dishonest
and
have
caught

illegally.

positive
external
audit
report
and
it's
total
fraud.

audit

an
internal
hired
town
audit
that
only
show
the
numbers
you

town
insiders
want
us
to
see.

a
forensic
audit
will
identify
crimes
committed

insiders.

and
troyer,

each

you
have
already
been
caught
breaking
the
law.

this
tell

four

half

mentor

what
we've
been
working

we've
accomplished
I'll
go
through
this
quickly,
because
I
think

get

gantt
chart

we're
going

each
of
these
areas,
terms
of
keeping
score
and
just

to
let
you
know
that
investment
number

going
to
bump
up
very
quickly
to
250
million
dollars

four

a
half
years
here.
But
we
look
at
capital
investment.
We
look
at
job
creation.

like
to
bump
all
the
way
down
to
that
last
line
on
the
excel.

did
that
kind
of
involved
the
gullah
farmers
on
saint
helena
and
investors
who
lived
in
colleton
river
if
it
fostered
six
million
dollars
of
investments,
and
we
put
it
in
for
recognition
figuring
that
it
could
encourage
other
social
entrepreneurs,
people
with
affluence
to
look
at
what
they
could
do
to
help
people
who've,
never
really
gotten
their
piece
of
the
pie.
This
investment
was
supposed
to
be
about
3.5
million
dollars.

We
pound
away
at
this
exhilarating
environment,
skilled
and
ready
workforce.
We
use
really
the
marine
corps
as
our
shiniest
lure.
We
can
throw
in
the
water
to
attract
industry
and
then
on
parallel
support,
and
you
had
rx
industries
before
your
council
last
month
and
they
they
would
rave
and
they
become
our
poster
child
but
charlie
stone.
Our
senior
project
manager
does
a
great
job
and
having
people
who've
been
in
buford
invested
in
buford
talk
about
that
experience
pays
off.
I
tend
to
get
most
of
our
our
our
attention
on
social
media.

But
he
knows
we
have
great
data
capacity
at
the
economic
development
corporation
and
we
can
do
that
for
a
variety
of
industries.
So
a
lot
of
decisions
are
not.
You
know
granted
a
lot
of
people
come
here
because
they
want
to
be
here,
but
when
they
have
to
explain
it
to
their
investors
or
their
board
boards,
they
have
to
have
data
to
support
that,
and
we
can.
We
can
do
a
variety
of
data
runs
and
we
do
that
day,
night,
weekends.

industrial
or
a
warehouse
distribution,
but
the
building
came
on
the
market
the
last
day
of
it's
in
buford
on
20
eleanor
fine,
but
it
came
on
the
market
the
last
day

january
last
year
and
by
february
8th,

was
under
contract
and
by
february,
17th
charlie
stone
had
a
incentive
agreement
before
the
company
so
and
that's
48
eight
hundred
fifty
square
feet.
So
if
we

I
hate
to
sound
like
a

we
build
it,
they
will
come

we
can
give
people
clear
answers
and
have
locations.

connecticut

experience
with
the
utility,

investment,
and
this

what
I'm
going

show
you
now

over

past
few
years.
Ninety
thousand
dollars
invested
in
our
corporation.

to
give
you
an
idea,
incentives
directly
to
either
keep
and
see
companies
expand
in
our
county
rx
industries,
most
recently
25
000.

harris
when
they
were
considering
moving
to
pittsburgh
or
orlando.
The
county
was
able
to
give
them
a
job
grant.
So
again,
let's
just
see,
if
I
can
do
this,
you
put
ninety
thousand
dollars
in
125
to
hilton
head
companies
and
each
these
two
projects
amount
to.

just

harris
invested
3.5
million
dollars
at
the
time
they
decided
to
stay
here
five
years
ago
or
or
four
years
ago,
and
then
rx
industries
in
the
two
investments
that
they
made
they're
over
10
million
dollars.
So
in
terms
of-
and
I
still
want
you
to
think
of
the
90
000
you
put
into
it-
this
is
what
we
can
look
to
and
we'll
start
right
at
the
top.

jobs
that
we
have
booked
to
date
are
averaging

incentives

we've
worked
through
the
department
of
commerce
and

filo
agreements
through
the
county
over
1.6
million
dollars,
site
development
funds
and
working
with
sean

josh

the
years
and
mark
orlando
and-
and
we
didn't
include
the
ones
you
just
got
recently
where
you
went
directly,
but
under
a
million
dollars
in
utc
funds
and
site
funds
coming
into
the
county,
we
consistently
meet
with
incumbent
businesses.
You
can't
always
focus
on
the
companies
you
want.

have
to
take
care
of
the
ones
you
have
and
if
you
take
care
of
the
ones
you
have
they
become
that
third-party
affirmation,
when
we
bring
a
prospect
in
that,
can
vouch
for
what
you
can
expect
on
hilton
head
pipeline,
and
I
am,
I
have
great
confidence
in
this.
We
have
25
million
dollars
in
projects,
capital
investments
that
will
be
announced
on
hilton
head.
I
would
project
in
the
next
45
days,
creating
125
jobs
and
53
000
in
annual
compensation,
the
one
that
I
actually
I
spoke
with
great
confidence.

There's
one
project
that's
been
in
the
queue
a
long
time
out
at
the
airport
and
they're
just
waiting
for
a
determination
letter
from
the
army
corps.
So
I
don't
have
confidence
when
the
army
corps
is
going
to
issue
that
letter,
but
I
know
the
company's
already
acquired
property
to
make
about
an
eight
or
nine
million
dollar
investment
on
hilton
head.
So
it's
moving
forward
we're
just
at
the
whims
of
the
army
corps
of
engineers.

We
do
look
at
all
of
our
work
across
the
county
and
and
again
just
in
terms
of
more
measurements.
We
look
at
you
know
you
throw
an
economic
development
project
into
the
community
or
like
a
stone
into
the
water.
It
has
a
ripple
effect,
so
our
work
to
date,
3.3
billion
dollars
in
a
ripple
effect
multiplier
effect
through
the
the
entire
county,
1800
jobs
and
16.8
million
dollars
in
tax
revenue
to
government
entities
in
beaufort
county
other
things
we're
doing
and
trying
to
be
very
supportive.

are
looking
at
pro
formas.
We
we
work
filos
fee
in
lieu
of
tax
agreements
and
special
source
revenue
credits
and
we'll
do
that.
On
on
the
projects
I
mentioned.
As
well
as
you
look
at
housing,
there
are,

even
as
you
stand
up
the
the
economic
development
corporation
or
the
stone
stoney,
I'm
going
to
say
stoney
brook,
but
what
am
I
getting
wrong?

we

with

find

practices

the

and
do
any
research
that

supportive
of
things
you're

towards
that
model,

county
expects
us

diversify

revenue
stream
and

like

a
lower
percentage

the
overall
budget.

we

talking

a
firm

stepping.

know
right
now
we
have
two
people.
Our
board
was
looking
at
it
about
a
month
and
a
half
ago
and
was
concerned
that
between
charlie
and
I
it
would
take
us
off
task
if
we
became
the
fundraiser.

think

there
is
a
model
out
there
that
we
identified
and
it's
just
one
model,
but
if
you
get
the
right
people,
they
know
how
to
do
it.
You
you
try
to
get
lower
lower
interest
bonds,
so
you
can
work
through
some
non-profits
and
I
believe
some
nonprofits
have
stepped
up
to
say
they
could
issue
those
types
of
bonds
and
for
the
non-profit
there
would
be
fees
paid
back
to
them
from
the
developer
and
then
using
filos.

do
think
you
know
I've
been
by
the
christian
academy
site,
which
has
a
lot
of
density
there,
but
I
don't
think
you
achieved
workforce
housing
there.
I
I
just
drove
by
the
building,
that's
being
built
off
arrow
road.
It's
coming
out
beautiful.
I
think
that's
a
good
example.
Another
tool
we're
looking
at
and
I've
shared
it
so
far
with
administrator
greenway,
I've
shared
it
with
stu
rodman,
a
council
member
from
hilton
head
and
also
alice
howard
about
how
to
structure
filos.

could
also
augment
or
complement
the
low-interest
bonds
that
could
be
issued.
And
what
we've
seen
in
our
model
is
is
that
we
could,
and
I
got
a
little
lost,
trying
to
find
that
particular
slide
and
I'm
obviously
going
the
wrong
direction.

we
could
achieve
some
pretty
neat
and,
and
we
can
dictate
hilton
head-
can
dictate
the
blend
of
workforce
housing
built
into
it.

us

get
our
arms
wrapped

always
one
dollar
in
two
or
three
dollars
out.

sites
right

have
palmetto
bay
business
park,
which
you
were
close
to
getting

deal

you

that
deal,

we
take
that
as
a
launch
point
and
continue
and
we're
doing
that
in
other
communities.

parameters
and

know

I

sell,

think
what
has
happened
is
sometimes
we're
thinking
we'll
bring
in
the
prospect
and
then
we're
going
to
work
it
through
the
price
points.
The
legal
issues,
the
wetlands,

we
can
do
as
much
of
that
ahead
of
time,
based
on
what
we
just
compete
with
in
south
carolina
and
not
to
mention
georgia
and
north
carolina
very
successful
economic
development
states,
we're
gonna,
we're
gonna
work
on
this
really
hard
staff
staff
and
our
organization
to
get
those
questions
answered.

you
take
the

economic
engine
of
hilton
head,
it's
it's
fueled
primarily
by
tourism,

you
look
at
the
numbers,
if
you
have
someone
making

hour,
that's
that's

a
year
you
look
at
your
screen,
you're
bringing
in
opportunity
with
average
salaries.
You
know

20k
above
that
which
is
good,
but.

it

a
real
aha
moment
for
me.
I
was
at
a
chamber
of
commerce
meeting
and
the
gentleman
next
to
me
ran
ran
the
marriott
or
the
sonesta
I'm
blanking
on
on
I
I
can
visualize
them
and
I
was
telling
them
about
this
kind
of
slide,
and
I
thought
this
may
create
some
stress
between
hospitality
and
tourism.

Still
my
desire
is
is
to
improve
people's
lives
through
well-paying
jobs.
I
said
I
thought
there
would
be
stress,
and
I've
been
here
at
the
time.
I
said
it
about
three
and
a
half
years,
and
I
haven't
felt
that
stress.
He
said
we,
we
think
what
you're
doing
is
going
to
help
our
industry
not
hurt
it,
and
so
that
was
interesting
and
he
and
then
they're
they're
more
concerned
about
some
of
the
visa
programs
and
stuff
like
that.

But
you
know
for
me,
on
a
personal
level
and
as
an
economic
developer,
I'm
not
looking
for
people
to
have
to
work
two
or
three
jobs
to
make
ends
meet,
and
in
that
situation
I
don't
think
hospitality
and
tourism
has
felt
threatened
by
us
at
all.
They
think
it
actually
might
bring
more
visitors
to
the
area
more
more
customers
to
the
area.
So
it's
interesting.
We
also
did
a
survey
in
advance
of
converge,
and
people
were
a
third,
a
third
and
a
third
but
positive,
neutral
and
negative
in
terms
of
workforce.

Right
now
and
six
months
out,
the
positive
went
to
two-thirds
and
what
I'm
thinking
is
is
because
what
would
change,
supply
chain's
a
problem
workforce
is
still
a
problem.
I
think
in
some
of
these
industries,
they're
figuring
out
how
to
do
things
with
the
staffing
levels
they
have
is
the
only
way
I
I
could
conclude
that
people
can
go
from
where
they
are
today,
with
workforce
to
being
almost
doubly
positive
in
six
months.

So
there
is
going
to
be
a
stress
there
though,
and
hopefully
the
workforce
stuff
that
you're
doing
and
the
county
is
doing
and
the
region
is
doing
helps.
But
if,
if,
if
you
went
to
christian
academy,
I
guess
and
and
you
leased
the
studio
there
at
sixteen
hundred
dollars,
the
salaries
you're
talking
about
are
still
not
workable.

you
look
over
the
past
10
years,
that's
that's
happened,
starting
with
shelter,
cove
the
redevelopment
of
the
island
rec
center
and
most
recently,
pope
avenue
in
that
tif
district
with
the
establishment
of
uscb
campus
and
celebration
park.
You
look
around
those
areas
and
you
see
the
right
kind
of
private
investment
and
that's
where
your
edc
and
the
local
government
can
work
in
tandem
very
effectively.

not
going
to
go
through
that,
mr
chairman
members
of
the
committee,
and
just
just
for
those
of
you
who
don't
know
I'm
duffy
stone,
I'm
the
solicitor
for
the
14th
circuit,
the
programs
that
hilton
head
supports
and,
and
I'm
going
to
go
specifically
to
those
programs
and
give
you
sort
of
a
50
000
foot.
Look
at
what
we're
talking
about
with
these
programs.

They
really
deal
with
what
we
deal
with
as
a
prosecution
unit
and
the
people
that
we
deal
with.
You
know
too
often
we
spend
a
lot
of
time
talking
about
specific
crime
materials
and
we
don't
actually
deal
with
the
crimes
we
deal
with
the
people
that
offended
that
cause
the
crimes
in
dealing
with
those
people.
You
can
put
them
in
various
categories
and
there
are
lots
of
them.

The
concept
behind
our
multi-disciplinary
court
is
what
many
people
have
heard
of
is
drug
court
veterans,
court,
domestic
violence,
court,
various
courts
that
are
treatment,
courts
that
hold
the
offender
accountable,
but
at
the
same
time,
instead
of
just
holding
them
accountable,
provide
them
the
ability
to
fix
themselves.
If
you
will,
it's
not
really
fair,
just
to
say,
go
fix
yourself.
You've
got
to
give
them
the
treatment,
part
of
it
as
well,
and
our
multidisciplinary
court
instead
of
having
a
drug
court
in
a
veterans
court
separately,
we
put
all
of
those
together.

So
when
we
get
somebody
that
comes
into
our
system,
that
we
see
as
somebody
that
we
think
is
struggling
with
the
anti-social
behavior
because
of
an
underlying
issue,
what
we
first
try
to
do
is
figure
out
what
the
underlying
issue
is.
Let's
don't
just
assume
that
they've
got
a
drug
issue
were
they
in
the
military.

Looking
at
what
drives
things,
what
what
actors
drive
action?
You
will
find
an
80,
20
rule
you'll
find
that
20
percent
of
the
actors
are
driving
80
percent
of
the
of
the
action.
It
became
a
business
model
in
in
the
1940s,
but,
prior
to
that
it
was.
It
was
something
that
a
man
named
wilfredo
predo
did
in
italy
as
an
economist,
but
the
concept
works
in
the
criminal
justice
system
as
well.

will
I
have
to
say.
I
think
it
is
one
of
the
most
successful
programs
in
any
prosecutor's
office
anywhere.
We
have.
We
are
at
this
point
and
jeff's
got
the
exact
number,
but
last
time
I
checked,
we
were
close
to
400
defendants
that
we
had
that
we
had
prosecuted
under
this
program
and
the
team
of
lawyers
that
we
have
are
experienced.

They
have
investigators,
they
have
time
which
is
sort
of
the
biggest
resource
that
prosecutors
need,
and
they
have
been
extremely
successful
in
the
prosecution
of
those
people.
So
thank
you,
first
of
all
for
the
support
that
you've.
Given
us,
the
the
the
two
main
areas
that
that
you
have
been
able
to
help
us
with
are
helping
those
people
that
are
struggling,
but
also
dealing
with
the
people
that
are
embracing.
So
I
will
I
will
stop
there
and
open
up
for

difficult,
it's
a
certainly
legitimate
question.
It's
also
a
different,
a
difficult
one
to
quantify,
because
it's
there's
a
lot
of
moving
parts
involved
in
that
question.
If
you
take
our
multi-disciplinary
court
program,
for
example,
we
know
just
by
doing
a
side-by-side
comparison,
that
we
can
put
somebody
through
that
program
at
much
less
expense
than
we
could
to
incarcerate
them,
whether
it's
in
a
detention
center

What
is
more
difficult
to
measure
is
that
recidivism.
We
know
that
we
perform
well
in
terms
of
our
recidivism
rate,
but
once
you've
got
these
folks
back
on
the
straight
and
narrow
and
that's
the
aim
of
the
multi-disciplinary
corps
program
is,
is
to
make
them
productive
citizens
because
they're
not
like
the
career
criminals
who
are
as
a
solicitor
puts
it
devoted
or
committed
to
antisocial,
behavior,
so
pulling
them.
What
is
more
difficult
to
measure,
then,
is
the
economic
benefit,
although
we
know
that
it
is
there.

So,
for
example,
since
2019
we've
had
21
graduates
of
the
multi-disciplinary
program
who
either
live,
worked
or
committed
their
crime
on
hilton
head
island
of
those
three
are
actually
still
in
the
program,
but
there
are
three
among
them:
who've
actually
started
their
bit
started
businesses
while
they
were
in
our
program,
so
they
have.
They
have
started
economic
activity
during
a
period
when,
under
many
circumstances,
they
would
be
in
prison.

appreciate

one
thing,

as
a
suggestion
you

want

just
avail
yourself,
if
possible,

clemson

have
a
good
department
of

this
as
a
really
good
case

hospital,
for
instance,

medical
university,
they're

teaching
hospitals

best

care

linked

research
institute

they're
learning
and
they're
researching,
and
I
think
that's
where
the
criminal
justice
system
falls
short.

and
we've

actually
started
with
the
university

south
carolina

to

teaching
criminology

maryland
university
of
maryland,
they're
coming
down
and
starting

study
on
the
domestic
violence
pipeline,
because
the
state
of
south
carolina
doesn't
have
very
good

so

think
you're
absolutely
right
that
combining
with
academic
institutions,
whether
it
be
clemson
carolina
or
if
one
day,
I
can
figure
out
how
to
get
waffer
down
here,
giving
us
that
information
and
using
the
data
that
we
already
have
and

start
telling
us.

is
what
the
effect
of
your
program
is.

district

this

a
program
now
that
the
chief
justice
put
us
on
wednesday
dealing
with
the
effect
of
the
pandemic,

is
a
nationwide
issue
right
now
you
had
courts
that
were
shut
down,
not
just
in
south
carolina,
but
throughout
this
country
and
actually
throughout
the
world,
and
so
you've
got
a
number
of
cases
pending
that
you
didn't
have
something.
That's
absolutely
unprecedented
and
the
chief
justices
basically
said
I
need
you
solicitor
and
your
judge
to
sit
down
and
figure
out
what
we're
going
to
do
about
it
and,
of
course,
there's
16
of
us.

So
that's
what
I've
been
doing
for
the
last
seven
days.
But
I,
when
you
look
at
this
type
of
thing,
you
have
to
recognize
the
resources
are
thin.
If
you
had
unlimited
resources,
you
wouldn't
need
an
organizational
plan.
You
could
just
get
it
done,
but
you've
got
to
the
the
with
the
fewer
resources.
The
more
you
need
to
be
focused
on
making
sure
it's
an
organizational
approach
with
the
academic
end
of
it.
We've
got
an
angle
with
that.
The
university
of
south
carolina
asked
for
the
grant.

happen
to
be
the
chairman
of
the
domestic
violence
committee
state
committee
on
it
and
I
said,
come
study
hours
I'll,
give
you
access
to
everything
you
want,

that's
sort
of
looking
at
a
resource.
That's
out

you
tap
into

but
you
bring
that
research
to
me
because
at
the
end
of
the
day
that
research
is
going
to
help

I

you
have
to
look
at
it

standpoint

where

we

five

probation,
parole

pardon
two
days

day

it

monday

problem

getting
people
into
our
multidisciplinary
courts?
Quite
frankly,
is
it's
too
hard
if
they
can
get
probation
or
they
even
have
a
shot
at
probation?
A
lot
of
them
will
go
after
the
probationary
sentence,
because
that's
much
easier
than
what
we
put
them
through.

We
don't
put
them
immediately
into
prison,
but
what
we
do
is
you
have
to
come
to
court
every
week,
you're
in
front
of
a
judge
every
week
and
most
importantly,
is
not
that
court
to
the
court
date.
Most
importantly,
it's
what's
happening
outside
of
that
and
when
you're
meeting
with
your
alcohol
counselor
you're
meeting
with
your
mental
health
counselor,
and
are
you
doing
what
you're
supposed
to
do?
We
now
have
in-house
we've
just
now
added
in-house
drug
testing,
because
it
was
taken
too
long
to
get
those
drug
tests.

We
cut
our
prices
in
half
but
at
the
same
time
we're
able
to
start
producing
those
tests.
So
if
somebody
fails
their
drug
test,
the
judge
has
the
ability
to
say
this
weekend,
you're
going
to
spend
in
the
detention
center
but
monday
you're
coming
back
and
we're
going
to
start
this
program
over
again.
So
there
are
lots
of
different
moving
parts
that
we
try
to
put
into
that
to
make
sure
that
we're
holding
them
accountable.
But,
quite
frankly,
we
want
them
to
succeed.

I

add

I
think
it
speaks
directly
to
your
question
with
regards
to
mental
health.
We
recently
for
a
long
period
of
time.
Beaufort
county
is
the
only
place
where
the
multi-disciplinary
court
program
was
offered,
because
it
was
the
only
community
where
some
semblance
of
the
resources
necessary
to
conduct
that
program
were
available.

We
wrote
a
grant
that
allowed
us
again
putting
federal
dollars
into
colleton
and
jasper
county
to
expand
to
the
there,
but
I
wrote
the
grant
and
I
was
careful
to
write
it
in
such
a
way
that
allowed
us
to
leverage
that
grant
into
something
for
beaufort
county
as
well.
Mental
health
treatment
is
there's,
there's
an
absolute
dearth
of
it
right
now.
It
pervades
through
the
criminal
justice
system
and
there's
a
high
co-occurrence
between
drug
addiction,
alcohol
dependence
and
mental
health
issues.

One
of
the
things
we
were
able
to
do
was
to
get
an
in-house
counselor.
Now,
some
of
the
other
we've
hired
two
counselors
one
of
those
counselors
can
only
deal
with
the
jasper
and
colleton
participants,
because
that's
the
way
that's
what
the
grant
was
for.
It
was
for
counties
where
poverty
is
more
of
a
factor
than
it
is
in
beaufort
county.

But
I
wrote
the
grant
in
a
way
because
there's
a
dearth
of
those
mental
health
services
in
beaufort
county
that
our
mental
health
counselor
can
deal
with
everybody
in
the
program,
including
those
in
beaufort
county.
So
we
absolutely
recognize
that
as
a
as
a
need,
it's
something
that
we
definitely
want
to
expand
upon
in
the
future
and
even
when
we're
out
there
trying
to
expand
our
programs
into
these
other
underserved
areas.

so
I
appreciate
the
the
the
extra
effort
that
your
office
is
is
is
putting
forth
I'll.

The
issues
that
we're
talking
about
that
come
before
your
office
and
we
all
know
need

expanded

name
basis

number

problem

they
kept
coming
back,
and
so
I'm
very
impressed
with
the
program
as
you
have
implemented
it,
and
it
appears
to
me
that,
based
upon

reporting
that
in
fact
it's
been
successful,

two
rather
broad
brush
questions
one.

may
be
for
you

you're
right,
I
mean
from
a
municipality
standpoint
and
from
we
we
kind
of
like
the
term
of
having
to
cobble
together
lots
of
little
ones
sometimes,
but
but
but
the
majority
of
it
is
going
to
come
from
your
individual
counties,
the
state
average
from
a
county
from
the
standpoint
of
and
we
use
per
capita
numbers.
This
comes
from
my
work
with
this
at
the
state
level
for
prosecutors,
but
we
had
to
study.

We
went
to
the
senate
several
years
ago,
the
south
carolina
senate
and
asked
for
funding
for
prosecutors,
because
you've
got
46
counties
in
the
state
of
south
carolina.
The
average
poverty
is
somewhere
around
17
percent
depending
upon
the
year,
but
35
counties
are
higher
than
that.
So
the
majority
of
your
counties
in
south
carolina
are
extremely
impoverished.
Beaufort
county
is
one
of
the
wealthiest
counties
in
the
state
of
south
carolina,
but
I
also
have
allendale
county,
which
is
absolutely
the
poorest
poverty
line.
The
poverty
amount
in
allendale
county
gets
close
to
36
percent.

The
counties
have
a
strong
responsibility
for
doing
the
funding,
as
does
the
state
because
you're
dealing
with
poor
counties,
but
when
we
pull
those
numbers
together,
what
we
came
up
with
is
was
a
per
capita
number
and
the
per
capita
average
was
how
much
the
county
councils
of
those
various
counties
were.
Funding
the
solicitor's
offices.

And
it's
interesting
because
the
the
coastal
counties,
which
is
what
we
should
you're
talking
about
your
number
one
income
source,
is
tourism.
That
also
affects
the
number
of
people
you
have
here,
which
means
that
affects
the
number
of
witnesses,
victims
and
defendants
that
I
deal
with
so
you've
got
bed
space
in
the
14th
circuit
of
288
000
people
we've
got
more
than
that.
That's
going
to
come
to
the
heritage
next
week
right,
so
we've
got
to
factor
that
number
in.

So,
if
you
look
at
the
coastal
counties
and
those
contributions,
charleston
county
contributes
fifteen
dollars
per
capita
to
their
solicitor's
office.
Georgetown
contributes
right
at
fifteen
dollars
to
their
solicitor's
office
per
capita.
Horry
county
is
thirteen
dollars
and
some
change.
Beaufort
county
is
nine
dollars.

So
when
we're
talking
about
this,
we
are
literally
cobbling.
Sometimes
we
have
to
go
out
and
get
funds
from
the
cities
and
the
counties
and
and
everybody
else
we
go
for
grant
monies.
We
talk
to
the
university
of
south
carolina
and
we're
like.
Can
you
move
your
grant
to
us?
So
we
can
get
those
resources.

other
solicitor
has
five
counties,
but
all

us
have
at
least
two
and
it's
interesting,
because
the
geographic
lines
mean
absolutely
nothing
to
the
criminal
population.
They
don't
stay
in
one
jurisdiction,

always
pushed
back
on
that
question
because
you
don't
really
have
a
crime
problem.
You've
got
a
criminal
problem.
You've
got
to
be
focused
on
the
people,
because,
that's,
I
think,
the
biggest
mistake
the
criminal
justice
system
has
made.

the
past
30
years
we
have
focused
on
being
tough
on
a
particular
crime
on
a
particular
offense
when
in
fact,
the
people
that
I'm
talking
about
the
people
that
are
listed
on
your
career
criminal
prosecution
list.
I
assure
you
that
I
can
take
a
look
at
their
rap
sheet
and
they're
not
specializing
in
anything.

There
is
not
one
single
crime
that
they
commit
and
say.
Well,
no,
no.
I
have
great
respect
for
this
criminal
statute,
but
not
this
one.
That's
not
how
that
works,
the
same
people
that
are
murdering
people
or
shooting
people
or
selling
drugs
or
beating
their
girlfriends,
and
all
of
that
you
can
see
on
the
rap
sheets
of
those
people
who
embrace
criminal
activity.

it's
a
little
bit
different
when
you're
dealing
with
those
people
that
need
to
go
to
through
a
multi-disciplinary
court,
but
when
you're
dealing
with
the
career
criminals
and
those
people
are
the
ones
that
actually
drive

crime
numbers
they're,

specializing
in
any
particular
one
crime,
and
I
think
it's
a
mistake
now.
I
appreciate
your
question
because
it
is
a
criminal
justice
issue,
but
the
big
issue
is
you
can't
look
at
the
crime
if
I
can
put
a
guy
in
prison
for
tax
evasion
and
he
goes
to
prison,
then
I'm
going
to
do
that.

problem
is

you
can't

look
at
this

we
just
clear
the
docket
it'll
all
go

it
won't

somebody
go

you
should
have
prosecuted

you
let
somebody
get
a
smaller
sentence
because
you
needed
to
move
the
case.
They
will
be
back
next

not
solved
the
problem,
and
so
we
we
need
to
recognize
that
this
is
going
to
take
time,
but
we
most
importantly
need
to
recognize
that
we
have
to
do
it
the
right
way
and
not
just
not
just
clear
a
backlog.

agreement

work
with
the
facilities
department

schedule
parks
that
are
owned

town

our
community

parks

partners

lots
of
community

and
over

and
sponsors.

also
work
with
over
60
different
groups
throughout

community

that's

application

scholarships.

a
couple

scholarships

I've
been

we've
always
provided
scholarships

the
community
and

form

pretty
pretty

request

recent
tax
returns

we
have
a
scale
system

we've
built
off
the
children's
center
and
what
they
provide
to
build
off
of
that
and
that's
how
we
have
been
working
on

course,
our
scholarships

year

see
from
the
program
numbers
that

next,
but
that's
really
where
we
are
pretty
easy
process.

back

the
community

that
was
pretty
huge
once

start
adding

up
every
year
as
we
go

it
always
amazes
me

hours
we're

looking
out
as
you
can
see
from
the
university
of
maryland,

good
institute
what
the
cost
of
that
is
and
how
much
we're
actually
saving
the
community.
That's
a
pretty
large
number
and
being
able
to
have
the
volunteers
give
give
back
that
much
money.

program
numbers
we
are
certainly
up
from
last
year.

can
see
there's
a
small

up
there
that
talks
about
the

we're
up
to
three

in
participant
visits.
As
you
can
see,
the
fitness
center
has
really
kind
of
started.
Taking
over
here's
a
typical
day.
On
monday,
a
couple
mondays
ago,
we
had
50
people.
Ladies
and
water
aerobics.
We
had
the
two
people
swimming
in
laps
with
four
lanes.
We
had
another
30
people
out
in
the
gym
doing
exercise
the
upstairs
fitness
center.

All
the
machines
were
being
used
and
we
had
about
a
hundred
pickleball
players,
so
we
were
very
busy
that
morning.
It
was
pretty
exciting
to
see
that,
because
that's
what
we
hoped
to
be
when
the
new
facility
facility
was
built
and
opened
a
couple
things.

know
in
some
of
the
data.
There
was
a
question
about
why
we
didn't
have
any
school
kids
in
our
lessons,
coven.
In
fact,
they
just
released
a
code
in
this
spring,
we're
going
to
have
the
school
lessons
back
and
then
working
with
the
children's
center.

Really,
there's
really
no
surprises
on
here,
but
I
want
to
take
you
all
the
way
down
to
the
bottom
of
it.
We've
updated
our
website.
That
was
one
of
the
recommendations
that
we
heard
heavily
from
the
survey
and
begin
text
marketing,

is
two
items
that
we've
started
started
with
right
away
and
things
that
we
worked
on,
and
this
survey
was
actually
completed
in
january.

me
just
talk
a
little
bit
about
looking
ahead,
then
I'll
go
back
to
the
budget.
First
of
all,
some
of
our
concerns
is
always
obviously
staffing
finding
people
keeping
people
has
always
been
a
challenge
or
really
more
of
a
challenge,
and
it
has
been
in
the
past,
especially
finding
people
to
work
part-time
and
the
general
cost
of
business.

mean
everybody
knows
in
this
room.

talked
about
the
adding
an
outdoor
rec
person,
and
this
is
one
of
the
examples
that
one
of
the
things
that
we're
going
to
be
focusing
on
and
then,
when
I
say,
building
back
events
well,
here's
two
examples
we
had
a
great
oyster
rose
was
at
full
level
this
year
in
wing
fest,
which
is
going
to
be
this
saturday.
We're
back
fully
running
operational
after
two
years
of
cancellation
and
twos
were
really
kind
of
the
planning
session.

Overall
we're
asking
the
town
for
a
little
over
one
percent,
two
areas
in
the
general
fund
support
and
then
in
the
therapeutic
wreck.
We've
actually
changed
that
title
to
adaptive,
recreation,
support,
increase
in
salaries,
as
I
mentioned
earlier,
and
then
as
we
draw
down
there
are
some
decreases
in
the
payroll
taxes
and
benefits.
Actually
we
have
two
things
that
have
happened
there.
One
is
our
workers
comp
mod
has
come
down,
which
is
very,
very
exciting,
meaning
nobody's
gotten
hurt
on
the
job
for
a
while
and
then
the
other
thing
is
actually
our
help.

Our
health
insurance-
and
I
know
everybody's
going
to
what
do
you
mean
by
health
insurance?
Well,
we've
been
able
to
go,
what's
called
an
all-savers
program
through
united
healthcare
and
what
they
do
is
they
look
at
us
as
whole
as
a
group
not
by
age,
and
so
that
what
that
does
is
that
we
have
a
really.
We
have
a
much
younger
staff
and
some
of
the
old
guys
like
me.

and
we
meet
annually
with
the
county
in

january,
and
we've
met
with
the
finance
committee
chair,
mark
lawson,
and
we
we
hope
we
know

it's
going
to
be

will

connect

country

country
is

workers

jobs

hilton
head

the

reason
we
serve
the
five
counties
we
serve
so
beaufort
county,
hampton
allendale,
jasper
and
carlton
county.

other

we
connect
folks

to
visit
our
island
and
folks

live
on
our
island

reduce
congestion.

the
last
numbers
we
have
is
about
15
000
passenger
trips,
car
trips,
which
contributes
to
a
good
environmental
impact
on
the
island
and
also
a
good
experience
for
those
who
live,
visit
and
work
here
and
then
the

final
thing
we
do
is
we
contribute
to
what
I
would
call-
and
I
think
others
have
called
the
island
experience,
and
we
do
that
through
primarily
our
trolley
service.
You
know
our
trolley
service
folks.

Our
operators
participate
with
the
university
with
dr
calvert's
island
ambassador
program,
so
we
make
sure
that
they're
friendly
and
that
they
can
point
folks
in
the
right
direction
as
they
go
around
just
our
commuter
bus
service.
Some
details
about
that.
You
know
we
even
though
we
had
the
pandemic,
we
did
see
a
little
bit
of
a
slow
down
as
business
shut
down,
but
we're
able
to
operate
throughout
the
entirety
of
the
pandemic.
We
have
excellent
safety
performance.

Another
interesting
number,
the
american
public
transportation
association,
which
is
our
national
kind
of
trade
association.
Their
number
crunchers
have
figured
that
for
every
dollar
that's
invested
in
public
transportation.
You
see
a
five
dollar
economic
impact,
so
the
cat,
the
town's
last
investment
the
year
last
year
of
about
225
k.

Our
estimates
is
that
brought
about
1.1
million
dollars
in
economic
impact.
You
think
about
the
ability
for
people
to
be
able
to
get
to
their
work,
be
able
to
visit
our
stores
shop
in
our
places,
and
part
of
that
was
by
expanding
our
trolley
service.
To
add
nine
new
stops
with
a
mid-island
service
that
connected
with
the
the
south
island
service.
That's
that
existed
what
we
want
to
do
in
the
future.

This
next
year
coming
up
we're
going
to
operate
our
trolley
april,
9th
through
labor
day
keeping
the
same
service
hours,
2001,
fair,
free,
our
marketing
and
communications
department.
Our
director
of
marketing
creation,
brian
sullivan's,
done

really
good
job
of
producing
what
is
a
very
much
more
robust
and,
I
think,
an
excellent
product
of
a
writer's
guide.

Truly
find
out
those
things
that

hidden
gems
here
on
our
island.
We
also
have
the
opportunity
to
link
the
breeze
trolley
route
with
the
my
hhi
app,
which
is
you
know,
leveraging
our
modern
technologies

improve

island

made
some
minor
adjustments
to
the
route
just
to
make
sure
we're
delivering
the
best
the
best
we
can
to
enhance
that
island
brandon
experience
again.
All
our
operators
are
island
ambassadors.

big
thing
that
we've
got

works
coming
up
is
we're.
We
have
a
planning
study
underway
to
plan
for
the
possibility
of
a
route
to
serve
the
airport
and
folks
who
can
arrive
at
the
airport,
whether
it
be
by
airplane
by
foot
or
car,
and
connect
them
with
the
rest
of
the
island,
we're
I
don't
know
halfway
or
so
through
with
that
we
don't
have
any
real
hard
days.
We've
done.

breakdown
of

that
ask
that
we've
got
this
year
consists
of
really
two
parts.
One
of
them
is
the
urban
service,
which
is
on
this
slide.
A
lion's
share
of
our
of
our
funding
comes
from

federal
government
from
fta
grants,
and
so
we're
asking
for
that
portion
that

dollars
to
match.

town
hilton
heads
share
for
the
local
match

other
part
that
we've
got
is

contribution
towards
the
rural
commuter
bus
service

in

originating
in
other
parts
of
the

it

but
we're
asking
for
hilton
head
to
help
us
support
that

service

bus
to
our
our
facility

bluffton.

trip
and

that
same
person

changes
the
bus

gets
on
and
goes
from,
say

our
center
to
the
south

another
passenger
trip.
So
originally,
we
would
count
that
as
two
trips

counting
as
two
on
that
one
route
and
now
we're
counting
that
as
a
trip,
one
route
from
allendale
to
our
facility
and
then
from
our
facility
to
hilton
has
a
separate,

count.

that

a
couple
weeks

the
comment
about
partnering
with
the
chamber

commerce

budget

slim

it

encourage
that
we
continue
to
foster
that
relationship
and
whatever
we
can
do
as
a
town
to
help
with
that.

so
to
the
point

chamber,
we
don't
spend
a
lot
of
money
with
chamber.

have
a
membership,
but
I
want
to

to
just
highlight
for
a
second,
they
have
been
excellent
partners
of
ours.
They
provide
us
some
space
being
that
we're
a
local
government
operation.
They
provide
us
with
some
space
and
what
they
publish
as
well
as
publishing
and
sharing
our
social
media
posts.
If
you
will,
we've
seen
an
amazing
impact
when
they
share
that
stuff.

So
while
we
haven't
been
spending
money
with
them,
certainly
we
could
examine
how
we
could
expand
that
partnership
to
become
even
more
effective
as
we
transition
from
being
a
startup
to
really
just
operate
in
this
season
to
season.

think
that's
an
excellent
input
to
your
question,
mr
brown,
about
the
about
the
the
comfort
stations
or
the
trolley
stops.

a
very
complex
situation
and
we
haven't.
We
never
thought
of
approaching
it
from
the
point
of
making

capital
improvement
request
the
stops
themselves.

would
have
to
go
through
procuring
the
land
and
we
actually
have
funding
available

build

acquire
pre-built
bus
stops
bus
shelters.

down

think
ours
are

of
the

nice

stops,

capital
funds

think
you
should
take
a
look

shelter
that's
being
used
there
at
the
front
of
northridge
for

commuters

coming

it's

there
as
long
as
I
can

was

but

think

that
is
a
facility
that
should
be
looked

owner

that

improve

facility

benefit

those
people

provide
such
a
valuable
service

us

cooperative
effort

locality

transit

the

would

shelter

it's

but
we're
getting
close

things

happened
recently
that
this

efforts
have
come
to
support
archaeology
on
the
site

put
us
in
position
where
we
can
get
to
the
point.

during
the
campaign
we've
been
doing
work
at

site

been
our

investigator
on
the
site
that

catawba
are
the
only
recognized
nation
in
the
state
of
south
carolina,
but
this
also
could
be
the
wasa
massa
or
the
edisto
natchez
kuso,
and
so
a
cat
katie
is
trying
to
help
us
to
figure
out
where
we
can
land
with
who
we
are
actually
trying
to
represent,
as
I've
mentioned
to
you
before,
we
received
50
000
recently
from
the
african
american
cultural
heritage,
action
fund
of
the
national
trust
or
historic
preservation.
That's
a
lot
of
words
to
map
the
archaeological
imprint
of
the
park
out
of
531
applicants.

Only
27
sites
were
chosen.
We
were
the
only
site
in
south
carolina
to
receive
this
award
and
that's
what
we
found
as
part
of
this
situation.
We've
uncovered
a
cooking
hearth.
We
thought
it
was
just
for
cooking,
but
it
actually
believed
they
used
his
heart
to
cook
tabby,
which
of
course,
is
a
structure
that
is
widely
seen
on
this
site.
We
were
going
to
have
a
nice
pond
in
this
area.

We
also
recently
been
part
of
the
reconstruction
area,
national
historic
network.
There
are
about
67
sites
along
that
network.
We
do
programs.
As
you
already
know,
we
have
a
june
team
celebration
coming
up
soon.
I
wanted
to
put
this
out
here
just
so
you
can
see
the
kind
of
scope
we
have.
We
attract
people
not
just
from
this
state,
but
also
from
alabama
georgia,
florida
north
carolina,
various
northeastern
states.
I
think.
Last
year
we
had
people
from
new
york,
new
jersey
and
pennsylvania
over
the
last
three
in
persons.

Mitchellville
has
touched
about
3
000
people.
For
this
event,
because
of
covey,
we
decided
to
move
virtually
with
some
of
this
programming.
So
in
the
last
two
years,
we've
done
a
virtual
dream
team
presentation
with
other
african-american
museums
around
the
country,
going
as
far
as
far
away
as
seattle
and
la
and,
to
this
point,
those
sites,
the
two
two
years
in
a
row
reached
about
200
000
viewers,
nationally
a
partnership
with
the
town
of
hilton
head
office,
cultural
affairs.
It
led
to
the
qr
stations
in
the
park.

our
questions
about
the
value
of
collaborations
with
the
chamber
of
commerce.
So
this
particular
one
with
exposure
with
travel,
leisure
magazine
and
conde,
nast
and
travel
leisure
section.
We
were
part
of
the
editor's
note

far
corner,
and
then
we
actually
on
the
video
with
conde
nast.

is
easily
a
six
figure
value
for
us
that
we
couldn't
have
paid
for
so
we're
just
glad
to
have
this
connection
with
the
chamber
of
commerce
to
put
us

in
front

they
can
come
and
see
what
we

2017
and
we're
not
talking
about
tours
to
the
park.

not
talking
about
some
of

We
are
in
this
national
next
state
of
capital
development,
as
we
mentioned
with
the
compass
group,
which
is
a
national
firm
to
help
us
raise
the
22.8
million
dollars.
We
have
created
a
national
strategy
because
we
know
it's
going
to
take
a
national
strategy
to
get
us
there,
but
also
we
are
building
the
infrastructure
to
undergird
long-term
fundraising
for
the
future
of
the
organization
which
leads
to
the
other
question
about
the
the
bump
in
membership
funds
for
this
year.

dates
back

2019
at
this
point
pre-pandemic
on
our

anticipate
that
mitchville
can
contribute
1.1
million
dollars

to
a
non-profit
arts

at
this
point
once
we
move

along
this
process.

number
will
obviously
increase
once
we're
able
to
get
launched
and
do
things
that
we
need
to
do
at
the
site

and
so

1998,
that's

this
code
originally
came
into
being,

originally
it

funding

hospitality
association,

they

reinvesting

hospitality
industry

hilton
head
island
in
2011,
as
the
hospitality
association
disbanded
uscb,
I
came
in
and
said
we
would
like
to
come
in
and
help
promote
the
hospitality
industry
as
educators,
professional
educators.

students

out
in
the
hospitality
workforce
and
they
need
to
have
this
education
and
be
certified
island
ambassadors
to
again
create
those
exceptional
experiences

our
guests

quickly
some
statistics
as
the
pandemic

went
virtual
and
so
I'm
sorry.
I
lost
my
palmetto
breeze
folks,
but
we
worked
really
hard
and
I
have
to
give
really
accolades
to
palmetto
breeze.

We
did
a
combination,
virtual
live
class
so
that
starting
in
2021,
their
trolley
drivers
were
island
ambassadors,
and
so
they
worked
really
hard
with
us
to
ensure
that
we
could
deliver
our
program
and
they
can
have
certified
island
ambassadors.
So
they
are
included
in
the
202
island
ambassadors
and
of
course
our
evaluations
are
are
above
90
percent.

All
positive,
so
this
year
today,
we've
done
a
little
over
27
seminars
and
we're
at
114
to
date
this
year,
island
ambassadors
up
a
bit
and
we
have
about
six
six
times
so
about
18
classes
scheduled,
and
we
continue
to
get
requests
every
single
day.
So
we
are
in
demand
and
I
think,
as
the
international
workforce
returns,
the
need
for
this
program
just
grows,
because
we
have
individuals
that
are
coming
from
all
around
the
world
and
they
don't
know
what
an
amazing
place
hilton
head
is.
So
they
can't
share
our
story.

we
bring
that
education
to
that
international
workforce
and
help
them
understand
how
amazing
hilton
head
is
and
help
them
to
share
that
story.
So,
overall
we're
at
2600.
As
I
said,
we've
done
over
615
seminars
and
over
10
000
educational
hours.
Just
briefly,
we
had
we
were
climbing
2014.
We
did
the
first
certification,
you
see
the
pandemic
hit
and
now
we're
on
the
way
back
up.

interesting
fact
hold
on
a
second:
it's
not
going
forward.

decline

teach
the

amount

courses

the
need

initiative

is
similar

little
more
than

shopping.

we
have
sue
gibson
who
worked
with
forbes
travel
and
helped

out

again
very
high-end
travel
experiences.
She
evaluated
them
and
she
brought
that
expertise
to
us,
and
so
she
helps
all
of
our
partners
determine
what's
a
quality
experience.

the

our
third
arm
under
the
statute
is
event
incubation
again
challenging

coven.

just
met
with
the
town
last
week
and
we
have
a
couple
new
opportunities
going
forward
that
we're
excited
to
start
working

be
coming
back
a
couple
successes.
We
had,
of
course,
sandbox
at
the
stables,
burgers,
bacon
and
barbecue,
and
we
also
worked
on
the
350
30.

last
program
that
we're
offering
is
finnegan
sharing
shack,
which
is
the
fantastic
idea
of
our
student
bethany
mcdonald,
and
she
took
this
on
as
her
internship
and
made
it
happen,
and
she
was
out
there.
Every
weekend
we
finally
got
opened
in
july.
She
recycled
over
671
beach
items,
pulled
that
off
the
beach
pack
and
play
tents,
massage
chairs
I
mean
it
was
unbelievable
and
what
she
did.

Besides
that,
she
has
just
some
amazing
stories
about
helping
and
being
a
great
representative
of
hilton
head
as
they
go
to
the
beach
being
that
resource
and
sharing
what
an
amazing
place.
We
are
and
she's
back.
So
we
just
or
got
committed
for
this
year
as
well,
and
so
she'll
be
back
out
there
all
summer,
she's
starting
in
may,
and
we
have
we'll
be
staffing
that
as
well
and
then
we're
also
working
with
the
marriott
and
grand
ocean
and
trying
to
get
this
program
implemented
within
their
facilities
as
well.

clemson
university
come
in
and
evaluate
our
island
ambassador
program,
which
was
the
strongest
program
at
the
time
and
just
accolades
to
us
that
we
were
doing
had
professional
educators
that
we
had
the
commitment
that
we
had

town
and
that
we
were
doing
such
an
amazing
job
with
that
program
and
we
have
them
coming
back
again.

and
do
an

they'll

starting

continuing

the
