issue

bet

think
it's
a
great
idea
that
teeth
and
soldiers
and
sailors,
Relief
Fund,
are
proposing
in
terms
of
an
activity
center
for
our
Bay
County
Veterans
and
last
Friday
I
had
lunch
with
represented
Brian
elder,
who
represents
taffy
Bay
County
essentially,
and
he
has
a.

Request
of
the
legislative
service
bureau
to
draft
the
bill,
which
would
expand
the
authority
of
the
soldiers
and
sailors
Relief
Commission
in
each
county,
so
that
there's
absolutely
no
questioning
as
to
what
that
can
be
spent
on
veteran's
activities.
I
think
when
the
legislation
was
originally
drafted,
it
might
have
been
a
little
bit
tight
in
terms
of
how
that
money
could
be
spent.
It
is
spent
by
the
Commission,
however,
we'd
like
to
probably
feel
comfortable,
haven't
expanded
to
make
sure
that
there's
no
no
question
as
to
whether.

But
in
this
conclusion,
this
is
because
the
funds
are
being
used
for
services
or
relief
for
veterans
other
than
those
defined
in
the
statute.

that

language
we
change
it,

this
particular
facility

plan

country

a
plan
to
help
those
who
need
it
the
most.
So,
even
though
the
statute
may
be

particular

a
very
small
line
item
and
our
counselors
Trista,
Latimer
and
Archibeque,
and
while
crystal
focuses
mostly
on
income
based
art,
assist
veterans,
the
law,
economic
backgrounds.
So
if
we're
going
to
hold
to
the
the
intent
of
the
statute,
which
I
can't
speak
to
not
an
attorney,
that's
fine,
but
have
we
been
applying
inappropriately
the
use
of
funds?

we're
supporting
these
other
programs,
if
we
focus
just
on
income,
because
this
Center
we're
looking
at
is
gonna
help.

downtrodden

hard
time
all
220,
something
that
got
support
from
this
past
year
would
be
eligible
to
come
over
there,
but
we
had
fifty
some
who
were
rejected
because
either
discharged-
or
they
made
a
little
bit
too
much-

can't
make
it.

also
have
veterans
like
myself.
Social
economically
are
fine,
but
we
would
tap
on
them
to
be
mentors
and
to
reach
out
to
others.
So
I
think
that
we
need
to
back
up
a
little
bit
and
work
on
a
statute.

procedural
issues

better
be
addressed.

was

opportunity
to

question
as
to
who
actually
has

authority
to
authorize
spending
from
that.

three-member
Commission,

when
the
budget
set,
that's
also
accommodating
those
other

income
based
veteran
needs,

that
authority
does

back

border.

board
for
approving
that

We
try
to
be
more
transparent
in
our
procedure.
What
we're
doing
we
send
a
quarter
report
up
here,
so
you
know
how
much
we're
spending-
and
there
was
one
instant
one
just
comes
to
mind
where
we
helped
a
veteran
with
tuition
at
Delta,
College
and
his
employer
after
he
took
that
class
and
when
he
completed
that
class.

employer
gave
him
a
raise
based
on
the
first
day
of
this
semester,
and
then
he
takes
the
money
that
employer
reimburses
him
and
takes
another
class,
and
he
went
from
a
part-time
employee
to
a
full-time
employee
which
takes
him
from
the
verge
of
poverty
and
now
they're
doing
to
starting
to
save
money,
and
we
use
the
soldiers
sailors
money
for
their
first
tuition
and
he
continued
on
and
every
time
he
completes
a
class.
He
gets
a
raise
retroactively,
the
first
day
of
semester.
So
along
with
Keith,
it
is
a
Veterans.

it's
just
how
the
state,
then
the
law
says
we
can
use
that
money,
but
we're
here
to
assist
the
veterans
to
not
only
just
emergency.
We
should
be
trying
to
get
them
out
of
the
depths
of
poverty,
trying
to
give
my
hand
up
and
get
them
forward,
so
they
can
survive
without
coming
back
the
soldiers
say:
there's
every
four
months
for
emergency
food
leads.

We're
actually
a
pretty
progressive
County
because
go
into
some
of
the
county
meetings
of
Mac
meetings.
A
lot
of
counties
don't
have
this
ability
to
have
it
invoked
it.
Although
it's
been
out
there
for
a
long
time,
it
took
us
a
while
and
get
it
out
here
too.
So
I
think
we're
doing
a
good
job
in
that
respect,
but
there's
always
more
that
can
be
done
and
the
MVA
is
working
at
the
state
level
and
I
saw
a
bill.

introduced
to
get
to
counties
more
money
because
they've
sort
of
taken
our
trust
fund
people
away
from
us
too.
So
there's
some
movement
to
get
more
money
back
to
counties
for
counselors
and
trust,
fund
works
and

is
probably
old.
It
probably
needs
to
be
reworked,
so
I
think
that's
something
like
the
brothers
ready
to
go
up
this
point
in
time
so
that
we're
compliant
with
the
law.

was

sailors

these

new

authority

to

one-tenth

a
milk
is

into

the

that's
something
that
you
need

look

discussions
were
had
when
that
resolution
came
up
to
actually
levy
the
millage,
because
before
that
I
believe
the
count
who
was
funding
as
opposed
to
going
out
for
a
millage
didn't
actually
take
take
place
a
busy
month.

didn't,
leave
the
cloth
just
didn't
get
levied
in
one
particular
year.

What
that
gives
us
the
ability

the
state
is
to
build
out
that
emergency
services,
information
network
that,
as

met

fiber
throughout

state
and
start
to
build
that
out

legacy
equipment
in
your
back
room,
and
I'm
very
aware
of
that.
So
having
this
in
place
now
kind
of
stems
off
what
would
cost
us
locally
about
twenty
thousand
dollars
additionally
to
our
local
budget.

receive
about

hundred

fifty
thousand
from
the

state
of
michigan
and
that
our
services
are
paid
through
that
how
we
receive
our
9-1-1
telephone
calls
through
this
service.

it's

important

was
done

that
legislation
sunsets
january
of
2021.

there
was
concern,
of
course,
of
how
that
funding
will
look
that
increased.

like

future

are

for

improvement

public
safety

residents.
