically
speaking,
the
highest
age
level,
that
test
positive
for
the
virus
is
the
age
20
to
29..
M
M
M
The
death
rate
is
90
times
higher
nationally
for
that
same
age
category,
and
then,
when
you
get
into
the
age
category
of
75
to
84,
the
hospitalization
rate
is
about
eight
times
higher,
but
the
death
rate
is
220
times
higher,
and
even
if
you
get
down
to
lower
age
categories
like
the
30
to
39,
the
hospitalization
rate
is
double
that
of
the
18
to
29
year
old
age,
category
and
10
times
higher
of
the
death
rate.
So
this
isn't
just
you
know
a
simple
case
of
of
the
flu.

The
consequences
of
not
taking
this
virus
seriously
are
enormous,
especially
given
the
demographics
of
bay
county.

we
should
be
stressing
to
people
to
wear
the
mask
for
no
other
reason,
if
you
don't
want
to
protect
yourself
or
anybody
else
to
get
the
economy
back,
because
you
know
you've
got
that
leisure
industry
which
has
been
destroyed.
You've
got
the
service
industry.
You've
got
restaurants
where
you
can
open
it
up
to
hurt
immunity,
but
people
aren't
coming
out,
and
so
if
people
would
just
wear
the
mask
to
try
to
so
where
we
can
manage
this,
so
businesses
can
get
some
semblance
of
normalcy.

beginning

october
you're

a

we
are
roughly

days
into
october.
We
are
seeing
about
110
cases.
So
far.
If
we
go
on

we're
gonna
have
about
220.

as
as
you're
referring
to
commissioner
b,
the
executive
orders
were
struck
down
by
the
michigan
supreme
court,
they
are
no
longer
valid,
they've
been
rescinded,
so
in
their
place,
a
number
of
epidemic
orders
from
the
director
of
the
department
of
michigan
health
and
human
services
have
been
in
place
since
last
week.

They
mandate
that
masks
are
to
be
worn,
especially
in
indoor
environments,
that
indoor
gatherings
be
restricted
to
about
20
of
their
capacity
that
there
needs
to
be
distancing
in
place.

the
only
thing
that
I
wanted
to
add
is
related
to
miss
commissioner
big
statement
on
the
open
meetings
act
technically
under
the
currently
existing
form
of
the
open
meetings
act.
The
board
could
continue
to
have
remote
virtual
meetings
that
will
change.
If
this
new
legislation
is
passed,
amending
the
open
meetings
act
technically,
we
did
not
need
the
emergency
order
from
the
governor
to
hold
remote
meetings.
We
just
needed
to
change
our
own
internal
rules,
which
we
did
this
new
legislation.

That's
coming
through,
would
actually
restrict
the
open
meetings
act
to
only
allow
us
to
have
these
virtual
meetings.
If
there
is
a
local
state
of
emergency
declared
either
through
our
emergency
manager
under
existing
statute,
potentially
under
our
local
health
officer
or
if
the
department
of
health
and
human
services
were
to
issue
a
statewide
pandemic
order,
he
would
be
allowed
to
continue
the
zoom
meetings.
I
have
not
had
a
chance
yet
to
look
to
see
whether
or
not
those
current
orders
issued
by
the
michigan
department
of
health
and
human
services
would
qualify
as
a
statewide
order.

county
executive
barsha
and
myself
made
our
presentation
to
the
pink
county
boys
club
of
the
money
from
bay
county,
which
was
15
000,
and
they
wanted
to
make
sure
that
every
that
we
thanked
all
the
commissioners
and-
and
they
were
all
so
thankful
that
they
won't
have
to
have
rain
dripping
on
their
heads
and
they're
gonna
have
heat.
So
they
were
really
happy.

add
to
what
the
chairman
said,
that
the
kids
were
ecstatic
and
the
staff
and
the
chairman
of
the
board
were
there
and,
along
with
fred
cook,
who's
been
a
major
leader

clubs
here
in
bay
county
and
at
the
state
national
levels
as
well.
But
we
were
well
received.
The
kids
were
ecstatic,
it
was
a
great
great
event
and
socially
distanced
and
very
safe
right.

a

on

great
job

setting

also

giving
us
advice

how
we
can
safely

our
meetings
back

some
sorts
