internet
in
rural
bay
county
and
in
the
internet
county,
and
some
of
the
counties
are
they're.
Really
they
haven't
caught
up
with
the
times
education
for
these
kids
and
stuff
and
suffering,
and
I've
been
doing
a
lot
of
research
on
this
matter.

Of
fact,
I've
been
on
it
about
four
months
and
I've
come
to
the
conclusion
that
elon
musk
may
be
our
salvation,
not
only
for
here
but
the
whole
world.
I'm
going
to
give
you
a
few
facts
about
this.
In
case
you
don't
know
elon
musk,
of
course,
spacex
slash
and
part
of
that
is
starlink
and,
of
course
tesla.
So
this
guy,
when
he
says,
he's
going
to
do
something
that
he
gets
it
done
right
now,
he's
got
1200
satellites,
circling,
earth,
low
altitude
circling
this
year,
so
far
he's
put
310
up
there.

Every
time
you
hear
about
a
rocket
spacex
rocket
going
up
there,
there's
between
60
and
70
new
satellites
that
he's
putting
up
along
with
other
stuff.
So
right
now
there
are
10
000
people
out
there
in
pretty
much
northern
like
state
of
washington
and
canada.
I
mean
he's
going
real
rural
right
now,
their
beta
tester,
a
beta
tester,
of
course.

For
those
who
don't
know
is
you
know
it's
a
program
and
a
system
that
isn't
quite
perfected
yet,
but
this
is
how
you
get
to
a
you
know
a
product
and,
like
I
said,
he's
got
10
000
people
right
now.
These
folks
are
getting
between
80
and
150
megabytes
per
second,
with
30
megabytes
per
second
upload.

myself
signed
up

beta
four
months
ago.

soon
as
it
comes
available,
it's
coming
it's
pushing
down

michigan,
so
I'm
expecting

reported
that
elon
said
300
megabytes

second
with

megabytes

second
latency
by
the
end
of
2021,

he's
going
to
have
this
offered
worldwide
by
the
end

exciting.

mean
worldwide.
So
it's
he's
on
ball
in
in
2020,
the
fcc
granted
spacex
and
elon
886
million
dollar
grant
to
provide
internet
to
rural
america.
Folks
this
is
it
for
bay
county.
Let's
get
on
this,
the
trouble
with
cable
networks
is
that
the
michigan
public
service
commission
and
the
fcc
has
earmarked
certain
areas.
So
these
well,
I
can't
go
over
here.
I
can't
do
this
and
all
that,
but
I'll
tell
you
the
wave
of
the
future.
I
believe
it's
not
you
know.

Fiber
is
nice,
it's
expensive
to
run
and
and
and
cable
companies
and
all
that,
but
the
wave
of
the
future,
I
believe,
is
the
satellites
I
sat
through
as
a
commissioner
here,
probably
four
years
worth,
of
merit
network
fiber
they
put
in
about
a
thousand
miles
of
this
throughout
michigan
and
they
had
a
grant
for
69
million
dollars.
But
really
I
mean
the
isd
got
on
and
you
know
some
of
the
places
were
lucky,
but
it
really
didn't
hit
rural
america
and
they
didn't
branch
out
far
enough.

So
in
my
opinion
to
rural
bay,
county
or
rural
michigan.
For
that
matter
there
was
really
no
benefit
other
than
for
educational
or
businesses
and
things
of
that
nature,
tom
rider
and
myself
would
like
to
donate
our
time
in
on
a
committee.
If,
if
it's
something
that
the
commissioners
want
to
do
and
if
they
want
to
get
a
committee
going
or
whatever
tom
and
I
would
be
more
than
lucky-
we
think
we're
going
to
be
lucky
to
be
on
a
committee
to
put
forth.

know
the
information
that
we've
in
the
education
and
this
stuff
that
he
and
I
both
have.
We
both
have
interests
matter
of
fact,
I'm
my
residency
is
going
to
be
airing
accounting
in
about
a
week,
so
I
mean
we
both
have
interests
in
aranet
county.

I
mean
I

think
I
don't
know.
I
got
this
idea
that,
possibly

we
could
join
forces
with,

maybe
aranet
county
and
gladwin
county,

they
got

underserved

that

renovation

bring

and
restrooms
go
back
to
1937.

think
it
is
so
I
mean
you
can
imagine,
there's
steps
to
deal
with
and
all
that,
but
the
renovation
like,
I
said,
for
255
000
we've
raised
about
175
000
so
far
and
we're
asking
with
the
for
the
possibility
that
the
bay
county
would
be
able
to
come
in
here
with
a
25
000
contribution
funding.

don't
think
I
mean
we're
a
funding
source
and
all
that.

use

that
cannabis
revenues
that
came

from
the
state

grand
would

a
huge,

help
and

when
the
money

repaid

grant

county

commissioners

some
point
will
decide

funds

chance

the

for
extending
the
local
state
of
emergency,
which
is
specifically
issued
for
the
virtual
meetings
that
some
of
our
entities
throughout
the
county
really
need
to
afford
the
the
public,
the
opportunity
under
citizen
input
to
be
able
to
be
safe
and
yet
still
communicate
with
their
policy
makers
at
the
local
level
in
townships
and
cities.

Construction
has
already
started
on
units
within
the
building,
and
residents
have
been
provided
options
for
alternate
housing
during
the
time
period
that
their
units
are
being
upgraded
before
the
sale.
We
were
able
to
utilize
remaining
hud
capital
funds
to
make
various
improvements
to
the
community
room
before
the
sale
was
even
complete.

We
are
excited
that
we
will
be
receiving
half
of
the
developer
fee
on
this
construction
project,
which
should
equal
over
five
hundred
thousand
dollars
for
a
general
fund.
This
amount
should
be
coming
to
the
county
within
the
next
calendar
year.
We
anticipate
by
the
end
of
this
calendar
year
when
the
construction
is
complete,
but
we'll
see
how
that
goes,
and
this
is
only
the
second
voluntary
streamline
conversion
through
hud
in
the
nation
in
the
first
in
michigan.

gratitude

board
members
for
approving
this
project,
which
will
ensure
safe
energy,
efficient
and
comfortable
housing
for
low-income
residents
for
many
years
to

that
update

three-year

we're
finally
complete-

residents

spoken

about
the
improved
housing

residents

comfortable
in
the

I
think
you're
up

There
was
some
issue
about
who
was
responsible
to
purchase
flags
and
flag
holders
for
veterans
grave
markers.
Apparently,
what
has
happened
is
we
have
about
29
cemeteries
throughout
bay
county?
They
vary
between
municipal
cemeteries
that
are
owned
by
the
local
municipalities
and
some
private
cemeteries
that
are
owned
by
entities
and
owned
by
churches.

Just
because
we
are
a
fiduciary
of
those
funds
and
we
needed
to
make
sure
that
the
funds
were
being
spent
correctly,
we
get
three
different.
We
have
three
different
funding
sources
in
the
veterans,
affairs
committee
or
department.
One
of
them
is
the
county
general
fund.
The
other
is
the
veterans
millage
funding
that
used
to
be
spent
by
the
soldiers
and
sailors
relief
commission.
That
is
now
governed
by
the
committee
that
we
have
in
our
veterans
affairs
department,
and
the
third
is
some
grant
funding
that
we
receive
from
the
state
veterans
affairs
department.

The
only
way
that
that
funding
from
the
state
can
be
used
is
pursuant
to
the
application
that
is
submitted
to
it
every
year
by
our
county.
We
generally
use
that
money.
At
least
we
have
been
in
the
last
year
to
pay
for
salaries
and
fringe
benefits
of
the
employees
that
we
have
working
in
the
veterans
affairs
department
in
order
to
ensure
that
that
department
stays
open
40
hours
a
week,
and
that
we
always
have
staff
on
site
to
be
able
to
help
indigent
veterans
with
any
assistance
that
they
need.

So
previously
the
soldiers
and
sailors
relief
commission
was
reimbursing
the
american
legion
for
these
flags,
even
though
that
was
not
an
authorized
expense
to
use
millage
funding,
for
I
did
provide
a
memorandum
to
all
of
the
board
members
for
those
two
board
members
that
are
remote.
My
apologies-
I
haven't
quite
caught
up
to
the
to
the
zoom
meetings,
yet
I
had
copies
waiting
for
you
and
didn't
think
about
the
fact
that
you
may
not
be
here,
so
I
did
email
those
to
both
commissioner
herrick
and
commissioner
coonan.

I
don't
believe
that
a
petition
has
been
filed
with
the
county,
but
if
you
read
the
statutes
together,
it
is
my
impression
from
these
statutes
and
the
reason
that
only
the
county
statute
is
permissive
is
because
it's
expected
that
the
veterans
agency
is
going
to
go
to
the
local
municipalities
that
actually
own
the
cemeteries
first
to
try
to
get
them
to
pay,
because
that
is
a
mandatory
response.
If
they
petition
they
have
to
pay.
If
the
county
is
petitioned,
the
county
does
not
have
to
pay
it's
discretionary.

In
any
event,
a
petition
has
to
be
filed
with
a
local
recognized
entity
that
has
not
been
done
as
of
this
date.
If
the
such
a
petition
is
filed
with
the
county
and
the
county
makes
a
determination
that
they
do
want
to
expend
the
funding
that
funding
would
have
to
come
from
the
general
fund,
it
would
not
be
able
to
come
from
either
the
veterans
millage
or
from
the
state
veterans
affairs
funding
that
we
receive.

So
there's
some
other
options
available:
the
money
from
the
state,
the
grant
money.
I'm
hearing
is
probably
going
to
be
loosened
up
a
bit
because
they
have
they're
pretty
restrictive
on
what
you
could
do
with
the
money,
how
to
be
capital
improvement.
So
there
may
be
an
option
there,
but
not
this
year,
probably
because
that
grant
money's
been
allocated
ready.

have
the
vet's
council,
which
also
is
charged
with
keeping
up
the
monument,
I
believe
on
the
west
side
of
the
river
and
maybe
the
one
up
front
too,
that
has
some
funds
available.
There's
other
sources
of
money.
I
think
the
probably
the
committee,
the
department
of
veterans
affairs
committee,
will
look
at
this
and
see
which
way
we
want
to
pursue
it
and
pursue
different
options.

guess
so
exactly
the
recommendation.

thing
that
just
came
out
with
the
cdc
where
they're
halting
any
of
those
vaccinations
is
that
how

that
affect
anything
that
we've
got
going
on

if
so,
what
might
that
be?.

we've
had
to
temporarily
put
a
halt
on
some
of
the
clinics
that
we've
had
with
the
johnson
and
johnson
vaccine.
Primarily
these
are
for
we
had.
You
know:
they're
they're,
one
dose
vaccine,
it's
great
to
use
in
circumstances
where
it's
difficult
to
get
two
doses
to
people
so
for
like
high-rises
with
shut-ins
or
the
homeless
populations,
or
places
like
that.

Out
there
that
have
involved,
what's
called
cerebral,
cerebral,
venous,
sinus
thrombosis,
and
this
is
a
a
blood
clot
condition.
That's
a
little
bit
different
than
regular,
deep
vein
thrombosis
and
needs
to
be
trained
treated
in
a
in
a
different
manner
than
this
there's
one
fatality
that's
been
known,
but
with
all
that
being
said,

reported

the

about

million
doses

administered
throughout

united
states,
so
you're
more
likely
to
you're
more
likely
to
encounter
anaphylaxis
than
this
particular
type
of
blood
clotting
disorder.

been
reported
worldwide

the
astrazeneca
vaccine,

overall
6.1
million
instances,

only
been

of
these

with

to

people
will
be
extremely
hesitant
with

johnson
and

vaccine,

once
again,

I'm
fairly
confident
that
when
they
do
the
review
of
the
information
that
they
will
basically
determine
that
it's
safe
overall
to
use.

similar
in
nature
and
both
vaccines
are
used
using
a
a
form
of
the
adenovirus
which
has
been
it's.

know
it's
not
prevalent,
so
we're
not

not
a
live
form
of

it's
different
than
the
pfizer
and
the
moderna,
which
uses
an
mrna
formula.

as
we
can
say,
right
now
is
that
all
of
these
vaccines
have
been
been
shown
to
be
pretty
safe
overall,
and
you

once
again,
you've
got
to
weigh
the
risks
to
the
benefits
out
there,
and
you
know
one
of

things
that's
been
brought
up
a
lot
today
in
the
in
the
stories
and
the
literature
that's
been
out.
There
is
for
certain
types
of
birth
control,
there's
blood,
clotting,
risks
that
are
involved,
and
those
are
much
more
prevalent
than
say
with
the
astrazeneca
or
the
johnson
johnson
vaccine.

the
search
continues
and
it
looks
like
it's
continuing
to
be
unabated
the
I
guess
I'll
go
over
the
bad
news.

again

the
good
news

bad
news
first
is
that
our
test,
positivity
rate,
is
now
it
is
over
21,
it's
21
and
the
state's
positivity
rate
is
about
18,
so
we're
we're
on
par
with
with
the
state
and
just
a
little
bit
below
the
entire
region.

entire
thumb
area
is
well
over
30
percent,
so
that
includes
here
on
sanilac
tuscola
and
I
believe
lapeer
counties
in
sinclair
county
and
maybe
in
that
as
well.

There
is
definitely
a
surge
going
on
here
in
michigan.
That
surge
is
related
to
the
increased
number
of
variants
and,
as
you
can
recall,
last
week
we
were
just
notified
that
the
b117
or
the
uk
variant
was
discovered
here
in
bay
county
for
the
first
time,
we've
since
had
about
five
more
cases
of
the
b11
variant
been
identified,
but
also
we've
also
had
a
the
first
case
in
the
state
of
michigan
of
the
p1
variant,
which
is
the
brazilian
variant.

That
was
prevalent
most
of
2020
and
if
you
recall
back
in
2020
that
original
type
of
virus
was
highly
transmissible
as
well,
so
we're
seeing
much
more
spread
overall
in
the
general
community,
especially
amongst
younger
people,
about
20
of
all
cases.

it
occurs
for
persons
below
the
age
of
18
and
more
than
half
of
all
cases
occurs
is
occurring
right
now
below
the
age
of
35.

and
those

done

democratic
parties

authority

four-year

veterans
affairs
committee
and
we
also
have
department
of
aging
advisory
committees.

a
four

year
term
in
districts,

three,
five
and
seven
so
not
going
on
in
the
upcoming
