Good afternoon my name is maureen mckenzie and I'm here to speak to you with regard to bay, county medical care facilities, request to put our millage ballot our millage question on the november ballot.

I'm asking for support of this. I apologize for the timeliness of this. I understand it's coming too late, but it's sincere and I'm asking for support in the sense that I would want for the people of bay county to be able to make the decision whether they want to continue to support us. This is a millage renewal that we've had for over 30 years. So I'm looking for renewal of this, the good that we do out at the care facility.

The return on investment I've been asked about the return on the on your investment in the county's investment is the care that we provide. We provide care for the county's most vulnerable residents. We provide care when families don't really know what to do anymore because they're unable to care for them at home. So I'm asking that you consider putting this back on the ballot for november for renewal.

Okay, so there's another year, you're saying that we haven't, because that was somewhat confused to us as to when it actually expired, because in her annual letter to us it said, expired 2022.. It.

Does and and it's offset by a year sorry, commissioner, it all of the other renewals that we're asking for renewals on right now expired in 2021, okay,.

We ask for renewal in 2022 and if it passes on the november ballot in 2022, then we can levy that immediately. So you levy it for 2022.

Okay, so if we have the levy going out this december or next year's operation, that's really fine and good. What we would like to do, then, is amend it so that we can have approval for next year.

I mean since we're so far behind this year, and we don't want to be in the same position next year, and would it be uh not correct to have that approved this year to be left, because.

You can ask for a renewal a year early, which.

That would be perfect if we can do that. Only because of the fact, with everything that we have going on at the facility, I don't want it to get lost again in the shuffle, with everything else that we're dealing with. So if we could have it approved this year for next year's levy, that'd be greatly appreciated.

Could we confirm then the dates are the dates and the resolution correct, because the dates in the letter say 20 22 to 27. The dates in the resolution are 2023 to 28.

Because it is a six-year renewal, the years are a six-year period 2023 through 2028 inclusive, which means that the first year that this approved. But if this is approved by the voters, the first year it will be levied- will be in 2023..

Okay, so that is correct. Yes, the letter we received from them is off. I.

Think that there was a typographical error in the letter that you received, and I did verify with the equalization department at the time period for this particular millage would be 2023 through 2028, inclusive, okay,.

Can you share what um the millage funds provide funding for.

D

As moe had indicated, this millage probably had its inception back in the early 80s when bill mahoney was on, the administrator opted to have it placed on the ballot because they're experiencing some fiscal distress back then, to give you a little bit of a history back in the early 80s, the county used to subsidize the medical care facility with a hundred thousand dollars out of back, then the division on aging, that's the only subsidy that they received, but unfortunately it wasn't enough and so bill mahoney opted to address the board and had a place on the ballot back in the early 80s.

Excuse me, and it's been on the ballot ever since, and it's been successfully approved uh as they worked their way out of fiscal stress back then uh bill and his subsequent successor, brandon brzezinski, put that money into reserve of capital improvements and over the years it accumulated well over 20 million dollars which, as you know, we are now spending that in renovating the facility.

uh What we would do is uh with that two million dollars which it would generate would probably be used for operations right now because of the pandemic. We are experiencing some cash flow issues.

We are still solvent, we're still going concerned, but we would use that as a safety net to ensure that we could still provide the services to those residents who need it. So that's our short-term call. Thank you.

So there was a a laura investigation, a while back, and I just wonder if that's been cleared up and if we're you're still getting medicare medicaid payments, because that was one of the issues that would that they've.

We, yes, we are seriously medicaid and medicare.

The laura thing is okay now, or are you still under.

Do you think that this would be the number five millage question on the ballot issue, so I mean: do you think that's a problem or I mean, would you rather be by yourself? That's my question. I got you know just five millages that you know five different mills is a lot. You know I mean you really roll on the dice. So what so tell me tell me your the plan. What what you're thinking about this.

Well, it was initially placed on this year's ballot, but based on the new information that won't be placed until next year's ballot.

No, no is that what you said: no, you can renew the millage a year early.

Okay, but what if we ask that the resolution indicate that we would like to have it approved this year to be placed on next year's ballot? Is that possible? I.

Believe that if it's next year's ballot, you would have to call a special election, because there isn't a council.

Okay and that that's what I was, that was our concern, because I know if it's special election, if there's nothing else on that ballot, we have to support pay for the election out of our our funds right, and so it's very necessary then that we get it on this year's ballot. So we don't have to pay for the cost of the election.

In regards to your your your thought, commissioner, um it's been in the past that our millage has been on the ballot, along with other special millages that, whether it be 911, whether it be senior citizens, whether it be gypsy, moth or mosquito control. We've been sharing the ballot with these other special margins in years past and never had a problem with being loaded up.

And just I guess my thought is that you know sometimes people get overwhelmed with that and they're just just trying to process it to see if it's doing the right thing, because it's just a lot, because some of them are really necessary to have increases, because uh just because of the cost of just the cost of doing business, you know you know whether it be uh you know like the division on aging needs. Some new stuff 911, you know, has had the same millage for a long time and is it?

H

I also don't want people to be overwhelmed. We want them all to do well, but I'm just wondering if this, if it's too much it's all- and I don't know- I don't know the answer- you know- and I don't know that's that's where I'm kind of tossing it around right now.

Mike good to see you, um you have a 21 million dollar annual budget.

um How much is raised from property taxes in bay county annually? Well, we have the president. The facility's been on the ballot for the last three election cycles.

We uh we have the three-quarter mill, which is one we had been living that for decades now and then, a couple years ago, the electorate voted in a one mil: okay right, so we have one and three quarter: mills and that generates in the vicinity about five million dollars. Five point two million dollars and that that range, depending on suv, taxable value.

Okay, if this is approved, is this gonna satisfy your fiscal appetite for a while? Do you.

Or maybe back until 24., no.

For more, if no, if we place this on the ballot and it is approved by electorate, we should be good for at least six years or not longer, so I I believe this will help us get through, hopefully, the tail end of the pandemic, which has been really hard on skill, nursing facilities in general throughout the state and the nation. For that matter of fact, so this would get us through at least the next couple years to get us on the road to financial soundness.

Once again, like I said we're a known risk of being unfunded or on sounds financially. This would just give us the ability to make sure that we can operate at a level that our residents of the facility have come to really enjoy in their and the families of those residents. Okay will feel comfortable that their loved ones are in the surrounding that are conducive to their quality of life.

Well for this to go forward after the board vote, I still have to sign off on it and I would like to have some discussions prior to that. In terms of some of my concerns about the budgeting process out, there.

I see it's per individual, so if not fewer people, why we're saving money? What would be the reason that we're saving money uh on this particular.

So part of the reason is because our agent has been in negotiations with blue cross blue shield for several months. At this point, they started meeting in february with them, with a relative insistence on a decrease the way the medicare advantage plan works is they are rated for different things and, as their rating goes up, they receive more funding from the federal government, so that also plays into it.

And, and with the new deficit reduction bill, that's in the process of being adopted. I think the senate passed it. That's at the house where medicare, which I've been talking about forever to have medicare, negotiate, prescription drug prices for everybody that should also save money in the future, because people 65 and older that use a lot of prescription drugs, keep them out of the hospital, and things like that so down the road. If this goes through when it goes through, we should see a significant reduction as well 165 and older.

Conan, oh I see trevor is here. Maybe you can give us an uh some information on how well your this uh process is going with these different.

Sure I'm not prepared to give you a full report, but I can give you you know, hopefully some some nuggets of information that you can you can use and going out and speaking to your constituents about the program. We greatly appreciate those commissioners that were able to take some time over the last week to go kind of meet with these small businesses, firsthand that have received funds.

We've awarded about 115 small businesses, thus far to the tune of about 800 000, and that's a mixture of both kind of categories that we have outlined here in the resolution, which is the hospitality and entertainment venues as well as the small businesses, including food establishments, retail recreational facilities, among others.

We've seen additional need in the hospitality portion we're asking for that additional 5, 000 plus dollars to be allocated there to hopefully do another round of checks here to get closer to disseminating the full million dollars that was allocated by the county commission.

uh I just want to say that I I've had the opportunity to go at least one place, the governor's course, and I don't think anybody complained about getting money so but everybody but everybody I talked to you know. I saw some other places too, that I go to like the bakeries and stuff and everybody was pretty happy. You know I mean uh very, it was received very well. You know, I think I think we all did the right thing on that one. uh You know it was just this great program and thanks for administering.

There's a lot of stories about uh hiring people getting people to work cost of doing business getting product in seemed to be across the board, a place where we want to the common theme, hopefully that'll, improve.

uh This can be my privilege, this uh friday to travel to pennsylvania with the bay county 20 league team, so my my grandson is playing on a team along with 11 other great kids from the county. You know what they're from from the east side from the west side from all over and I never thought I'd be this excited to go anywhere. But uh you know it's like going it's like going to disneyland for me. You know- and uh it's it's just amazing, so uh hopefully they'll they'll win some games we're going to try.

So we play friday at 5 30 and it's on it'll be on it's going to be on tv somewhere. I don't know where, but it's going to be on and I'll be I'll, be cheering uh I'll, be there I'll be the number one cheerleader as you should be yeah. Quite honestly, I never thought I'd say that, but I went because I just I never really got on the baseball too much in the last couple of those guys made me do it. You know so they're, good good. All those kids are great.
