As
many
of
you
know,
you
can
talk
on
any
topic
except
that

public
hearing.
There
are
no
public
hearings
this
evening
and
we'll
go
with
those
signed
up
first
and
then
we'll
go
from
there.
So
I've
got

Two
things
you
like
to
talk
out
talk
about
if
I
can
get
them
in
quick
enough
first,
one
I
see
is
the
resolution
tonight
for
the
opt
out
with
the
solar
panels.

My
wife
and
I
got
involved
with
that
quite
a
few
years
ago,
and
we
got
out
after
two
billing
periods
because
we
had
two
bills,
one
from
the
Solar
Company
and
one
from
Central
Hudson,
and
we
just
could
not
understand
the
bills
and
we
just
got
out
of
it
and
kept
paying
such
awesome
the
money
to
make
it
worse.
Now,
Central
Hudson's
building
system
is
so
screwed
up.

That's
going
to
be
even
harder
to
try
to
figure
that
out
so
I
I
would
recommend
I
think
if
I
read
that
correctly
you're
going
to
automatically
put
everybody
in
Beacon
on
that
on
that
system,
and
then
they
can
opt
out
if
they
want
to
let
them
join,
educate
them
and
let
them
join
if
they
want
to,
because
I
tell
you
you
put
me
on
it:
I'm
opting
out
as
soon
as
as
soon
as
possible.
It's
just
too
confusing
and,
like
I
said
with
Central
Hudson.

The
other
thing
I
want
to
talk
about
briefly
is
I
know
that
you
are
looking
at
eliminating
fossil
fuels
and
bacon
and
I'm
going
to
come
right
out
and
say
well
with
the
get-go
that
I
don't
think
you
should
have
the
power
to
do
that.
That
should
be
something
that
should
come
up
to
a
referendum,
educate
the
public,
the
pros
and
the
cons,
and
then
let
the
public
vote
on
it.

If
they
want
it
or
they
don't
want
it
I
would
rather
you
see,
have
you
do
the
research
and
get
requirements
for
scrubbing
systems
on
the
exhaust
for
the
stove
or
the
exhaust
from
the
furnace
or
with
hot
water
heater
where
you
have,
and
you
can
do
the
same
thing
with
commercial
buildings
use
the
technology.
That's
out
there.

People
want
to
cook
on
gas,
they've
been
cooking
on
all
their
years
and
they
buy
a
home
up
here
and
now
they
can't
cook
on
gas
anymore,
I
I,
don't
think
you
should
be
voting
on
something
like
that,
make
a
recommendation,
put
requirements
in
place
and
make
sure
it's
scrubbed
properly.
If
it's
need
big
and
let
people
decide
on
pay
that
kind
of
money,
we're
not
in
the
electric
is
going
to
be
much
more
expensive,
I
know
what
you're
trying
to
do
eliminate
fossil
fuels.

technology
is
there
to
eliminate
the
problem
with
those
and
the
majority
of
our
electricity
is
being
generated
by
fossil
fuels.
There
was
just
a
big
article
yesterday
in
the
Poughkeepsie
Journal
I,
don't
know
what
a
gentleman
was,
but
he
did
a
lot
of
research
and
the
power
grid
is
nowhere
near
ready
to
convert
to
Electric
in
New
York
City.

my
name
is
Cody

I
live
at
39,
Lincoln
Ave,
so
I'm
here,
just
because
we
have
a
short-term
rental
and
we
experience
some
woes
recently.
So
I
just
wanted
to
share
our
home
when
we
bought
it
was
a
two-family
home.
We
invested
in
it
because
it
was
a
two-family
home
and
we
wanted
to
legally
have
a
short-term
rental
at
that
time,
and
that
was
the
way
to
do
it.

Having
the
Ops
option
like
as
a
young
couple,
it
was
really
helpful
to
offset
costs
for
mortgage
taxes
Etc,
but
our
house
is
not
set
up
to
be
a
two-family
home.
It's
a
one
single-family
home,
it's
just
the
upstairs,
is
designated
as
a
separate
unit,
even
though
we
have
access
to
it
from
our
home,
as
well
as
from
our
front
porch.
So
we
tracked
all
the
short-term
rental
laws
that
went
into
effect.
We
even
came
to
some
of
the
meetings
and
and
reading
the
laws
it
looked
like.

We
were
fine,
but
then
we
got
a
notice
violation
which
is
fine.
We
didn't
realize
they
went
into
effect,
so
we
applied
for
a
short-term
rental
and
were
denied
because
we
were
told
we
don't
live,
it's
not
owner
occupied,
so
we
were
confused.
We
reached
out
to
the
building
department,
Scott
McCue,
came
and
looked
at
our
unit
and
agreed
that
it
was
confusing
in
the
wording
of
what
is
it.

2223.26.5
is
the
section,
but
essentially
our
only
options
were
to
designate
our
home
as
a
single
family
or
cancel
our
short-term
rental,
and
we
had
seven
days
to
comply.
So
we
went
ahead
and
redesignated
which
cost
us
about
150
in
just
the
building
permanent
loan,
with
no
work
required
just
to
redesignate
and
whatever
value
we
lost
on
our
home.
So
I
just
wanted
to
kind
of
bring
it
up.
I
know
that
this
is
being
enforced
now
and
I
think
it's
affecting
maybe
the
wrong
people,
people
who
were
legally
renting
short-term
renters.

can't
legally
rent
it
as
a
long-term
rental
unit.
It's
not
set
up
that
way.
We
don't
even
have
an
oven
up
there,
but
and
we
plan
to
use
it
as
our
full
home
shortly
we're
only
going
to
rent
it.
Another
six
months
or
so,
but
basically
our
neighbors
have
never
complained.
We
are
big
in
contributing
back
to
the
community,
I
think
it's
just
sort
of
something
that
seems
to
be
without
considering
these
on,
like
a
single
application
basis.

We've
been
Airbnb
it
for
several
years.
I
understand,
short-term
rentals
can
create
an
environment,
that's
devoid
of
community
care
and
consideration,
but
in
2015,
when
we
were
scouting
out
homes
to
stay
in
to
call
our
own,
we
stayed
in
an
Airbnb.
We
found
it
to
be
a
warm
genuine
amazing
experience
of
the
community
here
in
Beacon
and
it
was
accessible
at
our
income
level,
we're
both
teachers,
my
husband
and
I,
and
then
when
we
bought
our
home
we've
kept.

also
hosted
like
a
young
couple,
looking
to
move
to
Beacon
from
the
city
during
covid,
a
single
mom
and
a
toddler
who
really
needed
to
get
out
of
the
city
during
covid
and
many
others
who
just
needed
an
affordable
and
safe
Escape,
From,
the
City
and
now
because
of
this
kind
of
gray
area
in
the
law,
where
our
two
family
home,
our
the
rental,
is
right.
Above
our
heads,
we're
very
present
we're
very
considerate
of
our
neighborhood
and
we
take
great
care
of
this
unit.

picking
up
someone
else's
trash
around
the
city
on
Earth
Day
enjoying
the
day,
but
it
was
hard
to
walk
past
the
new
construction
on
Tire
Ronda
Avenue
near
Main
Street,
and
to
witness
the
recent
blow
to
The
Majestic
View.
We
just
lost
on
South
Avenue
on
South
on
the
south
side
of
9d
Wolcott
Avenue
towards
the
river
on
tyronda.

The
simple
reminder:
Earth
Day
is
every
day:
let's
save
Beacon's
Green
Space.
What's
left
of
it,
we
need
a
new
building
moratorium.
Unfortunately,
so
many
people
voted
in
the
last
election,
hoping
there
would
be
a
major
shift
in
the
rampant
over
development
in
Beacon,
but
in
reality
we're
not
seeing
that,
but
quite
the
opposite.
Reviving.
Our
historic
Community
is
not
the
same
as
Paving
paradise
and
putting
up
another
generic
cookie
cutter
box.

In
today's
housing
market
in
Beacon,
you
barely
find
anything
listed
because
it's
all
back
door
sales
with
people
coming
to
the
front
door
with
cash.
Following
the
last
few
meetings
and
workshops,
we've
been
listening
to
the
council.
City
reps,
along
with
the
city
planner
agreeing
to
swapping
out
every
Green
parcel
left
in
the
city
of
Beacon
for
housing
under
the
guise
of
affordable
housing,
senior
housing,
jumping
the
bandwagging,
hoping
to
beat
out
the
money
grab
in
Albany
to
eliminate
our
R1
and
smaller
residential
neighborhoods
I'm.

Not
a
Believer
and
I
do
not
believe
that
Beacon
needs
massive
quantities
of
350
square
feet
or
less
micro
apartments
that
are
basically
the
size
of
three
jail
cells
put
together
from
a
technical
standpoint.
It's
common
knowledge
that
small
spaces
and
apartments
can
have
issues
caused
by
lack
of
proper
ventilation
affecting
air
quality
and
the
increase
the
problems
with
humidity.
This
would
be
one
of
the
enormous
problems
of
micro
Apartments.

If
they're
not
probably
designed
and
built
with
full
oversight,
let
alone
cheap
materials,
poor
ventilation
could
cause
can
affect
our
health,
causing
allergies
and
even
respiratory
conditions
like
asthma.
These
problems
are
more
common
than
we
imagined.
Therefore,
it's
necessary
to
take
it
into
consideration,
especially
if
there's
not
enough
source
of
ventilation,
and
you
thought
gas-fueled
stoves
and
furnaces
were
bad
and
there's
the
isolation
for
residents
that
live
inside
with
no
windows.

are
you
planning
these
to
be
built
as
tall
narrow
tariffs
of
two
micro
apartments
in
a
center
hallway,
Public
Safety
must
be
a
major
concern
with
fire
and
rescue
in
these
proposed
overpopulated
future
tentiments.
According
to
the
wind.
Today,
in
Albany,
the
governor's
push
is
not
going
to
fly
very
far.
I
Super
briefly,
I'd
like
to
commend
the
Council
on
the
selection.
The
fire
chief
I
think
the
vague
fact
that
his
association
with
the
city
of
Newburgh
presents
a
new
kind
of
opportunity
for
both
cities
and
as
subtle
as
it
is
I
think
it's
a
whether
it
was
intentional
or
not
a
good
move
in
the
right
direction.

just
wanted

congratulate
the
beacon
players
on
a
great
weekend
of
Les
Mis
performances.
I
spent
all
of
the
weekend
watching
those
three
performances
and
they
were
fantastic,
I
hope
that
we
can
always
find
a
way
to
encourage
our
kids
to
continue
to
do
whatever
inspires
them
and
that
Beacon
can
be
a
place.
I
mean
we
are
a
place
that
invites
grown-ups
to
continue
to
do
what
inspires
them
as
well,
or
you
know
what
sort
of
makes
us
human,
our
creative
Spirit.

was
really
wonderful
to
see
and
and
I
as
I
was
watching
these
really
talented
singers
and
actors
who
are
in
high
school
from
some
well,
there
were
some
really
little
ones.

were
like
seven-year-olds
in
the
production.
All
the
way
up
to

know.

year
olds,
I
thought
I
really
hope
that
we
as
grown-ups
help
them
not
to
stop
doing
what
they
love
and
so
they're.
Then
our
age
and
looking
back
and
saying
I
haven't
done
a
production
since
high
school,
so
I
hope
we
can
continue
to
Foster.

100
people

my

a
little
late
and
by
the
time

had
gotten
there.

special
that
each
year
that
we

it,

cleaner
and

little
harder
to
find
trash,

Recreation

highway
department

helping

trash

we
bagged
and
left

streets

about
short-term
rentals.
I
know
it's
something
that
the
building
Department's
been
working
on,
so
it
might
be
something
you're
already
going
to
include
in
your
report,
so
it'd
be
great
to
hear
about
that
and
I
know
that
the
law
was
passed
a
while
ago,
and
we
talked
about
wanting
to

enforce
what
we
had
on
the
books
before
we
considered
any
adjustments

want

make.

references.

again
thank
the
recreation
department
of
the
highway
department
for
their
help
on
Earth
Day

will
spend
a
minute

I
hope.
People
can
hear
this
describing
our
short-term
rental
law
and
what
the
summary
of
our
thinking
was.
So
we
permit
short-term
rentals
if
the
unit
itself
is
owner
occupied.
So
if
you
have
a
home
and
you
want
to
rent
out
a
bedroom,
that's
perfectly
fine.

If
you
have
a
home,
you
know
a
a
residence
and
you
want
to
rent
out
the
entire
thing
for
a
period
of
time.
That
also
is
fine,
so
those
are
permitted
under
our
short-term
rental.
The
part
that's
not
permitted
is,
if
you
have
something
other
than
your
primary
residence
that
you
also
own
and
that
you
want
to
rent
out
as
a
short-term
rental.
You
can
certainly
rent
it
out
as
a
long-term
rental,
but
the
short-term
rental
there
isn't
permitted.

So
if
you
have
a
two
family
and
I
heard,
someone
speak
today
that
they
had
a
house
that
was
a
two
family.
The
second
unit,
the
one
that
they
don't
live
in,
can
be
a
long-term
rental,
but
not
a
short.
If,
if
I
heard
it
was
an
unusual,
Arrangement
and
difficult
to
be
truly
separate,
which
means
it
if
it
simply
becomes
a
single
family,
they
can
certainly
rent
out
that
part
of
their
their
home.
Because
then
it's
part
of
the
unit
that
they
occupy
our
thinking
behind.

I
just
wanted
to
point
that
out
and
and
because
we
may
have
people
listening
just
to
describe
that
difference.
The
only
other
thing
I
will
add
was
I
had
the
opportunity
over
the
weekend
to
participate
in
a
a
portrait
event
at
the
Beacon
High
School
in
the
art
area.
With
this
amazing
machine
and
I
think
George,
you
were
there
too
right.
You
were
there
on
Saturday,
there's
this
Polaroid
and
imagine
someone's
taken
a
Polaroid
except
it's
not
this
big,
it's
this
big
and
that
the
they
still
take
the
same
type
of
paper.

get
it
into
the
machine
and
they
get
portraits
very
up
close
that
are
the
old
Polaroids
and
they
have
a
certain
amount
of
film
left.
So
this
was
a
really
cool
thing
to
watch
and
I
just
want
to
point
out
that
you
know
there's
a
number
of
exciting
things
that
happen
in
our
community,
particularly
in
the
Arts,
but
also
in
other
areas,
and
sometimes
I
have
the
opportunity
to
participate,
and
it
was
truly
cool.

carefully
to
all
of

get
back
to
Justice's
point
about
hydrants
over
the
next
four
weeks,
we'll
be
flushing
the
city's
hydrant
systems.
This
is
a
critical
yearly
maintenance
to
get
sediment
out
of
the
system
and
get
basically
wash
it
through
and
also
to
check
on
on
the
on
the
hydrants
to
make
sure
that
they're
functioning
properly.
So
if
you,
if
you
do,
are
having
hydrants
flushed
nearby,
your
house,
you
may
have
discolored
water
for
a
short
period
of
time.

you
know
just
avoid
doing
laundry
during
that
time
and
then
your
your
water
will
go
back
to
normal
very
shortly
after

also
want

thank
our
highway
department
for
planting
trees
on
Main
Street.
If

down
Main
Street
by
Rite
Aid,
we
had
two
tree
Wells
that
were
just
filled
with
old
roots
and
they
did
an
amazing
job.

days
work
to
dig
those
out
so
that
we
could
plant
new
trees
in
addition
to
the
one
that
we're
going
to
be
doing
for
arbitrary
Arbor
Day
and
we're
also
doing
them
around
the
city.
So
20
new
trees
are
being
planted
this
year
and
each
year
we're
trying
to
ratchet
that
up
a
little
bit.

resolutions,

those
up
so
the
first
one
for
the
evening
is
the
appointment
of
Brian
Tortura
to
the
position
of
wastewater
treatment.
Plant
maintenance
mechanic
can
I

a
motion

a
second
on
that
motion.

has
worked
in
our
wastewater
treatment
plant
for
five
years
as
a
maintenance
mechanic
on
that
position
recently
opened
when
someone
transferred
to
the
water
department
and
we
are
proposing
to
promote
Brian
who's,
been
a
great
worker
and
also
a
volunteer
for
the
city's
fire
department
for
many
years
and
for
the
beacon
volunteer
ambulance
Corps.
So
we
discussed
this
in
Workshop,
he
came
in
and
you
had
a
chance
to
meet
him.
We're
really
pleased
to
have
this
promotion
coming
forward.

three

strong
Recreation
experience

bringing
to
the
table

were
recommended

mayor

fantastic
additions
to
the
committee
and
if
you
have
any
specific
questions,
I
can
try
and
answer
them,
but
I'd
leave
it
at
that.

about

fact
that
all
of
their
terms
expire
at
the
same
time,
I
didn't
know.
If
that's
how
we
normally
did
things
on
committee
I
feel
like
some
others
have
been
staggered,
so
just
they
don't
all
decide
to
resign
at
once,
but
I
didn't
know
if
there
was
a
way
that
the
city
normally
does
it.

for
that
is
that
I
just
used
the
statutory
term
length
I,
believe
a
lot
of
committees
in
the
code
start
staggered
and
that's
kind
of
how
it's
remedied,
where
the
the
first
round
of
appointments
ever
when

committee
was
formed,
have
different
term
lengths
and
then
they
come
off
at
different
times.
But
with
this
committee
it
was
pretty
much
vacant
and
not
doing
anything
or
not
active
for
some
period
of
time.
So
we
needed
to
fill
all
the
positions,
including
even
the
reappointments.

electric
went
up

doing
so
well,
and

they

using
renewable
energy
from
anywhere

New
York
state,

it
could
be
wind
power
up

County

hydropower
up
in
the
St
Lawrence.
That
has
no
way
to
get
down
here
to
the
valley.

The

idea
of
this
is
that
we
and
some
of
the
other
communities
in
the
valley,
like
the
city
of
Kingston
and
the
town
of
New
Bedford,
are
asking
the
PSC,
which
is
the
regulatory
body
in
New
York
state
that
oversees
electricity
sales
to
allow
this
option.
In
addition
to
the
CCA,
and
you
may
recall,
we
didn't
sign
up
again
for
the
Community
Choice
aggregation
in
part,
because
the
billing
was
such
a
mess
with
Central
Hudson.
The
the
billing
is
still
a
mess
with
Central
Hudson.
So
this
isn't
starting
the
program.

It's
just
saying
to
New
York
State,
please,
please
codify
the
program
so
that
we
can
offer
it.
If,
if
we
desire,
we
are
looking
at
voluntary
participation,
but
the
reality
is
when
you
do
an
opt-in,
it's
somewhere
between
five
and
fifteen
percent
return
rate
and
when
you
do
an
opt
out,
sometimes
it's
as
high
as
85
percent
and
again
this.
This
is
nice
because
you
still
have
your
electricity
Supply
through
your
utility
and
that
has
a
variable
rate
and
whatever
you're
paying
you
get
10
off
that.

So
the
state
is
really
the
state's
actually
looking
at
a
Statewide
model
for
this
that
helps
low-income
neighborhoods
first
tap
into
that,
so
that
they
get
the
savings
for
cost
burdened
households
and
again
it's
going
to
take
time
to
go
out.
But
this
is
a
resolution
that
a
lot
of
the
members
of
the
opt-out,
CDG
Coalition,
are
sending
to
the
Public
Service
Commission.

do
this
on
our
on

some
years
ago
you
did
a
community
solar.

years
ago
we
did
a
community
solar
agreement
with
ELP
solar
up
in
Ulster
County.

we
get
these
credits
on
City
accounts
already

they
are
available

of

Street
power.
So
so
people
are
already
using
this
in
our
community
on
an
opt-in
basis.

Well,
first
of
all,
this
is
a
resolution,
we're

adopting
anything
we're
asking
the
Public
Service
Commission
to
allow
this
type
of
a
program
in
addition
to
other
programs,

at
the
community.

simply
urging
the
state
to
do
something,
and,
as
Chris
mentioned,
the
program
that
we're
asking
them
to
do
is
different
than
the
one
that

involved
two
bills
which
made
it

really
hard
to
sort.

residents
saved
money,

created

uncertainty

Central
Hudson
had.

this
is
a
different
program,

this
program

something
different

the
one
we
were
in,
which,
as
Chris
mentioned,
it
doesn't
bet
on
what
power
prices
are
going
to
be.

offer
the
CDG

they're

bit
of
what
we're

Terrace,
so
sustainable
Westchester
is

subscribing
these
solar
credits
from
a
new
solar
installation
in
Ulster

already
doing

from
another

unaware,
this
is

project
that
started
in
2001.
and
it
was
delayed
multiple
times
it's
the
Reconstruction
of
all
of
this,
the
existing
sidewalks
on
Fishkill
Avenue
and
Teller
Avenue
repaving
New
storm
drains.
Some
sewer
work,
new
crosswalks
upgrades
to
the
traffic
lights
new.
Curbing
this.
This
was
one
of
the
things
that
I
started
working
on
two
two
and
a
quarter
years
ago,
when
I
came
on
because
it's
Federal
funding
and
it
was
about
to
expire,
so
80
percent
of
this
is
federally
funded.

of
it
is
state
funded,
but
it's
capped
at
7.35
million.
We
put
this
out
to
bid.
The
bids
came
back
on
April
6th.
We
had
four
bids
and
all
of
the
lowest
bid
exceeded
our
budget
by
5.7
million
dollars.
So
we're
going
back
with
the
engineer
now
we're
going
to
throw
out
these
bids
we're
going
to
rescope
the
project.
Basically,
you
know
trying
to
trying
to
get
down
the
budget
and
then
we'll
probably
likely
go
out
to
bid
again
this
fall.

only
thing
that
would
change
is
probably
the
the
curbing
the
granite
alone
cost
us
well
over
a
million
dollars,
so
we'd
go
to
a
concrete,
curb
and
then
cut
the
project
there
and
just
do
Mill

pave,

our
our
and
our
Engineers
believe
that
can
work
to
get
us
to
budget
which
is
again

expenses
with
construction
expenses
going
up

they
have
and
the

long

project

firm
that
originally
designed

our
storm

that

roadway

it

amendment

ago
and
then
the
contract
follows

contract

we
have
to
do
procurement.

out
and
have
a
competitive
process
for
certain

of
the

cost
of
this
being
over

law
and
our
procurement

to
go

bid
unless

quote
unquote
piggyback
on
another
public
entity's
bid
that
specif

allowed
piggybacking

their

we
went
and
got
a
quote

Precision,
we
said:
oh,
this

bid
