Goodness
comes
to
us
anew
every
day
by
the
work
of
your
Holy
Spirit.
It
is
to
acknowledge
your
goodness
Lord
and
give
thanks
for
your
benefits.
As
we
begin
a
new
year
give
to
this
commission
the
courage
of
its
own
convictions,
so
the
members
can
work
for
the
common
good
of
all.
May
your
divine
providence
guide
your
County
and
bring
dignity,
prosperity,
respect
to
every
citizen.

Was
just
going
to
thank
both
of
our
great
veterans
for
providing
their
input
to
the
board
today
and
Gary
I
want
to
thank
you
for
that
tremendous
job.
The
honor
guard
does
thing,
as
I've
mentioned
the
past
year
at
all
the
important
events,
and
it
really
adds
so
much
to
the
services
summed
up
and
then
Fred.
Thank
you
also
for
your
inquiry
and
for
you
know,
I
guess
the
board
I
guess
will
determine
if
it's
five
or
seven
members
but
I
know
we
have
lots
of
good
veterans
and
what
I
think
it.
G
You
have
suggestion
to
consider
some
fresh
some
fresh
faces
with
the
no
intent
of
you
know:
energizing
I,
guess
the
the
board
that
will
oversee
our
veterans
to
a
department.
The
the
one
thing
about
soldiers
and
sailors
who
leaked
I,
don't
think
this
was
designed
to
totally
replace
it
or
anyone
was
disgusted
with
it.
It's
just
they
were.
It
says
you
as
a
former
member.

L
Thank
You
Kristen
I
read
an
interesting
article,
dealing
with
drones
and
how
they're
being
used
in
local
government
and
with
us
having
our
recreation
plan
being
up
I'd
like
to
have
you
consider
using
what
we
already
have
in
house
with
Nick
with
the
ability
to
fly
over
these
different
areas
and
that
we
can
put
on
and
people
can
physically
see
what
we
have
to
offer
and
these
different.
You
know
geographic
areas.
M
C
A
Maybe
I'd
be
we'd
all
be
lost.
We
know
that
without
Commissioner
I
will
entertain
a
motion
to
adopt
resolution
number
of
2019.
Oh
one
approving
the
2019
through
2023,
Bay,
County
Recreation,
and
some
support
motion
of
support.
Any
other
questions
concerns
everybody,
a
yeah,
a
poor,
I'm.
Sorry,
those
opposed
motion
carried
I
think
we're
done
with
that.
Correct.
We're
good,
okay,
be
presentation
and
the
carp
from
for
the
Carol
a
grouse
Airport.
N
N
N
N
Faa
safety
regulations
regarding
tall
structures
are
limited
to
my
property.
That
God
report
will
further
I'm
going
to
explain
that
a
little
better,
def
AAA
is
allowed
to
monitor
all
structure
placement
in
adjacent
areas
and
that
key
word.
There
is
monitor
that
they
have.
They
have
no
enforcement
or
regulation
authority
at
all
and
that's
a
federal
government,
and
it's
done
for
a
reason.
It's
done
so
that
local
control
can
be
kept
by
local
governments.
N
The
other
big
reason
is
all
airports.
Aren't
the
same
requirements
around
airports
dictated
by
the
community
to
live
in
how
big
the
airport
is,
what
what
kind
of
train
is
around
the
airport,
so
I
think
one
of
the
reasons
that
they
did,
that
other
than
the
fact
that
they
didn't
want
to
fringe
on
local
government.
N
N
N
University
of
California
Berkeley
did
land-use
compatibility
plans
for
humble
airport,
and
that
was
in
1993
NTSB,
which
is
our
safety
organization
for
transportation.
Much
as
aircraft
buses,
cars
and
in
do
Transportation
determine
the
cause.
They
use
data
from
the
NTSB
to
determine
a
cause
of
the
accidents
in
and
around
the
airport.
N
N
It's
issued
to
us
from
Michigan
Department
of
Transportation
aeronautical
division,
it's
called
runway
safety
zones
and
if
you
see
the
runways
in
red
there,
the
safety
zones
are
run
for
departures
and
landings
straight
off
the
ends
of
the
runways
and
then
for
departures
and
landings
where
you
need
to
make
a
turn
as
directed
by
air
traffic
control
arm
or
whatever
you
see
in
an
area.
Another
smart
traffic,
an
area
beneath
to
avoid.
E
N
N
N
N
N
N
So
what
we
would
have
rate
at
that
point
would
be
a
wind
turbine
that
we
couldn't
clear
we're
required
to
clear
obstacles:
buildings,
people
by
500
feet,
you
can't
land
was
an
obstacle
there
like
that.
You
can't
take
off
with
the
obstacle
area
like
that
and
right
now
we
have
zero
protection
and
stopping
anybody
from
putting
a
tall
structure
right
there
or
anywhere
else
around
the
circle.
So
that's
our
dilemma,
not
a
good
dilemma.
What
would
happen,
for
example,
if.
J
C
N
N
Well
for
townships
involved
around
our
airspace
and
we
have
we've
developed.
Our
corporation
has
put
together
Airport
zoning
committee,
and
we
have
developed
safe
areas
that
would
be
included
in
an
ordinance
that
would
preclude
us
from
having
the
structure
he's
great
at
the
primitive
run
of
the
FAA
and
obviously
our
drawings
going
to
be
bigger,
bigger.
It
has
to
be.
You
have
to
push
those
limits
out
to
get
enough
space
so
that
you
claim
wrong
miss
a
novice
cloth
or
land
and
missing
obstacle.
N
Here
in
one
of
these
studies,
here's
one
of
the
answers
to
the
questions
that
been
asked
by
several
different
people
and
says
in
this
study.
The
FDA's
ability
to
regulate
obstructions
inclusions
into
the
National
Airspace
is
extremely
limited
because
it
is
restricted
to
monitoring
the
obstacles.
Only
and
they're,
saying
Heidi
Charlie,
the
FAA
and
the
Michigan
Department
transportation
responsible
for
making
aeronautical
charts
and
that's
exactly
what
you're
popular
they
can't
stop.
N
However,
off
airport
land
use
regulations
are
largely
at
the
discretion
of
local
government
yeah.
That's
you,
folks,
lack
of
regulatory
very
outside
the
airport
ground
reason.
Does
it
fundamental
reason
for
the
publication
that
defines
this
guidebook
in
this?
This
guidebook
was
done
by
the
National
Academy
of
Sciences.
N
The
other
thing
that
they
follow-
and
this
is
kind
of
interesting
to
instruction
height
zones-
are
beasts
to
limit
regulate
height
the
object
that
could
otherwise
cause
loss
of
nap.
We
have
the
cold
water
space,
particularly
within
the
vicinity
of
an
airplane,
walk.
Blowing
listen,
tell
is
not
to
regulate
the
height
of
the
buildings
and
other
structures
by
establishing
zoning
ordinances.
You
guys
know
that's
not
based
on
14
CFR
577
and
that's
a
tall
structures
ordinance.
N
N
They
mentioned
a
little
further
on
about
wind
turbines
power
plant
stacks
as
examples
of
energy
technologies
that
are
infringing
closing
in
airports
all
over
the
United
States.
All
those
laws
to
reports
led
me
to
figure
out
how
these
drawings
came
about,
where
they're
30
come
from
the
lineage
of
the
drawings,
what
it
did.
It
also
explained
what
the
FAA
is
capable
and
not
capable,
and
a
lot
of
people
think
that
they're
based
on
collie
doing
this
stuff,
and
it
happened
absolutely
not
that's
local
ordinance
area.
Oh.
N
N
There's
the
top
four
there
are
called
MIT
and
those
are
meaty
electrical
environmental
colors
in
winter
for
their
use
around
windmills
to
determine
air
speeds
when
wind
direction,
how
much
you
have
so
it's
gone,
it's
a
sort
of
a
kind
of
thing
and
there's
four
accidents
that
were
fatal
down
below
that
there
were
some
excuse
me.
Our
fan
of
fatal
accidents
that
have
were
directly
involved
with
women
themselves.
N
Their
tool
on
there
there
are
something
that
a
kind
of
about
a
little
thing
to
most
everybody
except
us,
pilots
off
of
wings
of
every
aircraft.
Do
you
have
wingtip
vortices
turbulence
us
and
pretty
strong
windmill.
Blades
are
the
same
thing
as
an
aircraft
ring
windmill
blades
are
loaded
heavily
when
they're
cranking
up
our
windmill
blade
speeds
at
the
tip
running
between
170
180
miles
and
harder.
The
vortices
coming
off
of
those
had
the
same
plane.
N
N
N
We've
developed
drawings.
This
is
this
is
the
drawing
of
Carly
gross
Airport
and
the
four
townships
that
surround
it.
There's
a
lot
of
information
there
it's
necessary.
It
shows
locations
the
airport
dates.
It
shows
the
location
of
the
other
baggage
that
we
need
to
have,
and
it
shows
how
much
air
space
is
in
each
Township.
N
E
N
N
L
And
actually
I'm
going
to
refer
it
to
amber,
because
you
have
these
different
townships
that
the
airport
is
exposed
to
right,
I,
don't
believe
it's
it's
up
to
Bay
County
to
house
Hornets
as
I
think
the
responsibility
lies
on
the
immediate
townships
that
are
going
to
be
affected.
I
agree
with
you,
so
amber
I
think
am
I
correct.
I
N
I
If
you're,
referring
to
the
airport,
zoning
Acton
has
always
been
my
that
in
the
airport,
Zoning
Act
only
applies
to
publicly
owned
airports,
not
privately
owned.
The
airports
and
publicly
owned
the
airport
defined
under
the
statute
is
an
airport
which
air
planes
can
land
or
takeoff
from
a
strip
that
is
owned
by
any
political
subdivision
of
the
state
where
the
state
itself,
or
that
the
airport
receives
federal
funds.
I,
don't
know
we.
L
A
N
Would
like
to
work
with
with
you
focus
notes,
as
as
I
have
not
mentioned,
I've
been
working
with
Tim
kind
of
times
with
our
horse
on
show
trying
to
get
a
number.
That's
passed
him
to
spend
tables.
So
my
next
resort
was
to
come
to
you
folks
and
see
if
you
would
take
on
the
task
and
apparently
that's
up
around
negotiations,
but.
A
A
N
One
sense
then
known:
Garfield
Township
is
having
a
meeting
at
6:30.
They
want
to
include
something
in
wind
turbine
ordinance
that
they're
trying
to
close
that
would
protect
the
airport.
I.
Think
that's
a
shotgun
approach
of
trying
to
do
this.
That's
not
gonna
work.
Okay,
I
need
I
need
some
zoning
out.
I
really
do
where
this
is
our
50th
year
50.
A
D
A
L
A
D
D
A
O
O
O
N
E
N
N
G
Thank
you,
mister
chair
up,
I,
don't
have
a
lottery
for
both
of
them
to,
as
you
had
mentioned
at
the
last
meeting.
Mr.
chairman,
that
Bay
County
Animal
Control
has
achieved
the
government
status
of
no-kill
as
of
the
end
of
the
2018
year
and
I
want
to
thank
the
board
for
their
support
on
our
community
outreach
specialists.
G
I
know
that
Craig
and
I
are
planning
to
have
a
sort
of
a
party,
a
reception
for
all
the
staff,
the
animal
control,
as
well
as
the
volunteers
who
are
so
central
to
the
mission
out
there,
and
so
we
want
to
let
them
know.
We
look
forward
to
ramping
up
the
visibility,
I
guess
I'm,
the
social
media
presence,
as
well
as
the
continuing
public
education
regarding
spaying
and
neutering,
and
controlling
our
animal
populations
in
the
community
is
the
way
to
go
in
the
21st
century.
G
Just
mention
also
bay
county
was
visited
by
our
US
senator
gary
peters.
Yesterday
great
reception
hosted
that
Coonans
Irish
chef
there
last
night,
but
also
we
had
a
chance
to
talk
about
Gary's
stats,
federal
statute
that
he
had
included
in
the
federal
farm
bill
and
what
that
does
is
make
it
a
six
year,
felony
federal
felony
and
with
six
years
of
incarceration.
If
in
the
commission
of
an
altercation
between
spouses
or
significant
others,
someone
were
to
torture
or
kill
an
animal
to
basically
cause
pain
and
emotional
distress
to
to
their
partner,
and
so
I.
G
Think
that's
a
great
thing
and
it's
another
sign
that
even
federal
nationally
were
looking
at.
You
know
protecting
our
animals
and
our
pets.
A
little
veteran
and
Senator
Peters
did
indicate
that
on
average
about
someone
will
stay
in
a
relationship
as
a
result
of
their
affection
for
their
pet
for
about
two
years
longer
than
they
normally
would
give
it's
an
abusive
relationship.
So
I
just
wanted
to
mention
that
you
know
we're
I'm
very
grateful
to
the
board
and
we
look
forward
to
hopefully
not
having
to
continually.
G
L
G
G
The
biggie
and
all
of
us
had
an
opportunity
to
talk
to
senator
Peters
as
well
about
our
infrastructure
challenges
with
our
bridges
here
in
Bay
City,
and
he
serves
on
the
Transportation
Committee,
along
with
commerce
and
and
one
of
the
category
in
the
Senate.
So
we
kind
of
all
I
guess
all
of
us
over
at
Kim's
establishment
talk
to
him
about.
You
know,
hopefully
participating
in
discussions
upcoming
discussions
with
regard
to
the
independence
and
liberty,
bridges
and
the
financial
distress
that
costs
the
city
and
whether
the
federal
or
state
government,
which
I
were
I,
know.
G
L
F
Commissioner
Gordon,
thank
you.
We
also
had
an
opportunity
to
show
senator
Peters
the
beach
at
State
Park
and
thanks
to
Nick,
who
flew
the
drone
at
our
last
beach
wellness,
and
we
asked
him
I
said:
do
you
know
where
that
is?
He
said?
I
don't
know,
but
it's
beautiful
and
we
said
it's
the
face
of
the
state
park
right.
Basically,
State
Recreation
Area
eighteen
years
ago,
I
know
when
I
first
started.
You
know
when
he
came
on
two
years
after
that
you
couldn't
get
out
there.
F
You
had
to
foot
amok
and
it's
a
just
a
beautiful
destination
point
and
the
purpose
of
showing
him.
That
was
that
we
wanted
to
give
an
additional
thousand
feet
right
around
there
and
if
sometimes
you
get
an
opportunity
to
talk
to
somebody
in
his
position.
Not
only
just
talk
to
him
but
show
them
what's
been
accomplished
over
the
last
18
years
or
so
then
they're
more
apt
to
go
to
bat
for
you,
and
you
know
that
whole
area
is
an
additional
thousand
foot
would
benefit
the
public
so
much.
F
The
other
end
is
beautiful,
but
it's
a
long
hike
for
lots
of
folks.
But
you
know
where
they
put
in
and
I
gives
the
state
credit
they
put
in
it
handicapped,
accessible
boardwalk,
where
people
and
chairs
can
get
out
there
and
just
enjoy
and
other
people.
Even
though
we
cannot
mechanically
groom
it,
we
could
people
still
go
out
there,
it's
still
nice,
but
it
would
be
even
nicer
if
we
were
able
to
mechanically
groom
that,
like
we
could
do
on
the
north
end.
So
I.
G
Agree,
100%
mr.
Coonan,
and
applaud
you
and
entire
Commission
and
mr.
Redmond
and
everybody
who
worked
on
it
so
diligently
for
so
long
back,
going
back,
I
think
to
the
90s
mr.
Krieger
came
down
made
the
case
to
conscious
so
recall,
and
you
know,
we've
all
been
concerned
about
it
and
I
thought.
The
video
that
Nick
and
Bay
County
TV
took
on
the
condition
of
the
beach
was
phenomenal.
G
It's
really
really
impressive
and
it
was
great
to
not
only
for
those
of
us
who
are
familiar
with
the
challenge
and
has
presented
the
past,
but
just
the
all.
The
other
individuals
in
your
establishment
who
admire
that
footage,
and
just
a
shout
out
to
Nick
again
that
that
footage
taken
by
the
county
on
drunk
is
really
an
impressive
I
think
display
of
how
far
we've
come.
We
still
have
a
long
way
to
go,
but
none
to
to
make
it
to
see
its
fullest
potential,
but
but
that
is
impressive.
A
Report
support
any
discussion.
A
local
favor
I
am
close.
Motion
carries
next
from
the
personnel
director.
You
have
a
listing
of
departments
and
department
heads
under
the
county
executive
of
Public
Act
139
motion
receives
in
order.
Some
were
motion.
Is
it's
been
supported,
any
discussion,
all
those
in
favor
aye
opposed
or
some
carry
unfinished
business
Commissioner
over
here.
A
N
B
Resolution
2019
12
for
the
big
County
Board
of
Commissioners,
whereas
healthcare
costs
continue
to
rise
for
all
Americans
and
for
some
Americans
this
increase
can
be
devastating,
whereas
Medicare
is
the
focus
of
many
lawmakers
who
portray
this
as
an
entitlement
program
that
costs
the
Treasury
too
much
money.
Technically,
the
term
entitlement
is
correct,
but
it
has
an
unfortunate
connotation,
whereas
Medicare
is
an
essential
medical
plan
that
millions
of
seniors
and
disabled
individuals
depend
upon
to
stay
alive.
B
Whereas
when
Congress
enacted
Medicare
prescription
drug
bill,
they
enacted
a
law
that
does
not
allow
Medicare
to
negotiate
with
pharmaceutical
nice
for
drug
price,
the
way
Medicaid
and
the
Veterans
Administration.
Does
we're
asked
what
economic
economist,
Dean
baynor
estimates
that
Medicare
could
have
saved
approximately
three
hundred
and
thirty
two
billion
dollars
between
2006
and
2013?
B
To
allow
ago
she
a
ting
lower
drug
prices
and
the
importation
of
identical,
cheaper
drugs
from
Canada
and
elsewhere,
and
whereas
we
cannot
allow
the
previously
approved
bill
to
stand
as
adopted
at
the
risk
of
having
the
Medicare
program,
be
the
cause
of
a
steadily
increasing
deficit
which
will
require
tax
increases
or
cuts
to
the
rest
of
the
government.
Nor
can
we
allow
the
continuance
of
price
increases
to
our
citizens.
F
F
Group
of
folks,
primarily
in
the
house
which
is
Democrat
and
the
Senate,
is
still
a
Republican
that
this
is
a
resolution
that
will
reach
to
them,
and
hopefully
many
other
counties
in
this
in
the
state
forward
that,
because
that's
how
things
get
done,
if
people
feel
some
pressure,
they
feel
that
constituents
want
something
done.
They
will
do
something,
but
if
nobody
says
anything
and
they'll
feel
as
though
everything
is
just
fine.
Well,
everything
isn't
just
fine.
J
Commissioner
begin
yes,
Mac
has
a
Health
and
Human
Service
met
in
an
opinion
a
couple
weeks,
starting
on
their
platform.
We
had
something
similar
to
this
like
two
years
ago
that
I
took
to
them
and
they
sort
of
adapted
to
may
not
be
the
same
wording,
but
I
can
take
it
back
to
that
committee.
They
develop
a
platform.
Here
goes
the
full
board.
J
Then
they
Lobby
the
state
legislators
NATO
as
a
legislative
conference
bar
seconds
or
formative
that
deals
more
with
it
at
the
federal
level,
so
I
can
take
it
there
and
they
have
a
Health
and
Human
Services
Committee.
There
also
that
we
could
take
it
to
you,
think
it's
a
pass.
Then
they
have
lobbyists
that
worked
on
it.
So
I
think.
F
Should
who
appreciate
that
commissioner?
But
if
you're
going
to
go
there
in
March,
that's
great,
but
what
we
will
do
is
hopefully
Deann
you're
going
send
it
to
all
the
counties.
You're
gonna
send
to
the
state,
make
oh
Mack
and
even
FML,
and
you
know
all
those
folks
couldn't
get
an
opportunity
to
see
that,
like
any
kind
of
support
that
we
get
the
sooner
the
better
but
any
kind
of
support
in
March
or
whenever
we
would
be
really
appreciated.
A
G
G
However,
I
would
point
out
that
a
lot
of
the
research
that
was
done
is
publicly
financed
by
tax
payers
at
universities
and
medical
research
companies
that
were
that
are
necessarily
all
that
pharmaceutical
companies,
but
I
do
think
that
it
continues
to
be
a
a
nagging
problem
with
cost
prescription
drugs
for
a
lot
of
people.
The
prescription
drug
provision
did
help,
but
it
certainly
could
be
much
more
affordable
for
everyone,
including
tax
payers,
as
well
as
the
patient's
we
rely
on
them.
The
people
rely
on
those
prescriptions.
Do
you
know
they
have
the
cost
be
affordable?
