most
interested

the

ongoing
trends
you
see,
both
favorable
and
unfavorable.

the
ongoing
trends,
as
I
review
these,
I
made
some
notes.
Obviously
we
can
talk
about
traffic
here
in
a
moment,
but
we'll
talk
about
the
assaults
that
or
crimes
against
persons.
I
won't
make
the
assumption
I'll
make
the
that
it
is
actually
accurate.
The
aggravated
assaults,
as
you
see
them
in
front
of
us
right
here
for
the
fiscal
year
or
first
quarter
of
22,
shows
20
aggravated
assaults
to
me.
That
was
fairly
alarming,
but
in
reviewing
and
looking
at
how
we
report
these,
these
are
also
all
inclusive
of
domestic
violence.

Related
an
assault
is
an
assault
as
an
assault
just
because
it
happened
with
two
actors
that
are
have
some
intimate
relationship
or
in
accordance
with
state
guidelines.
It's
still
listed
as
an
aggravated
assault.
So
I
don't
want
the
council
to
think
that
people
are
getting
aggravated
assaults
occurring
just
by
you
know
john

public
walking
around
on
the
street.
These
are,
I
think,
the
majority
of
the
numbers
are
higher
in
the
domestic
area.

emanating
from
the
situation
we
find
ourselves
with
with
covid
and
with
rising
prices
and
etcetera,
etcetera.

lot
of
pressure.

think
that
there's
I

know

the

sure
we're
at
full
capacity
here
on
hilton
head,
but
the
numbers
actually
come
up,
obviously
with
the
tourist
season
coming
in,
and
it
sure
is
a
party
around
here
and
you
know,
after
after
the
heat
in
the
sun
and
a
long
weekend,
things
happen.

This
isn't
somebody
snapping
a
window
out
and
jimmy
in
the
the
ignition
on
a
bmw
or
mercedes.
This
is
somebody
that
leaves
their
fob
in
the
key
they're
in
the
cup
holder
and
all
you
have
to
do
is
touch
it
and
it
opens
up
and
now
suddenly
it
can
unlock
it
and
that's
a
crime
of
opportunity
for
the
most
part
that
I
believe
with
the
auto
thefts,
but
with
the
larcenies
they're
very
high
b
e
motor
vehicles,
the
larceny
is,
is
all
inclusive,
so
it's
not
specific,
but
shoplifting
is
a
trend.

It's
an
incredible
trend.
The
b
e
motor
vehicles
is
a
humongous
trend,
found
one
the
other
day
that
just
some
bound
property
that
came
in,
and
it's
not
specific.
We
know
where
the
targets
are
at,
but
it
those
targets,
no
matter
how
far
apart
they
are
mid
island
all
the
way
to
the
south
end.
They
will
run
that
that
whole
area,
the
bike
paths
and
the
easy
end
easy
out
and
hiding
is
really
easy
to
do
so.

Our
officers
make
a
courtesy
arrest,
not
necessarily
take
somebody
to
jail
for
simple
possession
of
marijuana
anymore,
but
there
are
larger
quantities
that
seem
to
be
surfacing,
and
I
would
say
recently,
probably
within
the
last
year,
possession
with
intent.
We've
had
some
trafficking.
Methamphetamine
is
a
problem.
It's
specific!

It's
not
broad.
It's
only
smaller
groups.
It's
not
the
open
air
drug
market
doesn't
exist.
That
was
squashed,
probably
10,
15
years
ago,
because
it's
just
not
advantageous
to
stand
on
the
street
corner
and.

We've
had
some
real
good
interdiction
stops
and
some
open
investigations
where
large
er
quantities
and
then
our
career
criminal
have
been
taken
into
custody
and
those
charges
have
been
made.
Of
course,
when
you
see
it
in
the
paper
or
you
see
it
on
the
blotters,
the
specific
details
of
date,
time
groups
and
things
like
that
aren't
aren't
revealed
because
they're
still
open
and
active
investigations,
but
the
information
is
out
there,
but
the
heroin
opiates.
We
won't
just
call
it
heroin,
we'll
call
it
opiates.

And
I
think
the
last
time
I
asked
the
question
I
was
asking
if
there
was
any
correlation
or
what,
if
it
was
a
significant
correlation
between
the
numbers
that
we
see
on
the
statistic,
boards
and
drug
use
and
drug.

Well,
without
myself
doing
the
the
interviews
with
these
folks
that
get
that
we
arrest
for
being
in
possession
of
these
narcotics
and
stuff
where
they
come
from
and
the
their
background
yeah.
These
people
have
to
feed
a
habit
and
an
unlocked
car
is
definitely
really
easy.
It's
a
soft
target,
it's
extremely
easy
for
these
folks
to
do
it
and
it's
not
inclusive
to
30
year
olds.
It's
it's
juveniles
and
I
don't
want
to
open
up.
Well,
that's
a
great
shot:
did
you
miss
it.

didn't
know
that
blink
of
an
eye-
I
don't
know
how
to
make
it
go
backwards.
Okay,
there
they
are.
Those
are
your
investigators
that
work
this
island
and
south
of
broad
river
bridge.
They
do
a
great
job,
so.

In
my
mind,
this
is
an
issue
I
I
wish
there
were
more
attention
given
to
it
for
the
time
being.
If
we
can
remind
everyone
what
you
tell
us
brilliantly
to
take
your
valuables
out
of
your
car
put
your
car
in
your
garage.
If
you
can,
even
if
you
do
then
in
both
instances,
lock
your
car
take
your
guns.
Take
your
key
fobs.
Take
everything
of
value
out
of
your
car.
If
there
is
a
correlation
between
the
drugs
and
the
theft,
that'll
help
resolve
some
of
it,
maybe
in
a
very
small
way.

if
it's
a
crime
against
opportunity
for
you
to
have
it,
there
may
be
some
small
impact
on
it.
Regardless
it's
good
good
advice,
and
we
thank

saying

hopefully
everyone's

we

take
your
valuables
out
of
your
car
and
lock
your
car
put
it
away
in
the
garage.

know
there's
three
phases
that
are
coming
in
the
town
of
hilton
head
up
and
down
the
corridor
and
the
business

whole
phase
work
somewhere
down
the
road

way

road,

anyway
with
the
traffic
I
thought.
Maybe
somebody
would
have
some
questions
about
the
collisions
without
the
injuries
on
hilton
head
being
high
in
the
first
quarter.

It's

number
one
and,
thank
goodness,
predominantly
they're.
The
slow
earth
speeds
people
coming
to
a
stop.
Obviously,
and
and
of
course,
the
the
time
frame
that
these
occur
is
in
your
rush
hour,
more
rush
hour
traffic,
when
you
start
getting
into
the
left,
turn
right
turn
we
have
protected
intersections
except
outside
of
that
rush
hour
window.
The
left
turn
seems
to
be
the
in
front
of
on
moving
traffic
seems
to
be
very,
very
the
injury
rate.

That's
the
second
collision,
not
necessarily
side
swipes,
but
we
definitely
got
a
traffic
problem
with
people
running
into
each
other,
and
it's
it's
the
nature
of
the
beast.
When
you
have
so
much
traffic,
I
looked
at
these
numbers
they're,
not
too
awful
bad.
Hopefully
they
can
be
better.
It's.
My
information
that
I
have
is
a
little
more
extended.
I've
got
some
marks
in
here,

I'll
just
say
it
like.
This
is
the
relative
element
to
our
collisions.
The
the
traffic
engineers
done
a
great
job
with
the
timing.
In
my
opinion,
I've
been
here
for
a
long
time
on
hilton,
head
and
they've
done
a
great
job
with
them
and
protecting
those
intersections
and
making
things
safer.
Even
though
this
number
is
higher
at
158
in
the
first
quarter
of
22.

personally
believe
that
the
service
that
the
sheriff's
office
provides
us
with
reference
to
crime
is
outstanding,
and
I
think
that
you're
doing
an
excellent
job.
All
of
us
are
concerned
about
these
aggravated
assaults
being
up
the
more
violent
personal
crimes.
I'm
wondering
is
there
a
concentration
of
location
where
those
might
occur
on
the
island.

From
what
I've
been
reading
and
what
I've
been
reviewing
and
seeing
in
the
recent
months,
a
lot
of
it
is
the
the
short-term
rentals
you
know
with
the
the
more
active
party
areas,
then
things
go
south
at
sunday
afternoon
at
five
o'clock
in
the
at
night,
because
it's
been
a
long
hot
weekend.
So
things
like
that
happen.
We
get
people
from
the
outside.

I
see
that
the
collisions
are
being
met.
The
numbers
are
up,
but
I'm
concerned
about
traffic
control.
We
never
see
officers
out,
checking
speed.
We
never
see
officers
out
or
sheriff's
deputies
out
checking
people
that
are
running
red
lights.
It
seems
that
this
is
a
ongoing
sport
here
on
hilton
head
island
to
see
how
many
extra
cars
can
squeeze
through
red
lights.
I
for
one
when
I'm
the
lead
car
and
I
get
the
green
light,
I
always
hesitate
for
a
few
seconds
and
look
both
ways
to
see
who's
playing
that
game.

We
have
officers
that
are
constantly
writing
citations
and
issuing
warnings,
making
sure
making
those
traffic
stops
consistently.
The
numbers
are,
the
numbers,
are
there,
they
may
not
be
as
high
as
they
were
in
first
quarter,
21,
which
I
know
they're.
Not
the
written
warnings
are
so
the
opportunity
for
the
officers
to
make
a
stop
and
educate
and
they're
really
not
forced
to
whether
they
write
a
citation
or
a
warning
is
discretionary
at
their
point,
depending
on
how.

weekend

three
will

south

the
broad

experience

on
a
shift

of

traffic
blitzes,
frequently
right
now,
they're
tapped,

double
tasked.
We
don't
have
any
core
positions
for
a
traffic
team
or
a
just
call
takers
or
things
like
that.

try
to
do
more
with
less
and,
of
course
we
do
everybody
seems
to,
but
when
we
do
these
traffic
blitzes,
those
are
those
are
the
high
topic.
Offenses
that
we
look
at
one
is
tailgating,
two
is
reckless
driving
three
is
the
running
red
lights
and
the
other
one
is
obviously
speed
or
speed.
Related
accidents
aren't
nearly
as
high
as
some
people
would
think.
It's
usually
inattention
that
creates
these
traffic
accidents.

Hence
the
rear
end
collision,
so
texting
or
looking
over
to
see
if
blue
lights,
that
somebody
has
somebody
stopped,
and
they
you
understand
what
I'm
talking
about
if
you're
ruining
this
traffic,
so
we
do
do
that.
We
have
those
on
the
books
right
now.
As
far
as
some
new
traffic
blitz
is
coming,
it's
not
cons.
It's
not
specific,
just
to
hilton
head
the
running
of
the
red
lights
and
yes,
they
play
the
game.
They
do
it
on
rose
hill.
They
do
it
on
moss
creek.

They
do
it
at
malforce,
road
up
and
down
their

causeway
or
all
the
way
from
the
property,
so
beaufort
county
property.
So
we
have
highway
patrol
running
on
hilton
head
as
frequently
as
they
can,
but
their
numbers
are
down,
we
steal
people
from
them
and
we
have
and
we
will
continue
and
bring
them
here
to
us.

pay
closer
attention
to
what's
going
on
out
there,
and
I
look
forward

seeing
those
traffic
stops
out

because

think
when,

people
see
traffic
stops,
they
say.

there

slow

I
won't
run
that
red
light,
and
I
hope

that

fact

happens
on
a
totally
different

we

a
one
particular
person,
there's
there's
several
that
are
a
career
in
this
opportunity
to
break
into
cars
and
things
like
this,
these
career
criminals,
one
was,
we
just
got
his
bond
revoked
and
I
believe
he
was
out
on
bond
for
16
or
17
b
e
motor
vehicles
he's
out
on
bond
this
guy's
a
career
criminal
he's
been
a
career
criminal
since
he
was
probably
14
years
old,
15
years
old.
Those
are
the
ones
that
we've
detected
last
week.

He
will
break
into
you,
and
this
is
a
guy
that
will
snap
your
window
out
to
steal,
what's
in
the
front
seat,
not
just
check
the
doors
with
his
arrest
and
the
arrest
of
a
couple,
others
that
kind
of
made
some
headline
news
around
here
in
the
last
couple
of
weeks
down
on
the
south
end,
I
will
say
that
our
b
e
motor
vehicle
rate
has
gone
down
to
some
degree,
not
enough
to
notice,
but
there's
still
a
few
out
there.

These
specifics,
especially
especially
this
one
he's-
I
don't
know
if
they've
served
the
war
on
him
yet
or
not,
for
the
dna
hit,
but
they've
revoked
his
bond
and
the
phone
calls
have
been
made.
The
solicitor
is
well
aware
of
this
and
yes,
we're
relaying
information
to
them
as
much
as
possible.
It's
a
conversation
that
comes
up
anytime.
These
people
rear
their
head
and
committing
these
crimes
and
the
probable
cause
established
for
their
arrest,
especially
if
they're
out
on
bond
for
the
exact
same
thing.

what
is
the
status
of
the
county
detention
facility?
Is
it
full
or
are
there?
Are
there
beds
that
we
could
bring
more
people
into
it?.

directed
enforcement,

that
direct
enforcement
information

out

the
master
sergeant
through
analysis.
That's
obtained
through
our
data
reporting,
and
it
comes
out
every
week.

provides

the

sergeant,

he
directs
that
to
the

supervisors
over
the
shift

between
calls
for

the
reports

time

stop
people
from
running
that
red
light.

great
time
to
stop
people

light
right
there.
I
can't
tell
you
right
this
second,
that
that
is
a
hard
intersection,
but
there
are
some
that
are
pretty,
but.

Year,
we
do
from
time
to
time
like
I've
hinted
on.
We've
got
I'm
right
now,
actually
working
on
a
directed
enforcement
aspect
where
we'll
pull
some
overtime.
Deputies
they'd
want
to
sign
up
just
to
run
traffic,
and
it's
it's
area
specific.
They
will
be
given
targeted
areas
in
order
to
work
when
kickoff
of
summer
hit.
We
ran
a
blitz
that
ran
all
the
way
down
to
the
coligny
traffic
circle,
all
the
way
from
gumtree
road
on
on
the
cross
island
and
it
was
extremely
effective.
I
thought
the
numbers
were
extremely
high.

It's
not
hard
to
find

and
a
55
is
pretty
easy.
It's
not
that
we
want
to
go
out
and
write
a
bunch
of
citations.
It's
the
the
actual
act
of
of
the
enforcement
aspect,
whether
a
citation
or
a
warrant
is
is
given.

That's
those
directed
enforcement,
that's
what
we're
working
on
now
and
it
will
unveil
that,
probably
to
the
guys
and
they'll
be
on
it.
Within
the
next

We
can

So
the
first
parcel
that
I
want
to
talk
about
is
actually
two
contiguous
parcels.
You
see
them
there
highlighted
on
the
screen.
These
properties
are
known
as
barker
field,
and
you
can
see
that
they're
listed
as
parcel
a
and
parcel
b,
but
both
of
them
effectively
make
up
the
majority
of
the
property
parcel.
A
is
just
shy
of
three
acres
and
parcel
b
is
just
shy
of
eight
acres
they're
currently
used
for
recreational
activities
both
from
the
county
programming
and
from
the
town
programming
in
the
materials.

One
of
the
conditions
that
the
county
has
requested
is
that,
in
exchange
for
transferring
the
title
to
these
properties
to
the
town,
the
county
would
ask
that
they
retain
the
ability
to
use
these
properties
for
the
programming
that
they
currently
offer.
We
believe
that
that's
something
that
can
be
accomplished.
It
would
likely
take
coordination
between
island
rec
and
the
parks
and
rec
department,
but
assuming
that
those
two
entities
can
get
together
and
work
out
a
mutually
agreeable
schedule,
that
would
be
something
that
we
would
be
able
to
accomplish
with
this
particular
transfer.
I
One
thing
I
think
it's
important
to
note
and
I'm
going
to
try
to
see
if
I
can
highlight
it
here.
This
area
right
here
is
actually
not
owned
by
the
county.
It's
privately
owned.
The
county
has
a
lease
agreement
for
that
and
that
essentially
constitutes
the
parking
areas
for
the
park
itself.
So,
in
addition,
we've
referenced
in
this
document
here
the
assignment
of
a
lease
agreement
for
this
particular
parcel
that
would
go
along
with
the
actual
transfer.
I
I
This
is
already
owned
by
the
town
and
is
maintained
by
the
town,
so
we
don't
anticipate
a
significant
increase
in
maintenance
costs.
What
this
does
allow
us
to
do,
though,
is
if
we
look
at
investing
significant
amounts
of
capital
improvements
at
this
property,
then
we'll
have
the
ability
to
control
doing
that,
knowing
that
we
own
title
to
them.

parks

department

the

we

on
a
monthly
basis
is
that
we
provide
facilities
with
the
scheduling
of
the
park
and
what's
coming
up,

they
have
that,

they
can
work
around
maintenance
and
same
thing.

it's

two

but
they
are
connected

We
refer
to
this
as
the
old
school
house
property.
My
understanding
is,
there
did
used

old
government
building

this
particular
property

time
it
was

municipal
court.
It's
had
a
couple
of
different
iterations,
but
it
now
is

parking
facility

along

they've
been
converted
to
pickleball
courts

this
point
in

were
at

a
little
over
four
acres.
So
just
shy
of
about
seven
and
a
half
acres
in
total
guys.

interest
of
the
public,

you
identify
further
where
this
is
within
the
context
of
the.

this
is
town
owned
property
that
is
located
at
the
end
of
jenkins
road,
which
is
this
roadway
right
here,
and
the
county
is
requesting
that
this
parcel

which
is
right
at
one
acre,
be
transferred
to
the
county,
and
they
would
like
to
utilize
it
in
furtherance
of
this
fishing
boat,
pier
that
they
have
here.

At
this
point,
no
we've
really
held
off
on
really
identifying
any
kind
of
uses
of
it.
The
parcel
that's
just
to
the
south
here
is
actually
part
of
a
much
larger
30
acre
parcel,
but
this
particular
portion
up
here

already
subdivided
off
when
the
town
acquired
it,
and
at
this
point
I
don't
believe
we've
identified
any
potential
uses
for
it.

could
be
used
for
anything

parcel

zoned.

I'm
not
aware
of
what
it's
currently
zoned.

know
I
was
gonna,
say
it's
something
we
can
certainly
get

It
wouldn't
surprise
me
that
it
was
likely
a
part
of
this
larger
piece
here
and
I
believe,
when
the
town
acquired
that
I
believe
they
re-zoned
it.

And
then
this
is
the
last
and
again
it's
two
parcels,
but
they
are
connected
for
reference
purposes.
This
is
the
cross
islands
parkway
coming
over
on
to
the
southern
part
of
the
island
here
this
is
helmsman's
way,
so
this
is
how
you
would
get
to
the

reappointments

new
elected
officials,

things
stood
out
to
us

that
often
times

everybody
was
handed

big

big
stack

materials,
sometimes

flash
drive

on
them,
but
weren't
provided
the
resources
or
the
contact
information
for
really
getting
down
into
the
next
level
and
being
able
to
conduct
your
role
as
elected
officials,
council
members
appropriately.

done
this
time

we've
taken

those
documents.

created
a
list
of
a
comprehensive
list

nothing
but
documents

would

we've
also
broken

down
into

of
meeting

safety,

us
know
of
those
changes,
they
are
now
riding
the
circuit
going

all
of

municipalities

information
about
what
those
changes
entail,
and
so
we've
invited
miss
brittany,
ward,
who's,
the
deputy
county
attorney
and
ms
tallulah
trice
who's
the
animal
services
director
to
come
and
basically
provide
you
with
some
information
about
the
recent
changes
and
answer
any
questions
that
you
may

with
that
I'll
turn
it

kind

of
our
reorganizing

adding

language

because
there
were
several
several
larger
issues
that
we
had
seen
a
year
two
years
ago,
talou
and
I
got
together-
and
I
said
rather
than
identifying
one
single
aspect
at
a
time-
let's
take
some
time
and
actually
review
the
entire
ordinance
so
that
we
can
address
everything
at
once.

Otherwise,
we
get
to
as
josh
clearly
put
it
right
the
circuit
and
come
to
you
all
the
time
about
these
things.
So
I
will
point
out
the
larger
highlighted
areas
of
the
ordinance
change.
Specifically,
I
think
which
josh

alluding
to.
We
have
removed
voice
control
as
a
form
of
having
your
animal
or
your
pet
under
control.
That
is
because
the
south
kind
of
code
changed
their
rulings.
As
you
all
know,
we
cannot
supersede
what
the
code
states
so
when
they
changed
ours.

are
now
adjusting
what
our
ordinance
says,
and
so
that
was
the
the
started,
the
ball
rolling
as
far
as
changing
our
ordinances.
The
second
item
is
we.
We
did
not
remove
much
language.
We
reorganized
the
dangerous
dog
determination
previously
when
an
individual
was
in
a
situation
whereby
an
officer
was
called
out
for
a
dangerous
dog
determination,
meaning
there
was
a
dog
attack,
whether
dog,
on
dog
or
dog,
on
a
human.

There
was
five
different
aspects
that
were
immediately
applied
to
that
individual
meaning
they
had
to
immediately
receive
or
obtain
insurance,
as
well
as
some
others.
As
far
as
keeping
the
dog
maintained
in
a
gated
area,
I
have
since
moved
that
to
after
a
court
hearing
is
held
rather
than
when
an
officer
determines.
It
is
a
dangerous
dog,
so
that
is
simply
a
mechanics
movement
going
on
dangerous
dogs.

We've
also
over
the
course
of
my
four
years.
Prosecuting
these.
There
are
some
very
heartfelt
cases
that
come
forward,
especially
when
a
individual
owns
a
consider,
a
young
dog
or
a
puppy.
Two
three
years
old,
who
unfortunately
gets
themselves
in
a
situation
and
a
human
is
attacked
or
another
dog
is
attacked
when
we
take
those
previously,
when
we
took
those
to
court,
it
was
difficult
for
not
only
the
prosecutor
but
as
well
as
a
judge
to
deem
a
two
or
three-year-old
dog
who
clearly
got
put
in
a
bad
situation,
a
dangerous
dog.

be
contained
on
a
leash
at
all
times,
but
the
aspects
of
the
dog
having
to
be
in
a
four-sided
crate
at
all
times.

cannot
be
out
in
a
yard.
They
cannot
be
in
a
fenced

area

nuisance

we
still
allow
the
dog
to
be
in
a
fenced,
an
area,
and
they
don't
have
to
have
a
muzzle.

person
is
willing

to
take
up
that
job
and
take

seriously

help
the
dog

than

nuisance
dog,

I
think
I've
seen
I've
actually
worked
on
this
particular
aspect

changing
an
ordinance
up
north,
the
broad
range

barking
being
a
nuisance

a

unsubstantiated
type
of
claims
that
are
hard
to
define.

what
that
means
is
at
a
certain
length
of
time.

they
have
