proven

dishonest
and
all

tax
funds
illegally.

audit

total
fraud.
This
audit
is
nothing
but
an
internal
higher
town
audit.
That
only
show
the
numbers
that
you
and
town
insiders
want
us
to
see.

caught

criminal

tax

allegations

result

map

council

preferred
alternative

an

motion

we've
started,
all
of
these
meetings
wanted
to
take
an
opportunity
to
thank
the
public.
That
is
here
because
the
purpose
of
these
meetings
is
to
engage
with
the
public
in
these
discussions
and
to
have
an
open
dialogue
with
them
as
we
go
through
this
process,
and
so
we
thank
every
one
of
you
for
being
here
for
taking
time
out
of
your
day
to
come,
participate
in
a
minute.

going
to
turn
the
presentation
over
to
matt
carey,
with
our
gis
department,
who's
going
to
walk
us
through
kind
of
the
history
of
of
what
we're
doing.
Why
we're
doing
it
where
we've
been
to
and
now
where
we
are,
but
again
as
we
go
through
this
we're
still
at
this
point,
even
today,
still
taking
comments
from
the
public.
So
we
would
encourage
folks,
if
you
have
questions
if
you
have
concerns
now,
is
your
opportunity
to
go
ahead
and
help
participate
in
this
process
and
with
that
I'll
turn
it
over

So
we've
gone
out
of
our
way
to
ensure
that
the
communities
of
interest
is
there's
no
real
hard
definition
of
what
it
is,
but
we're
taking
things
into
consideration
such
as
the
puds,
historic
neighborhoods,
and
things
of
that
like
such
as
that.
The
districts
must
be
geographically
compact
and
they
must
comply
with
other
applicable
court
decisions
and
federal
and
state
laws.

And,
as
you
can
see,
the
deviation
for
this
map
is
23
and
a
half
percent.
There's
the
state
recommendation
that
the
greatest
deviation
can
only
be
5.
The
legal
limit
is
ten
percent,
so
based
off
of
these
numbers,
you
can
see
that
we
could
not
keep
the
town
council
boards
as
they
were,
so
we
had
to
make
a
change
of
some
sort.

here
we
moved
on
and
received
citizen
input,
as
well
as
count
town
council
input.
This
is
the
first
alternative
that
we
put
together
based
off
of
citizen
input
and
the
largest
change
in
this
map.
Right
here
is
moving
the
point,
comfort
area

taking
what
we
had
in
the
preliminary
map
of
the
force,
beach
areas
being
moved
into
ward
5
and
moving
those
into
ward
3
to
balance
out
the
shift
of
moving
point
comfort

ward

with
this
one
we

a
deviation
range
of
just
over
5.

minorities

wards

town
council
people?

they

don't
have
to
all
the
comments
on
the
circle

up

private
beach
accesses
for
the
public
things,

they
kind

scoffed
at
our
simple
mercantile
aspirations
in
coligny.

they
were
already
set.
You
know,
so
thank

putting
us
in
a
like
size,
ward,
with
like-sized
neighbors,
where
we're
in
equal
number
with
a
lot
of
people
there,
it's
like
being
short
on
the
basketball
team
with
all
short
people.

might
actually

the

board

league

women

We
care
about
mostly
two
things
in
this
process.
One
is
making
sure
that
you
comply
with
the
criteria,
especially
respecting
and
honoring
communities
of
interest,
and,
secondly,
public
input.
So
I'm
here
to
thank
you
publicly
again
for
your
public
input
sessions.
I
hope
they've
proved
to
be
useful
and
helpful
to
you
during
this
process.

addition,
at
your
last
workshop
I
mentioned
or
asked
about
what
efforts
had
been
made
to
reach
out
to
the
latinx
or
hispanic
community
council.
Member
brown
responded
about
reaching
out
to
mr
esquivel
with
la
esla,
which
is
a
communications
network
to
the
latinx
hispanic
community.
I
also
submitted
an
email
to
the
committee
on
friday,
suggesting
I
hadn't
thought
about
it
at
the
time,
but
catholic
churches
are
also
a
way
to
reach
out
to
the
latinx
or
hispanic
community,
and
I'm
hoping
that
you
have
done
that.

If
not,
I
would
urge
you
to
do
that
before
you
complete
this
process,
because
that's
a
significant
community
of
interest
on
our
island,
and
I
hope
that
and
I'm
sad
that
the
staff
didn't
make
more
outreach
efforts
to
that
community.
So
I'd
urge
you
to
do
that
before
you
complete
your
process
separately
as
an
individual,
I'm
happy
to
land
wherever
I
land.
I
respect
both
the
wishes
of
foreign
speech
association.
I've
been
a
member,
I'm
a
neighbor.
I
live
in
south
far
speech.

respect
council
member

plea

behalf

point
comfort,
so
as
an
individual
I'll
land
where
I
land
and
I'll
honor
the
decision,

my
interest
is
that
of
commonality
and
diversity,
and
all
of
those
things
that
would
make
our
island
a
one
island,
and
we
know
that
you
as
representatives
as
you
as
elected
officials,
have
a
tough
job
in
representing
all
of

interests
fairly
and
without
bias,
because
that's
human
nature.
We
are
different
people
and
we
are
different,
different
background
and
we
have
different
belief
in
different
philosophy.

Redistricting
is
not
easy,
it's
painful
and
with
our
island
growing
as
much
as
it
is
growing,
with
different
people
and
different
philosophy
and
different
belief.
It
always
be
a
challenge.
Ten
years
from
now,
we'll
probably
look
at
it
and
say
well,
gee
whiz,
we
were
not
doing.
We
did
not
do
what
we
should
have
done,
because
here
I
am
in
a
district
of
completely
different
people
or
different
philosophies,
etc.

me
just
say
that
I
commend
you
for
listening.

commend
the
staff
for
listening
and
considering
the
suggestion
that
were
given
to
them,
and
hopefully,
when
we
finish
the
process,
it's
a
product
that
we
will
all
be
willing
to
live
with

continue

make

town
a
better

hard
unless
you
initiate
it
yourself
and
that's
not
the
case
of
the
people
who
reside
in
the
various
areas.
Here
we
have
heard
statements
that
the
people
some
people,
if
not
a
sizable
group
of
people
in
the
forest
beach
area,
don't
want
to
be
part
of
the
sea
pines
area
and
there's
been
a
suggestion
that
people
in
point
comfort
don't
want
to
be
part
of
board
three
that
has
to
be
resolved
in
some
way.

Whoever
represents
sea
pines
in
the
upcoming
and
ward
5
in
the
upcoming
election
is
going
to
have
to
deal
with
a
different
area,
whether
it's
forest
beach
or
whether
it's
point
comfort.
Anybody
who's
comes
at.
That
seriously
is
going
to
pay
a
great
deal
of
attention
to
the
minority
area,
the
smaller
area.

I
think
many
of
us
believe,
however,
that
point
comfort
area
is
much
more
similar
to
the
basic
aspects
of
sea
pines
than
is
the
forest
beach
area,
and
therefore
it
would
be
a
lot
easier
to
represent
that
smaller
group
than
it
would
be
to
represent
the
area
of
forest
beach.
So
from
the
point
of
view
of
a
representative
from
c
pines,
the
consolidated
map
is
one
which
we
very
much
appreciate.

there
are
no
additional

I'll
bring
it
back
to
the
committee
and
start
out
by
saying
I
recognize
that
this
is
a
mathematical
exercise
and
the
math
has
to
work.
If
I
had
my
druthers,
I
would
prefer
to
do
nothing.
I
would
prefer
to
keep
the
existing
map,
as
is,
but
we're
challenged
by
a
deviation
of
nearly
30
percent
and
recognize
that
that
won't
happen.

From
my
perspective,
looking
at
each
of
the
alternatives
that
have
been
presented
and
I'm
very
grateful
for
each
of
them,
in
my
opinion,
the
consolidated
reflects
the
best
effort
in
terms
of
meeting
the
criteria
that
we're
bound
to
comply
with.
So
for
that
reason,
I'll
be
moving
my
support
in
that
direction.

us

take
that
as
an
opportunity
for
us
to
do
better,
okay
and
I'm
not
sure
what
do
better
means
at
the
moment,
but
I
know
we
need
to
do
better.

think
we've
done
an
enormous
job
in
attempting

protect
that
community.

through
this
process,
okay
and
as
far
as
the
numbers
are
concerned.
That
proves
it
right,
but
yet
the
point
still
remains.

learned

lot

going
through
this
process

I've
seen
it
evolve.
I
have
seen
input
from
various
members
of
the
community
from
people
on
the
council
and
from
others
about
what
is
the
thing
that
I
want
to
see
happen

moving
forward
with
this
redistricting,
and
we
have
listened
to
all
of
these
comments.
We
have
listened
to
all
of
this
input
and
we
have
made
a
very
good
faith
effort
in
incorporating
those
when
the
request
was
made
to
come
up
with
a
consolidated
map.
