Child
maltreatment
is
a
national
tragedy,
cutting
across
racial
ethnic
and
socio-economic
boundaries
and
endangering
our
most
precious
resource
and
greatest
responsibility
are
children
and
where
it
is,
it
is
disturbing
to
know
that
approximately
3
million
children
are
reported,
abused
and
neglected
in
this
county.

Child
abuse
violates
child's
dignity,
security,
vulnerability
and
humanity,
and
whereas
we
can
all
join
together
as
individuals,
organizations
and
government
agencies
to
prevent
child
abuse
in
Michigan
by
providing
education,
skills,
training
and
support
by
raising
awareness
of
relevant
topics,
including
child
development,
basic
care
skills,
discipline
strategies
and
goal-setting
for
parents
D,
whereas
by
strengthening
families
and
providing
safe,
stable
and
nurturing
environments
that
are
free
from
violence,
abuse
and
neglect.
Opportunities
are
created
for
children's
optimal
growth
and
success.

do

hoping
to
do

the

both

the
county
actually,

so
we
would
like
to
plant
25
pinwheels
here
at
the
county
building
and
we'll.
Also
again,
people
are
planting
throughout
the
community.

camp
council
for
all
you
do
and
protecting
the
children
of
Bay,
County
and
the
region,
and
it's
been
a
great
privilege
each
year
to
attend
the
camp
council
fundraiser.
The
annual
fundraiser,
which
is
probably
one
of
the
most
well
attended
fundraisers
annually,
that's
held
in
Bay
County
at
the
Doubletree
Hotel.
You
do
a
great
job
and
your

know
you're
committed
to
protecting
our
most
precious
assets
that
represent
our

boys
and

from

Environmental
Affairs
and
Community
Development
and
I'm
very
pleased
to
submit
our
annual
report
for
2017
to
the
Commission.
Through
the
board.
We
tend
to
every
year
do
a
kind
of
a
brief
summary.
We've
never
presented
it,
however,
but
with
our
county
executive,
making
a
priority
and
outreach
information
going
to
our
citizens
this
year.

My
department
includes
four
different
programs
or
divisions:
the
geographical
information
systems
program,
the
gypsy
moth
suppression
program,
mosquito
control
program
and
the
transportation
planning,
division
and
I
always
kind
of
chuckle.
When
I
see
it
says,
transportation
planning
division,
because
this
division
has
one
FTE
and
that
one
FTE
is
actually
split
between
transportation
and
GIS.
The
GIS
program,
the
Geo
GIS
program,
has
0.6
ft
and,
and
then
the
gypsy
moth
has
1.3
people
in
that
program.

Mosquito
control
does
have
seven
staff,
full-time
staff,
people
and
then
they
bump
up
seasonally
to
32.
Folks,
I
just
mentioned
that,
because
I'm
very,
very
proud
of
my
staff,
Alisha
Wallace
with
the
gypsy
moth
program
coordinator,
does
an
outstanding
job.
She
covers
miles
and
miles
in
this
county,
Rebecca
Brant
same
thing,
she's
new
this
year
she
has
stepped
up.
She
is
filling
you
know:
big
shoes
left
from
town
putt
after
40
years
of
doing
that
position,
it's
been
a
seamless
transition,
Jay
Anderson
for
transportation
and
and
GIS
management.

It's
remarkable
effect,
our
GIS
program,
our
transportation
program,
our
mosquito
program
and
our
gypsy
moth
program
is
looked
at
within
this,
not
just
the
Great
Lakes
Bay
region
as
as
a
as
the
model.
But
beyond
that,
that's
up
in
gladwyn
we
work
in
Tuscola
County.
We
we
have
partnerships
over
long,
the
coastal
area
and
so
again,
I
urge
you,
when
you
have
time.

community

it

little
bit
modeled.

Funds
from
this
grant,
we
must
address
the
needs
of
indigent
veterans
and
therefore
a
process
must
be
in
place
to
make
certain
assumption
under
served.
Population
is
being
served.
One
way
to
do
so
is
accept
referrals
from
the
soldiers
and
sailors
Commission
who
have
been
interviewed
by
our
coordinator
and
meet
the
income
guidelines
we
have
established.

these
funds
come
from
Bay,
County
taxpayers.
We
request
a
quarterly
report
as
to
the
number
of
veterans
referred
to
soldiers
and
sailors
Relief,
and
how
this
grant
has
impacted
them
and
third
ordering
us
on
a
one-time
basis.

we
will
consider
a
future
request
based
on
evaluation,
all
comes
and
feedback
which
we'd
like
to
discuss
with
them
to.

want
to

Bob
Redmon,

I
think
it
was
over

year

we
sat

activity
center

long

that

fishing

Saginaw
Bay
is,
is
a
big
deal
world-class
when
it
comes
to
walleyes,
we've
had
a
decrease
in
perch
and
it's
my
belief
that
the
kuma
rats
have
certainly
contributed
to
the
demise
of
the
perch
population.
So
this
gives
us
an
opportunity
to
put
control
on
birds
that
have
actually
kind
of
turned
around
the
ecosystem
of
the
Saginaw
Bay.
So
I
would
hope
that,
once
this
is
passed
that
we
circulate
this
resolution
to
other
townships
communities
that
are
dealing
with
the
same
issue,
so
I
appreciate
the
board
support
on
it.

just
as
another
point
of
interest
home
runs
when
they
nest
and
rookeries
and
when
they
do
the
tree
and
the
foilage
of
everything,
that's
underneath
it's
like
dead
within
a
couple
years.

go
to
some
of
the
islands,

terrible,
the
damage
that
they've
done
for
a
while

greasing

out

the

fish
